UH A LOT OF YOU ARE SO ON THE BOARD WHEN I WAS HERE WITH STEVE ON MONDAY NIGHT, SO IT'S NICE TO BE BACK HERE BEFORE YOU TO THOSE OF YOU. I HAVEN'T MET YET. MY NAME IS ADRIAN JOLLY. I'M THE DIRECTOR OF ADMINISTRATIVE SERVICES FOR THE CITY OF NEW ALBANY. BUT SERVE THIS IN THE OTHER CITY BOARDS FOR MANY YEARS WITH STEVE AND ME STUFF, A LOT OF FUN AND REALLY GREW TO APPRECIATE MY TIME AND IN THE WORK THAT THIS BOARD DOES, AND CONSIDERING APPLICATIONS, ESPECIALLY IMPORTANT ONES IN THE VILLAGE CENTER. SO WE HAVE TWO PRETTY BIG CITY PROJECTS THAT WE JUST WANTED TO COME AND GIVE YOU AN OVERVIEW ON UM NOW, PIECES AND PARTS OF THESE PROJECTS WILL HAVE TO COME BACK BEFORE THE BOARD FOR CERTIFICATE OF APPROPRIATENESS IS WE THINK THAT WILL HAPPEN? PROBABLY IN JANUARY FEBRUARY, JUST DEPENDING ON THE TIMING ON HOW WE CAN WRAP UP ALL THE DETAILS. BOTH PROJECTS ARE PRETTY BIG, SO WE WANTED TO TAKE THIS OPPORTUNITY TO JUST PRESENT THEM ALL IN THEIR ENTIRETY TO YOU. AND JUST KIND OF GIVE YOU AN UPDATE FOR WHERE WE STAND, SO THE TWO PROJECTS ARE THE FIRST ONE IS THE SECOND PHASE OF TAYLOR FARM PARK. AND THEN THE SECOND PROJECT THAT I WANT TO TALK TO YOU GUYS ABOUT IS THE SECOND PHASE OF ROSE FROM TWO SO WE HAVE SOME OF OUR TEAM WITH US TONIGHT. SO WE HAVE MET KELLOGG AND KATIE. TELL HER FROM MK SK AND THEN WE ARE DOING ROSE AROUND TWO IN PARTNERSHIP WITH THE NEW ALBANY COMPANY AND THEIR TEAMS. SO THIS IS 100 ACRES THAT WAS IN THE TAYLOR FAMILY GOING BACK DATING BACK TO THE EARLY 18 HUNDREDS. UM, IT'S REALLY FASCINATING HISTORY.

GREAT OLD HOUSE AND BARN. THERE'S ALSO A CHICKEN COOP IN A GARAGE AND, UM, WHAT WAS THE SUMMER KITCHEN THAT IS FALLING DOWN, BUT THE REMNANTS OF IT ARE THERE, SO IT'S BEAUTIFUL PROPERTY. IF ANYONE EVER WANTS TO GO AND TAKE A TOUR, WE TOOK OUR SUSTAINABILITY ADVISORY BOARD OUT THERE THIS SUMMER AND TRIPS AROUND, SO IT'S REALLY A GREAT PROJECT. THE CITY EXCITED . IT HAS BEEN ON OUR RADARS FOR PROBABLY 20 YEARS TO TRY TO BUY THE PROPERTY. UM, AND IT JUST NEVER WORKED OUT. AND IT JUST SO HAPPENED THAT TWO YEARS AGO, THE NEW OPENING COMPANY WAS ABLE TO ACQUIRE IT FROM THE TAYLOR FAMILY FOR WETLAND MITIGATION PROJECT THAT THEY WERE DOING. UM AND THEN THE CITY ABOUT A YEAR OF AROUND THE SAME TIME. WE GOTTA CLEAN OHIO GRANT AND WE WERE ABLE TO ACQUIRE IT FROM THE NEW ALBANY COMPANY IN 2021 WITH THE PURPOSE OF TURNING IT INTO A PUBLIC PARK. SO WHAT HAS BEEN DONE OUT THERE TO DATE IS THERE ARE THREE WETLANDS CELLS THAT HAVE BEEN CONSTRUCTED. SO THIS IS SELL THREE. SELL TO AND SELL ONE. UM THEY WILL, UH, BE WET AND RAINY SEASONS AND THEN DRY OUT IN THE SUMMER. UM THEY WILL BE FORCED IN WETLANDS, SO THERE'S BEEN THOUSANDS OF LITTLE WHIP PLANTS, TREES PLANTED THAT OVER TIME WILL GROW AND THESE WILL BECOME FORESTED WETLANDS. UM SO IT'S ENVIRONMENTALLY JUST REALLY BEAUTIFUL AND IT'S DOING A LOT OF LIKE WONDERFUL THINGS FOR THE ENVIRONMENT. THIS IS THE DEEPEST WETLAND THERE. THIS WILL STAY WET MOST MOST OF THE TIME YEAR ROUND AND WE'VE SEEN LOTS OF BIRDS, AND THERE'S A LOT OF BIRD WATCHING OPPORTUNITIES OUT THERE THAT WE'D LIKE TO TAKE ADVANTAGE OF. SO REALLY A GREAT ENVIRONMENTAL STORY TO TELL WITH THE PURCHASE OF THIS PROPERTY. THIS IS A PROPERTY THAT'S IN THE NEW ALBANY PLAYING LOCAL SCHOOL DISTRICT, SO ALSO TAKING IT OUT OF UH, HANDS FOR POTENTIAL DEVELOPMENT IS A POSITIVE IMPACT ON THE SCHOOL DISTRICT. SO THIS WAS A HUNT. THIS IS 100 ACRES HERE. AH THE CITY HAS STARTED PHASE ONE OF THE PARK PROJECT IN THAT INCLUDES ESSENTIALLY, UM, THE BEGINNING OF THE TRAIL NETWORK AND THEN A NEW ENTRY DRIVE AND PARKING AREA. SO EVERYTHING YOU SEE PRETTY MUCH ON THE PERIMETER HERE. THAT'S KIND OF A WHITE OR GRAY. THOSE ARE TRAILS THAT ARE BEING CONSTRUCTED RIGHT NOW. AND THEN THERE IS A BOARDWALK SECTION RIGHT HERE THAT IS UNDER CONSTRUCTION WITH PHASE ONE OF THE PROJECT. THAT NEW DRIVEWAY AND PARKING AREA WITH ABOUT 60 SPACES AROUND 60 SPACES ARE ALSO PART OF PHASE ONE, WHICH IS UNDER CONSTRUCTION. WE ARE WORKING ON PHASE TWO, AND THAT REALLY IS, UM, KIND OF ADDING THE FUN STUFF TO THE PARK. SO PHASE TWO CONSISTS OF THREE MAJOR THINGS. ONE IS COMPLETING THE BOARDWALK SYSTEM. SO THAT WOULD BE ADDING A, UH, MAKING THE SEMICIRCLE INTO A CIRCLE, SO ADDING A BOARDWALK OVER THE WETLANDS SELL HERE AND THEN ALSO MAKING A DIRECT CONNECTION FROM GREENSWARD OVER SO YOU DON'T HAVE TO GO THROUGH THIS LOOP. YOU CAN GO STRAIGHT THROUGH. UM SO THAT WILL COMPLETE OUR PAST SYSTEM, AND WE'LL HAVE ABOUT THREE MILES OF PATHS OUT THERE.

ONE OF OUR GOALS WITH THE PATH NETWORK WAS WHICH JUST DIDN'T WANT TO CREATE ONE LOOP THAT MAYBE YOU GO THERE ONCE AND YOU'RE LIKE THAT WAS NICE, BUT IT DOESN'T HAVE ANY INTEREST OR VARIETY FOR YOU, SO WE WANTED TO KEEP LOTS OF OPTIONS OPEN. SO MAYBE JUST ONE DAY YOU WANT TO TAKE US YOU KNOW, A QUICK STROLL. UM LIKE HERE AND AROUND THE SLIPPING BACK. MAYBE ONE DAY YOU HAVE MORE TIME. ANYONE TAKE THE ENTIRE YOU KNOW, THREE MILES . YOU HAVE LOTS OF OPTIONS THERE. WE HOPE, LOTS OF VARIETY AND INTEREST FOR RESIDENTS. THE SECOND PART OF THE BOARDWALK SYSTEM. WHAT WE WANT TO DO IS ALSO CAPITALIZE ON THE ENVIRONMENTAL FEATURES OUT HERE AND REALLY TO, UM THERE'S THREE MAIN HABITATS THAT WE WOULD LIKE TO, UM, ENHANCED TO ATTRACT BIRDS, BUTTERFLIES AND POLLINATORS. AND SO WE HAVE UM DECIDUOUS FORESTS. WE HAVE FORESTED WETLANDS AND MEADOW AREAS. THEY ALSO HAVE OPEN GRASSLANDS AND MEADOWS AND WE ACTUALLY HAVE TONS OF SLIDES THAT SHOW LOTS OF DIFFERENT WORDS THAT THAT LIVE IN THESE HABITATS. I DIDN'T PUT THEM ALL IN THE SLIDE DECK FOR YOU TONIGHT, BUT WE REALLY THINK THERE'S AN OPPORTUNITY TO CREATE SOME BIRD WATCHING ■OPPORTUNITIS . AND ONE THING WE REALLY WANT TO DO OUT HERE IS TO CREATE EXPERIENCES FOR PEOPLE OF ALL INTERESTS AND AGES AND SO YOU'LL SEE THAT THROUGH THIS PRESENTATION, WE'RE TRYING TO TARGET CERTAIN AUDIENCES. NOT TO SAY THAT THERE'S A CERTAIN DEMOGRAPHIC BUT LIKE SPURRED WATCHING, BUT IT'S A MORE PASSIVE ACTIVITY. AND SO PEOPLE OF ALL ABILITIES CAN DO IT. AND WE THINK, ADDING THAT THESE HABITATS AND MAYBE SOME ENVIRONMENT SIGNAGE OVER WHAT TYPE OF BIRDS LIVES HERE. AND WHAT DO THEY DO? AND WHY ARE THEY IMPORTANT TO AN ENVIRONMENT WILL BE REALLY POSITIVE. UM SO

IN ORDER TO ACHIEVE THOSE HABITATS WE'RE LOOKING AT, UM SOME PRETTY, UM SIGNIFICANT PLANTINGS. AH AND YOU CAN SEE IN THOSE THREE DIFFERENT HABITATS. THERE'S A LIST OF SPECIES UM, THINGS THAT WOULD BE PLANTED AND THEN WHAT WE WOULD BE HOPING TO ATTRACT HERE. WE ALSO IN THE HATCHED AREAS. ON THE PERIMETER . WE ARE GOING TO STRATEGICALLY PLACED EVERGREENS AND SHRUBS TO PROVIDE SOME BUFFERING AND SCREENING FROM THE NEIGHBORHOOD. THAT'S THERE NOW. UM SO THAT'S KIND OF THE FIRST PIECE OF PHASE TWO WOULD BE COMPLETION OF THE BOARDWALK IN THE PAST SYSTEM AND THEN CREATING THESE WILDLIFE HABITATS. THE SECOND PART OF PHASE TWO IS TO CREATING TO CREATE SOME PLAY AREAS AND SO AGAIN TRYING TO ATTRACT DIFFERENT PEOPLE AND RESIDENTS TO THIS PARK. THERE IS AN OPPORTUNITY HERE TO, UM MAYBE THINK ABOUT THE ROADS AROUND TO NATURE PLAY AREA AND AMPLIFY THAT AND MAKE THAT BIGGER, SO WE'D LIKE TO TALK A LITTLE PLAY AREA WITHIN THE PATH NETWORK. SO THIS ISN'T YOUR TRADITIONAL UM, PLAYGROUND WHERE YOU'RE GONNA PARK. YOU KNOW, YOUR KIDS ARE GONNA RUN OUT IN THE PLAYGROUNDS RIGHT THERE. YOU'RE GOING TO HAVE TO EARN COMING TO THIS PLAY AREA A LITTLE BIT, BUT WE THINK IT'S GOING TO BE THIS SPECTACULAR EXPERIENCE. LIKE IF YOU'RE TAKING A WALK WITH YOUR CHILDREN, AND YOU RUN ACROSS THIS LITTLE PLAYGROUND IN THE YOU KNOW THE OUT SKIRT, THE EDGE OF THE FOREST AND KIND OF A SPECIAL PLACE FOR PEOPLE TO GO AND VISIT. AND MAKE IT A BIT OF A DESTINATION. SO ONE THING BECAUSE THERE ARE SO MANY ENVIRONMENTAL RESOURCES ON THIS LAND. THERE ARE A LOT OF RESTRICTIONS THAT GO ALONG WITH IT. SO THERE'S AN ENVIRONMENTAL COVENANT WITH THE O E P A. WE HAVE RESTRICTIONS FROM THE CLEAN OHIO GRANT THAT WE GOT TO PURCHASE THE PROPERTY, SO WE HAVE VERY LITTLE SPACE WHERE WE CAN HAVE THE FLEXIBILITY TO DO SOMETHING LIKE THIS, AND WE HAVE A LITTLE NOOK HERE THAT IT'S OUTSIDE OF THE COVENANT BOUNDARY OUTSIDE OF THE WETLANDS. SO THIS IS LIKE WHERE WE WOULD LIKE TO, UM, PLACE THE PLAY AREA. AT THE OTHER PLACE WHERE YOU DON'T HAVE THE SAME ENVIRONMENTAL RESTRICTIONS AS THE HOMESTEAD AND WE'LL GET INTO THAT A LITTLE BIT LATER. SO THIS IS WHAT THAT PLAY AREA COULD LOOK LIKE, SO IT WOULD BE LOCATED OFF THE LOOP PATH SYSTEM AND THEN HAVE SOME SORT OF AGGREGATE PATH. THINK OF MAYBE THE DECOMPOSED GRANITE THAT'S OVER AT THE BIRCH WALK. IT ROSE AROUND TOO PERMEABLE SURFACE A LITTLE MORE NATURAL.

AND THEN WE WOULD HAVE TO TWO DIFFERENT PLAY AREAS. THIS SECTION WOULD BE GEARED TO 2 TO 5 YEAR OLDS. AND THEN THIS SECTION OF THE WOULD BE CARED TO 5 TO 12 YEAR OLDS. THE CITY THAT PARKS FRAMEWORK PLAN IN 2020. AND ONE THING WE HEARD WAS THAT WE DON'T HAVE A LOT OF PLAY AREAS FOR OLDER KIDS. A LOT OF OUR POCKET POCKET PLAYGROUNDS ARE GEARED TOWARDS THE YOUNGER AUDIENCE THAT 2 TO 5, SO I THINK THERE'S AN OPPORTUNITY HERE TO INCLUDE SOME EQUIPMENT THAT HAS SOME CLIMBING AND SOME CHALLENGES FOR THAT 5 TO 12. YEAR OLD POPULATION. AND THEN THE THIRD AND WHAT WE ARE REALLY EXCITED ABOUT, UM, COMPONENT OF THIS PROJECT IS TO RELOCATE THE COMMUNITY GARDENS FROM THE HIND VILLAGE HALL OUT TO TAYLOR FARM . UM, SO RIGHT NOW, THE GARDENS ARE EXTREMELY SUCCESSFUL. I THINK THEY HAVE, LIKE 45 PLOTS THEY SELL OUT. THERE'S A WAITING LIST EVERY EVERY SEASON FOR THEM. SO WE THOUGHT THIS WAS AN OPPORTUNITY TO EXPAND THE FOOTPRINT OF THE GARDENS HAVE MORE GARDEN GARDEN PLOTS FOR HELPING NEW ALBANY, UM TO RENT OUT AND SO I'M GOING TO TAKE YOU THROUGH. THIS IS WHAT WE CALL THE HOMESTEAD AREAS. SO THIS IS IT'S UM, TURNED A LITTLE BIT NORTH IS ACTUALLY TO YOUR RIGHT. THIS IS DUBLIN GRANVILLE ROAD.

THIS IS THE EXISTING FARMHOUSE. UM THESE ARE THE NEW ENTRY DRIVES THAT ARE BEING CONSTRUCTED NOW AND THEN THE PARKING AREA. SO WHAT WE'VE ENVISIONED IS TO CREATE TAKE THE AREA BETWEEN THE HOUSE AND THE BARN, WHICH IS RIGHT HERE. NUMBER FIVE. AND RELOCATE THE COMMUNITY GARDENS INTO THIS AREA. WE MET WITH WE'VE BEEN MEETING WITH HEALTHY NEW ALBANY TO MAKE SURE WE UNDERSTAND WHAT THEIR NEEDS ARE. AND SO THIS IS KIND OF A LIST OF ALL THE THINGS WE TALKED ABOUT WITH THEM. UM YOU KNOW, THERE WAS SOME THINGS THERE'S NOT, UM WATER OUT HERE, SO THERE WAS AT THE CURRENT COMMUNITY GARDENS. THERE WAS A PUMP THAT WAS INSTALLED A FEW YEARS AFTER THEY STARTED. THAT PUMP ACTUALLY BROKE DOWN THIS YEAR, SO THERE HASN'T REALLY BEEN CONVENIENT AND ACCESSIBLE WATER THAT'S EASY FOR THE GARDENERS TO USE STORAGE HUSBAND LACKING, AND SO THIS REALLY WAS AN OPPORTUNITY TO, UH IMPROVED KIND OF THEIR OPERATIONS AND FUNCTIONS FUNCTION FOR THE GARDEN. SO WE'RE INCLUDING RAISED BEDS. WE THINK WE CAN GET

ABOUT 82 BACK THERE SO ALMOST DOUBLE WHAT THEY HAVE NOW, WHICH I THINK WOULD BE EXCELLENT. WE WILL HAVE A COMBINATION OF LOW BEDS BUT ALSO SOME RAISED BEDS FOR PEOPLE. EITHER WITH MOBILITY PROBLEMS THAT DON'T LIKE TO GET ON THE GROUND, OR IF YOU'RE IN A WHEELCHAIR THAT YOU COULD GO UP TO AND STILL BE ABLE TO THE GARDEN. WE WILL BE ABLE TO, UM BUTTONS WATER OUT THERE, SO WE'LL INCLUDE A WATER SERVICE. AH SO THAT WILL BE MUCH EASIER FOR PEOPLE TO CARD IN AND MAKE SURE HOPEFULLY THAT THEIR VEGETABLES THAT DO WELL IN THE SUMMER AND THEN WE'LL HAVE POWER WILL HAVE SOME, YOU KNOW, SEATING AREAS. UH A LOT OF THINGS THAT WILL WALK THROUGH.

WE HAVE SOME IMAGES TO SHOW YOU. THERE IS AN EXISTING CHICKEN COOP OUT THERE, WHICH IS PRETTY COOL. UM AND WE WANT IT'S IN BAD SHAPE, BUT WE WOULD LIKE TO RENOVATE IT, AND THAT COULD BE THE GARDEN SHED FOR THE GARDENS. THEY KEEP ALL THEIR TOOLS OUT THERE. PROBABLY PUT CONVENIENCE WATER SO YOU COULD WASH UP WASH YOUR TOOLS. I'M NOT POSSIBLE AND THAT PUT THAT IN THE GARDEN SHED. AND THEN WE ALSO ARE LOOKING AT KIND OF SERVICE THINGS SO THAT WOULD INCLUDE THE VEHICULAR ACCESS. WE ALSO ARE PROPOSING A RESTROOM BUILDING TO SERVE THE GARDENS IN THE ENTIRE PARK. AND THEN WE HAVE UTILITY AREAS AND WASTE MANAGEMENT. SO SPACES ENCLOSURES FOR DUMPSTERS AND COMPOSTING BANDS AND, UM, YOU KNOW, DELIVERIES THAT THEY MAY HAVE OF COMPOST OR MULCH OR ANYTHING THAT THEY NEED FOR THE OPERATIONS OF THE GARDEN. THESE ARE THE CHARACTER IMAGES THAT WE LOOKED AT WITH MK SK. I'M JUST TRYING TO REALLY UNDERSTAND WE TOOK A LOT OF INSPIRATION, CERTAINLY FROM THE COMMUNITY GARDENS AT FRANKLIN PARK AND SOME EXAMPLES HERE IN THE CENTRAL HYO AREA, AND THESE ARE SOME OF THE COMPONENTS AND ELEMENTS THAT WE WOULD LIKE TO INCORPORATE. I WILL POINT OUT WE WOULD LIKE TO PUT SOME WATER ACCESS. IF POSSIBLE. UM ONE OF THE LESSONS LEARNED, I THINK FROM ROSE. THE FIRST PHASE OF ROSE RUN IS KIDS AND ADULTS LOVED TO GO DOWN INTO THE CREEK AND SPLASH AROUND. SO THE ROCKY FORK CREEK IT'S ON THE WESTERN EDGE OF TAYLOR FARMS. AND SO THE ZONES WERE BASED ON SEVERAL DIFFERENT FACTORS, BUT ONE BEING WHAT USES WERE ANTICIPATED IN THEM WHAT WE THOUGHT EASY OR NATURAL WALK SHED WOULD BE, UM, THAT SOMEONE MIGHT PARK AND WALK SOMEWHERE, SO YOU WEREN'T NECESSARILY THINKING THIS IS AN EXTREME EXAMPLE. BUT SOMEONE MY PARK AT MARKET SQUARE AND WALKED TO THE HISTORIC VILLAGE CENTER THAT MIGHT HAPPEN, BUT YOU KNOW, WE DON'T WANT TO PLAN FOR PARKING THAT WAY. IT JUST LOOKS AT PARKING RATIOS BECAUSE YOU KNOW, THERE'S TRADITIONAL SUBURBAN PARKING RATIOS OF FOUR PER SPACES FOR 1000 FOR CERTAIN TYPE OF USES. THEN THERE ARE RATIOS LIKE URBAN LAND USE INSTITUTE USERS THAT ARE MORE FOR MIXED JUICE AND THINKING ABOUT TIME A DAY. AND IF YOU WORK THERE AND PARK DURING THE DAY THAT SPACE MIGHT BE OPEN IN THE EVENING FOR SOMEONE TO GO TO A RESTAURANT. AND SO WE LOOKED AT DIFFERENT PARKING RATIOS FOR THE VILLAGE CENTER. UM, AND THEN WE SET THESE ZONES, SO THIS IS ONLY THREE AND IT'S INTENDED TO PARK EVERYTHING WITHIN THAT BOUNDARY, AND THAT'S ENTIRE LIMITS OF THIS ROSE RUN TO PROJECT. SO WE HAD TO MAKE SOME ASSUMPTIONS AND I DON'T WANT ANYONE TO THINK WE KNOW THAT THERE'S GOING TO BE 37,000 SQUARE FEET OF OFFICE HERE AND 5500 OF RETAIL. THESE WERE ASSUMPTIONS WE HAD TO MAKE IN CONJUNCTION WITH THE NEW ALBANY COMPANY WHO OWNS THE PROPERTY, AND THEY'RE ARCHITECTS TO KIND OF GET A SENSE AND FROM THE CITY STANDPOINT, WHAT SCALE OF BUILDINGS WE THINK IS APPROPRIATE THERE. AND THEN THIS IS HOW HE PARKED INTO OUR KIND OF BACKED INTO WHAT OUR PARKING DEMAND WOULD BE SO BASED ON THESE ASSUMPTIONS WITH WE THINK WE NEED 350 TO 400 SPACES IN THIS ZONE. WE EVALUATED DIFFERENT PARKING TYPES DRAWN.

THE PLAN YOU REMEMBER, SHOWED A SURFACE PARKING LOT. THEIR, UM SO THIS IS KIND OF WHAT YOU WOULD YIELD FOR A SURFACE LOT, AND THEN WE LOOKED AT A TWO BAY THINK OF BAY AS BEING AN AISLE.

AND PARKING SPACES ON BOTH SIDES OF A PARKING GARAGE. WE LOOKED AT A TWO DAY AND A THREE BAY OPTION AND WE LOOKED AT BOTH TO LEVELS THREE LEVELS AND POOR LEVELS TO WHAT THAT WOULD YIELD FROM A PARKING STANDPOINT. KIND OF WHERE WE LANDED AT THE SWEET SPOT FOR US WOULD BE A FOUR LEVEL 435 SPACE GARAGE WITH ONE LEVEL UNDERGROUND AND THREE LEVELS ABOVE GROUND, SO YOU'RE REDUCING THE OVERALL HEIGHT OF THE BUILDING.
