ALRIGHT ALSO UNDER HEARING OF VISITORS WE HAVE OUR FRIENDS FROM THE JOINT PARKS ARE WITH US THIS EVENING, MR WARTON. I APPRECIATE YOU LETTING ME SHARE WITH YOU THE INFORMATION THAT ARGUING FOR WITH THIS EVENT. OOH ISSUES. OKAY? UM WE HAVE TWO ISSUES ON THE BALLOT NOVEMBER 8TH AND THEIR ISSUES 89. WHAT THE ISSUES ARE GOING TO PROVIDE THE OPPORTUNITY FOR THE COMMUNITY IN A FIELD HOUSING COMMUNITY CENTER FOR THEM TO BE [00:05:04] PURCHASED. I HAVE SOME MARKETING SLIDE HERE THAT WEREN'T GOING THROUGH. SO I'M KIND OF GIVEN OVERALL. VIEW OF WHAT PROJECTS. SO PROJECT HIGHLIGHTS WILL BE YOU WILL SEE THREE MAIN COMPONENTS BUILDING TOO BIG BUILDINGS, EITHER SIDE WITH THE COMMUNITY BUILDING IN THE MIDDLE. UH UM. FLEXIBLE SPACE FOR COMMUNITY GATHERINGS. MULTIPURPOSE ROOMS, WHICH WILL INCLUDE MEETING SPACE CAMP EXERCISE CLASSES. GAME LOUNGE KILL, KILL MANY THINGS THAT TABLE TENNIS VIDEO GAME GOLF STIMULATORS, ALL KINDS. AH EAST COURTROOM OR COMPUTER THAT CAN BE UTILIZED FOR AFTER SCHOOL. ACADEMIC PURPOSES AS WELL AS THE EAST BOARD, WHICH IS NOW BECOMING A VARSITY SPORTS IN SCHOOLS IN COLLEGE SCHOLARSHIP. INTO WORK. ROBERT TRACK, WHICH IS 200 M, WHICH WERE ALSO HAVE RUBBER SPORT SPORT INSIDE OF YOUR THOSE WHO WERE PORTS ARE INTERCHANGEABLE WITH BASKETBALL TENNIS PICKLEBALL. MINIMUM LINE, WE DECIDED. UM, THE OTHER BUILDING. THE SMALLER BUILDING. ON THE OTHER END IS THE TURD BUILDING. TURTLE BUILDING, BASICALLY AFTER INDOOR TURF, WHICH WILL PROVIDE A SURFACE FOR MULTITUDE OF THAT CAN USE IT. FOOTBALL BROADS, FIELD HOCKEY SOCCER. UM ALL OF THE ACTIVE SPORTS. THAT HE UTILIZED THROUGHOUT THE COMMUNITY, RIGHT? UM ON THE SECOND FLOOR OF THE BUILDING, MIDDLE COMMUNITY SPECIALTY PARTS AMERICA OFFICES BASED WILL BE THERE USING THAT COURSE PHASE. FOR MEETINGS AS WELL. UM AND THEN WE WILL ALSO HAVE SOME ALBUM GATHERING SPACE ON THE FRONT AND BACK OF THAT MIDDLE BUILDING WHERE THAN WE CAN HANDLE YOUR BACK WILL BE TO AREAS THAT HAVE FIRED TROUBLE TO HOLD UP TO THE BACK. SO WE PROVIDE. IT'S PART DESIGN OBJECTIVES. WE'RE TRYING TO WITH MANY OF THE 90 STRUCTURE THAT'S ALREADY ESTABLISHED WITHIN THE PARK DISTRICT, AS WELL AS PUBLIC SERVICE DEPARTMENT ALBUM THAT BEHIND PART OF AREA STRENGTHENING THE IDENTITY OF IGNORING PARTS. IN THE FALL. AND WE WANT TO CONTINUE TO PROMOTE HEALTH AND WELLNESS OF ALL RESIDENTS. SO THAT IS JUST IN GENERAL. FIELD BEFORE WHAT THE PROJECT INTO THE SLIDE LITTLE BIT MORE. TWO AND AGAIN, THIS IS JUST STARTED BREAKING DOWN THE BUILDING SUMMARY BETWEEN COVERING MORE DETAIL. THE MIDDLE BUILDING WAS GOING TO BE CONSIDERED THE COMMUNITY CENTER. LOBBY AND WELCOMING AREA PHASE VENDING AREA. TRAINING ROOM FOR ALL OF THE ACTIVITIES. SO IF IT WERE QUOTING IN TOURNAMENT WITHIN THE BUILDING OR EVEN WITHIN OUR SOMEBODY GETS HURT. WE NEED TO TAKE THEM SOMEWHERE TO THEIR REMOVED. FROM ALL THE CHAOS THAT'S GOING ON IN THE BUILDING TO SAVE A BIT TENDER. UM WE DO HAVE SOME MULTI INTERPRETIVE ROOMS IN THIS THE CENTER AREA THAT CAN BE USED FOR GAMING ROOM. IT COULD BE RETAIL SPACE. IT COULD BE. YOU KNOW AGAIN, MULTI PURPOSE DESIGNED THIS SPECIFIC WAY. UH ROCK RECORD AND LOCKER ROOM AREAS. STORY STORAGE AND STORAGE. ONE THING WHEN WE WENT ALL OVER THE STATE, CHECK OUT THAT YOU CAN NEVER HAVE ENOUGH STORAGE FOR BUILDING THIS SIDE. AND THE MEZZANINE AREAS THAT VIEW INTO BOTH THE TURF AND UM REPORT SERVICE AREAS SO THE SECOND FLOOR. AL ALL BUILDING IN THIS CITY FURTHER ALONG IN THIS LIFE WHERE YOU'LL SEE THE OBSERVATION OF WHAT'S GOING ON IN THE TRACK AND ON THE COURT AND THE SAME THING OUTSIDE THE CHURCH SIDE IS NOT QUITE AS LONG. BUT ON THE FIRST FLOOR IN THE SECOND SO AT THE TIME SPACE. AND THEN AGAIN, JUST COVERING BUILDING THE REPORTS AND THE TRACK. AND THEN BUILDING C TERM. RENDERING IS JUST A LITTLE BIT MORE DATA AGAIN, WITH EACH SLIDE, MORE FAMILIAR WITH THE AMENITIES AND PARTICIPATE IN THIS IS CONSIDERED THE MIDDLE BUILDING THAT FAVOR. IF YOU LOOK FOR THE RED ARROW ENTERED COMING IN. DIRECTLY TO THE TOP OF THAT. IT'S FOR WHAT LOOKS LIKE WE'RE ROOTING THERE THAT FOUR MEETING SPACES, COLLAPSIBLE WALLS. EACH ONE OF THOSE MEETING GROUPS CAN SEE. 60 PEOPLE. SO IT'S A VERY [00:10:04] GOOD SIZED BUILDING COLLAPSED NEEDED TO MAKE A BIG BANQUET HALL YOU CAN POST TABLE AND CHAIRS AND WHATNOT ON SITE PROVIDE MEETINGS FACE, WHICH WOULD BE FEVER FREE OR RENTAL, DEPENDING ON THE ORGANIZATION GROUP THAT'S TRYING TO GRANT UM , IF YOU COME FURTHER DOWN, YOU'LL SEE THAT THERE'S STEPS IN THERE THAT UP TO THE SECOND LEVEL, WE'RE GOING TO STAY ON THAT COP SCREEN. UM TO THE TOP OF THAT YOU'LL SEE THAT LOCKED ROOM SPACE STALLED ARE BY CODE. AND THEN ON TOP OF THAT SPORTS MEDICINE. AREAS WHERE THE TRAINING ROOM STYLE NEXT DOWN IN THAT LONG, BLANK QUARTER LIFE THAT'S JUST BASICALLY STORAGE BUILDING. AND THEN PASS THAT. COME DOWN, ALWAYS WEAR THEM. WHITE SPACES AND ALL THAT, BASICALLY, THE COMMUNITY LOUNGE AREA TV IS PING PONG TABLE GAME ROOM STYLE. WE WANTED HIM TO BE A SAME TEEN SPACE OF GATHERING TO DRAW HIM OUT THERE THAT HAVE A SPACE THAT THEY CAN GO WITH IT. UM AND THEN AGAIN, FURTHER OUT WHERE YOU'LL SEE THE CIRCLES THAT THE BACK PATIO WHERE THE FIRE GETS EVERYTHING ELSE. UM, YOU CAN COVER HIS FACE OUT THERE AS WELL. BREAD ON THE LOWER PART OF THE PICTURE THAT THE SECOND FLOOR OF THE OF THE MIDDLE SPACE COMMUNITY CENTER BUILDING. THAT WOULD BE WHERE THE EAST BOARD ROOM IS THE PARKS, OFFICES AND MEETINGS FACE UP THERE. THE TOP PART OF THE SMALL LINE THAT YOU WERE MENTIONING INTO THE COURT AREA. AND THEN ON THE FLIP SIDE TURKEY AREA ON THE SECOND LEVEL. IT'S REALLY SMALL, BUT WE'RE GOING TO HAVE THESE RENDERINGS ON THE WEBSITE. THEY GO OUT TO THE INFORMATION WEBSITE ANY OF YOUR OWN HEALTH. VERY SIMPLE TO BASIC. SO AGAIN, NOW LIVING IN THE OTHER BUILDING THAT HAS TRACK. UM WITH THE MEN IN THE AREA OF VIEWING INTO THESE FORTS WOULD BE, UM, METADATA UP NOT INDIVIDUALLY TO PORTS AT A TIME COULD BE NETTED. AND THEN ALL FOUR SO WE CAN HAVE ACTIVITIES DONE ON ON BOARD WITHOUT BALLS FLYING INTO TRACK AND INTERRUPTING. WHETHER IT WAS A HIGH SCHOOL IN WORD TRACK PRACTICE FOR THIS UM THAT ONE WALK ON THE TRACK IN THE EVENING HOURS. STATES FROM AROUND THE TRACK. YOU CAN SEE SOME CERTAIN AREAS THAT WILL HAVE CAPABILITIES OF RUNNING DIFFERENT PROGRAMMING WITH THIN EVEN THOSE SMALL CORNER AREAS ACROSS THERE, WHETHER, UM, JUST TALENT, AESTHETICS OR YOGA OR SOMETHING LIKE THAT, SO THEIR CAPABILITY CREATING THIS BASIS, MULTI USE SERVICES THROUGHOUT THE ENTIRE BUILDING SO WE CAN USE EVERY INCH TO BE ABLE TO ACCOMPLISH WHAT WE WANT. AND THEN THE RENDERING AGAIN. THEY JUST SHOULD MESSAGING PLATFORM ON THE SECOND FLOOR INTO THE TRAP. THE WALKING TRACK SUPPORT. WITH THE BASKETBALL FOR WHATEVER GAME PLAYED WITH MOM IMPORTANT SERVICES. ON THE LOWER PICTURE. TALK ABOUT TRAFFICKING DEAL WITH CAPABILITIES AS FAR AS THE TRACK SO LONG JUMP UM, THE LINE THAT CAN BE ADDED TO THE COURT SURFACES. BASKETBALL BOTTLE TENANTS CAPABLE OUTDOORS. ON THE TURF SIDE BASIC. UM WELCOME INTO THE TURF, AND BUT THE BEAUTY OF IT IS, IT'S SO MULTI MUSIC. IT'S FANTASTICALLY DIFFERENT, UM, CAPABILITIES, SO IT'S 100. 200 WIDE BY 20 FT. LONG. AND WHAT THAT DOES NET DOWN THE MIDDLE OF 100 TO 20. IT'S TYPICAL INDOOR SOCCER FIELD. UM BUT IT ALL IT WAS BAD IN CHANGES. AND THAT RAISE AND LOWER SO THE RAYS ARE PUT MORE SEATING DOWN THERE. IT'S A LOWER CAN BE CONDUCTING BASEBALL TRAINING, INSTRUCTION AND EVERYTHING ELSE. WOW THE WHOLE FIELD CAN STILL BE USED FOR AND THEN THERE'S. BLEACHERS THERE WITH SOME STORIES BEHIND. AND AGAIN ON THE LOWER IMAGE. IT'S JUST DIFFERENT CAPABILITIES OF DEALS THAT CAN BE USED IN THAT SPACE PROBLEMS. FOOTBALL LINES AND EVEN A FULL SIDES. SOFTBALL IN FILMS. UM. THE WEB TO BRING THAT WE HAVE THIS PAST, YOU KNOW, SPRING BASEBALL SEASON, IT WOULD HAVE BEEN VERY NICE TO HELP CAPABILITY TO BE ABLE TO BRING THEM INSIDE. OKAY, [00:15:07] A LITTLE BIT MORE OPPORTUNITIES THAN THEY WERE ABLE TO. OUTSIDE. AND THEN AGAIN IN THE RENDERING JUST SHOWED VIEWING SPACE ALL THE LAST ON THE FIRST LEVEL, LOOKING INTO THE TURF SIDE. AND THEN ON THE SECOND LEVEL, NEED WELL LOOKING INTO THE BLASTER. AND THEN OBVIOUSLY ON THE TURF. YOU SIDE. I WANT TO SEE IF THERE'S YOU FOUND IT. THERE. UH, SO WE WANTED TO TOUCH BRIEFLY OBVIOUSLY COVERED THE ISSUES IN 19. UH, COVER THE FINANCE AND SUMMER. SO BUT YOU ATE IS THE BOND LEVY. BUILDING CONSTRUCTED. FACILITY. 2.2 MIL. $6.48 PER 100,000 HOME APPRAISED VALUE PER MONTH. AND THEN ISSUE DIED THAT ONE MORE TIME. CAN YOU REPEAT THAT? A IS 2.2 MILLS. WHICH IS EQUAL TO 6048 CENTS. $100,000 OUR HOME AND PRETTY SAD. PER MONTH. AGAIN. THIS WILL BE OUT ON THE WEBSITE AS WELL. ISSUE NINE WE HAVE TO OPERATE. TWO ISSUES BECAUSE WE'RE NOT BY OHIO LAW WERE NOT ABLE TO RUN THEM AS A JOINT, UM, ISSUES SO WE HAVE TO RUN INTO THE SECOND ISSUE. ISSUE. NINE. THE OBJECT FACILITY. UM LET ME TO OPERATE THE STABILITY. 0.69. $22.01 PER $100,000 HOME AND PRESIDING. THE REMAINING INFORMATION UP THERE AS FAR AS THE FINANCE AND JUST TO KIND OF SHARE. WHERE WE'RE AT FINANCIALLY. UM, WE ARE REQUIRING VONDA IN THE EARLY 24. IF YOU REFINANCE FOR THE CITY. THOSE BONDS THAT WE NEED TO BUILD BETTELHEIM ER PART THOMPSON PARK ELECTED COMMUNITY UM, THAT WAS THAT 0.69 MILLION, WHICH IS THE SAME AMOUNT THAT THE AVERAGE HIRING THAT DAD. IN EARLY 24. AND THEN OUR CURRENT OPERATING FUNDS. IS IT A PERMANENT LOBBY THAT WE OPERATE ALL YOU NEED? ORIGINALLY PASSED IN 2000 AND 20000.75 MILLS BACK BRINGING IN NEW THE BACKUP 0.75 MILLION IN 2016. THAT IS ALREADY GOING BACK TO 0.61. 50 ASSESSED VALUE COMMUNITY THAT'S GOING ON. THE MILITANTS. BUT HE WANTED TO MAKE SURE COMPETITION AS FAR AS THE FINANCING. ON THE APPROPRIATE SUMMARY. THIS LIST IS GROWING AND CONTINUE TO GROW. WITH ALL THE DIFFERENT OPPORTUNITIES AGAIN. WE'RE LOOKING FOR HELP AND WELLNESS PROGRAMS AND ALL ACTIVITIES FOR HOMELAND. UM ALL THE WAY FROM THE CARDS. ACTIVE SENIORS INVOLVED. TO THE ACTIVE AND SENIOR SOCIAL SENIOR PROGRAMS ADAPTED ADAPTED RECREATIONAL PROGRAMS BEEN TALKING WITH DR PLAY MOVEMENT. THE MIRACLE LEAGUE TRYING TO TENANTS OF CAPABILITIES REAL CHAIR CHILDREN'S SERVICES ARE AVAILABLE FOR THAT. UM. AND YOU MIDDLE SCHOOL AND HIGH SCHOOL ATHLETIC PROGRAM. HODLER PRESCHOOL PROGRAM AT THE SCHOOL ENRICHMENT. SAFETY GATHERINGS FOR AFTER SCHOOL SO THEY DON'T HAVE TO. TAKE OVER MARKET STREETS THAT CAN KIND OF COME OUT AND GET SOME ENERGY OUT. UM YOU HAVE A LOT OF BUDGET. THANK YOU NEED STARBUCKS TO COME GIVE A LOT OF THEIR BUDGET. UM AND THEY REALLY MEETINGS WILL HAVE. YOU KNOW A LOT OF THEIR ORDINARY CORPORATE TEAM BUILDING. WE HAVE THE ABILITY TO DO THAT WITH ALL THE GREAT BUSINESSES THAT YOU ALL ARE BRINGING IT DOWN. HE WANT TO INCORPORATE THAT INTO SO WE KNOW WE CAN FIELD TRIPS FOR DAYCARE AND FOR EVEN THE SCHOOL THAT COME OUT AGAIN. THE PARTY. THE LISTED ENDLESS. UM, HAVE YOU HAD ANY CONVERSATIONS WITH OUR SENIOR PROGRAMMING? YES. I'VE MET WITH WITH ABBY MELONS, SENIOR CONNECTIONS GROUP AND THEY WERE VERY RESPONSIVE AND VERY EXCITED ABOUT THE OPPORTUNITIES. UM KEEP FACTORS THAT IS PART OF THIS IS THAT THIS IS NOT A REQUIRED MEMBERSHIP TYPE FACILITY, LIKE TYPICAL REC CENTERS ARE THIS IS [00:20:07] WHAT WE'RE CALLING IT FIELDHOUSE COMMUNITY CENTER, BECAUSE THAT IS WHAT THE MOST OF THE SURFACE HIT. THERE IS NO REQUIRED MEMBERSHIPS THAT BELONG TO THAT. IF YOU ARE A RESIDENT WITHIN OUR DISTRICT, WE PLAN ISSUE I E S THAT YOU CAN SWIPE IN. THERE'LL BE CERTAIN TIMES OF THE DAY WHERE THINGS WILL BE FREE TO WALK THE TRACK. WILL BE CERTAIN TIMES WHEN DROPPIN BY DARK, COME AND PLAY BASKETBALL OR WHATEVER THEY'LL BE RENTAL FEES FOR TEAMS THAT WON IN COMMON RENT SPACE. UM BIG GROUPS LEADING PLAYING THAT WELL ORGANIZED JUST LIKE REVIEW. CURRENTLY OUTSIDE, WE HAVE PERFORMED GENERATORS FOR ALL OF THEM. UM BUT WE WANT TO MAKE SURE THAT THERE'S SOMETHING AVAILABLE IN THIS FACILITY FOR EVERYBODY IN THE U. S. TO THAT. AND THAT IS. OVERALL PERSPECTIVE OF THE FACILITY AND THE PRODUCT WE HAVE ANYBODY HAVE ANY QUESTIONS FOR ME? BUT I CAN TRY TO GET UM I GUESS. THANK YOU FOR THIS TOGETHER. OBVIOUSLY IT IS SOMETHING I THINK THE COMMUNITY HAS NEEDED. WE HAVE A DEARTH OF FIELD SPACE, ESPECIALLY IN THE WINTERTIME. UM HOW DO YOU FORESEE PARTNERING AND I KNOW THERE'S GONNA BE OUTSIDE GROUPS . I'VE ALREADY HEARD FEEDBACK FROM TRAVEL BASKETBALL LIKE ANY TROUBLE BASKETBALL GROUPS AND SOCCER CLUBS AROUND TOWN. SO NOT JUST PRIVATE GROUPS, BUT ALSO PARTNERING WITH SCHOOLS. UM HOW DO YOU PERCEIVE THAT RELATIONSHIP AND UTILIZING BECAUSE I THINK THE DOMAIN IS GOING TO BE ESPECIALLY IN THE EVENINGS AFTER SCHOOL HOURS IS GOING TO BE IT'S GONNA BE TOUGH TIME, RIGHT? SO WE HAVE A BORDER WITHIN OUR COMMUNITY RIGHT NOW, AS FAR AS MAKING SURE THAT RESIDENTS GET FIRST SHOT AT IT. WE ALSO HAVE DESIGNATED TIMES WHEN WE BELIEVE THAT THE SCHOOL TEAM TO BE CRITICAL, SO WE SEE AFTER SCHOOL HOURS FROM LIKE 2 32 5 BEING DEPUTY TOWARDS DROPPED IN KIDS THAT ARE NOT NECESSARILY PART OF SCHOOL TEAMS , SO WE WANT THOSE KIDS HAVE SOMEPLACE TO GO. BUT THE BUILDING IS ENOUGH THAT IT CAN CAN CAN ACCOMMODATE OFFICES IN SPORTS TEAMS FROM SCHOOL. THEY NEED TO COME OUT. BECAUSE WE KNOW THAT THE SCHOOLS MORNING SHORT. RICHARD GORDON, HEALTHY ATHLETIC DIRECTOR WENT WITH US ON SITE VISITS THROUGHOUT THE STATE, SO HE WAS VERY SUPPORTIVE OF KNOWING THAT THE SCHOOL WOULD BE PARTNERS WITH US. UM AS FAR AS THE TEAMS IN TOWN. WE WANT TO MAKE SURE OR BASKETBALL LEAGUE CURRENTLY RENT FROM THE SCHOOL IN THE SCHOOL FACILITY ONE WE DO THIS RECREATIONAL PROGRAMS NOW THAT FREES UP MORE SPACE WITHIN THE COMMUNITY FOR THE TRAVEL PROGRAM. I'M NOT NECESSARILY WORRIED ABOUT THE GROUP THAT OUTSIDE OUR COMMUNITY. UM THOSE ARE YOU KNOW, FOR WHATEVER'S LEFT. THAT COULD BE THE 10 O'CLOCK TO 11 O'CLOCK HOUR. I DIDN'T KNOW IF YOU'RE THE WAY YOU PENCILED. IT HAD RENTAL FEES . AND OBVIOUSLY, THAT WOULD BE A CASH GENERATOR. IF YOU DID LISA SPACE OUT, AND I DIDN'T KNOW IF THAT WAS SOMETHING THAT YOU HAD MAYBADY PLUGGED IN, ORT'S. I HAVE CE LD BE.OU WE N'TDO OF TD D WE CAN TT'SHA KIND END OHEF THE LE.IN ELOYEDMP TH IN. THINK ABOUT THIS, AND SO WE'VE DONE OUR HOMEWORK AT YOUR SUGGESTION, AND WE DID THE COMMUNITY SURVEY AND I FEEL THAT WE HAVE VERY GOOD, SOLID SUPPORT FOR THIS PROJECT. CAN I JUST ASK ? I'M SO SORRY. CAN I ASK THE BALLOT? DON'T WANT TO TAKE YOUR BUT I DIDN'T HEAR THE NUMBER OF THE THAT THE GENERAL COMMUNITY THAT WAS THEIR SUPPORT OF THE TAX PART OF THE SURVEY RESPONSE . YEAH YEAH, 70% FOR THEY WOULD BE IN FAVOR OF THE TAX FOR THE GENERAL. NOT JUST THE USERS. UH NO GENERAL RESPOND DROPPED INTO THE LOVE BIRTHDAYS. WAS ONLINE, OKAY? THE FACILITY. IT WAS THE NINETIES AND MENTIONED THE TAX QUESTION. BUT I MEAN THAT'S OVER 50 SORRY. THANKS. ANY OTHER QUESTIONS. THE SIZE OF THE RUNNING TRACK IS THAT AN EIGHTH OF A MILE QUARTER MILE TRACK? UM BUT NOW IT'S 200 TO 2 30 WORKINM TRACK SIZE FOR MILES 1600. DAVE. ISSUE IS FOR THE BUILDING OF THE OF THE PROPERTY. RIGHT BUILT ISSUE. EIGHT IS TO FUND THE BUILD OUT OF THE FACILITY. IT MIGHT BE ON THERE, AND I'M NOT SEEING IT. BUT DOES IT SAY HOW LONG THAT PAYOUT TAKES NOTE. THANK YOU. THANKS. ANYTHING ELSE? THANK YOU VERY MUCH. THANK YOU TO PROVIDE THAT AS MUCH AS YOU. FEEL FREE TO REACH OUT TO US AT THE PARK'S OFFICE DIRECTLY IF WE CAN HELP YOU WITH ANY INFORMATION, CAMPAIGN WIDE PUBLIC DIRECTED TO MARTIN, WHO UM, JOINING THE EFFORTS TO WORK ON THE CANDY INSIDE. THANK YOU. THANK YOU SO MUCH. APPRECIATE IT. I'M SORRY. JUST JUST TO CLARIFY. SO THE A N NINE IF ASSUMING THAT THIS PASSES WOULD GO INTO EFFECT JANUARY OF 23, OKAY, THE COLLECTION WILL START 23. WE COULD GET TO WORK ON THE CONSTRUCTION DESIGNED PERMITS ALL THAT. OKAY? THANKS FOR COMING UP. APPRECIATE IT. THANKS, DAVE. THANK YOU, IF THAT HAPPENS WHEN IT WOULD BE FINISHED THE LINE DAYS DECEMBER TO JULY AUGUST AND THEN BUILD [00:30:06] OUT WITH THE PENDING AFTER PUBLIC LATE IN 24. UM, SO ABOUT APPROXIMATELY TWO YEARS. ALRIGHT. WELL THANK YOU, GENTLEMEN. I'VE HAD THE PRIVILEGE OF TRAVELING ACROSS THE MIDWEST TO EVERY LACROSSE FACILITY THEY HAVE, AND IT WOULD BE NICE TO HAVE ONE A LITTLE BIT CLOSER TO HOME. I KNOW A LOT OF FAMILIES FEEL THE SAME WAY. BUT APPRECIATE YOU PUTTING THIS VERY THOUGHTFUL PLAN TOGETHER AND WISH YOU ALL THE LUCK. THANK YOU VERY MUCH. GOOD LUCK, GUYS. THANKS, GUYS. ALRIGHT WE'RE ALL STILL UNDER HEARING OF VISITORS OR ANYONE ELSE TONIGHT. THAT'S WITH US WOULD LIKE TO SHARE A COMMENT WITH COUNSEL REGARDING SOMETHING NOT ON THE AGENDA. NO, [7. BOARD/COMMISSION REPORTS] OKAY. THAT TAKES US TO BOARD AND COMMISSION REPORTS. MR CHARLOTTE BELIEVE WE DID NOT HAVE A PLANNING COMMISSION MEETING BECAUSE IT WAS A HOLIDAY. IT WAS HOLIDAY. NO MEETING. THE NEXT ONE IS LOADED. SO IF YOU WANT TO SIT AND ENJOY VISIT ME IN TWO MONDAYS FROM NOW THAT'S A VERY LONG AGENDA. ANY UPDATE FROM THE PARKS AND TRAILS NO MEANING ARCHITECTS FOR REVIEW BOARD, NO MEETING BORDER ZONING APPEALS. YES WE HAD A MEETING AUGUST 22ND 22. IT WAS ONE VARIANCE AT 8323 CENTRAL COLLEGE ROAD. UM THE HOMEOWNER HAD A LARGE LOT 6.5 ACRES SURROUNDED BY SOME SIDES FROM NATURAL, UM TREES AND OTHER LANDSCAPING, UH, HAD A POOL THAT HE WANTED TO PUT A POOL THAT WAS IN AND DID NOT WANT TO HAVE A FENCE AROUND THE POOL AND JUST WANT TO HAVE A BOOK COVER INSTEAD. UM, THE FORWARD LOOKED AT PRESIDENT CONSIDERED THE, UM SURROUNDING AREAS AND, UH, TALKED ABOUT THE KIDS THAT LIVE NEXT DOOR AND THE SAFETY CONCERNS. UM THERE. THE DECISION WAS ULTIMATELY MADE TO TABLE THE DISCUSSION BECAUSE THE HOMEOWNER WANTED TO TAKE ANOTHER LOOK AT SOME MOUNTING AND SOME LANDSCAPING THAT COULD BE DONE TO, UM HELP THE POOL COVER BE A STRONGER BARRIER AND BE MORE IN LINE WITH PRESIDENTS WHERE WE HAVE NOT HAD OFFENSE ALLOWED, UM BY, UH, I THINK HE MIGHT ALSO JUST COME BACK WITH THE FENCE BECAUSE IT WOULD BE A LOT CHEAPER. SO WELL, DID YOU SAY SIX ACRE LOT 6.5 ACRE LOT? WHERE IS THE SIX ACRE LEFT? AH BEHIND IN CENTRAL. IT WAS CENTRAL COLLEGE. UM OKAY, NOT IN THE NECK, NOT IN THE NEIGHBORHOOD OF SENSE. NOW THE NEIGHBORHOOD. ONE OF THE ISSUES AREA WAS NEXT TO AN UNDEVELOPED LOT. GOT IT. SO THAT COULD THERE COULD BE A NEIGHBOR NEXT DOOR. THERE WAS MY NEIGHBOR THAT HAD YOUNG KIDS AND YOU KNOW THE POOL COVER VERSUS FENCE DISCUSSION. COMES UP A LOT. SO ALMOST EVERY ALMOST EVERY BUSY A MEETING. EVERY TIME , BUT I MEAN, YOU KNOW, THE CITY HAS BEEN SITTING PRESIDENT IS IN FAVOR OF YOU NEED A YOU NEED A FENCE OR IF YOU DON'T HAVE A FENCE, YOU NEED SOME OTHER NATURAL BARRIERS TO PROTECT KIDS FROM FALLING IN THE POOL. YEAH GIVE HIM THE CHANCE TO COME BACK AND SHOW THAT HE HAD ONE OF THOSE TWO THINGS. ALL RIGHT. THANK YOU. SOMEHOW WE'RE STILL NOT BEYOND THE POOLS. OPPOSE PUBLIC SERVICE ANNOUNCEMENT IF YOU WANT TO PULL BY OFFENSE, OKAY? SUSTAINABILITY ADVISORY BOARD MEETING. I IDEA IMPLEMENTATION PANEL. WE'RE HAVING OUR FIRST MEETING TOMORROW NIGHT WITH GREAT PANEL IF ANYBODY WANTS TO JOIN US, OR WATCH US STREAMING, YOU'RE MORE THAN WELCOME. THAT WILL BE HERE AT CITY HALL CLOCK. GREAT. ANY UPDATE FROM THE CEMETERY RESTORATION BOARD? YES THE CROWD DID MEET. THEY DISCUSSED THE HISTORICAL MARKER. I CAN'T REMEMBER IF I UPDATED YOU. PREVIOUSLY THE OHIO HISTORY CONNECTION WHICH APPROVES THE APPLICATIONS HAS KIND OF CHANGED THEIR FORMAT AND RIGHT NOW THEY'RE ONLY DOING SPECIAL CONSIDERATION APPLICATIONS AND SO THEY'RE GOING TO RECONSIDER OURS IN 2024. WHICH IS FINE BECAUSE BURROUGHS RANDOM WON'T BE READY UNTIL THEN, ANYWAY, UM AND ALSO TO DISCUSS THE WAGNER CEMETERY AND THE FENCE. I THINK THEY HAD A QUESTION THEY WERE GOING TO APPROACH THE CITY MANAGER ABOUT AS FAR AS FENCING AROUND WAGNER. AND ALSO JUST GENERALLY PROGRESS ON RESTAURANT TO WHICH OBVIOUSLY WILL INVOLVE THE FINAL. DISPOSITION OF THE NEW ALBANY CEMETERY OUT HERE, AND THEN THEY DECIDED NOT TO MEET AGAIN UNTIL MARCH FOR THE ORGANIZATIONAL MEETING UNLESS SOMETHING COMES UP. WHAT WHAT ABOUT THE FENCING WAGNER CEMETERY. THEY JUST WEREN'T SURE WHICH WAY THE CITY WAS GOING TO GO. SO THEY HAD PROVOKED SOME IRON FENCING SIMILAR TO MAPLEWOOD COUNCIL HAD DISCUSSED . HORSE FENCING IS A TEMPORARY [00:35:01] SOLUTION OR SOME OTHER SOMETHING IN BETWEEN. BUT THAT HASN'T NOTHING'S HAPPENED YET. SO THEY WERE LOOKING FOR CLARIFICATION. I THINK MR CHAIR SETS IS GOING TO BE CONTACTING JOE. BUT WAIT. I'VE BEEN IN TOUCH WITH THE VENDOR THAT'S GOING TO REPAIR THE HEADSTONES. HE'S BACKED UP, SO WE'RE ACTUALLY SCHEDULED FOR HIM TO START THE WORK IN JULY OF 23. AND I REACHED OUT TO HIM IN JANUARY OF THIS YEAR. ARE YOU GONNA DO WITH THE HEADSTONES THERE? THEY'RE GOING TO TRY TO THEY'LL DO REPAIR SOMEONE TO WHAT THEY DID HERE. THEY CAN'T LOCATE. UH, THEY'RE LAYING EVERYWHERE. SO UM, WHAT THEY DID OVER HERE WAS FOR THE ONES THAT WERE ON IDENTIFIABLE IN TERMS OF LOCATION. THEY SET UP A SEPARATE AREA AND THEY TRIED TO PUT THOSE IN SOME BORDER. THEY ARE ALSO IN CONTACT WITH THE NEW ALBANY PLAN. TOWNSHIP HISTORICAL SOCIETY LOOKING FOR HISTORICAL RECORDS FOR WHAT BELONGS WHERE FIGURE IT OUT. IT'S AN INTERESTING CEMETERY ALREADY, HMM. AS FAR AS CEMETERIES. ALL RIGHT, AND THERE WAS NO MEETING OF THE PUBLIC RECORDS COMMISSION ANY CORRESPONDS TO COMMUNICATION RECEIVED FROM A MEMBER OF COUNCIL SINCE OUR LAST MEETING, [9. INTRODUCTION AND FIRST READING OF ORDINANCES] ORDINANCE 26 2022 ORDINANCE TO AMEND CHAPTER 1 39 PARKS AND TRAILS ADVISORY BOARD OF THE STATE OF NEW ALBANY HOUSE CODIFIED ORANGES AS REQUESTED BY THE CITY OF INVOLVEMENT AND DECLARE AN EMERGENCY AND WAVE THE 30 DAY WAITING. PERIOD THANK YOU, MAYOR. UH THIS LEGISLATION WAS BEING PROPOSED THAT COUNSEL'S REQUEST THE PARK BOARD. PARKING TRAIL BOARD, AS IT'S KNOWN TODAY WAS ORIGINALLY ESTABLISHED IN 1994. THE LEGISLATION ESTABLISHING IT WAS AMENDED IN 2000 AND THEN AGAIN IN 2007 OVER THAT PERIOD OF TIME , IT WAS EXPANDED TO FROM CONSIDERATION OF PARKS TO CONSIDERATION OF PARKS AND TRAILS. UH, MOST RECENTLY WITH THE EXPANSION OF OUR PARKS AND WORK ON OUR PARKS TO WORK ON OUR TRAILS. THERE'S BEEN AN INCREASE IN THE COMMUNITY'S INTEREST IN THE WORK OF THE BOARD. AND PARTICIPATION ON THE BOARD. SO UM, COUNCIL EXPRESSED AN INTEREST IN EXPANDING THE BOARD'S MEMBERSHIP FROM FIVE MEMBERS TO SEVEN MEMBERS, AND THAT'S WHAT THIS LEGISLATION DOES. AH AS YOU MENTIONED, MAYOR THE WE DID INCLUDE THE EMERGENCY CLAUSE. UH, THE PURPOSE OF THE EMERGENCY CLAUSES, TOO. HAVE THE LEGISLATION BECOME EFFECTIVE UPON SECOND READING SO THAT COUNCIL CAN PROCEED WITH APPOINTMENTS TO THE BOARD. WHEN THEY CAN. THEY CAN CONTINUE THEIR WORK AND TAKE ACTION ON WHATEVER BUSINESS COMES BEFORE THAT. ALL RIGHT. ANY QUESTIONS REGARDING THE ORDINANCE OR THE EXPLANATION FOR THE EMERGENCY WAIVER? ALRIGHT THEN WE WILL SET THAT FOR SECOND READING AT OUR MEETING ON SEPTEMBER 20TH. AND REALLY ASSISTANT RESPONSE TO HAVING SOME INCREDIBLY GREAT RESUMES THAT CAME IN FOR THIS OPPORTUNITY, SO WE WANTED TO SEE IF WE COULD EXPAND THE BOARD TO [11. RESOLUTIONS AND PUBLIC HEARING] FIT THE NUMBERS OF SOME OF OUR OTHER BOARDS AND COMMISSIONS. RESOLUTIONS IN PUBLIC HEARING RESOLUTION ARE 30 2022. I RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF A DEVELOPMENT THAT SUPPLY AGREEMENT WITH INTEL CORPORATION AND MAKING RELATED AUTHORIZATIONS. I BELIEVE THE DEVELOPMENT DIRECTOR WANTED TO TABLE THIS UNTIL THE SECOND MEETING IN OCTOBER, WHICH I BELIEVE IS THE FOURTH LEGISLATIVE REPORT. COVERED FOURTH. THAT'S JUST AN LEGISLATIVE REPORTED OCTOBER FOUR. SO I SPOKE TO HER THIS MORNING AND I THINK WE'RE TALKING ABOUT MOVING IT BACK TO THE 20 ALRIGHT. I WOULD MOVE THAT WE TABLED RESOLUTION ARE 30 2022 UNTIL OUR MEETING ON OCTOBER 24TH 2ND 2020 SECONDS. SECOND AGAIN. NO THIRD. LET'S LET'S MAKE SURE WE GOT THE RIGHT DATE BEFORE WE PROCEED. SECOND MEETING IS THE 18TH OF OH OH, NOBODY'S RIGHT, 18. REPEATING WITH JOSEPH, WITHDRAW MY MOTION AND START AGAIN. 19 I WOULD MOVE THAT WE TABLED RESOLUTION ARE 30 2022 TO OUR MEETING ON OCTOBER 18TH SECOND. BUILDING COUNCIL MEMBER CARLOS YES. BREAST YES. COUNCIL MEMBER. DEREK YES. COUNCIL MEMBER KISSED? YES MICHELLE. YES TRAP? YES I HAVE. SEVEN YES. VOTES TO TABLE RESOLUTION ARE 30 2022 TO THE OCTOBER 18TH? THAT'S THE SECOND MEETING IN OCTOBER. REGULAR MEETING. ALL RIGHT. WOULD ANYONE CARE TO MAKE A STANDING COMMITTEE REPORT? REPORTED [13. REPORTS OF REPRESENTATIVES] REPRESENTATIVES JOANIE UPDATE FROM MARCY MEETING OUR NEXT MEETING WILL BE THIS THURSDAY. ALRIGHT. ANYTHING FROM THE JOINT PARKS? UH NO. NOTHING THAT I CAN ADD TO THE PRESENTATION TODAY. ALL RIGHT. THANK YOU, MR SHAW. ANY UPDATE FROM SCHOOLS? UH, THIS EVENING A MET. PROBABLY RIGHT AFTER OUR LAST COUNCIL MEETING 22. SUPERINTENDENT STORIES SHARED THAT THERE ARE CURRENTLY AROUND 5100 STUDENTS ENROLLED. IN THE DISTRICT, WHICH IS ABOUT THE SAME AS IT'S BEEN THE LAST THREE YEARS OR SO. IT KIND OF HIT THAT 5100 STUDENTS LEVEL AND ARE MAINTAINING THAT UM. AT LEAST EARLY ON AGAIN. SCORED JUST STARTED WHEN THEY HAD THIS MEETING, BUT REPORTS [00:45:03] SEEM THAT TRAFFIC AROUND THE SCHOOL DISTRICT WAS BETTER WITH THE TRIPLE LOOPING. I DON'T KNOW. CHIEF JONES. IF YOU CONCUR WITH THAT ASSESSMENT YEAH, IT HAS BEEN A WE THE SCHOOL RESOURCE OFFICER BEEN MONITORING ALONG AS LONG AS WELL AS PATROL OFFICERS MUCH BETTER. I KNOW THE FIRST WEEK OR SO THERE'S SOME HEADACHES WITH KIDS ARE NOT GETTING ON THE RIGHT BUS AND THEN ONE OF THE SIDE EFFECTS OF HAVING TROUBLE ROUNDING IN THE FIRST ROUND IS LATE AND IT SNOWBALLS AND THEN THE THIRD ROUND IS REALLY SO THERE'S SOME KIDS GETTING HOME HOUR AND A HALF AFTER THEY WERE SUPPOSED TO. IT WASN'T DOCTORS DAY WAS THE FIRST DAY AND THEN THIRD ROUND, SO IT'S STILL BAD. I HAVE THE BUS STOP IN FRONT OF MY HOUSE, AND I'VE GOTTEN REALLY GOT TO KNOW MY NEIGHBORS. WELL, IT WAS ON TIME TODAY THERE FOR A WHILE WAITING. AH, SO IRONICALLY , IT IS THE HIGH SCHOOL AND MIDDLE SCHOOL STUDENTS THAT DON'T KNOW THEIR BUS TO GET ON. AND HERE ARE THE FIRST ONES THAT LEAVE SO IT TRICKLES DOWN TO ALL THE OTHER ONES. HOPEFULLY, IT SOUNDS LIKE THEY'RE REIGNING THAT IN IT WAS DEFINITELY AN ISSUE EARLY ON. YEAH. IS THAT HELPING WITH TRAFFIC AND IT WAS THE SCHOOL'S HAVING THREE HAS THE BACKUP THE BACKUP PICK UP? I WILL SAY I DID PARENT PICK UP BECAUSE OF THE TARDINESS OF THE BUSSES, WHICH IS PROBABLY NOT A SOLUTION TO THE PROBLEM, BUT IT WAS NOT BAD, AND I'VE DONE IT BEFORE IT WAS. IT WAS A HEADACHE IN THIS WAS PRETTY MUCH IN AND OUT SO IT'S BIG ENOUGH. YEAH. THE OTHER MAIN AGENDA ITEM THEY WENT THROUGH IN DETAIL IS I ALLUDED TO THE LAST COUNCIL MEETING THAT THEY GOT THE PRELIMINARY RESULTS BACK FROM THE LOCAL REPORT CARD. AND IT IS VERY POSITIVE TO REPORT THAT THEY SWITCHED TO INSTEAD OF A LETTER GRADE. YOU GET A STAR RATING NOW OUT OF FIVE STARS. AND EVERY ONE OF OUR SCHOOLS IS RATED FIVE STAR AT THIS POINT. EVERY CRITERIA WE MET BENCHMARKS IN LAST YEAR CHECKED OFF SO WE'LL GET MORE. THESE ARE THE PRELIMINARY RESULTS. WE GET MORE DETAILED WITH HOW WE STACK UP WITH OTHER DISTRICTS, UH, IN THE STATE AS WELL. BUT VERY GOOD NEWS FROM THE PERFORMANCE. OUR STUDENTS. SCORE PER STUDENT PERFORMANCE. YES. THAT'S GREAT. FIVE STAR CONSTITUTES. SIGNIFICANTLY EXCEEDING STATE STANDARDS. AND WE CHECKED THE BOX ON EVERY CATEGORY. ALL RIGHT, AND YOU GET THERE FROM THE TOWNSHIP. NO THEY HAD A MEETING. BUT IT WAS PRETTY MUCH ADMINISTRATIVE BILL PAYING APPROVAL, NOTHING TO REPORT. THOSE ARE ALWAYS REALLY EXCITING AND THREE PEOPLE SIGNING CHECKS . THERE'S A LOT OF THAT [14. REPORTS OF CITY OFFICIALS] IMPORTANT ROLE, THOUGH DEFINITELY AN IMPORTANT ROLE. ALRIGHT THAT TAKES US REPORT OF CITY OFFICIALS, UM, AGAIN THE SUPER EXCITED FRIDAY TO WELCOME THE PRESIDENT, UNITED STATES TO OUR COMMUNITY TO PARTICIPATE IN THE GROUNDBREAKING CEREMONY WITH OUR NEW BUSINESS PARTNER, INTEL. AND HOST OF OTHER DIGNITARIES AND FOCUS OF IMPORT SO LOOKING FORWARD TO JOINING YOU ALL, AND HOPEFULLY WE CAN HAVE A NICE WEATHER DAY. I THINK IT'S RAINED ENOUGH. WE'LL JUST GET THROUGH THAT RIGHT NOW, AND IT WILL BE A BEAUTIFUL DAY IN CENTRAL OHIO DETERMINE HOW WE'RE GOING TO GET OUT THERE. WELL, SCOTT HAS A PLAN AND WE'RE GOING TO GET THOSE BIRDS SCOOTERS. NICE WE START ON THURSDAY NIGHT. YEAH NO KIDDING. ABSOLUTELY HAVE A CITY SHUTTLE THAT WE MAY BE ABLE TO UTILIZE. BUT AGAIN, WHAT? THOSE DETAILS THAT GET WORKED OUT IN THE COMING HOURS. THINGS GET A LITTLE COMPLICATED WHEN THE SECRET SERVICE IS INVOLVED FOR GOOD REASON. UM ALSO JUST A FRIENDLY REMINDER ON SEPTEMBER 15TH WE HAVE THE NEW ALBANY CHAMBER COMMUNITY UPDATE, UM, BE A NUMBER OF SPEAKERS THAT DAY. I THINK WE'RE TRYING TO GET A PANEL TOGETHER, BUT IT DIDN'T COME TO FRUITION. SO I GET 10 MINUTES UH OR MORE OVERLINE SCOTT WRITES MY SPEECH. BUT IF YOU HAVEN'T HAD A CHANCE TO CONFIRM WITH JENNIFER THAT YOU CAN ATTEND, JUST MAKE SURE YOU GET THAT OPPORTUNITY. AND THAT'S ALL I HAVE FOR THE MAYOR'S REPORT. ANY UPDATE FROM THE CLERK COUNCIL JUST RELATED TO SAID PRESIDENT UNITED STATES VISIT CAPITAL PROJECTS GOT CANCELED WERE KITSCH ALL UP FOR A NEW SET OF DATES. WE KIND OF FAILED IN SEPTEMBER. SO WE'RE LOOKING AT OCTOBER. I HAVE A GRID HERE. IF YOU HAVE YOUR CALENDARS WITH YOU, I CAN FIND YOU AFTER THE COUNCIL MEETING. JUST FILL YOU IN NOW, IF NOT CHECK YOUR EMAILS. AND THEN WE CAN GO BACK TO TRYING TO FIND A DATE FOR BUDGET WHICH I HAD STARTED. BUT NOW LET'S GET CAPITAL PROJECTS SENTIMENT. WE CAN WORRY ABOUT BUDGET. THAT'S SOMETHING WE COULD DO. VIRTUALLY NO ONE IS ALL THEIR THEIR NATURAL MEETINGS CAPITAL, EVEN THOUGH THEY HAVE DIFFERENT TITLES. THEY STILL FALL UNDER THE I MEAN, WE MAY HAVE TO PHYSICALS PRESSED FOR TIME, WE MAY HAVE TO PUT THE BUDGET HEARING MEETINGS FIRST, RIGHT IN ALL FAIRNESS OF THOSE HAVE TO [00:50:05] GET DOWN THE CAPITAL STUFF IS UM, IMPORTANT. BUT IT DOESN'T REALLY HAVE A DEADLINE. IF WE HAVE A PRELIMINARY CAPITAL BUDGET ANYWAY FOR REPEAT ITEMS. ROADS TRAILS, SIDEWALKS, THOSE TYPES OF THINGS, OKAY. ALRIGHT CAPITAL BUDGET. IT DOESN'T DOESN'T SEEM THAT LONG AGO. HMM WE DON'T HAVE ANY MONEY TO SPEND ANYWAY. SO YOU KNOW TOUGH, TOUGH MEETING. ANYTHING ELSE FROM THE CLERK. SPEAKING OF YOUR MONEY FINANCE DIRECTOR ANY UPDATE YES , I HAVE HANDED OUT THE JULY MONTHLY REPORT. PRETTY CONSOLIDATED REPORT FOR YOU. BASICALLY REVENUES ARE TRACKING ABOVE BUDGET AND EXPENDITURES ARE CHECKING BELOW BUDGET. BUT WE ARE GREATER THAN 2021. UM BUT WE ARE LOOKING PRETTY GOOD. HEADING INTO BUDGET SEASON. OUR INCOME TAX BREAKDOWN IS VIRTUALLY THE SAME AS LAST YEAR . WE DID PROJECT TOO. NOT MAKE, UM NOT RECEIVE AS MUCH INCOME TAX. AT THIS YEAR AS LAST YEAR, BUT WE'RE TRACKING PRETTY MUCH THE SAME. IF WE CONTINUE ON THAT PATH, IT WILL BE ABOUT $3 MILLION MORE. AND THEN WE BUDGETED FOR WHICH IS GOOD NEWS. THE NEXT PAGE IS OUR FUNDS STATUS FOR CITIES ALL FUNDS. I SAID, GIVES YOU A BREAKDOWN OF WHERE UM OUR MONEY SITS WITHIN THE FINANCES. AND THEN, OF COURSE, THE LAST TWO PAGES ARE INVESTMENTS. THAT WE HAVE. WE DID ADD THE NEW STATE INFRASTRUCTURE SECTION. TO THE INVESTMENT SHEETS. I THINK I ACTUALLY TOLD YOU THAT LAST MONTHLY REPORT, BUT THAT IS ALSO ON THERE. AS WE GET INTO BUDGET SEASON. I'M ACTUALLY WORKING ON REVENUE PROJECTIONS NOW FOR 2023 SO WELL. WE'LL GET MORE UPDATED AS WE DIG INTO THAT INFORMATION. THE STATE INFRASTRUCTURE FUNDS JUST AS A REMINDER. WHAT ARE THOSE? I MEAN, THAT'S NOT THE MONEY THAT, UH WAS PROVIDED FOR THE ACCESS ROAD, OR WAS IT IT IS, UM. SO THAT IS A BREAKDOWN. SO WE HAD TO SEPARATE THE FUNDS OUT FROM OUR NORMAL OPERATING, SO IT'S SITTING WITH A DIFFERENT ACCOUNT, OKAY? BETHANY CAN I ASK YOU THIS ONE QUESTION AND MAYBE WE CAN FOLLOW UP INDIVIDUALLY, BUT AS I'M LOOKING AT THIS YEAR TO DATE, FUN, BALANCED DETAIL. IT'S NOT A HEALTHY NEW ALBANY FACILITY. WITH THE 800,000 DISPERSEMENT. AND A PRETTY LARGE NEGATIVE BALANCE. WHAT IS THAT? THAT IS, WE HAVE A DEBT PAYMENT. WITHIN THAT FUND, SO THE BOND ISSUE THAT IS NOT SUPPORTED BY TAX REVENUE BY UM OR TWO FRONT OF REVENUE BECAUSE IT'S A TAXABLE PORTION OF BECAUSE THAT'S SOMETHING THAT I JUST HAVEN'T SEEN IT BEFORE. OR NO, THAT'S SOMETHING WE WILL CONTINUE TO PAY A PORTION OF THE DEBT OUT OF THAT FUND AS LONG AS THE REVENUE PROVIDES IT. JUST BE CLEAR. THAT'S THE HEIGHT CENTER . YES HEALTHY NEW ALBANY FACILITY DESIGNATION OF THE FUND IS PROBABLY A LITTLE MISLEADING . YEAH OKAY. THANK YOU, BY THE WAY. IT'S JUST I THINK IT WAS THE HEALTHY NEW ALBANY THING. KIND OF, YEAH. THROUGH ME TO CREATE OUR OWN FUND NAMES INHERITED THAT NAME THAT SERVICE PAYMENTS FOR THE FOR THE HIGH CENTER COME FROM THE LEAST REVENUES. AS WELL AS THE NOTE CENTER TIP FUNDS. SO IT IS A IT IS A BREAK EVEN PROPOSITION. THE VILLAGE CENTER TO FUND THAT'S ALSO NEGATIVE. THAT ONE YOU'RE TALKING ABOUT. THERE SHOULD BE TWO OF THEM. THEY SHOULD BE 2 52. ALL RIGHT. THANK YOU, BETHANY. NO PROBLEM. AND JUST TO REITERATE, THOUGH THE CASH BALANCE ISN'T NEGATIVE NOW THAT I'M DOUBLE GUEST DOUBLE CHECKING OUT THE UNENCUMBERED BALANCES DUE TO DIFFERENT PURCHASE ORDERS THAT ARE OUT THERE. WE SHOULD CHANGE THAT. THAT MAY BE HARD FOR A TIP BALANCE TO BE A NEGATIVE. OVER. YOU COULD OVERSPEND FROM A TIP. SOMEHOW IT [00:55:03] WORKS. ALRIGHT ANYTHING ELSE FROM THE FINANCE DIRECTOR? NO NOTHING FROM THE CITY MANAGER. JUST A COUPLE OF QUICK ITEMS OFF. THE CHIEF WANTS TO ADD ANYTHING BUT THE WE ENTERED INTO AN AGREEMENT WITH THE SCHOOL DISTRICT SCHOOL RESOURCE OFFICER. SO WE ARE. WE WILL HAVE A THIRD SCHOOL RESOURCE OFFICER JOINING THE TEAM LATER THIS FALL SCHOOL DISTRICT IS PAYING FOR THE COST OF THAT S R O YES, WE ACTUALLY THE POST THE POSITION AND THE DATE WAS TODAY FOR CLOSING. WE HAVE A NUMBER OF APPLICANTS WITHIN THE DEPARTMENT AND, UH, IF, IN THE NEXT COUPLE WEEKS WE'LL DO INTERVIEWS AND IF EVERYTHING WORKS OUT WELL, WE'LL HAVE THE PERSON IN PLACE, PROBABLY LATE OCTOBER EARLY NOVEMBER THAT'S BASED ON NEW OFFICERS COMING COMING ON AND COMPLETED THE RESCUE PERIOD. FULL TIME DURING SCHOOL HOURS. YES THREE. NOW THERE'LL BE 31 TEACHES DARE BUT TAKES UP A GOOD CHUNK OF THE YEAR. BUT HE'S THERE EVEN WHEN HE'S NOT TEACHING THERE. AND THEN THE OTHER TWO WOULD BE STRICTLY S R O AND MAYBE JUST GIVING ASSIGNMENTS, JUST PARTICULAR CAMPUSES OR UH, SO THE WAY IT WORKS IS THEY REALLY NEED TO WORK AS A TEAM, SO IT'S NOT. YOU KNOW, THERE'S NOT LIKE YOU STAY IN THIS BUILDING, BUT THIS WILL ALLOW US TO COVER MORE BUILDINGS AT THE SAME TIME, AS OPPOSED TO KIND OF MAKING YOUR WAY THROUGHOUT THE SCHOOL CAMPUS THROUGHOUT THE DAY. OBVIOUSLY THIS WILL INCREASE THE NUMBER OF THE AMOUNT OF COVERAGE THAT WE HAVE IN THE BUILDING. SO UM, TALKING THE SORROWS IN THE SCHOOLS? THERE ARE SOME. THERE'S A COUPLE OF BUILDINGS THAT PROBABLY DIDN'T GET AS MUCH ATTENTION BASED ON WHAT WAS GOING ON THAT ALLOW US TO PROVIDE BETTER COVERAGE. GOOD NEWS. BUT THEN THIS IS A SITUATION WHERE THEY REALLY THEY NEED TO WORK WELL AS A TEAM. IT'S THEY'RE NOT A SIGN OF PARTICULAR BUILDING JUST THE NATURE OF THE WORK. THEY HAVE TO MOVE AROUND THE CAMPUS. SO WE ANTICIPATE FILLING THIS POSITION FROM EXISTING STAFF. YES YEAH, THIS IS FILLED THAT POSITION. YES SO WE HAVE THREE OFFICERS THAT HAVE, UM, RECENTLY GRADUATED FROM THE ACADEMY. THEY'RE ABOUT HALFWAY THROUGH THEIR FIELD TRAINING. SO UM, BEING ABLE TO PUT SOMEBODY IN THIS POSITION KIND OF COINCIDE WITH THEM COMPLETING THEIR TRAINING, SO ONE OF THOSE THREE WILL BE ABLE TO BACKFILL THE PERSON THAT'S MOVING INTO THAT POSITION. AND THEN ON THE SUBJECT OF POLICE EQUIPMENT AND PERSONNEL. THE LAST COUNCIL MEETING. I TALKED ABOUT GETTING AUTHORIZATION TO PURCHASE TWO CHEVY VEHICLES. WHAT I THINK ABOUT A WEEK AGO, WE FOUND OUT FROM FORD THAT THEY CANCELED OUR ORDER OF CRUISERS THAT WAS SUPPOSED TO BE DELIVERED AT THE END OF THIS YEAR AND TOLD US TO REORDER FOR DECEMBER OF NEXT YEAR, SO IT WAS A GOOD THING THAT WE ORDERED THOSE CRUISES AHEAD OF HIM. SO WHAT WAS FORD'S BECAUSE OF LEGISLATION, CHANGE SHORTAGES THE ORDER THEY CANCELED WAS FROM LAST YEAR AND SO THAT SINCE THEY CAN'T DELIVER THAT MODEL YEAR ANYMORE, THEY MAKE YOU CANCELING THAT REORDER THE CARS. THEN PUSH IT OUT ANOTHER YEAR. YES IT'S A YEAR AT LEAST. SO WHEN WE'RE ORDERING THE CARS, IT'S A YEAR FOR THE DELIVERY OF THE CARS IS WHAT THEY'RE PREDICTING. THERE'S NO NOTHING THAT THEY'RE GOING TO MEET THAT. AND THEN IT'S USUALLY TACK ON A COUPLE MORE MONTHS FOR THE OUTFITTING. SO WE HAVE TWO VEHICLES BEING DELIVERED FROM THE DEALER THAT WILL BE ABLE TO BACK THOSE SOME OF THOSE SPOTS FOR HIGHER MILEAGE VEHICLES. AND THEN TWO MORE. JUST ORDER 10. CAN WE ORDER MORE WERE CONSIDERING THE PROBLEMS WITH SUPPLY CHAIN IF THERE'S MORE VEHICLES AVAILABLE THAT WE COULD GET WHAT DO YOU WANT? IF THEY'RE STILL AVAILABLE, WE CAN CHECK INTO THAT YOU PREFER FORWARD OVER SHUTTING, UM, YOU KNOW, I THINK I THINK WE'VE HAD GOOD LUCK WITH BOTH OF THEM. AT THIS POINT, I THINK PROBABLY MORE BUT WHATEVER WE CAN GET AT THIS POINT, SO WE'VE BEEN SHOPPING AROUND TO SEE WHAT MANUFACTURER CAN BE THE QUICKEST. SO, UH, WE CAN CERTAINLY LOOK AT OPTIONS TO TALK WITH OUR FINANCE DIRECTOR. THAT'S A REALLY TOUGH QUESTION FOR A MAN WHO'S DRIVEN FORWARDS ALL HIS LIFE. HEY IF SERVED US ALL. WELL SO SOMETIMES I MEAN, I KNOW THE SERVICE DEPARTMENT HAS BOUGHT OFF STEAK TERM. IS THAT EVEN POSSIBLE FOR POLICE CRUISERS? YES. SO WE'RE BUYING STATE CONTRACT ALL THE VEHICLES WE BY OUR STATE CONTRACTS, SO WE'RE NOT THE ONLY ONE IMPACTED BY THIS. I THINK I THINK WHAT WE'RE I'M SORRY. THE SO THE WE'RE ALL IN THE SAME BOAT AND NOBODY REALLY HAS A SOLUTION. I THINK THEY'RE THE OPPORTUNITY TO GET CARS EARLY EARLIER THAN WHAT IS EXPECTED IS TO BUYING CARS THAT WERE ORDERED BY DEALERS. UM THAT THEY GENERALLY USED TO REPLACE CRUISERS THAT ARE TOTALED, OR WHATEVER THE CASE [01:00:01] MAY BE, SO WE'RE IN CONTACT WITH DEALERS AND THAT WHEN THEY HAVE CARS COME IN, UM THEY'VE BEEN VERY GOOD ABOUT LETTING US KNOW. AND IF WE NEED CARS, WE CAN TRY TO GRAB HIM THEN. SO IT'S A CIRCLE BACK WITH TESLA. YEAH. ANY EASIER TO GET? YEAH CARE, BUT THEY STEAL THEM PRETTY QUICKLY. THAT'S RIGHT. YEAH MY LAST ITEM FOR YOU IS YOU MAY HAVE ALREADY SEEN IT. I SENT AN EMAIL LATE THIS AFTERNOON, PROVIDING AN UPDATE, THANKS TO ADRIAN'S WORK, PROVIDED YOU WITH AN UPDATE ON THE STATUS OF THE NEIGHBORHOOD PARKS? NO AGAIN, WE'RE FACING SIGNIFICANT SUPPLY CHAIN ISSUES. UM ONE OF THE. ONE OF THE PROJECTS IS THE TAYLOR FARM PARK AND ONE OF THE FOCAL POINT AND FOCAL ELEMENTS OF THAT PROJECT WAS A THREE TOWER CONFIGURATION. AND I THINK THAT WENT UP 30% SINCE THE ORIGINAL ESTIMATE EARLIER THIS YEAR, SO WE'RE WORKING THROUGH THAT, BUT THERE IS SOME GOOD NEWS. WE'RE I THINK WE'LL BE ABLE TO COMPLETE THE JAMES RIVER PARK AND THE BANKS AND PARK BEFORE THE END OF THE YEAR. WE'LL SEE WHAT HAPPENS WITH NORTH OF WOODS WAITING ON DELIVERY. WE REALLY HAVE TO PUSH THESE PROJECTS. IT WOULD BE WISER JUST. WAIT UNTIL THE PRICES COME BACK DOWN. COURT HOPE THAT THEY COME BACK DOWN THE NEXT SIX MONTHS TO 12 MONTHS. THINK WE'RE MAYBE TALKING YEARS? YEARS NOT MONTHS . I DON'T THINK INCREASES PRETTY HARD TO TAKE EQUIPMENT, RIGHT? THERE MAY BE SOMETHING THAT YOU WANT TO PUSH OUT. BUT IN TERMS OF THE NEIGHBORHOOD PARKS. THOSE ARE PRETTY WELL WORN. SO WE NEED TO CONTINUE THOSE. BUT I WILL BE AVAILABLE TO ANSWER ANY QUESTIONS ON THOSE. YOU TAKE A LOOK AT THE EMAIL, THAT'S ALL. THANKS, JOE. ANY UPDATE FROM THE CITY ATTORNEY? NO UPDATES. ALRIGHT PAUL FOR PUBLIC COMMENT [16. POLL FOR COUNCIL COMMENT] ANY ADDITIONAL PUBLIC COMMENT. SALFORD COUNCIL COMMENT AN ADDITIONAL COMMENT FROM COUNCIL THAT RIGHT THERE. I WANTED TO ACTUALLY SAY THANK YOU FOR THE TOUCH A TRUCK EVENT MY FAMILY REALLY ENJOYED SEEING ALL THE TRUCKS AND MEETING THE HOTLINE. THANK YOU. GRANTS. ANYTHING ELSE? HOW MANY HOT DOGS DID WE GO THROUGH? JOE? AND SOME. 800 SOMETHING 880 MIGHT HAVE DROPPED FOUR OR THEY MEET US SOMEWHERE. HOW MANY DID YOU BECAUSE? LIKE THERE WAS ONE THAT WAS THAT I GOT JAMMED IN THE GRILL, AND IT WAS STRESSING JOE OUT BECAUSE IT WAS ONE THAT WAS WASTED. SO IF WE WAS JUST ABOUT GOING TO VOLCANIC ASH, AND I THINK HE CHISELED IT OUT AND EAT IT. THAT'S WHY WE LOVE IT, MAN. WE LOVE YOU KNOW, BUT THAT WAS YOUR SINKER. IS YOUR SON DOING ALL THE GRILLING TOO? RIGHT YEAH. HE WAS DOING A GREAT JOB. THANKS YEAH SPEECH. A GREAT EVENT. [17. OTHER BUSINESS] ALRIGHT I HAVE UNDER OTHER BUSINESS BOARDING COMMISSION APPOINTMENTS. ARE WE DOING ANY IMPORTANT? YES OKAY.
