COUNCIL MEMBER FELLOWS COUNCIL MEMBER KISSED HERE. REMEMBER SHELL HERE WELLS ROUTE HERE? YES. VOTES TO SIX. YES SIX. PRESENT FOR THE FEBRUARY 7 23. REGULAR COUNCIL MEETING ACTION [4. ACTION ON MINUTES] ON THE MINUTES PART TONIGHT'S MEETING A COPY OF THE MINUTES FROM OUR MEETING ON JANUARY, 17TH WERE DISTRIBUTED TO COUNCIL MEMBERS. ARE THERE ANY ADDITIONS OR CORRECTIONS PROPOSAL MINUTES DIDN'T RECEIVE ANY CORRECTIONS THAN I WOULD MOVE FOR THE ADOPTION OF THE MINUTES BY CONSENSUS. ADDITIONS OR CORRECTIONS TO THE AGENDA, ANY ADDITIONS OR CORRECTIONS PROPOSED BY STAFFORD COUNCIL. HEARING A VISITORS. IS THERE ANYONE HERE FROM THE PUBLIC THAT WOULD LIKE TO ADDRESS COUNCIL REGARDING MATTER, NOT ON TONIGHT'S AGENDA. AND IT TAKES A [7. BOARD/COMMISSION REPORTS] SUPPORTING COMMISSION REPORTS ANY UPDATE FROM THE PLANNING COMMISSION MEETING PARKS AND TRAILS NO MANY ARCHITECTURE REVIEW BOARD MEETING. ZONING APPEALS SUSTAINABLE ADVISORY BOARD. NO MEETING. BUT BUT BUT, UH, JUST TAKE THE OPPORTUNITY REAL QUICK TO GIVE AN UPDATE ON WHAT? WHAT? WHAT IS PLANNED FOR THE WHAT? WE'RE KIND OF CALLING EARTH DATA ARBOR DAY CELEBRATION THIS YEAR. UM A LOT OF FUN STUFF. IT'S BIGGER PROGRAM THAN WE HAD LAST YEAR. ON EARTH DAY, WHICH IS SATURDAY, APRIL 22ND. WE'RE PLANNING ON AN EXPANDED WASTE DRIVE THAT'S GOING TO HAPPEN AT THE PUBLIC SERVICE COMPLEX FROM 92. UH THIS IS GOING TO INCLUDE THE WASTE, HAZARDOUS WASTE AND PAPER SHREDDING. PAPER SHREDDING CAVEAT IS TBD. WE'RE HAVING A LITTLE BIT OF TROUBLE SOURCING PAPER SHREDDER SINCE A LOT OF COMMUNITIES HAVE THAT EVENT THAT DAY, AND THEY TOOK HIM A LITTLE AHEAD OF THE CURVE THAN WE ARE SO THAT IS SOMETHING WE'RE HOPING TO HAVE ON EARTH DAY. BUT I KNOW CHIP YOU WERE PASSIONATE ABOUT HAVING A HAZARDOUS WASTE IS AN OPTION. THAT'S AWESOME. E WASTE. I DON'T KNOW IF YOU GUYS REMEMBER LAST YEAR WAS EXCEEDED ALL OF OUR EXPECTATIONS. UM SO I THINK HAVING IT UP THE SERVICE CENTER MAKES IT A LITTLE BIT MORE CONVENIENT SINCE WE WERE HAVING TO RUN VEHICLES DOWN FROM THERE LAST YEAR, ANYWAY, UM AND I WE CAN SEE WITH THE WAY THE COMPOST CENTER IN THE LIKE A PUMPKIN RECYCLING WENT UP THERE . I DON'T THINK IT'S A PROBLEM LIMITS ON THE HAZARDOUS WASTE SOMETHING LIKE PAINT AND INSECTICIDES. YEAH THERE'S PRETTY. WE'VE BEEN TALKING WITH THE DIFFERENT PROVIDERS LIKE IT'S VERY, UM, RESTRICTIONS ARE VERY STRINGENT ON KIND OF EXHAUST AND WHERE YOU PUT THESE THINGS AND THE EMPLOYEES THAT THEY HAVE THERE, SO IT'S MORE WORKING THROUGH ALL THOSE DETAILS, BUT IT CERTAINLY IS VERY CONTROLLED. COOL SO THAT IS ACTUALLY ON EARTH DAY SPECIFICALLY, NOW THAT WE'RE TRYING TO ROLL OUT A PASSPORT PROGRAM THE WEEK OF APRIL 23RD IT'S A PASSPORT THAT WILL INCLUDE THE SAME ACTIVITIES THAT PEOPLE CAN DO ON THEIR OWN THROUGHOUT THE WEEK. UM LIKE WALKING THEIR BACK TO SCHOOL, USING A ROOF USABLE SHOPPING BAG , CHECKING OUT A BOOK ABOUT THE ENVIRONMENT FROM THE LIBRARY, ORGANIZING COMMUNITY CLEANUP. UM SO THAT'S A. I DON'T KNOW IF WE HAVE WE LOCATED ONLINE EXPERT FOR THE PASSPORT, SO WE HAVE FOUND A PROVIDER THAT DOES MOBILE ONLINE PASSPORTS THERE. UM VENDORS BAND WANGO DANGEROUS REVIEWED A CONTRACT WITH SERVICE AGREEMENT WITH THEM YESTERDAY. AND SO THE IDEA IS THAT ESSENTIALLY YOU. IT'S AN APP YOU DOWNLOAD AND IT BE NEW ALBANY EARTH DATA ARBOR DAY, AND YOU COULD JUST IT'S ALL ON THE HONOR SYSTEM. BUT YOU COULD, UM BE DIFFERENT, LIKE BUTTONS THAT IF I IF I RODE MY BIKE TO SCHOOL I WOULD CHECK IN, UM AND SAID, I DID THAT. AND THEN IT KIND OF GAMER FIGHTS IT A LITTLE BIT SO THAT THERE COULD BE A COMPETITION AND THEN AT THE END OF EARTH DATA ARBOR DAY, WE COULD YOU KNOW, PEOPLE CAN COME AND SAY, I GOT THIS MANY POINTS AND I GET A SMALL GIFT FOR THAT. YEAH KIND OF INCENTIVIZING A LITTLE BIT STUDENT DRIVEN. UM, I DON'T THINK WE'RE ELIMINATING IT TO STUDENTS WOULD BE ANYBODY IN THE COMMUNITY COULD DO THE PASSPORT. I'M SURE THAT WILL PROBABLY OUR BIGGEST USERS PROMOTED THROUGH THE SCHOOLS WITH PETE AND EVERYBODY HAVE ONE STUDENT MEMBER ON THE ADVISORY BOARD. WE DO, BUT WE HAVE TO FACULTY MEMBERS TO HAVE SOME AMBASSADORS AT THE SCHOOL THAT WE'VE GOT SOME REALLY GOOD [00:05:01] AMBASSADORS. UM YES. SO UM, THAT I THINK WILL BE IT'S KIND OF EXTENSION. WE DID THE IN THE PARK LAST YEAR. WE KIND OF DID THE SCAVENGER HUNT THAT PETE LEAD AND IT WAS. IT WAS WELL RECEIVED THIS KIND OF EXPERIENCE THAT LETS PEOPLE CAN DO IT AT THEIR OWN PACE. YEAH UM, SO THAT WOULD BE THAT WOULD LAST THE WHOLE WEEK OF THE 23RD AND THEN, UH, FOR ARBOR DAY. OH GOING BACK FOR THAT WEEK WERE TRYING TO PUT AN SD ESCORT SPEAKER ON THE HEIGHTS CENTER AND SENIOR CONNECTIONS THAT WOULD BE FOCUSED ON SUSTAINABILITY, AND I DON'T KNOW IF PEOPLE BEEN ANY PRODUCTS. ANYBODY SPECIFIC YET? WE DON'T HAVE A SPECIFIC TOPIC YET, BUT THERE WOULD BE KIND OF A LECTURE GUEST LECTURE THAT COME IN AT THE HEIGHT CENTER. A SMALL, YOU KNOW, GUEST LECTURE. NOT ANYTHING. LIKE HAPPENS THAT COMMUNICATION RIGHT? BUT THAT WOULD BE ONE OF THE ACTIVITIES YOU COULD DO AND CHECK IN IN ORDER TO GET POINTS THROUGH THE PASSPORT. UM SO THAT IS THE WEEK OF THE 23RD AND THEN ARBOR DAY KIND OF FOLDS RIGHT INTO THAT AT THE FOLLOWING FRIDAY ON THE 28TH , WE'RE GOING TO DO OUR TYPICAL PROCLAMATION WITH THE CITY. UM AND THEN WE'RE GONNA WITH THE CITY FORESTER AND APPLES WERE GOING TO COORDINATE FOUR THROUGH 12. GREAT STUDENTS TO PLANT SAPLINGS AT REST. PARK NICE. UM AND THAT IF THE PASSPORT PROGRAM GOES OFF, AND WE'LL HAVE THE PRICE PICK UP ROSE RUN. THE TWO AND 46. I SPOKE TO A COUPLE OF BOY SCOUT TROOPS A WEEK OR TWO AGO, AND THEY WERE VERY INTERESTED IN FINDING ACTIVITIES THAT THEY COULD DO AND I MENTIONED MHM BIRTHDAY. MHM YEP . OUTREACH FOR US IS TO GO AND TALK TO SOME OF THE BOY SCOUTS, GIRL SCOUTS, BROWNIES CUB SCOUTS TO SEE IF THEY WANT TO PARTICIPATE IN SOMEWHERE. MY BIRTHDAY. YEAH SO ONCE WE HAVE THIS FINALIZED, OBVIOUSLY, WE'LL GET JOSH AND TEAM AND. PARTICIPATION WITH GOOD LAST YEAR, AND THAT WAS KIND OF SPUR OF THE MOMENT. SO I THINK THIS YEAR NOW WITH THE EXPANDED PROGRAM REALLY MAKE IT SOMETHING COOL. THANKS TO INDIANA AND EVENING FOR IN FRONT OF THESE DOWN TO AND MIKE MEAN. SINCE WE PUT EVERYTHING TO THE SERVICE CENTER NOW, RIGHT? HE DEFECTOR GETS SUCKED IN ANOTHER CITY ABILITY. STUFF SHOULD JUST BUILD UP YOUR COMMENT. I KNOW A COUPLE OF YEARS AGO WE HAD THE KEY CLUB AT THE HIGH SCHOOL OF HELP. UH WITH THE VICIOUS SPECIES REMOVAL I MEAN, THEY DIDN'T OPERATE THE CHAINSAWS, BUT WE HELPED DRAG OUT A LOT OF THAT. WOULD THAT WAS CUT. THAT MIGHT BE SOMETHING THE BOY SCOUTS CAN HELP TO. THAT PROJECT NEVER GOES AWAY. WE WORK ON THAT EVERY YEAR. THEY'RE VERY INTERESTED. WHETHER LEADERS THAT WAS TALKING CUB SCOUTS ERIN FOURTH GRADE, SO THEIR LEADERS ARE VERY INTERESTED IN FINDING PROJECTS THAT THEY COULD PARTNER WITH THE CITY ON HANDS SPECIFICALLY AROUND CLEAN UP ENVIRONMENTAL STOPS. THANK YOU. REMEMBER, WE DUMP TRUCKS AND STUFF WE PULLED OUT OF THEIR LAST SUMMER, IT WAS MIND BLOWING. HOW MANY WHAT WASN'T UNTIL THIS LAST YEAR THAT WE DID LIKE THIS. CLEAN UP LIKE OVER BY ROSE RUN UP TOWARD THE CEILING HOUSE THAT I REALIZED THAT ALL OF THAT WAS INVASIVE SPECIES. PRETTY MUCH THAT WAS LIKE BRUSHING CLEAR IF THERE ARE LIKE FOUR TREES LEFT JUST HIGHLIGHTS THE TELEPHONE POLES THAT ARE STILL THERE. YEAH BARKER'S LIKE TRYING TO HIDE USED TO LIVE ON THE SUGAR RUN AND YOU WALK UP SUGAR RUN, AND THERE'S TRASH IN THEIR TIRES, OLD BARRELS. AND JUST HAVING GROUPS KIND OF PARTNERING WITH THE CITY TO GO IN THERE AND DRAG THAT STUFF UP. ALL THOSE CREEKS WOULD BE AWESOME. GOOD IDEA. GOOD RECOMMENDATION, SO THAT'S IT FOR THE SUITABILITY OF ANY UPDATE FROM THE IDEA IMPLEMENTATION PANEL MEETING. I LOVED IT. CEMETERY RESTORATION BOARD MEETING AND NO MEETING THE PUBLIC RECORDS COMMISSION. ANY CORRESPONDENCE OR COMMUNICATION RECEIVED FROM COUNCIL THAT [9. I KNOW. AT FIRST READING, WE ASKED ME QUESTIONS BECAUSE OF THE SIZE AND LOCATION OF THIS ABOUT ANY SORT OF PASSIVE USE. I THINK YOU PROVIDED DECENT QUESTIONS ARE ANSWERS TO THOSE QUESTIONS. UM THIS ALSO IS A LITTLE BIT MORE FORESTED THAN THE OTHER. IS IT GOING TO JUST MAINTAIN THE CURRENT FEATURES THAT ARE THERE? YES YES. YEAH THERE'S RESTRICTIONS ON EXACTLY LIKE UH , LIKE CUTTING DOWN THE VEGETATION AND THINGS LIKE THAT WOULD ALSO BE IN THERE, OKAY? THIS LITTLE PARKING AREA THERE IF YOU WANTED TO. CARS COME IN. THEY CAN SIT AND NO BENCHES, PICNIC TABLES FOR THE YEAH, THE WHOLE AREAS. I THINK, AS WE DESCRIBED LAST TIME WAS NOT CAPABLE OF BEING DEVELOPED REVIEWS. MAJORITY OF THIS PARCEL IS CATEGORY THREE WEAPONS. OKAY MOST RESTRICTED IN PROTECTED BY GOT IT. CHEERFUL. WHAT WOULD HAPPEN AROUND YEAH, ANY JUST TO BUILD ON THAT. ANYTHING THAT WE DID DO WOULD HAVE WOULD HAVE TO GO AND GET EXPRESS PERMISSION FROM THE AGENCIES. BUT GOOD TAKEOFF AND LANDING YOUR EAR FOR THE GEESE. BIRDS WILL APPRECIATE IT. ORDINANCE 0 13 2023, NORTHERN'S TO ACCEPT A 9.417 ACRE CONSERVATION EASEMENT AS REQUESTED BY ROMANELLI AND HUGHES BUILDING COMPANY. THANKS MAYOR OF THIS. THIS ORDINANCE [00:15:05] AUTHORIZES THE ACCEPTANCE OF A CONSERVATION EASEMENT THAT'S GENERALLY LOCATED SOUTH OF EAST DUBLIN, GRANVILLE AND WEST OF HARLEM ROAD. JUST OUTSIDE THE CITY LIMITS THE CONSERVATION EASEMENT IT'S CREATE THAT'S BEING CREATED HERE IS REQUIRED, UM BY THE CONDITIONAL APPROVAL OF THE STORM, WATER DRAINAGE MANUAL TYPE THREE VARIANTS REQUEST THAT WAS ISSUED TO ROMANELLI AND HUGHES BY THE CITY OF COLUMBUS. AS A CONDITION OF THIS PERMIT AND RELATED APPLICATION MATERIALS. THE WATERCOURSE AND ADJACENT AREAS MUST BE PROTECTED BY A CONSERVATION EASEMENT, AND THIS AGREEMENT IS INTENDED TO SATISFY THAT CONDITION. SO WITH THAT STUFF HAPPENING, ANSWER ANY QUESTIONS? I KNOW THE CITY OF COLUMBUS IS THIS IN YOU'VE ALREADY PLAYED MEDICAL SCHOOL DISTRICT. THIS WOULD BE ACTUALLY CLUBS, SCHOOLS AND THE ROMANELLI AND USE DEVELOPMENTS ALSO IN COLUMBUS SCHOOL, SO IT'S AN INTERESTING LITTLE NOTCH INTO OUR. ACTUALLY THE SOUTHERNMOST HOME. ON MILBURN PLACE. REALLY? OKAY. NO. WEST SIDE OF UPON THE FRONT ON THE GOLF COURSE AND THE SCHOOL DISTRICT. OKAY REALLY, THROUGH THERE SO THAT PEACE BE CALLED ROBERT ON 55 ACRES 50 ACRES. COLUMBUS SCHOOL FIVE. THE GOLF COURSE, ISN'T ALL INTO. OH INTERESTING. SO THE LAND THAT FRONTS DUBLIN, GRANVILLE TO THE SOUTH. ALL THE WAY TO ALBANY PARK IS WHAT DISTRICT IS THAT? THAT'S ALL. AND THEN IT JUMPS BACK TO WHEN YOU GET DOMINIC PART BACK THEN APPLES. YEAH, AND THEN THE NORTH SIDE. WOW, DAD. REALLY SQUIRRELY. IT'S ALMOST AS LITTLE TURTLE. ALRIGHT THANKS, TOM. ANY ADDITIONAL QUESTIONS? ALL RIGHT, THEN WE'LL OPEN THE PUBLIC HEARING WHEN ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING ORDINANCE, 0 13 2023. CLOSE. THE PUBLIC HEARING IS VERY EMOTIONAL ON THE ORGANS. FOR THE ADOPTION IMPORTANCE. BOTH 13 2023 2ND. COUNCIL MEMBER TEST. YES MEMBER WILL TROUT COUNCIL MEMBER FELLOWS? YES COUNCIL MEMBER BRISK? YES STARTING? YES COUNCIL MEMBER SHOT? YES YES, FANS TO ADAPT ORDINANCE 13 2023. FRIEND JUST WANT TO THANK THE DEVELOPERS FOR GOING THROUGH THE PROCESS OF PERMITTING TO MAKE THESE PERMANENT CONSERVATION EASEMENTS THAT'S ALMOST 100 ACRES OF LAND THAT TREATED DIFFERENTLY. WITH CERTAINLY SOME EXPENSE COULD BE DEVELOPED, SO I APPRECIATE THE OPPORTUNITY TO REMOVE THAT FROM DEVELOPMENT OF SCHOOL DISTRICT. UH INTRODUCTION AND FIRST [11. RESOLUTIONS AND PUBLIC HEARING] READING IMPORTANCE IS WE HAVE NONE ON TONIGHT'S AGENDA RESOLUTIONS IN PUBLIC HEARING RESOLUTION ROO 8 2023, A RESOLUTION TO AUTHORIZE CITY MANAGER TO ENTER INTO A CONTRACT WITH MID STATES RECREATION. FOR THE PURCHASE OF PLAYGROUND EQUIPMENT FOR THE TAYLOR FARM PARK THROUGH A COOPERATIVE PURCHASING AGREEMENT IS AUTHORIZED AND QUALIFIED WORDS 123.1 B. STRONGLY? YES. THANK YOU. MAYOR AND COUNCIL. DO YOU GUYS MIND IF I JUST TELL YOU AND TO ADVANCE SLIDES? ALL RIGHT. THANK YOU. SO BACK IN 2020 WHEN EVERYONE WAS OUTSIDE BECAUSE THEY WERE SICK OF BEING IN THEIR HOMES. WE TOOK THAT OPPORTUNITY TO SURVEY THE PUBLIC AND DEVELOP A PARKS FRAMEWORK PLAN AND REALLY TRYING TO UNDERSTAND THE STATUS AND THE PERCEPTIONS ABOUT , UM, THE PLAYGROUNDS AND PARKS AND OPEN SPACES WITHIN THE COMMUNITY. THE RESULT OF THAT SURVEY AND WHAT WE LEARNED AND ALL THAT ANALYSIS WAS THE PARK'S FRAMEWORK DOCUMENT THAT REALLY HAS AN ANALYSIS AND A CATEGORY CATALOG. IT MAKES TYPOLOGY OF DIFFERENT PARKS WITHIN THE COMMUNITY, AND THEN IT ALSO DETERMINE WHAT NEEDS WE HAVE IN THE COMMUNITY FOR TYPES OF PARK IN PLAYGROUND SPACE IS AN ACTUAL KIND OF THE CHARACTERISTICS AND AMENITIES THAT WE NEED WITHIN THE COMMUNITY. SO TAYLOR FARM PARK WAS ONE OF THREE DESTINATION PARKS THAT ARE OUTLINED IN THE PARKS FRAMEWORK PLAN. THE OTHER ONE IS RESTAURANT PARK THAT'S ALREADY CONSTRUCTED. THE THIRD ONE IS KITZMILLER WETLAND PARK, WHICH IS IN THE BUDGET. I THINK FOR DESIGNED TO START IN 2024 SO THAT STUFF OFF KITZMILLER ROAD IF YOU'VE BEEN TO TARGET OR DRIVING DOWN DUBLIN GREENVILLE ROAD ANYTIME SOON, OR GOING TO CHILI'S, UM, YOU SEE, THERE'S A LOT OF ACTIVITY AT, UH AT THE PARK. PHASE ONE IS UNDER ACTIVE CONSTRUCTION, WHICH WERE VERY HAPPY ABOUT I THINK ALL THE TRAILS AND THE TRAIL NETWORK HAS BEEN GRADED MUCH OF IT HAS THE [00:20:05] STONE ON IT ALREADY. THE BOARDWALK WORK IS WHAT THEY'RE WORKING ON RIGHT NOW. SO THE ASPHALT ORDER WAS PLACED LAST YEAR, SO WE SHOULD BE FIRST IN LINE AND READY TO GO. UM AND THAT'S OUR GOAL IS TO HAVE EVERYTHING GRATED AND STONED AND GET ASPHALT AS SOON AS THOSE PLANTS OPEN IN THE SPRING, AND SO WE CAN OPEN THE FIRST PHASE OF THE PARK. AT THE SAME TIME, WE HAVEN'T STOPPED, UM WITH DESIGN OF THE SECOND PHASE BECAUSE WE WANTED TO KIND OF BE ABLE TO ROLL RIGHT INTO THAT. SO AS YOU GUYS KNOW, AND UPDATED COUNCIL KIND OF AS WE, UM, DESIGN HAS, UM PROGRESSED, I GUESS. OVER THIS YEAR THERE ARE THREE MAIN COMPONENTS OF THE SECOND PHASE OF THE PARK. UM PLAYGROUND IS WHAT WE'RE GOING TO TALK ABOUT TONIGHT. BUT THERE'S ALSO THE COMMUNITY GARDENS AND THEN, UM KIND OF BUILDING MORE WILDLIFE HABITATS FOR BIRDS, AND ACTUALLY, I'VE HAD A COUPLE OF MEETINGS WITH THE BOY SCOUT THAT IS INTERESTED IN BUILDING SOME BIRDHOUSES FOR THE PART, SO I THINK THERE'S A LOT OF INTEREST FROM A LOT OF PEOPLE IN TAYLOR FARM PARK. SO THE PLAYGROUND COMPONENT, UM IS A BIG PART OF WHAT THIS PARK IS GOING TO BE, AND WE HAVE CITED IT. IN A LOCATION. THAT'S A LITTLE BIT UM, YOU KNOW, ATYPICAL. THERE ARE TWO REASONS BEHIND THAT ONE IS WE'RE TRYING TO CREATE DIFFERENT EXPERIENCES FOR PEOPLE TO COME TO THIS PARK . WE DON'T WANT THIS TO BE SOMETHING THAT YOU JUST GO AND YOU DO ONE THING AND THEN YOU NEVER COME BACK. WE ALSO DON'T WANT IT TO BE SOMETHING THAT YOU PARK AND THEN YOU JUST HAVE THAT PLAYGROUND RIGHT THERE. WE WANT TO MAKE AN EXPERIENCE AND HAVE PEOPLE KIND OF COME ALONG THIS PLAYGROUND OR SEE THE PLAGUE, ETC. A GLIMPSE OF THE PLAYGROUND FROM DUBLIN GRANVILLE ROAD AND BE LIKE, WHAT IS THAT, LIKE WE HAVE TO GO BACK THERE, AND WE HAVE TO KIND OF EXPLORE THIS AREA, SO WE HAVE LOCATED THE PLAYGROUND IN THE RED BOX THAT IS IN THE MIDDLE OF THE PARK. I'M ACTUALLY GONNA GIVE YOU GUYS AN UPDATE UNDER THE CITY MANAGER'S REPORT ON SOME OTHER ASPECTS OF THE PARK. WHICH WILL, UM THIS LOCATION WILL MAKE A LITTLE BIT MORE SENSE AFTER YOU SEE SOME OF THOSE SLIDES, BUT THIS IS ONE OF THE TWO AREAS WHERE WE HAVE SOME FLEXIBILITY ON WHAT WE DO ON THE PARK BECAUSE WE'RE OUTSIDE THE OHIO EPA COVENANT BOUNDARY THAT WE HAVE FROM THE FORMER PROPERTY OWNER IN THE E P A AND RELATIONSHIP TO THE WETLAND MITIGATION BANK THAT IS ON THE PROPERTY. WE HAVE SOME FLEXIBILITY HERE AND WERE ABLE TO LOCATE THE PLAYGROUND IN THE MIDDLE OF THE SITE. YOU CAN SEE THE HUNT WHAT WE CALL THE HOMESTEAD WHERE THE HISTORIC HOUSES. THAT'S WHERE THE DRIVEWAYS AND PARKING AREA WILL BE. CAN YOU ADVANCE THIS SLIDE, PLEASE? SO THIS IS A LITTLE BIT CLOSER. THAT RED LINE IS THAT THE E P A COVENANT BOUNDARY THAT I TALKED ABOUT. SO WE HAVE RESTRICTIONS. UM INSIDE THAT BOUNDARY, AND WE DON'T HAVE THE SAME RESTRICTION. WE DON'T HAVE RESTRICTIONS OUTSIDE THE BOUNDARY RELATED TO THE E P A. SO WE TOOK THIS PLAYGROUND OFF OF THE MAIN SEE A POINTER. OFF OF THE MAIN PATH SYSTEM, WHICH IS THAT KIND OF ARCTIC, UM, DASH LINE THAT YOU SEE, AND IT'LL BE A COMBINATION OF, UM THANKS, JIM. WILL BE A COMBINATION OF FLAGSTONE PATH. HOW TO USE THIS. CAREFUL YOU PUT I'LL WELL. THAT'S THE LAWYER. SO THIS IS THE MAIN PATH THE PRIMARY PATH THAT ARE BEING INSTALLED. PHASE ONE. WE'RE TAKING A FLAG, FLAGSTONE AND AGGREGATE PATH THAT WILL LEAD OFF THE MAIN PATH SYSTEM. THE AGGREGATE IS SIMILAR TO WHAT IS AT THE VIRTUAL KIT ROSE RUN. IT'S A LITTLE MORE NATURAL COUNTRY OR SURFACE. IT'S PERMEABLE, AND THEN WE'VE DIVIDED THIS UP INTO TO PLAY AREAS. UM ON EITHER SIDE OF THIS LOOPED PATH. UM AND THEN WE ARE PROPOSING RUBBER RIGHTS PLACE SURFACES ON ALL OF THE PLAY AREAS. THIS IS ALSO COMING FROM A RECOMMENDATION FROM THE PARK'S FRAMEWORK PLAN IS TO INCREASE THE ACCESSIBILITY OF ALL OUR PARKS, AND THIS IS A WHEELCHAIR ACCESSIBLE. IT'S THE BEST SURFACE FOR PEOPLE WITH ANY, YOU KNOW, ARRANGEMENT ABILITIES AND AGES, THEY CAN BE ACCOMMODATED. CAN YOU ADVANCE ASIDE? SO ONE THING WE'VE LEARNED WITH THE PARK FRAMEWORK PLAN. UM AND SOME OF OUR EXPERIENCE WITH THESE PLAYGROUNDS. WE HAVE A LOT OF PLACES BASES. MOST OF OUR PLAYGROUND SPACES ARE DEDICATED TO 2 TO 5 YEAR OLDS. WE DON'T HAVE A LOT OF PLAY SPACES FOR 5 TO 12 YEAR OLDS WHEN YOU PURCHASE PLAYGROUND EQUIPMENT. THOSE ARE THE TWO CATEGORIES THAT IT COMES IN. WE'VE BECAUSE THIS IS A DESTINATION PARK. WE'VE DECIDED THAT WE WANT TO ACCOMMODATE ALL THOSE AGES AND ALL THE ABILITIES AND SO WE DIVIDED THIS INTO TWO DIFFERENT SEGMENTS THE 2 TO 5 PLAY AREAS OUTLINED HERE, UM AND THIS WILL CONTAIN THESE ARE THE DIFFERENT [00:25:04] PIECES OF EQUIPMENT. SO THE BIGGEST PIECE OF EQUIPMENT IS WHAT'S CALLED A LOG TANGLE. UM AND THAT IS UP HERE. THIS HAS DIFFERENT PLATFORMS AND THE SLIDE, BUT IT'S LOWER. IT'S A LITTLE BIT SAFER BECAUSE IT'S FOR THE LITTLE ONES. AND THEN WE HAVE COMBINATIONS OF STEPPING CLUSTERS WON'T STEPS WE HAVE A LOT OF PILE, WHICH IF YOU GUYS HAVE BEEN TO JAMES RIVER, WE HAVE ONE OF THOSE PIECES OF PUTTING IT OUT THERE. AND THEN WE HAVE A DOUBLE BAY. UM SWINGS RIGHT HERE ON THIS SECTION THAT WOULD INCLUDE TWO TAUGHT SWINGS. AND THEN TO 80 ACCESSIBLE SWING. CAN YOU EX SLIDE, PLEASE? AND THEN ON THE 5 TO 12 YEAR OLD SIDE. IT'S QUITE BIGGER BECAUSE WE DON'T HAVE A LOT OF THIS EQUIPMENT ALREADY IN THE COMMUNITY. UM AND SO WE CAN FOLLOW ALONG WE HAVE. THIS IS LIKE SAME DOUBLE BAY. WE HAVE SOME OF THESE SMALLER PIECES OF EQUIPMENT LIKE THE BULK STILTS AND THE NOTCH PLAY POST. WHEN YOU PUT THESE THINGS TOGETHER, KIDS CAN CLIMB ONE AT A TIME OR THEY CAN CLIMB TO COME IN AND EIGHT FT IN A 10 FT HEIGHT. WE ALSO HAVE A PRETTY BIG LONG TANGLE, WHICH IS RIGHT HERE. NUMBER SEVEN. THERE'S FOUR DIFFERENT PLATFORMS WITH THE LOFT ANGLE. SLIDES UM DIFFERENT WAYS TO GET UP TO IT. AND THEN THERE'S THIS LARGE NET IN THE MIDDLE. IF YOU GUYS HAVE BEEN TO THE NEWER CHILDREN'S PLAY AREA AT FRANKLIN PARK CONSERVATORY, THEY HAVE ONE OF THOSE BIG NETS THAT KIDS CAN KIND OF. JUST SIT IN AND YOU LOOK DOWN AND YOU'RE SUSPENDED, SO IT'S PRETTY COOL. THAT'S WHAT'S IN THE MIDDLE OF THIS PIECE OF EQUIPMENT. AND THEN MAYBE THE MOST DRAMATIC PIECE OF EQUIPMENT THAT'S BEING PROPOSED. IS THIS LOG TOWER NUMBER FIVE. SO THIS IS 23 FT. TALL, UM THE SLIDE IS SET AT 15 FT. AND IT IS INTERIOR CLIMBING PIECE OF EQUIPMENT AND SO THE FIRST TWO LEVELS YOU CAN CLIMB IN AND OUT, BUT AS YOU GET TO THE TALK, YOU, UM THERE'S A STAINLESS STEEL ANTI CLIMATE ON THE OUTSIDE SO YOU CAN'T GET ANY HIGHER THAN WHAT THE STANDARDS SAY YOU CAN A CHILD CAN CLIMB, BUT FROM THE INSIDE, IT'S PERFECT. IT'S IN COMPLETELY ENCLOSED. BUT IT'S ALSO TRANSPARENT SO PARENTS CAN SEE IN AND OUT AND THERE'S SAFETY THERE AND THEN YOUR REWARD FOR MAKING IT TO THE TOP. IS THIS REALLY KIND OF FAST AND SLICK? UM SLIDE DOWN TO GROUND LEVEL? PRETTY EXCITED ABOUT THAT. ALL OF THIS. I WILL SAY THIS PLAY EQUIPMENT. UM IS REALLY ABOUT YOU KNOW, ADULTS TEND TO ACCOUNT SLIDES AND SWINGS AND THINGS THAT'S WHAT MAKES A PLAYGROUND. WE FORGET THAT KIDS STILL HAVE BIG IMAGINATIONS. THEY LIKE TO MOVE THEY LIKE TO LIKE, YOU KNOW, PRETEND THEY'RE IN A TREE TRUCK TREAT TOP AND SWINGING FROM THE TREES, AND THAT'S REALLY WHAT THEY CARE ABOUT. SO WE'VE ADDED THE SLIDES IN THE SWINGS TO MAKE SURE LIKE WE'RE ACCOMMODATING EVERYTHING, BUT I REALLY THINK IT'S THIS CLIMBING EQUIPMENT, WHICH IS GOING TO MAKE THIS A REALLY FANTASTIC SPACE. WE ALSO HAVE THIS GIANT ROPE SWING AND HAVE A PICTURE A LOT ON THE NEXT SLIDE. THAT WILL BE RIGHT HERE IN THEN YOUR TWO ADDITIONAL THINGS WE CAN CHECK THAT BOX. MAKE SURE WE HAVE ENOUGH SWINGS FOR EVERYBODY. NEXT SLIDE, PLEASE. AND THESE ARE JUST PICTURES OF THIS EQUIPMENT IN ACTION. UM, SO THERE'S A LONG PILE. THIS IS HOW KIDS CAN FIND THOSE NATURAL PLAY POST. THIS IS ALL ABOUT MOVEMENT AND COORDINATION AND BALANCE. IT'S NOT THIS PRESCRIBED ROUTE THAT THIS IS HOW I USE A PIECE OF PLAY EQUIPMENT. IT'S SUPPOSED TO SPUR THE IMAGINATION AND HELP KIDS UP GROSS MOTOR DEVELOPMENT. THERE'S A PICTURE OF WHAT THAT GIANT ROPE SWINGERS LIKE, YOU KNOW, ONE KID CAN USE IT AND YOU CAN HAVE A SMALL LITTLE SWING. YOU COULD HAVE THREE OR FOUR KIDS TOGETHER AND GET IT REALLY GOING, BUT YOU ALSO NEED TO WORK TOGETHER AND COMMUNICATE AND COORDINATE WITH PEOPLE SO THERE'S A LOT OF BENEFITS. I THINK THAT HAPPENED ON PLAYGROUNDS THAT END WITH PLAY THAT MAYBE AS ADULTS. WE DON'T REMEMBER. UM AND THEN A COUPLE OF FUN THINGS THAT YOU ADDED THERE. I THINK THERE ARE TWO OF THESE, UM MOUNT SLIDES SO WELL. GRADE UP AN AREA AND THEN PUT THESE SLIDES ACTUALLY IN THE EARTH SO KIDS CAN RUN UP. INSIDE, DOWN OR RUNNING UP AND DOWN THE HILLSIDE. SO WE'RE PRETTY EXCITED. I THINK THE DESIGN TEAM THAT PLAYGROUND CONTRACTOR UM REALLY THINKS IT'S GOING TO BE AMAZING PLAY EXPERIENCE AND OFFER A LOT OF PLAY VALUE. UM FOR THE COMMUNITY . IT CHECKS A LOT OF BOXES FROM WHAT WE HEARD. FROM OUR SURVEY WE DID IN 2020 AND WHAT THE PARK FRAMEWORKS AND RECOMMENDS UM SO THE REASON WE ARE BRINGING THIS OUT TO YOU TONIGHT, SEPARATE FROM THE REST OF THE PARK CONSTRUCTION IS WE'VE LEARNED SOME LESSONS FROM 2022. IT'S [00:30:05] HARD TO GET THINGS AND WE'VE BEEN FORCED TO BE A LITTLE BIT CREATIVE. AND SO BY PURCHASING THIS UNDER THE COOPERATIVE PURCHASING PROGRAM, WE WILL BE ABLE TO ADVANCE THAT ORDER PLACE THAT NOW. WE'RE LOOKING AT WHAT WAS LIKE SIX MONTHLY TIMES ARE NOW RUNNING ABOUT FOUR MONTHS, SO THAT WOULD STILL PUT US IN A SUMMER TIME FRAME TO GET THIS DONE, WHICH I THINK WOULD BE FANTASTIC TO BE ABLE TO OPEN THAT. FOR THE COMMUNITY, SO THE COST OF THE PLAYGROUND IS ABOUT $1.58 MILLION. WE HAVE A $5 MILLION. BUDGET IN THE CAPITAL BUDGET. FOR ALL THE PHASE TWO COMPONENTS, AND WE'RE WORKING TO DESIGN THE REST OF THESE TWO WITHIN THAT BUDGET AMOUNT. THAT QUESTION. JUST BASED MAINLY ON SAFETY OF THE EQUIPMENT AND OF THAT AREA BACK THERE. I'M ASSUMING THAT. SURE THIS PLAYGROUND EQUIPMENT HAS BEEN PASSED BY SOME NATIONAL SAFETY STANDARDS BOARD AND EVALUATED AS SUCH TO BE YEAH, EQUIPMENT. THAT'S IT'S ALL TOWARDS, UM TO A STM STANDARDS. IN THE NEXT WOULD BE IS THERE BECAUSE THESE ARE SET BACK OFF THE ROADWAY A BIT IF THERE IS AN INJURY OR SOMETHING WHERE WE NEED AN EMS SQUAD BACK THERE. DESERVE GOING TO BE ENOUGH. UH WIDE ENOUGH PAN TO GET EQUIPMENT THE EQUIPMENT WOULD BE ABLE TO USE THE PAST THE LEADER TRAIL PASS TO GET BACK HERE. WE ALSO HAVE AND WE HAD A MEETING TODAY ABOUT THE LOCATION OF PUTTING A CAMERA BACK HERE SO THAT WE'D HAVE AN INFRARED CAMERA THAT WE'D BE ABLE TO BE ACCESSED AND MONITORED ELECTRICITY OR THAT THE SOLAR UH, ELECTRICITY BACK THERE THERE SO THAT WE TALKED ABOUT THAT TODAY. UH THAT'S SOMETHING WE'RE KIND OF WORKING THROUGH BECAUSE OUR OUR PARK HOURS OR DUST TILL DAWN SO THERE IS A JUST A DISCUSSION ABOUT YOU WANT TO LIGHT IT? DOES THAT ENCOURAGE PEOPLE TO BE THERE WHEN IT'S NOT OPEN? YOU KNOW, MAYBE THERE'S SOME SAFETY THAT'S MOTION SAFETY LIGHTING THAT'S MOTION ACTIVATED THAT COULD BE INCLUDED AT THE NORMANDY LINKS PART WE HAD ISSUES WHERE TEENAGERS ARE COMING IN THE EVENING AND THEN THEY WERE LIKE PUTTING GRAFFITI ON THINGS AND THE DECISION WAS THAT YOU, YOU THE CITY PUT UP MOTION LIGHTS. SO SOME BUT IT DID COME UP IN THE EVENING WAS LIT UP. SO IT SEEMED TO HELP THE PROBLEM. YEAH PLANNING ON GETTING THAT PARKING LOT. WE ARE SO IT WILL BE GATED AND CLOSE AT DOES AND OPEN BACK UP AT DAWN. IT'LL PROBABLY BE SUCH THAT IF YOU'RE SO SAY YOU'RE ON THE TRAILS. IN THE SUN GOES DOWN AND YOUR PART THERE IT'LL BE, UH, TRIP. YOU CAN TRIP IT TO LEAVE, BUT YOU WON'T BE ABLE TO COME IN. AND SWIMMING. CHIEF, PLEASE, UH PLEASE WILL MONITOR THAT PATROL IT ON THEIR BIKES OR WHATEVER ELSE AS WELL. AND I KNOW IT'S A SMALLER SAMPLE SIZE. BUT I SHOWED THESE PICTURES, SUITABLE CHILD CHILDREN AND THEY WERE REALLY EXCITED ABOUT IT. I THINK THIS IS THE TYPE OF EQUIPMENT THAT, UM, THEIR AGE USUALLY GRAVITATES TOWARDS THAT SORT OF OUTDOOR NATURAL PLAY. UM, IT REMINDS ME OF MY FAVORITE PARKING MOST OF ALL OF THESE ELEMENTS WHERE KIDS CAN GO EXPLORING NATURE. I LOVE THAT, UM, THE DELINEATION BETWEEN YOUNGER COULD PLAY AN OLDER KID PLAY BUT STILL HAVING IT SET SO THAT THE BIG KIDS CAN GO PLAY ALONG, BUT PARENTS USE WITH THE YOUNGER KIDS, UM I THINK IT LOOKS REALLY GOOD. I DON'T KNOW WHAT PARK YOU'RE GOING TO IN WESTERVILLE, BUT THEY DO HAVE ONE THAT USES THE SAME EQUIPMENT LINE. IT'S THE ONE THAT HAS THE HOUR. I DON'T KNOW IF YOU'VE BEEN THERE STONE PART. OKAY THAT'S EXACTLY GREAT PARK PARK AND IT'S. IT'S HAS THAT NATURAL ELEMENTS AND KIDS ARE JUST LIKE RUNNING FROM PLACE TO PLACE. AND, YEAH, YOU MENTIONED A DURING THE COUPLE OF ACCESSIBLE SWINGS. ARE THERE ANY OTHER ACCESSIBILITY FEATURES IN THIS? YES. SO EVERY BECAUSE WE WERE ARE PROPOSED TO USE THAT IMPORTANT PLACE RUBBER SURFACE, EVERYTHING WILL BE ACCESSIBLE FROM THE GROUND LEVEL SO YOU MAY NOT BE ABLE TO GET TO THE TOP OF THE 23 FT TOWER, BUT YOU WILL BE ABLE TO GET TO GROUND LEVEL MOUNTED. PIECES OF EQUIPMENT TO STILL HAVE THAT ABILITY TO ENJOY THE PLAYGROUND. AND DO YOU KNOW , LIKE I MEAN WHAT YOU TALKED ABOUT, LIKE THE WAY TO GET IN THERE. UH WE BE ABLE TO GET LIKE SOMEBODY THAT'S ON A WHEELCHAIR . WILL THEY BE ABLE TO GET UP TO [00:35:04] THE PLAYGROUND? IS THAT GOING TO BE AN ISSUE WHERE THEY HAVE TO DRIVE THEM FROM LIKE THE PARKING LOT? YEAH WILL BE ALL PAVED SURFACES WILL BE OKAY. WILL BE ABLE TO GET THERE EITHER FROM THE PARKING LOT. THOSE WILL BE ALL ASPHALT. WHETHER IT'S PERMEABLE OR TYPICAL ASPHALT, AND THEN THERE WILL BE A FLAGSTONE PATH. AND THEN ALSO THAT, UM, AGGREGATE IS COMPACTED . SO IT IS A VILLAGE. THERE'S AN ABILITY FOR A WHEELCHAIR TO GO ON TOP OF IT. THAT WAS MY CONCERN. THANK YOU. ADRIAN ON THE. 1.58 MILLION THAT WE'RE LOOKING TO SPEND HERE. YOU HAVE 12 THINGS UP THERE THAT WE'RE LOOKING AT, AND MY ONLY CONCERN IS CHIP. IT KIND OF TOUCHED ON IT AND JUST WANT TO BE REASSURED , AND I WANT TO MAKE SURE THAT WHAT WE PUT OUT THERE IS FUN AND ACTIVE. AND NOT MAYBE AS PASSIVE AND IT'S SAFE AND I LOOKED AT THAT NOTCHED PLAY POST KIND OF MAKES ME A LITTLE BIT NERVOUS. I FEEL LIKE YOU CAN SEE SOME KIDS FALL FROM THAT, AND IS THERE OTHER OPTIONS OF PLAYGROUND EQUIPMENT THAT WE COULD MAYBE SUBSTITUTE IN AND OUT IF YOU KNOW, OR IS THIS KIND OF EVERYTHING. YOU KNOW WHAT I MEAN? WE WANTED A BABY. TAKE ONE OUT AND PUT SOMETHING ELSE IN THERE'S DIFFERENT OPTIONS. I MEAN, I THINK, UH, FROM A DESIGN. POINT OF VIEW, WHICH TRIED TO OFFER A RANGE OF OKAY, YOU KNOW DIFFERENT LEVELS OF CHALLENGE FOR KIDS. AND SO THERE ARE THINGS THAT MAYBE ARE LESS RISKY. AND THEN THERE'S A 23 FT CLIMBING TOWER. THE PORTER PLACE SURFACE IS A IS A VERY SAFE SURFACE. AND SO IT'S THAT IT GIVES ITS THAT BOUNCY SURFACE THAT'S SUPERIOR TO MULCH OR ANYTHING THAT WE'VE HAD IN PLAYGROUNDS BEFORE. I MEAN, I DO THINK THERE IS A LEVEL OF RISK WITH THOSE NOTCH PLAY POSTS. IF YOU'RE GOING TO THE YOU KNOW IF YOU'RE NOT COMFORTABLE YOU DON'T HAVE TO CLIMB TO THE EIGHT FT HIGH LEVEL, BUT MAYBE YOU PLAY ON YOUR CLIMB ON TO THE FIRST NOTCH. BUT THERE IS THERE IS, UH . INTENTIONAL EMPHASIS ON CREATING KIND OF CHALLENGING PLAY EXPERIENCES FOR KIDS AS WELL TO HAVE THAT OPTION. IT DOESN'T MEAN THAT WE HAVE TO INCLUDE THOSE IN THE IN THE PLAN OR NOT. OKAY. I WOULD. JUST BE CONCERNED. I JUST DON'T WANT TO PUT THE CITY AT RISK. THAT'S ALL. DO YOU REMEMBER? PLAYGROUNDS LOOK LIKE ON YOUR KIDS. THEY WERE ALL DEATHTRAPS. YEAH, REMEMBER WHEN WE USED TO NOT SUE IF WE FELL OFF THE STRING, I DO THINK THAT THEY'RE SIMILAR TYPE OF PIONEER EQUIPMENT AND THEN LIKE IN THE PRIMARY OBEDIENCE, SCHOOL PLAYGROUNDS KIDS CAN GET REALLY HIGH. YEAH. FREQUENTLY BREAK THEIR ARMS BEFORE THEY GO ON SPRING BREAK OR SUMMER VACATION . THE WORLD YEAH. NOT JUST IN THOSE POST THEIR PERMANENT OR DO THEY GET THE MOVE THEM THEIR PERMANENT. THEY'RE CUT INTO INTO THE WOODS. YOU DON'T HAVE TO GIVE THEM AN AX. JUST RECALL WHEN THE NEW PLAYGROUND OPEN AT SCHOOL, AND WE WENT OVER TO PREVIEW IT AND TAKE A LOOK AND CAMERA. ONE OF YOU GOT STUCK UP THERE. REMEMBER IT WAS NOT ME. UH I DIDN'T GO UP THERE SO I DIDN'T GET STUCK. I DON'T REMEMBER WHAT YOU WANT TO WATCH. REMEMBER MIKE GOING ALL THE WAY UP THERE? I WAS VERY IMPRESSED. THAT WAS MIKE. I GOT STUCK GROWING OPPORTUNITY. I THINK MOST OF THOSE FEATURES OF THE SCHOOL THOUGH, IF YOU'RE NUMBER. THEY HAD DIFFERENT LEVELS THAT IF YOU DIDN'T FALL, IT HAD A BASKET. IT'S A CERTAIN LEVEL THAT WOULD CATCH YOU. AND SO YOU KNOW, I SEE IT LOOKS LIKE MAYBE THAT LOG TOWER FIVE HAS SIMILAR SAFETY PRECAUTIONS IF THEY DO CLIMB UP THAT THERE'S AREAS THAT IT LOOKED. I DON'T KNOW IT LOOKS LIKE IT FROM HERE. MAYBE NOT, BUT I JUST DIDN'T SEE ANYTHING LIKE THAT IN THE NOTCH PLAY POST. THAT'S ALL. UM I MEAN, THIS IS WHEN WE FIRST PURCHASED THE PROPERTY AND THE RESTRICTIONS WERE TOLD THIS FAR EXCEEDS ANYTHING THAT I THOUGHT WE WERE GOING TO BE ABLE TO PUT OUT THERE VERY HAPPY ABOUT UM I MEAN, I DON'T WANT TO LOOK AT OUR PARKS IN A VACUUM WE TALKED ABOUT. I MEAN, KITZMILLER WAS KIND OF GOING TO BE THAT ONE THAT CHECKED ALL THE BOXES AND I'M GLAD THAT WE CAN KIND OF DO IT SOONER THAN THEN. BECAUSE REALISTICALLY. KITZMILLER PARK. MAYBE 2026 27 IS THAT IF WE'RE STARTING TO PLAN IN 24 YEAH, I MEAN, SO. I'M VERY HAPPY THAT WE CAN GET SOMETHING. YOU KNOW, WE REALLY DON'T HAVE I CALL IT VERTICALITY OTHER OUTSIDE THE SCHOOL. AND FOR SOME REASON, WE HAVE COMMUNICATED WELL ENOUGH OR PEOPLE JUST DON'T FEEL COMFORTABLE GOING TO THE SCHOOL, YOU KNOW, EVEN IN THE SUMMERTIME CAN'T DO IT DURING THE DAY. YOU CAN'T DO IT DURING THE DAY. UM BUT EVEN IN THE SUMMERTIME, I FEEL LIKE A LOT OF FAMILIES. [00:40:04] JUST DON'T YOU KNOW, THEY DON'T KNOW IT DOESN'T CROSS YOUR MIND. BUT I FEEL GOOD NOW THAT THE CITY WILL HAVE A DESTINATION PARK. AND I LOVE THE FACT THAT IT'S. IT'S NOT EASY. I LIKE THE FACT THAT YOU GOTTA GET OUT OF YOUR CAR AND YOU GOTTA WALK A LITTLE BIT, AND IT'S SURROUNDED BY PATH, WHICH I THINK COULD ENCOURAGE FOLKS TO ACTUALLY GET OUT IN THE PARK AND USED OTHER AREAS INSTEAD OF JUST YOU KNOW, SITTING IN THERE, YOU KNOW, GETTING OUT AND PARKING AND BEING THERE SO THIS IS THIS IS EXCITING. UM I THINK THIS IS WHAT KIND OF NOW THE SECOND WE'VE GOT A PARKER POCKET PARKS ARE FINE. BUT THIS IS LIKE SOMEWHERE THAT WE CAN DIRECT YOUNG FAMILIES TO GO TO WAR. WE ALLOWING ALLOWING BICYCLES BACK ON THOSE PATHS. WE ARE YEAH. AND IF YOU GUYS REMEMBER, I THINK IT WAS PROBABLY FOUR YEARS AGO. NOW, UM, BUT THAT DURING ROSE RON. I HAD WORKED WITH A CLASS OVER AT THE, UM THINK THEY WERE FIFTH GRADERS CAN'T REMEMBER. AND THEN THEY CAME AND PRESENTED SOME OF THEIR IDEAS THAT THEY WANTED TO DECLINE OVER. UM HMM. MAYBE OVER DUBLIN GRANVILLE ROAD . I MEAN, THEY HAD SOME. THEY HAD SOME FUN IDEAS, BUT I MEAN, A LOT OF THIS WAS INSPIRED BY THEIR IDEAS AND KIND OF THEIR ENTHUSIASM AND WHAT THEY WANTED OUT OF THEIR PARTS. AND I THINK I'M GLAD YOU THINK THAT THIS FITS THAT BILL YEAH. I MEAN, I LOVE ROSE RYAN. AND ROSE. 12 IS GOING TO BE GREAT, BUT YOU KNOW THE FEATURES. THERE AREN'T NECESSARILY DRAWING KIDS. IN ONE FEATURE OF THE WOOD AND YOU KNOW THE KIND OF LIKE THE LOGS THAT WE GOT IN STEP CLUSTER. UM BUT THE CREEK IS THE BIG DRAW FOR KIDS AT ROSE, RUN, UM NOT NECESSARILY PLAY EQUIPMENT. SO I THINK ROSE. RON STILL HAS THAT ROLE AND YOU KNOW, FOR COMMUNITY KIND OF PASSED THROUGH THERE. BUT THEN THIS, I THINK WILL BE THE TRIAL THAT WILL ACTUALLY BRING FAMILIES, TOO. YOU KNOW, SPEND SOME TIME AT TELEPHONE. I AGREE WITH YOU, CASEY. I THINK IT'S I THINK WE REALLY NEEDED IT. IT'S GOOD RESTAURANT. YEAH NO, I AGREE, AND I THINK WE NEED MORE ACTIVE PLAY. AH AND THIS IS REALLY GOING TO BE A BIG START TO THAT. I DO, THOUGH, WISH JUST TO TELL ONTO THAT THAT WE COULD GET THE MESSAGE OUT A LITTLE BETTER THAT WE HAVE THAT PHENOMENAL PLAYGROUND. YEAH RIGHT THERE IN THE CENTER. I KNOW LIKE MY NEPHEWS. KIDS ARE OVER THERE ALL SUMMER LONG, AND WE SHOULD PROMOTE THAT AS PART OF IT. WE SHOULD SAY HERE'S ALL THE PLACES WE'VE GOT. YOU KNOW WHEN WE PROMOTE THIS, IT WOULDN'T HURT TO ALSO SAY, AND WE ALSO HAVE THAT, YOU KNOW, RELATIVE. CHILDREN CHILDREN THAT ARE RELATIVES OF MINE TO THE PLAYGROUND AND THEIR JOB DROPS. LIKE OH, MY GOD! SCHOOL PLAYGROUND IS INCREDIBLE ASSET RIGHT IN THE CENTER OF TOWN THAT OTHER THAN DURING SCHOOL HOURS, WHICH MOST KIDS ARE IN SCHOOL DURING SCHOOL HOURS IS A GREAT ASSET. THEY LEAVE WIDE OPEN FOR US, AND I JUST THINK IT WOULD BE A GREAT OPPORTUNITY AS WE ADVERTISE THIS TO ALSO REMIND PEOPLE THAT THEY ALSO HAVE THAT SO AND THAT'S WHAT YOU HAVE THE 2 TO 5 A PLACE TO PLAY DURING THIS FULL DAY HERBAL. IT'S NOT. I THINK THE PARTNER PARTS WILL BE CONVENIENT YOUR NEIGHBORHOOD YOU CAN GO AND HIT THOSE. BUT IF YOU LIKE, YOU WANT TO, REALLY, YOU KNOW, GET WITH A BUNCH OF OTHER KIDS SPEND TWO HOURS. YOU'RE NOT GONNA SPEND TWO HOURS IN A PACKING PARTY COME HERE AND HAVE A PICNIC AND SPEND SOME TIME WALKING AROUND, AND THEN THERE'S THE OTHER THINGS COME ONLINE. I THINK IT WOULD BE A FOCAL POINT, A SHELTER AND ANY OF THESE SPACES, SO APPRECIATE PICNIC TYPE. CAN YOU GO BACK? UM I MEAN, I DON'T THINK WE'VE LIKE DESIGNED IN THE DETAILS OF BENCHES. I DIDN'T SEE THAT. THERE'S CERTAINLY BE BENCHES. WE I HAVE NOT TALKED ABOUT SHAPED STRUCTURES WERE HOPING TO GET ENOUGH SHADE FROM THE TREES SURROUNDING IT TIMES. PARENTS WILL BRING THEIR KIDS AS A GROUP, YOU KNOW, LIKE MOM'S WANT TO MAYBE HAVE A PICNIC AT THE PARK, SO IT MIGHT BE SOMETHING WE JUST NESTLE TABLES AMONGST TREES. WE COULD DO THAT, AND THEN WE ALSO HAVE SOME IDEAS FOR PHASE THREE OF THE PARK. UM THAT MAY PROVIDE MORE OF THOSE KINDS OF SPACES IF YOU REALLY DIDN'T WANT TO BRING A PICNIC, LAUNCH AND BEING A SHADED AREA RENTALS IF MAYBE IF I HAVE TO DECIDE OR JUST HAVE SOME SPACE THAT'S OPEN FOR PEOPLE TO COME IN AND MAKE SURE THAT IT'S AVAILABLE FOR THEM TO THE SUN. THEY CAN SET A PICNIC TABLE. THE RAIN. I'M SORRY IT STARTS TO RAIN MAKING QUICK, QUICK SHELTER. I'M SORRY I HAVE TO DO THERE YOU GO. WHERE ARE WHERE ARE THE RESTROOMS [00:45:06] AGAIN? ARE THEY DOWN? AND I'M GONNA IN CITY MANAGERS REPORT. I HAVE A LOT MORE INFORMATION ABOUT RESTROOMS, BUT THEY'RE RIGHT HERE. THAT IS MY CONCERN, AND THAT IS MY WANT. THAT WAS MY ONE MAIN ISSUE WITH HANDSOME PARK IS THE. THE DISTANCE BETWEEN THE PARK AND THE PARTIES. YOU JUST MAKE IT SOME NATURALLY, THAT'S RIGHT. OUT THERE WILL BE BOYS, UM, CLOSER TO THE PARKING LOT, SO I MEAN, IT'S YEAH. AND THE COMMUNITY GARDEN WHERE WE THINK GUESS THAT US PUTTING. I MEAN, IF WE USE IT IF WE HAD TO PUT A RESTAURANT FACILITY AND THERE WERE PROBABLY STRETCHING THE BOUNDARIES OF THE LIMITATIONS ON CONSTRUCTION, IT WOULD BE DIFFICULT. AND I. I DON'T THINK IT'S AS FAR AS LOOKS ON HERE. THAT IS TRUE. WHEN YOU GET OUT THERE, IT'S MAYBE THREE MINUTE WALK TO GET BACK INTO THAT SECTION. IT'S AND IT'S ACTUALLY ON PAR WITH OTHER PARKS. WHERE THE RESTAURANTS THAT I MEAN, IT'S QUITE OUT THERE, SO YEAH. ALL RIGHT. AND WE DIDN'T SORT OF DRAW THAT PARK OUT OF THE WOODS A BIT, TOO. SO IT HAS A HIGHER LEVEL OF VISIBILITY. YES SO ORIGINAL PLANS HOW TO ACTUALLY TALKED WITH CLEAR A SPACE AND HAVE IT IN THE WOODS AND WE, THE WOODS NOW ARE KIND OF TUCKED IT IN A LITTLE ELBOW. UM CLOSE ENOUGH THAT WE HOPE WE GET SOME BENEFIT FROM THE TREES AND THE SHADE BUT MORE VISIBLE. OKAY? THIS SHOWS A LOT OF TREES BECAUSE IT I MEAN, WE DO. WE WILL PLANT SOME TREES AROUND IT AS WELL. WE'VE BEEN GETTING ADDITIONAL FEEDBACK FROM THE NEIGHBORS AND BORDER THAT WE'VE BEEN TALKING TO THEM. UH WE SENT A LETTER OUT THE END OF THE YEAR TO THE ONES THAT HAVE ENCROACHMENTS INTO THE PARK GROUND THE CITY'S GROUND, UM, AND GAVE THEM A DEADLINE OF MARCH 15TH TO MOVE ANY ENCROACHMENTS. WE'RE SENDING OUT A SECOND LETTER ACTUALLY NEXT WEEK. KIND OF LIKE A 30 DAYS. REMINDER. UM, AND THEN WE'LL JUST KIND OF ASSESS WHAT'S BEEN MOVED IN WHAT HAS IT AND THEN WORK WITH BEN ON WHAT OUR NEXT STEPS ARE COLUMBUS UP THERE ISN'T IT IS CITY OF FROM THIS? ALRIGHT ANY JUST DON'T QUESTIONS ON THE RESOLUTION. THANK YOU FOR THE UPDATE ON THAT WE WILL OPEN THE PUBLIC HEARING OR ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING RESOLUTION ARE 8 2023. STANDING COMMITTEE REPORTS] YES TO ADAPT POSITION ARE 11 2023 SANDY COMMUNITY REPORTS. WE HAVE AN UPDATE FROM THE HOTEL MOTEL TAX GRANT. YES WE DO. UM, FIRST TWO THINGS HAPPENED IN OUR MEETING. WE HAD AN ORGANIZATIONAL MEETING HERE YESTERDAY. AND, UM ALL OF THE MEMBERS WERE APPOINTED TO THEIR POSITIONS THAT THEY CURRENTLY HAD. I WILL BE CHAIR. AH COUNCIL MEMBER, MARLENE BRISK, WILL BE VICE CHAIR AND COUNCIL MEMBER CHIP FELLOWS WILL BE SECRETARY. AFTER THAT. WE THEN WENT AHEAD AND DISCUSSED THE GRANT NONPROFIT FUNDING APPLICATIONS AS WELL AS THE COMMUNITY EVENT BOARD. UM, FUNDING REQUEST. I WILL SAY FIRST AS WE GO THROUGH THIS FOR EVERYONE. UM THE COMMUNITY EVENT BOARD HAS CHOSE NOT TO DO SPRING FEST THIS YEAR , SO THEIR BUDGET WILL BE LOWER THAN IT HAS BEEN IN THE PAST. I NOTICED IT'S NOT HERE. I NOTICED TOO MUCH. YOU JUST LEFT. UM BUT THEY'RE NOT GOING TO DO SPRING FAST. I THINK THAT IS FROM WHAT I UNDERSTAND, YOU KNOW A DECISION BASED ON SOME OF THE ISSUES THAT THEY HAD LAST YEAR SO THAT WE KNOW EVENT HERE IN THE SPRING. UM COMMUNITY EVENT BOARD WILL BE, UM REALLY JUST DOING THE FOURTH OF JULY AND OCTOBERFEST. AND BUDGET THAT THEY LOOKED FOR WAS $129,000 OUT OF THE 225,000 THAT WE HAVE BUDGETED, WHICH LEAVES THEIR REMAINING BUDGET FOR THE GRANTS COMMITTEE. TO LOOK AT 96,000. SO JUST A LITTLE HISTORY ON THE TWO PIECES THAT THE BOARD LOOKED AT . OKAY GOOD THERE, ALL RIGHT. SO HAVING SAID THAT YOU HAVE IN FRONT OF YOU FOR THREE PIECES OF INFORMATION. THE FIRST ONE IS JUST A REMINDER. IT'S JUST THE ONE PAGER. IT'S JUST A REMINDER ON THE 2023 HOTEL BED. HOTEL MOTEL BACK TAX GRANT ELIGIBILITY CRITERIA AND INSTRUCTIONS. UH THE COMMITTEE WENT AHEAD AND TOOK THIS PIECE OF PAPER AND THEY DIVIDED IT INTO THREE STEPS , AND IT WAS KIND OF A DECISION [00:55:02] IS REVIEWED THE APPLICATIONS IF YOU PASSED. STEP ONE. YOU GOT TO MOVE ON TO STEP TWO. IF YOU PASSED UP TO YOU MOVE TO STEP THREE. AND IF YOU HIT ALL THE STEPS, THEN WE COULD GO AHEAD AND LOOK AT THE APPLICATION AND COME TO KIND OF A RESOLUTION ON WHAT'S REQUESTED. AND WHAT ENDING SO IT ACTUALLY THE PROCESS HAS BEEN STREAMLINED AND WE'VE DONE IN THE PAST. THE COMMITTEE REALLY FELT THAT YOU KNOW, WE'RE KIND OF LIGHT YEARS AHEAD OF WHERE WE USED TO BE, UM, AND THE NEW ELIGIBLE ELIGIBILITY REQUIREMENTS AND GRANT CRITERIA REALLY HELPS SCREEN ON THAT PROCESS THAT WORKED ON EARLIER OR AT THE END OF LAST YEAR. SO REALLY, IT WAS A VERY, VERY CONSTRUCTIVE DISCUSSION, LOT OF GREAT APPLICATIONS AND WE WILL GO THROUGH THAT RIGHT NOW. SO UM, THE NEXT PIECE OF INFORMATION YOU HAVE IS JUST THE SUMMARY, AND I'M GOING TO READ FROM THE SUMMARY. IF YOU HAVE ANY QUESTIONS, WE CAN STOP ON THEM. THE FIRST REQUEST THAT WE HAD WAS FROM FOUNDERS DAY. REALLY? THEY MET ALL THE ELIGIBILITY AND GRANT CRITERIA. THE PARADE THIS YEAR IS GOING TO BE MADE 20TH. IT'S ALWAYS THE THIRD SATURDAY, UM THERE'S GONNA BE MULTIPLE EVENTS TAKING PLACE THROUGHOUT THE DAY THEY GET AROUND 6 TO 8000. FOLKS A YEAR. LAST YEAR IN CITY SERVICES RENDERED WAS $12,162.74. THE REQUESTING 10,000 RECOMMENDING 10,000. OKAY? THE NEXT ONE IS A NEW A NEW APPLICATION FOR GARDEN FOR ALL. WHEN WE WENT THROUGH OUR STEP PROCESS, THE FIRST STEP REALLY IS THIS APPLICATION? UM. GOING TO ENHANCE VISITOR APPEAL AND ENCOURAGE OPEN NIGHT STAY COMMITTEE FELT THAT THIS WAS NOT . IT'S NOT A REFLECTION ON THE APPLICANT OR THE APPLICATION ITSELF, BUT GIVEN THE CRITERIA FOR BED TAX MONEY, THIS APPLICATION DID THAT MEET THAT REQUIREMENT AND CRITERIA. HOWEVER I WILL SHARE WITH YOU KIND OF WHAT THAT IS HERE. UM THE APPLICANT. IT'S GARDEN, FOR ALL IS AN OUTREACH PROGRAM OF ALL SAINTS EPISCOPAL CHURCH IN NEW ALBANY. THE FOOD PRODUCED FROM THE GARDEN IS DONATED TO THE NEW ALBANY FOOD PANTRY AND TAKE JOHANNA RESIDENTS AND NEED THEY ALSO GROW FLOWERS OUT THERE AND PASS THOSE OUT TO THE PATRONS, UM, THAT THEY PROVIDE FOOD, TOO. THEY WERE REQUESTING $10,000 BASED ON NOT MEETING THE CRITERIA. WE'RE RECOMMENDING FUNDING AT ZERO. 10,000 BIG NUMBER FIRST GARDEN. WHAT WAS THE THAT WHAT DO THEY NEED TO TURN OUT? THEY WERE LOOKING TO THINGS THEY WERE LOOKING TO HIRE SOME NEW FOLKS TO HELP RUN IT. THEY'RE GOING TO EXPAND IT AND THEY WANT TO PUT IN A GREENHOUSE. AND THAT'S WHAT REALLY SHUT. THE TWO THIRDS OF IT SHOT UP FROM WHAT THEIR BUDGET USED TO BE BASED ON THAT. YEAH. UM LIKE I SAID, AGAIN, IT'S NOT A REFLECTION ON THE PROGRAM ITSELF OR THE APPLICATION. I THINK IT'S WONDERFUL WHAT THEY'RE DOING, BUT WHEN WE'RE LOOKING AT BED TAX MONEY THEY'RE NOT REALLY KIND OF QUALIFYING. FOR THAT. THERE MIGHT BE OTHER AVENUES THAT THE CITY COULD SUPPORT AND HAVE THOSE DISCUSSIONS DOWN THE ROAD, BUT AT LEAST FOR THE PURPOSES OF OUR COMMITTEE. THAT'S WHY WE RECOMMENDED ZERO WE'LL HAVE ANOTHER ONE COMING UP HERE. WE'LL DISCUSS IN A MINUTE TO ON THAT. HEALTHY NEW ALBANY FARMERS MARKET HEALTHY NEW ALREADY MET ALL THE ELIGIBLE CRITERIA GRANT CRITERIA. THE MARKETS IN ITS 13TH SEASON. UH THIS IS NEW, BY THE WAY, WE HAVE NOT HAD FARMERS MARKET REQUEST ANY MONEY IN THE PAST. I THINK WE'RE ALL VERY FAMILIAR WITH WHEN THEY DO THE MARKETS DURING THE SUMMER. THEY ALSO OBVIOUSLY DO THE INDOOR AND THE WINNER, THE AVERAGE ABOUT 1000 PEOPLE EACH WEEK THERE IN THE SUMMER AND ABOUT 3 TO 400, WHICH I DID NOT KNOW IN THE WINTER. UM THERE'S 80, PLUS LOCAL FARMERS AND PRODUCERS AND FOOD TRUCKS EACH WEEK, AND IN A SURVEY RECENTLY THEY HAD 50% OF THE CUSTOMERS SURVEYED ATTENDED THE MARKET BECAUSE OF THE COMMUNITY ATMOSPHERE AND PROXIMITY TO HOME. UM AND THEY'RE REQUESTING 5000 AND WE ARE REQUESTS ASKED. WE ARE RECOMMENDING 5000, BY THE WAY, EVERYTHING THAT WE'VE RECOMMENDED STATE WITHIN BUDGET , SO I JUST KIND OF SHOULD HAVE STARTED WITH THAT. SO EVERYTHING THAT WE'VE DONE HERE IS WITHIN BUDGET. NEW ALBANY WALKING CLASSIC. AH WALKING CLASSIC IS GOING TO BE FIRST THEY MET ALL THE ELIGIBILITY GRANT CRITERIA THAT'S GOING TO BE IT'S IN ITS 19TH YEAR THEY GET ABOUT 2000 PARTICIPANTS 1000 VOLUNTEERS. THEY DO NOT HAVE THE DATE SET YET. THAT'S WHY DID NOT INCLUDE IT, UM, THEY DRAW PEOPLE FROM 177 ZIP CODES. 21 DIFFERENT STATES, INCLUDING CANADA, AND THEY EVEN HAD SOME FUNCTION GERMANY. 2020 $12,162.74. IN CITY SERVICES, THE REQUESTING 10,000 WERE RECOMMENDING 10,000 [01:00:03] NOT TO EXCEED 10,000 IN CITY COSTS AND SERVICES OR BASICALLY COVERING THE CITY. CONSTANT SERVICES THERE. UM ALRIGHT, HEALTHY NEW ALBANY FOOD PANTRY. SO THE NEW ALBANY FOOD PANTRY DOES NOT MEET THE NEW ELIGIBILITY REQUIREMENTS AND GRANT CRITERIA. I THINK WE MENTIONED THIS IN A PREVIOUS DISCUSSION THAT BASED ON NOW OUR NEW REQUIREMENTS, THIS WOULD BE THE OTHER ONE THAT WOULD NOT MEET OUR BED TAX MONEY. BUT HISTORICALLY, THE CITY HAS PROVIDED FUNDING TO THE FOOD PANTRY THROUGH THE GRANT APPLICATION PROCESS IN 2022 LAST YEAR, HEALTHY NEW ALBANY FOOD PANTRY RECEIVED $3000. THE GRANT COMMITTEE RESPECTFULLY ASKS CITY COUNCIL TO CONTINUE FUNDING THE FOOD PANTRY AT 3000. AND BASED ON THE DISCUSSION WITH THE FINANCE DIRECTOR. WE DO HAVE FUNDS AVAILABLE THROUGH AN ALTERNATE COMMUNITIES SUPPORT ACCOUNT THAT WOULD BE MORE APPROPRIATE FOR THIS TYPE OF REQUEST. AND THE FOOD PANTRY WORKED CLOSELY WITH INVOLVING A LOCAL SCHOOL DISTRICT PROVIDE MEALS TO STUDENTS WHO QUALIFY. FOR THE FEDERAL FREE REDUCED SCHOOL LUNCH PROGRAM IN APPROXIMATELY ONE THIRD OF THE MEALS GOES TO NEW ALBANY 43054 RESIDENTS, SO IT SPECIFICALLY DOES GO TO THOSE CITY RESIDENTS . UM UNFORTUNATELY, UM, THIS YEAR, 2022. THEY HAVEN'T GOT ALL THEIR BOOKS CLOTHES YET, BUT IT LOOKS LIKE THEY'RE TRENDING FOR A LOSS. IN FUNDING AND SO THEY DO NOT QUALIFY FOR REALLY WHAT? OUR GRANT PROGRAM HOTEL MOTEL BED TAX GRANTS SET UP. REALLY SUPPORTED THEM. IN THE PAST, WE HAVE AN ALTERNATE SOURCE THAT COULD MEET THE NEEDS OF THEM. AND SO IS THE COMMITTEE RECOMMENDING CONTINUING THE 3000 BUT AT THE DISCRETION AND DIRECTION OF THE FINANCE DIRECTOR MAY BE MOVING INTO A DIFFERENT DIFFERENT AREAS, SO THAT WOULD BE ONE THAT WE CAN DISCUSS IF YOU'RE GOOD OR A SEPARATE MOTION JOB PREPARATION IF IT'S FROM THE DIFFERENT FUNDING OKAY? YOU'RE GOOD. OKAY? SO I GUESS WE'RE CURIOUS FOOD PANTRY. THEY CERTAINLY GET. RECOGNITION BEYOND OUR BORDERS THEY BRING IN PATRONS FROM ALL AROUND CENTRAL. I GUESS I HEARD DRUNK FOLKS WHO ARE COMMUNITY. I'M JUST THINKING FROM OTHER HOTEL MOTEL TAX STANDPOINT A SHEET WHEN I TALKED TO, UM ANGELA LAST WEEK. SHE HAD SAID THAT THEY SERVICE MAINLY ONLY THE SCHOOL. BOUNDARIES. AND OF WHICH A THIRD IS SPECIFIC TO THE CITY BOUNDARIES. AND SO I WAS UNDER THE IMPRESSION, TOO, THAT MAYBE THEIR OUTREACH WAS BIGGER . BUT ACCORDING UNLESS I MISUNDERSTOOD OR ACCORDING TO WHAT SHE SAID, IT'S REALLY JUST THE NEW ORLEANS SCHOOL DISTRICT. NOW THEY DO RECEIVE FUNDING AND THINGS FROM OUTSIDE. BUT HMM. YEAH I COULD BE WRONG. MAYBE I MISS MAYBE HAD A MISUNDERSTANDING OF THEIR DRAW. IF IT'S THAT IT REALLY? IS THAT FOCUSED JUST ON OUR COMMUNITY. I THANK YOU WHEN I FURTHER PROBES NOW REMEMBER, AND SHE SAID THAT THERE ARE SPECIFIC BOUNDARIES. FOR FOOD PANTRIES THROUGHOUT CENTRAL OHIO. NEW DON'T NECESSARILY GO OVER THAT EXACTLY . I WAS ABOUT TO SAY THAT EXACTLY WE CAN'T GO BEYOND OUR BROWN TREE BECAUSE THERE ARE OTHER FOOD PANTRIES THAT ARE SERVICING SO WE'RE NOT BRINGING PEOPLE HERE THAT ARE WITHIN THE JURISDICTION. I BELIEVE IT'S THE SCHOOL DISTRICT JURISDICTION THAT THEY'RE USING. BUT I ALSO THINK IT'S IMPORTANT FOR US TO RECOGNIZE THAT WE'RE GOING TO GET A LOT OF FABULOUS GRANT REQUEST AND THAT THE CHURCH IS AN EXAMPLE FOR INCREDIBLE COMMUNITY BASED ORGANIZATIONS THAT ARE DOING WONDERFUL THINGS FOR OUR COMMUNITY, AND MAYBE SOME OF THE PEOPLE FROM OUTSIDE OF IT. BUT I THINK THAT WHEN WE RE SORT OF DEFINED ALL THIS AND PUT THIS APPLICATION TOGETHER THIS YEAR AND DISGUSTING HERE VERY OPENLY. THE BED TAX WAS NOT SUPPOSED TO BE ABOUT, UH THAT SORT OF THAT SORT OF ENTITY. IT WAS SUPPOSED TO BE ABOUT ACTIVITIES THAT DRAW PEOPLE IN AND THEN THEY LUNCH HERE OR THEY STAY AT THE HOTEL WHERE THEY LEARN ABOUT OUR CITY. AND MAYBE YOU'RE ATTRACTED TO COME MOVE HERE KIND OF THING. I THINK WE HAVE TO BE CAREFUL THAT WE START REMOVING THAT TYPE OF THING FROM HERE. BUT AGAIN THE POINT FOR US WAS THAT WE HAVE FUNDED THEM IN THE PAST AND TO JUST SAY YOU KNOW GOODBYE TO HIM. WE FELT REALLY NOT RIGHT ABOUT THAT BECAUSE IT IS A VERY PROGRAM. OKAY, SO CAN I TELL YOU SEPARATE MARSHALL FOR THAT? YEAH AS A SIDE NOTE. UM I HAVE NOT BEEN OVER THERE UNTIL I MET WITH HER AND WENT THROUGH THE WHOLE SETUP THAT THEY HAVE AND SHE HAD MENTIONED AND I THOUGHT IT WAS A [01:05:04] GREAT IDEA THAT MAYBE AS A COUNCIL AND AT SOME POINT, MAYBE VALENTIN OPEN FROM THURSDAY THROUGH SUNDAY. MAYBE WE VOLUNTEER FOR A DAY AND GO OVER THERE AND PASS OUT FOOD DURING THE TIME THEY CAN ALWAYS USE THE HEALTH AND I THOUGHT THAT WAS A GREAT IDEA, AND SO NOTHING FORMAL THERE, BUT I SHE HAD MENTIONED THAT THAT WAS A GOOD IDEA. YEAH IT'S A VERY GOOD ACHIEVE. WE DON'T HAVE TO. YOU DON'T HAVE TO HAVE VOLUNTEERED THEIR BEFORE THEN YOU KNOW, WALKING AND GET A SIGN SOMETHING PRETTY QUICKLY WHAT YOU'RE DOING THE SUPERINTENDENT AND THE SCHOOL BOARD ARE PHENOMENAL AS WELL IN SOME OF THE SUPPORT THAT THERE OBVIOUSLY OFFERING IN SPACE AND THINGS OF THAT NATURE OVER THERE. I MEAN, THEY'RE LITERALLY USING EVERYTHING THEY CAN. INCLUDING LOCKERS. I MEAN, THEY LITERALLY HAVE LOCKERS THAT THEY PEAS AND THEY HAVE A LITTLE LOCKERS LISTED FOR SPACE TO STORE THINGS LIKE IT'S. IT'S AMAZING, SO THEY'RE DOING A GREAT JOB. SO UM ALRIGHT MOVING ON HISTORICAL SOCIETY, UH, THEY MET ALL THE ELIGIBILITY AND GRANT CRITERIA, THE HISTORICAL SOCIETY. IS THE ONLY INSTITUTION EARNESTLY TRYING TO PRESERVE THE PAST FOR FUTURE GENERATIONS. ONE PIECE OF HISTORY AT A TIME JUST LIKE THAT LINE. THE REQUEST FOR FUNDING IS FOR IMPROVEMENTS TO AND MAINTENANCE OF THE HISTORIC PROPERTY. THEY'RE REQUESTING 10,000 OR RECOMMENDING FUNDING AT 10,000. UM NOW MOVING ON TO THE NEW ALBANY SYMPHONY LAST YEAR, THEY HAD, UM THREE REQUESTS BECAUSE THEY COMBINE SOME THINGS. UM AND THEY HAD $16,000 AWARDED TO THEM LAST YEAR. THIS YEAR, THEY SPLIT OUT THE THREE INTO FIVE. UM AND SO WE'LL GO THROUGH THOSE HERE TODAY. SO THE FIRST ONE IS THE NEW ALBANY ORCHESTRA SYMPHONY SERIES. THEY DID MEET THE ELIGIBILITY AND GRANT CRITERIA. THEY'RE GOING TO PERFORM FORMING CONCERTS THIS YEAR AT BOTH THE HENSON AMPHITHEATER MCCOY CENTER FOR THE ARTS. THE ORGANIZATION IS MADE UP OF 100, PLUS MUSICIANS 75 CORAL MUSICIANS RANGING IN AGE BETWEEN 12 76 REPRESENT ABOUT EVERY SUBURB IN THE GREATER COLUMBUS COMMUNITY, INCLUDING NEW ALBANY. AH EACH SEASON. THERE'S APPROXIMATELY 10,000 PEOPLE THAT ATTEND NEW ALBANY EVENTS. THE REQUESTING 10,000. WE ARE RECOMMENDING 5000. UM AND. WITH THAT WE MOVE ALSO INTO THE COURSE BECAUSE THEY WERE KIND OF COMBINED TOGETHER. UM JUST MOVE INTO THE COURSE. THEY ALSO MET THE ELIGIBILITY AND GRANT CRITERIA. THEY'RE GOING TO PERFORM WITH THE NEW ALBANY SYMPHONY DURING THE HOLIDAY, SPECTACULAR SANTA AND THE SYMPHONY IN THE SUMMER AND GERMANY. WHICH IS IN NEW ALBANY. THE CHORUS IS AN ENSEMBLE OF 75 INDIVIDUALS COMING FROM ALL PARTS OF THE CITY ESTIMATED ATTENDANCE. APPROXIMATELY 786 THAT WAS INTERESTING IS ESTIMATED, BUT ANYWAY 786 PER PERFORMANCE THE REQUESTING 2500. WE'RE RECOMMENDING FUNDING IN 2000. THE NEXT IS THE SENSORY FRIENDLY SERIES INVOLVING THE SYMPHONY CENSOR FRIENDLY SERIES. THEY MET ALL ELIGIBILITY AND CRITERIA. THE SERIES PERFORMS IS PERFORMED BY THE NORMANDY SYMPHONY ORCHESTRA AND OFTEN JOINED BY THE CHORUS. ESTIMATED ATTENDANCE PER EVENT IS 11 38, THE REQUESTING 10,000 WERE RECOMMENDING FIVE 1000. IN ALBANY SYMPHONY. INDEPENDENCE DAY. FIVE K. UM ENDED THEY MET ALL THE ELIGIBILITY GRANT CRITERIA. IT'S GOING TO TAKE PLACE ON JULY 4TH. THE RACE RAISES MONEY FOR THE ALL THE SYMPHONIES 25% OF THE PROCEEDS BENEFITING LOCAL NONPROFIT PERFORMING ARTS GROUPS, INCLUDING THE HIGH SCHOOL BAND CHOIR ORCHESTRA THEATER IN THE CHILDREN'S THEATER. NEW VISION DANCES NEW THIS YEAR AND THE NEW NEW ALBANY BALLET THEATER. RACETRACKS ABOUT 1200 PARTICIPANTS. UM, IN 20 TO THE CITY. SERVICES RENDERED WITH 2276 THE REQUEST IN 2500. WE'RE DOING THE SAME AS LAST YEAR AS FAR AS THE AMOUNT NATURAL EXCEED 1000 IN CITY COSTS AND SERVICES AND THEN FINALLY ROSE RUN. THEY MET ALL APPLICATIONS THIS YEAR. THEY'RE GOING TO FOCUS LAST YEAR IS VIENNA. THIS YEAR'S GERMANY. IT'S A WEEK LONG FESTIVAL TAKE PLACE JUNE 5TH THROUGH THE 10TH. HEALTHY NEW ALBANY WILL BE INVOLVED AGAIN WITH ITS STEAM COOKING CLASSES, NATURE WALK DANCE LESSONS. THEY'RE GOING TO DO TWO PERFORMANCES BY THE SYMPHONY ONE AT THE UNITED METHODIST CHURCH, WHICH WILL BE AN OUTDOOR EVENTS WITH THE BRASS FANFARE AND ICE CREAM SOCIAL AND THEN THE OTHER ONE WILL BE INSIDE AND IT WILL END. UM I DON'T THINK I HAVE THIS, I HEAR BUT IT DOES END WITH A BIG PERFORMANCE IN THE HENSON AT THE THEATER. THE REQUEST IN 10 WE RECOMMEND 10, SO WHEN YOU JOIN THEM ALL TOGETHER. IT'S ABOUT 23,000 LAST YEAR, WE GAVE THEM 16,000 SORTS, AN INCREASE OF [01:10:05] 7000 THIS YEAR FOR THE SYMPTOMS. I THINK THEY'RE DOING A PICTURE. EROTIC THING TO FOR THAT. MHM THE PARK DISTRICT HAS TO REQUEST FOR US ONE FOR THE SUMMER MOVIES SERIES AND THE OTHER ONE FOR TRUNK OR TREAT. I THINK WE'RE VERY FAMILIAR WITH THIS SUMMER MOVIE SERIES. THAT'S IT'S GOING TO TAKE PLACE ON JUNE, JULY AND AUGUST, THE FIRST TOUR HOSTED A NEIGHBORHOOD PARTISAN. THE FINAL EVENTS IN THOMPSON, WHICH I BELIEVE IF I REMEMBER CORRECTLY AND COMMITTEE CORRECT ME WRONG, BUT I THINK THEY'RE DOING MAVERICK OUT THERE AT THOMPSON. SORRY. YEAH, I THOUGHT THAT WAS PRETTY COOL, SO TOTAL ATTENDANCE FOR ALL THE MOVIE NIGHTS IS ABOUT 1000. THEY ARE BRINGING BACK THEIR EMPTY BOWL CAMPAIGN. UM AS WELL AS PART OF THIS, AND THEY DONATE ALL THOSE PROCEEDS TO THE FOOD PANTRY. THE REQUESTING 10 WE RECOMMEND, LIKE WE HAVE DONE IN THE PAST 10 AGAIN FOR THAT. AND YES, I HAVE A QUESTION. WHAT DOES THE MONEY GO TO RENT THE LICENSE FOR THE MOVIE OR THEY LOSE MONEY ON BOTH OF THESE EVENTS. OKAY, THE EXPENSES FOR THE BLUE MOON AND STILT WALKERS, AND THEN ALL THE THINGS THAT THEY HAVE OUT THERE. ACTUALLY, THEIR EXPENSES ARE MORE THAN DIRECT THE MOVIE RIGHTS AND EVERYTHING. IT'S ACTUALLY MORE THAN THE REVENUE SCREEN. THE SCREEN ITSELF ISN'T CHEAP. TRUNK OR TREAT. THIS THING JUST KEEPS GETTING BIGGER AND BIGGER. EVERY YEAR. I CAN'T BELIEVE HOW BIG THIS IS. THEY MET ALL THE ELIGIBILITY AND CREATE AND GRANT CRITERIA. UH IT'S SCHEDULED FOR OCTOBER 14TH . IT'S GOING TO BE HELD BEVEL HEIMER PARK LAST THEY'RE ESTIMATING TO OVER 2000 PEOPLE THIS YEAR. WHICH IS AMAZING TO ME. LAST YEAR, THEY HAD 50 TRUNKS PARTICIPATING. MOST OF THEM WERE NEW ALBANY OWNED OR PEOPLE THAT LIVE IN NEW ALBANY THAT HOME THE HAVE THE BUSINESS . THEY'RE REQUESTING 10. WE ACTUALLY BROUGHT THAT ONE DOWN TO 8000 AGAIN. BUDGETARY WE WANT TO STAY WITHIN BUDGET BUT STILL WONDERFUL THING TO SUPPORT FOR THEM AS WELL. WE THOUGHT UM TELE TONIA PROVIDE THIS SERVICE FOR THAT EVENT OFFICERS UP THERE WITH THE AMOUNT OF TRAFFIC COMING IN NOW. CHIEF CHANCE. 2000 REPEAT IT, BUT NO, WE DIDN'T LAST YEAR, BUT I THINK WE REALIZED THAT IT WILL BE NEEDED AS THIS COMING YEAR. OKAY, FAIR ENOUGH. PELLET TONIO TONIO LATONIA. UM, OF COURSE, THEY MET ALL THE ELIGIBILITY AND GRANT CRITERIA THIS YEAR. IT'S SCHEDULED FOR AUGUST FOUR. FIVE AND SIX. IT'S GOING TO START AND AGAIN IN THE SAME PLACE AS IT'S ALWAYS DONE IN THE MARKET SQUARE , ROSE ONE NEW ALBANY SCHOOL AREA, UM RAISED OVER 21 MILLION , UM, PARTICIPANTS DID BRINGS THEIR 14 YEAR TOTALED 258 MILLION. UM YOU'VE GOT THE 7500 FOLKS ON SATURDAY, 2500 ON SUNDAY COMING IN CITY SERVICES RENDERED OVER $32,000 FOR THIS EVENT, THE REQUESTING 10 AND WE'RE RECOMMENDING TO NOT TO EXCEED TENANTS, CITY COSTS AND SERVICES SO UM PUBLISHED ALL THE ROUTES YET, BUT WE DO KNOW THAT THEY'RE GOING TO BE OKAY, DAYS. START OR FINISH IN NEW ALBANY. THAT'S WHAT THE APPLICATION SAID. OKAY, GOOD. I ALWAYS GET WORRIED THEY'RE GOING TO CHANGE THINGS UP. HMM. UM NEXT ONE, HERE'S PROJECT HERO ON A RIDE, I WILL SAY. THEY GAVE US A BUDGET SPECIFIC TO THE NEW ALBANY ON A RIDE, SO I WAS VERY HAPPY TIME FIRST TIME EVER THAT WE'VE HAD ONE SPECIFIC TO THE PROGRAM HERE. IT'S USUALLY THE BIG NATIONAL ONE. BUT IN ANY EVENT, THEY DID MEET ELIGIBILITY GRANT CRITERIA. IT'S MAY 27TH AND IT AGAIN WILL START AND FINISH AT THE HEIGHT CENTER. THEY HAVE RAISED HUNDREDS OF THOUSANDS OF DOLLARS FOR INJURED VETERANS AND FIRST RESPONDERS OF THE NUMBER OF PARTICIPANTS AND THIS IS THE ONLY GAVE PARTICIPANTS. THEY DIDN'T SAY TOTAL AMOUNT OF PEOPLE THAT ARE GOING TO BE THERE, BUT THEY EXPECT 500 PEOPLE TO BE WRITING IN THE EVENT. CITY SERVICES RENDERED LAST YEAR WERE $8074.16 THE REQUESTING 5000 WE RECOMMEND NOT TO EXCEED 5000 CITY COSTS AND SERVICES PRE COVID WERE HIT ABOUT 1000 RIDERS FROM THAT EVENT, SO I THINK THAT SHOULD HAVE RIGHT. HE PROBABLY HAD IN THE 300 RANGE. THE WHOLE DAY. IT WAS IT WAS COLD. YEAH, IT WAS A GROSS DAY. 40 MILES OF FUN. THE NEXT ONE IS BACK AGAIN. IT WAS IT WAS OUT FOR A YEAR, AND NOW IT'S BACK THEN TO ALL THE [01:15:01] CHARITY RUN. THANKS FOR GIVING FOR MILLER. NEW ALBANY CHARITY RUN APPLICATION DID MEET THE ELIGIBILITY AND GRANT CRITERIA. UM THANKS FOR GIVING FOR MILLER HAPPENS EVERY YEAR AT THANKSGIVING DAY DOWNTOWN TO ALBANY LAST YEAR, THEY DREW PARTICIPANTS FROM 30 STATES. THE GOAL IS TO PROMOTE WELLNESS GIVING AND FAMILY THANKSGIVING DAY LAST YEAR THEY HAD CITY SERVICES RENDERED OF $6645.28 THE REQUESTING 5000. WE RECOMMEND AMOUNT NOT TO EXCEED 5000 CITY COSTS AND SERVICES. YOU CAN SEE THE SUMMARY HERE. DON'T REALLY LIKE THE ORGANIZER YEAH, FINE. UM. QUESTION TO, UM THE MAYOR AND POSSIBLY JOE AND THIS I FORGOT TO ASK THIS EARLIER. AH! I HAVE THE SUMMARY HERE OF EVERYTHING THAT I'LL GO AHEAD AND MAKE A MOTION. OBVIOUSLY I WILL LEAVE THE FOOD PANTRY OUT THAT SHOULD I FOR KCC INCLUDE OR NOT INCLUDED AND HAVE A SEPARATE MOTION FOR FOUR MILER OR DOING IT'S GONNA BE CLOSE. I'LL JUST ABSTAIN FROM THE MAIN BOAT. OKAY, THAT MAKES IT CLEANER. OKAY I MEAN, I GUESS YES. SO I'LL JUST ABSTAIN AND YOU JUST YOU CAN SEE THE MOTION. OKAY, THAT'S FINE. ALL RIGHT. I GUESS THAT THANK YOU, JOE AND MARY ON THAT. WHENEVER WE CAN DO TO HELP YOUR INPUT. THANK YOU FOR YOUR INPUT. I SAW A LOT OF NODS. WE'RE GOOD, OKAY? SO HAVING SAID ALL OF THAT, I WOULD LIKE TO MAKE A MOTION. ON BEHALF OF THE. 2023 HOTEL MOTEL BED TAX GRANT COMMITTEE. THAT WE APPROVED THE FOLLOWING REQUESTS FOR FUNDING FOR FOUNDERS DAY $10,000 FOR FARMERS MARKET 5000 . FOR HEALTHY NEW ALBANY WALKING CLASSIC AND AMOUNT NOT TO EXCEED 10,000 AND CITY COSTS AND SERVICES. FOR HEALTHY HAHAHAHA CUT MYSELF FOR HISTORICAL SOCIETY 10,000. FOR NEW ALBANY SYMPHONY SERIES 5000. NEW ALBANY SYMPHONY SUMMER ROSE RUN FEST 10,000. THE PARK DISTRICT SUMMER MOVIE SERIES 10,000. PARK AND RECREATION FOUNDATION, TRUNK OR TREAT 8000. LATONIA AN AMOUNT NOT TO EXCEED 10,000 CITY COSTS AND SERVICES. PROJECT HERO ON A RIDE OHIO AN AMOUNT NOT TO EXCEED 5000 AND CITY COSTS AND SERVICES. AND THANKS FOR GIVING CHARITY RUN AN AMOUNT NOT TO EXCEED 5000 AND CITY COSTS AND SERVICES. DO I HAVE A 2ND 2ND? COUNCIL MEMBER SHOP. YES. RISK? YES. COUNCIL MEMBER WILL TRAP YES, YES. COUNCIL MEMBER FELLOWS YES. COUNCIL MEMBER KISSED. I HAVE FIVE YES VOTES AND ONE ABSTENTION ON COUNCIL MEMBER SHELVES. MOTION MOTION PASSES. ALRIGHT AGAIN, THANKS TO THE COMMITTEE FOR ALL THE HARD WORK ON THIS AND FOR STAFF FOR KEEPING THE PROCESS WORKING SMOOTHLY. MY SECOND MOTION. NOW IS I WOULD LIKE TO ASK TO CONTINUE FUNDING THE FOOD PANTRY AT $3000. BASED ON THE RECOMMENDATION THAT FINANCE DIRECTOR THROUGH AN ALTERNATE COMMUNITY SUPPORT ACCOUNTS, THERE WOULD BE MORE APPROPRIATE FOR THIS TYPE OF REQUEST. SECOND . TWO COUNCIL MEMBERSHIP. YES. KISS? YES. COUNCIL MEMBER FELLOWS, YES. RISK. YES YES. TRUST. YES I'M SORRY I DIDN'T GET TO DO THAT IS 60 TASTIC? YES SIX. YES, FOCUS ON THE MOTION MOTION PASSED EVER. YEAH OH, YEAH, I WILL SAY AS AN APPLICANT, THE HAVING THE EXCEL SPREADSHEET AS PART OF THE APPLICATION MAKES IT SO MUCH CLEANER AND EASIER INSTEAD OF HAVING ARRANGEMENT THAT WE HAVE, AND I'M SURE IT'S EASIER FOR YOU GUYS TO DO THAT. ANALYSIS AS WELL HAVING FUN, BUT THAT'S A HUGE ADDITION TO THE PROCESS. SO GOOD TOGETHER. THANK YOU REALLY WASN'T I REALLY ENJOYED THE PROCESS. THIS YEAR IT WAS THREE OF US HAVE SAT DOWN AND IT WAS JUST A VERY CONSTRUCTIVE LAID OUT PROCESS THAT WE WERE HAPPY TO HAVE HAPPY TO DO WELL. NOW WE [01:20:06] FEEL LIKE IT'S ALSO JUST TAKE SOME OF THIS. THERE'S ALWAYS SOME SUBJECTIVITY, OBVIOUSLY. IT'S MUCH MORE THINK IT WAS OBVIOUSLY REDUCED. YES AND IT'S MORE MORE UNDERSTANDABLE FOR AN APPLICANT AS WE MOVE FORWARD, AND WE MAY HAVE MORE. WE HAVE TO SAY NO TO SAY LESS TOO. I FEEL LIKE WE CAN REALLY KNOW. SHOW THEM HOW WE GOT THERE. GRACE. HMM. ALL RIGHT. MOVING ON TO [13. REPORTS OF REPRESENTATIVES] REPORTS OF REPRESENTATIVES. JOANIE AT THE OFFICES. NO REPORT . THE NEXT MEETING IS THIS THURSDAY. ALRIGHT JOINT PARKS AND THE UPDATE. THEY HAD A MEETING, BUT NOTHING TO REPORT AT THIS TIME. ALRIGHT, ALREADY PLAYING LOCAL SCHOOLS. YES THEY HAD A MEETING ON JANUARY 23RD. THEY DID A SCHOOLWIDE BELONGING SURVEY GRADES ONE THROUGH 12. THEY DID IT IN DECEMBER. ABOUT 70% PARTITION PARTICIPATION RATE. THEY BROKE IT BETWEEN 1ST AND 3RD. GRADE AND 43 12. PRETTY LENGTHY, ASKED SEVERAL QUESTIONS TO ALL THE KIDS AND THEY WENT THROUGH AND BROKE OUT THE RESULTS. BUT ALL THE SCHOOL BOARD MEETINGS ARE ON YOUTUBE ON APPLE'S CHANNEL. SO IF YOU EVER WANT TO GO BACK AND LOOK AT THESE PRESENTATIONS, UM THEY'RE WORTHWHILE. BUT JUST AN EXAMPLE . THEY ASKED, UH, FOUR THROUGH 12. HOW WELCOMING. HAVE YOU FOUND SCHOOL TO BE? AND 3. KIDS SAID NOT AT ALL 9% SLIGHTLY, 20% SAID SOMEWHAT 39% SAID. QUITE. UH, WELCOMING AND 30% SAID, EXTREMELY WELCOME. SO ON THE SURFACE, OKAY, THAT'S A GOOD NUMBERS, BUT THEN YOU SAY, YOU KNOW, 3% OF 5000 KIDS. THAT'S A BIGGER NUMBER THAN YOU WOULD LIKE TO HAVE. SO EVEN THOUGH THERE'S A LOT OF THE RESULTS OF THESE, YOU KNOW FOR OVERWHELMING THE KIDS FEEL WELCOME. THE GOLDEN SCHOOL DISTRICT IS TO MAKE EVERYONE FEEL WELCOME. SO THEY RECOGNIZE THAT AND THAT KIND OF SEGUE INTO THE NEXT UPDATE, WHICH WAS A BIG UPDATE, WHICH IS THE BUILDING INCLUSIVE CAMPUS CULTURE PROGRAM AT THE SCHOOL IS ROLLED OUT, UM, THEY TOUCHED ON THERE THE FRAMEWORK OF THE BIG PLAN AND THE ACTION PLAN. AND I'M NOT GONNA GET IN THE WEEDS WITH HOW THEY'RE IMPLEMENTING, BUT I WILL TOUCH ON THEIR FIVE MAIN GOALS. UM, GO ONE. EACH STUDENT HAVE A STRONG SENSE OF BELONGING AT SCHOOL KIND OF SEGWAYS INTO WHAT? WE TALKED ABOUT THE RESULTS OF THAT SURVEY. ANYONE? EVERYONE IF THEY POSSIBLE ELIMINATE THAT 3% DOESN'T FEEL THEY BELONG AT ALL. OR I THINK THE 3, WHERE THEY ALSO SAID I DIDN'T HAVE ANYONE TO PLAY WITH IT. RECESS LIKE THE ONES YOU THREE TALKING 70 KIDS, SO, UM GOAL TWO IS TO RECRUIT, HIRE, RETAIN AND DIVERSE WORKFORCE. GO THREE IS TO INCREASE CULTURAL AWARENESS OF ALL STUDENTS, TEACHERS, ADMINISTRATORS AND STAFF. GO FORWARD IS TO INCREASE STUDENT ENGAGEMENT AND LEARNING OPPORTUNITIES TO EMPHASIZE THE VALUE AND IMPORTANCE OF DIVERSE STUDENT PARTICIPATION IN ALL CURRICULUM AND EXTRACURRICULAR ACTIVITIES AND GO FIVE IS TO INCREASE COMMUNITY AND PARENTAL ENGAGEMENT WITH THE SCHOOLS. SO VERY BROAD AND YEAH. IT'S A BUT THE. TERM THEY USE. IT'S A MARATHON, NOT A SPRINT. SO IMPLEMENTING. THIS IS OBVIOUSLY GOING TO TAKE TIME. BUT IF YOU WANT TO GO BACK AND LOOK AT HOW THEY'RE EXECUTING EACH OF THESE GOALS AND TRYING TO BUILD THROUGH THIS FRAMEWORK, UM IT'S WORTHWHILE. APPLICATIONS FOR THE OPEN SCHOOL BOARD SEAT. DO YOU ACTUALLY THINK INTERVIEWS ARE GOING TO START THIS WEEKEND? AH I'VE HEARD THERE'S A NEIGHBORHOOD ATTEND TO 11 APPLICATIONS SO I THINK THE NEXT MEETING WILL BE PRESENTING THAT SO THAT'S ALL FROM THE SCHOOLS. THANK YOU, MR KISS. MR DURIC IS OUT OF TOWN LAST WEEK. THEY HAD THE OPEN HOUSE RECEPTION FOR THE NEW, UH, FIRE CHIEF. WE'RE ABSOLUTELY ALL FAMILIAR WITH CHIEF CONNOR. AND HE'S A GREAT ADDITION TO THE NEW ALBANY PLAYING LOCAL COMMUNITY AND WE LOOK FORWARD TO WORKING WITH HIM AND THE TOWNSHIP MOVING FORWARD IF I COULD ADD ON THAT. YEP. COUNCIL MEMBER BRISKIN, SEAN AND I WERE ABLE TO ATTEND AND THEY HAVE THE STATE FIRE MARSHAL THERE. AND I THINK THERE'S 1140 FIRE DEPARTMENTS IN THE STATE OF OHIO. AND WHEN HE INTRODUCED CHIEF CONNOR. HE SAID THAT HE WOULD RANK HIM IN HIS TOP FIVE. FIRE JESUS STATE OF OHIO. YEAH, SO FEEL GOOD. WE GOT THE RIGHT GUY. AND HE SAYS THAT IT EVERY DAY. TO SAY THAT YOU'RE GOING [01:25:06] MET FIVE. AH BUT NOW I MEAN EVERY EVERYBODY'S GLOWING TALKED TO SOME OF THE FIREFIGHTERS AND STAFF AND IT'S BEEN A GREAT TRANSITION AND I FEEL LIKE THE. BIPARTISAN GOOD PLACE. I COULDN'T AGREE MORE CHIEF CONGRESSMAN VERY ENGAGED WANTS TO KNOW WHAT WE'RE DOING. HOW THEY CAN BE HELPFUL WANTS TO BE A RESOURCE IN THE COMMUNITY. SO LOOK FORWARD TO WORKING WITH HIM FOR SURE, HE SAID. HE'S ALSO GOING TO BE SHOWING UP TO OUR MEETINGS. SO HE SAID, YOU WILL SEE ME. YEAH THAT'S RIGHT. I FORGOT, HE SAID. HE WANTS TO COME AND GIVE US HOME TONIGHT. SO HIGH CHIEF YEAH. THAT'S RIGHT. HE SAID. HE WANTS TO GIVE US UPDATES AND THAT'S GREAT. I WISH TO HAVE ABOUT ONCE, MAYBE ONCE A QUARTER ONCE A YEAR FOR A WHILE THERE, THE TOWNSHIP TRUSTEE, SOMEONE EITHER TRUSTEE OR THE ADMINISTRATOR WOULD COME SO THAT IT WOULD BE GOOD TO HAVE THAT INTERACTION AGAIN. THESE THINGS CONTINUE TO PROGRESS QUICKLY, AND THE TOWNSHIP IS CERTAINLY STILL IMPACTED BY THINGS THAT THE CITY IS WORKING ON, ALRIGHT REPORT OF CITY [14. REPORTS OF CITY OFFICIALS] OFFICIALS. WE HAD A CHANCE TO MEET. YOU MAY HAVE HEARD THE ANNOUNCEMENT THAT INTEL HAS PICKED A CONSTRUCTION PARTNER. UM NOW THEY'RE MOVING FROM SORT OF THE EARTHWORK PHASE WITH GIL BEIN INTO THE CONSTRUCTION PHASE . THEY SELECTED A PARTNER IN BECHTEL HOTEL IS A FAMILY OWNED COMPANY, ONE OF THE LARGEST CONSTRUCTION COMPANIES ON THE PLANET. THEY WERE FAMOUSLY KNOWN FOR A PROJECT BEFORE. UNTIL AFTERWARDS, THEY'LL BE KNOWN FOR THE COMPANY THAT, BUT BEFORE THAT THEY WERE KNOWN FOR BUILDING THE HOOVER DAM. MAYBE YOU HEARD OF THAT. THEY'RE ALSO BUILD A LOT OF NUCLEAR PLANTS ACROSS THE WORLD, SO THEY HAVE A LOT OF TALENT AND A LOT OF RESOURCES. SO IT'S GOOD TO HAVE A NEW PARTNER IN THE COMMUNITY. THEY JUST WANTED TO COME IN TOUCH BASE WITH US, YOU KNOW, GET A NAME WITH THE FACE KIND OF THING, BUT THEY LEFT BEHIND THE COIN. I'LL PASS AROUND WITH THEIR THEIR SORT OF VISION AND VALUES AND COVENANTS. INTERESTING THING TO LEAVE BEHIND. BUT YOU KNOW, I THINK IT I THINK THEY'RE GONNA THEY WANTED TO COME AND SAY HELLO BUT MOST IMPORTANTLY, WANTED TO SAY, LISTEN, WE'RE GOING TO BE IN THIS COMMUNITY FOR A VERY LONG TIME. WE ARE GOING TO BE A STRONG PARTNER IN THE COMMUNITY. YOU WANT TO, YOU KNOW, START THIS RELATIONSHIPS RIGHT NOW AND MAKE SURE THAT THE CITY HAS AN OPEN LINE OF COMMUNICATION. IF THERE'S THINGS THEY NEED FROM US, OR THINGS THAT WE CAN DO THAT SUPPORT THE COMMUNITY. WE'RE HERE TO HELP. SO AGAIN, A GREAT PARTNER. UM YOU KNOW, UH BRING THE INTEL HERE WAS CERTAINLY A BIG WIN. BUT SOME OF THE PARTNERS INTEL IS BRINGING TO THE TABLE ARE ALSO GOING TO HELP OUR COMMUNITY MOVING FORWARD. THEY'RE GONNA RENT PERMANENT OFFICE SPACE HERE. ALRIGHT, TRAILER. ON SITE? YES. SO INTEL, UM AND I'M NOT SURE THAT TILL I'M ASSUMING THAT IS ALSO GOING TO BE PART OF THAT, BUT HTTPS LEASING OUT SOME OF THEIR OFFICE SPACE IN NEW ALBANY FOR THEIR USE OVER TIME. THEY'RE GOING TO WANT TO HAVE A PERMANENT HOME. I THINK THEY'RE GONNA YOU KNOW, LOOK FOR SPACE IN THE AREA. BUT YOU KNOW, JUST LOOKING AT THE OTHER. FABRICATIONS CONSTRUCTION SITES THAT INTEL OPERATES. I MEAN, CHANDLER'S ON HAS BEEN GOING 30 YEARS STRONG AND THEY'RE NOT, YOU KNOW, QUOTE DONE YET. SO YEAH, I THINK THAT'LL UNDERSTANDS THEY'RE GOING TO BE A PART OF OUR COMMUNITY FOR A VERY LONG TIME. UM NOT SURPRISING THAT YOU HAD QUESTIONS ABOUT WORKFORCE AND HOUSING AND THINGS LIKE THAT THAT YOU KNOW THE ENTIRE REGION HAVE BEEN FOCUSED ON SO WE'LL CONTINUE TO WORK WITH WITH THEM AND INTEL AND THE OTHER PARTNERS IN THE REGION TO TRY TO SHORE UP CONCERNS ABOUT THAT IT'S GOING TO BE AN ONGOING DIALOGUE. IT'S NOT SOMETHING THAT WE'RE GOING TO SOLVE OVERNIGHT, BUT WE'LL CONTINUE TO WORK FOR THOSE TOGETHER. REGRETTABLY BOTH JOE AND I WERE UNABLE TO ATTEND THE THIS MONTH'S CENTRAL OHIO MAYORS AND MANAGERS ASSOCIATION MEETING. BUT THE FOCUS OF THE CONVERSATION THAT DAY WAS ON REGIONAL HOUSING PLANS. AND HAD PRESENTATIONS FROM THE CITY. COLUMBUS MORE BSI THE UNITED WAY. AND A LOT OF THE FOCUS WAS ON THE REGIONAL HOUSING STRATEGY REPORT THAT MORSI ISSUED LOOKING AT NOT JUST CENTRAL HIGH OVER THE ENTIRE REGION AND HOW EVERYONE HAS A ROLE TO PLAY IN, UH, INCREASING HOUSING STOCK IN OUR REGION, SO GROWTHS COMING CERTAINLY COMING BETWEEN BEFORE INTEL. IT'S JUST BEEN ACCELERATED WITH THE ANNOUNCEMENT OF THAT NEW PARTNER COMMUNITY. BUT WE CAN EXPECT SOME DEVELOPMENT PRESSURE. AS A REGION AS A CITY. AND SO WE HAVE TO HAVE CONVERSATIONS ABOUT THAT THAT IMPACT NOT ONLY ON THE CITY BUT ON THE TOWNSHIP AND ON THE SCHOOL DISTRICT SO WE'LL START WITH ALREADY BEEN PLANNING FOR THAT. WE'VE HAD CONVERSATIONS ABOUT IT, BUT JUST LIKE WITH ALL [01:30:02] OF OUR OTHER REGIONAL PARTNERS, THOSE THOSE ELEMENTS WILL BE ACCELERATED, MOVING FORWARD. UM THAT'S ALL I HAVE ON MY SIDE. ANYTHING FROM THE CLERK KIND OF FORTUITOUS THAT WE'VE BEEN TALKING ABOUT THE PARADES AND FOUNDER STATED EVENTS. THIS IS THE TIME OF YEAR I HIT YOU UP ABOUT COUNCIL WANTS WITH THEIR FLOAT. COULD DO GOLF CARTS COULD DO HORSE AND WAGON AGAIN. SIGNIFICANT COST DIFFERENCE, BUT IT DEPENDS ON WHAT YOU GUYS ARE UP FOR. COULD DO ONE OF EACH. UM THEY GOT HEARTS BASED ON LAST YEAR'S QUOTES YOU'RE GOING TO BE ABOUT 2000 PER EVENT, $2000 JUST THE CARDS AND THEN WE WOULD NEED SOME OTHER FUNDING STATUS. THE HORSE AND WAGON LIKE WE USED TO IS USUALLY ABOUT 405 100 PER EVENT, AND I KNOW COUNCILOR OF RISK IS DOING GOLF CARTS AT LEAST ONCE ONE OF THOSE TWO. YEAH I WOULDN'T MIND. SPLIT IT UP, YOU KNOW, GOLF CARTS FOR ONE AND THE HORSE AND WAGON TO THE OTHER. I LIKE ITS FOUNDERS. DAY IS MAY 20 JULY 4TH SPORT PROBABLY REFERENCE FOR ONE OF THE OTHER. THE CARTS MIGHT BE TOUGHER TO GET JULY 4TH. SO I DO WANT TO GET THAT EARLY IF YOU WANT THE JULY 4TH DAY. WHAT DO YOU THINK? GOLF CARTS FOR FOUNDERS DAY AND HORSE AND BUGGY FOR DEATH DECORATED AWAY. THERE WOULD BE BLANK. YEAH BUT I'M GOOD. EITHER WAY. I JUST WANT TO MAKE SURE I GET IT IN EARLY IF WE'RE GOING TO DO JULY FOUR, INTERSTATE PROBABLY EASIER, COUNSELOR. I DON'T I DON'T KNOW ANYONE. SO. SO DO YOU HAVE ENOUGH? I MEAN, IS EVERYONE GOOD WITH CARTS FOR FOUNDERS DAY? WHAT? THAT CONVERSATION ABOUT WHO'S I THINK THE WRITING ABOUT THE WORST FOR FOUNDERS DAY, IT'S KIND OF NOSTALGIC THROWBACK ESTABLISHED. I ALWAYS THINK I WAS THINKING THE OPPOSITE LIKE THE WORST FOR FOUNDERS DAY AND CARS FOR FOURTH OF JULY. IT'S A LITTLE COOLER ON FOUNDER'S DAY SO THE FORCE MIGHT NOT BE AS SMELLING SMELLY AND WHEN YOU'RE RUNNING BEHIND IT, THE CARDS HAVE LAST TIME. YEAH. THEN WE GET TO DECORATE THEM AS SEPARATE FUN TO DECORATE THEM STUFF. ALRIGHT YEAH, PEOPLE OUT, SO YOU FEEL LIKE YOU CAN GET MORE CLOSER. OKAY THAT'S FUN WILL REACH OUT HAVE TO BE LIKE IT. THOUGH FRONT OF THE PARADE FOR FOURTH OF JULY. WE HAVE SOME PULL, OKAY? YES UM SOME OF US MAY THINK CIRCLE AROUND AND YOU KNOW, BE INTEREST SOMEWHERE ELSE. RIGHT. I WILL REACH OUT THIS WEEK TO MAKE SURE THAT WE CAN GET THEM FOR THE FOURTH. COME BACK TO YOUR ISSUE. OKAY? RIGHT SO HORSE FOUNDER'S DAY PARTS SPORTS BLOCK, ALL RIGHT. THAT'S ALL I HAVE. ALRIGHT ANY UPDATE FROM THE FINANCE DIRECTOR NO ONE THING. CITY MANAGER ANY UPDATE. I ACTUALLY HAVE THREE ITEMS THAT I'D LIKE TO UPDATE YOU ON THE FIRST WOULD BE ADRIAN AND AN UPDATING ON THE DORA. AND THEN ALSO THE. SOME ADDITIONAL INFORMATION ABOUT THE PARK TAYLOR FARM PARK AND THEN LASTLY, MIKE WE'LL HAVE A REAL BRIEF UPDATE ON A COUPLE OF OUR THREE OF OUR CAPITAL PROJECTS. THANK YOU. I APPRECIATE THE OPPORTUNITY TO PROVIDE THIS UPDATE ON OUR DESIGNATED OUTDOOR REFRESHMENT AREA, OR ADORA. JUST A BRIEF REFRESHER ON THE START OF THE DOOR COUNCIL CREATED IT, BY RESOLUTION ARE 53 21 BACK IN NOVEMBER OF 2021. AND BECAME EFFECTIVE FOUNDER'S DAY IN MAY 2022 WE HAVE FOUR PARTICIPATING ESTABLISHMENTS CURRENTLY INCLUDING RUSTY BUCKET BREW DOG HUDSON 29 MELLOW MUSHROOM. IN GENERAL, WE HAVE THREE HEARD AND FAST RULES. THE FIRST BEING THAT THE DOOR IS OPEN FROM 5 TO 10 FROM THURSDAY THROUGH SATURDAY. PARTICIPANTS MUST DISPOSE OF THEIR CUPS BEFORE ENTERING A NEW AT ESTABLISHMENT THAT SELLS ALCOHOL AND ALL BEVERAGES MUST BE PURCHASED FROM THE DORA SO NO ONE CAN BRING THEIR OWN FROM HOME. SO I WANTED TO BREAK DOWN KIND OF THE CUPS BECAUSE THIS WAS THIS IS A BIG LOGISTICAL PART OF THE CUPS THE DOOR SO THE CITY HAD AN ADDITIONAL INVESTMENT OF A TOTAL OF 25,000 CUPS. MOST OF THOSE WERE 16 OUNCE CUPS. SOME OF THEM ARE NINE OUNCE CUPS FOR WINES OR SMALLER FORESTS. UM, TOTAL START UP COSTS. FOUR CUPS ALONE WAS ABOUT 5700. DOLLARS ARE DORA ESTABLISHMENTS HAVE ORDERED 5800 CUPS FROM US PURCHASING THOSE AT COST. AND WE'VE RECOVERED ABOUT 25% OF OUR, UM COSTS FROM CUPS. OUR MOST POPULAR CUP ORDERS BREW DOG THEY'VE ORDERED OVER HALF OF ALL THE CUPS. FROM US, FOLLOWED [01:35:01] BY RUSTY BUCKET HUDSON 29 MELLOW OR BOTH. ABOUT 500 HUDSON HAS ORDERED MORE OF THE NINE OUNCE CUPS, SO JUST BE INDICATIVE OF WHAT KIND OF DRINKS THAT THEY'RE SELLING. SO THE BIG. I GUESS THE MOST IMPORTANT ASPECTS OF PROMOTING AND MAINTAINING THE DOOR OR SIGNAGE AND SANITATION. UM AND BOTH OF THESE HAVE REALLY FALLEN ON OUR PUBLIC SERVICE DEPARTMENT TO HELP KEEP THOSE UP. AND RUNNING THROUGHOUT THE COURSE OF THE DORIS SEASON. UM. FOR THE SIGNAGE PLAN. CITY STAFF REALLY STUDIED THE BOUNDARY TO DETERMINE THE MOST APPROPRIATE SIGNAGE LOCATIONS. UM AND THESE WERE BASED ON FACTORS SUCH AS PEDESTRIAN FLOW AND VISIBILITY VISIBILITY. UM SO WE HAD THREE TYPES OF SIGNAGE THAT WERE UTILIZED. THE GROUND DECALS WERE PERMANENT STICKERS INDICATING EXITING AND ENTERING AREAS OF THE DORA AND THOSE REPLACED THAT MOST PEDESTRIAN CROSS BLOCKS INTO VILLAGE CENTER. THE OTHER TWO TEMPORARY TYPES OF SIGNAGE INCLUDED THE A FRAMES. ONE TYPE OF A FRAME HAD THE DOOR RULES LIKE YOU CAN SEE HERE. AND THE OTHER A FRAME INDICATED OTHER EXITING ENTERING POINTS. THE. THE SANITATION PLANS. THIS SENATE CENTERED AROUND THE TRASH AND RECYCLING CONTAINERS. AND SERVICE PLACE THESE OUT WEEKLY UM, WE RECEIVED A BUNCH OF EXTRA LIKE TRICK. UM EASILY PORTABLE TRASH AND RECYCLING CONTAINERS THEY PROBABLY SAW OUT ON THE SIDEWALKS. UM AND THOSE WERE THOSE WERE PUT OUT WEEKLY ADVICE SERVICE AND COLLECTED EVERY SUNDAY OR MONDAY FROM SERVICE AS WELL. SO BETWEEN BOTH, YOU KNOW THE TIME REQUIREMENT. PUT IN BY OUR SERVICE DEPARTMENT AS WELL AS THE POTENTIAL. WE HAD SOME SERIOUS WEATHER OVER THE SUMMER , WHICH IS COMMON. YOU HAVE A LOT OF WIND AND GAS. UM THOSE CAN KNOCK OVER SIGNS. KNOCK OVER THOSE, UM TEMPORARY TRASH AND RECYCLING CONTAINERS, SO STAFF RECOMMENDS PERMANENT SOLUTION FOR BOTH THE SIGNAGE AND THE TRASH AND RECYCLING OPTIONS. COUNCIL FIND THAT APPROPRIATE. DO WE HAVE ANY LIKE VISUAL INDICATION OF WHAT THE TRASH COLLECTION WOULD LOOK LIKE. WE DIDN'T HAVE PICTURES. TEMPORARY ONES JUST GOT BLOWN ALL OVER THE PLACE. YEAH I FELT BAD FOR THE SERVICE DEPARTMENT THAT HAD PUT THEM OUT AND FIND THEM. HOW MANY WERE WE PUTTING NOW? WEEKLY. GREAT QUESTION. LET ME GUESS. FOUR. I WOULD SAY HALF DOZEN. I WAS GONNA SAY 6 TO 8. YEAH, THAT MUCH. UH HUH. YEAH, PERMANENT WOULD BE BETTER CLEAN UP EVERY DAY. ONCE A WEEK OR SO. SO I THINK THERE'S A NEED FOR IT TO AGREE, EVEN EVEN OUTSIDE THE DOOR. HMM DOES IT MATTER WHAT THEY THROW IN THERE ANY TRASH GOING THERE? YEAH. ANY TRASH CAN GO ON THE TRASH. WE ALSO HAVE THE DOOR CUPS ARE COMPLETELY RECYCLABLE, SO THOSE CAN ALL GO AND RECYCLING SO LIKE THE DOUBLE ONES THAT WE HAVE IN ROWS, RON, PERMANENT TRASH AND THE RECYCLING, SO WE'RE JUST THINKING OF PROBABLY THOSE, AND, YEAH, IN DIFFERENT LOCATIONS AND THEN MAYBE EVEN LOOK AT IF WE COULD PUT SIGNAGE ON SOME OF THOSE, UM MAYBE NOT ALL OF THEM. BUT LOOK AT REDUCING THE AMOUNT OF LIKE HOLES IN THE GROUND, SO EITHER USING SIGNAGE ON THE TRASH RECEPTACLES, OR MAYBE EVEN SMALL SIGNS ON LIGHT POSTS OR SO WE DON'T HAVE TO PUT UP ADDITIONAL. YEAH GOOD POINT. WE JUST PUT THE DOOR SIGN ON THE FREAKING TRASH CAN. YEAH WE'RE LOOKING AT THE MARINA DISTRICT DOES THAT SOME SOME PLACES WRAP IT WITH LIKE A, YOU KNOW THAT, BUT I THINK WE CAN PUT SOME PERMANENT SIGNAGE ON IT. MM HMM. THAT'S A GOOD IDEA. I LIKE TO PAINT AND WATER TOWER, RIGHT, RIGHT, JUST LIKE THAT LIKE THAT A LOT LIKE THAT. SOMEBODY SOUNDS A LITTLE BITTER. SPEAKING OF FELLAS, I GOT SEVERAL CALLS WHEN FOCUSING THAT WE SHOULD JUST KEEP THE LIGHTS UP DOWNTOWN ALL YEAR. MM HMM. I MEAN, MAYBE JUST ON STEPPING UP, FELLAS. I WAS THE ONE THAT ASKED TO EXTEND THOSE OFFICE CIRCLE. IS THAT AN OPTION WEEKS WE TALKED ABOUT TURNING THEM ON IN JUNE, JULY AND AUGUST. SO THEY'RE IN THE SUMMER. THEY COME ON. SO MAYBE THEY JUST STAY ALL YEAR. WE ANOINTING WE WOULD WANT TO BE CAREFUL OF SPECIAL, THOUGH, WHEN YOU TURN THEM ON AT CERTAIN [01:40:04] TIMES, RIGHT? SO WE WANT TO CHECK WITHIN OUR VERSE ON THE ON THE HEALTH OF THE TREE BECAUSE THE TREE GROWS. YOU'RE NOT GONNA WANNA STRANGLE IT WITH THE LIGHTS SO THERE MAY BE ANOTHER SOLUTION FAIRLY GREAT, LIKE DURING MY SUMMER NIGHTS, AND PEOPLE ARE OUT OF THOSE TWINKLE LIGHTS ON FOR SURE. WHATEVER WE CAN DO TO KEEP THE KEEP THE DOME AT THE AMPHITHEATER ON BLUE LIGHT LOOKS REALLY NICE. YEAH. WE DID INCLUDE AN OPTION WITH THIS NEW COMPANY THIS YEAR, TOO. WE DID EXTRA FUNDING AND WE HAVE AN OPTION OF DOING, UM ACROSS TRAINS CROSSING AND THEN AT STEPHAN OFFICE CIRCLE, BUT WE HAD TO VALUE EIGHT. WHETHER WE COULD USE THE TREES. UM OR IF WE WOULD HAVE TO PUT UP A POST, BUT IT WOULD BE MORE OF THAT, LIKE PATIO LIGHTING, LIKE THE ROUND BALLS ARE NICE. YEAH EASIER TO GET UP AND DOWN TO RIGHT. SO WE HAVE THAT OPTION IF YOU WANT TO DO THAT, OKAY. THANK YOU WORK WITH TO DO THAT, RIGHT. SO ARE WE GONNA DO THAT OR NOT DO THAT . WE'VE GOT A PROPOSAL, UM, FROM THE COMPANY SO WE CAN LOOK INTO USE OUR OUR FIRST TO LOOK INTO THE HEALTH OF THE TREE. SITUATION AND THEN WE CAN GO FORWARD MAKES ART SITTING HARD, ATTRACTIVE. PEOPLE WANT TO COME DOWNTOWN OR IN, SPEND MONEY AND ENJOY. ENJOY OUR MEN'S MAYBE SPEND NIGHTS AT THE HOTEL'S SPENT NIGHTS TAX MONEY DIFFERENTLY YOU GO. JUST BRIEFLY CHANGED THE SUBJECT BEFORE YOU RELATED. CAN WE TALK ABOUT THE SUBJECT? SURE YEAH. AND DO YOU HAVE ANYTHING ELSE? YEAH I JUST WANT TO SAY THANKS, CASEY. WE'RE TALKING DOOR. UM I JUST WANTED TO HIGHLIGHT OUR CURRENT BOUNDARY. IT'S APPROXIMATELY 42 ACRES. WE HAVE NOTICED SOME CHANGES IN LEGISLATION AT THE STATE LEVEL. SO WHEN OUR DOOR WAS CREATED MUNICIPAL CORPORATIONS WITH A POPULATION LESS THAN 35,000 WERE LIMITED TO ONLY ONE DORA UP TO 150, CONTINUOUS ACRES AND AT LEAST FOUR QUALIFYING PERMIT HOLDERS. SO WE JUST KIND OF MET THAT WITH OUR FOUR UM ESTABLISHMENTS HERE. HOWEVER IN MARCH OF LAST YEAR, THESE REQUIREMENTS WERE CHANGED. SO NOW POPULATIONS MUNICIPALITIES WITH POPULATIONS LESS THAN 35,000. UM. ARE ABLE TO HAVE A MAXIMUM OF THREE DORA'S EACH WITH A MINIMUM OF TWO QUALIFIED PERMIT HOLDERS AND 320 CONTIGUOUS ACRES. UM AND SO ULTIMATELY, THE DORIS SIZE HOW MANY DOORS SHOULD BE CREATED THE HOURS OF OPERATION. WHAT CUPS ARE USED. HEALTH SAFETY, SANITATION PLANS, AND WHEN THE DORA IS IN EFFECT, THOSE ARE ALL UP TO YOU. UM SO WHEN WE HAVE INTEREST FROM AN ESTABLISHMENT OUTSIDE OF THE CURRENT BOUNDARY, UM. BUSINESSES LIKE THAT'S UP TO YOU TO DETERMINE IF YOU WANT TO MODIFY THE BOUNDARY. IF YOU WANT TO CREATE AN ADDITIONAL DORA OR WHAT SORT OF CRITERIA YOU WOULD LIKE TO ESTABLISHED TO ASSESS THAT. YEAH I MEAN, WITH ELLIOT'S AND THEN 24 IN MAINE COMING ON, HOPEFULLY SO MAYBE WE'LL GET A THIRD PARTNER ON THAT. IN THAT AREA. MAYBE THERE'S A SEPARATE DOOR CONVERSATION TO HAVE MHM. OH, I GUESS MY BIGGEST PET PEEVE OF THE DOOR AND I KNOW THERE WERE GROWING UP AND GROWING PAINS WAS WE DIDN'T UTILIZE IT. FOR EVENTS. MHM AND ESPECIALLY, YOU KNOW, SPECIFICALLY. WHEN I ENVISION THIS I KIND OF KNEW THAT. YOU KNOW, ON A TYPICAL THURSDAY NIGHT, I'M NOT GOING TO SEE MANY PEOPLE WALKING AROUND DOWNTOWN ALBANY WITH A BEER UNLESS THERE'S AN EVENT GOING ON. SO LIKE, WHAT DO WE HAVE TO DO? I KNOW IF YOU HAVE THESE HOLDERS NOW, BUT WHAT DO WE HAVE TO DO TO REQUIRE? VENDORS THAT COME IN FOR THESE EVENTS, SAY FOUNDER'S DAY WITH THE CONCERT. AND OCTOBERFEST WITH THE BEER TRUCKS ON MARKET STREET. BECAUSE . THE WHOLE POINT OF THIS WAS NOW WE DON'T HAVE TO PUT ALL THAT FENCING UP AND HAVE THESE GATES FOR PEOPLE TO LIMIT THEM. WHERE THEY NOW WE HAVE A DOOR IN PLACE, SO YOU SHOULD BE ABLE TO JUST BUY A BEER FROM THAT VENDOR AND THE BEER TRUCK AND THE DOOR CUP AND THEN GO WHEREVER YOU WANT. YOU WANT. YEAH I THINK AFTER HAVING A YEAR UNDER OUR BELT, IT'S PROBABLY GOOD FOR US TO ESTABLISH SOME POLICY AROUND THAT WHAT WE FOUND LAST YEAR WHEN WE WERE TALKING TO EVENT ORGANIZERS BECAUSE NONE OF THOSE ARE EVENTS ARE EVENTS THAT THE CITY CONTROLS. UM WE FUND SOME OF THEM ARE PARTIALLY FUND SOME OF THEM, BUT WE'RE NOT PRODUCING THE EVENTS OURSELVES. WHAT WE HAVE. FOUND LAST YEAR, THOSE EVENT ORGANIZERS BECAUSE THEY ALREADY HAD RELATIONSHIPS WITH [01:45:01] BEER VENDORS OR WINE VENDORS THAT THEY DIDN'T WANT THAT COMPETITION FROM THE DORA. BECAUSE THEY WANTED JUST FOR THEIR VENDORS. THEY HAD A RELATIONSHIP WITH TO BE ABLE TO SELL WITHIN. THE BOUNDARIES OF THEIR EVENT. IF THAT'S SOMETHING THAT WE WANT TO CHANGE AND PUT SOME STRUCTURE AROUND. I THINK WE KNOW NOW HOW TO FIGURE IT OUT WITH THEIR TEMPORARY, UM LIQUOR LICENSE TO HOW TO DEFINE AN AREA. THAT YOU COULD STILL THEIR VENDORS COULD STILL SELL. UM, BEER WINE. AND UM, GO INTO THE DOOR AREA. IT WOULD JUST BE, UM YOU KNOW, LETTING THEM KNOW THAT THAT'S THE EXPECTATION. SO I JUST WANT TO MAKE SURE I UNDERSTOOD. THEY WERE SAYING THAT BEER VENDOR ON MARKET STREET FOR OCTOBER FAST. I DIDN'T WANT. TO ALLOW OUTDOOR AND BECAUSE WE'RE GOING TO BE A COMPETITION WITH THEM, I DON'T SINCE OCTOBERFEST WAS LATER I DON'T HAVE ANY SPECIFICS ABOUT THAT ONE. BUT IN CONVERSATIONS WITH SPECIFICALLY THE FOUNDATION FOR THEIR EVENTS AT THE AMPHITHEATER, THEY WANTED TO MAKE THAT SEPARATE AND HAVE THEIR VENDORS THAT WERE, YOU KNOW. AT THE EMPATHY, ATTAR AND ONCE YOU GO IN THE MPA THEATER YOU KNOW, I MEAN, THERE'S SETTING THE TRUCKS UP RIGHT OUTSIDE AND RIGHT. I GET THAT, BUT EVEN LIKE FOUNDERS DAY DIDN'T THIS YEAR, THEY STILL HAD THE BEARD GARDEN WHERE YOU HAD TO STANDING IN THE CORRAL DIDN'T DRINK A BEER. YEAH THAT'S MY UNDERSTANDING. THAT'S WHAT THAT SHOULD BE. YEAH YOU AND I THINK IT WAS BREW DOGS SELLING BEER THERE. SO THAT WAS THE FIRST ONE. SO THAT'S WHEN WE DIDN'T UNDERSTAND THIS OVERLAP BETWEEN THE DORA AND THE BOUNDARIES OF THE TEMPORARY LIQUOR LICENSE, AND SO I THINK HOW THEY SUBMITTED THEIR TEMPORARY LIQUOR LICENSE. SIX EXCLUDED THE DOOR BECAUSE BASICALLY WHEN THEY SAID , WE WENT ALL OF THE HEIGHT CENTER PARKING LOT OR WHATEVER THEY SAID TO BE THEIR TEMPORARY LIQUOR LICENSE IN THE STATE SEES THAT AS OF AN ESTABLISHMENT AND THEN ESSENTIALLY TAKES IT OUT OF THE DOOR BOUNDARY FOR THAT. LENGTH OF THE EVENT. SO WHAT WOULD HAPPEN? WHAT WOULD NEED TO HAPPEN IS FOUNDER'S DAY. NOW IF WE WANT TO ALLOW THE DOOR TO BE AROUND IT, THEY WOULD HAVE TO SUBMIT THEIR BOUNDARIES THAT THEIR TEMPER TEMPORARY LIQUOR LICENSED. ESSENTIALLY, JUST BE LIKE A BEER TRUCK OR WHERE THEY'RE SELLING IT, AND THEN PEOPLE COULD TAKE IT OUT AND BE IN THE PARKING LOT. OKAY? BUT THEN WE ALSO HAVE TO COMMUNICATE WITH THESE VENDORS THAT THEY NEED TO PURCHASE CUBS. THAT'S RIGHT AND HAVE THOSE EITHER ON HAND OR SOME CHALLENGES TO THAT AS WELL THAT WE'VE KIND OF BEEN MADE AWARE OF LIKE, YOU DON'T KNOW. HOW MANY CUPS TO BUY AND THEN YOU HAVE A THUNDERSTORM, AND NO ONE COMES AND THEN SO WE WOULD HAVE TO ESTABLISH THEM POLICY LIKE WOULD WE? YEAH. RETURN POLICY ESSENTIALLY AND WHAT WERE THE CONDITIONS OF THE CARBON OPENED, SO THERE'S KIND OF DIFFERENT CONSIDERATIONS THAT WE HAVE TO JUST WORK THROUGH. I MEAN, THAT'S IT'S EASY JUST TO GET A DRINK AND WALK AROUND. YEAH THAT'S THAT WAS THE KIND OF THE GOAL OF ALL THIS IS AND I, YEAH, I SEE THE LOGISTICS AND I DON'T KNOW IF THAT'S A DO OTHER COMMUNITIES FOR EVENTS. ARE THEY THE ONES THAT MANAGED THEMSELVES ? WE REACHED OUT, UM HANA, FOR EXAMPLE. AND SO THEIR DOOR BOUNDARY LIKE THE THEY HAVE THE JAZZ AND BLUES CREEK ADJUSTABLE. I FEEL LIKE THEY HAVE AN EVENT. IN THE SUMMERTIME AGAINST EVERY WEEKEND AND A LOT OF THEIR EVENTS. OUR CITY EVENTS AND THEN SOME OF THEIR EVENTS ARE TICKETED TO WHERE THEY ACTUALLY HAVE A LIKE A GATE, RIGHT? YEAH AND SO THEY HAVE A LITTLE BIT MORE CONTROL THAN THAN WHAT WE WOULD HAVE. BUT THOSE ARE CITY PRODUCED EVENTS. THE IF WE WERE EVER TO CLOSE OFF DOUBLE GRANVILLE ROAD. FOR THE WHOLE EXTENT, THEREBY THE ROADS AROUND THE PARK. THE DOOR LINE COMES DOWN TO THE SOUTH THERE. IF WE CLOSE THAT HOLE ROAD OFF, AND WE HAD THE WHOLE ROAD, PART OF A FESTIVAL WITH TRUCKS AND RIDES. BUT THEY BE ABLE NOT WILL THEY NOT BE ABLE TO GO DOWN. AH. IS WESTBOUND THERE. THEY WOULDN'T AS AS THE BOUNDARY CURRENTLY STANDS, BUT I MEAN, THAT'S A HALF MILE STRETCH OF ROAD, SO IT'S PRETTY BIG. I MEAN, I THINK YOU COULD FIT. UM YOU KNOW WHAT YOU WOULD NEED WITHIN THAT THE AREA WHERE IT WOULD BE ALLOWED. COUNCIL CAN AMEND THE BOUNDARIES. WHY DID WE NOT JUST PUT THE BOUNDARY ON THE OTHER SIDE OF THE ROAD SO WE CAN CAPTURE THE WHOLE ROAD WHEN WE [01:50:05] DID IT? UH I THINK I MEAN, PROBABLY THE PRIMARY REASON WAS WE WERE TRYING TO ALLOW FOR THAT. MOVEMENT TO THE MCCOY AND TO THE AMPHITHEATER BECAUSE THAT SEEMS LIKE A DESTINATION, BUT YOU'RE JUST LOOKING AT THE HIGH SCHOOL IN THE LIBRARY ON THE OTHER SIDE. AND THERE'S NO CROSSING. UM, WEST OF THAT AREA. POSSIBLE THEY WOULDN'T LOOK LIKE A STINGRAY WOULD NOT STINGRAY BRAIN TUMOR. NOW MY ONLY MY. I HAVE ONE OF THE QUESTIONS HAVE WE HAD ANY INCIDENTS WERE THE DOOR WAS NOT BEING RESPECTED, AND WE HAD TO STEP IN WITH LAW ENFORCEMENT. YEP NO, WE DID NOT. WHICH WAS NICE. GOOD. ANECDOTALLY GETTING PERSONAL EXPERIENCE, BUT THERE WAS A LEARNING CURVE WITH SOME PEOPLE I MAY KNOW THAT PUSHING THE BOUNDARIES OF THE DORA OFFICERS , YOU KNOW GENTLY. I FEEL LIKE IT WAS THAT FIRST CONCERT. UM THEY HAD THE WAS HEARD THEM. YEAH THERE WAS WE HEARD FROM GURU DOLL. YEAH EDUCATING EDUCATING GOING ON OFFICERS. WELL THE B Y O B. YES IT'S TURNED INTO B Y O B ETCETERA. AND I THINK RUDOLPH ACTUALLY STOPPED SELLING STORAGE DRINKS BECAUSE THEY WERE HAVING SOME PROBLEMS WITH THE PATRONS AND, UM PEOPLE WERE GETTING TABLES BUT THEN LEAVING AND GOING TO THE AMPHITHEATER AND GOING BACK AND FORTH, AND SO FROM A STAFFING STANDPOINT, IT WAS CREATING A LOT OF PROBLEMS THAT THEY JUST CUT OFF. EVEN SELLING ANY DOOR DRINKS AT SOME POINT THAT EVENING. WAS IT SPECIFICALLY, JUST AND I KNEW THEY HAD PROBLEMS AT NIGHT. HAVE BIG DID THEY GO BACK TO SELLING ? THAT WAS? YEAH. THAT WAS THE ONLY TIME THAT I'VE HEARD FROM THEM THAT THERE WAS AN ISSUE WITH THE DORA. PEOPLE STARTED TO SPICE BECAUSE YOU CAN BUY A SIX PACK OF BEER TO TAKE HOME AND THEY'RE LIKE A SIX PACK AND HAVE A DRAWER CUP AND BE LIKE BETTER OUTSIDE UNDER THE TREE ACROSS THE STREET. OFFENDED. WE'RE TAKING IT INTO THE APATHY. YEAH SO LESSON LEARNED THAT THAT FIRST EVENT, OKAY. WHAT'S THE PROCESS OF MOVING THE BOUNDARY OF THAT A LONG PROCESS? OR IS IT SOMETHING THAT'S DONE QUICKLY? IT'S THE SAME PROCESS WE HAD TO GO THROUGH TO ENACT THE DOOR. SO THERE NEEDS TO BE. UM I THINK THERE WERE LIKE TWO PIECES OF LEGISLATION. WE HAVE TO SUBMIT AN APPLICATION TO THE STATE. WE ARE REQUIRED BY THE STATE. I THINK TO REVIEW EVERYTHING AND FIVE YEARS IS THAT THE TIME FRAME UM. AND THEN IF WE WANTED TO ADD ANOTHER DOOR, AND NOW THAT WE HAVE THAT ABILITY RIGHT NOW, I DON'T THINK WE HAVE A PLACE WHERE WE HAVE TO PERMIT HOLDERS. BUT IF THAT WOULD CHANGE WE'D HAVE TO GO THROUGH THAT ENTIRELY THAT PROCESS AGAIN TO ADD ADORA. BUT WHAT I THINK ELLIOTT'S HAS EXPRESSED SOME INTEREST IN PARTICIPATING AT SOME POINT. I LIKE THAT PLACE. SO YOU'D HAVE TO EXTEND IT ALL THE WAY UP TO ALEX. YOU HAVE TO BUT WE'RE CREATING A NEW ONE OR CREATIVE SELVES. YEAH, COULD GO UP TO SUNDAY. ACCORDING TO STOP IT. GREAT MARLENE'S NEIGHBORHOOD UP THERE. SHE COULD WALK FROM TOTALLY LET'S JUST PUT IT TO HER HOUSE LIKE YOU DON'T PATIO DIRECTOR. I LOVE IT. FROM ELLIOT'S TO HOME IN BED COMMUNITY CONNECTS US COMMUNITY CONNECTION. I LIKE ELLIOT'S. WAS IT YOU, CHIEF WHO TOLD ME WHEN I WAS FIRST THINKING OF MY NEIGHBORHOOD ISSUE? WHAT I SAID , LIKE YOU GET A LOT OF ANY KIND OF CRIME ISSUES. ONLY WHEN PEOPLE GET DRUNK OVER AT L S AND CAN'T FIND THE RIGHT FRONT DOOR AND KNOCKS AT THE WRONG HOUSE AND WINDSOR. THAT'S PART OF OUR EDUCATION PROGRAM. GET IT? IT'S MINE. ALL RIGHT. ANYTHING ELSE ON THE ON THE DOOR. SAY YOU CAN JUST TAKE US ON A TANGENT. CHEERS. ALRIGHT WELL, I'LL DO SOME UPDATES. I DON'T MEAN TO MAKE THIS FULL MEETING ABOUT TAYLOR FARM. THIS IS INFORMATIONAL ONLY SO I DON'T NEED A MOTION, BUT YOU CAN STILL FEEL FREE TO BE ENTHUSIASTIC ABOUT IT. PRESSURE ENTHUSIASM. UM SO WE BOUGHT THE FARM AND JUNE OF 2021. IT'S UH, GOSH, I NEED GLASSES. BUT IT'S 98 ACRES , AND THAT'S WHAT WE CALL THE HOMESTEAD, WHICH THE HISTORIC HOUSES AND THEN WHAT WAS THE WETLAND MITIGATION SITE FROM [01:55:02] NEKO. NEXT SLIDE, PLEASE. SO THIS WILL KIND OF SERIES OF SLIDES ARE JUST WALK YOU THROUGH EVERYTHING WE'RE DEALING WITH OUT HERE. SO CAN YOU GO BACK ONE, PLEASE? YEP SO, FROM A DEED RESTRICTIONS STANDPOINT, 100% OF THE SITE IS DEED RESTRICTED WITH TWO DIFFERENT TYPES OF DEED RESTRICTIONS. ONE UM, ARE THE STANDARD ACCOMPANIED THE RESTRICTIONS THAT ARE ON ANY PROPERTY THAT THEY TRANSFER AND THEN ALSO FOR THE ACREAGE OUTSIDE OF THE HOMESTEAD, WHERE WE USE CLEAN OHIO GRANT FUNDS. UM TO PAPER PARTIALLY PAID FOR SOME OF THAT ACQUISITION. WE HAVE ADDITIONAL DEED RESTRICTIONS FROM THE CLEAN OHIO GRANT THAT WE HAVE TO ABIDE BY. NEXT SLIDE, PLEASE. WE ALSO BOUGHT A FARM HISTORIC FARM FROM THE EARLY 18 HUNDREDS. THAT IS ABOUT 81% IN 100 YEAR FLOODPLAIN. SO WE'RE WORKING THROUGH WHAT THAT MEANS AND WHAT WE CAN DO. UM AND SOME OF WHAT I'M GOING TO SHARE WITH YOU TONIGHT IS AND PREPARATION FOR SOME APPLICATIONS THAT WILL BE GOING THROUGH SOME OF OUR BOARDING COMMISSIONS RELATED TO FLOODPLAIN IN MARCH. SO THEN WE ALSO HAVE THE E P. A ENVIRONMENTAL COVENANT, WHICH WAS PUT IN PLACE BETWEEN THE FORMER OWNER OF THE NEW HOLDING COMPANY IN OHIO E P. A MITIGATION BANK WAS ENACTED AS A SUCCESSOR TO THE PROPERTY OR ALSO BOUND BY THAT ENVIRONMENTAL COVENANT. WE WERE LUCKY THAT WE'RE ABLE TO WORK WITH THE NEW COMPANY AND WHEN THEY WERE DRAFTING IT, AND SO THAT'S WHY YOU SAY THAT KIND OF WEIRD BOUNDARY. UM WHERE THE PLAY AREAS BECAUSE WE SAID, LOOK, WE NEED SOME FLEXIBILITY TO DO SOMETHING SOMEWHERE ON THIS SITE , AND THAT'S OUT OF THE FLOODPLAIN MAINLY AND SO THAT'S WHERE WE HAVE THE MOST FLEXIBILITY THAT IN THE HOMESTEAD. SO THE ENVIRONMENTAL COVENANT RESTRICTIONISTS IN USE , UM WHAT WE CAN DO ON THE PROPERTY. IT TELLS US WHAT KIND OF, UM TRAILS WE CAN HAVE AND THEN WHAT KIND OF MATERIAL WE CAN USE BASED ON THE LOCATION OF THE TRAILS. SO IF WE'RE IN WITHIN 50 FT OF A WETLAND, WE HAVE TO USE PERMIAN BOWL SURFACE SO THAT COULD BE A PERMEABLE ASPHALT OR CONCRETE CONCRETE PRODUCT. IT COULD BE GRAVEL, BUT IT HAS TO BE PERVIOUS. IF WE'RE OUTSIDE THAT 50 FT. WE CAN USE TYPICAL ASPHALT. IT, UM IT PUTS A IF WE'RE OVER A WETLAND, WHERE ALLOWED TO HAVE BOARDWALK, BUT IT CAPS US ON THE MAXIMUM LINEAR FOOTAGE OF BOARDWALK WE CAN HAVE UM, WE ACTUALLY HAD TO GO BACK TO THE LAST YEAR BECAUSE WE HAD TO REOPEN THAT PROVISION BECAUSE WE'RE LIKE WE DIDN'T KNOW HOW WE'RE GOING TO DESIGN THIS WHEN THIS COVENANT WAS DRAFTED, AND WE WANT TO ADD SOME MORE BOARDWALK DECREE COULD EXPERIENCES SO WE WERE ABLE TO OPEN THAT BACK UP AND INCREASE THE MAXIMUM LINEAR FOOTAGE OF BOARDWALK WE CAN HAVE IT PUTS A SQUARE FOOTAGE LIMIT ON THE NUMBER OF LIKE COVERED, UM LIKE VIEWING DECKS WE CAN HAVE IF PEOPLE WANT TO BOARD BIRD WATCH , AND YOU WANT TO PUT A LITTLE BENCH AREA OFF THE BOARDWALK WERE RESTRICTED IN THAT AS WELL. UM NEXT SLIDE, PLEASE. THEN THERE IS A FLOODPLAIN MITIGATION AGREEMENT BEFORE HE PURCHASED THE PROPERTY BETWEEN COLUMBUS AND NEW ALBANY COMPANY THAT COVERS BASICALLY THE WETLAND CELLS THEMSELVES AND THE STORAGE VOLUME THERE AND WE CAN'T DO ANYTHING WITHIN THOSE AREAS. AND THEN FINALLY WE HAVE AN AP UTILITY IS MEANT. THAT'S ABOUT 5% OF THE SITE. WE ACTUALLY WERE ABLE TO FIND THE ORIGINAL EASEMENT BACK FROM 1957 THAT THE TAILOR'S, UM AH, AGREED TO WITH A P, BUT IT RESTRICTS, UM KIND OF VEGETATION. WE CAN DO SOME PLANNINGS BUT HAS SOME HEIGHT RESTRICTIONS. UM WHAT WE CAN DO WITHIN THAT EASEMENT AREA AND THEN IT IT ALSO ALLOWS ACCESS FOR AP TO THOSE TRANSMISSION TOWERS THAT TRANSFERS THE PROPERTY. SO ALL I'M TOLD NEXT SLIDE, PLEASE. 0% OF THIS SITE IS AN UNCOVERED AND WE HAVE TO WORK THROUGH LOTS OF DIFFERENT AGENCIES AND LOTS OF DIFFERENT RESTRICTIONS JUST TO BE ABLE TO, YOU KNOW, MAKE A PARK OUT OF THIS SITE AND MAKE IT SOMETHING THAT'S USABLE AND ENJOYABLE FOR THE PUBLIC. SO WHAT WE'RE WORKING ON RIGHT NOW IS OUR OWN RESTRICTIONS, WHICH ARE BASED ON OUR FLOODPLAIN ORDINANCE. SO THERE'S SOMETHING THAT THE CITY ADOPTED AND PUT THESE MEASURES IN PLACE SEVERAL YEARS AGO. WE'VE ALREADY MENTIONED T TO HELP GUIDE US THROUGH WHAT WE NEED TO DO. AH! ESSENTIALLY EVERYTHING THAT WE'RE DOING FROM MY YOUTH STANDPOINT, BECAUSE WE'RE A PARK. THIS WAS A FORMER AGRICULTURAL USE BUILDING. COMMUNITY GARDENS WERE GOOD. FROM A USER STANDPOINT, WE'RE GOOD, ACTUALLY, FROM A GRADING STANDPOINT, SO BASICALLY YOU HAVE TO WHEN YOU RE GRADING IN THE FLOODPLAIN, YOU HAVE TO ADD VOLUME FLOODPLAIN STORAGE VOLUME, SO WE'RE ABLE TO DO THAT . THAT'S WHAT THIS, UM, IMAGE SHOWS AND IT JUST TWO REASONS. I [02:00:03] WANTED YOU TO SEE THIS ONE IS IT'S A PRETTY SIGNIFICANT AREA WHERE WE WILL BE GRADING. SO WHEN WE ARE UNDER CONSTRUCTION LATER THIS YEAR ON PHASE TWO IT'S GOING TO MAYBE LOOK A LITTLE SHOCKING TO PEOPLE TO SEE THAT AMOUNT OF GROUND THAT IS DISTURBED. ESSENTIALLY, WHAT WE'RE DOING IS WE'RE CUTTING UM , CLOSER TO THE CREEK, AND THEN WE'LL TAKE THAT THAT THAT DIRT AND THAT VOLUME AND FILL IT UP CLOSER TO WHERE WERE WE PROPOSED TO BUILD THE BATHROOMS IN THE COMMUNITY GARDENS TO LEVEL THAT OUT A LITTLE BIT? UM SO I MEAN, WE'RE UP TO LIKE FIVE. ALMOST SIX FT OF FILL IN SOME AREAS AND THEN WE'RE CUTTING AND OTHERS. THE ONE PART OF OUR FLOODPLAIN STANDARDS THAT WE CAN'T MEET RIGHT NOW ARE PROPOSING NOT TO ME BECAUSE WE DON'T THINK IT'S IN THE BEST INTERESTS OF THE PROJECT IS THERE IS A STANDARD THAT ANY NEW STRUCTURES NEED TO BE BUILT ABOUT TWO FT. ABOVE THE FLOODPLAIN ELEVATION, AND SO. IF YOU GUYS HAVE A POINTER COULD YOU POINT OUT THE RESTROOMS? YEAH SO, UM, WHAT WE WOULD LIKE TO DO IN ORDER TO LEVEL UP THAT GROUND AND WE WANT THE NEW RESTROOM TO MATCH THE ELEVATION OF THE EXISTING CHICKEN COOP. IT WILL BECOME A STORAGE BUILDING. UM BUT WE'RE ALSO TRYING TO BALANCE KIND OF THE AMOUNT OF FILL IN THE AMOUNT OF DISTURBANCE OUT THERE. SO WHAT WE'RE PROPOSING IS THAT WE WOULD BUILD IT TOO RIGHT ABOVE THE FLOODPLAIN ELEVATION BUT NOT MEET THAT FREE BOARD REQUIREMENT . IN ORDER TO DO THAT. WE HAVE TO GO TO PLANNING COMMISSION TO GET A VARIANCE AND SO AND YOU KNOW, SOME OF YOU ARE YOU GUYS SWITCHED ON ME, BUT I THINK MARLENE PLANNING COMMISSION LIAISON NOW, RIGHT? UM SO THAT WILL BE WE'RE PLANNING INTENDING THAT TAKE THIS VARIANCE REQUEST TO THE MARCH SIX. PLANNING COMMISSION MEETING. WE THINK THERE IS MINIMAL RISK BECAUSE OF, UM CONSTRUCTING THIS, WE WILL BE ABOVE THE BASE FLOOD ELEVATION, BUT WE WON'T MEET THAT TOO. AH! BUT FREE BOARD REQUIREMENT. WE THINK THE BENEFITS OF HAVING A RESTROOM OUT HERE AND NOT A PORTA POTTY IS PRETTY GOOD. IF IT WOULD FLOOD A PORTA POTTY WOULD WASH AWAY WHERE THIS WOULD BE PERMANENT AND IT CAN BE STRUCTURED, CONSTRUCTED IN A WAY THAT WOULD BE RESISTANT. YOU KNOW, IT WOULD BE EASY TO CLEAN IF IT DID, BUT IT SOMETIME UM, SO THAT IS SOMETHING THAT WILL GO TO PLANNING COMMISSION IN MARCH, BUT ALSO ONE INTEREST TO GIVE THIS INFORMATION TO YOU WHEN WE DO START CONSTRUCTION, AND YOU SEE THAT DISTURBANCE THAT YOU'RE NOT SHOCKED AND LIKE WHAT IS GOINON OG UT HERE? THIS IS THE REASONS BEHIND IT. LUCKILY BECAUSE IT IS IN THE AP EASEMENT AND THERE'S RESTRICTIONS ABOUT TREES. THERE'S NOT A LOT OF TREES IN THIS AREA. UM SO WE WON'T BE CLEARING A TON OF TREES, BUT IT WILL BE LAND THAT WILL BE DISTURBED. NEXT SLIDE, PLEASE. SO THEN THIS IS KIND OF OUR LATEST, UM FROM OUR LATEST DESIGN MEETING ABOUT THE RESTROOM BUILDING. UM SO WHAT YOU'RE LOOKING AT NOW ON THE RIGHT HAND SIDE WOULD BE THE NEW RESTROOM ON THE LEFT HAND SIDE IS THE WHAT WE CALL NOW THE CHICKEN COOP BUILDING. NEXT SLIDE, PLEASE. NEXT SLIDE. SO THIS WAS OUR KIND OF INSPIRATION AND WE'RE TRYING TO KIND OF I ASK IF LIKE THIS. PAVILION COULD HAVE A BABY WITH THE CHICKEN COOP. AND WHAT WOULD THAT LOOK LIKE? AND THAT'S THE AESTHETIC THAT WE'RE GOING FOR. SO YOU SEE THE WEXNER PAVILION ON THE BIG IMAGE, AND THEN THESE ARE DIFFERENT ANGLES OF WHAT THE CHICKEN COOP LOOKS LIKE CHICKEN COOPS FROM, YOU KNOW ABOUT 19 TWENTIES. UM, IT'S BEEN IT'S PRETTY WEATHERED. IT'S IN PRETTY POOR CONDITION. NEXT SLIDE, PLEASE. SO WHAT WE'RE GOING FOR THESE ARE JUST A SERIES OF IMAGES THAT WE DISCUSSED. UM I THINK WHERE THE DESIGN TEAM AT LEAST HAS LANDED AS THEY LIKE THAT. UH UPPER LEFT HAND IMAGE, WHICH IS STAINED WOOD PRODUCT. IT'S. AH MIMICS KIND OF THE COLOR THAT IS OUT THERE NOW BECAUSE IT'S ALL WEATHERED. IT'S NATURAL, BUT IT WOULD BE NEWS CITING IT WOULD BE STAYING THAT WOULD LOOK NEW AND CHRIS, BUT IT WOULDN'T BE UM, BRIGHT, WHITE AND STARK AND KIND OF STICK OUT. AND THEY WOULD RECEIVE A LITTLE BIT MORE INTO THE LANDSCAPE. SO THAT'S KIND OF THE UPPER LEFT IS WHAT AT LEAST THE DESIGN TEAM THINKS WOULD BE RIGHT FROM A COLOR STANDPOINT OUT THERE. NEXT SLIDE, PLEASE. AND THEN WE HAVE THE BARN AND SO WE HAVE TO THINK ABOUT WHATEVER WE DO ON THESE BUILDINGS. IF WE WANT TO SALVAGE THE BARN, WE ALSO PROBABLY WANT TO MATCH THE BARN. AND WE THINK, UM THAT THAT GREAT STATE WOULD ALSO WORK FOR THE, UM THE BAR, AND WE'VE HAD DOUG. LIKE WHAT'S DOUG'S LAST NAME? MORGAN MOUNT VERNON BARNES COMPANY. OUT THERE TO LOOK AT IT. WHERE WE ARE KIND [02:05:05] OF LEADING. WE WOULD TALK ABOUT AN EVENT CENTER THERE. WE TALKED ABOUT RENTALS. AH! THERE ARE SOME SIGNIFICANT FLOODPLAIN, YOU KNOW, BUILDING RESTROOMS AT THE FLOOD. PLAYING ELEVATION IS ONE THING BUILDING A WHOLE EVENT CENTER IS ANOTHER. UM AND SO WHERE WE THINK OF REASONABLE PLACE TO LAND ON WHAT TO DO WITH THIS BARN, AND THIS IS NOT PART OF PHASE TWO, BUT IT'S PART OF PHASE THREE, BUT WE KIND OF HAVE TO THINK THROUGH THIS TO MAKE THE RIGHT DECISIONS RIGHT NOW. WE THINK THAT BARN ENDS UP BEING SOME SORT OF UM, OPEN UP THE SOUTH ELEVATION INTO LIKE BIG EXPANDING. GARAGE DOORS. SLIDING DOORS ALSO DO THAT ON THE NORTH ELEVATION SO YOU COULD OPEN THAT UP AND YOU COULD HAVE A SIGHT LINE ALL THE WAY THROUGH BACK INTO THE WETLANDS. MAYBE YOU PUT SOME OF THOSE BIG FANS AND THERE AND THAT THIS IS LIKE AN OPEN AIR. UM PAVILION FOR PEOPLE TO COME AND HAVE PICNICS. YOU COULD HAVE TABLES. YOU COULD HAVE SEATING WHETHER WE WANT TO RENT IT OR NOT, BUT IT WOULDN'T BE. WE COULD HAVE SOME CONDITIONING LIKE HEAT IN THERE, BUT IT WOULDN'T BE LIKE A FOUR SEASONS TYPE COMPLETELY CONDITIONED BUILDING. IT WOULDN'T HAVE RESTROOMS. IT WOULDN'T HAVE AN ELEVATOR TO THE SECOND STORY. YOU'D HAVE TO USE THE RESTROOMS THAT ARE BEING BUILT NOW, SO IT'S MORE FLEXIBLE SPACE. IT'S A LITTLE IT'S INFORMAL. UM BUT THAT JUST SEEMS LIKE THE WITH ALL THE CONSTRAINTS WE HAVE ON THIS SITE. UH THAT SEEMS LIKE A REASONABLE APPROACH FOR US TO TASTE. HE LOOKS LIKE YOU HAVE A QUESTION? NO I ACTUALLY LIKE THAT IDEA LIKE THE AND THE WESTERN SPACE THAT YOU SHOWED AT THE BEGINNING IS SIMILAR TO THAT BARN DOORS. YOU CAN MAKE IT THREE SIDED. I MEAN, YOU CAN SHUT THEM TO BREAK THE WIND. IF IT'S RIPPING THROUGH THEIR, UM THEY HAVE A FIREPLACE IN THEIR POTENTIAL. IF YOU DO WANT TO HAVE SOME HEAT ON A YOU KNOW YOU CAN PICK UP THE ENDS OF THE SPRING AND FALL SEASONS. YEAH. I THINK THAT MAKES MORE SENSE THAN TRYING TO MAKE THIS LIKE A FORMAL. YEAH SPEND A TON OF MONEY AND I DON'T EVEN KNOW IF WE COULD PARK A FORMAL EVENT CENTER. UM SO IT IT SEEMS LIKE WE CAN STILL GET SOME GOOD COMMUNITY USE OUT OF IT. I MEAN, WITH THAT, THAT PLAYGROUND RIGHT AROUND THE CORNER. ALL THE BIRTHDAY PARTY IS GOING TO HAVE THEIR FANTASTIC. YEAH. AMEN. ALRIGHT NEXT SLIDE, PLEASE. SO THIS IS JUST KIND OF WHERE WE ARE AT WITH THE BATHROOM IN THE CHICKEN COOP, SO THE RESTROOM BUILDING ON THE RIGHT HAS THOSE THOSE SLIDING BARN DOORS THAT OPEN? WE HAVE A LITTLE BIT OF A COVERED SPACE. UM AND THEN THE DOORS YOU SEE, AND THERE WOULD BE TWO DIFFERENT UNISEX BATHROOMS ON THE RIGHT. LIKE BEHIND THE SLIDING DOOR. THERE'S A STORAGE ROOM THERE BECAUSE WE'RE GOING TO HAVE TO STORE TOILET PAPER AND PAPER TOWELS AND CLEANING SUPPLIES. SO THAT WOULD BE ON THE OTHER. THE KIND OF RIGHT HALF OF THAT BUILDING THE BUILDING ON THE LEFT IS THEIR REBUILT CHICKEN COOP. WE'RE STILL KIND OF DOING OUR DUE DILIGENCE TO SEE IF CAN WE SALVAGE AND JUST KIND OF RECITED NEEDS PROPPED UP. OR WE'RE GOING TO ASK OUR CONSTRUCTION TEAM IS IT'S JUST WORTH LIKE. IS THAT EVEN WORTH IT? DO WE JUST DEMO IT AND BUILD FROM NEW THE IDEA IS, IF WE BUILD FROM NEW, WE STILL WANT TO MATCH THE FORM THAT IS EXISTING BECAUSE THAT'S HISTORIC TO THE HOUSE. I THINK IT INTO THE FARM. UM IT'S ACTUALLY A RARE DESIGN ON THE CHICKEN COOP. THAT WAS REALLY, UM, POPULAR IN THE MIDWEST FROM THE 19 TWENTIES. I THINK THERE'S A REASON TO KEEP THAT FORM. AND THEN WE WOULD HAVE HORIZONTAL CITING WHICH IS YOU KNOW WHAT IS ON THE CHICKEN COOP NOW AND NEARER THOSE TWO WITH A WALKWAY IN BETWEEN, WHICH IS WHERE THE DRIVEWAY COMES SO PEOPLE COULD DROP OFF THEIR GARDENING SO APPLIES AND WALK THROUGH THOSE BUILDINGS AND TO THE COMMUNITY GARDEN. UM. THIS IS WHAT IT LOOKS LIKE WITH THAT DARK WITH THAT DARK GRAY STAIN. I THINK IN THE RENDERING, IT READS A LITTLE MORE MODERN THAN WHAT THAT'S A PICTURE OF THAT STAIN ACTUALLY LOOKS LIKE THAT. IT MAKES IT, UM . I THINK IT'S A LITTLE MORE RUSTIC THAN LET THIS RENDERING READS. BUT THIS IS HOW THE IDEAS THAT THIS WOULD BLEND INTO THE LANDSCAPE. NEXT SLIDE, PLEASE. AND THAT'S JUST THE FLOOR PLAN. SO CHICKEN COOP IS STORAGE. WE SEE THAT, YOU KNOW, PROBABLY MAINLY BEING USED BY THE COMMUNITY GARDEN WITH ALL THE SUPPLIES THAT THEY NEED, AND THEN ON THE RIGHT HAND SIDE, YOU HAVE THE RESTROOM BUILDING WITH THAT COVERED AREA IN FRONT. IF IT DOES RAIN AND YEAR OUT AT THE GARDEN, THE OTHER PLACE TO GET SOME SHELTER. THE TWO RESTROOMS AND THEN THE STORAGE BUILDING. NICE. THANK YOU. THESE ARE JUST DIFFERENT VIEWS. SO WE WANTED TO GET THIS INFORMATION OUT IN [02:10:06] FRONT OF YOU. WE ALSO HAVE TO GO TO THE AIR B, WHICH, UM, WE ARE PLANNING ON DOING ON MARCH 13TH. ANY PARK. AH! FOR OUR DESIGN GUIDELINES AND REQUIREMENTS OF PODCAST TO GO TO THE AIR B TO GET CERTIFICATE OF APPROPRIATENESS. SO WE'RE PLANNING ON DOING THAT WHICH WILL SHOW BECAUSE WE'RE BUILDING A BUILDING WITH THE RESTROOMS WILL SHOW ELEVATIONS AND RENDERINGS TO THEM AS WELL. SO THAT'S WHERE YOU STAND ON THAT ANY, YOU KNOW IT'S A LOT. YOU GUYS DON'T THINK ABOUT IT. IF YOU HAVE QUESTIONS, FEEL FREE TO GIVE ME A PROBLEM. WE'RE GOING TO ACTUALLY HAVE CHICKENS IN THE CHICKEN COOP. SO NOT THIS CHICKEN COOP. THIS WILL BE A STORAGE CHICKEN COOP. THERE IS A SPACE DESIGNATED FOR A SMALLER CHICKEN HOUSE. GREAT THAT HEALTHY YOU LOVE ME HAS SOME INTEREST IN TRYING TO GET CHICKENS OUT THERE. LIKE A LITTLE PETTING ZOO OR SOMETHING LIKE THAT. I NEED A CHICKEN PLACE WHERE, LIKE WE COULD BRING A FARMER COULD BRING IN. GOD'S OR SOMETHING FOR A DAY FOR PETTING OR WHATEVER. YEP THERAPY , CHICKENS, CHICKENS. DOCTOR APPLIED MARSH. YEAH WELL, THERE'S CERTAINLY A LOT OF OPPORTUNITIES FOR RECOGNIZE HIM EITHER AT THE VETERANS MEMORIAL ARE OUT HERE. FRANK I'M EXCITED ABOUT THAT. HE HE'S LIKE HE WANTS THOSE EGGS. YEAH. THIS PROJECT PAPER ITSELF WAS GOING TO SAY THIS COULD BE MORE THAN INCOME TAXES, OKAY, ANY IMMEDIATE THOUGHTS OR DIRECTION? SURE LOOKS GOOD. I'M SURE THEY ARE. WE WILL PROVIDE SOME FEEDBACK. SO WHAT'S THE WAS THAT A PROPOSAL BETWEEN THE STAIN OR JUST WHITE? LIKE KIND OF THEM TO CONSIDER, OR WE WOULD PROBABLY MAKE. I MEAN, WE'LL PROBABLY MAKE A RECOMMENDATION TO THE R B . I EXPECT THAT WE WILL GET SOME DISCUSSION. I THINK WE HAVE TO BE PREPARED. WHATEVER WE DO WITH THESE BUILDINGS NEEDS TO THEN LEAVE. MATCHED WITH THE BARN IN THE FUTURE. UM AND SO COMPLIMENTARY. YEAH. IS THAT BECAUSE I MEAN THE RENDERING THAT THAT YOU SHOWED THERE WAS AN UPPER LAP WAS DEFINITELY NOT WHAT CAME OUT IN THAT. ONE COLOR RENDERING. I THINK IT LOOKS DARKER IN THIS RENDERING. I THINK YOU ALSO, UM SO ON THE CHICKEN COOP. NOW THERE'S BROKEN OUT WINDOWS. WHERE THEY'RE JUST HAVE SOME CITING JUST TO GET SOME WALL SPACE FOR STORAGE. SO I THINK THAT MAYBE ALSO MAKES IT READ A LITTLE MORE MODERN THAN WHAT THE EXISTING COUPE LOOKS LIKE. UM BUT I AGREE THE ARABS DEFINITELY GONNA WEIGH IN ON ON WHAT THAT COLOR SELECTION SHOULD BE. THANK YOU, MIKE. I DON'T HAVE ANYTHING AS EXCITING AS DORA AND TRAVELING BEER CUPS AND EGGS, BUT I'LL GIVE IT A SHOT. I WANT TO UPDATE YOU ON THREE OF OUR CAPITAL IMPROVEMENT PROJECTS , A COUPLE OF WHICH HAVE BEEN BEEN AROUND FOR A BIT. I'LL START WITH THE INTERSECTION IMPROVEMENTS IN HARLEM AND DUBLIN GRANVILLE ROAD. UM. THE AND THAT THAT PROJECT IS ACTUALLY BEING CONSTRUCTED IN CONJUNCTION WITH THE SIGNAL IMPROVEMENT AT SMITH MILL ROAD AND FOREST FOREST DRIVE. UM BOTH OF THOSE PROJECTS ARE ACTUALLY TRACKING TO BE COMPLETE SOMETIME IN MID JUNE BY CONTRACT, THEY HAVEN'T END DATE OBLIGATION OF THE END OF AUGUST, SO WE ARE TRACKING A BIT AHEAD OF SCHEDULE. UM OF COURSE, THE LONG LEAD ITEMS ON THOSE PROJECTS ARE ARE THE TRAFFIC SIGNAL POLES, MASTER ARMS AND ALL THOSE APPURTENANCES. THOSE ARE TRACKING TO BE DELIVERED IN MID MARCH, SO YOU'LL BE SEEING THOSE GOING UP BETWEEN MARCH AND APRIL. UM AT THAT TIME, TOO. THERE IS SOME REMAINING PAYMENT WORK, ROAD IMPROVEMENTS AND KIND OF LEAVE THE TRAIL WORK THAT NEEDS TO BE COMPLETED TO WRAP THOSE PROJECTS UP, BUT WE EXPECT THAT TO BE COMPLETED SOMETIME IN MID MID JUNE OF THIS YEAR. UM. SO THAT THAT'S GOOD AT HARLEM ROAD, THE TEMPORARY SIGNALS HAD BEEN IN PLACE AND OPERATIONAL FOR SOME TIME. WE ARE A WEEK OR TWO AWAY FROM HAVING THE TEMPORARY SIGNALS ACTIVE, ENERGIZED AT SMITH'S MILL ROAD OF FOREST DRIVE. IF YOU'VE DRIVEN PAST THERE RECENTLY, YOU SEE THEY'RE HANGING THERE ON TEMPORARY SPAN WIRE, BUT THEY HAVE NOT BEEN BEEN ACTIVATED. JUST YET, SO THAT'S A VERY IMPORTANT ONE FOR US. AS IT TIES INTO OUR IMPROVEMENTS AT US 62 1 61. UM SO I GUESS THAT'S THE BRIEF UPDATE ON HARLEM ROAD AND [02:15:02] THAT'S MISS MILL ROAD. AT THE SAME TIME WITH THE HARLEM ROAD PROJECT. IN PARTICULAR, WE DO HAVE TO LEISURE TRAIL BRIDGES THAT ARE GOING TO BE INSTALLED IN CONJUNCTION WITH THOSE IMPROVEMENTS. THE PLANS ARE NOW COMPLETE. ALL THE ENVIRONMENTAL PERMITTING IS NOW IN HAND, SO THOSE PROJECTS WILL BE GOING OUT TO BID HERE IN THE NEXT FEW WEEKS. THAT WAS INCLUDED IN THE ORIGINAL LEGISLATION FOR THAT. FOR THAT INTERSECTION, IMPROVEMENTS THAT WERE CLEARED TO DO THAT, AS WELL. UM, BUT THE INTENT WILL BE TO HAVE THAT PROJECT AWARDED WITHIN THE NEXT 4 TO 6 WEEKS AND HAVE THAT CONSTRUCTION IMMINENT. AND IT IS, YOU KNOW. POST AND BEAM TYPE CONSTRUCTION, SO THERE'S NOT NECESSARILY LONG LEAD ITEMS OR ANY OTHER, UM YES, SPECIFIC IN THE TORY ISSUES WITH THAT WITH THAT, SO WE WOULD EXPECT THAT TO HAVE A PRETTY TIMELY TURNAROUND. UM SO MOVING ON TO US 60 TO 1 61. PROJECT BASICALLY, THEY HAVE GONE THROUGH THE ENTIRE INTERCHANGE AREA. THEY'VE BASICALLY TAKEN DOWN THE EXISTING TRAFFIC SIGNAL SYSTEM. THEY'VE REPLACED IT WITH ALL OF OUR TEMPORARY TRAFFIC SIGNALS NOW. THEY STARTED TO COMMENCE WORK AT THE AT THE CORNER OF BASICALLY THE EASTBOUND ON RAMP AT 1 61. THEY COMPLETED SOME INITIAL GRADING WORK. SOME EXCAVATION, PUTTING SOME UNDERGROUND UTILITIES AND CONDUITS IN THAT LOCATION. WE ALSO HAVE A TEMPORARY TRAFFIC SIGNAL. IT IS IN PLACE AT WALTON PARKWAY. UM IT IS NOT YET ACTIVATED SO THAT WILL BE ACTIVATED HERE THE NEXT COUPLE OF WEEKS. UM ALSO IN THAT TIME FRAME, WE'RE GOING TO BE SHIFTING INTO OUR SECOND PHASE OF MAINTENANCE OF TRAFFIC. MOST OF THE ACTIVE WORK HAS BEEN AGAIN AT THAT EASTBOUND ON RAMP AREA. AND WE'RE BASICALLY GOING TO BE KIND OF MOVING, MOVING SOUTH AND DOING SIMILAR WORK AT EACH OF THE OTHER INTERCHANGE. LOCATIONS FOR THAT. UM SO AT THE SAME TIME WERE VERY ACTIVELY COORDINATING OUR PROJECT WITH STATE ROUTE 1 61 IMPROVEMENTS THAT DOT IS UNDERTAKING THAT PROJECT CAME ON SHORTLY AFTER WE AWARDED THE PROJECT, SO I THINK WE'VE BEEN FORTUNATE TO HAVE A VERY OPEN DIALOGUE WITH OH DOT AND TO BE ABLE TO COORDINATE OUR SCHEDULES AND ENSURE THAT WE'RE ON THE SAME PAGE. WHICH KIND OF SHIFTED OUR SCHEDULE A LITTLE BIT SO THAT WE'RE OUT OF THE WAY. PART OF THE PROJECT. WELL, ALL OF THE PROJECT, THE 11 61 INCLUDES A WIDENING OF ADDITIONAL LANE IN EACH DIRECTION ON THE ON THE INSIDE OF 1 61. AND THAT INCLUDES BASICALLY THERE IS A WIDENING NEEDED FOR THE EXISTING BRIDGE OVERPASS. SO THERE'S A LOT OF WORK THAT IS GOING TO NEED TO PERFORM BASICALLY UNDERNEATH. THE INTERCHANGE AREA, SO IT WAS IMPORTANT THAT WE WERE COORDINATED TO MAKE SURE THAT WE WERE NOT STEPPING ON EACH OTHER AND GETTING IN EACH OTHER'S WAY AND WE'VE DONE I THINK WE'VE DONE JUST THAT, UM TO THE PROJECT. IS I BELIEVE IT'S I THINK IT'S IN THE BIDDING PROCESS. NOW I KNOW THEY'RE ANTICIPATING THE SALE OF THAT PROJECT SOON, AND I KNOW THAT THEY'VE BEEN COMMUNICATING WITH CONSTRUCTION STARTING IN JULY, 23 JUST A FEW MONTHS AWAY AGAIN . THEIR PROJECT INCLUDES BASICALLY WIDENING OF A SHORT SECTION OF, UH INTERSTATE 2 70 NORTH OF 1, 61 UP TO ROUTE THREE. AND THEN ALL OF 1 61. UH EAST OF 2 72 STATE ROUTE US 62 TO OUR PROJECT LOCATIONS THAT WOULD INCLUDE A WIDENING OF AN ADDITIONAL LANE IN BOTH DIRECTIONS. UM I KNOW DOT SCHEDULE IS TO HAVE THEIR WORK, COMPLETE SUBSTANTIALLY COMPLETE BY NOVEMBER OF 2024 HAVE ALL THOSE LINKS OPEN. UM. SO WE'RE WORKING WITH THEM TO COORDINATE THAT? UM YOU KNOW THE BIG THINGS THAT THAT YOU'RE GONNA WAIT TO SEE. YOU KNOW, WHEN YOU SEE LIKE THE NEW TRAFFIC SIGNALS AND ALL THE OTHER IN THE IN THE STREET LIGHTS AND ALL THOSE THINGS GOING UP, IT'S PROBABLY GOING TO BE AROUND AUGUST AND SEPTEMBER TIME FRAME UNTIL YOU SEE THAT TYPE OF WORK GOING ON. UM THE BUT WITH THAT SAID, OUR PROJECT IS TRACKING ON ON SCHEDULE IN MOST AREAS AND AHEAD OF SCHEDULE IN MANY OTHERS. SO WE'RE AT A GOOD PLACE AND AGAIN, THIS PROJECT IS EXPECTED TO BE COMPLETE BY THE END OF THIS YEAR. THAT'S INCITING PROJECT. UM. LAST BUT NOT LEAST I WANTED TO DISCUSS MARKET STREET EXTENSION PROJECT. I WILL HAVE LEGISLATION TO PRESENT TO YOU AT OUR NEXT COUNCIL MEETING TO AUTHORIZE US TO BASICALLY BID. THE PROJECT AWARD PROJECT EXECUTED ALL CONTRACTS RELATED TO ITS CONSTRUCTION. AGAIN THIS IS THE EXTENSION OF MARKET STREET EAST OF STATE OF UM REYNOLDS WORKED IN ALBANY ROAD, AND IT WOULD EXTEND INTO WHAT IS [02:20:06] THE ESTATE PROPERTY CONTINUED NORTH UP TO THIRD STREET. THIRD STREET ALL THE WAY UP TO THE INTERSECTION AT MAIN STREET. AND THAT INTERSECTION WILL BE COMPLETELY RECONFIGURED. I'LL HAVE SOME GRAPHICS FOR US AT OUR NEXT MEETING. SHOW THAT MORE DETAIL BUT WE ARE BASICALLY WRAPPING UP ALL OF THE FINAL DESIGN EFFORT ON THAT. THE INTENT IS TO GET THE PROJECT OUT TO BID BASICALLY DURING THE MONTH OF MARCH. AND AWARD THE PROJECT BETWEEN THE END OF MARCH AND APRIL AND OUR EXPECTATIONS TO SEE ACTIVE CONSTRUCTION OR MOBILIZATION OF CONTRACTOR BEGINNING OF MAY. UM THAT PROJECT JUST IN CONSIDERATION OF OTHER PROJECTS IN THE AREA IS PLANNED TO TAKE PLACE OVER TWO PHASES OF CONSTRUCTION. AND I WERE DOING THAT ON PURPOSE. UM SO PHASE ONE WILL BE COMPLETED IN 2023. THAT WILL INCLUDE THE CONSTRUCTION OF THE ROUNDABOUT AT MAIN STREET EMERALDS WORKING ON THE ROAD. IT WILL ALSO INCLUDE THE EXTENSION OF MARKET STREET EAST OF RENSBURG, NEW ALBANY ROAD UP TO DUBLIN GRANVILLE ROAD. IN CONJUNCTION WITH THAT WE WILL BE CONSTRUCTING REGIONAL STORMWATER BASINS WITHIN THE AREA THAT'S KIND OF ON THE PERIPHERY. OF THE ROADWAY EXTENSION IN THOSE AREAS THAT WILL BE ALL CONSTRUCTED AT THE SAME TIME. UM AND SO THAT WOULD BE BASICALLY THE PHASE ONE WORK. PHASE TWO WOULD BE THE BALANCE OF THE WORKS OF BASICALLY DUBLIN. GRANVILLE NORTH UP TO US 62 THAT THE REASON FOR THE SCHEDULE IS THAT THERE'S GOING TO BE WITH US 60 TO 1 61 PROJECT SOMEWHERE IN THE RANGE OF FIVE OR SIX DIFFERENT PHASES OF MAINTENANCE OF TRAFFIC. AND I THINK WE HAD A LOT OF CONCERN ABOUT SENDING PEOPLE THROUGH ONE CONSTRUCTION ZONE AND THEN DIRECTING THEM DIRECTLY INTO ANOTHER CONSTRUCTION ZONE. SO WE WERE INTENTIONAL ABOUT FACING THE PROJECT SUCH THAT PEOPLE WOULDN'T HAVE TO ENDURE THAT. UM AND I THINK IT WORKS WELL FROM FROM A BIDDING STANDPOINT, I THINK GIVES THE CONTRACTOR SOME FLEXIBILITY WITH TIMING AND PERHAPS PUTS US IN A LITTLE BIT OF A COMPETITIVE ADVANTAGE DUE TO THAT EXTENDED TIME. SO I THINK THAT YOU KNOW, I HOPE THAT IT'S A WINNING SITUATION FOR US TO KIND OF BREAK IT UP IN THAT WAY. UM BUT BUT I GUESS THAT'S THE THAT'S THE UPDATE OF THOSE THREE PROJECTS. DO YOU HAVE ANY QUESTIONS? I CAN ANSWER AT ALL CONFIGURED TO PROVIDE US WITH SOME VISUAL AIDS FOR THE MARKET STREET EXTENSION? CAN YOU ALSO DO THAT FOR HER LEMON 1 61 SURE , I'M JUST I THINK I'M CONFUSED IN MY MIND ABOUT WHAT THE INTERCHANGE WILL LOOK LIKE AFTER IT'S RECONSTRUCTED. BE HAPPY WITH THAT QUESTIONS FROM FROM MEMBERS OF THE COMMUNITY ABOUT THE LEFT HAND TURN LANE ON THE SOUTH. WHETHER THAT YOU KNOW DURING THE CHURCH OPERATION, AND THERE'S THIS QUESTION DOESN'T HAVE ANY ANSWERS TO UNDERSTOOD. I WILL HAVE THAT AVAILABLE NEXT. OKAY? I APPRECIATE IT. SURE. WOULD YOU SAY THAT THE 1 61 WIDENING IS GOING TO END AT 62? CORRECT. THAT SURPRISED BY THAT I THOUGHT THAT WOULD FURTHER IS THAN THAT WERE KIND OF HOPING FOR BEACH OR MINK. YEAH, BUT YOU KNOW, IT'S UH WE'LL TAKE 3/4 OF A HAVE A GLASS BOWL. YEAH I MEAN FROM FROM THE PERSPECTIVE OF YOU KNOW, NEW ALBANY. I MEAN THAT THAT INTERCHANGE SEES ANYWHERE BETWEEN 40 AND 50,000 CARS PER DAY. IT'S BY FAR OUR HIGHEST VOLUME INTERCHANGE IN THE CITY, 62 1 AND 1 61 AND 1 61. YEAH SO I THINK FROM A MOVEMENT OF TRAFFIC FROM A MOVEMENT OF MOST LIKELY BE PRESIDENTIAL TRAFFICS MORE THAN ANYTHING, I THINK WE'RE REALLY GOING TO HAVE A SUBSTANTIAL BENEFIT TO THAT THE MOVEMENT OF TRAFFIC IN THE AREA TO THE CONGESTION ALONG THAT CORRIDOR. SO I UNDERSTAND THAT NARROWING RIGHT AT THAT INTERSECTION AND EVERYBODY BEING STUCK JUST BEFORE THEY GET OFF THAT INTERSECTION. YEAH, NO, I UNDERSTAND THAT. YEAH. I THINK OUR RESIDENTS WILL BE WILL BE VERY HAPPY WITH THE IMPROVEMENT AND I THINK THEY'LL SEE THE RELIEF OF MEDIA. OKAY? THANK YOU . THANK YOU NOW, 60.
