AND THE INSPECTION OF THE CONSTRUCTION OF WATER AND SEWER LINES, BUT THAT THE HOMEOWNERS WOULD BE RESPONSIBLE FOR THE ACTUAL CONSTRUCTION COST OF THE WATER AND SEWER LINES BECAUSE THAT WOULD BE CONSISTENT WITH ALL OF THE OTHER RESIDENTS WHO HAVE BOUGHT HOMES IN SUBDIVISIONS THAT HAVE BEEN BUILT DURING THAT TIME.
