ADD THE APPOINTMENTS UNDER OTHER BUSINESS. RIGHT HERE. YOUR VISITORS. WE HAVE TWO SPEAKER CARS FILLED OUT TO ADDRESS COUNCIL REGARDING A MATTER NOT ON TONIGHT'S AGENDA. THE FIRST TO SPEAK CARDS AS CHRISTIAN JENNY, THIS GENERAL. GOOD EVENING. HELLO. MY NAME IS CRISTINA. JENNY. I KNOW A LOT OF YOU, SO I JUST WANT TO GIVE A LITTLE BRIEF AND ADDRESSED IN WHO I AM. MY HUSBAND AND I HAVE LIVED HERE FOR OVER 16 YEARS. UM WE ARE ABOUT TO GRADUATE, OUR FIFTH AND FINAL. PERSON CHILD FROM THE NEW ALBANY SCHOOL SYSTEM. AND, UM. INVOLVED IN THE COMMUNITY HEAVILY NICELY. UM. I LOVE IT HERE, UM, FOR 16 YEARS WE'VE LIVED HERE 20 YEARS BEFORE THAT WE MOVED SEVEN TIMES AND WE FEEL LIKE WE HAVE HIT THE DECK CLOCKS NOW THAT WE LIVE HERE, UM I COME TO YOU TODAY. SO I HAVE MY MODIFIED MARRIED FOR 36 YEARS MOVED A LOT. I HAVE A LOT OF GUTS. THE FARMERS MARKET MANAGER FOR 10 SEASONS. THANK YOU. MY GUTS WISHED TODAY BECAUSE THEY DIDN'T REALLY I THINK I WOULD COME. UM I HAD A LOT OF PEOPLE SAY THERE'S NOTHING YOU CAN DO.

YOUR VOICE DOESN'T MATTER. SO I'M HOPING MY VOICE MATTERS JUST A LITTLE BIT. AND IF IT'S ONLY ONE VOICE OUT OF THE 1,111,653 PEOPLE THAT LIVE IN NEW ALBANY, IT'S ONE VOICE FEELING. I'M NOT THE ONLY WAYS BUT HOPEFULLY IT'S ABOUT THE INCIDENT THAT HAPPENED LAST WEDNESDAY WITH THE PERSON WHO WAS WALKING AROUND NEW ALBANY. UM OPEN, CARRY AND I KNOW YOU ALL ARE PROBABLY GOING TO SAY MARY LIGHT BODY CAN TAKE CARE OF THAT. YEAH. AND YOU NEED TO CONTACT HER. AND I KNOW THAT YOUR HANDS ARE TIED. BUT I'D LIKE YOU TO KIND OF LISTEN TO MY IDEAS. UM, I AM THANKFUL FOR THE POLICE DEPARTMENT. I AM THANKFUL FOR CITY COUNCIL MEMBERS AND A CITY MANAGER WHO IS WILLING TO

[00:05:06]

TALK ABOUT THIS STUFF, SO I ALSO GIVE HAVE A SHEET THAT I'M GOING TO READ FROM BECAUSE I'LL FORGET EVERYTHING AND SO YOU ALL CAN HAVE THIS. CAN I GIVE THIS TO SURE? WRITE A LETTER AND THEN I THOUGHT YOU SHOULD SEE MY FACE. SO HERE WE GO. SO I DID NOT WITNESS THE PERSON WHO WAS WALKING. I WAS ABOUT 15 MINUTES LATE. I WAS ON MARKET SQUARE MET MY DAUGHTER WHO'S A SENIOR IN HIGH SCHOOL. THEY GET OUT OF 1 20. IF THEY'RE DONE WITH THEIR SENIOR SEMINARS, WHICH SHE IS, AND WE'RE GONNA WALK HOME, WHICH WE CAN BECAUSE I JUST LIVED DOWN THE STREET. I'M KIND OF GLAD WE MISSED HIM BECAUSE I'M NOT QUITE SURE WHAT OUR REACTION WOULD BE. SHE'S BEEN SCARED TO DEATH. MOST OF HER SCHOOL OF LIFE SINCE ALL THE SCHOOL SHOOTINGS. AH AND I'M NOT QUITE SURE I WOULD DO. IT MIGHT BE PACKING MY BAGS AS WE SPEAK IF I HAD WITNESSED IT. I KNOW THAT THE POLICE RECALLED BY MANY CONCERNED CITIZENS. AND I KNOW WHAT YOUR RESPONSE WITH AND I APPRECIATE THAT. UM I KNOW THAT MANY BUSINESSES LOCKED THEIR DOORS. I DON'T KNOW IF ANY OF YOU KNOW THAT. I KNOW THAT BECAUSE MY HUSBAND WAS SITTING IN THE DENTIST CHAIR AND HE WAS SPEAKING WITH THE DENTIST, AND THEY LOCKED THEIR DOOR BECAUSE THEY WERE SCARED. I DON'T KNOW ANY OTHER BUSINESSES THAT DID THAT. BUT I'M ASSUMING THAT THEY WOULD IF THEY HAD SEEN THIS OR HEARD OF THIS HAPPENING IN OUR TOWN. I KNOW PEOPLE GOT IN THEIR CARS AND WHISKED AWAY WHETHER THEY RAN OUT OF NEW ALBANY OR JUST RAN HOME. I AM JUST WONDERING THAT. WE MIGHT BE WORKING ON THE DEFENSIVE HERE INSTEAD OF THE OFFENSIVE, AND I'M WONDERING IF I GET PROPOSED AN IDEA. BECAUSE I KNOW IN OUR TOWN BECAUSE I WAS FARMERS MARKET MANAGER THAT WHEN YOU HAVE BIG EVENTS, YOU HAVE TO HAVE A PERMIT 60 DAYS IN AND YOU HAVE TO HAVE LIABILITY INSURANCE. MILLION DOLLARS. WE HAVE TO HAVE THAT WE BEING NOT ME ANYMORE. SORRY I KNOW THE FIBERS MARKET MANAGER. UM VENDORS HAVE TO HAVE THAT ALSO. I REALIZED THAT THE FIRST THE SECOND AMENDED MEANT AMENDMENT AND OHIO STATE LAW PROTECT THIS PERSON. AND ALLOW THIS TYPE OF BEHAVIOR TRICKER. HOWEVER I WOULD LIKE TO EXPLORE SOME DIFFERENT OPTIONS. FOR EXAMPLE, I MUST ALSO FILL OUT A FORM TO USE IN A PARKS FACILITY. I HAVE TO FILL OUT A FORM IF I WANT TO GO AND SOLICIT GIRL SCOUT COOKIES OR VOTES OR WHATEVER IN OUR NEIGHBORHOODS. WHY NOT PUT THIS IN A FORM? FOR SOMEONE WHO WANTS TO OPEN CARRY. I KNOW. LIKE I SAID, YOU WILL PROBABLY DIFFER ME TO MARRY. AND I WILL BE WRITING HER LETTER AND GOING TO HER OPEN. CONVERSATIONS. WONDERING WHAT HAPPENED TO JUST BECAUSE YOU CAN DOESN'T MEAN YOU SHOULD. JUST BECAUSE I CAN LET MY DOG POOP ON YOUR YARD. AND I CAN LEAVE IT THERE DOESN'T MEAN I SHOULD AND I DON'T BECAUSE I'M GOOD COMMUNITY MEMBER. JUST BECAUSE I CAN SWEAR AND PUBLIC DOESN'T MEAN I SHOULD. JUST BECAUSE I CAN OPEN CARRY DOESN'T MEAN I SHOULD SO CAN WE COME UP WITH SOMETHING? CAN WE COME UP WITH SOMETHING TO WORK ON THE OFFENSIVE INSTEAD OF THE DEFENSIVE PART? I HAVE TO SAY THANK YOU. THANK YOU FOR COMING UP HERE. WE CERTAINLY APPRECIATE YOUR REACHING OUT. I KNOW, UH, CITY MANAGER STEPHAN OFF, I THINK BELIEVE HAD A PHONE CALL WITH YOU SHORTLY AFTER YOU SENT IN A NOTE, LETTING US KNOW THAT YOU HAVE HAD SOME CONCERNS AND CERTAINLY APPRECIATE YOU COMING HERE. CITY COUNCIL TO SHARE THEM DIRECTLY. UM. YOU KNOW, I WISH THERE WAS AN EASY ANSWER TO THIS QUESTION. TO BE CLEAR. I MEAN, EVEN MARY LIGHTBODY OR STATE REPRESENTATIVE IS GOING TO HAVE PRETTY HARD TIME CHANGING THE U.

S CONSTITUTION AND FEDERAL COURT'S INTERPRETATION OF WHAT PEOPLE'S RIGHTS ARE. BUT IT DOESN'T MEAN THAT WE SHOULDN'T HAVE BEEN INVOLVED IN A CONVERSATION ABOUT WHAT COMMUNITY NORMS SHOULD BE. UM I JUST WANT TO COMPLIMENT OUR POLICE DEPARTMENT. UH WITH THIS PARTICULAR INDIVIDUAL. THEY DID CALL TO SAY THAT THEY WERE GOING TO BE ENGAGED IN THIS ACTIVITY.

WE HAD ONGOING DIALOGUE WITH THAT INDIVIDUAL THROUGHOUT THE DAY. I THINK IT'S APPROPRIATE FOR US NOT TO SHARE ALL THE SECURITY MEASURES THAT WE UNDERTOOK THAT DAY. UM AS A SCHOOL DAY STARTED TO COME. NEAR AND THE STUDENTS WERE GOING TO BE RELEASED. THERE WAS A CONVERSATION WITH THE INDIVIDUAL ABOUT THE FACT THAT THAT WAS GONNA INCREASE THE TENSION IN THE ENVIRONMENT AROUND IT, AND THANKFULLY, HE DECIDED IT WAS TIME TO GO HOME. BUT AT THE END OF THE DAY, I MEAN PUBLIC SAFETY IS IMPORTANT TO ALL OF US ON THIS DIET IS PROBABLY THE MOST

[00:10:01]

IMPORTANT THING AS AN ELECTED OFFICIAL THAT WE DEAL WITH. AND SO WHEN YOU GET AN EMAIL FROM THE SCHOOL AND YOU REALLY HAVE NO IDEA WHAT'S HAPPENING YOUR CONCERN, AND THAT'S HOW I LEARNED ABOUT IT. THAT'S HOW MEMBER COUNCILS LEARNED ABOUT IT. THANKFULLY THE CHIEF AND OUR POLICE DEPARTMENT AND THE CITY MANAGER WERE FULLY ENGAGED IN THE SITUATION THROUGHOUT THE DAY. UM BUT IT IT DOES PUT CITIES IN A IN A TOUGH SPOT. AND TRYING TO BALANCE THOSE CONSTITUTIONAL RIGHTS VERSUS PUBLIC SAFETY. SOMETIMES IS LITERALLY A HOBSON'S CHOICE.

AND, UH, I THINK WE DID A GREAT JOB THAT DAY. BUT WE ALSO KIND OF PRESSURE TESTED SOME OF THE WAYS WE REACT TO THE SITUATION AND WE'RE GOING TO LEARN FROM IT. WE'RE GOING TO TALK TO OTHER COMMUNITIES ABOUT WHAT WE CAN DO TO BE MORE PROACTIVE. UM AT LEAST IN THIS INSTANCE THE INDIVIDUAL CALLED AND GAVE US THE HEADS UP. THIS ISN'T THE FIRST TIME IN THE LAST COUPLE OF YEARS WE'VE HAD GROUPS OR INDIVIDUALS THAT HAVE COME TO TOWN. COME TO NEW ALBANY. AND GAVE US A HEADS UP THAT THEY WERE GOING TO DO SO AND ACTUALLY EXERCISE THEIR EITHER FIRST OR SECOND AMENDMENT RIGHTS. IT'S PROBLEMATIC. IT'S TROUBLING, UM AND IT'S THINGS THAT WE HAVE TO WORK THROUGH AS A CITY TO MANAGE. THERE'S NO EASY SOLUTIONS TO ANY OF THIS. BUT AGAIN, WE'RE GOING TO BE WORKING WITH LEGAL COUNSEL AND UNDERSTAND WHAT RIGHTS WE HAVE AS A CITY. UM YOU KNOW, I DID MY OWN LEGAL RESEARCH FOR WHAT IT'S WORTH, AND YOU KNOW, IT'S A TOUGH POSITION FOR CITIES TO BE IN OFFICE. I WANT TO CONFIRM THAT WITH OUR CITY ATTORNEY AND CITY MANAGER, MOVING FORWARD BUT YOU LOOK TO THE CITY OF COLUMBUS. UM, THEY'VE THEY'VE PASSED LAWS THEY ARE IN THE MIDST OF LITIGATION. TRYING TO GET SOME AS THEY WOULD DESCRIBE THEM REASONABLE GUN LAWS PUT INTO PLACE REGARDING MAGAZINE CAPACITY OR, YOU KNOW, REQUIRING THAT FIREARMS BE LOCKED UP IN THE HOME AND THEY'RE YOU KNOW, THEY'RE THAT THERE'S A REASON WHY THEY'RE IN COURT TRYING TO PUSH THAT THAT ISSUE THAT AGENDA FORD, WE'LL SEE HOW HOW THEY PREVAIL. BUT THAT WOULD BE A GOOD TEST FOR SOME OTHER MUNICIPALITIES TO SEE WHAT YOU CAN DO AROUND GUN CONTROL. THE SECOND AMENDMENT. FIRST AMENDMENT ISSUES THERE'S TONS OF SUPREME COURT INTERPRETATION OF WHAT THOSE RIGHTS ARE, AND WE'RE JUST GONNA HAVE TO ROLL UP OUR SLEEVES AND TAKE A LOOK AT IT. END OF THE DAY. MOST IMPORTANT THING FOR EVERYONE IN THIS DIOCESE I THINK I CAN SPEAK FOR EVERYONE IS PUBLIC SAFETY. AND IF WE HAVE TO AIR BETWEEN SOMEONE'S INDIVIDUAL RIGHTS AND PUBLIC SAFETY, WE'RE GONNA BE CAREFUL ON HOW WE DO IT. UM, BUT THE END OF THE DAY PUBLIC SAFETY'S YOU KNOW, IMPORTANT TO ALL OF US, AND I WANT EVERYONE IN THE PUBLIC TO KNOW THAT AND WE'RE GONNA DO EVERYTHING WE CAN TO ENSURE THAT PUBLIC SAFETY IS PROVIDED WHILE STILL DOING EVERYTHING APPROPRIATELY AS BEST WE CAN TO, YOU KNOW, UM, ALLOW SOMEONE TO EXERCISE THEIR FIRST OR SECOND AMENDMENT RIGHTS. SO AGAIN. I APPRECIATE YOU COMING HERE TONIGHT. APPRECIATE THAT. THIS IS A CHALLENGING ISSUE AND ALSO APPRECIATE THAT WILL HAVE ALL THE ANSWERS, BUT WE'RE GOING TO CONTINUE TO WORK ON IT AND DO OUR LEVEL HEADED BEST. WE ALSO, YOU KNOW, OBVIOUSLY HAD A LOT OF COMMUNICATION WITH THE SCHOOL CAMPUS AND OUR SAFETY OFFICERS THAT ARE THERE. AND AS YOU MAY KNOW, THE SCHOOL HAS NOW ASSISTED THE CITY WITH COVERING SOME OF THE COMPENSATIONS. WE HAVE THREE OFFICERS ON CAMPUS EVERY DAY, WHICH IS WHICH IS A GREAT START. THERE'S A LOT OF COMMUNITIES IN CENTRAL OHIO AND THE STATE OF OHIO. THEY HAVE NO LAW ENFORCEMENT OFFICERS ON CAMPUS. SO WE'RE VERY FORTUNATE TO HAVE THOSE RESOURCES IN THE COMMUNITY. BUT THIS THIS IS THIS IS AN ISSUE OF PUBLIC SAFETY SCHOOL SAFETY THAT YOU KNOW.

WE'RE NEVER GOING TO REST ON OUR LAURELS. WE'RE ALWAYS GOING TO BE LOOKING FOR THE NEXT BEST THING. AND TRY TO BE A LEADER IN THIS AREA, NOT ONLY FOR CENTRAL OHIO BUT FOR THE WHOLE STATE CAN ANY ANY OTHER QUESTIONS, COMMENTS FROM THE DIOCESE? I WANTED TO SAY THANK YOU. UM I KNOW I'VE KNOWN YOU AS A MAMA BEAR FOR A LONG TIME. AND UM, I WHEN I GOT THAT EMAIL, MY HEART COMPLETELY SANK AND I WAS SO SCARED AND ALSO FRUSTRATED, UM, KNOWING YOU KNOW THE HARD CHOICES THAT LIE AHEAD FOR ALL OF US. I THINK THE MOST WHAT'S REALLY RESONATING WITH ME, AND I KNOW A LOT OF OTHER PEOPLE UP HERE IS WHAT YOU SAID IN THE SECOND LAST PARAGRAPH BACKER OTHER LETTER, WHICH IS WHAT HAPPENED TO JUST BECAUSE THEY CAN DOESN'T MEAN YOU SHOULD, AND IN THAT IN THAT ARENA, GETTING GETTING TO THAT TO RESPECT, RESPECT THE CONSTITUTIONAL RIGHTS THAT YOU KNOW ARE HAVE TO BE RESPECTED TO FOLLOW THE LAW TO, UM TO FIGURE OUT THE ANSWER THAT FITS WITHIN THOSE PARAMETERS AND ALSO TO HOPEFULLY, UM CHANGE THE SOCIETY'S VIEW, OR, YOU KNOW OF JUST BECAUSE YOU CAN DOESN'T MEAN THAT YOU SHOULD AND IF PEOPLE FEEL SECURE IN THEIR CONSTITUTIONAL RIGHTS, AND PEOPLE CAN FEEL SAFE IN THEIR SCHOOLS. I THINK THAT'S RELATED TO BALANCE THAT WE'RE GOING FOR AND SO TO THAT END, I SAY THERE ARE NO BAD IDEAS THAT WE NEED TO TALK ABOUT. THIS IS THE COMMUNITY. HOW DO WE STILL YOU

[00:15:05]

KNOW, KINDNESS AND RESPECT AND ONE SOMETHING LIKE THAT HAPPENS . I KNOW MY KIDS ARE TAUGHT WHEN YOU SEE SOMETHING SAY SOMETHING, AND, FRANKLY, THAT'S WHAT HAPPENED AND I THINK THAT THAT'S REALLY AMAZING IN OUR COMMUNITY. IS THAT WE ALL WORK TOGETHER AND THERE, I HEARD I HEARD ONLY PEOPLE TO SAY. WELL I'M REALLY GLAD THAT THAT THAT PERSON WAS JUST ALLOW THAT PERSON JUST THEY WENT AWAY. THEY WERE RESPECTFUL ONCE THEY SAID, WE NEED TO GO, AND THEN THEY WENT AWAY. SO UM, BUT, YEAH, THIS IS GOING TO BE A CONVERSATION THAT WE'RE GONNA BE HAVING FOR A LONG TIME. AND I'M SO GLAD THAT YOU'RE THAT YOU'RE HERE AND YOU'RE HERE AND WE'RE TALKING ABOUT IT. UM I REALLY APPRECIATE YOU BEING HERE, TOO. WE'VE KNOWN EACH OTHER A LONG TIME, TOO, AND I HAVE A TREMENDOUS AMOUNT OF APPRECIATION AND RESPECT FOR WHAT YOU'VE DONE FOR OUR COMMUNITY. I FEEL YOUR PAIN. I WASN'T IN TOWN. I DON'T HAVE A CHILD IN THE SCHOOL SYSTEM ANYMORE. BUT I HAVE BROUGHT UP THREE CHILDREN THROUGH THE SCHOOL SYSTEM. ONE OF THEM IS NOW ABOUT TO TURN 30 AND THE OTHER IS STILL A COLLEGE STUDENT. AND THE DIFFERENCE BETWEEN THE ONE THAT'S ALREADY IN COLLEGE AND THE 30 YEAR OLD DIFFERENCE IN TERMS OF TO YOUR POINT. THE ANXIETY THAT THEY HAD TO EXPERIENCE IN OUR SCHOOL SYSTEMS BECAUSE WHAT IS HAPPENING IN THIS COUNTRY IS EXACERBATING. AND I CAN ONLY IMAGINE BECAUSE I SEE THAT IT IS ONLY GETTING WORSE AND WORSE, BUT THE EXPERIENCE THAT SHE SAID OHIO STATE AND EXPERIENCE THAT ON CAMPUS THERE ON A REGULAR BASIS NOW, TOO I AM FURIOUS ABOUT IT. I AM JUST FURIOUS ABOUT IT THE WAY THAT THINGS THAT THE SOCIAL NORMS THE ARGUMENTS THAT ARE MADE WHAT IS HAPPENING IN THIS COUNTRY AT THIS POINT AND I WHAT I'M MOST CURIOUS ABOUT IS THAT I DO THINK OUR HANDS ARE TIED HERE AT THIS MOMENT. AND OF COURSE, SAFETY IS OUR FIRST AND FOREMOST CONCERN.

BUT TO ME, IT'S NOT A BALANCING ACT. TO ME. IT'S SAFETY IS OUR FOREMOST CONCERN IN SOMEBODY'S RIGHT TO WALK AROUND WITH AN AUTOMATIC WEAPON. THOSE DON'T BALANCE TO ME AND HOW WE CAN'T FIND LAWS TO MAKE SENSE OF THAT IS JUST BEYOND ME AT THIS POINT. BUT I AM NOT SURE THAT WE HAVE ANY POWER TO DO THAT. THERE WILL BE A LOT OF RESEARCH AND A LOT OF DISCUSSION ABOUT THIS AND WE WILL FOLLOW OUR OTHER MUNICIPALITIES AND SEE WHAT WE CAN DO. BECAUSE IT'S NOT JUST ABOUT JUST BECAUSE YOU KEEP YOUR RIGHT JUST BECAUSE YOU CAN DOESN'T MEAN YOU SHOULD BUT WHY CAN YOU IS MY BIGGER QUESTION ON SOME OF THIS? SO I THANK YOU FOR I KNOW IT'S NOT COMFORTABLE TO COME AND DO THIS. AND I REALLY THANK YOU FOR COMING IN. MAKING US HAVE TO DISCUSS IT PUBLICLY.

THAT YOU DID. I DON'T HAVE MUCH TO ADD. THANK YOU, CHRISTINA FOR COMING IN. I MEAN, I THINK YOU ECHO WHAT THE VAST MAJORITY COMMUNITY FELT THAT DAY WAS HELPLESS. UM ESPECIALLY IN THE BACK OF WHAT HAPPENED AT MICHIGAN STATE. THE TIMING OF THAT COULD HAVE BEEN ANY WORSE.

UM WE ALL LOOKED AROUND AND, YOU KNOW, NOBODY WANTS TO FEEL HELPLESS. UM I WILL SAY, JUST ECHO WHAT SLOAN MENTIONED. YOU KNOW, IT'S A BALANCING ACT BETWEEN EXACERBATING THE SITUATION AND ENCOURAGING FUTURE ONES VERSUS MEASURED, YOU KNOW. KIND OF A MUTED RESPONSE AND WE'LL SAY WE WON'T GO INTO DETAILS, BUT IT WAS A RESPONSE. WE HAD POLICE PRESENT THEIR VISIBLY IN, YOU KNOW, NOT VISIBLY, SO UM, THERE WAS A RESPONSE IN THIS SITUATION WAS BEING HYPER MONITORED. SO, UM BUT NOBODY WANTS TO FEEL. IN THAT SITUATION, ESPECIALLY IN TODAY'S CLIMATE. SO, UH, I LOVED THE SUGGESTIONS. WE'RE GOING TO GET WITH BEN AND SEE IN THE FUTURE. WHAT WEAPONS? WE HAVE TO IF THIS DOES HAPPEN AGAIN AND KNOCK ON WITH THIS DOESN'T BECOME A HABIT, BUT WE'RE FORTUNATE TIME WHERE IN THE US AND THE STATE OF OHIO SPECIFICALLY RIGHT NOW. THAT IS ACCEPTABLE MOTHER. IT SHOULD BE OR NOT. THANK YOU FOR SEEING.

I'M SORRY, I DO WANT TO AMEND MY STATEMENT AND SAY THANK YOU TO THE CHIEF AND TO OUR CITY MANAGER. EVEN THOUGH I WAS OUT OF STATE, I WAS KEPT APPRISED OF EVERYTHING THAT WAS GOING ON.

AND I DO THINK, GIVEN THE FACTS AND THE CIRCUMSTANCES THAT WE HANDLED IT. WE MAY HAVE TREMENDOUSLY WELL AND I'M APPRECIATIVE OF THAT. I THINK THAT SHOULD BE SAD. ABSOLUTELY.

OF COURSE, IT'S NOT JUST THE SCHOOLS. AND THAT'S IMPORTANT. IT'S THE FACT THAT BUSINESSES

[00:20:01]

CLOSED THEIR DOORS AND LOCKED THEM. NOT THINK WE WANT THAT REPUTATION HERE. YOU KNOW, AND CITIZENS WERE WALKING AROUND. FREELY. I MEAN, I WAS AND I LOVE DOING THAT HERE. PURE JOY. BUT SCARED. IT'S NOT WORTH IT. SO. WELL AGAIN. I APPRECIATE YOU COMING DOWN. YOU'RE ALWAYS WELCOME TO COME. I THINK ALL OF US IF SOMEONE'S WILLING TO TAKE THE TIME OUT OF THEIR OTHER DAY TO COME SPEAK TO US ABOUT AN ISSUE THAT MATTERS TO US. UM AND IT HAS AN IMPACT. SO THANK YOU.

ALSO APPRECIATE YOU FOLLOWING THE RULES AND NOT POOPING ON SOMEONE ELSE'S LONG. YEAH HER PERSONALLY, I ACTUALLY I THINK THAT ONE ACTUALLY IS ILLEGAL. I THINK THERE ARE LAWS AGAINST THAT. VERY IRONIC, RIGHT. JUST, YOU KNOW, I ALWAYS JUST TRY TO ENDED ON A GOOD NIGHT. HAD A SEARCH FOR ONE. THEY'RE ALL RIGHT. OUR NEXT SPEAKER IS REBECCA AND I APOLOGIZE. I'M GONNA CAN'T PRONOUNCE YOUR NAME THE NAME LIKE SLOAN. YOU THINK I'D BE BETTER AT THIS? REBECCA SHERA ERA. OKAY? EXCUSE ME. JUST ONE VOICE TODAY. I'M HERE FOR THE SAME REASON. UM I LIVE ON. I ACTUALLY AM NOT TECHNICALLY A RESIDENT OF NEW ALBANY. HOWEVER MY DAUGHTER IS A STUDENT AT NEW ALBANY SCHOOLS. AND WE ARE COME TO NEW ALBANY. ALL OF THE TIME. SHE'S AT THE LIBRARY. WE GO TO THE SHOPS AND RESTAURANTS HERE. ON A DAILY BASIS. AND I'M ALSO HERE TO SPEAK ABOUT WHAT HAPPENED LAST WEEK. UM I WANTED TO ASK ACTUALLY. ABOUT THE QUESTION OF THE SCHOOL SAFETY ZONE. UM, I KNOW THAT PEOPLE ARE SAYING THAT THEIR HANDS ARE TIED WITH REGARD TO THE SECOND AMENDMENT AND THIS PERSON'S CONSTITUTIONAL RIGHTS. TO EXERCISE HIS SECOND AMENDMENT RIGHTS. UM I PREFER TO SAY FLEX THE SECOND AMENDMENT RIGHTS. UM AS MANY OF US EXERCISE OUR SECOND AMENDMENT RIGHTS. AND WE DON'T FEEL THE NEED. TO BANDY ABOUT OUR WEAPONS IN PUBLIC. UM MOST OF US WHO EXERCISE OUR SECOND AMENDMENT RIGHTS ARE RESPONSIBLE CITIZENS. AND NOBODY WOULD EVER KNOW THAT WE DO EXERCISE OUR SECOND AMENDMENT RIGHTS. ANYWAYS. BACK TO THE SCHOOL SAFETY ZONE. APPARENTLY THE SCHOOL SAFETY ZONE. AND ANY SCHOOL DISTRICT. AS FAR AS I UNDERSTAND. AH STARTS FROM THE BORDER OF THE SCHOOL LINE. TO 1000 FT. BEYOND THAT. AND SO IF THAT IS TRUE, AND. MY UNDERSTANDING ALSO IS THAT NOBODY IS PERMITTED TO CARRY A FIREARM WITHIN THAT ZONE. CONCEALED OR NOT. AND SO IF THAT IS TRUE. THIS PERSON WAS VIOLATING THAT UM, THAT RULE. I UNDERSTAND THAT WE DON'T HAVE SIGNAGE. IN UM NEW ALBANY.

DESIGNATING WHERE THAT ZONE IS. SO I WANTED TO KNOW IF WE SHOULD BE PUTTING SIGNS UP NOW. I ASSUME THAT WE NEVER HAD THE NEED OR THOUGHT THAT WE NEEDED TO PUT UP SCHOOL SAFETY ZONE SIGNS. IN A TOWN LIKE NEW ALBANY BECAUSE WE PROBABLY NEVER EXPECTED ANYTHING LIKE THIS TO GO ON. IN THIS COMMUNITY. HOWEVER. UM MAYBE WE NEED TO DO THAT NOW. SO THAT'S MY QUESTION TO YOU TO THE CITY MANAGER, MR STEFAN OFF. MR MAYOR, CHIEF JONES. UM. IS THAT SOMETHING THAT NEW ALBANY SHOULD CONSIDER? UM WITH IN CONJUNCTION WITH IN COOPERATION WITH THE SCHOOL DISTRICT. SO I BELIEVE YOUR UNDERSTANDING OF STATE LAWS CORRECT THAT THE STATE OF OHIO DOES HAVE A ORDINANCE, UM, THAT PROHIBITS THE CARRYING A FIREARM IN THE SCHOOL ZONE. AND I THINK IT IS 1000 FT. RIGHT CHIEF. WELL SO THE LAWS THAT HAVE COME INTO QUESTION IN DISCUSSION OF CHAPTER 29 OF THE HARD BUYS CODE AND THAT A LOT OF CRIMINAL OFFENSES FOLLOW THAT, INCLUDING

[00:25:03]

A LOT OF FIREARMS. SO EACH CHAPTER. THE HARD DRIVES. CODE STARTS WITH DEFINITIONS AS ARE USED IN THAT CHAPTER. AND SO 29 0101 IS THE DEFINITION SECTION AT THE BOTTOM OF THAT ONE OF THE LAST DEFINITIONS AS A SCHOOL SAFETY ZONE. AND THE SCHOOL SAFETY ZONE IS DEFINED AS THE PROPERTY ITSELF AND THE BUILDINGS AND THERE'S SOME. THERE'S SOME EXCEPTIONS, LIKE IF THEY WERE TO READ A FACILITY OR SOMETHING LIKE THAT, OR HAVE HAVE AN EVENT OFF THE PROPERTY.

SO AND I'VE I'VE SEEN THE 1000 FT SO AS USING THAT CHAPTER. IT'S ONLY THE PROPERTY ITSELF IN THE BUILDINGS. NOW IT GETS A LITTLE MORE COMPLICATED WHEN YOU LOOK AT THE VICINITY OF THE SCHOOLS OR THE 1000 FT, UM, THAT'S ALSO USED IN CHAPTER 29, BUT THOSE ARE LIMITED TO SPECIFIC SECTIONS, AND MOST OF THOSE ARE DRUG RELATED. SO WE'VE ACTUALLY ARRESTED PEOPLE IN CHARGE THEM WITH SELLING DRUGS POSSESSING DRUGS IN A SCHOOL SAFETY ZONE. WITHIN THE VICINITY OF SCHOOL, OR 1000 FT. BUT THOSE WHEN THEY TALK ABOUT THE VICINITY, OR 1000 FT. THAT'S SPECIFIC TO THOSE SECTIONS. THAT WE'RE ACTUALLY CHARGING THE PERSON WITH BUT THE SECTION THAT WOULD BE MOST APPROPRIATE IF THIS PERSON WASN'T A SCHOOL SAFETY ZONE. ACTUALLY SAYS ONLY THE SCHOOL SAFETY ZONE. IT DOESN'T SAY IN THE VICINITY OF SCHOOL OR 1000. FT AND SO WHAT WE DO IS WHEN WE SEE THAT WE FLIPPED TO THE DEFINITIONS AND LOOK UP SCHOOL SAFETY ZONE AND AS USED, UM, IN THAT SECTION, IT'S JUST THE SCHOOL'S PROPERTY. THE DIFFERENCE IS THAT THOSE OTHER SECTIONS SPECIFICALLY ADD ON TO THAT DEFINITION BY SAYING THE FACILITY OR 1000, FT. WHICH THAT FIREARMS SECTION DOES NOT. SO AND I THINK IT'S ALSO A LITTLE BIT CONFUSING BECAUSE THERE'S ALSO SOME FEDERAL STATUTES THAT COME INTO PLAY. UM WHICH I THINK BEN COULD PROBABLY TALK ABOUT A LITTLE BIT MORE. BUT BASICALLY WHEN WE TAKE A CASE AS WE LOOK AT THE MOST APPROPRIATE CHARGE AND IF HE HAD GONE UNDER SCHOOL PROPERTY THAT CHARGE ALONE. SAYS SCHOOL SAFETY ZONE SO WHAT WE DO IS WE FLIP TO THE DEFINITIONS. WE READ SCHOOL SAFETY ZONE AND IT WAS LIMITED ONLY TO THE PROPERTY AND THE SCHOOL. OR TO THE BUILDINGS AND THIS IS ALTHOUGH THE SITUATION WAS SOMEWHAT UNIQUE IN THERE WAS A FIREARM RELATED WE'VE DEALT WITH THIS. UM LET'S SAY THAT WE HAVE SOMEBODY THAT YOU KNOW, UM COMMIT THE THEFT AND. AT THAT POINT, THE SCHOOL SAFETY THAT IS IRRELEVANT. BUT LIKE I SAID THE DRUGS, SPECIFICALLY THE 1000 FT VICINITY AND THE SCHOOL'S PROPERTY OR RELEVANT BUT IN THIS CHARGE ALONE, IT WAS VERY IT WAS DEFINED PRETTY TIGHTLY AS A SMALL PROPERTY, AND THERE'S NOT A LOT OF, UM IT WAS A PRETTY CONCISE AND TIGHT DEFINITION. I DON'T KNOW, BENEFIT. THE OTHER THING I WOULD ADD. IS THIS THIS INDIVIDUAL? UM OBVIOUSLY CALLED THE PD BEFOREHAND WAS FAIRLY WELL VERSED ON HIS RIGHTS AND WHERE HE COULDN'T COULDN'T GO.

AND SO HE WAS CAREFUL NOT TO GET CLOSE TO THE SCHOOL NOT TO GO INTO ANY ESTABLISHMENTS WHERE THEY HAD THE STICK AROUND THE DOOR, SAYING NO FIREARMS PERMITTED, INCLUDING CITY HALL, AND SO HE CAREFULLY NAVIGATED THROUGH THE AREA. BUT TO YOUR POINT, YOU KNOW, FLEXING HIS 1ST, 1ST AND 2ND AMENDMENT RIGHTS. YEAH PROBABLY. YEAH THE OTHER THING I WANT TO ADD TO IS THAT THE LAW WHEN IT COMES TO IF YOU START READING IT ABOUT THE FIREARMS, IT GETS PRETTY PRETTY COMPLICATED. PRETTY QUICK. IT TALKS ABOUT PEOPLE THAT BRING ON THAT HAVE A CON AND VERSUS THEY DON'T HAVE ONE. AND SO YOU KNOW, THERE ARE SITUATIONS WHERE GUNS CAN BE.

CAN BE, UM, IT'S NOT. IT'S NOT AN ABSOLUTE AS FAR AS FIREARMS ON THE SCHOOL'S CAMPUS, SO IT DOES GET PRETTY PRETTY. UM UM GRAY AS YOU READ ON. BUT IN THIS SITUATION, YOU KNOW, BASED ON THE HARMONIZED CODE, IT WAS, IT WAS CLEAR WHAT OUR WHAT OUR STAFF COULD DO AND WHAT THEY COULDN'T DO. I JUST WANT TO ALSO SAY, UM, THERE ARE MANY. THERE'S SO MUCH AH! SPECULATION. GOING AROUND RIGHT NOW. WITHIN THE PARENT COMMUNITY. UM AND I THINK IT WOULD BE A GREAT IDEA. AH IF THERE WOULD BE A PARENT COMMUNITY. MEETING SO YOU AND EVEN MR ALBRECHT MR STEFAN OFF, MR SPALDING. AH CAN ALL YOU KNOW , CLARIFY THE LAW AND FACTS. OF YOU KNOW? AH! WHAT IS WHAT IS ACTUALLY PERMITTED. AND ACTUALLY , YOU KNOW, WE CAN ALSO POSSIBLY BRAINSTORM ABOUT YOU KNOW WHAT CAN BE DONE? IN NEW ALBANY. FOR YOU KNOW FOR OUR COMMUNITY AS WELL. YOU KNOW WHAT? WHAT CAN WE

[00:30:06]

DO LEGALLY TO PROTECT. YOU KNOW , PROJECT OURSELVES TO PROTECT OUR KIDS. WELL, AT THE SAME TIME RESPECTING PEOPLE'S RIGHTS. UH TO EXERCISE THEIR SECOND AMENDMENT. YOU KNOW, LIKE TO ADD THAT YOU KNOW, WHEN YOU ASK ABOUT WHAT TO DO. I THINK MANY OF OUR RESIDENTS DID. I THINK WE RECEIVED OVER 10 CALLS ABOUT THIS AND IT WAS PRETTY QUICK. SO YOU KNOW, WE COMMEND EVERYBODY THAT THAT, UH LET US KNOW WE WERE GIVEN ADVANCE NOTICE, BUT WE'RE NOT A DATE AND TIME THAT THIS WOULD OCCUR, SO THAT WAS VERY HELPFUL. AND THEN ALSO, UM, YOU KNOW, I THINK WE'RE, UM YOU KNOW, THE CIRCUMSTANCES ARE CERTAINLY CONCERNING AND FRIGHTENING. AND PARTICULARLY IF YOU JUST GET A MESSAGE, AND YOU DON'T KNOW THE DETAILS ADDS TO THAT STRESS. AND SO I CERTAINLY UNDERSTAND THAT, BUT JUST KNOW THAT OUR RESPONSIBILITY TO PROTECT THIS COMMUNITY AND EVERYBODY IN IT SO WE UNDER? YEAH, I UNDERSTAND THAT. I MEAN, WE'RE LIKE, VERY LUCKY. TO HAVE THE CALIBER OF POLICE DEPARTMENT THAT WE HAVE HERE. AND YOU KNOW, AND THANKS TO THE COUNCIL OF THE SCHOOL BOARD, HAVING THREE OFFICERS ON THAT CAMPUS. YEAH THAT GIVES US TREMENDOUS COVERAGE, AND THAT'S IN ADDITION TO THE OFFICERS THAT ARE ON PATROL DETECTIVES, AND SO, UM WE WERE FORTUNATE THAT ALSO THAT WE HAVE THE RESOURCES TO BRING THE BEAR TO MAKE SURE THAT THE SITUATION TO GET OUT OF HAND. THANK YOU. THANK YOU. THANK YOU. YEAH, I GUESS THE CHIEF'S POINT . I KNOW THAT THE SCHOOL DISTRICT THEY TALK ABOUT SEE SOMETHING SAY SOMETHING THAT APPLIES TO EVERYBODY IN THE COMMUNITY, NOT JUST THE KIDS OVER THERE. SO YOU KNOW EVERYBODY THAT WE KNEW HE WAS OVER THERE WITHIN A COUPLE OF MINUTES OF HIM BEING ON SITE BECAUSE OF THE 911 CALL SOON. WE'RE ABLE TO RESPOND SO SEE SOMETHING SAY SOMETHING. I WELCOME COMMUNICATION. I THINK THAT'S IT. THAT'S AN IMPORTANT PART OF THIS. UM, I WANT TO ADD ONE OTHER COMMENT ON A I KNOW IT'S NOT WHAT IT'S NOT THE POPULAR PROBABLY COMMENT, BUT EVERYTHING IN OUR INSTINCTS. WE WANT TO GO OUT THERE AND, YOU KNOW, YELL AT THIS PERSON AND MAKE SURE THAT THEY KNOW HOW MUCH HOW ANGRY WE ARE ABOUT WHAT THEY'RE DOING, AND THIS SORT OF THING, BUT I THINK THE TRUTH IS, WE'RE VERY LUCKY THAT EVERYONE DID WHAT THEY DID WHEN WE HAD A SIMILAR SITUATION A COUPLE OF YEARS AGO AND WHEN THIS CAME UP, WHICH IS FRANKLY JUST STAYED AWAY AND IGNORED IT. AND THAT'S REALLY WHAT THEY'RE LOOKING FOR IS TO GET EVERYONE ALL RILED UP , AND IT WENT AWAY VERY QUIETLY AND VERY UNEVENTFUL. FORTUNATELY BECAUSE PEOPLE DID CALL THE POLICE WHEN THEY SAW IT, BUT THEY DIDN'T GO AND CONFRONT AND DIDN'T YOU KNOW? EVEN THOUGH IT'S VERY TEMPTING. I THINK THAT ALSO DOES WORK AND I THINK IT WORKED FOR US IN THIS SITUATION.

SO. IT'S OFTEN BECOMING TONIGHT TO THE MEETING. YOU'RE WELCOME TO STAY FOR THE REST OF THE MEETING LIKE TO LEARN A LITTLE BIT MORE ABOUT WORKING IN THE CITY GOVERNMENT OR LIKE TO GO HOME AND BEAUTIFUL FAMILIES. CERTAINLY MHM BEEN A LONG WEEKEND FOR COMING OUT. VERY MICROPHONE, OKAY? I DON'T HAVE A GREAT PIZZA. ALRIGHT UH, WE'RE ALSO STILL UNDER HEARING OF VISITORS. IS THERE ANYONE ELSE FROM THE PUBLIC THAT WOULD LIKE TO ADDRESS COUNCIL REGARDING

[7. BOARD/COMMISSION REPORTS]

MATTER NOT ON TONIGHT'S AGENDA. RIGHT BOARDING COMMISSION REPORTS ON THE UPDATE FROM THE PLANNING COMMISSION. NO MEETING PARKS AND TRAILS, NO MEETING ARCHITECTURE REVIEW BOARD. WE HAD A MEETING. WE HAD A MEETING TO DISCUSS, UH, SOLAR PANELS. THE FRAMEWORK PROVIDED THAT IS GOING AROUND TO ALL THE DIFFERENT BOARDS AND COMMISSIONS. IT WAS A HEARTY DISCUSSION RESIDENTIAL USE. THIS WAS FOR BOTH WAS, UM SORT OF THE CITY'S IDEAS OF WHAT THAT'S PRACTICES COULD BE FOR SOLAR PANELS. UM AND ALL DIFFERENT SEGMENTS. VILLAGE CENTER, RESIDENTIAL AND COMMERCIAL. UM, I THINK IT WAS IT WAS IT WAS, IT WAS. IT WAS ROBUST DISCUSSION ABOUT DESIGN. UM THAT'S PRACTICES HOW THE LONGEVITY OF EACH TYPE OF DESIGN UM AND I THINK THERE WAS IN A LOT OF REALLY GOOD DISCUSSION THAT SHE TOOK AWAY A LOT OF FEEDBACK TO THE IMPLEMENTED. GOOD. GOOD MEETING. SO I MEAN, GENERALLY POSITIVE CONVERSATION. UM YOU KNOW, BUT I THINK GENERALLY NERVOUS CONVERSATION. I THINK THE IDEA THAT THE SOLAR PANELS

[00:35:06]

THAT PEOPLE HAVE SEEN REMEMBER IN THE PAST ARE NOT AS BEAUTIFUL DESIGN DOES NOT. IT'S NOT NECESSARILY MATCH UP WITH THE DESIGN AESTHETIC OF NEW ALBANY. THE QUESTION IS HOW DO WE, UH, MAKE SURE THAT THE SOLAR PANELS THAT ARE INCENTIVIZED BY, YOU KNOW ANY ENTITY WOULD BE THAT TYPE OF PANEL THAT WE WANT AND WHERE DO WE DO WITH THE FACT THAT WHATEVER TECHNOLOGY IS COMING OUT RIGHT NOW MIGHT BE ABSOLUTELY IN FIVE YEARS. DOES THAT MEAN WE WAIT? OR DOES THAT MEAN? YOU KNOW, WE REALLY CAN'T WAIT. THIS STATE LEGISLATURE HAS BASICALLY SAID AGE ALWAYS HAVE TO ALLOW THEM. AND SO THESE ARE COMING. WE HAVE TO JUST FIGURE OUT. THE BEST WAY TO PUT THEM IN THE COMMUNITY REALLY GREAT PART AND I WOULD SAY A CONSENSUS AMONG SUPPORTERS THAT IN THE COMMERCIAL AREA SOLAR PANELS IS A NO BRAINER, RIGHT AND THERE WAS EVEN SOME REALLY GREAT IDEAS ABOUT SOUND BARRIER THAT HAD LIKE SOLAR PANELS ALL OVER IT. UM AND AS THERE IS A GREATER TECHNOLOGY IN WHICH MAY BE ALLOWED, LIKE THANKING SOMEDAY THIS COULD REALLY HAVE A BIG IMPACT ON THE ENERGY USE OF THE CITY. WHEN YOU THINK ABOUT VILLAGE CENTER ANYTHING ABOUT RESIDENTIAL THERE'S A LOT MORE OPINIONS. BUT THEY'RE ALL GOOD AND IT WAS A GOOD DISCUSSION. SO THEY HAD SOMEONE PROVIDED ME WITH SOME STRONG FEEDBACK. UM THEY HAD SEEN SOME SOLAR PANELS ON A BANK. YEAH JUST DOWN THE ROAD IN COLUMBUS, AND I DON'T WANT TO NAME NAMES, BUT YEAH.

AND I HADN'T REALLY NOTICED IT BEFORE. AND LAST TIME I WAS IN THAT AIRPORT TO LOOK AT. AND IT YEAH. I MEAN, I'M SORRY. I LOVE SOLAR PANELS THAT WERE HORRIBLE , RIGHT? RIGHT SO IT'S THAT GROWING GROWING, ENGAGING WITH THE H O A PRESIDENT'S GETTING THEIR FEEDBACK AND I TALKED TO AN H O. A PRESIDENT EARLIER IN THE WEEK. UH SHE WAS ASKING A QUESTION ABOUT WHERE WE WERE.

WOULD BE GOOD FOR THEM TO AT LEAST KNOW WHAT'S HAPPENING AND PROVIDE FEEDBACK BACK TO THE CITY. YES WE HAVEN'T DONE THAT YET. WE WANTED SO WE COMMISSIONED THIS BEST PRACTICE REPORT AND WE'RE TAKING IT THROUGH ALL THE BORDENS IN COMMISSION SUSTAINABILITY. AIR B WILL GET THE OTHER ONES. WE WANT TO COMPILE ALL THAT FEEDBACK BEFORE WE CAN MEET WITH REPRESENTATIVES SO THEY CAN KIND OF HAVE A COMPREHENSIVE SENSE OF THE FEEDBACK AND THE INPUT.

WE'VE GOTTEN FROM OUR BOARDS AND COMMISSIONS. ARE YOU GOING TO TRY TO BRING THEM ALL IN TOGETHER? OR JUST? I DON'T KNOW IF WE NECESSARILY KNOW EQUITIES MANAGES. MOST OF THEM PROBABLY COVER MOST OF THEM BY MEETING WITH EQUITIES. UM AND THEN AGAIN, ALL THIS FEEDBACK WILL INFORM POTENTIALLY A FUTURE CODE AMENDMENT TO REGULATE PANELS AND YOU KNOW SOME DIRECTION BASED ON TRYING TO BALANCE ALL THIS INPUT WE'VE WE'VE RECEIVED FROM THE SUSTAINABILITY BOARD, YOU KNOW, VERSUS THE RB. A PACK AND IF I COULD EAT, RANGES, SAID, UM, I THINK IT'S ALSO IMPORTANT THAT IF EACH WAY PRESIDENTS ARE ASKING ABOUT IT, THAT THEY ATTEND THESE BOARDING COMMISSION MEETINGS, THAT'S THE PURPOSE SO THAT WE CAN HAVE THESE DISCUSSIONS IN A PUBLIC FORUM, AS OPPOSED TO BEHIND CLOSED DOORS WHERE THERE IS OPPORTUNITY FOR FEEDBACK AND JUST, UM, AND PARTICIPATION. SO AS WE GO THROUGH THIS VERY PUBLIC BOARDING COMMISSION PROCESS, THEY SHOULD BE. THERE IS A PART OF THAT. WHERE IS THAT HEADED NEXT? COMING TO THE BORDER NEAR YOU, RIGHT? KIND OF GIVE THEM A HEADS UP. IF IS IT GOING TO PLANNING COMMISSION? IT IS GOING TO PLANNING COMMISSION BECAUSE THEY WOULD HAVE TO, UM YOU SEE ANY POTENTIAL CO CHANGE. I DON'T KNOW THE SCHEDULE FOR THAT, BUT WE CAN GET THAT INFORMATION INDICATE THAT OKAY? GREAT.

ALRIGHT ANY UPDATE FROM ZONING APPEALS, MR SOULS NOT HERE, BUT IT'LL STAFF HAS AN UPDATE. THE NEXT MONDAY, WHICH I'LL BE ATTENDING, OKAY? SUSTAINABILITY ADVISORY BOARD. I WAS AT CITIZENS POLICE ACADEMY ON FOR THE LAST MEETING. SO ADRIAN, I DON'T KNOW IF YOU WANT TO GIVE AN UPDATE. IS IT SIMILAR TO SEE A OKAY? YEAH, I THINK 20 CHIP. YOU WERE AT THAT MEETING WHEN WE DID. THE SOLAR PANEL, RIGHT? YEAH SO I THINK HE REPORTED ON THAT. I DID REPORT. WE HAVEN'T HAD ONE IN BETWEEN. WE HAD ONE. UM I THINK THE DAY AFTER OUR LAST COUNCIL MEETING, WE BASICALLY WENT OVER JUST MORE OF THE DETAILS ABOUT THE EARTH DAY TO ARBOR DAY EVENTS. WE BRAINSTORM SOME IDEAS FOR THE THIS WEEK OF GRANT. THE NEXT GRANT CYCLE IS IN AUGUST. I THINK SO. A BRAINSTORM SOME IDEAS ABOUT POTENTIAL GRANT OPPORTUNITIES. AND THAT IS THAT EVERYTHING GRANT OH, YES, AND THEN ALSO TALK THROUGH TWO THINGS RELATED TO THE SCHOOL

[00:40:04]

DISTRICT. ONE IS THAT WE PROVIDED SOME TECHNICAL ASSISTANCE IN PARTNERSHIP WITH THE SCHOOL DISTRICT TO HELP THEM APPLY FOR A GRANT. UM TO GET REFILLABLE WATER BOTTLE. UM.

STATIONS ON THE SCHOOL CAMPUS AND SOME OF THE BUILDINGS AND THEN WE ALSO IN THE BUDGET FOR THIS YEAR, TALKED ABOUT PERFORMING COMING UP WITH A GRANT PROGRAM THAT WOULD, UH SUPPORT STUDENT PROJECTS. STUDENT CLUB PROJECTS RELATED TO SUSTAINABILITY MEASURES. AND SO THE BOARD TALKED ABOUT WHAT'S THE FRAMEWORK FOR THAT, GRANT? WHAT COULD THAT BE? WHAT WOULD THE PURPOSE BE WHAT KIND OF ORGANIZATIONS WOULD BE ELIGIBLE? WHAT KIND WHAT THE TIMELINE WOULD BE FOR THOSE PROJECTS. AND REALLY TRYING TO PUT A FRAMEWORK TOGETHER THAT THEN WOULD COME TO UM, CITY COUNCIL TO ENDORSE IT AND MOVE FORWARD WITH IT OR NOT. THANK YOU, ADRIAN. I THINK SO SIMPLY WRAPPING UP SO SHOULD BE GOOD ONE FORWARD. TWO MORE, TWO MORE. RIGHT ANY UPDATE FROM THE IDEA IMPLEMENTATION PANEL? YES WE HAD A GREAT MEETING. UM WE TALKED ABOUT THE, OPEN HOUSE FORUM CONCEPT. THE CITY CAME UP WITH SOME REALLY GREAT IDEAS THAT WERE WELL ACCEPTED BY THE BOARD. UM, SORT OF A, UM FOUR PART COMMUNITY ENGAGEMENT WHERE WE WOULD DO A BUSINESS TOUR. WE WOULD LOOK AT TAYLOR FARMS. WE WOULD. TWO HEIGHT CENTER HAPPY HOUR, BUT THERE WAS ONE IN THE MIDDLE THERE. FORGET THE THIRD ONE. THOSE ARE THE THREE JUST THREE JUST THREE REASONS FOR THEIR SPORTS ON THE IDEA IS TO GET THE IDEA BETWEEN THE TOWN OF CHINA SISTERS TO GET PEOPLE TO UM NO. WHAT'S GOING ON IN THE CITY? THEY CONNECTIONS AND REALLY GREAT DIALOGUE ABOUT HOW DO WE GET HOW DO WE GET THE WORD OUT? HOW DO WE GET PEOPLE TO CONNECT WHILE THEY'RE THERE? AND THE IDEA OF GOING AND EXPERIENCING SOMETHING TOGETHER ? UM HAD HAD A LOT OF GREAT SUCCESS, ESPECIALLY WITH THIS UNIQUE CONNECTIONS, MODEL PEOPLE . YOU KNOW THEY ARE. THEY'RE EXCITED TO SEE, UH, YOU KNOW, WAS GOING OUT OF THE BUSINESS. PART OF WHAT'S GOING ON. UM UH, TAYLOR FARMS. SO UM, I THINK I THINK IT WILL BE A REALLY REALLY GREAT. AH OUTLET AND THEN WE TALKED ABOUT THE FESTIVAL, SO IT'S LOOKING LIKE SEPTEMBER 22ND WEEKEND OF SEPTEMBER, 22ND WITH EIGHT FRIDAY DINNER. ON A SATURDAY FESTIVAL. UM FOCUSING WITH A FOCUS ON FOOD ON FRIDAY AND DANCE ON SATURDAY, AND THE WHOLE THEME THAT WE'RE CONCEPTUALIZING IS STORYTELLING , RIGHT? WE'RE TRYING TO TELL STORIES THROUGH FOOD TELL STORIES THROUGH DANCE. THE IDEA IS THAT EVERYBODY IN THE COMMUNITY HAS A STORY STORY OF ORIGIN STORY THAT THEY WANT TO TELL, AND THAT'S THE WAY THAT WE CAN CONNECT WITH EACH OTHER IS BY SHARING OUR STORIES AND SHARING OUR PERSPECTIVES. SO IT SOUNDS LIKE IT'S GONNA BE REALLY, REALLY FUN TIME. UM AND I HOPE THAT YOU KNOW WHERE ARE YOU LOOKING TO HOLD THE FESTIVAL , MCCOY'S CENTER AND THEATER.

GOOD. YEAH, THOSE ARE ALL RESERVED YEP. OKAY? I LOVE THAT IDEA. IT SHOULD BE GOOD. LOTS OF WORK TO DO BUT GET IT DONE. YOU KNOW ANOTHER GREAT COMMUNITY EVENT THAT THEY COULD MAYBE THINK ABOUT ATTENDING WOULD BE FABULOUS EVENING FROM THE NON SPONSORING COMING UP SHORTLY.

YES, THANK YOU JUST GOT THE LIKE, YOU KNOW, FIVE MINUTES AGO, SO VEGAS PLUG. SHE'S NOT.

SHE'S NOT TRYING TO MARKET JUST GOTTA BEAT HER. THAT SHOULD BE A REALLY GOOD EVENT WITH A GREAT, UM GREAT TEMPERATURES, SO ALRIGHT. WELL THANKS FOR THE UPDATE ANY QUESTIONS ON THAT THING? ALRIGHT CEMETERY WRISTS RESTORATION ADVISORY BOARD MEETING THERE'S NO MEETING OF

[8. CORRESPONDENCE/COMMUNICATIONS]

THE PUBLIC RECORDS COMMISSION. CORRESPONDENCE OR COMMUNICATION . HAS ANYONE RECEIVED ANY CORRESPONDENCE OR COMMUNICATION SINCE OUR LAST MEETING THEY'D LIKE TO UPDATE COUNSELOR. I DID HAVE A BRIEF CALL WITH A RESIDENT TODAY REGARDING TREE THAT WAS BEING CUT DOWN. IT WAS THE HOMEOWNER ASSOCIATION OF THE CITY. MR. BARKER WAS WELL INFORMED ABOUT WHAT WAS HAPPENING. SO I FOLLOWED UP WITH THE RESIDENT. SHE STILL HAD SOME CONCERNS ABOUT MAKING SURE THAT FOLKS WERE INFORMED ABOUT WHAT WAS HAPPENING IN THEIR COMMUNITY. BUT I GUESS THERE WERE SOME BEES THAT LIVED IN THIS TREE, AND SHE WANTED TO MAKE SURE THE BEES WERE BEING TAKEN CARE OF. SO I RECEIVED THIS SIMILAR CALL, SO I BELIEVE THAT WE DIDN'T ANSWER ALL OF OUR QUESTIONS TODAY, BUT WE AT LEAST GOT HER HEAD IN THE RIGHT DIRECTION. UM, APPARENTLY, THE TREES ALREADY BEEN PERSONALLY CUT DOWN SO THEY DID SO TO MAKE IT EASIER FOR THE BEES TO BE RELOCATED, SO ALRIGHT. THAT TAKES US TO SECOND READING OF ORDINANCES AND PUBLIC HEARING.

[00:45:02]

WE HAVE NONE ON TONIGHT'S AGENDA. INTRODUCTION AND FIRST READING AWARDS IS WE ALSO HAVE NONE INTERNATIONAL GENERAL THAT'S GOT TO BE LIKE THE FIRST TIME. FOR YEARS WE'VE EVER

[11. RESOLUTIONS AND PUBLIC HEARING]

TALKED ABOUT. RESOLUTIONS AND PUBLIC HEARING RESOLUTION ARE 12 2023, A RESOLUTION TO AUTHORIZE CITY MANAGER TO ADVERTISE BID AWARD AND EXECUTE CONTRACTS RELATED TO THE CONSTRUCTION OF THE MARKET STREET EXTENSION PROJECT. THAT'S RIGHT. ROLL, PLEASE, WITHOUT FURTHER ADO. UM . SO THIS IS THE HIGHLY ANTICIPATED MARKET STREET EXTENSION PROJECT KIND OF ORIENT. UH THE MAP HERE. THIS IS REYNOLDSBURG NEW ALBANY ROAD. UH, THIS IS MARKET STREET. THIS IS OUR POLICE STATION HERE, SO THIS PROJECT WOULD INCLUDE THE CONSTRUCTION OF A ROUNDABOUT AT THE INTERSECTION OF REYNOLDSBURG NEW ALBANY ROAD AND MARKET STREET. THE EXTENSION OF MARKET STREET BASICALLY, THROUGH WHAT IS CURRENTLY THE STATE GROUND HERE, UP TO THIRD STREET. IT WILL INCLUDE THE RECONSTRUCTION OF THIRD STREET. AND THEN ULTIMATELY, THE RECONSTRUCTION RING. THE RECONSTRUCTION AND RECONFIGURATION OF THE INTERSECTION HERE AT US 62. AND THIRD STREET. THIS IS THE EVOLVING THE UNITED METHODIST CHURCH LOCATION HERE. DUBLIN GRANVILLE ROAD. UM SO THIS WAS REALLY THE OUTCOME OF A LOT OF EFFORT THAT WAS PUT IN WITH REGARD TO THE 2020 STRATEGIC POINT. UPDATE. AS A PART OF THAT PUBLIC ENGAGEMENT PROCESS. THERE WAS A LOT OF, UM, UH, FEEDBACK FROM RESIDENTS EXPRESSING CONCERNS ABOUT TRAFFIC CONGESTION IN THE CITY AND PHILIPS CENTER IN PARTICULAR. UM SO AFTER A VARIETY OF STUDIES AND MODELING EFFORTS, WE DETERMINED THAT THIS WOULD BE A PRETTY IDEAL SOLUTION TO HELP MITIGATE MUCH OF THAT ISSUE. THE ISSUE WITH TRAFFIC IN THE VILLAGE CENTER REALLY ORIGINATES. RIGHT HERE. SO THIS IS HIGH STREET AND 62. AND IF YOU'RE FAMILIAR WITH THAT INTERSECTION, WE HAVE EAGLES PIZZA RIGHT HERE. THE ISSUE WITH THAT. INTERSECTION IS THERE'S UH , DUE TO THE BUILT CONDITION. THERE'S NO OPPORTUNITY TO EXPAND OR TO ADD A LANE TO ADD OR INCREASED CAPACITY AT THAT LOCATION FOR THE STRATEGY REALLY BECAME A LITTLE BIT DIFFERENT.

SO RATHER THAN TO EXPAND AND TEAR DOWN AND ADD MORE TRAFFIC THROUGH THAT INTERSECTION. THE STRATEGY BECAME, LET'S TAKE PEOPLE AWAY FROM THAT INTERSECTION. UH SO INSTEAD THE INTERCHANGE. THIS PROJECT INTENDS TO BASICALLY US 62 WILL BE RECONSTRUCTED. UH AND THIS WILL FEEL MORE OR LESS LIKE THE THROUGH ROAD. RATHER THAN KIND OF CONTINUING SOUTH ON 62 ENDING UP AT THIS INTERSECTION. YOU'LL END UP KIND OF GOING TO DIRECTED FURTHER TO THE SOUTH. AND THEN LEADING UP TO THIS ROUNDABOUT. AND REALLY HAVING MORE OF A CONTINUOUS MOVEMENT OF TRAFFIC.

AT THE END OF THE DAY. BASED ON OUR STUDIES, WE EXPECT THAT THERE'S GOING TO BE A REDUCTION IN TRAFFIC VOLUME AT THIS INTERSECTION BY IN THE RANGE OF 20% WHICH IS REALLY A SIGNIFICANT SIGNIFICANT RELIEF. THE OTHER THING IT'LL DO IS ONCE PEOPLE LEARN THEIR WAY AROUND THIS NEW ROUTE. I THINK THAT THEY'RE GOING TO FIND THIS TO BE A CONVENIENT WAY TO KIND OF BYPASS THE VILLAGE CENTER AREA AND SOME OF THE TRAFFIC THAT'S ASSOCIATED WITH IT. UM SO WE'RE REAL EXCITED ABOUT ABOUT THIS PROJECT. UM. SO AS I MENTIONED THE ROADWAY IMPROVED, THE IMPROVEMENTS INCLUDED CONSTRUCTION OF A ROUNDABOUT AT MARKET STREET IN ROSEBURG ROAD.

AT THIS LOCATION HERE. UM AND BASICALLY THE CONSTRUCTION OF THE ROADWAY AND THEN RECONSTRUCTION OF THIRD STREET AND REDOING THE INTERSECTION HERE AT 62 AGAIN. THIS THIS INTERSECTION IS GOING TO BE COMPLETELY RECONFIGURED. IF YOU WERE TO DRIVE OUT THERE TODAY, YOU WOULD KIND OF DRIVE ON 62. IT WOULD FEEL LIKE YOU HAVE TO MAKE A VERY PERPENDICULAR LEFT HAND TURN ONTO THIRD STREET. SO THE INTENT AND RECONFIGURING THIS AGAIN IS TO MAKE IT FEEL LIKE THIS IS VERY MUCH THE THRUWAY AND THAT ULTIMATELY YOU WOULD HAVE TO MAKE A RIGHT HAND TURN TO ACTUALLY CONTINUE ON 62 TO STAY ON THIS SECTION OF TRAFFIC, WHICH WERE THIS SECTION OF ROADWAY WHICH WERE REALLY TRYING TO DISCOURAGE THAT MOVEMENT. IT WILL STILL BE THERE FOR PEOPLE THAT ARE, YOU KNOW, MAYBE THEIR DESTINATIONS ARE IN THAT VICINITY. BUT MOST PEOPLE ARE GOING TO FEEL ENCOURAGED TO TAKE THE ALTERNATIVE ROUTE. UM, AS I MENTIONED AT OUR LAST MEETING OF THE PROJECT IS PLANNED TO BE CONSTRUCTED IN TWO PHASES. BASICALLY REYNOLDS PERHAPS SORRY. THIS IS DUBLIN GRANVILLE ROAD PHASE. ONE OF THE PROJECT IS SCHEDULED TO TAKE PLACE THIS YEAR. AND THAT WOULD BE BASICALLY THE EXTENSION OF THE ROADWAY IN THE CONSTRUCTION OF THE ROUNDABOUT. YOU CAN SEE THAT THERE IS SOME WORK ALONG REYNOLDSBURG NEW ALBANY ROAD. IF YOU'RE MOST OF OUR, UM MOST OF THE ROUNDABOUTS IN THE CITY, THERE'S ALWAYS KIND OF A JOG LITTLE BIT OF A JOG AS YOU LEAD INTO IT. THAT'S A AN INTENTIONAL DESIGN ELEMENT, UH, INTENDING TO KIND OF CHANNEL EYES. UH, TRAVELERS AND THEN ALSO TO ENCOURAGE THEM TO SLOW DOWN THERE. SPEED. THIS WILL BE A SINGLE LANE ROUNDABOUT. VERY MUCH IN KEEPING WITH WHAT YOU

[00:50:03]

SEE AT MARKET AND MAIN STREET TODAY. THERE WILL BE A PEDESTRIAN CROSSINGS ON BASICALLY THE MARKET STREET LEG HERE ON THE WEST SIDE OF REYNOLDSBURG ALBANY ROAD. AND THEN ALSO ON THE NORTH SIDE AS WELL. THIS PROJECT INCLUDES AN EIGHT FT LEISURE TRAIL THAT'S GOING TO BE CONSTRUCTED ALONG. BASICALLY THE NORTH SIDE. OF THE ROADWAY EXTENSION, SO ULTIMATELY , WHEN THIS PROJECT IS FULLY COMPLETE, THERE WILL BE A COMPLETE PEDESTRIAN CONNECTION ALL THE WAY UP TO OR THE INTERSECTION HERE AT US 62. UM LET'S SEE. SO I NEVER FINISHED THE SCHEDULE SO UH, AGAIN, BASICALLY SOUTH OF DUBLIN, GRANVILLE ROAD WILL BE COMPLETED THIS YEAR. THE BALANCE OF THE PROJECT WOULD BE COMPLETED IN 2024 THAT WAS DONE VERY INTENTIONALLY BECAUSE WE HAVE A NEARBY PROJECT THE INTERCHANGE AT US 62 MONTHS 61 THAT IS GOING TO BE AN ACTIVE CONSTRUCTION. IT'S GETTING A LITTLE MORE INTENSE AS THE DAYS GO ON, SO WE'RE BEING MINDFUL TO MINIMIZE THE LAST THING WE WANT TO DO IS TO SEND PEOPLE OUT OF ONE TRAFFIC AREA INTO ANOTHER. WE HAVE LEARNED OUR LESSON, AND WE'RE NOT GOING TO DUPLICATE THAT. SO THAT'S THE INTENT OF THE SCHEDULE. UM THE ENGINEERS ESTIMATE FOR THIS PROJECT IS $9.1 MILLION. THE CITY WAS AWARDED A GRANT FROM PWC IN THE AMOUNT OF THE MILLION DOLLARS THAT GRANT INCLUDES A $244,000 GRANT AS LONG AS AS WELL AS A $756,000 LOAN. THE BALANCE OF THE FUNDING IS INCLUDED IN OUR 2023 CAPITAL IMPROVEMENT BUCKET FOR THIS YEAR. I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE, LIKE. THAT LOAN IS 0% FOR 20 YEARS. CORRECT? THAT'S RIGHT. ALSO, I DON'T MENTION IT, BUT THE THERE WILL BE A TRAFFIC SIGNAL INSTALLED AT THE NEW INTERSECTION OF 62 3RD STREET. THAT'S RIGHT. I DID FAIL TO MENTION THAT SO THERE WILL BE A TRAFFIC SIGNAL. BASICALLY, AT THIS INTERSECTION, I WILL SAY THAT THE SIGNAL WILL BE VERY INTENTIONALLY TIMED TO BE VERY FAVORABLE TO THE MOVEMENT OF TRAFFIC THAT CONTINUES IN THIS DIRECTION. SO AGAIN, TRYING TO DISCOURAGE AND JUST KIND OF KEEP PEOPLE AWAY FROM THIS INTERSECTION HERE, WHICH IS ALREADY OVER CAPACITY. THE OTHER THING, TOO, IS THERE WILL BE TWO PEDESTRIAN CROSSINGS ON ONE SIDE OF THE WHAT IS 62 HERE? WE HAVE ONE HERE AND ANOTHER ONE HERE THAT WE PEDESTRIAN ACTIVATED PUSH BUTTONS. SO I THINK THAT WILL HAVE A VERY SAFE NAVIGABLE PATHWAY THERE FOR PEDESTRIANS AND VEHICLES. SO. THE EXTENSION AND DUBLIN GREENVILLE ROAD.

THAT'S A SIGNAL GOOD QUESTION, SO THE INTENT IS WHEN THE PROJECT IS COMPLETE THAT THIS ROAD WILL BE A THROUGH ROAD THERE WILL BE THERE WILL NOT BE A STOP CONDITION ON WHAT IS THE MARKET STREET EXTENSION. DUBLIN GRANVILLE ROAD WILL AT THAT TIME BECOME A STOP CONDITION IN BOTH DIRECTIONS. STOP SIGN TO WASTE UP TO WAY STOP! YOU GOT IT. WERE YOU WERE YOU BE ABLE TO MAKE A LEFT HAND TURN ON THE 62 FROM THIRD. YES. YES THERE WILL BE SO AT THIS INTERSECTION. BASICALLY, THERE'S THEIR CENTER TURN LANES AT EVERY AT EVERY INTERSECTION ALONG THE WAY. SO YOU KNOW, IF YOU'RE TRAVELING NORTHBOUND, YOU WANT TO MAKE A LEFT HAND? TURN ONTO 62. THEY'RE ABSOLUTELY THAT WOULD BE AVAILABLE. YOU MIGHT FIND THE SIGNAL TIMING TO BE NOT HIGHLY TO YOUR BENEFIT, PARTICULARLY DURING PEAK TIMES BECAUSE AGAIN, THE GOAL IS TO TRY TO KEEP A HIGHER VOLUME OF TRAFFIC MOVING THROUGH THAT AREA. BUT BUT ABSOLUTELY IT WILL BE A SEPARATE TURN. LANE DESIGNATED LEFT TURN LANE. YES. AND DID WE DECIDE WHAT WE'RE DOING WITH THIRD STREET AS FAR AS HOW WE'RE RECONSTRUCTING IT? IS IT GOING TO BE BRICK AGAIN? YES SO THE BASED ON THE VOLUME OF TRAVEL BASED ON THE WEIGHT OF SOME OF THE VEHICLES THAT WE ANTICIPATE BEING ON THIS ROADWAY. WE DON'T FEEL THAT BRICK IS REALLY GOING TO HOLD UP BASED ON IT'S HELD UP VERY WELL ON THIRD STREET AS IT IS TODAY, BUT IT SEEMS VERY IT SEEMS MUCH LIGHTER VOLUME OF TRAFFIC AND MORE PEDESTRIAN, MORE RESIDENTIAL SCALE. VEHICLES WHAT WE'VE DONE TO SORT OF KIND OF PAY TRIBUTE TO THIRD STREET IS THERE WILL BE PARALLEL PARKING ALONG THE CHURCH SIDE OF THE ROADWAY AND MUCH LIKE WHAT WE DID ON MILLER AVENUE. UM KIND OF ACROSS FROM THE SCHOOL, UM, THE PARALLEL PARKING SPACES. THERE WILL BE A CONCRETE BAND KIND OF WHERE THE ASPHALT LANE IS, AND THEN THE PARALLEL PARKING SPACE ITSELF WILL BE BRICK. SO WE WANTED TO KIND OF GIVE SOME REFERENCE BACK TO ITS ORIGIN AS A PART OF OUR IMPROVEMENTS. HE'S GONNA BE ABLE TO REPURPOSE THAT WORK ON THIRD STREET. WE ARE GOING TO TRY OUR BEST. THERE'S A GUY SITTING 33 SEATS FROM YOU

[00:55:04]

THAT IS DOING HIS BEST TO FIGURE FIGURE OUT A GOOD WAY TO USE THAT. SO HOW IS THAT GOING TO BE? ARE YOU GOING TO DIRECT LIKE NO THROUGH TRUCK? SO THE TRUCKS COMING IN, I GUESS WESTBOUND ON 60 TO HAVE TO GO LEFT. THAT IS A GREAT QUESTION, AND THAT'S SOMETHING THAT WE'RE ACTIVELY WORKING ON. IN TERMS OF THE WAY FINDING SIGNAGE PACKAGE. THERE'S A LITTLE BIT OF A FINE LINE BECAUSE OF THE STATE ROUTE DESIGNATION US 62, SO THERE'S ONLY SO MUCH THAT WE CAN DO.

HOWEVER IF WE COULD MEET WERE WORKING ON A PLAN THAT IS MORE OF A GLOBAL SCALE. THE VILLAGE CENTER SCALED SIGNAGE PACKAGE TO BASICALLY HAVE IDENTIFIED THE FACT THAT IT'S A BYPASS ROAD AND TO ENCOURAGE TRUCKS TO UTILIZE THAT THEY WANT TO. I MEAN ANYONE THAT'S GONE THROUGH HIGH AND MAIN, IT IS IT IS TIGHT. YOU KNOW, WE'VE ALL BEEN THERE WERE CARS ARE FORCED TO BACK UP AND KIND OF GET OUT OF THE WAY AS A TRUCK IS TRYING TO MAKE A TURN. UM BUT BUT YES, THERE WILL BE.

THERE WILL BE A SIGNAGE PACKAGE TO ACCOMPANY THAT TO IDENTIFY THAT ROUTE TO, UM TRUCKS IN PARTICULAR. THERE MAY ALSO BE SOME OTHER LONG TERM ALTERNATIVES TO THE CURRENT 62.

DESIGNATION AFTER LOOK AT THAT. ARE WE STILL PLANNING ON PUTTING IN THE WATER, A POND OR DETENTION AREA BETWEEN THEM. YES SO THERE WILL BE A STORM WATER BASIN IN IN BASICALLY IN THIS VICINITY HERE AS WELL AS OVER HERE. NO. I THOUGHT IT WAS GONNA BE MIDDLE. BETWEEN. SO THE ROSE RUN STREAM IT KIND OF FOLLOWS THIS PATH HERE. I THOUGHT THAT'S WHERE THE WATER WAS GOING TO BE A POND RIGHT THERE. YES, UH YES . SO BASICALLY, THIS IS WHERE THE ACTUAL STREAM ITSELF IS LOCATED SO THAT THE BASIN WILL BE LOCATED ON ONE SIDE OF THE STREAM OVER HERE AND THEN THE OTHER. OTHERS HAVE ANY PANTS LIKE A PASSIVE PARK OR ANYTHING IN THERE NOW? DEVELOPMENT.

DEVELOPMENT. I THINK AT ONE TIME IN SOME ORIGINAL CONCEPT PLAN, THERE WAS A PLANT LOCATED THERE , BUT BASED ON THE ENGINEERING, OKAY, TOPOGRAPHY, IT WAS MOVED TO THE OTHER SIDE OF THE ROAD.

THANK YOU. UNDERSTANDING. I HAVE ONE MORE QUESTION. AH! NOT DIRECTLY RELATED TO THIS BUT RELATED TO THE TRAFFIC THROUGH THERE AS YOU'RE GOING NORTH ON HIGH STREET. UP TO EAGLES PIZZA.

NEAR. THERE'S NOT A PEOPLE TRYING TO TURN LEFT THERE. I THINK WE SPOKE ABOUT THIS BEFORE. WE HAVE ANY IDEA AND WHEN PEOPLE ARE TRYING TO TURN LEFT AFTER THAT LIGHT TURNS GREEN TRAFFIC DOESN'T THINK IT'S BACKED UP ALL THE WAY TO DUBLIN GRANVILLE ROAD. IS THERE ANY THOUGHT ABOUT PUTTING A NO LEFT TURN SIGN. THERE. DO YOU THINK IN THE FUTURE PROJECTS WHEN IT HELP WITH THAT? I'M VERY CONFIDENT THAT THE FUTURE PROJECT WILL CERTAINLY REDUCE THAT. BUT IS THERE A CERTAIN TIME OF DAY THAT YOU'RE SEEING THAT IS IT IS IT RELATED TO SCHOOL TRAFFIC BEEN ASKED A COUPLE OF TIMES ABOUT IT, AND I'VE ACTUALLY SET UP SAT IN TRAFFIC BECAUSE SOMEBODY'S TRYING TO TURN LEFT AND YOU DON'T MOVE. IF YOU CAN'T MOVE BECAUSE THERE'S NO TURNING LANE THERE AND EVERYBODY SO IT JUST SITS. OKAY IT'S VERY FRUSTRATING . AND I KNOW WE'VE SORT OF BEEN , UH, YOU KNOW, ON THE OTHER SIDE OF THIS INTERSECTION, I KNOW THAT WE KIND OF SWITCHED THESE LANES. YEAH USED TO BE THAT LOT THAT HAS HELPED A LOT SO I CAN TAKE A LOOK AT THAT AND SEE IF IT MAYBE THERE'S VALUE TYPICAL RUSSIA IN THE CITY SCHOOL TIMES. YEAH. RUSH HOUR TRAFFIC. THAT'S WHEN IT SEEMS TO BE THE WORST, OKAY? CONSISTENTLY WE CAN WE CAN TAKE A LOOK AT THAT FOR SURE. YEAH. THAT'S THAT'S A MR CHANCE. IT MIGHT BE THE HATCHED AREA THAT'S THERE. THAT'S 62 JUST DOWN FROM MAPLEWOOD CEMETERY. WHAT DOES THAT REPRESENT? SO THIS IS IT'S PROBABLY KIND OF A LEFTOVER, BUT WE'RE YOU KNOW, BASICALLY THE OVER HERE. WHATEVER THIS THING IS, BASICALLY WHAT THAT IS, IS THE LIMIT OF THE ROADWAY IMPROVEMENTS. ACTUALLY YOU KNOW , THEY WILL GO ALL THE WAY UP TO VILLAGE HALL ROAD HERE, OKAY? AND THEY WILL START JUST BEYOND . UH I GUESS THE EDGE OF THIS PAGE, UM IN CONJUNCTION WITH THIS PROJECT, THERE IS A SECTION OF 12 INCH WATER MAIN THAT IS IN FRONT OF STRAITS FARM SUBDIVISION. AND IT IS CURRENTLY A DEAD END STUB. SO BASICALLY WE ARE GOING TO BE BASICALLY CONNECTING THAT GAP WITH WATER MAIN AS PART OF THIS PROJECT. IT'S ALWAYS BETTER TO HAVE A LOOP SYSTEM AND INCORPORATES REDUNDANCY INTO THE WATER DISTRIBUTION FOR RESIDENTS, SO BUT THERE IS ALSO A FAIR AMOUNT OF ROADWAY IMPROVEMENTS ALONG REYNOLDSBURG IN ALBANY ROAD IN

[01:00:02]

SUPPORT OF THIS PROJECT. TRAFFIC WILL BE MAINTAINED AT ALL TIMES. THERE WILL BE, UH, I WANT TO SAY THERE'S THREE SEPARATE MAINTENANCE OF TRAFFIC PLANS. SO OF COURSE, THERE'S GOING TO BE MOMENTS WHERE TRAFFIC IS GOING TO BE INCONVENIENCED IN THE CORRIDOR THERE, BUT OUR INTENT IS TO MAKE SURE THAT THERE'S ALWAYS A PLACE FOR TRAFFIC TO BE MOVING. WELL WELL IN CONSTRUCTION. OKAY? WE'VE GOT ALL THE RIGHT AWAY. AND HE FOR THE ROUNDABOUT AND BY THE CHURCH, WE WILL BE BRINGING A PLAT TO YOU NEAR TERM. SO YES, IT'S BEEN VERY ACTIVELY DISCUSSED AND WE'RE NEARING THE END HERE. THE ADDITIONAL COUNSEL COMMENTS ON THE RESOLUTION. THE OPEN PUBLIC HEARING ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING RESOLUTION ARE 12 2023. NO COMMENT WILL CLOSE. THE PUBLIC HEARING IS VERY EMOTIONAL RESOLUTION FOR ADOPTION OF RESOLUTION ARE 12 22ND. COUNCIL MEMBER WILL TRAVEL YES. COUNCIL MEMBER FELLOWS? YES SPALDING? YES. COUNCIL MEMBER BRISK. YES YES, YES. VOTES JOB RESOLUTION ARE 12 2023. ROSE ELECTION ARE 13 2023 A RESOLUTION TO AMEND RESOLUTION AR 15 2022 TO INCLUDE THE CONSTRUCTION OF A PEDESTRIAN BRIDGE AND LEISURE TRIAL FACILITIES. LOCATION ADJACENT TO THE HISTORIC ELY HOUSE IN ELY SUBDIVISION. ALL RIGHT. THANK YOU AGAIN. OKAY, SO, UM. I WANTED JUST TO REFER BACK TO WHAT WAS INCLUDED IN THE RESOLUTION OR 15 2022. SO YOU MIGHT RECOGNIZE. THIS IS DUBLIN GRANVILLE ROAD APPEAR IN THE CORNER. THAT IS THE TAYLOR FARM IMPROVEMENTS THAT ARE IN CONSTRUCTION. SO THIS PROJECT WENT OUT AND IS NEARING COMPLETION. WE'RE WAITING ON BASICALLY MAST, ARMS AND TRAFFIC SIGNALS THINGS TOO. TO BE PROVIDED SO WE CAN FINISH UP THE PROJECT. UH IN CONJUNCTION WITH THIS INTERCHANGE IMPROVEMENT PROJECT FOR THIS INTERSECTION PROJECT. WE ARE GOING TO BE CONSTRUCTING THIS LEISURE TRAIL SECTION HERE ALONG WITH THIS PEDESTRIAN BRIDGE. AS WELL AS THE TRAIL SECTION. ENBRIDGE HERE ON BOTH SIDES. THIS IS THE SUGAR RUN THAT RUNS THROUGH HERE. UM SO THIS. UH ARE 15 2022 INCLUDED PROVISIONS FOR THOSE IMPROVEMENTS. WE ARE JUST NOW GOING TO BE BIDDING THE PROJECTS AND WE WANTED TO INCLUDE AN ADDITIONAL PEDESTRIAN BRIDGE AND LEISURE TRAIL TO CAPTURE AN ECONOMY OF SCALE FORBIDDING. UM AND THIS IS KIND OF A ZOOM IN. UH THIS IS THE ONLY HOUSE UP HERE ON THE TOP. THIS IS DUBLIN GRANVILLE ROAD. RUSH PARK AREA. THE INTENT WOULD BE TO CONSTRUCT A ASPHALT LEISURE TRAIL BASICALLY DOWN TO THE ROADS RUN STREAM. AND CONSTRUCT A WOOD PEDESTRIAN BRIDGE AND THAT WOULD BASICALLY CONNECT UP TO BASICALLY THAT THIS RIGHT HERE THAT IS AN EXISTING LEISURE TRAIL AREA. AS WELL. SO THE GOAL WOULD BE TO ADD THIS TO THE BID FOR THE LARGER PROJECTS AND BASICALLY GET THESE CONSTRUCTED HERE IN THE NEXT COUPLE OF MONTHS. UM SO THE ADDITIONAL COST OF THIS IMPROVEMENT IS I THINK THE ENGINEERS ESTIMATE IS $215,000. UM AND THAT WOULD BE OVER AND ABOVE WHAT WAS INCLUDED IN THE ORIGINAL. THE ORDINANCE AND ARE 15 2022. SURE I DON'T REMEMBER HOW MUCH MONEY THEY CONTRIBUTED BACK WHEN THE EARLY SUBDIVISION WAS BUILT IN ROBBERY COMPANY CONTRIBUTED MONEY FOR THE CONSTRUCTION OF THE BRIDGE. IT'S JUST HASN'T BEEN A PRIORITY. WE'RE FINALLY GETTING AROUND AND GETTING IT DONE. SO IS THAT WHERE THE REST ROCK ENTRANCE RIGHT UP THERE, AND IT GOES DOWN THAT HILL TO WHERE THE STONES ARE KIND OF OUTDOOR. IS THAT WHAT I CAN KIND OF SEE THAT ? YEAH AND IT'S BASICALLY CONSISTENT WITH WHAT'S OUT THERE RIGHT NOW. IT JUST PROVIDES A PAVED PATH BUT THE KIND OF THE TEACHING AREA THAT WAS KIND OF WHERE THE ROCKS WERE ALL KIND OF SET OUT THAT WILL ALL REMAIN AS IT IS, THE INTENT ISN'T REALLY CHANGE ANY OF THAT. ACTUALLY I CAN TELL YOU TOO, THAT I DID MEET WITH MR RUSH RIGHT THERE ON THIS PROJECT SEVERAL YEARS BACK. I SAID THIS WAS A PROJECT THAT YOU VERY MUCH ANTICIPATING AND LOOKING FORWARD TO BE ABLE TO JUST KIND OF INCREASED TAXES DOWN THERE. AT THE SAME TIME, I'M VERY PROUD TO SAY THAT ARE FOR FREE TEAM HAS SPENT QUITE A BIT OF TIME IN RUSSIA PARK TOWARDS THE END OF 22 JUST DOING A LOT OF CLEANING OUT OF INVASIVE SPECIES AND KIND OF OPENING IT UP AGAIN. IT'S JUST A TO ME. IT'S JUST A WELL, WELL IMPROVED AREA AND I THINK PEOPLE ARE GOING TO BE JUST INTRIGUED TO KIND OF WALK DOWN THERE AND JUST KIND OF EXPLORE EXPLORE THE

[01:05:04]

AREA AND RESTAURANT PARK AND ROSE AROUND STREAM AREA. SO I THINK IT WOULD BE A GREAT IMPROVEMENT. HAVE YOU TALKED TO THE PEOPLE IN THE CROSSING NEIGHBORHOOD ABOUT? ARE THEY IN FAVOR OF THIS? DO WE KNOW THE ONLY THING I KNOW IS THAT IT WAS THERE WAS A CONTRIBUTION THAT WAS MADE, UH, MADE TO THIS PROJECT AT THE TIME REALLY WAS CONSTRUCTED. AND SO I KNOW THAT IT WAS AT SOME POINT. IT WAS SOME LEVEL OF CONDITION. BASICALLY THAT WAS ASSIGNED TO THAT. SO I HAVE NOT HAD RECENT COMMENTS WITH WITH RESIDENTS OR CONVERSATION WITH PRESIDENT WE GET QUESTIONS ABOUT. EVERY YEAR WHEN THIS IS GOING TO GET DONE AND HAVE QUITE SOME TIME AND SO, UM IT'S JUST IT'S ONE OF THOSE CYCLICAL THINGS THAT HAVE HAPPENED EVER SINCE. THAT COMMITMENT WAS MADE THAT JUST NOT COMPLETED. WHAT IS THE FACILITY? HOW TRAIL FACILITY HOUSE? I READ THAT RIGHT? THESE ARE TRAIL FACILITY. THESE ARE TRAIL FACILITIES. WHAT IS LEISURE TRAIL FACILITIES? YEAH I MEAN, I'M JUST KIND OF GENERALLY REFERRING TO THE FACT THAT THERE'S ASPHALT TRAILS THAT ARE ASSOCIATED WITH IT. THERE'S WOODBRIDGE HANDRAIL, KIND OF ALL ALL PERTINENCE IS THAT WOULD BE RELATED TO LEISURE TRAIL ITSELF . NOTHING THERE'S NOT A PARTICULAR STRUCTURE OR ANYTHING ELSE THAT WE'RE CONSIDERING BEYOND THE BRIDGE. SO WHERE'S THE B TREE? THE TREE IS GONE. IT'S IN THE CHIPPER NOW. I THINK THE BEES ARE NOT THEY BE CAREFUL THAT JOKE IT WAS. IT WAS IN IN CASE WICK SOMEWHERE. I DON'T I DON'T KNOW THE EXACT LOCATION LIKE IT SOUNDS TO ME LIKE AND AS YOU MENTIONED MAYOR, THAT WAS SOMETHING THAT THE A WAS DOING AS A PART OF THEIR OWN. ALMOST THINK IT WAS. I THINK IT WAS MORE OVER HERE, THE TREE ITSELF THAT RESIDENTS LIVED ON CATHOLIC , BUT I THINK IT WAS. I THINK THE TREATMENT OKAY? AH! I'LL HAVE TO DOUBLE CHECK ON THAT OCCASION. UM, MY I KNOW WHEN WE DID THE CLEARING LAST YEAR THAT TRAIL THAT KIND OF CAME IN UP HERE AND DROP DOWN TO THE CREEK, WHICH IS REALLY COOL AND WENT UP. AND THEN YOU KIND OF CAME OUT HERE. AS PART OF THIS CAN WE KIND OF KIND OF LOST ITS WAY? CAN WE KIND OF READ SHAPE THAT? YEAH I CAN DO THAT. I CAN HAVE OUR TEAM GO OUT AND LOOK AT THAT. I WILL ASSURE YOU THAT EVERY YEAR ANYTIME WE DO ANY TYPE OF CLEARING ON AN ANNUAL BASIS IN PERPETUITY, THERE IS A PROGRAM WHERE THEY COME IN AND SPRAY BECAUSE THE INVASIVE SPECIES WILL BEGIN TO RE ESTABLISH THEMSELVES IMMEDIATELY. SO THERE WILL BE YOU KNOW ANY TIME WE DO A MASSIVE CLEARING AND MORE SUBSTANTIAL CLEARING OF INVASIVE SPECIES. THE FOLLOWING YEAR, AND EVERY YEAR THEREAFTER, WE'RE GOING TO BE CONTINUING TO COME IN AND TREAT THOSE AREAS SO I CAN DEFINITELY HAVE THEM TAKE A LOOK AT THE BETRAYAL AND JUST IF THERE'S ANY CLEANUP, AND I NO LINE OF SIGHT GETS A LITTLE, UH, CONCERNING BECAUSE IT DOES KIND OF IT DOES KIND OF WEAVE OFF THE ROAD A LITTLE BIT THERE. YEAH I CAN DEFINITELY HAVE THAT LOOKED AT GRATED A LITTLE BIT JUST TO DEFINE IT AND ALONG THE CREEK BED. IT'S KIND OF JUST FALLEN AWAY TO NOTHING. UM, SO OKAY, JUST A LITTLE SINCE WE'RE GOING TO BE WORKING IN THERE ANYWAY. A LITTLE TLC? SURE. YEAH, I CAN DEFINITELY LOOK INTO IT. I LIKE IT. ANY ADDITIONAL QUESTIONS ON THE RESOLUTION. OPEN THE PUBLIC HEARING. ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING RESOLUTION ARE 13 2023. HEARING NO PUBLIC COMMENT WILL CLOSE PUBLIC HEARING IS VERY EMOTIONAL. THE RESOLUTION I MEAN, FOR THE ADOPTION OF RESOLUTION ARE 13 2023 SECONDS.

PRETTY FAMILIAR WITH THEM. PERSONALLY I THINK IT WAS REALLY GOOD SELECTION. I THINK HE'S GOING TO BE A POSITIVE INFLUENCE ON THE SCHOOL BOARD. SO THAT WAS A CANADA HIGHLIGHTED THE MEETING . UM THEY'RE STILL HAVING ISSUES WITH BUS DRIVERS, SO THEY'RE ACTUALLY GONNA HAVE TO ELIMINATE A BUS ROUTE COMPLETELY. REWORK OTHER KIDS STOPS, WHICH IS GOING TO INCREASE SOMETIMES. SO. ONGOING WITH THAT, AND THEN THE SUPER EXCITING PART WAS THEY DID TEXTBOOK SELECTION, SO THAT WAS VERY TYPING BOOK BY BOOK SO THAT WAS SUGGESTIONS. I'LL TELL YOU WHAT THEY DID HAVE YOU KNOW IN TODAY'S AGE? OF COURSE, YOU KNOW, PUBLIC FEEDBACK, UH, AND KIND OF TEXTBOOKS HAVE BEEN IN HOT TOPIC AND SOME SCHOOL DISTRICT, SO THEY PROVIDED AN OPEN MEETING. UH A FEW WEEKS AGO , AND THEY ALLOWED PARENTS TO COME IN AND TAKE A LOOK AT ALL THE BOOKS THAT THEY WERE CONSIDERING. AND THEY DID GET A LOT OF, YOU KNOW, MOSTLY. UH PRODUCTIVE FEEDBACK ON SOME OF THE ISSUES THAT SOME FOLKS HAVE WITH THE BOOKS. BUT YOU KNOW, IT'S IT WAS. I THINK IT WAS A GOOD IDEA FOR THEM TO ACTUALLY PUT THEM OUT THERE AND LET THE PUBLIC TAKE A LOOK BEFORE THEY ADOPTED HIM. SO, UM THAT'S IT. ALL RIGHT. AH!
