I AM THE TAX BUDGET IS A REQUIREMENT OF THE FRANKLIN COUNTY BUDGET COMMISSION. FRANKLY COUNTY CHOOSES TO USE IT AS A TOOL TO ESTABLISH THE LOCAL NEED FOR THE PROPERTY TAX REVENUE, WHICH IS DERIVED FROM INSIDE MILLAGE.THIS IS SOMETHING THAT OTHER COUNTIES SUCH AS LICKING IN DELAWARE COUNTY HAVE ELIMINATED THIS REQUIREMENT. BUT FRANKLIN COUNTY HAS CONTINUED TO DO IT FOR THE R C. FROM OUR PERSPECTIVE. THE TAX BUDGET IS HOUSEKEEPING IN NATURE AND ENABLES THE CITY TO REMAIN COMPLIANT WITH RC 57 5 30 AS IT IS APPLIED TO FRANKLIN COUNTY. AND IT'S INCLUDED IN THE ORDINANCE AS AN ATTACHMENT FOR YOUR VIEWING. THE DOCUMENT IS USED TO SHOW THE NEED FOR THE ADDITIONAL INSIDE VILLAGE THAT WE'VE REQUESTED. AND HAVE BEEN GRANTED EACH YEAR THAT WILL BE REPRESENTATIVE. A RESOLUTION THAT IS GOING TO BE READ LATER THIS EVENING THAT ADDITIONAL MILLAGE REPRESENTS APPROXIMATELY $530,000 IN THE GENERAL FUND. THIS WILL ALSO BE ACCOMPANIED BY RELATED STRUCTURES AND OFFICE FACILITIES. THIS INVESTMENT IS TO BOOST DOMESTIC CHIP PRODUCTION TO MEET THE GROWING DEMAND FOR ADVANCED SEMICONDUCTORS AND POWER. A NEW GENERATION OF INNOVATIVE PRODUCTS FROM INTEL AND OTHERS. THE PROPOSED PROJECT IS LOCATED ON APPROXIMATELY 848 ACRES. ON THE SOUTH SIDE OF GREEN CHAPEL ROAD AND JUST WEST OF MINK STREET IN AN AREA RECENTLY AND EXTENDS OWNED THE CITY OF NEW ALBANY. CONSTRUCTION IS EXPECTED TO BEGIN IN 2022, WITH THE FACILITIES OPERATIONAL BY THE END OF 2025. THE SITE AND SURROUNDING AREA ARE LARGE ENOUGH TO ACCOMMODATE ADDITIONAL FABS AND RELATED FACILITIES AND THE SUPPLIERS TO THE FABS AND RELATED COMPANIES. THIS PROJECT REPRESENTS THE SINGLE LARGEST PRIVATE SECTOR INVESTMENT IN OHIO'S HISTORY. IT IS EXPECTED TO ULTIMATELY GENERATE MORE THAN 20,000 JOBS IN THE STATE, INCLUDING 3000 DIRECT INTEL JOBS , EARNING AN AVERAGE OF $135,000 PER YEAR PLUS BENEFITS. FOR AN ESTIMATED ANNUAL PAYROLL OF $405 MILLION AND 7000 CONSTRUCTION JOBS OVER THE COURSE OF THE BUILD OUT WITH THOUSANDS OF ADDITIONAL INDIRECT AND SUPPORT JOBS AS WELL. THE PROJECT IS EXPECTED TO CONTRIBUTE $2.8 BILLION TO OHIO'S ANNUAL GROWTH. STATE PROJECT PRODUCT. EXCUSE ME. THE PROJECT CONTINUES NEW ALBANY SUCCESS IN ATTRACTING TECHNOLOGY AND STEM RELATED JOBS , WITH INTEL JOINING FACEBOOK, GOOGLE AND AMAZON WEB SERVICES, AMONG OTHERS. THIS RESOLUTION AUTHORIZES THE CITY MANAGER TO EXECUTE A COMMUNITY REINVESTMENT AREA AGREEMENT WITH INTEL CORPORATION. THE AGREEMENT PROVIDES FOR A 100% REAL PROPERTY TAX ABATEMENT FOR THE 1ST 30 CONSECUTIVE ACCESSIBLE YEARS FOR EACH NEW BUILDING AND OR STRUCTURE. THE EXEMPTIONS[00:40:05]
GRANTED IN THIS AGREEMENT OR CONDITIONED ON THE PROJECT GENERATED A MINIMUM QUALIFIED PAYMENT AMOUNT TO THE CITY ANNUALLY. TO ADDRESS NEW ALBANESE ONGOING GROWTH AND THE AGREEMENTS HAVE BEEN UPDATED EACH TIME NEW ALBANY HAS SOUGHT TO GROW BEYOND THE PREVIOUSLY AGREED UPON SERVICE AREA AND BOUNDARIES AND PREVIOUS UPDATES OCCURRED IN 2000 AND 1 2012 IN 2015. SO WITH THREE AGREEMENTS THAT THE SUBJECT OF THIS RESOLUTION, THE PRIMARY PURPOSE OF THE ECONOMIC DEVELOPMENT AGREEMENT IS TO ADDRESS THE NATURE OF REVENUE SHARING PAYMENTS THAT ARE MADE BY NEW ALBANY AND ITS DEVELOPERS TO COLUMBUS IN ORDER TO FACILITATE REGIONAL ECONOMIC DEVELOPMENT AND REDEVELOPMENT. THE PROPOSED UPDATE EXPANDS NEW ALBANESE INCOME TAX SHARING RATE IN TERMS FROM THE 2015 AGREEMENT , WHICH WAS 26% FOR 15 YEARS TO A NEW 3600 ACRE GROWTH AREA, LOCATED EAST OF MINK AND SOUTH OF BRAIN CHAPEL ROAD. UM IT ALSO THE DEVELOPERS TO MAKE AN EQUITY SHARE PAYMENT TO COLUMBUS, WHICH IS APPROXIMATELY $3610 PER ACRE , WITH AN ADDED EXEMPTION FOR WORKFORCE HOUSING. THE WATER AND SANITARY SEWER AGREEMENTS ARE SIMILAR TO THOSE THAT WERE PREVIOUSLY APPROVED BY COUNCIL. THEY APPLY THE PREVIOUSLY AGREED UPON TERMS AND CONDITIONS TO THE NEW 3600 ACRE AREA. THERE HAS BEEN SOME LANGUAGE CHANGES PROPOSED IN THE AGREEMENTS IN ORDER TO HELP BETTER INFORM ALL OF COLUMBUS AGREEMENTS TO OTHER AGREEMENTS THAT THEY HAVE WITH OTHER CONTRACT COMMUNITIES. AND SO THE ONE PROVISION THAT DOES STAND OUT IN THIS AGREEMENT, THOUGH, IS THAT IF COLUMBUS WOULD BECOME UNABLE TO MEET THE NEEDS OF THE COMMUNITY, NEW ALBANY WOULD HAVE THE ABILITY TO SEEK OTHER ALTERNATIVES, SUCH AS SOURCING, NON POTABLE WATER FROM OTHER SOURCES. LANGUAGE HAS BEEN INCLUDED IN THE AUTHORIZING LEGISLATION THAT PERMITS THE CITY MANAGER TO MAKE CHANGES TO THESE AGREEMENTS. THEY ARE ON FILE RIGHT NOW WITH THE COUNCIL CLERK. BUT THOSE AGREEMENTS CAN THOSE CHANGES TO THE AGREEMENT WITHOUT COUNCIL AUTHORIZATION CANNOT BE ANY LESS FAVORABLE THAN THOSE THAT ARE IN THE ATTACHED DRAFTS. ONE IS THE ORIGINAL AGREEMENT THAT HAD SEPARATE TERMS DIFFERENT TERMS WHEN WE NEGOTIATED A NEW ECONOMIC DEVELOPMENT AGREEMENT IN 20, IT WAS ACTUALLY 2012 AND THEN MODIFIED TO INCLUDE ADDITIONAL GROUND IN 2015. THERE WAS A SEPARATE SET OF TERMS THAT WERE NEGOTIATED AS A PART OF THAT. THAT APPLIES ONLY TO THAT AREA. AND THEN THIS NEW AREA HAS HAS THE SAME TERMS BUT WOULD BE IN ITS STAND ALONE ON ITS OWN. SO THE 15 YEARS BASICALLY STARTS UPON APPROVAL. THAT'S CORRECT. IN THIS AREA. THIS 3600 ACRES BROKE, OKAY. AND THEN SECOND, THANK YOU. AND THEN SECOND UM WE TALK A LITTLE BIT HERE ABOUT IF COLUMBUS IS UNABLE TO MEET THOSE NEEDS. ARE WE CONCERNED ABOUT A POTENTIAL DELAY? UM THE INTENT OF ALL OF THIS PROJECT IS TO BASICALLY DE EMPHASIZE THE INTERSECTION OF HIGH STREET AND MAIN STREET. THAT BUILT CONDITION OF THAT INTERSECTION IS SUCH THAT THERE IS NOT THE AVAILABILITY TO EXPAND THE CAPACITY OF THE INTERSECTION. BUILDINGS ARE VERY CLOSE TO THE ROADWAY, AND THERE'S JUST NOT AN OPPORTUNITY TO ADD AN ADDITIONAL LANE OR TWO.
