PRIOR TO TONIGHT'S MEETING A COPY OF THE PROPOSAL MINUTES FROM OUR JULY 5TH MEETING WERE DISTRIBUTED TO COUNCIL MEMBERS. ARE THERE ANY ADDITIONS OR CORRECTIONS TO THE PROPOSED MINUTES? AND THAT WOULD MOVE FOR THE ADOPTION OF THE MINUTES BY CONSENSUS. ADDITIONS OR CORRECTIONS TO THE AGENDA. WOULD ANYONE FROM STAFFORD COUNCIL LIKE TO RECOMMEND ANY ADDITIONS

OR CORRECTIONS? HEARING VISITORS. WE'RE MOVING RIGHT ALONG AS COUNSEL CAN SEE. WE HAVE SOME GUESTS WITH US THIS EVENING. IT'S ALWAYS A PLEASURE , AND IT SEEMS REOCCURRING THEME HERE IN NEW ALBANY, THEY WERE ABLE TO ENTER A SPORTS THEME THAT HAD AN OUTSTANDING SEASON.

AND I KNOW THIS TEAM HAS WORKED SUPER HARD OVER THE LAST COUPLE OF YEARS TO OVERCOME MANY OBSTACLES, BUT ONE IN PARTICULAR OUR COLLEAGUES UP AND UPPER ARLINGTON AND NOTHING GAVE MANY OF US MORE PLEASURE THAN TO WATCH THE FINAL COUPLE OF MINUTES OF THAT GAME.

UNFORTUNATELY I WAS ACTUALLY OUT OF TOWN WITH MY SON, WYATT AT A LACROSSE CAMP AT THE UNIVERSITY OF UTAH AND MY WIFE. CATEGORY THE GAME AND CALLED ME LITERALLY FROM THE PARKING LOT AND SAID THAT WAS THE BEST SPORTING EVENT SHE HAD SEEN LIVE IN A LONG TIME , AND SHE PLAYED FOR THE HIGH SCHOOL. UH DIVISION ONE, UH, CHAMPIONSHIP WHEN SHE WAS A LITTLE BIT YOUNGER IN HER DAY, SO THAT'S THAT SAYS A LOT. IT WAS AN INCREDIBLE EVENT. I'M GLAD THE COMMUNITY GOT A CHANCE TO GO OUT THERE. BUT THAT LAST COUPLE OF MINUTES OF THE GAME AND THE HEART THAT THIS TEAM SHOWED AND THE ABILITY TO NOT GIVE UP EVEN WHEN YOU'RE DOWN BY A COUPLE OF GOALS AGAINST YOUR BIGGEST RIVAL. UM REALLY SHOWS A LOT AND I JUST REALLY TIP MY HAT TO THESE YOUNG LADIES AND THEIR COACHING STAFF FOR ALL THEIR HARD WORK AND ACCOMPLISHMENTS THIS YEAR, SO I'LL GO AHEAD AND READ THIS PROCLAMATION AND INVITE MY FELLOW COUNCIL MEMBERS TO ALSO PROVIDED COMMENTS. WHEREAS THE 2022 VARSITY GIRLS LACROSSE TEAM COMPLETED THEIR SEASON AS CONFERENCE AND REGIONAL CHAMPS, AND WE'RE UNDEFEATED IN THE CONFERENCE AND REGIONAL PLAY, WHEREAS THE 2022 GIRLS LACROSSE TEAM WAS NAMED AS CENTRAL HEIL, CENTRAL OHIO SPORTS AWARDS TEAM OF THE YEAR WAS RANKED NUMBER ONE IN THE MIDWEST BY THE USA LACROSSE MAGAZINE. HAD EIGHT FIRST TEAM PLAYERS FIVE FIRST TEAM ALL REGIONAL PLAYERS TO REGIONAL PLAYERS OF THE YEAR. FOUR FIRST TEAM, ALL OHIO PLAYERS AND ALL OHIO GOALIE OF THE YEAR AND ONE ALL AMERICAN. THAT'S A PRETTY DARN GOOD LIST. WHEREAS THE 2022 GIRLS LACROSSE TEAM DEFEATED SIX OTHER TEAMS DECLARED STATE CHAMPIONS FOR THE OHIO HIGH SCHOOL DIVISION ONE GIRLS LACROSSE CHAMPIONSHIP AT HISTORIC CREW STADIUM NOW THEREFORE, I SLOAN TEASE BALDING MAYOR OF THE CITY OF NEW ALBANY COUNTY'S OF FRANKLIN AND LICKING ON BEHALF OF THE COUNCIL, AND OUR RESIDENTS WISH TO CONGRATULATE THIS WONDERFUL TEAM ON THEIR ACCOMPLISHMENTS AND COMMEND THEM FOR THEIR FOCUS, GRIT AND COMMITMENT TO TEAMWORK, RESULTING IN THIS AWESOME ACHIEVEMENT. SO TO FOLLOW IT UP THIS YEAR AND THEN TO COME DOWN TO THE WIRE WITH A NOT DISSIMILAR GAME, BUT NOW WE'RE KIND OF ON THE OTHER END OF IT, UM VERY IMPRESSIVE. HOW MANY? I KNOW THE WHOLE TEAM IS NOT HERE AND PRICE AND FOLKS TRAVELING. HOW MANY OF YOU YOUNG LADIES ARE PLANNING ON PLAYING NEXT YEAR AT A DIFFERENT LEVEL IN COLLEGE. SO YEAH, I MEAN, BE FUN TO FOLLOW YOU NOT JUST YOUR NEW ALBANY DAYS BUT BECOME FANS OF ALL THE DIFFERENT COLLEGES THAT CLEARLY PLAYING FOR NEXT YEAR. BUT CONGRATULATIONS. UM THIS IS KIND OF A PERFECT BOW TO PUT ON THE CAP OF THESE LAST TWO SEASONS. I THINK IT'S BEEN THE BEST ATHLETIC. UH TIME IN THE HISTORY OF THE SCHOOL WITH WHAT THE PROGRAMS HAVE DONE LAST YEAR THIS YEAR, I KNOW THAT THERE'S A LOT OF SENIORS LEAVING, BUT THE TALENT POOL IS RICH FOR THE FUTURE. SO WE PLAN ON SEEING YOU GUYS HERE NEXT YEAR, OKAY, PRESSURE KIDS THAT ARE YOUR AGE, AND MY KIDS ARE MUCH YOUNGER, BUT I KNOW THAT WHAT YOU GUYS HAVE DONE HERE REALLY HAVE DONE HERE IS AN INSPIRATION TO YOU KNOW THE YOUNG LADIES OF NEW ALBANY TO GO OUT AND FOLLOW IN YOUR FOOTSTEPS AND SO VERY WELL DONE EXCITED HAVING SEX ALL RIGHT. WE WENT AND VISITED THE NEW TAYLOR FARM PARK. UH TOOK THE TEAM OVER AND GOT TO SEE FIRSTHAND. WE WENT BACK IN AND SAUL, WE HAVE SOME ROUGH STAKING WHERE THE TRAILS ARE GOING TO GO, BUT GOT TO GO BACK IN THE REAR ACREAGE TO SEE ACTUALLY. UH HOW THE PARK IS ACTUALLY COMING TO FRUITION AND IT IT'S GONNA BE BEAUTIFUL BACK THERE. UM SO THE PLANTINGS ARE COMING IN VERY WELL. AND UH, YOU KNOW, CENTRAL OHIO IS ON THE RADAR FOR DEVELOPMENT AND A LOT OF WAYS NOT JUST NEW ALBANY BUT A LOT OF OTHER COMMUNITIES AS WELL. AND THERE'S MOUNTING DEVELOPMENT PRESSURE. THERE HAS BEEN FOR SOME TIME AND IT'S ONLY GOING TO CONTINUE. UM AND SO A LOT OF COMMUNITIES THAT MAYBE HAVEN'T SPENT A LOT OF TIME. THESE ARE THINGS THAT THE COMMUNITY HAS BEEN VERY CLEAR ABOUT. UM, TRAFFIC TRAFFIC IS CRITICAL FOR ANY DEVELOPMENT. WE HAVE TO BE ABLE TO GET FOLKS IN AND OUT OF OUR COMMUNITY AND LOGICAL WAY ALL OF US ON COUNCIL HAVE LIVED THROUGH TRAFFIC SNARLS IN THE PAST. UM YOU KNOW, I THINK I LAUGHINGLY SAID SEVERAL YEARS AGO THAT I DROVE UP TO A DETOUR SIGN. AND ON TOP OF THAT WAS THE DETOUR SIGN. I DIDN'T KNOW WHICH WAY TO GO. SO WE DON'T WANT TO LIVE IN THAT ENVIRONMENT NOW THAT THE TRAFFIC ON 605 IF EITHER WITH OR WITHOUT ANY FUTURE DEVELOPMENT IS SOMETHING THAT YOU KNOW ALL OF US THE SCHOOL, THE CITY NEED TO SPEND A LOT OF TIME HAVING CONVERSATIONS ABOUT HOW CAN WE ALLEVIATE SOME OF THAT ISSUE? BUT THOSE ARE ISSUES THAT WE HAVE TO GET ADDRESSED WITH OR WITHOUT THIS DEVELOPMENT. SECOND IS THE SCHOOL IMPACT. I MEAN, NO DEVELOPMENT HAPPENS IN THIS COMMITTEE WITHOUT US HAVING A LONG CONVERSATION ABOUT THE IMPACT ON SCHOOLS. IT MAY BE THE MOST IMPORTANT THING THAT WE FACTOR INTO ALL THESE DECISIONS . THERE'S OTHER COMMUNITIES THAT HAVE RUN MUCH FASTER THAN WE HAVE THAT PUT IN MANY MORE RESIDENTIAL UNITS. TO THE DETRIMENT OF THEIR SCHOOLS, AND WE'VE TRIED TO MAINTAIN THAT BALANCE VERY DILIGENTLY FOR A LONG, LONG PERIOD OF TIME. I ALSO KNOW THAT THAT AREA IS GOING TO BE DEVELOPED AT SOME POINT IN TIME. AND WE WANT TO HAVE SOME CONTROL OVER HOW THAT IS. GOING TO BE DEVELOPED, AND I THINK THE PLANS THAT WE HAVE IN PLACE. ARE GETTING US THERE, AND I KNOW THAT BACK WHEN WE WERE DEBATING THE FIRST PROJECT THAT WAS BEING PROPOSED THAT A LOT OF THE COMMUNITY WAS TELLING ME THAT IF WE COULD LEAST GET THAT DENSITY CUT IN HALF. THEY PROVIDE MORE COMMERCIAL SPACE THAT IT WOULD BE A GOOD PROJECT.

FOR THE COMMUNITY, AND THAT WOULD BE A BIG STEP FORWARD. AND I THINK THAT THE COUNCIL OF THE CITY STAFF FEEDBACK FROM THE COMMUNITY FROM LAST MEETING HAS ENABLED US TO MAKE THOSE CHANGES THAT ARE NECESSARY. TO ENSURE THAT WE KEEP THE DENSITY DOWN. THAT ARE COMMERCIAL. BUSINESSES THAT WE REQUESTED IN THE AMOUNT OF COMMERCIAL SPACE THAT IS GOING TO BE IN THERE WILL BE ADEQUATE. UH THE HUB KEEPS THE RESIDENTIAL DENSITY DOWN, BUT ALSO PROVIDE AMENITIES TO THE COMMUNITY REVENUE STREAM TO THE CITY THROUGH THE THROUGH THE COMMERCIAL ACTIVITY, SO IN MY OPINION, THIS IS A MUCH BETTER PRODUCT AND WHAT WE HAD ORIGINALLY HAD IN THE PAST AND IT'S TAKEN US TO A POINT WHERE WE WOULD HAVE SAID.
