ALRIGHT IN OUR SECOND PROCLAMATION IS A PROCLAMATION DECLARING OCTOBER 31ST TO NOVEMBER 4TH AS NATIONAL VETERANS SMALL BUSINESS WEEK.

WHEREAS NEARLY ONE OUT OF 10 SMALL BUSINESSES ACROSS THE UNITED STATES IS VETERAN OWNED FROM MAIN STREET STOREFRONTS TO VIRTUAL HIGH TECH STARTUPS THAT ADVANCE AMERICA. VETERAN OWNED BUSINESSES ARE A PILLAR OF OUR ECONOMY AND CONTRIBUTE TO THE FOUNDATION OF OUR NATION.

[00:10:01]

WHEREAS VETERANS SMALL BUSINESS OWNERS ARE RESILIENT, DISCIPLINED AND MISSION ORIENTED , THANKS TO THE MILITARY SERVICE AND COMMITMENT TO SERVING THEIR COUNTRY AND COMMUNITIES. WHEREAS WHEN WE RESOLVE OURSELVES TO STRENGTHEN OUR COMMUNITIES. WE MUST EMPOWER AND SUPPORT THE GIANTS THAT VETERAN ENTREPRENEURS ARE IN OUR ECONOMY. WHEREAS THE NATIONAL VETERANS SMALL BUSINESS WEEK HIGHLIGHTS THE PROGRAMS AND SERVICES AVAILABLE TO VENTURE VETERAN ENTREPRENEURS THROUGH THE U. S SMALL BUSINESS ADMINISTRATION AND RESOURCE PARTNERS LIKE BOOTS TO BUSINESSES AND VETERANS BUSINESS OUTREACH CENTER, WHEREAS NEW ALBANY SUPPORTS AND JOINS IN THIS NATIONAL EFFORT TO HELP AMERICA'S VETERANS AND SMALL BUSINESS OWNERS START GROW AND RECOVER FROM A DISASTER AND HELP THEIR COMMUNITIES NOW. THEREFORE I SALONIKI SPALDING MERIT STEPHEN BALDWIN COUNTY, FRANKLIN LOOKING STATE OF OHIO ON BEHALF OF COUNCIL AND OUR RESIDENTS DECLARE OCTOBER 31ST IN NOVEMBER . 4TH THIS NATIONAL VETERANS SMALL BUSINESS WEEK AND ENCOURAGE OUR CITIZENS TO VISIT AND CELEBRATE VETERAN OWNED BUSINESSES LOCALLY AND ACROSS OUR COUNTRY. I THINK IT'S HERE THIS EVENING. SO OUR FRIEND AND NEIGHBOR AND ALSO THE ADMINISTRATOR FOR THE SMALL BUSINESS ADMINISTRATION HERE IN THE REGION. THANK YOU, MAYOR. SO MUCH MEMBERS OF COUNCIL. THANK YOU. WE DO APPRECIATE IT AS A VETERAN AND THE RESIDENT AMMAN FANCY ROAD, SO IT WASN'T MUCH OF A DRIVE OVER HERE FOR FOUR COUNCIL WANT TO THANK YOU FOR TAKING THE TIME VETERAN OWNED SMALL BUSINESSES ARE CRITICAL TO OUR ECONOMY. 9% OF ALL SMALL BUSINESSES ARE ACTUALLY OWNED BY VETERANS OR SERVICE CONNECTED VETERANS. WHAT DOES THAT MEAN? MEANS OVER $1 TRILLION IN ANNUAL RECEIPTS IS DRIVEN INTO OUR ECONOMY BASED ON VETERANS, SMALL BUSINESSES, SO I JUST WANT TO THANK YOU FOR TAKING TIME WHEN WE HAD THE BRIEF CONVERSATION. YOU'RE LIKE, ABSOLUTELY I'D LOVE TO DO A PROCLAMATION ON THAT. SO WE WANT TO THANK YOU BECAUSE THIS ECONOMY IN OHIO ALONE TO GIVE YOU A NUMBER 58,000 OF THE SMALL BUSINESSES IN OHIO ARE OWNED BY VETERANS. SO THANK YOU SO MUCH FOR TAKING TIME FOR THE PROCLAMATION. OUR PLEASURE. THANK YOU FOR COMING OUT TONIGHT AND REALLY APPRECIATE THE SUPPORT. EVER TO EAT. DO WE HAVE ANY VETERAN OWNED SMALL BUSINESSES IN NEW ALBANY THAT WE COULD HIGHLIGHT? ACTUALLY I CAN GET YOU A FEW NAMES FROM VETERANS TYPICALLY, UM, JUST A WIDE RAY OF WHAT THEY PROVIDE A LOT OF PROFESSIONAL SERVICES. WHAT WE SEE A LOT OF IS BECAUSE OF WRIGHT PATTERSON AIR FORCE BASE, SO WE IMPLEMENT A PROGRAM CALLED BOOTS TO BUSINESS, PART OF THE TRANSITION ASSISTANCE PROGRAM. YOU LEAVE ACTIVE DUTY. YOU ACTUALLY GO THROUGH AN ENTREPRENEUR CLASS, SO YOU ACTUALLY AND WE HAVE A LOT OF OUR TO BE. VETERANS ARE COMING OFF OF ACTIVE DUTY THAT ACTUALLY START BUSINESSES RIGHT PATH SO WITH INTEL COMING, WE'RE GOING TO SEE A LOT OF THOSE SMALL BUSINESSES START TO GROW HERE AS WELL. WE SEE THAT THERE WILL BE A LOT OF COTTAGE INDUSTRY, ESPECIALLY FOR VETERAN OWN MORE OF A HIGH TECH, THE T RELATED THAT WILL COME HERE AS WELL. SO WE'RE EXCITED ABOUT IT. AND BUT I CAN, COUNCILMAN, I CAN DEFINITELY GET YOU SOME SMALL BUSINESSES FOR YOU GUYS TO HIGHLIGHT WOULD BE GREAT. YEAH.

I MEAN, YOU SAW THE WORK OF OUR PUBLIC RELATIONS TEAM IF WE CAN IDENTIFY A FEW NEXT YEARS PROCLAMATION, WE CAN ALSO, YOU KNOW, SHARE A LITTLE BIT TO THE OUR COMMUNITY ABOUT MISSED WITH ME IS BETSY. WELL, SHE IS OUR PUBLIC AFFAIRS SPECIALIST. GOOD TO SEE YOU. THANK YOU. DISTRICT IS 60 OF 88 COUNTIES. SO WE BASICALLY ENCOMPASS ALL THE WAY UP TO FINDLAY ALL THE WAY DOWN TO CINCINNATI AND ALL OF APPLE ASIA. SO WE HAVE A VERY BIG DISTRICT, SO I DON'T KNOW HOW SHE KEEPS IT STRAIGHT ALL THE PRESS, BUT SHE DOES, BUT WE WOULD LOVE TO WORK WITH YOUR TEAM TO SEE IF WE CAN HIGHLIGHT SOME OF YOUR BUSINESSES AND WE I KNOW THE MAYOR AND I HAVE SPOKEN IN THE PAST ABOUT TRYING TO BUILD OUT SOME PROGRAMMING WITH THE NEW OVEN WITH NEW ALBANY ITSELF TO PROVIDE NOT JUST TO VETERANS, BUT TO ALL ENTREPRENEURS, SOME TYPE OF TRAINING OR COUNSELING. TO HELP THEM WITH THEIR THINKING ABOUT STARTING A BUSINESS BUT ALSO IF THEY ARE PANDEMIC WAS ROUGH ON SOME OF OUR SMALL BUSINESSES. RIGHT SO WE PROVIDED AND IMPLEMENTED THROUGH OUR RESOURCE PARTNERS, DIFFERENT FINANCIAL LITERACY TYPE PROGRAMS, BETTER UNDERSTANDING OF OPERATING COSTS , PRICING SUCCESSION PLANNING THOSE TYPE OF MORE 203 100 LEVEL CLASSES. SO WE'RE LOOKING FOR THEM. THOSE ENTREPRENEURS, THEY'RE PROBABLY BEEN IN BUSINESS FIVE YEARS OR SO AT LEAST. BUT WE WOULD BE WILLING TO OFFER THAT OBVIOUSLY, IT'S ALWAYS FREE OF CHARGE WHEN IT'S THE U. S SMALL BUSINESS ADMINISTRATION. OH, GREAT.

APPRECIATE IT AGAIN. YOU HAVE TO DRIVE TOO FAR TONIGHT. ENJOY THE REST OF THE EVENING. NICE TO MEET YOU. ALL RIGHT, AND THEN ALSO UNDER HEARING OF VISITORS. WE HAVE OUR FRIENDS FROM THE TOWNSHIP THIS EVENING. THEY'RE GOING TO PROVIDE US AN UPDATE. SO TRUSTEE FERGUSON FOR SINGLE ARE GOOD. SEE YOU, CHIEF. REP. MR COLLINS. WELL. GOOD EVENING. GOOD EVENING. GOOD EVENING, MAYOR, CITY COUNCIL AND CITY MANAGER AND ALL OF THE STAFF. WE APPRECIATE THE OPPORTUNITY TO SPEAK TO YOU TONIGHT AT FIRST LIKE TO ALSO RECOGNIZE THAT THE LARGER AND FORCED YOU ALL KNOW

[00:15:05]

CHIEF ROAD. WHAT WE LIKE TO DO TONIGHT IS JUST MAYBE DO THIS TWICE A YEAR. THIS KIND OF UPDATE YOU ON SOME OF THE ACTIVITIES THAT TOWNSHIP WHAT'S GOING ON AND JUST KIND OF HAVE THAT DIALOGUE. WE THOUGHT THAT WOULD BE PRODUCTIVE TO DO THAT. BUT I ALSO WANT TO GIVE A SPECIAL THANKS TO COUNCIL MEMBER MIKE DURIC. HE DOES A GREAT JOB INFORMING US ON THE CITY FAITHFULLY COMES TO ALL THE TOWNSHIP MEETINGS AND WE HAVE REPRESENTATION FROM THE CITY, SO WE REALLY APPRECIATE HIS PARTICIPATION. SO THANKS, MIKE. UM A COUPLE OF THINGS WE'D LIKE TO DO IS YEAH. WORKED ABOUT THAT. GIVE ME SOME HIGHLIGHTS ON THE SWIMMING POOL. UM IT WAS AN INCREDIBLY HOT SUMMER THIS LAST SUMMER, WE HAD MANY 50 DEGREE 50/50 93 DAYS. UM JUST SOME STATS FOR YOU WON'T GO THROUGH ALL OF THEM, BUT 643 PULL MEMBERSHIPS WERE PURCHASED AND WE HAD OVER 41,000 VISITS TO THE PLAIN TOWNSHIP SWIMMING POOL ORR 1000 VISITS, AND WE HAD 1000.

COMMUNITY MEMBERS FOR PEOPLE FROM OTHER COMMUNITIES. YOU KNOW, GOING TO THE SWIMMING POOL? UM ANOTHER KEY THING IS WE DID CHANGE FULL MANAGEMENT COMPANIES, AND THAT WAS PRETTY SUCCESSFUL THIS YEAR. WE RESTORED SWIM LESSONS. ONCE AGAIN. WE'VE HAD SOME PROBLEMS WITH NOT BEING ABLE TO OFFER SWIM LESSONS THAT WE WERE ABLE TO DO THAT AND WE THINK THAT'S A GREAT BENEFIT TO THE COMMUNITY AS WELL. OUR TOTAL POOL REVENUES AS YOU LOOK AT THE FIGURES YOU'LL SEE THERE THAT $415,000 WAS A REVENUES EXCEEDED THEIR EXPENSES DID NOT INCLUDE OUR DEBT PAYMENTS FROM AN OPERATING PERSPECTIVE. YOU KNOW, WE MADE A LITTLE BIT OF MONEY THAT WE CAN PUT BACK INTO THE SWING. AND I'M PLEASED TO, YOU KNOW, GIVE YOU SOME INFORMATION THAT THE PLANE TOWNSHIP AQUATIC GATORS. DEFENDED THE SWAMP BY EARNING THEIR SECOND CONSECUTIVE GREATER COLUMBUS SWIM LEAGUE CHAMPIONSHIP. SO I THINK THEY WORK. IT WILL BE VERY HAPPY.

MAYBE HE'LL GET A FEW POTENTIAL HIGH SCHOOLS MEMBERS. THEY'RE GOING ON. A COUPLE OF THINGS I WANT TO MENTION IS THE MAPLEWOOD CEMETERY, AND THIS IS KIND OF REALLY, UM THERE'S A LOT OF EFFORTS THAT WE HAVE WITH THE CEMETERY SPECIFICALLY AROUND THE BEAUTIFICATION AND. SOME OF THE INFRASTRUCTURE THERE, SO WE HAVE SOME EXCITING PLANS AND WILL BE ADDING A COLOR BARIUM IN THE FUTURE AND SOME OTHER LANDSCAPING AND PRAYER GARDENS AND THINGS OF THAT NATURE. SO I THINK YOU'LL SEE SOME NICE IMPROVEMENTS. THE CEMETERY IF YOU HAVEN'T HAD A CHANCE TO TAKE A LOOK AT IT SO BEAUTIFUL ASSET TO THE COMMUNITY, I THINK YOU'LL FIND THAT IT'S WELL TAKEN CARE OF AS WELL. UM TO THAT FACT WE HAVE AN OPPORTUNITY TO PARTNERSHIP. WITH A UNIQUE PROGRAM CALLED REESE ACROSS AMERICA AND THE BOY SCOUT TROOP 4 50 BROUGHT THIS OPPORTUNITY TO OUR ATTENTION. ESSENTIALLY WHAT THIS IS DURING THE HOLIDAYS. THEY GO OUT AND RAISE MONEY FOR REASONS WE PLACE THEM ON EVERY VETERAN. GRAVESITE. AND THE CEMETERY. AND I DID NOT KNOW THIS, BUT IT'S ONLY $15 FOR A READ, BUT THERE'S APPROXIMATELY 15. THE. BURIALS IN THE CEMETERY OR FORMER VETERANS. AND SO I THINK FROM THE TOWNSHIPS, PERSPECTIVE AND THE CITY THAT WE WOULD COLLABORATE AND MAKE SURE EVERY VETERAN OUT THERE HAS A RESIGNED. I THINK THAT'D BE A GREAT, YOU KNOW, UNIFYING THING FOR OUR VETERANS, SO I THINK IT'S A GREAT OPPORTUNITY. IT SOUNDS LIKE A GREAT ORGANIZATIONS AND THE BOY SCOUTS ARE REALLY INVOLVED IN IT, AND THEY HAVE SOME NEAT IDEAS. AND I THINK THEY'LL JUST BE ANYTHING AROUND THE HOLIDAYS SO HOPEFULLY Y'ALL CAN HELP US. GET PEOPLE TO SUPPORT THEM. UM THE NEXT THING I'D LIKE TO TALK TO YOU A LITTLE BIT IS ABOUT AN UPDATE. ON SOME OF THE ROADS. AS YOU PROBABLY KNOW. THERE'S ONLY 13 TOWNSHIP ROADS AND SOME REAL STREET LIGHTS WERE WORKING WITH THE FRANKLIN COUNTY ENGINEER OFFICE AND THE CITY ON A FEASIBILITY STUDY FOR THE ROUTE. 605 AND WALSH ONE THAT STREET INTERSECTIONS. THAT'S REALLY A PROBLEMATIC INTERSECTION THERE. THERE'S A LOT OF ACCIDENTS IF YOU'VE EVER DRIVEN IN THAT AREA WILL KNOW IT'S A VERY DANGEROUS INTERSECTIONS. SO WE ARE UM, EXCITED TO HEAR ABOUT THAT. BUT A LOT OF THE RESIDENTS, ESPECIALLY IN THE CORPORATE AND NON CORPORATE AREA HAS REALLY BEEN CONTACTING OFFICE AND EXPRESSING CONCERNS AND SAFETY.

SO WE'LL BE TRYING TO MOVE THAT FORWARD. UH SPECIFICALLY, WE'RE WORKING WITH THE PWC FOR A GRANT TO FUND THE STORMWATER ON KLAUS ROAD. THERE'S A LOT OF INFRASTRUCTURE THERE AND FLOODING THAT HAPPENS BECAUSE OF SOME OF THE CREASE. UM, BUT WE'RE PRETTY WE'RE PRETTY

[00:20:06]

EXCITED ABOUT SOME OF THE WORK THAT WE'RE GOING TO BE DOING THERE TO ADDRESS THE RESIDENTS CONCERNS AND IMPROVE THAT STORM WATER IN THAT SITUATION THERE. UM COUPLE. OTHER KEY ITEMS WE THOUGHT WE HAD MENTIONED IS THE WE'RE HAPPY TO SHARE AND SEE THE NEW ROUNDABOUT MORRISON BABBITT ROAD. WE THINK THAT'S A GREAT FOR THE TOWNSHIP IN THE CITY. THAT'S A GREAT SUCCESS. AND WE'RE ALSO INTERESTED IN THE BEVEL HEIMER ROAD SOUTH OF WARMING STREET IN IN THE PUBLIC.

NEED FOR A LEISURE TRAIL CONNECTION FROM THE TOWNSHIP TO THE CITY. SO WE THINK THAT WOULD BE KEY TO SO IF AGAIN IF YOU HAVE ANY QUESTIONS, INTERRUPT ME. LISTEN. KEEP THIS INFORMAL.

YES, SIR. FURTHER DEVELOPMENT OF BEVEL HEIMER SOUTH WALNUT. HMM YOU HAVE ANY PLANS TO ENHANCE THAT ROAD OR OTHER THAN THE THESE ARE TRAILS THAT YOU HAVE JUST MENTIONED. UM WELL, IT IS AND I'LL THAT BIN QUESTION. IT'S AN OPPORTUNITY. WE'RE EXPLORING THE CITY STAFF FIELD TALKED ABOUT IT. IT'S A CHALLENGING IN THE COMING CORPORATE AREA. THERE'S NO DEDICATED RIGHT AWAY.

PEOPLE HAVE WANTED HIGHWAY EASTMAN CENTERLINE. BUT WE BELIEVE THERE'S ENOUGH HOW IS DEDICATED RIGHT AWAY? WORK WITH THE CITY. THANKS. SHIP THE DEVELOPER HAS A COMMITMENT TO IMPROVE HIS SIDE OF THE OF THE RIGHT AWAY IN CONJUNCTION WITH THAT SUBDIVISION THAT'S GOING IN THERE. OKAY. THANK YOU. SO THAT'S KIND OF THE UPDATE ON SOME OF THE ROAD. ANY OTHER QUESTIONS. UM. I WOULD LIKE TO GET INTO A LITTLE BIT OF AN UPDATE ON SOME OF THE, UH EMERGENCY SERVICES THAT WE PROVIDE THROUGH THE DEPARTMENT. BUT BEFORE WE DO THAT, I WANT TO RECOGNIZE SCOTT MCAFEE AND TONIGHT AND JOSH POLAND. I JUST THEY HAVE BEEN SUCH AN INCREDIBLE RESOURCE FOR US TO SUPPLY AND SUPPORT SOME OF OUR SAFETY MATTERS THAT WE HAVE FROM THE TOWNSHIPS, SO IT'S BEEN VERY, VERY HELPFUL. THEIR COLLABORATION SO I JUST WANTED TO PUBLICLY RECOGNIZE HIM AND TELL YOU HOW MUCH WE APPRECIATE YOUR SUPPORT FOR THE FIRE DEPARTMENT. UM MOST RECENTLY THERE WAS AN OPEN HOUSE. HOPEFULLY, SOME OF YOU GOT TO VISIT IT. IT'S BEEN A LONG TIME . UH WE HAVEN'T HAD ONE IN TWO YEARS. IT'S BEEN A LITTLE BIT OF A HIGHLIGHT. YOU KNOW A LITTLE BIT ABOUT VACUUM THERE, I WOULD SAY WITH THE COVID SITUATION, BUT WE ALSO WANT TO RECOGNIZE THE SUCCESS OF THAT NOT JUST TO THE FIRE DEPARTMENT BUT ALSO TO KROGER. NEW ALBANY NORMALLY FOUNDATION FOR HELPING US UNDERWRITE THAT FUNCTION. SO IT WAS A GREAT SUCCESS. A LOT OF CHILI AND HOT DOGS, HELICOPTERS , FIRE ENGINES, AND IT'S AMAZING HOW MANY FAMILIES COMING LIKE THAT PARK APARTMENT, SO IT'S A LOT OF FUN FOR THOSE UM WE ARE IN. THE PROCESS OF DEVELOPING A STRATEGIC PLAN. UM MAKING PROGRESS ON THAT. IT'S REALLY TO ASSESS THE CALL VALUES THE GROWTH IN THE COMMUNITY AND THE NEEDS FOR THE HARD PART. LOOKING AT MUTUAL AID AND MANY, MANY OTHER FACTORS. AND THIS HAS BEEN SOMETHING THAT WE DO. I WOULD SAY WE HAVEN'T HAD ONE IN QUITE SOME TIME. WE'RE ABOUT MIDWAY THROUGH THAT PROCESS IN. ONCE WE HAVE A COMPLETED, WE'LL BE SHARING THAT WITH THE COMMUNITY , BUT ALSO MAKE SURE THAT WE SHARE THAT CITY. AND I KNOW A NUMBER OF YOU CAME TO THE KICKOFF AND APPRECIATE YOUR INPUT TO THAT. SO WE'LL KEEP CONTINUE TO UPDATE YOU ON OUR PROGRESS THERE. UM. SO THIS SLIDE HERE. I THINK IT'S IMPORTANT TO POINT OUT THINGS. THE WE'VE HAD A NUMBER OF NEWS.

SENIOR LIVING FACILITIES COMING WHICH IS OUTSTANDING. THEY'RE NEEDED. BUT IT'S JUST ANOTHER TREND. I THINK YOU ALL SHOULD BE JUST INFORMED THIS THE AMOUNT OF EMERGENCY CALLS THAT WE'RE MAKING. UM IN TERMS OF M S RUNS , AND THIS KIND OF SHOWS YOU FROM 21,020. THAT'S A YEAR TO DATE. THERE. THERE IS A SIGNIFICANT NEED. AND RESPONSE FOR AMS RUNS AND ONE OF THE KEY ISSUES ABOUT THAT IS YOU'RE GOING TO GET INTO SOME OF THESE OTHERS. THE AMOUNT OF VALIUM THAT WE'RE SEEING IN TERMS OF, UH, PUBLIC SAFETY CAUSES SIGNIFICANTLY INCREASING IN THE GREATER AREA. THIS IS JUST NOT JUST THE SENIOR HOMES BUT EXCLUDED THE 55. AND THERE'S A LOT OF AMS AROUND THERE TOO WELL. IF YOU LOOK. FROM 15 4022. YOU'LL SEE THAT THERE'S BEEN A

[00:25:10]

NUMBER OF RUNS THAT ARE INCREASING. WE HAVE COVID IMPACT. WHICH IS KIND OF 2020 AND 19 IN THAT AREA OF 2019. IT WAS KIND OF THE GROWTH HERE THAT WE'RE SEEING ABOUT 2900. UM S RUNS FOR CALL OUTS. IF YOU LOOK AT 2020 21, YOU'LL SEE THAT THE NUMBERS WERE KIND OF DIP DOWN.

YOU HAVE A LOT OF PEOPLE WHO WERE WORKING REMOTE, SO YOU DON'T HAVE A LOT OF THE TRAFFIC.

BUT WHAT WE'RE SEEING NOW YOU CAN SEE THIS FOR THE MONTHS AND THEY GOT CUT OFF TO THE LEFT THERE. BUT YOU'LL SEE THAT THE ACTUAL RUNS PER MILE AS SIGNIFICANTLY INCREASE. AND I THINK THAT'S IMPORTANT FOR US. WE'RE TRYING TO GET OUR HEADS AROUND AGAIN. WHAT DO WE NEED TO SUPPORT THE COMMUNITY? DO WE NEED ANOTHER FIREHOUSE? DO WE NEED TO BE SUPPORTING THE GROWTH IN THE ANNEXATION AREAS BECAUSE OF MUTUAL AID, AND WHAT KIND OF GET INTO THAT JUST A LITTLE BIT MORE TOUCHED BASED ON THAT. THIS IS AUTOMATIC AID STAFFS AND REALLY, WHAT THIS IS SHOWING YOU IS THAT WE AS A PUBLIC SAFETY PROVIDE A LOT OF WHAT WE CALL MUTUAL. A TWO DIFFERENT JURISDICTIONS TO COLUMBUS TO JERSEY. MIFFLIN TOWNSHIP. AND. THIS IS A SIGNIFICANT PORTION.

WE'RE MAKING. IT'S ABOUT 50 TO 52% OF THE RUNS THAT WE'RE MAKING ARE HERE IN NEW ORLEANS.

THE OTHER RUNS THAT WE'RE MAKING OUR SUPPORT OTHER JURISDICTIONS . SO THE FIRST THING YOU'RE PROBABLY SAYING AS WELL WHY SHOULD WE DO THAT IS NOT A BIG CAUSE. WELL YOU KNOW, IT'S PART OF THE UNIQUENESS OF ALL THE PUBLIC SAFETY FIRE DEPARTMENT. THEY ALL SUPPORTING JOBS. ON THE FLIP SIDE. YOU KNOW, WE DO SUPPORT COLUMBUS AND THEY ARE BUILDING ANOTHER FIRE STATION, SO SOME OF THOSE RUNS SHOULD COME DOWN SOMEWHAT. BUT THERE ARE TIMES WHEN WE NEED TO QUIT FIRE TRUCKS OR LADDERS OUT. THEY'LL LET US BORROW A TRUCK, SO THERE IS A UNIQUE PARTNERSHIP INMATES. BUT I THINK THE BIG TAKEAWAY FOR ALL OF US IS THAT PUBLIC SAFETY E. M S. FRANZ ARE BECOMING SIGNIFICANT AND GROWING IN THE AREA. WE'RE TRYING TO GET IN FRONT OF THAT. AND WITH THE GROWTH IN THE CITY OF NEW ORLEANS AND EXPANSION, IT'S REALLY GOING TO TAKE A COLLABORATIVE. APPROACH AND COHESIVE PLAN. TO MAKE SURE THAT WE HAVE THE RIGHT RESOURCES RIGHT PLACES TO HAVE THE RIGHT RUN TIMES BECAUSE IT'S MY EXPERTS LIKE CHIEF ROB AND OTHERS TELL ME UM, BELIEVE IT OR NOT SECONDS. CAN MEAN SOMEBODY'S LIFE. SO WE ARE A FIRST CLASS COMMUNITY AND DOING THE RIGHT THING. AND GETTING INTO THAT AN MSB OUTPUT TO THE RIGHT PLACE RIGHT TIME. IT'S REALLY IMPORTANT. IN THE TIME IT IS CRITICAL. SO I WANT TO JUST TO GIVE YOU SOME OF THOSE STATS. AND FINALLY AND WE'LL BE TALKING MORE UPDATING. A LOT OF THIS, BUT JUST TO BRING SOME THIS PERSPECTIVE INTO WHAT'S HAPPENING IN OUR PUBLIC SAFETY FOR THE FIRE DEPARTMENT. LASTLY, I WANTED TO ALSO PUBLICLY RECOGNIZED CHIEF. HE'LL BE RETIRING IN THE FIRST QUARTER OF 2023 IS SERVED OVER 49 YEARS, INCLUDING 23 YEARS OF PLAYING TOWNSHIP. AS OF JANUARY, 22,023 . WE'RE GOING TO INVITE YOU TO HIS RETIREMENT CELEBRATION. BUT I WOULD HOPE THAT YOU WOULD PLEASE RECOGNIZING HIM TONIGHT WITH A THANK YOU FOR ALL OF THIS SERVICE. THE DOCTOR WILL TRY TO CONTINUE TO DO THAT FIRST TOPICS THAT YOU WOULD LIKE TO HEAR FROM US ON WILL BE HAPPY. WE WORKED REALLY CLOSELY WITH JOE AND MANY MEMBERS OF STAFF. WE THANK YOU FOR ALL YOUR SUPPORT. APPRECIATE IT IF YOU HAVE ANY QUESTIONS FOR MYSELF. WELL, THANK YOU, DAVID.

I REALLY APPRECIATE YOU COMING OUT TONIGHT AND APPRECIATE THE STRONG PARTNERSHIP THAT WE'VE HAD WITH THE TOWNSHIP. I FEEL LIKE THE DIALOGUE AND COMMUNICATION IS REALLY BLOSSOMED. OVER THE LAST COUPLE OF YEARS. WE HAVE A CLEAR UNDERSTANDING AND APPRECIATION FOR THE HARD WORK THAT THE TOWNSHIP DOES, AND OUR COMMUNITY IS VERY THANKFUL TO HAVE THE FIRE SUPPORT AND PARAMEDIC SUPPORT WHEN THEY NEED IT. UM VIOLENT TOWNSHIP. I'M JUST TRYING TO FIGURE OUT HOW THE HECK DID PICK CLINTON COME ALL THE WAY UP TO NEW ALBANY. WAS THIS A FOOTBALL GAME OR ACTUALLY? IT RUNS THAT WE WERE WRONG. PERIOD OF TIME JUST TO BE ABLE TO BE OUR PROTECTION. NO NICE TURN. THE DEPARTMENT. GET UP. PEOPLE WHO FIND STATIONS ON THE COVER WAS HERE. THE COLLABORATION. YOU KNOW, ONE OF THE THINGS IS THE CITY'S CHIEF

[00:30:10]

BEFORE JEN HITS ME THAT ANYONE STREAMING THEY CAN HEAR YOU. WHAT WOULD SHE HIT YOU? BECAUSE I'M NEXT TO IT THINGS ABOUT NOT THAT DAY. RANKIN COUNTY HAS BEEN AHEAD OF THAT. AUTOMATICALLY CONCEPT SINCE THE 19 SEVENTIES, AND THE CITY OF COLUMBUS IS PRETTY UNIQUE FOR MAJOR MODEL MAJOR METROPOLITAN CITY TO PARTICIPATE IN THE LEVEL THAT THEY DO. LIKE TRAGEDY, FERGUSON SAID. WHEN OUR LADDER OUT OF SERVICE WE CAN CALL THE CITY OF COLUMBUS AND IF THEY HAVE AN EXTRA LATIN PROPER SPARE LADDER , BUT THEY SAY, COME TO THE LOGISTICS CENTER AND GO TO STATION 33 PICK IT UP SO THAT YOU KNOW THAT THAT'S SOMETHING THAT IS INVALUABLE TO US IN THE MEANS OF THE AUTOMATIC GATE, AND THE OTHER THING IS ABOUT THE FIRE DEPARTMENT. WERE LABOR INTENSIVE. WE DON'T DO ANYTHING BY OURSELVES. YOU KNOW WE HAVE FIRE IN NBA SAID WE SHOULD HAVE A MINIMUM OF 2000 SQUARE FOOT HOUSE OF 18 FIREFIGHTERS ON THE SCENE. WOW AND YOU LOOK AT THE FACTS WERE LABOR INTENSIVE. NOW YOU UNDERSTAND WHY THEY WERE INTENSIVE. IF WE HAVE A CARDIAC ARREST, PROBABLY GOING TO HAVE A MINIMUM OF FIVE. BUT INSTEAD WHAT? WE'RE GOING TO BE DOING SOME OF THE SAME THINGS YOU SEE IN AN EMERGENCY DEPARTMENT THAT WE TAKE CARE OF IT AND SEEN IN THAT. SO THAT'S THE YOU KNOW WHEN WE TALKED ABOUT MANPOWER TRYING TO PROJECT FUTURE THOSE ARE THE THINGS NOT ONLY TWO RUNS DO WE HAVE TO CONSIDER ABOUT MANAGING. BUT THE MANPOWER THAT IS ASSOCIATED WITH THE RUNS AND LOCATIONS IN TIME. IS THERE LIKE A FORMULA FOR HOW THIS AUTOMATIC AID WORKS LIKE? I MEAN, YOU JUST CALL UP WHOEVER YOU FEEL LIKE AND GO AHEAD, NO, ACTUALLY AVAILABLE OR NO, WE WORK IS WE END UP AND WE ACTUALLY MADE MAJOR MAJOR MILEAGE BETWEEN STATIONS OF LOCATIONS. NOW THERE IS THE ABILITY BUT WE'RE NOT THERE YET TO DO WHAT'S CALLED A BL, WHICH ACTUALLY FIGURES DISTANCE THROUGH THE COMPUTER THEY HAD ACTUALLY FIGURES OF MILEAGE FOR MORE THAN VEHICLES THAT ARE NOT WORTH STATIONS AT THAT'S ULTIMATELY, YOU KNOW WHAT WOULD BEST SERVE THIS AREA AND SERVE THE VIRGIN LICKING COUNTY AND THE COUNTY. AND I THINK THAT'S COMING IN THE FUTURE. BUT RIGHT NOW, THE CALCULATIONS ARE BASED ON FIXED THAT IN MIND. AND ONE LAST QUESTION WHEN YOU STARTED THAT'S A FIREFIGHTER AT 12. UM I GUESS THE LABOR LAWS WERE A LITTLE BIT MORE RELAXED BACK THEN. ABSOLUTELY STARTED. 80 41 1973. THAT'S AN AMAZING CAREER CHIEF AGAIN. THANK YOU SO MUCH FOR EVERYTHING YOU'VE DONE. I KNOW. I KNOW. I KNOW WE'VE TACKLED THE BEST IN THE PAST. BUT YOU KNOW YOU CAME HERE WITH THE INTENTION OF SAYING A COUPLE OF YEARS AND YOU STAYED FOR A WHILE, AND WE CERTAINLY APPRECIATE IT FANTASTIC GROWTH OF THE PARTY DEPARTMENT. THE INPUT FROM THE COMMUNITY BEEN VERY FORTUNATE WITH THE ABILITY TO HIRE HIGH QUALITY FIREFIGHTERS, SO IT'S MADE IN TRULY ENJOYABLE AND IT'S GOING TO BE TOUGH. IT'S I'M READY, BUT IT'S GOING TO BE ALSO GOING TO BE VERY SAD AWAY FROM SO THANK YOU. THANK YOU SO VERY MUCH. THANK YOU, CHIEF. THANK YOU. I JUST LIKE TO ADD ONE THING THAT , UM I SPENT A GREAT DEAL OF TIME WITH THE GROUP AND ENJOY IT A LOT. AND THEIR STRATEGIC PLAN AND LOOKING AT SOME OF THE NUMBERS THAT YOU SEE UP HERE FOR THE FIRE DEPARTMENT AND THE KIND OF GROWTH THAT'S GOING ON IS A CRITICAL FACTOR IN THEIR PLANNING AND SITTING THROUGH THEIR MEETINGS. WHEN YOU SIT THERE. IT'S NOT JUST A MATTER OF ADDING ANOTHER FIRE TRUCK. FIRE TRUCK TAKES TWO YEARS. SO THAT THAT THE DIRECTION AND TIMING OF PLANNING IS VERY CRITICAL NOW, AS WE SEE IT WITH POLICE VEHICLES AS WELL TO BE WELL AHEAD OF THE CURVE. BECAUSE IT'S NOT GOING DOWN TO THE STREET TO THE LOCAL CAR DEALER AND GETTING A TRUCK, SO I THINK IT'S WELL WORTHWHILE WITH THE PLANNING PROCESS THAT THEY'RE GOING THROUGH. ALL RIGHT. WELL, THANK YOU AGAIN FOR VISITING US TONIGHT. WE'LL HAVE TO RETURN THE SERVE AT SOME POINT DOWN THE ROAD. GIVE YOU GUYS AN UPDATE AS WELL, THANK YOU SO MUCH. ALRIGHT. WE'RE STILL UNDER HEARING A VISITORS. SO IS THERE ANYONE ELSE FROM THE PUBLIC THAT WOULD LIKE TO ADDRESS COUNCIL REGARDING MATTER THAT IS NOT ON TONIGHT'S AGENDA. ALRIGHT THAT TAKES US TO BOARD COMMISSION

[7. BOARD/COMMISSION REPORTS]

REPORTS AND THE UPDATE FROM THE PLANNING COMMISSION. NO UPDATE JUST AS A REMINDER THIS MONDAY, UM HOT OFF THE PRESS. THE HAMLET OF SUGAR RUN WOULD BE PRESENTED FOR THE FIRST READING THEIR FIRST READ THAT PRESENTED IT PLANNING COMMISSION. SO FOR THOSE THAT ARE INTERESTED AND WANT TO KIND OF SEE WHAT THAT'S ALL ABOUT, THAT WILL BE AT MONDAY, SEVEN O'CLOCK RIGHT HERE

[00:35:05]

IN THE CHAMBER. JENNIFER, CAN YOU JUST MAKE SURE THAT THE PACKET FOR THAT MEETING IT'S EMAIL THAT TO EVERYBODY LIKE TO GET LIKE A COPY THAT TO ACTUALLY THEY HAVE THE LINK ON THE AGENDA THAT COULD SEE THAT TOO. UNLESS YOU DO WANT TO PACK IT, THEN WE'LL HAVE TO PRINT ONE PAPER PACKET. I'LL SEND OUT FOR SURE YOU WANT THE PAPER PAPER LINK IS GOOD IS GOOD. WHO JUST WANTS PAPER? EVERYONE WILL GET THE LINK. THE THREE OF US ARE DINOSAURS. OKAY I FIND THE PAPER GOOD, TOO. VERY STUDIOUS. YES. ALRIGHT THAT'LL BE A FUN PLANNING COMMISSION MEETING, PARKS CONTROL ADVISORY BOARD AND THE UPDATE. I MEAN, ARCHITECTURAL REVIEW BOARD MEETING, ZONING APPEALS HAD A MEETING. IT WAS ONE CASE IT WAS A VARIANCE TO REDUCE TO ALLOW US SWIMMING POOL TO BE LOCATED. 6.6 FT AWAY FROM THE PROPERTY WHERE IT'S BEEN 15 FT WITHIN 15 FT.

SET BACK. UM IT WAS A REALLY AMAZING MEETING. I WOULD SAY LOTS OF COLLABORATION BETWEEN THE HOMEOWNERS AND THE BOARD, AND, UM, DURING THE MEETING, THE HOMEOWNER AGREED TO MOVE THEIR POOL SO THEY WOULD NEED LESS OF A SETBACK. AND, UM, WE CAME TO A GREAT RESULT AND, UM, THEY WENT AWAY HAPPY SO AND THAT'S IT. IT WAS A SETBACK OF SIX FT FROM THEIR HOUSE. THEY WANTED PROPERTY LINE. SO UM, THE CHANGE , THEY MOVE. THEY SKETCHED THE POOL OVER A LITTLE BIT, AND THEY NEEDED LESS. THEY NEEDED A SETBACK. LOCATED. 3307 AHEAD OF TIME DRIVE. OH, THAT'S RIGHT.

OKAY. YEAH, SOME. GAVE THIS UP. THERE'S A FULL SIX FT FROM THE HOUSEMAID BOYS JUMPING OFF THE ROOF. THEY HAD THE NEIGHBORS WERE VERY SUPPORTIVE OF THE PROJECT BECAUSE THEY WERE EXCITED ABOUT THE COOL. YEAH WELL, ALL THE WORDS IN THE BACKYARD I HOPE THEY HAVE A GOOD SKIMMER. ALRIGHT ANY MORE QUESTIONS ON THE BORDER ZONING, APPEALS SUSTAINABLE ADVISORY BOARD MEETING. BUT IDEA IMPLEMENTATION PANEL. OH UM, WE ALSO HAD A MEETING. WELL NO, WE HAVEN'T HAD A MEETING SINCE I DIDN'T HAVE PRESENTED AT THE LAST MINUTE. YEAH THANK YOU.

ALRIGHT CEMETERY RESTORATION ADVISORY BOARD MEETINGS AND NO MEETING OF THE PUBLIC RECORDS COMMISSION. WE DO HAVE A MEETING COMING UP NEXT BEFORE THE NEXT COUNSELING ON NOVEMBER 17TH.

GREAT CORRESPONDENCE OR COMMUNICATION AND CORRESPONDENCE COMMUNICATION RECEIVED FROM A MEMBER OF COUNCIL THEY'D LIKE TO PROVIDE AN UPDATE ON NO SECOND READING WORKS IS ON TONIGHT'S

[10. INTRODUCTION AND FIRST READING OF ORDINANCES]

AGENDA TAKES US TO INTRODUCTION AND FIRST READING OF ORDINANCES ORDNANCE OH, 30 TO 2022 IN ORDER TO ACCEPT THE EXPEDITED TYPE ONE ANNEXATION OF 18.14 PLUS OR MINUS ACRES FROM JERSEY TOWNSHIP, LICKING COUNTY TO THE CITY OF NORMALLY THANK YOU, MAYOR. THIS PARCEL IS LOCATED ON THE SOUTH SIDE OF JUG STREET BETWEEN HARRISON ROAD AND MAKE STREET ROUGHLY ACROSS THE STREET FROM CLOVER VALLEY ROAD. IT IS, AS THE TITLE INDICATES BEING REQUESTED FOR ANNEXATION UNDER THE EXPEDITED TYPE ONE PROCEDURE . UM IT WAS APPROVED BY LINKING COUNTY ON AUGUST 9TH OF THIS YEAR. IT'S SUBJECT TO PRE EXISTING ANNEXATION AGREEMENT WAS ENTERED INTO BY THE CITY AND THE TOWNSHIP IN JUNE OF 2015. AND WE EXPANDED OUR ROAD MAINTENANCE AGREEMENT WITH JERSEY TOWNSHIP IN 2021. SO THAT , UM UH, OBLIGATION HAS BEEN MET AS WELL. THE 60 DAY WAITING PERIOD HAS LAPSED, SO COUNCIL IS ABLE TO TAKE ACTION. IS THIS THE WORDS GOING TO GO THROUGH THE EXISTING KENNEL? U S A KENNEL. SO THE KENNEL WILL THE CANNIBAL CONTINUE TO EXIST ON THE SITE, BUT YES, THERE WILL BE A ROAD EXTENSION OF CLOVER VALLEY WILL EXTEND TO THE SOUTH AND THERE'S A COUPLE OF OTHERS IS THAT WHERE IT'S GOING TO GO TO. SO WE HAVE TWO OTHER PIECES OF LEGISLATION THAT YOU'LL BE CONSIDERING THIS. ALL RIGHT. ANY QUESTIONS ON THE ORDINANCE? WELL SECOND, WE'LL SET THAT FOR A SECOND READING OR MEETING ON NOVEMBER 15 ORDINANCE . 0 34 2022 ORDERS TO AMEND THE ZONING ORDINANCES CITY NEW ALBANY BY AMENDING THE ZONING MAP TO REZONE 18.3, PLUS TREMENDOUS ACRES OF LAND, LOCATED AT 1 TO 5 TO FIVE DRUG STREET FROM AGRICULTURAL AG AND LIMITED GENERAL EMPLOYMENT. LG TO INFILL PLANNED UNIT DEVELOPMENT YOU D. AREA TO BE KNOWN AS THE CLOVER VALLEY ZONING DISTRICT, AS REQUIRED BY N. B. J AS REQUESTED BY N. B J HOLDINGS LLC CARE OF AARON UNDERHILL, MR MAYOR. THANK YOU. SO THIS IS THE SAME LOCATION THAT IS BEING ANNEX, THE KENNEL CLUB, USA PROPERTY AND RED, PLUS A SMALL ADDITIONAL PIECE OF LAND

[00:40:03]

TO THE EAST. RESCUE THIS LITTLE TRIANGLE. THIS IS CURRENTLY ZONED LIMITED GENERAL EMPLOYMENT ALONG WITH THE REST OF THE PROPERTY TO THE EAST. SO THIS PROPERTY IS BEING REZONED TO P UT PDS ALLOW FOR FLEXIBILITY AND DEVELOPMENT REGULATIONS AND USES IN THIS CASE, THE APPLICANT IS REQUESTING A PD RESENT UNTIL AL FROM A MIXTURE OF ANIMAL BOARDING AND TYPICAL BUSINESS PARK USES LIKE WE SEE OTHER LOOKING COUNTY TODAY. AND SO THIS IS KIND OF A LOT TO LOOK AT. BUT THIS IS THE THREE SUB AREAS. SO THIS IS THE KENNEL PROPERTY HERE, AND THIS IS THAT ADDITIONAL SQUARE. SO SOME AREA B, WHICH IS THE LARGEST SUB AREA WITHIN HERE WILL RETAIN, UH OR IT IS WHERE THE KENNEL CLUB USA IS LOCATED, AND THE ZONING ALLOWS FOR DOG BOARDING USES AND OTHER AGRICULTURAL USES DISTRICTS. IT PROVIDES SOME ADDITIONAL SETBACK REQUIREMENTS BUT OTHERWISE REQUIRES THE PROPERTY TO FOLLOW THE GENERAL AGRICULTURAL DISTRICT DEVELOPMENT STANDARDS. AND THE REMAINING TWO SUB AREAS, WHICH IS A TO THE SOUTH. I'M SORRY A TO THE SOUTH AND SEE TO THE NORTH. THIS FOLLOWS THE SAME STANDARD USES AND DEVELOPMENT STANDARDS AS THE SURROUNDING LIMITED GENERAL EMPLOYMENT DISTRICTS TO THE WEST. AS WEST EAST AND SOUTH ACTUALLY AND SO THIS ALLOWS FOR OFFICE, DATA CENTERS, WAREHOUSE AND DISTRIBUTION, MANUFACTURING AND PRODUCTION AND RESEARCH AND RESEARCH AND PRODUCTION USES. IT MATCHES THE ARCHITECTURAL BUILDING HEIGHT AT 65 FT. SET BACK AND ROOFTOP SCREENING REQUIREMENTS AS THE SURROUNDING ALGAE USES AND SOME BERRIES. SEE ALSO HAS A CLAUSE THAT ALLOWS FOR THE EXTENSIONS WITH ACCOMMODATES THE EXTENSION OF CLOVER VALLEY ROAD. SO THIS LINE HERE THIS AREA BOUNDARY IS ACTUALLY THE LINE OF THE ROAD WILL FOLLOW UNTIL IT GOES DOWN TO MING STREETS. AND SO THERE'S A LITTLE PORTION OF THIS LG PROPERTY WAS INCLUDED, AND THAT'S WHY DIFFERS AN ACREAGE FROM THE ANNEXATION OWNER TOOL OUT FOR CONSISTENT USE ALONG THIS FRONTAGE. OTHERWISE THERE'D BE SORT OF A LITTLE GAP HERE WHERE THIS PROPERTY OF FRONTS THE FUTURE CLOVER VALLEY EXTENSION. THE PROPERTY IS HIGHLIGHTED IN RED HERE ON THE NEW ALBANY STRATEGIC PLANS. FUTURE LAND USE MATH, SO THIS REZONING ALLOWS FOR THE CONTINUED OPERATION OF THE KENNEL CLUB USA BUSINESS THAT ACCOMMODATES THE CLOVER VALLEY ROAD EXTENSION AND EXPANDS THE NEW ALBANY BUSINESS PARK PROPOSAL MATCHES THE RECOMMENDATIONS OF THE ENGAGED NEW ALBANY STRATEGIC PLAN. UH HUH. AND THE CITY PLANNING COMMISSION REVIEWED AND RECOMMENDED APPROVAL. UM, IN SEPTEMBER, I BELIEVE HAPPY TO ANSWER ANY QUESTIONS. YES SIR. THE ROAD THE EXTENSION. WILL THAT BE A THREE LANE ROAD WITH ATTORNEY LANE? YES, THAT'S CORRECT. OK, WON'T BE A YOU WON'T HAVE A MEETING IN THE MIDDLE WITH JUST THE THREE LIKE THREE LANES THROUGH THEIR MEETING, OKAY? THANK YOU. HEY STEPHEN, JUST AS A REMINDER WHEN WE LOOKED AT THE SUB AREA, A I KNOW THAT DOESN'T CURRENTLY HAVE ANY ACCESS TO IT. UM BASED OFF OF THIS LEGISLATION, BUT I THINK ON THE PICTURE THAT WE'RE JUST LOOKING AT THERE IS A IS A PROPOSED ROAD THAT WILL EVENTUALLY GO AND CONNECT TO THE SUB AREA. CORRECT. SO I BELIEVE IT'S THE SAME PROPERTY FOR SUDBURY, A AND HIS PROPERTY TO THE EAST. IT'S THE INTENT OF THE DEVELOPER TO COMBINE THESE PARCELS SO THAT IT WILL HAVE FRONTAGE AND ACTUALLY, THE TEXT REQUIRES THAT THE DEVELOPMENT ALL WITHIN THIS AREA CONNECT ONTO CLOVER VALLEY ROAD FOR ACCESS, SO THERE'S NO IN ORDER TO MINIMIZE PER CUTS ALONG JUG STREET AND MAIN STREET. OKAY THANK YOU. THAT'S WHAT. ALRIGHT. ANY ADDITIONAL QUESTIONS? AND WE'LL SET THAT ORDINANCE FOR SECOND READING OR PUBLIC HEARING AND PUBLIC HEARING ON NOVEMBER 15TH. ORDINANCE 0 35 2022 IN ORDER TO AMEND THE CODE OF ORDINANCES CITY OF NEW ALBANY, OHIO, TO PROVIDE AMENDMENTS TO GENERAL OFFENSES. ALBANY CITY CODE SECTIONS 549.1 HOUR.

549.11549 POINT. OH 4549.2545 POINT 3517 POINT. OH, EIGHT. 531 POINT OH ONE TO PROVIDE FOR PENALTIES TO PROVIDE FOR QUALIFICATION TO PROVIDE FOR SEVERABILITY TO REPEAL CONFLICTING ORDINANCES AND PROVIDING EFFECTIVE DATE. AND FOR OTHER PURPOSES. BEN SURE.

THANKS MR MAYOR. AS YOU CAN SEE IN YOUR PACKET. THERE'S EXTENSIVE LEGISLATION TO AMEND CERTAIN PROVISIONS WITHIN THE CITY'S QUALIFIED ORDINANCES. UH THESE CHANGES ARE MADE TO REFLECT AMENDMENTS THAT HAVE BEEN MADE BY THE STATE LEGISLATURE TO THE REVISED CODE . SINCE THE LAST UPDATES WERE DONE, I THINK IN NOVEMBER 2020 THESE UPDATES ARE DONE PERIODICALLY. UM THEY WERE PUT TOGETHER AND RECOMMENDED BY UNICODE, WHICH IS THE CITY'S

[00:45:05]

QUALIFIER, AND THEY DID AS AN ASIDE A NICE JOB, TRACKING ALL THE CHANGES AND MAKING ALL THE UPDATES. THERE'S NUMEROUS CHANGES THROUGHOUT THE GENERAL OFFENSES, BUT I GUESS I'LL JUST HIT UPON SOME OF THE HIGHLIGHTS FOR NOW AND TRIED TO LIST SOME OF THE HIGHLIGHTS IN THE MATERIALS FOR YOU, BUT THE SOME OF THE BIG ONES ARE THAT 5 49 10 BEEN REVISED. TO ADD FURTHER LANGUAGE OR DEFINITION ABOUT WHO MAY CARRY A FIREARM WITHIN A SCHOOL ZONE, A SCHOOL SAFETY ZONE, AND IT PUTS RESTRICTIONS THAT THEY HAVE TO HAVE THE APPROPRIATE TRAINING APPROVED BY BASIC PEACE OFFICER TRAINING OR OTHERWISE, AS A LAW ENFORCEMENT OFFICER. THEY HAVE TO BE AUTHORIZED BY THE BOARD. AND SUBJECT TO ANNUAL BACKGROUND CHECKS, AND THE BOARD HAS TO HAVE NOTIFIED THE PUBLIC. SO THERE ARE CERTAIN PROCEDURES IN PLACE AND PROTOCOLS IN PLACE FOR THAT. THERE WERE NUMEROUS CHANGES TO THE CONCEALED CARRY PROVISIONS AS A RESULT OF SOME OF THE CONSTITUTIONAL CARRIER PERMIT. LET'S CARRY REGULATIONS THAT WERE PASSED. I GUESS OF NOTE WOULD BE THAT IF SOMEONE HAS STOPPED, THEY NO LONGER HAVE TO PROBABLY NOTIFY THE LAW ENFORCEMENT OFFICER THAT THEY'RE CARRYING A CONCEALED WEAPON. HOWEVER, THEY DO HAVE TO DISCLOSE A LAW ENFORCEMENT OFFICER ASKS THEM AND THERE ARE CERTAIN EXCEPTIONS AND PROVISIONS IN PLACE FOR CERTAIN MILITARY PERSONNEL. SO THERE'S NUMEROUS CHANGES RELATED TO THE CONCEALED CARRY PROVISIONS. MODIFICATIONS REGARDING. FELONY PROVISIONS THAT HAVE SOMEONE STEALS A TEMPORARY LICENSE OR TEMPORARY TAG OR SOMETHING ALONG THOSE LINES, ADJUSTING WHAT THE PENALTY IS FOR THAT CLARIFICATIONS ABOUT WHO IS A ABLE TO HOLD A CHAIR. BUT CHARITABLE RAFFLE AND OR BINGO EVENT WITHOUT A LICENSE, SO THAT'S AN ADDITIONAL INFORMATION IN THERE AND THEN LASTLY, AS NOTED, CLARIFY, CLARIFIES THE DEFINITION OF HASHISH OR DELTA NINE. TETRA HYDRO CANNABINOID ALL IS HORRIBLE INTOXICANT. BUT THOSE ARE SOME OF THE BIG CHANGES TO THE, UM CODIFIED ORDINANCE TO THE GENERAL OFFENSES. SO MANY QUESTIONS. I'M HAPPY TO ANSWER OTHERWISE. YOU CAN BREATHE THEM IN THE PACKAGE. QUESTION. CHIEF CHIEF UH, DO YOU FEEL THAT DO YOU FEEL IT'S GONNA HAVE AN IMPACT ON YOUR OPERATIONS IN TERMS OF THE CONSULTANT CARRIERS OR ANY ADDITIONAL TRAINING OR IS THAT CONCERN YOU IN ANY WAY THAT THAT LAW HAS CHANGED? THE TRAINING WISE WERE ALWAYS TRAINING TO THE NEW CHANGES IN LAWS AND CHANGING THE BEST PRACTICES. SO WE WE'VE ALREADY MADE ADJUSTMENTS TO THE WAY WE TRAIN OF THE FIREARMS. WHEN IT COMES TO FIREARMS. WE HAVEN'T HAD UNDER THE OLD CCW LAW. WE HAVEN'T HAD A LOT OF ISSUES. I DON'T THINK STATEWIDE, THERE'S BEEN A TON AS FAR AS THE WHEN IT WAS PERMITTED. UM I THINK THE ISSUES THAT WE'VE HAD WITH GUNS ARE REALLY REALLY AREN'T TIED TO WHAT THE LAW WITH THE LAWS CHANGE, SO I DON'T EXPECT THAT THERE WILL BE A SIGNIFICANT CHANGE IN THAT. I THINK THE PROBLEMS THAT WE HAVE GUNS WITH GUNS, UM, WILL REMAIN SIMILAR TO WHAT WE'VE SEEN IN THE PAST AND NOT REALLY RELEVANT CHANGES MADE. THANKS. BETTER. IF THE CITY DOES NOT IF WE DON'T MODIFY OUR CITY CODE TO MATCH OR SEE WHAT RISK IS THE CITY. ADD IF WE DON'T DO THIS PERIODICALLY. I WOULD SAY IT DEPENDS. I GUESS IT WOULD DEPEND UPON WHAT THE ISSUE WOULD BE SOME OF THE ISSUES WITH FIREARMS ADJUSTMENTS. UM CERTAINLY, THERE ARE PROVISIONS IN THE CARAMELIZED CODE THAT LIMIT ITS POWER. THESE ARE ABILITY TO HAVE SOMETHING DIFFERENT THAN WHAT THE STATE PUTS OUT THERE. SO THAT COULD. CREATE SOME ISSUES THAT CHALLENGED. UH SOME OF THE OTHER PROVISIONS IF YOU DON'T MODIFY IT TO MERE THE O R C. I THINK IT PROBABLY MAKES IT MORE DIFFICULT ON THE POLICE FORCE AND ENFORCING THE LAWS AND CREATING SOME OF THOSE ISSUES. I THINK THAT'S ONE OF THE BIG REASONS TO MAKE THE ADJUSTMENTS IS SO THAT THERE IS SOME CONSISTENCY AND SO IT MAKES IT EASIER ON THEM TO DO THEIR JOBS. THANKS, BEN. VERY GOOD QUESTIONS. ANYTHING ELSE? WE'LL SET THAT FOR SECOND READING AND PUBLIC HEARING IN OUR MEETING ON NOVEMBER 15TH. ORDINANCE 36 2022 IN ORDER TO AMEND THE CODE OF ORDINANCES CITY OF NEW ALBANY, OHIO, TO PROVIDE AMENDMENTS TO TRAFFIC. NEW ALBANY CITY CODE SECTIONS. I HAVE SOME WATER THERE. THIS IS GOING TO TAKE A BREAK AND COME BACK WHEN YOU GET THROUGH THESE. YOU GOTTA ALRIGHT 33 1.37373 POINT OH, 3331.29333E OH, 371.7303. 6331.27373 POINT. FOUR 331.24331 POINT 23331.1233

OH, TO PROVIDE FOR PENALTIES TO PROVIDE FOR CLARIFICATION TO PROVIDE FIRST EVER ABILITY TO REPEAL CONFLICTING ORDINANCES TO PROVIDE AN EFFECTIVE DATE AND FOR OTHER PURPOSES. BEN. MHM TAKEN AWAY. NOW THAT EVERYONE'S AWAKE. I FEEL LIKE THERE'S A WINNING POWERBALL NUMBER IN THERE SOMEWHERE SO BACK THROUGH THAT TRY TO MAKE SENSE. YOU JUST SAID SO, UH, A LOT OF THREES ANYWAY. SO YEAH. SO SIMILAR TO THE GENERAL OFFENSES THERE HAVE BEEN SOME UPDATES TO THE CODE IS RELATED TO VARIOUS TRAFFIC PROVISIONS. AND AS YOU CAN SEE, FROM THE READING OF ALL THE PROVISIONS IMPACTED. THERE'S A LOT THERE SO I WON'T BORE EVERYONE WOULD GOING THROUGH EACH OF THE ONES I JUST HIT ON AGAIN. SOME OF THE ONES THAT I'VE FOUND TO BE HIGHLIGHTS OR TO BE INTERESTING. FOR EXAMPLE, THERE ARE NUMEROUS STATUTE THAT AD WHILE DISTRACTED AND THE DISTRACTIONS THAT CONTRIBUTING FACTOR TO AN INCIDENT TO ALLOW FOR AN ADDITIONAL PENALTY.

PROVIDE AWAITING THE CODE AND SOME OF THOSE FUNDS SITUATIONS THAT COME UP WITH IF SOMEONE'S DRIVING ON THE SIDEWALK STREET LAWN OR CURB IF THEY'RE ATTACHING A BIKE MOTORCYCLE.

MOTORCYCLE COAST OR ROLLER SKATES LED SKATEBOARD TO ANY VEHICLE. THEY'RE DRIVING THROUGH SAFETY ZONES, OBSTRUCTING AN INTERSECTION OR A CROSSROAD. IF THEY'RE FAILING TO GIVE THE APPROPRIATE HAND SIGNALS, NOT ANY TYPE OF HAND SIGNAL ONE WAY STREET OR A TRAFFIC CIRCLE. A FUNERAL PROCESSION DOING A U TURN WHERE THEY'RE PROHIBITED. OR DRIVING THROUGH STREETS THAT ARE CLOSED FOR REPAIR. THERE CAN BE AN ADDITIONAL PENALTY FOR THAT, IF THEY'RE FOUND TO BE DISTRACTED, AND THE DISTRACTION IS A CONTRIBUTING FACTOR. ADDITIONALLY THERE ARE SOME UPDATES ABOUT WHERE ELECTRIC BICYCLES SHOULD BE WRITTEN. UM AND IF THEY'RE WHAT? WHAT WHAT CAN HAPPEN AND THAT THERE HAVE THE MOTOR ON HER. NOT SO THAT'S SOMETHING TO LOOK INTO. AGAIN.

THERE'S NEW LANGUAGE PROHIBITING ATTACHING OR GRABBING ONTO CERTAIN MOTORIZED VEHICLES WHILE YOU'RE ON YOUR ELECTRIC BICYCLES , SO FIGHT THAT URGE WHILE YOU'RE OUT THERE, BUT THERE'S ENOUGH CHANGES OUT THERE WITH THAT. UM THERE'S ADDITIONAL PROVISIONS IN THERE NOW THAT WASTE COLLECTION VEHICLES ARE ADDED TO THE LIST OF VEHICLES THAT SOMEONE HAS TO GIVE APPROPRIATE SPACE WHEN THEY'RE PASSING AND MOVING AROUND SO LONG AS THE WASTE COLLECTION VEHICLES FLASHING THEIR LIGHTS, SO THEY HAVE TO TAKE THE NECESSARY PRECAUTIONS WITH THAT.

UH DEFINES EARPHONES. EARPLUGS UH, AND HOW THOSE APPLY AND LIMITS. IT MAKES THE PENALTY THAT IF SOMEONE'S DRIVING WITH YOUR PHONES AND EARPLUGS IN BOTH EARS, SO THAT'S SOMETHING THAT'S OUT THERE NOW. UM LASTLY, UM, NOT GOING TO COVER TOO MUCH ELSE. AH BECAUSE I THINK WE'VE COVERED MOST OF THOSE. BUT IF YOU HAVE ANY QUESTIONS OR ANYTHING THAT'S COME UP THAT YOU WANT TO ASK ABOUT. I'M HAPPY TO TAKE THEM, BUT OTHERWISE THEY'RE PRETTY STRAIGHTFORWARD. MAY NEED A LITTLE BIT MORE OF AN UPDATE ON ELECTRIC BIKES QUALIFIES AS MUCH BIKING. COUNCIL MEMBER FELLOWS HAD A GOOD POINT. LIKE WHERE? WHERE IS THE LINE SCREEN OF MOPED AND ELECTRIC BIKE AND MOTORCYCLE? OKAY. I MEAN, I AM AND WHAT GOES ON WHAT SURFACE AND WHERE THESE GUYS ON ELECTRIC BIKES. SOME ARE MOVING PRETTY GOOD. AND THEN WHAT POINT DOES IT BECOME A MOTORCYCLE? YOU NEED THAT HELMET, LICENSED LIGHTS. YEAH AND I'M NOT SURE THAT THEY GIVE TOO MUCH DESCRIPTION OTHER THAN THE REFERENCE I THINK REPRESENTS AN ELECTRIC BICYCLE WITHOUT THE MOTOR IS NOT ENGAGED , SO THERE'S NOT A WHOLE LOT MORE TO IT OTHER THAN IT'S A BICYCLE THAT HAS THE ELECTRIC MOTORIZED COMPONENT TO THAT, SO, UM, THAT WOULD EXCLUDE SCOOTERS AND HOVERBOARDS AND RIGHT, BECAUSE I THINK THAT WOULD FALL WITHIN THE DEFINITION OF FOR ELECTRIC BICYCLE ELECTRIC BICYCLE, SO IT'S GOING TO BE MORE OF THE ELECTORATE BY SUPPORTERS. BICYCLES HAVE THOSE COMPONENTS TO THEM NOW AND UM, WHERE THEY TRY AND ALL THAT FUN STUFF. OKAY? WELL, CHIEF TALKED

[00:55:07]

ABOUT TRAINING. I MEAN, THAT'S A LOT OF THAT'S A LOT OF NEW ORDINANCES. GET YOUR HANDS WRAPPED AROUND. ALRIGHT ANY OTHER QUESTIONS REGARDING THE ORDINANCE? WE'LL GO AHEAD AND SET THAT FOR SECOND READING AND PUBLIC HEARING OF OUR MEETING ON NOVEMBER 15TH. ORDINANCE 0 35 2022 IN ORDER TO AMEND THE QUALIFIED ORDINANCES CITY NEW ALBANY, OHIO TO PROVIDE AMENDMENTS TO GENERAL OFFENSES. NEW ALBANY CITY CODE SECTIONS BY 49.1. OH BY 49.11549 POINT 4549 POINT. OH, 2545.351. POINT EIGHT. SO AREA ALREADY. YEAH, 37. GODSEY I JUST WAS STOPPING CONFUSED. RED 36 AGAIN DID NOT KNOW I WOULD HAVE FELT THAT DO THAT. JUMP TO THE SECOND READING . I DID. I JUST FLIPPED THE WRONG PAGE. ALRIGHT LET'S JUST LET'S MOVE ALONG FROM ORDINANCE CHANGES. ALRIGHT ORDINANCE 0 37 2022 AN ORDINANCE TO DECLARE THE IMPROVEMENT OF CERTAIN PARCELS OF REAL PROPERTY TO BE A PUBLIC PURPOSE EXAMPLE 100% OF THAT IMPROVEMENT FROM REAL PROPERTY TAXATION. REQUIRE THEIR OWNER OF OWNERS OF THOSE PARCELS TO MAKE SEVERANCE SERVICE PAYMENTS.

EXCUSE ME IN LIEU OF TAXES PROVIDE FOR THE DISTRIBUTION OF THE APPLICABLE PORTION OF THE SERVICE PAYMENTS. JOHNSTOWN MONROE LOCAL SCHOOL DISTRICT. AND THE CAREER AND TECHNOLOGY EDUCATION CENTERS OF LINCOLN COUNTY ESTABLISHED A MUNICIPAL PUBLIC IMPROVEMENT TAX INFORMATION EQUIVALENTS FUND FOR THE DEPOSIT OF THE REMAINDER OF THE SERVICE PAYMENTS. SPECIFY THE PUBLIC INFRASTRUCTURE IMPROVEMENTS THAT DIRECTLY BENEFIT THOSE PARCELS AND A PROVEN AUTHORIZED THE EXECUTION OF ONE OR MORE ATTACKS IMPLEMENT FINANCING AGREEMENTS. CHRIST.

YES THANK YOU. GOOD EVENING. AREAS THERE IN THE MAP HIGHLIGHTED IN BLUE OR THE AREAS THAT ARE SUBJECT TO THIS OKRA TO TIFF EXPANSION. IT'S THE BEACH ROAD IN US 62 DISTRICT, WHICH ALSO INCLUDES A SMALL PERSON THAT WAS JUST PART OF THE, UM REZONING. IT WAS JUST CONSIDERED. UM THE ORDINANCE AMENDS THE OKRA OF TWO TAX AGREEMENT FINANCING DISTRICT TO INCLUDE APPROXIMATELY 527.31 ACRES THERE WERE RECENTLY IN EXTEND REZONED, CONSOLIDATE ACREAGE ASSOCIATE WITH THE EXPANSION IS GENERALLY LOCATED IN THE AREAS SHOWN ON THE MAP.

AND UM INCLUDES ABOUT 20 PARCELS . THE TIFF DISTRICT IS CLASSIFIED AS NON SCHOOL, WHICH MEANS THAT IT DOES NOT NEGATIVELY IMPACT THE JOHNSTOWN MONROE LOCAL SCHOOL DISTRICT OR THE CAREER AND TECHNOLOGY EDUCATION CENTERS OF LICKING COUNTY. FURTHERMORE UM THE CITY HAS ENTERED INTO SUPPLEMENTAL AGREEMENTS WITH JERSEY TOWNSHIP REGARDING THE FUNDING OF FIRE AND EMS SERVICES. I CAN ANSWER ANY QUESTIONS THAT YOU HAVE THIS EVENING OR THIS ORDINANCE CAN BE SET FOR SECOND READING. ANY QUESTIONS? AND WE'LL SET THAT FOR A SECOND READING IN PUBLIC HEARING AT OUR MEETING ANOTHER 15TH JUST MAKE SURE WE'RE ORDINANCE 30. IT'S NEXT, RIGHT? YES. OR NEW SOUTH 38 2022 ACCORDANCE TO APPROVE THE FINAL PLAN AND ACCEPT RIGHT AWAY DEDICATION FOR CLEVER VALLEY ROAD EXTENSION AS REQUESTED BY THE CITY OF NEW ORLEANS. MR MAYOR. THANK YOU. SO THE RIGHT OF WAY THAT IS, INCLUDING THIS PLAN AS OUTLINED IN RED, SO THIS IS THE SAME PROPERTY THAT WAS HAVE FIRST READING FOR ANNEXATION AND REZONING EARLIER TONIGHT, SO THIS IS RIGHT OF WAY FOR THE EXTENSION OF CLOVER VALLEY FROM WHERE IT CURRENTLY TERMINATES ON JUG DOWN TO MINK. SO THIS AREA IS A TOTAL OF 3432 LINEAR FEATS. AND TOTAL 6.95 ACRES. IT IS. THIS DEDICATION IS RECOMMENDED, AND THE AS A FUTURE CONNECTION AND ENGAGE NEW ALBANY STRATEGIC PLAN. THE PLANT DEDICATES 80 FT OF RIGHT OF WAY. THERE'S CURRENTLY 25 FT UTILITY EASEMENTS ON EACH SIDE THAT HAVE WHERE RECORDED VIA SEPARATE INSTRUMENT. SO THOSE TOTALS 130 FT OF STREET AND UTILITY IMPROVEMENT AREA. THIS MEETING ACTUALLY EXCEEDS THE STRATEGIC PLANS RECOMMENDATION OF 115 FT. THE PLANNING COMMISSION REVIEWED AND RECOMMENDED APPROVAL OF THIS I BELIEVE TWO MONTHS AGO AT THEIR MEETING, HAPPY TO ANSWER ANY QUESTIONS ABOUT THIS ONE. SO HOW WAS THE KENNEL PROPERTY AND EXETER? FACILITY. JUST GOING BACK THERE RIGHT THERE. THAT HELPS YOU. YEAH THAT'S A REALLY GOOD QUESTION, SO THE TEXT BELIEVE REQUIRES THEM TO CONNECT OFF OF THE NEW CLOVER VALLEY EXTENSION HERE. SO THERE DR WILL JUST BE TURNED. I'M NOT SURE WHERE I DON'T KNOW. IT'S BEEN DETERMINED YET, BUT THEY WILL HAVE TO HAVE A CONNECTION OFF OF CLOVER VALLEY EXTENSION. WILL THEY BE ABLE TO KEEP THEIR POND THAT'S SITTING THERE. UPON RIGHT THERE TO THIS ONE RIGHT HERE. I THINK IT'S LEAVE. THE POND IS GOING TO BE RELOCATED, SO THEY'LL STILL HAVE A POND. OKAY, BUT YOU'RE GONNA HAVE TO MOVE THE POT. YEP. MY DOG GOES THERE,

[01:00:03]

SO I'M CONCERNED, SO THAT'S MINE . GOODNIGHT MIGHT HAVE. SO WOULD THAT BE A RIGHT RIGHT IN AND RIGHT OUT ONLY OR UM NO AND. TO THEIR PROPERTY. IF I'M ACCIDENT, CAN I TURN NORTH? YES, OKAY. ALL RIGHT. FURTHER QUESTIONS. ALL RIGHT. WE'LL GO AHEAD AND SET THAT FOR A SECOND READING IN PUBLIC HEARING IN OUR MEETING IN NUMBER 15TH. TAKES US TO RESOLUTIONS RESOLUTION ARE 36

2022 RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER TO A COOPERATIVE INTERGOVERNMENTAL AGREEMENT WITH THE BOARD OF LOOKING COUNTY COMMISSIONERS, THE BOARD OF GEORGIE TOWNSHIP TRUSTEES AND THE BOARD OF MONROE TOWNSHIP TRUSTEES FOR STREET AND ROAD IMPROVEMENTS, CONSTRUCTION , MAINTENANCE AND ANNEXATION OF PORTIONS OF MINK STREET. CLOVER VALLEY ROAD AND GREEN CHAPEL ROAD, DESCRIBED THANK YOU. THE IMPROVEMENTS THAT YOU MENTIONED ARE PART OF PHASE ONE ROAD INFRASTRUCTURE PROJECTS THAT WERE FUNDED TO SUPPORT THE FIRST PHASE OF INTEL. THE JURISDICTIONAL BOUNDARIES OF THESE ROADS VARY BETWEEN FOUR PUBLIC ENTITIES AND IN SOME CASES, WHERE EVEN TRYING TO TRACK DOWN DOCUMENTATION OF WHERE RIGHT AWAY OR HIGHWAY EASEMENT EXISTS AT ALL. UM, SO IT'S BEEN A REALLY INTERESTING PROJECT ONE THAT'S BEEN KIND OF FUN TO BECAUSE SITTING WITH THE LOOKING COUNTY ENGINEERING PULLING UP ALL OF THE OLD ARCHIVES OF PROPERTY OWNERS AND GOING BACK THROUGH THE RECORDS HAS BEEN SOMETHING THAT WE'VE ENJOYED BEING A PART OF THIS AGREEMENT AUTHORIZES THE CITY MANAGER TO WORK COOPERATIVELY WITH LOOKING COUNTY, MONROE TOWNSHIP IN JERSEY TOWNSHIP TO FACILITATE THE IMPROVEMENTS OF THESE ROADS. ADDITIONALLY THE AGREEMENT MEMORIALIZES THE ROAD MAINTENANCE COMMITMENTS THAT WERE ALREADY EXISTING IN THE ANNEXATION AGREEMENTS AND AS A REQUIREMENT OF ANNEXATION AT THE TIME THAT THAT HAPPENED BUT IT JUST PUTS THEM ALL IN ONE PLACE. THEY'RE EASY FOR EVERYBODY TO REFERENCE AND WE CAN WORK TOGETHER, MOVING FORWARD. I CAN'T ANSWER ANY QUESTIONS THAT YOU HAVE. ANY QUESTIONS, COUNSELOR. GEORGE NO MEETING ALRIGHT, JOINT PARKS, NO MEETING. PLAYING LOCAL SCHOOLS. THERE WAS NOT A MEETING , BUT QUICK UPDATE. TRADITION HAS BEEN BROKEN. WE WILL NOT BE SEEING THE GIRLS GOLF TEAM THIS YEAR, FOUR STRAIGHT STATE TITLES . OH THEY FINISHED THIRD IN THE STATE. IT WAS A SUPER TIGHT, I THINK GOING INTO THE BACK NINE OF THE SECOND DAY THAT THREE TEAMS WITHIN ONE STROKE SO SUPER CLOSE, UH, CENTERVILLE GOT THE TITLE, BUT WE GOT THIRD OVERALL AND ME AND HIM AND HIS DISAPPOINTMENT GOT FOURTH INDIVIDUALLY, SO IT'S A YOUNG SQUAD AND I THINK WE'LL BE SEEING THEM BACK HERE SHORTLY, BUT STREAK OF FOUR STRAIGHT STATE TITLES WITH SNAP THIS YEAR . OTHER UPDATE JUST REMINDER A WEEK FROM TODAY ISSUED FOR WILL BE ON THE BALLOT TO SUPPORT OUR SCHOOLS REMINDER. BASICALLY TWO MILLS ARE ROLLING OFF. THEY'RE ASKING FOR 1.7 MILES BACK, SO TO BE A DECREASE IN TAXES SO IMPORTANT THAT OUR COMMUNITY SUPPORTS THAT, AND SORRY.

SCHOOLS ROLLING. AND THAT'S ALL I GOT. ALL RIGHT. ANYTHING FROM THE TOWNSHIP. WE'VE GOT A PRETTY COMPREHENSIVE DON'T THINK I CAN DO MORE THAN THEY DID. ALRIGHT. THAT TAKES US REPORT OF CITY

[14. REPORTS OF CITY OFFICIALS]

OFFICIALS, UM, FROM THE MAYOR. JUST THANK YOU TO THE POLICE DEPARTMENT SERVICE DEPARTMENT FOR ANOTHER GREAT TRICK OR TREAT. I GOT SORT OF OFFICERS OUT THERE DOING THEIR THING AND HANDING OUT CANDY. IT WAS IT WAS GOOD AND ENCOURAGING FOLKS TO SLOW DOWN EVEN ON MY STREET. UMT EVENT. I'M GLAD THE WEATHER HELD AND, UH IT WAS. IT WAS A NICE NIGHT FOR EVERYBODY. SO THANKS TO THE POLICE DEPARTMENT FOR YOUR HELP AND GUIDANCE. ANY UPDATE FROM THE CLERK HAD SENT OUT AN EMAIL ABOUT A LIQUOR PERMIT REQUESTS FROM NEW ALBANY LINKS COURSE KSM COLUMBUS TO REQUESTING PERMITS TO COUNSEL AND I HAVE A HEARING ON THOSE PERMITS. IS THAT ALRIGHT BY EVERYONE SO I WILL BE PART OF THE DEPARTMENT. NO. ALL RIGHT, AND ALSO THE LAST REMINDER THAT OUR BUDGET MEETING MOSTLY BUDGET WORKSHOP IS GOING TO BE HAPPENING. NOVEMBER 10TH 9 A.M.

[01:05:04]

PUBLIC SERVICE. SEE YOU THERE. FOOD PROVIDED AND SNACKS PER USUAL MAN TRYING TO THINK I HAD ONE OTHER THING. I GOT ALL MY DELTA REWARDS RTP SOME GOOD. OKAY? ANY UPDATE FROM THE FINANCE DIRECTOR. SO YOU HAVE A 22,023 ANNUAL BUDGET PROGRAM IN FRONT OF YOU. THIS IS THE DRAFT THE BUDGET WE DID NOT IF YOU NOTICED WE DID NOT HAVE THE FIRST READING OF THE PREPARATION ORDINANCE TONIGHT, AND IT'S JUST REQUIRED THAT IT'S INCLUDED WITH THE BUDGET. WHEN I GIVE IT TO YOU THE FIRST MEETING WE WILL HAVE THE FIRST READING ON THE 15TH. UM I DO HAVE A FEW SECTIONS TO ADD IN THE BACK OF THIS BUDGET. UH DEPENDENCIES AND DEBT. I WILL BE PUTTING THOSE IN YOUR BOXES. TO INCLUDE BY THE END OF THE WEEK, SO YOU HAVE THOSE AS WELL BUT OFFERED ALWAYS STANDS. I KNOW WE HAVE THE WORKSHOP COMING UP NEXT WEEK. BUT THE OFFER ALWAYS STANDS. IF YOU WANT TO MEET ONE ON ONE OR HAVE QUESTIONS IN THE MEANTIME, PLEASE FEEL FREE TO REACH OUT TO ME. AND I'D BE HAPPY TO ANSWER ANY QUESTIONS. YOU KNOW THAT WE'VE SLAVED OVER SOME OF THESE NUMBERS TO MAKE SURE THAT THEY'RE GOOD FOR YOU GUYS, SO I'M PRETTY EXCITED TO BE ABLE TO PRESENT THAT NEXT WEEK FOR YOU. SO THAT IS THE BUDGET. I ALSO HANDED OUT THE SEPTEMBER FINANCE REPORT FOR THIS YEAR. ON THE FIRST PAGE, WHERE WE'RE LOOKING AT OUR REVENUE AND EXPENSES IN THE GENERAL FUND. YOU CAN SEE THAT OUR REVENUES ARE EXCEEDING OUR BUDGET AT THE TOP. WE'RE STANDING PRETTY STEADY WITH OUR INCOME TAX RECEIPTS WITH LAST YEAR, WHICH IS SOMETHING THAT WE DID NOT ANTICIPATE, AS WE'VE TALKED ABOUT OUR EXPENSES. IF YOU LOOK AT THOSE THEY ARE INCREASING. UM WE ARE ABOUT $2 MILLION MORE THAN LAST YEAR, WHICH IS TO BE EXPECTED. WITH OUR INCREASES IN PERSONNEL. IF YOU LOOK DOWN AT THE THIRD SECTION DOWN THERE, UM IT TALKS ABOUT THE PERSONAL SERVICES AND THEN ALSO OPERATING AND CONTRACTUAL SERVICES ALL THE WAY TO THE RIGHT ISSUES. YOU THE DIFFERENCE. AT THE VERY BOTTOM. IT IS DETAILING OUR INCOME TAX BREAKDOWN. AGAIN VERY CONSISTENT WITH LAST YEAR, WHICH IS THAT A HAPPY SURPRISE TO US GOING INTO BUDGET SEASON TO BE ABLE TO EVALUATE THAT? THREE QUARTERS OF THE WAY THROUGH THE YEAR. OUR BUDGET FOR EXPENDITURES, ALTHOUGH IT HAS INCREASED, WE'RE ONLY SPENDING ABOUT 54% OF WHAT WE'VE BUDGETED, SO I THINK WE'RE STILL IN PRETTY GOOD SHAPE. MHM THE SECOND PAGE. THIS IS SOMETHING THAT LISTS OUT ALL OF THE FUN BALANCE IS SOMETHING THAT I WANTED TO BRING YOUR ATTENTION TO WAS THE ENCUMBRANCE COLUMN. IF YOU LOOKED AT I KNOW IT'S VERY TINY, WHICH COLUMN ENCUMBRANCE COLUMN SO I WANTED TO EXPLAIN THIS A LITTLE BIT. THE ENCUMBRANCE COLUMN IS ANYTHING THAT WE HAVE AS FAR AS OPEN PURCHASE ORDERS AND ACTIVE PROJECTS. SO IF YOU LOOK AT THAT WE ARE ABOUT $46.8 MILLION INVOLVED IN ACTIVE PROJECT AND OPEN PURCHASE ORDERS, SO THERE'S A LOT GOING ON WITH NEW OPENING. THOSE PARTICULAR PURCHASERS ARE SPREAD THROUGHOUT THE DIFFERENT FUNDS THAT WE HAVE, WHETHER IT BE GENERAL FUND OR CAPITAL PROJECTS. BUT THAT'S SOMETHING THAT YOU CAN ALWAYS TAKE A LOOK AT TO SEE WHAT'S GOING ON WITHIN. UM THE CITY AND WHERE THE MONEY AND HOW MUCH MONEY WE'RE ON THE HOOK FOR, I GUESS FRANCHISE. THE 3RD AND 4TH PAGES . JUST DETAILS ARE INVESTMENTS. AND. INVESTMENTS ARE LOOKING A LOT BETTER THAN THEY DID LAST YEAR. THE RATE FOR OUR AND I'M LOOKING AT THE LAST PAGE FOR OUR NORMAL CUSTODIAN ACCOUNT. SO THIS IS WHERE ALL OF OUR UM, MOST OF OUR GENERAL FUNDS. THAT ARE NOT THE INFRASTRUCTURE REPLACEMENT FUN. THEY ARE NOT. AND STAR OHIO. AND THEY ARE NOT. THE STATE INFRASTRUCTURE FUND, SO THE VERY TOP IS OUR GENERAL CUSTODIAN ACCOUNT, SO THAT'S WHERE MOST OF THOSE INVESTMENTS ARE, AND WE'RE SITTING AT ABOUT A 1.4 AVERAGE YIELD, WHICH IS NOT, WHICH IS OUR INTEREST RATE, WHICH IS. A LOT MORE THAN IT WAS LAST YEAR. LOOKING GOOD. I THINK THAT IS ALL I HAVE ANY

[01:10:09]

QUESTIONS? ANDERSON BLESSING AND CURSE OF INTEREST RATES GOING UP AND DOWN, RIGHT? SOME GOOD SOME BAD, RIGHT? WE'LL TALK ABOUT THAT BUDGET. ALRIGHT IN THE UPDATE FROM CITY MANAGER REPORT . CITY ATTORNEY NO UPDATE PAUL FOR PUBLIC COMMENT. ANYONE FROM THE PUBLIC LIKE TO ADDRESS

[16. POLL FOR COUNCIL COMMENT]

COUNCIL REGARDING A MATTER THAT WE HAVE DISCUSSED ON TONIGHT'S AGENDA. PULL FOR COUNCIL COMMENTS AND THE ADDITIONAL COUNSEL COMMENTS. I HAD JUST ONE COMMENT. AND I THINK IT WAS LAST MONDAY. I EXPERIENCED ONE OF THE MOST THRILLING, EXCITING THINGS THAT I'VE EXPERIENCED IN THE CITY OF NEW ORLEANS. SINCE I'VE AT LEAST BEEN ON COUNCIL, AT LEAST IN THE LAST SIX OR SEVEN YEARS AS I WAS DRIVING DOWN MAIN STREET IN FRONT OF VILLAGE HALL . I LOOKED UP TO SEE THAT YES, THIS IS GOOD. I KNEW EXACTLY WHERE THIS WAS GOING. LITTLE THINGS THAT THRILL YOU CHIP FADED. YEAH I MEAN, IT'S WHAT YOU DIDN'T SEE. COULD NOT BELIEVE IT. I REALLY THOUGHT I WAS. THERE'S SOMETHING WRONG WITH MY EYES HERE FOR A MOMENT AND I PUT MY GLASSES ON, AND I LOOKED UP AGAIN AND I DID NOT SEE ANY TELEPHONE WIRES OR TELEPHONE POLES, AND IT LOOKS SO MUCH BETTER. THE DIFFERENCE THAT IT MAKES WHEN YOU DON'T HAVE ELECTRICAL LINES HANGING UP THERE MAKES SUCH A DIFFERENCE. IN THE CITY IN TERMS OF THE AESTHETIC, SO LIKE DID YOU CUT HIM DOWN YOURSELF? YOU WOULDN'T TOOK AN ACCENT. I THINK I'M ABOUT $60 MILLION WORTH OF INFRASTRUCTURE PROJECTS INTO MY CAREER HERE, BUT THAT WILL GO DOWN AS MY GREATEST ACHIEVEMENT EVER. SO YES, YES. THAT'S PROBABLY THE HARDEST JOB YOU EVER DID DID CHOP DOWN THAT SHIRT. I HAD ONE COMMENT TO NOT ABOUT THE POLLS, ALTHOUGH IT'S VERY THRILLING, UM, LISTENING TO THE PRESENTATION EARLIER TODAY IN THE COMMENT ABOUT THE CEMETERY VETERANS READ PROGRAM.

AND WITH VETERANS, THEY COMING UP. UH I THINK WITH FOR $15 A READ IT WOULD BE WHO THE CITY TO IDENTIFY SOME NUMBER THAT WE WOULD FUND FOR THE VETERANS. I DON'T KNOW WHAT THE TOWNSHIP IS GOING TO DO. BUT IT SEEMS TO ME FOR $15 IF WE CAN PUT A WREATH ON VETERANS GREAT, IT'S WELL WORTH IT. AND IT'S 100 WREATHS FOR $1500 OR WHATEVER. I DON'T KNOW WHAT THE NUMBER IS. I DON'T KNOW. MANY WREATHS ARE THERE IF IT TAKES A MOTION OR SOMETHING FOR US TO SPEND AND BUY 100 OR 200 REEFS. I THINK IT'S WELL DIDN'T I SHOULD HAVE ASKED THAT OF TRUSTEE FERGUSON EXACTLY THE TIME FRAME FOR THIS PROJECT, SAID HOLIDAYS AND I DON'T KNOW THE HOLIDAY SEASON. IT SOUNDS LIKE THEY HAVE A PROGRAM. THEY WANTED INFORMATION FROM THE GROUND, YOU KNOW, KNOW THAT THE THEY ARE PLANNING ON PLACING THE WREATHS ON DECEMBER 17TH. OKAY, SO SOMETIMES ORDERING WOULD NEED TO BE CERTAINLY BEFORE THAT. ALL RIGHT, HOWEVER, THAT WE CAN FIGURE OUT THINK THAT WOULD BE FINDING OUT WHETHER ITS STAFF OR WHATEVER, HOW WE MIGHT DO THAT. MAYBE UH, THE NEXT TOWNSHIP MEETING MY DRILL DOWN AND SEE WHAT? WHAT THEY'RE PLANNING TOMORROW WE CAN DEFINITELY PLANNING IS I THINK THEY DEFINITELY SUPPORT COLLABORATING WITH YAHOO GESTION AGREE.
