SO I MET A GROUP OF PARENTS THROUGH THIS, BUT I ACTUALLY DIDN'T KNOW BEFORE. STUDENT PRIVACY UPDATE. THE PURPOSE OF THIS EMAIL WAS TO INFORM PARENTS AT THE SCHOOL WAS INTRODUCING A NEW POLICY. THE STATE OF A STUDENT WERE TO REQUEST A STAFF MEMBER TO REFER TO HIM SLASH HER AS A DIFFERENT IDENTIFIED. GENDER SLASH PRONOUN STAFF WILL WORK WITH EACH STUDENT TO SEEK PARENT SLASH GUARDIAN PERMISSION PRIOR TO HONORING THE STUDENTS REQUEST SO THAT THAT'S THE ADMINISTRATIVE GUIDELINE. THE CITY ISSUE FOR THE PARENTS WHO HAVE BEEN ENGAGED HERE. UM THE EMAIL INFORMED PARENTS THAT THE CHANGE IN PRACTICE WAS NECESSARY TO ALIGN WITH QUOTE TO ALIGN WITH CHANGES TO STATE OR FEDERAL LAW REQUIREMENTS. UNQUOTE. THERE IS, HOWEVER, TITLE NINE, WHICH HAS BEEN HELD TO PROTECT EVERYONE FROM DISCRIMINATION BASED ON GENDER. THE SCHOOL BOARD'S ACTIONS, WHICH WERE NOT IN FACT REQUIRED BY ANY STATE OR FEDERAL LAW PUTS THESE ALREADY VULNERABLE YOUTH AT MORE RISK THAN THEY WERE BEFORE. THEREFORE, WE HAVE A POLICY THAT IS ENTIRELY DRIVEN BY AN ACTIVIST BOARD. PRIOR TO ENACTING THIS NEW POLICY KNOWN ON THE BOARD ENGAGED WITH ANY LGBTQ STUDENTS. PARENTS OR ANY OF THE GREAT ORGANIZATIONS IN OUR AREA THAT SUPPORT THE LGBTQ COMMUNITY. FOR MORE THAN IS SUPPOSED TO BE, ABOVE ALL ELSE DEDICATED TO WHAT IS GOOD FOR STUDENTS. IT IS TROUBLING TO ME THAT SUCH A DECISION WOULD BE MADE WITH NO INPUT FROM ANY OF

THESE ORGANIZATIONS FROM ANY MENTAL HEALTH PROFESSIONALS. I FIND THAT TO BE IRRESPONSIBLE.THIS POLICY PUTS NEW ALBANY IN THE UNFORTUNATE SITUATION WHERE WE THE ONLY SCHOOL DISTRICT IN CENTRAL OHIO WITH SUCH A POLICY. IT'S NOT ONLY INCREDIBLY HARMFUL TO THE MOST VULNERABLE OF OUR YOUTH. IT'S ALSO JUST A BAD LOOK FOR A CITY THAT DOES ITS BEST TO PORTRAY ITSELF AS AN UPSCALE, INCLUSIVE COMMUNITY. I DON'T HAVE ANY SPECIFIC ASK FROM THE COUNCIL AND THE MAYOR. MY GOAL HERE IS TO MAKE YOU AWARE OF WHAT HAS BEEN GOING ON. IN CASE YOU DIDN'T KNOW. WE HAVE A SMALL BUT FIERCE GROUP OF PARENTS THAT IS GROWING EACH WEEK IS DEDICATED TO HAVING THIS POLICY RESCINDED. WE TRIED OUR BEST TO WORK WITH THE BOARD OVER THE LAST FOUR MONTHS, BUT WE'VE MADE NO REAL PROGRESS. AS WE SAID BEFORE. THIS POLICY IS NOT ONLY HARMFUL TO OUR CHILDREN, BUT IT'S ALSO AN EMBARRASSMENT TO OUR CITY. OUR SCHOOL BOARD WON'T PUT STUDENTS WELL BEING FIRST.

AND THEN LAST WEEK I ATTACHED TO UPDATED ELECTRONIC VERSION OF THE PROPOSED 2023 ANNUAL BUDGET TO THE CITY WEBSITE. FOLLOWING THESE DISCUSSIONS AFTER FURTHER REVIEW, AND HIS NEW INFORMATION HAS BECOME AVAILABLE TO NECESSARILY MAKE ANY UP, MAKE UPDATES TO THE APPROPRIATION ORDINANCE. TO PAY FOR INCENTIVES AND THEN INCLUSION OF A POSITION THAT WAS AROUND A RONI ASLEEP EXCLUDED IN THE ORIGINAL MHM IN THIS SPECIAL REVENUE FRIENDS WE HAVE THE SEVERANCE LIABILITY FUND HAD AN INCREASE TO INCLUDE AMOUNTS FOR ANTICIPATED SEVERANCE PAYOUTS, HELPING ALBANY FUND WE HAD INCREASED FOR THE INCLUSION OF ADDITIONAL UTILITIES IN LOOKING AT THIS. PREVIOUSLY WE WEREN'T INCLUDING SOLID WASTE THAT WAS JUST IN OUR GENERAL ACCOUNT. SO WE'RE NOW CHARGING THAT TO THE HEALTH OF NEW HARMONY FACILITY, UM VILLAGE CENTER TO FUND INCREASE IN THE AMOUNT OF 100 AND 5000 AND THAT WAS ESSENTIALLY INCREASED TO MATCH THE PROJECTED FUND BALANCE IN ORDER TO MAKE SURE THAT WE UTILIZE THAT TO PAY OFF. LOANS THAT THAT FUND PAYS FOR. MOVING ON TO THE CAPITAL PROJECTS FUNDS BOTH THE CAPITAL AND PARKING FERMENT FUNDS INCREASED BY $600,000 TO INCLUDE RESTROOM FACILITIES AT TWO OF THE DIFFERENT PROJECTS THAT WE HAVE GOING ON THERE. THE TAYLOR FARM PHASE TWO CONSTRUCTION AND ALSO THE RECREATION CENTER PICKLEBALL. AND THAT IS SOMETHING THAT, UM. MAY OR MAY NOT COME TO FRUITION. UH WITH THE ADDITION THE CAPITAL EQUIPMENT REPLACEMENT FUND, A DECREASE IN THE AMOUNT OF 125,000 WAS INCLUDED BECAUSE WE ACTUALLY MOVED THE PURCHASE OF A FORESTRY BUT BUCKET TRUCK TO 2022. THEY'RE ABLE TO GET A REALLY GOOD DEAL ON A TRUCK THAT BECAME AVAILABLE THAT MATCHED OUR NEEDS. UM AND THAT ALSO INCLUDED A INCREASE TO ADD AN ADDITIONAL TORNADO SIREN. AND ALSO THERE ARE A COUPLE OF LINES ON THERE THAT I HAD TO REMOVE RELATED TO SERVANTS, WHICH REPLACEMENTS THAT WERE ON THERE TWICE. THE ECONOMIC DEVELOPMENT CAPITAL FUND. THERE IS A LARGE DECREASE AS YOU PROBABLY SEE IN THE AMOUNT OF ABOUT $105 MILLION . IT'S INCLUDED, UM DUE TO AN ADJUSTMENT TO THE ANTICIPATED GRANT FUNDS THAT WE EXPECT FOR THE BUSINESS PARK. UM THE DECREASE WAS NETTED AGAINST MOVING SOME OF THE APPROPRIATIONS FROM 2022 TO 2023 FOR FUNDS THAT WE ALREADY HAVE. AND WILL NOT BE EXPECT FOR 2022. AS A REMINDER THE ORDINANCE ALLOWS FOR THE TRANSFER UP TO $10,000 BETWEEN APPROPRIATION LINE ITEMS WITHIN THE SAME DEPARTMENT AND FUND. IT'S A HELPFUL MANAGEMENT TOLD FOR ME TO BE ABLE TO USE THROUGHOUT THE YEAR WHEN NEEDS ARISE BETWEEN THE DEPARTMENTS.
