AND IT SEEMS LIKE EVERY YEAR THEY JUST BEEN ABLE TO TAKE IT UP TO ANOTHER LEVEL. AND THIS YEAR, I THINK YOU KNOW, DAVID SURPRISED THEMSELVES, MAYBE A LITTLE BIT BY MAKING IT TO NATIONALS. LET ME GO AHEAD AND READ THE PROCLAMATION. AND THEN WE CAN HEAR FROM SOME OF THE LEADERS OF THIS INCREDIBLE TEAM. WHEREAS FOUNDER'S DAY WAS FIRST ORGANIZED IN 1976 AS PART OF THE NATION'S BICENTENNIAL CELEBRATION IN TRIBUTE TO WILLIAM MANTIS AND NOBLE LANDON , WHO FOUNDED NEW ALBANY IN 18 37. COMMUNITY ARE ALWAYS WILLING OPEN TO HOW ANYONE FEELING THAT EAT SOMETHING. THANK YOU A LOT. ABSOLUTELY. YEAH I'D LIKE TO ADD A COMMENT TO I THINK BACK TO THE FIRST YEAR WE HAD AN AWARD HERE. THERE WERE PROBABLY TWO OR THREE PEOPLE HERE FROM THE ROBOTICS TEAM THAT LOOKED AT WHAT IT'S BECOME A FEW YEARS AND I THINK [00:10:05] WE HEAR ALL TOO OFTEN ABOUT WHAT YOUNG PEOPLE DO OR DON'T DO, BUT I THINK IT'S A TREMENDOUS ACCOMPLISHMENT WITH ALL OF YOU HAVE DONE AND HOW YOU REPRESENT THE COMMUNITY, WHICH GIVE BACK TO US. AND COMPLEMENT ALL THE PARENTS. THEY'RE HERE SUPPORTING YOU TODAY. THINK IT'S TREMENDOUS. I JUST WANT TO KNOW EXACTLY WHAT YOU HOW YOU GUYS HAVE BEEN HELPING WITH THE SENIOR CONNECTIONS PROGRAM. YES, ACTUALLY, ONE OF ACTUALLY WORKED. STORY POINT. WE HAVE HEARD ABOUT IT, AND WE DECIDED THAT LOT OF THE MEMBERS. OLOGY. SEND EMAILS TO I FOUND. HEY, WE MOST OF US ARE SO WHY DON'T. BUT WHY DON'T WE JUST COME DOWN THERE? AND ANYWAY? WE CAN AND SO IT'S A WONDERFUL SERVICE IN YOUR COMMUNITY. THANK YOU. TEACH THEM HOW TO DOWNLOAD APPS AND USE THEM. AND UH, YEAH, YOU GET A NEW PHONE AND HALF OF IT DOESN'T WORK, SO I KNOW A LOT OF GOT A LOT OF FEEDBACK THAT THEY REALLY ENJOYED THAT EXPERIENCE AND YOU KNOW, GETTING TO MEET SOME YOUNG FOLKS IN THE COMMUNITY IS ALSO VERY HELPFUL. SO TELL US A LITTLE BIT ABOUT THIS COMPETITION IN HOUSTON. I KNOW YOU GUYS. YOU KNOW YOUR FAMILY'S , UH, RAISED A BUNCH OF MONEY TO TRY TO HELP THE TEAM OUT. AND THEN SUDDENLY YOU GET THIS OTHER OPPORTUNITY AT THE YOU KNOW, AT THE END OF THE YEAR, SO THE WORLD'S VISIT BIG SURPRISE FOR US. AFTER OUR FIRST COMPETITION. WE WE'RE CELEBRATING OFFICIAL YOU WANT HERE CELEBRATING? KIND OF RAISE A LOT OF MONEY, SO WE DID HAPPY. THANK YOU, EVERYONE. AH BUT AH, THAT HOUSTON. CERTAINLY, YEAH. I MEAN, WHAT ORGANIZATIONS WERE DOWN THERE? I THINK I READ SOMEWHERE THAT YOU KNOW THAT THE COMPETITION IS GOING GREAT. AND THEN, AS YOU KNOW, USUALLY HAPPENS IN A ROBOTIC COMPETITION, SOMETHING BREAKS AND THAT'S WHERE YOU REALLY GET TO SEE THE STRENGTH OF THE TEAM AND THE PARTNERS THAT ARE WORKING WITH YOU. IT WAS ACTUALLY QUITE THE OPPOSITE. OKAY. IN THE SECOND PERFECT, PERFECT FOR TO SAY THE FIRST DAY WE WERE VERY LOW IN THE RANKINGS. THERE ARE SOME PEOPLE ARE DIVISION. AND THEN EXACTLY DATE SHUT UP AROUND 30 40 PLACES. AH DON'T DETECTIVE DETAILS THAT THE ISSUE IS ONE OF OUR KEY COMPONENTS FELL OFF THE ROBOT. GET NEW PALTZ PROBLEM ABOUT THOSE THINGS. ORGANIZATIONS FROM ALL AROUND THE WORLD WHERE THERE ISRAEL. TURKEY EVERYWHERE. WELL AGAIN. CONGRATULATIONS ON A GREAT YEAR, AND I'M I'M SURE THAT YOU PROBABLY REPRESENTED NEW ALBANY DOWN AT THAT COMPETITION AND HOPEFULLY YOU CAN GET BACK AS A TEAM IN THE FUTURE. ANY OTHER QUESTIONS OR COMMENTS FROM COUNCIL WAS JUST GONNA ASK. WHAT'S NEXT? YEAH WE HOPE TO DO BETTER. OKAY NO MATTER WHAT. THERE'S ALWAYS ROOM FOR IMPROVEMENT. WE WANT TO GET MAKE REACH MORE OF THE COMMUNITY. THERE'S ALWAYS SOMETHING MORE WE CAN DO. AND ALSO WE ALWAYS GO TOGETHER THIS TIME THIS COMING YEAR AND DO BETTER. GET CONTROL AFTER SCHOOL. I DON'T THINK YOU GOTTA KNOW YOUR MIND. HELLO. EXCUSE ME COME FROM. STAY AWAY FROM THE WINDOWS WERE TRYING COUNCIL. THESE ARE THE BRICKS THAT WILL GO IN FRONT OF THE ELY HOUSE IS AT THE FRONT WALK. NICE VERY NICE, RIGHT? AGES OF BRICK AND ON EARTH, SOMEONE FOUNDERS DAY HAS CHOSEN TO GO BACK. SINCE THE BEGINNING , AND WE PURCHASED BRICKS FOR ALL THE GRAND MARSHALS AND ALL OF THE COMMUNITY CONNECTION HONORING AS WELL ON THEIR FRONT SIDEWALK IF YOU JOGGING BY STOP HIM, BY THE WAY. YEAH VERY NICE . VERY RARE. YOU SAYING YEAH, ANYWAY. IS THAT RIGHT? DAILY HOUSE OPEN EVERY SUNDAY 1 TO 4, JUNE, JULY AND AUGUST. THREE THAT GOING? YEAH MAKE SURE IT'S THE RECORD. YEAH. AWESOME THANK YOU. BECKY LOVE IT. YOU SHOULD GO. I'VE BEEN TO THIS. OKAY YEAH. THANK YOU, LADIES. THANK YOU, MIKE. ALRIGHT, WE'RE STILL UNDER HEARING OF VISITORS . DO WE HAVE ANY MEMBERS OF THE COMMUNITY THAT WOULD LIKE TO ADDRESS COUNCIL REGARDING A MATTER THAT IS NOT ON TONIGHT'S AGENDA? ALRIGHT BORDEN. COMMISSION REPORTS. UH ENORMOUS. [7. BOARD/COMMISSION REPORTS] BRISK IS NOT HERE THIS EVENING. THE STAFF HAVE ANY UPDATE FROM THE PLANNING COMMISSION. WELL I DO APOLOGIZE. LOOK AT THAT. UM YES, UH, COUNCIL MEMBER BRISK, GOT AHOLD OF ME AND ASKED ME TO ATTEND IN HER SPOT THEY MET LAST NIGHT. ALTHOUGH I'M A KICK IT OVER TO STAFF AND SOME OF THIS, BUT UM, THEY MET LAST NIGHT. THERE WERE THREE CASES THAT THEY READ TO THAT WERE KIND OF TIED TOGETHER. A REZONING AND FINAL, UH, FINAL PLATT MODIFICATION AND A VARIANCE. SO FIRST I'LL TALK ABOUT THE REZONING AND THE FINAL PLATT MODIFICATION. THIS PARTICULAR CASES, BOTH CASES DEALT WITH HAWKS MORE. AND IT LOOKED AT. UM WHAT? WE'RE TERMINUS. SIX A SIX A AND LOT FOUR. 68, IF YOU REMEMBER WAS A PARCEL THAT WE LOOKED AT. I WANT TO SAY LAST YEAR, BUT IT ACTUALLY MIGHT HAVE BEEN TWO YEARS AGO. I THINK IT WAS LAST YEAR, AND THAT IS WHERE WE HAD A UH, FLAG. KIND OF HORSE ALS. WHERE REMEMBER, WE DEALT WITH SOME OF THE TREES AND THE SETBACKS. WE HAD NEIGHBORS FROM FENWAY THAT WE'RE CONCERNED AND THAT WHOLE PLEASE. WE ENDED UP APPROVING THAT. WELL NOW WE HAVE AN INDIVIDUAL WHO LIVES AT, UM LOT FOUR. THAT HAS A POOL NEXT DOOR AND WOULD LIKE TO COMBINE THAT 68 PLUS AN ADDITIONAL 680.5 ACRES WITH THEIR CAREER. LOT. TO MAKE IT ONE BIG LOT, HOWEVER. THIS IS WHERE I MIGHT. KICK IT OVER TO STAFF A LITTLE BIT. BUT EVEN THOUGH THIS IS GOING TO BE A COMBINED PARCEL, IF APPROVED, WHICH, BY THE WAY WAS TABLED LAST NIGHT, SO THIS IS GOING TO BE HEARD AT THE VERY NEXT MEETING AGAIN. UM BECAUSE OF THE LANGUAGE THAT WE HAVE IN THE TEXT AND EVERYTHING. I BELIEVE IT'S STILL GOING TO BE TO ZONING DISTRICTS. UM THERE WILL BE DIFFERENT LANGUAGES FOR BOTH PARCELS. UM ETCETERA, SO IT WAS A ONE OF THE MORE COMPLICATED ONES THAT THEY'VE DEALT WITH ON PLANNING COMMISSION. BUT THEY DID A PRETTY GOOD JOB AND GOING THROUGH IT. HOWEVER THERE IS SOME QUESTIONS THAT THEY STILL WOULD LIKE TO HEAR AS A COMMITTEE. UM AND THEREFORE THEY TABLED THAT DISCUSSION ON BOTH THE REZONING. AND THE FINAL PLAN. SO WHAT'S WHAT'S THE ADDRESS? FOR THE COMBINED LOTS. [00:20:03] SO IT'S THE OWNERS OF LOT 44 HAWKS MORE AND SO THEY PURCHASED AN ALREADY COMBINED A LOT. THAT WAS FIVE HAWKS MORE, AND NOW THEY'RE ALSO IN CONTRACT BY SIX HAWKS MORE WHICH IS NOW A FLAG LOT AND TINTIN, SOME OF THE OLD FULTON PARCEL TO THE NORTH OF IT. SO IT'LL BEFORE. I'M JUST I'M GUESSING IN THE WAY. THE REASON I'M REALLY ASKING IS I WANT TO KNOW YOU KNOW, AS YOU LOOK AT THE MAIN STRUCTURE OF THE RESIDENTS. IT'S FACING WHAT STREET YES, I THINK IT WOULD PROBABLY REMAIN FOR HAWKS MORE BECAUSE THERE WAS STILL BE ONE PRIMARY DWELLING UNITS. IS THE OWNERS INTENT. UH AS COUNCILMAN SHOW MENTIONED, THIS IS A LOT COMBINATION AND PART OF THAT FUTURE LOT THAT'S BEING CREATED VIA THE PLATT IS RESOUND IN ORDER TO ALLOW FOR LARGER AND TALLER ACCESSORY STRUCTURES THAN WHAT CODE ALLOWS. ESSENTIALLY THEY WANT TO BUILD ADDITIONAL ACCESSORY STRUCTURES ON THE LOT BEHIND THEM BECAUSE THEY HAVE NO SPACE ON THEIR CURRENT WANT. RIGHT OKAY, SO THE FIRST ONE WAS MODIFIED DEVELOPMENT STANDARDS FOR THE ACCESSORY STRUCTURES THAT WAS THE PART OF THE REZONING AND THEN THE SECOND PART WAS COMBINED BOTH PARCELS FOUR AND SIX. A WITHIN HAWKES. MORE SUBDIVISION RELOCATE THE TREE PRESERVATION ZONE. THERE HAPPENS TO BE ONE AND FOUR AND FIVE AND THE NEIGHBOR NEXT DOOR WILL BE TOUCHED, BUT THEY WANTED LOCATED TO THE NORTH. OF THE FLAG. AND INCREASED THE SETBACKS TO 50 FT. I BELIEVE UM, SO THAT WAS PART OF THAT. ONE. UM AND EASEMENTS FOR TO THE NORTHERN BOUNDARY OF LOT SIX, SO BOTH WERE TABLED. ANYTHING I MISSED. TO SOUND GOOD. NO I THINK THAT'S RIGHT. AND THERE WAS A LOT. THERE WAS A LOT TO IT. BUT MORE WOULD HAVE COME AT THE NEXT MEETING PROBABLY IS THE BEST THING TO SAY. UH, THE NEXT ONE WAS A VARIANCE TO, UM, REQUEST TO ALLOW A DECK TO BE CONSTRUCTED WITHIN THE PLANET DRAINAGE EASEMENT LOCATED AT 78 31 STRAITS LANE. AND ACTUALLY, AFTER THEY TALKED ABOUT THAT THAT ONE FAILED UNANIMOUSLY TO NOT ALLOW IT. UM AND EVERYONE GAVE THEIR RECOMMENDATIONS AS TO WHY ACCORDING TO THE DUNCAN RULES, BUT, UM, THAT ONE WAS UNANIMOUS IN ITS FAILURE. THERE SO UM SOME OF THE THINGS THAT WERE CONCERNED ABOUT WAS SETTING A PRECEDENT DISRUPTING CITY SERVICES. UM THERE IS ANOTHER WAY THAT THEY COULD ACTUALLY HANDLE THIS BY JUST REDUCING A LITTLE BIT OF THE SIZE OF THE OF THE PROPOSED DECK, AND IT WOULD HAVE BEEN FINE. SO THERE'S OTHER REASONS THAT THEY MENTIONED, BUT THOSE WERE KIND OF THE TOP THREE OR FOUR THAT THEY HAD COME UP. SO WAS THE MEETING THAT I WAS IN FOR MARLEY. YOU TAKE ONE FOR THE TEAM THERE. THANK YOU. YES. DID STAFF RECOMMEND OR NOT RECOMMEND VARIANTS STAFF DID NOT RECOMMEND THE VARIANCE. YES. RIGHT QUESTIONS REGARDING THE PLANNING COMMISSION UPDATE. ALRIGHT PARKS AND TRAILS ADVISORY BOARD. THERE WAS NO MEETING ARCHITECTS REVIEW BOARD. NOBODY WOULD HAVE A MEETING ON MONDAY. ALRIGHT BOARD OF ZONING APPEALS. SUSTAINABILITY ADVISORY BOARD. NO MEETING, BUT WE DID HAVE BIRTHDAY CELEBRATIONS LAST WEEKEND AND AH! I WAS OUT OF TOWN, BUT I SAW POSTED TODAY THAT £10,500 OF E WASTE FIVE TONS AFTER AFTER LAST YEAR, THE REST OF YOUR WAIST LEFT. UH AND I THINK THE WEATHER WAS A LITTLE SKETCHY, BUT HMM. FROM WHAT I SAW. I THINK THE SERVICE GARAGE AND DID YOU GUYS HAVE THE PULL THROUGH SETUP WHERE? THAT SEEMED LIKE THE WAY TO GO. I HAVE SOME PICTURES AT THE END OF THE MEETING, OKAY? YEAH WOW. SO YEAH , I THINK THAT WAS A HUGE SUCCESS. AND I DON'T KNOW ADRIAN OR MIKE. IT'S GONNA ADD ANYTHING AS HOW THE DAY WENT. IT WAS A GREAT WEEK, KICKING OFF ON EARTH DAY OF THE SERVICE DEPARTMENT WORKED REALLY WELL, UM SO I THINK THAT'S OUR PERMANENT HOME FOR THAT. AND THEN WE HAD EVENTS THROUGHOUT THE WEEK AND KIND OF CAPPED IT OFF FRIDAY WITH THE ARBOR DAY PROCLAMATION AND PEOPLE ARNS CLASS COMING OVER AND INTEL VISITING US AND A LOT OF THE KID'S NAME, THEIR TREES THAT THEY PLANTED AFTER THE MAYOR, UM AND THEY HAD A GREAT TIME PLANNING. UH I THINK WE HAVE 300 WHIPS TO PLANT UM SO THEY'RE GOING TO CONTINUE THOSE PLANNINGS WITH CLASSES COMING THROUGHOUT THIS WEEK. VERY COOL. YEAH AND JUST COMPLIMENTS TO OUR STAFF. THEY DID SUCH AN INCREDIBLE JOB TO GET EVERYTHING PREPPED AND READY TO GO AND THE IT WAS A LITTLE MUDDY, BUT HEY, YOU KNOW, I'M SURE PARENTS HAVE HAD KIDS COME HOME WITH MY ISSUES BEFORE, SO, YOU KNOW, [00:25:02] IT'S JUST PART OF BEING A KID EXACTLY. BUT YOU KNOW OUR STAFF AND JUST JUST ANOTHER REMINDER, BUT HOW MANY? HOW LUCKY WERE DEFICITS GREAT PEOPLE WORKING FOR THE CITY. ALRIGHT UM, THE IDEA IMPLEMENTATION PANEL. QUICK UPDATE ALSO HIGHLIGHTING THE AWESOME AMAZING STAFF THAT WE HAVE AT THIS CITY. SO, UM WE HAVE A LOT OF REALLY FUN EVENTS COMING UP. WE TALK ABOUT WHEN COMING UP NEXT WEEK, WHICH I HOPE TO SEE YOU AT WHICH IS THE BUSINESS PARK TOUR THAT'S KICKING OFF HERE. UM THERE ARE THREE TOURS TO ONE OF THEM IS ALREADY FULL. SO SIGN UP NOW, IF YOU WANT TO LET THEM KNOW IF YOU WANT TO BE ON ONE OF THE TOURS ARE GOING TO GO OUT. AND THE BUSINESS PARKER ON INTEL AND GET SOME INFORMATION AND WE REALLY ARE LOOKING FOR COUNCIL MEMBERS TO ATTEND BECAUSE THE WHOLE POINT OF THIS IS FOR PEOPLE TO BE ABLE TO COME AND HEAR WHAT'S GOING IN THE COMMUNITY AND ALSO HAVE A LINE OF COMMUNICATION WITH THE PEOPLE ON CITY COUNCIL AND THE GOVERNMENT. HAVE UM, YOU KNOW, I FEEL LIKE THEY HAVE A VOICE IN THE COMMUNITY. THERE'S MORE EVENTS COMING UP IN JULY, HAPPY HOUR AND THEN THE TAYLOR FARM PARK. UM IN OCTOBER, BUT THE NEXT EVENT IS GOING TO BE GENTING. SO WE ARE GOING TO ANNOUNCE OUR LOCATION. HOPEFULLY THIS WEEK, BUT, UM YOU KNOW, WE TALKED A LITTLE BIT ABOUT THIS LAST MEETING. WE HAD SOME FOCUS GROUP CONVERSATIONS AND, UM TURNS OUT THAT JUNETEENTH IS A PARTY. SO WE'RE GOING TO HAVE, UM, A FAMILY FRIENDLY BOND CELEBRATION. UM WITH AMAZING WEATHER. I'M SPEAKING INTO EXISTENCE WITH MUSIC, ART DANCING FOOD. SO UM, JUNE 19TH. HOPEFULLY EVERYBODY HAS THE DAY OFF AND I REALLY, REALLY HOPE THAT YOU ALL ARE THERE AND READY TO HAVE SOME FUN. AND WE'RE ALSO HAVING A MIRACLE LEAGUE DAY ON JULY 1ST AND THE WALLY CELEBRATION ON NOVEMBER AND WHAT I WOULD REALLY LOVE TO KNOW IS, IF YOU KNOW OF ANYBODY ANYBODY KNOWS OF ANYBODY THAT WOULD WANT TO BE IN A FOCUS GROUP. FOR OTHER THOSE TWO EVENTS. PLEASE LET ME OR ADRIAN OR MARLENE NOW BECAUSE WE ARE WE'VE SEEN THE IMPORTANCE OF HAVING THESE FOCUS GROUPS AND HAVING THE CELEBRATIONS BE SUPER AUTHENTIC. THAT'S MY WORLD JOB TO CAP THAT COUNSELOR WOULD HAVE RECEIVED AN EMAIL TODAY. IF YOU HAVEN'T DONE IT. I THINK IT'S THIS AFTERNOON PROGRAMMER ABBEY BROOKS, WHICH HAS ALL THE EVENTS IN DESCRIPTIONS AND DATES AND REALLY HANDY BOX AT THE BOTTOM, BUT IT JUST HAS, LIKE DATE LOCATION TIME. JUST LIKE TO GO RIGHT DOWN THE MIDDLE. YOU CAN PROVE TO THE BOTTOM. YOU CAN DO IT. AND THEN IF YOU RSVP'D TO PROGRAMMER BROOKS. SHE CAN SEND YOU REMINDERS OF EVENTS COME CLOSER. A LOT GOING ON. YES, I SAW THAT. THAT'S IT. ALL RIGHT. THANK YOU. ANYTHING FROM THE CEMETERY RESTORATION ADVISORY BOARD CRAB MATCH AND HELD THEIR ANNUAL ORGANIZATIONAL MEETING. ALL OFFICERS REMAIN THE SAME. THEY HEARD A MARKET STREET EXTENSION PRESENTATION FROM PLANNING MANAGER STEVE MAYOR INVITED IN WHICH THEY REALLY APPRECIATE IT. I HAVE HAD A PHONE CALL WITH MARK SMITH, THE GRAYSTONE TRANSFORMATION GUY AND GOT GOT MORE DETAIL AND TALK TO THEM ABOUT IT. HE'LL BE STARTING . I THINK IT'S UH, JOE HAS ALREADY TOLD US MID MAY TO MID AUGUST. I BELIEVE IT IS IN JULY AUGUST, AND THE BOARD WILL GO OUT AND VISIT WITH HIM AT LEAST ONCE. HE DOES INVITE ME TO COME BY AND SEE. BUT HE WILL STOP WHAT HE'S DOING TO TALK TO YOU. SO ONLY ONLY DO THAT IF YOU'RE READY TO SLOW DOWN HIS WORK, HE WAS REALLY SWEET. UM AND FINALLY , UH, OUTSIDE TO BOARD MEMBERS OF VOLUNTEERED TO TRY TO DIG UP PLOT RECORDS FOR HIM. YEAH AND THE BORDER WILL GET IN TWO MONTHS WHEN WE DO THE WORISIT, . ALRIGHT AND THE PUBLIC RECORDS COMMISSION MET THIS EVENING BEFORE OUR CITY COUNCIL MEETING THERE WERE THREE ITEMS ON THE AGENDA TO FROM THE POLICE DEPARTMENT. REQUESTING MODIFICATIONS TO THEIR. RETENTION SCHEDULES AND THEN ONE DOCUMENT OR ONE RECORD RETENTION . EXCUSE ME. ONE RECORDS DESTRUCTION REQUEST. ABSOLUTELY POLICE DEPARTMENT KEEPS A LOT OF PAPER. AND SO THERE. COMMISSION APPROVED THAT REQUEST FOR RECORDS DESTRUCTION IN ACCORDANCE WITH OUR APPLICABLE RETENTION SCHEDULES. YEAH WE ELECTED OFFICERS AND SET OUR NEXT MEETING. ANY OTHER QUESTIONS OR MANY OF THE BOARD AND COMMISSION REPORTS. CORRESPONDS TO COMMUNICATIONS. HAS ANYONE FROM COUNCIL RECEIVED ANY CORRESPONDS TO COMMUNICATIONS TO SORT OF LAST MEETING? THEY'D LIKE TO PROVIDE AN UPDATE ON. TEXAS TO SECOND [9. SECOND READING OF ORDINANCES AND PUBLIC HEARING] READING OF ORDINANCE AND PUBLIC HEARING. THESE ARE THE PREVIOUSLY TABLED GROUP C. ORDINANCES ORDINANCE 065. IT'S JUST 65 AND 68 JUST DOING THIS TO THERE WAS ONE THAT WAS ALSO [00:30:03] PUT UP TO AN EVEN FURTHER MEETINGS. BUT WE'LL DO 65 68 INDIVIDUALLY AND WE'LL READ ON TAKE THE VOTE. SO NOTHING SPECIAL. NOTHING SPECIAL ON THAT. ALL RIGHT. THAT'S WHAT I FIGURED. ORDINANCE 0 65 2023 ORDINANCE TO APPROPRIATE PROPERTY AND EASEMENTS FROM THE OWNERS, STEPHANIE STRENGTHEN AND BRANDON TREATMENT. OF THE PROPERTY LOCATED 11730 GREEN CHAPEL ROAD IN LINCOLN COUNTY, OHIO, FOR THE PUBLIC PURPOSE OF CONSTRUCTING MAKING A REPAIRING ROADS IN THE GREEN CHAPEL ROAD PROJECT, WHICH SHALL BE OPEN TO THE PUBLIC WITHOUT CHARGE AND DECLARING AN EMERGENCY. CHRIST. YES. SO I'LL JUST THIS IS THE LEGISLATIVE REPORT FOR THE NEXT TWO. SO UM, THIS GROUPING OF ORDINANCE AUTHORIZES THE NEXT STEP IN THE RIGHT OF WAY ACQUISITION AND APPROPRIATION PROCESS IN ACCORDANCE WITH THE HIGHER ADVICE CODE. EACH ORDINANCE IS ALIGNED WITH THE SPECIFIC DETAILS OF THE PROPERTY . THE CITY HAS OBTAINED APPRAISALS FROM TWO INDEPENDENT APPRAISAL FIRMS IN ORDER TO FULLY COMPLY WITH STATE LAW. AND HAVE ADDITIONAL VERIFICATION OF THE VALUES ASSIGNED TO EACH PROPERTY ON A PER ACRE BASIS. ALL OF THE PROPERTY OWNERS HAVE BEEN NOTIFIED IN ACCORDANCE WITH THE OHIO VICE CODE, THE CITY'S PROPERTY ACQUISITION CONSULTANT WILL CONTINUE TO NEGOTIATE WITH THE PROPERTY OWNERS FOR THE PURCHASE OF RIGHT OF WAY AND EASEMENTS UNTIL THE SCHEDULED DEADLINE FOR FILING FOR THE APPROPRIATION, SO JUST BECAUSE WE'RE PASSING THESE ORNAMENTS IS TONIGHT DOESN'T MEAN THAT IT'S AN AUTOMATIC FILING. IT MEANS WE'RE STILL CONTINUING TO WORK WITH PROPERTY OWNERS. UM. IN FEBRUARY, THE CITY RECEIVED VERY FAVORABLE BIDS FOR THE CONSTRUCTION OF MICK ST GREEN CHAPEL AND CLOVER VALLEY, SO IT IS NECESSARY FOR US TO MOVE FORWARD EXPEDITIOUSLY EXPEDITIOUSLY WITH THESE RIGHT AWAY ACQUISITIONS IN ORDER TO REMAIN ON SCHEDULE WITH THESE CONTRACTS. UM JUST AS A MATTER OF INTEREST, WE HAVE THE PROPERTIES AS YOU KNOW, DIVIDED INTO SEVERAL TIERS. THERE'S 100 AND 41 PARCELS TOTAL THAT WE HAVE BEEN NEGOTIATING FOR ACQUISITION. WE'VE RECEIVED SETTLEMENTS IN TIER ONE FROM 14 OF THE 23 TIER 2 23 OF THE 37 INTO YOUR FOUR, WHICH IS THAT'S THE TEAR THAT WE'VE JUST RECENTLY GONE OUT AND STARTED TO MAKE, UM NEGOTIATIONS WITH SO THOSE ARE JUST THE BEGINNING PHASE, BUT WE ALREADY HAVE FOUR. ALSO OF NOTE WE'VE RECEIVED RIGHT OF ENTRIES, WHICH IS REALLY THE DOCUMENTATION FOR US TO ENTER THE PROPERTY TO BEGIN CONSTRUCTION, WHICH MEANS WE'VE DONE EVERYTHING BUT FINALIZED THE TERMS. INTERIOR 4 16 OF THOSE INTO YOUR 28. EXCUSE ME, TIER 2 28 OF THOSE HAVE BEEN RECEIVED AN INTERIOR 38 OF THOSE HAVE BEEN RECEIVED. SO WE'RE MAKING SOME PRETTY SIGNIFICANT PROGRESS IN BETWEEN. THESE MEETINGS AT THIS POINT ARE ANTICIPATED FILINGS, WHICH MEANS PEOPLE WHO HAVE NOT EITHER RESPONDED AT ALL, OR WE'RE JUST NOT EVEN CLOSE WITH RESPECT TO THE APPRAISAL AMOUNT AND THE OFFER. IS INTERIOR ONE FOR IN TIER 26 AND INTERIOR THREE WHEEL ANTICIPATE THREE. THERE'S A FINAL TIER, WHICH IS NIEGO ON PROPERTIES. THERE'S 33 PARCELS IN THAT TIER, WHICH WAS PART OF THE 141. AND WE ANTICIPATE THAT WE ALL HAVE SETTLEMENTS IN ALL 33 OF THOSE IN SHORT ORDER, BUT WE'VE BEEN SAVING THOSE FOR LESS SINCE, UM THE OTHER ONES REQUIRE A LITTLE BIT MORE EFFORT AND WORK. DO YOU HAVE A TIMELINE WHEN THEY ALL HAVE TO BE DONE? THIS CURIOUS. NO. DIFFERENT FOR EACH AREA. FACEBOOK I'M SORRY ABOUT THAT. YEAH, THE TEARS WERE ALL PHASES WITH CONSTRUCTION SEQUENCING, SO WE DON'T HAVE A DEFINITIVE TIMELINE. HOME BUT YOU KNOW, WE'RE WE'RE TARGETING HERE WITHIN THE NEXT MONTH OR SO TO HAVE THIS WRAPPED UP. RIGHT AND THE ADDITIONAL QUESTIONS ON ORDINANCE OF 65. OPEN THE PUBLIC HEARING. WOULD ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING MORE THAN 65 2023? THERE IS NO PUBLIC COMMENT. I WILL CLOSE THE PUBLIC HEARING AND MORE FOR THE ADOPTION OF ORDINANCE. 65 2023. IT'S OKAY. HOWEVER IT DOES ALLOW FOR CERTAIN PEDESTRIAN AND BICYCLE TRAILS AND BENCHES WITHIN THAT CORRIDOR AND SIMILAR TO OTHER CONSERVATION EASEMENTS . THIS ONE ALSO INCLUDES THE SAME LANGUAGE THAT SAYS THE ACCEPTANCE OF THIS EASEMENT DOES NOT MAKE THE CITY LEGALLY RESPONSIBLE FOR VIOLATIONS OF THE AGREEMENT. BY THE OWNER OR ANOTHER THIRD PARTY. AND JUST AS NOTE. WE DO CALL THIS STEVE'S CREEK. HAPPY TO ANSWER ANY QUESTIONS ON MY CREEK. IS THAT GOING TO BE A SITCOM? SOMEDAY WE CAN HAVE A GOOD SHOT. WE'LL CLOSE THE PUBLIC HEARING. IS THERE A MOTION ON THE ORDINANCE? ADOPTION OF ORDINANCE OF 71 2023. SECOND REMEMBER, FELLAS. YES YES, YES, YES, YES, YES, YES! THROUGH THAT ORDINANCE, 71 2023. ALRIGHT AND THIS TAKES US TO GROUP D. OF THE ORDINANCES OF 70 TO 74. I'M ALMOST INCLINED TO SORT OF DO AMAL INDIVIDUALLY, SO [00:40:16] WE HAVE TO GO THROUGH ALL THAT RIGMAROLE. THAT'S FINE PRESENTATION. ALL RIGHT. WE'LL JUST WE'LL DO IT YOUR WAY. UM COUNSELOR CAN CONSIDER AND TAKE ACTION IN GROUP D TONIGHT. ALRIGHT THEN PURSUANT TO COUNCIL RULE ONE A ONE. I MOVED TO WHERE THE COUNCIL WARDS FOR ORDINANCES 70 TO 2023 2. OH, IT'S 74 2023, SUCH AS THE TITLE OF EACH ORDINANCE DOES NOT HAVE TO BE READ IN FULL AND COUNCIL VOTE ON THEM AS A GROUP. OKAY? SPALDING YES, YES, YES, YES, YES , YES, YES. VOTES TO WAIVE. THIS GROUPING OF ORDINANCE AUTHORIZES THE NEXT STEP IN THE RIGHT OF WAY ACQUISITION AND APPROPRIATION PROCESS IN ACCORDANCE WITH THE ADVICE CODE. EACH ORDINANCES ALIGNED TO THE SPECIFIC DETAILS OF THE PROPERTY . IN FEBRUARY, THE CITY RECEIVED VERY FEARFUL WITH FOR THE CONSTRUCTION OF MINK STREET GREEN TRAVELING CLOVER VALLEY. IT IS NECESSARY TO HAVE THE RIGHT AWAY ACQUISITION COMPLETE IN ORDER TO STAY ON SCHEDULE WITH THE CONTRACTS FOR THESE PROJECTS. ALL RIGHT. ANY QUESTIONS ON THE ORDINANCE? IS ORDINANCES. ALL RIGHT, AND, UH. WE'RE GOING TO OPEN THE PUBLIC HEARING. WOULD ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING ORDINANCE 72 73 OR 74 2023? THERE IS NO PUBLIC COMMENT WILL CLOSE. THE PUBLIC HEARING IS VERY EMOTION ON THE ORGANS IS I MOVED ADOPTED THE ORDINANCES. EXCITED. MHM 70 TO 72 73 70 74. ONE SECOND. COUNCIL MEMBER JERK. YES YES, FELLAS. YES YES, YES, YES, YES VOTES TO ADOPT ORDINANCES 0 73 78 TO 73 74 2023. AND BEFORE WE MOVE ON, LET ME JUST THINK STAFF FOR ALL THE HARD WORK THAT HAS GONE INTO THIS. THIS IS NOT A PROCESS THAT WE'RE ACCUSTOMED TO USING. IT'S ALWAYS UNFORTUNATE WHEN WE HAVE TO IMPACT INDIVIDUAL PROPERTY OWNERS. JUST AGAIN COMPLEMENTS THE TEAM FOR PUTTING IN THE HARD WORK AND DEALING WITH FOLKS THAT YOU KNOW FRANKLIN AREN TOO EXCITED TO BE TALKING TO US. AND IN THIS WAY, BUT HOPEFULLY, THINGS WORK OUT AS THEY'RE SUPPOSED TO. AND THOSE FOLKS WHOSE PROPERTY IS BEING AFFECTED OR JUSTLY COMPENSATED. UNDER THE WALL. AND THE PROJECT CAN PROCEED. UM INTRODUCTION AND [10. INTRODUCTION AND FIRST READING OF ORDINANCES] [00:45:07] FIRST READING OF ORDINANCES ORDINANCE 75 2023 AN ORDINANCE TO APPROVE THE FINAL PLAN FOR NINE SINGLE FAMILY LOTS ON 8.83 PLUS OR MINUS ACRES AND ACCEPT RESERVES A, B AND C FOR THE ALDEN WOULD SUBDIVISION LOCATED 6700677. CENTRAL COLLEGE ROAD AS REQUESTED. BY ANDREW MALINS. SO THIS SUBDIVISION IS LOCATED NORTH OF CENTRAL COLLEGE ROAD AND EAST OF NEW ALBANY. CONDIT ROAD AND THIS IS THE WENTWORTH SUBDIVISION E. SO IT'S THESE THREE PARCELS OUTLINED IN THE BLUISH GREEN HERE. SO THIS IS THE PLATTS? UM SO ASK THE MAYOR MENTIONED. THIS IS FOR NINE TRADITIONAL SINGLE FAMILY LOTS. IT IS LOOPED AROUND ALDEN WOODS , OR I'M SORRY, WOULD VIEW DRIVE THAT CONNECTS TO CENTRAL COLLEGE LOOPS AROUND AND THEN THE PLANT CONTAINS A FUTURE RIGHT OF WAY. DEDICATION COMMITMENT OUTLINED IN YELLOW HERE. AND THEN THE SUBDIVISION IS ALSO MEETING THE OPEN SPACE AND PARKING AND REQUIREMENTS. SO THERE'S TWO OPEN SPACES THAT FRONT ALONG CENTRAL COLLEGE IN ORDER TO MATCH THE, UH, EXISTING AESTHETIC AT WENTWORTH. AND THEN THERE'S ALSO A CENTRAL PARKLAND AREA IN THIS BOULEVARD THAT WILL CONTAIN LANDSCAPING AND A FUTURE PARKLAND. AND SO THE PLANNING COMMISSION AND I SHOULD SAY THAT THE PLANT REQUIRES THAT THESE RESERVES BE OWNED BY THE CITY OF NEW ALBANY, UM, AND BE MAINTAINED BY THE A IN PERPETUITY. AND SO THE PLANNING COMMISSION AND THE PARKS AND TRAILS ADVISORY BOARD BOTH REVIEWED AND RECOMMENDED APPROVAL OF THIS PLANT DURING THE MEETINGS IN MARCH. THE TREES ON CENTRAL COLLEGE, WROTE. CURRENTLY. THE HARMS ALONG CENTRAL COLLEGE HAVE SOME VERY NICE TREES IN THE FRONT YARD. LOOKS LIKE THAT'S GOING TO BE PART OF THE OPEN SPACE. SOME OF THOSE TREES WILL BE SAVED. YES SO THE TREES WILL BE SAVED AND IT IS THE DEVELOPERS INTEND TO ACTUALLY TO SAVE AS MANY TREES AS POSSIBLE TO. REALLY UM, USE THOSE AS A FEATURE OF THIS OVERALL NEIGHBORHOOD AND BE VERY SELECTIVE WHEN REMOVING TREES. SPEAKING OF THAT, STEPHEN, I REMEMBER. I BELIEVE I WAS AT THE PLANNING COMMISSION MEETINGS WHEN THEY TALKED ABOUT LOTS SIX. AND SPECIFICALLY IDENTIFYING IT LOOKS LIKE THEY MAY BE MARKED UP THERE. BUT THERE ARE SOME SPECIFIC TREES THAT I KNOW FOLKS WERE REALLY PASSIONATE ABOUT KEEPING AND I THINK THERE WAS AN AGREEMENT AT THE TIME. I JUST WANTED TO KNOW IF THAT'S STILL IN PLACE THAT THOSE TREES BACK IN THAT CORNER ARE STILL GOOD MISTAKE. THAT'S EXACTLY RIGHT. SO AT THE TIME OF RESIGNING, NEIGHBORS FROM THE NORTH CAME TO THE MEETING AND EXPRESS INTEREST IN SAVING TOO LARGE OF A LANDMARK TREES AT THE NORTHEAST CORNER HERE AND LOTS SIX AND SO THE PLATTE DOES IDENTIFY THOSE TWO THOSE TREES. PRESERVATIONS WILL BE RECORDED AND WILL RUN WITH THE PROPERTIES OF THIS WILL BE IDENTIFIED. ONE THE PROPERTY IS SOLD. AND SO THE PLANT DOES HAVE A NOTE ON THERE THAT REQUIRES THE PRESERVATION AND ANY REMOVAL OR TRIMMING HAS TO BE REVIEWED AND APPROVED BY CITY STAFF FOR THE CITY FORESTER. GREAT. ALL RIGHT, THANK YOU. IT'S GONNA BE A PROPER LINE. ADDITIONAL TREES ALONG THE BUFFER TO THE NEIGHBORS TO THE NORTH. THERE. YES THE ZONING REQUIRES THAT THERE WILL BE ADDITIONAL LANDSCAPING SO THERE WILL BE SOME STORMWATER BASINS. I BELIEVE, AT LEAST IN THE WESTERN PORTION HERE AND SO IN ADDITION TO ADDITIONAL BUFFER SPACE THAT STORM WATER BASIN WILL ALSO BE IN LANDSCAPED. SO IT MATCHES THE CORRIDOR TO THE EAST, WHERE THE LINKS AND WHAT NORTH SUBDIVISIONS ARE LOCATED ABOUT TO THE NORTH. BORDERS 45 AND SIX IS THE SENIOR COMMUNITY UP THERE. SO NO ADDITIONAL LANDSCAPING IS REQUIRED ALONG THIS BUFFER. HOWEVER, UM WE GO BACK ONE. THE TREES. THERE IS A BUFFER ZONE THAT REQUIRES THE PRESERVATION WITHIN THE SETBACK AREA ALONG THESE PROPERTIES, AND SO THOSE TWO TREES AND THAT COUNCIL MEMBERS SEAN MENTIONED WHERE EITHER JUST ON THE LINE OR JUST OUTSIDE OF THAT TREE PRESERVATIONS, AND THAT'S WHY THERE'S A SPECIAL NOTE TO PRESERVE THOSE OTHERWISE THE EXISTING TREES WITHIN THAT BUFFER AREA. UM, WILL BE PRESERVED. ALRIGHT WELL, CERTAINLY THINK THE APPLICANT FOR ITS COMMITMENT TO MAINTAINING THOSE THREE STANCE. UM ANY OTHER QUESTIONS REGARDING THE ORDINANCE? I GUESS I JUST HAVE ONE THE RIGHT AWAY DEDICATION. WELL, THAT ACTUALLY BE PAVED OR JUST BE PART OF THE NATURAL GREEN SPACE FEATURE. UNTIL MAYBE SOMEDAY DOWN THE ROAD, IT WOULD BE A ROADWAY. SO THIS WILL BE A NATURAL GREEN SPACE AREA UNTIL SUCH TIME THAT OF FUTURE CONNECTION OR I GUESS FUTURE DEVELOPMENT OCCURS ON THE WEST. THE TEXT DOES REQUIRE THAT 10 FT SECTION OF ROADWAY SO THERE WILL BE A CURVE AND THEN [00:50:05] IT WILL DEAD END AND THERE WILL ALSO BE A SIGNAGE THAT WILL BE REQUIRED TO BE INSTALLED INDICATE TO RESIDENTS THAT THIS IS A FUTURE ROADWAY HERE. OKAY, PERFECT. ANSWER ALL THE RIGHT QUESTIONS. I JUST DIDN'T WANT TO HAVE IT PAID. THE SAME LOOKS LOOKS AWKWARD. YOU KNOW WHAT THE ESTIMATED VALUE THOSE SOUNDS ARE GOING TO BE ON HIS LIGHTS. I DON'T KNOW. BUT TRUST ME. WERE SOLD. IT'S EXCITING. FRIENDS, BUT I THINK WHEN WE SORRY TO COUNSEL DURING THE REZONING PROCESS FOR SURE. NOW IT'S STILL GENERAL. PER SITE. THAT'S OUR GOAL. THAT'S THE LEVEL OF VOLUME. I MAY HAVE MISSED IT LETS THE AVERAGE SIZE OF THOSE LOTS AVERAGE SIZE. PROBABLY HAPPEN. AND THERE ARE SOME THAT ARE CLOSE TO THREE QUARTER AND ACCESS AND SOME THAT ARE THAT. AND FOR. THAT LOOKS VERY NICE. THEY'RE THEY'RE GOING TO BE A NEED FOR AN ATTORNEY LANES TO GET IN AND OUT THERE OFF OF CENTRAL COUNT. NO. AND THE TOURNAMENTS. ALRIGHT. ANY ADDITIONAL QUESTIONS? THERE ANY ORGANS? IF NOT, WE'LL GO AHEAD AND SET THAT FOR SECOND READING [11. RESOLUTIONS AND PUBLIC HEARING] AND PUBLIC HEARING OR MEETING ON MAY 16TH. RESOLUTIONS AND PUBLIC HEARING RESOLUTION ARE 23. TWO. RESOLUTION 23 2023 A RESOLUTION TO AUTHORIZE THE CITY OF INVOLVEMENT TO PARTICIPATE IN THE OH DOT ROAD SALT CONTRACTS AWARDED IN 2023. YES, THANK YOU, MAYOR. SO TIME WHEN HE'S ASKING FOR. ENOUGH SALT LAST YEAR BIG ASK THIS BELOW THE THRESHOLD DOLLAR. I THINK IT IS. I THINK MARKY MARK GAVE ME THE NOD. NO TIME ON, I GUESS, BUT SO THIS RESOLUTION AUTHORIZES THE CITY MANAGER TO PARTICIPATE IN THE DOT ROADSIDE ROAD SALT CONTRACT FOR 2023. WE HAVE PARTICIPATED IN THIS CONTRACT FOR MANY YEARS , UM, BASED ON WHAT IS AVAILABLE TO THE CITY IN TERMS OF THE COOPERATIVE PURCHASING OPTIONS THAT ARE AVAILABLE BY FAR HAS VERY MUCH A ECONOMY OF SCALE AND THEN KIND OF A COMPETITIVE EDGE AS FAR AS UNIT PRICING GOES, SO WE'RE OPTING TO PARTICIPATE IN THIS PROGRAM. AGAIN IN 2023 OVER THE LAST WINTER SEASON. 2022 2023. WE HAD 10 SEPARATE WEATHER EVENTS THAT WE RESPONDED TO. IN TOTAL. THERE WERE A LITTLE OVER 2000 TONS OF SALT THAT WERE USED FROM OUR SALT BARN THAT INCLUDES ABOUT 1300 TONS THAT WAS USED BY THE CITY OF NEW ALBANY. WE ALSO PARTNER WITH FRANKLIN COUNTY ENGINEERS. NEW ALBANY PLAYING LOCAL SCHOOL DISTRICT IN PLAIN TOWNSHIP AS WELL, UM FRANKLIN COUNTY ENGINEERS ACTUALLY KEEPS FOUR OF THEIR SNOW TRUCKS. IN OUR IN OUR SHOP. UM AND THEY HELP US EACH YEAR WITH LOADING OR SALT BARN WITH SALT TO GET 4800 TONS OF SALT IN THE BARN AND REQUIRES A CONVEYOR BELT. AND SEVERAL PEOPLE BASICALLY FLAME ALL THE SALT ALL THE WAY UP TO THE TOP, AND THEY'VE BEEN DOING THAT FOR US KIND OF AS PART OF OUR COOPERATIVE ARRANGEMENT THAT WE HAVE. SO, UM I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE IN TOTAL. WE ANTICIPATE THAT THIS WILL BE APPROXIMATELY $120,000 EXPENSE BASED ON 1700 TONS OF SALT PURCHASED SO. ALRIGHT. HOW MANY SNOW EVENTS TO THE AVERAGE. HIS ATTENDANCE SEEMS LIKE. YEAH YEAH, IT IS. I MEAN, LAST YEAR, I THINK WE HAD 11. I THINK WE HAD SOME THAT WERE MORE SIGNIFICANT LAST YEAR THAN WHAT WE HAD. THIS YEAR WAS WAS PRETTY WHITE. UM YOU KNOW, THIS YEAR? IT SEEMS LIKE EVERY YEAR THERE'S SOME UNIQUENESS TO SOME OF THE ADVANCE. AND THIS YEAR WE HAD THE ONE THAT WAS EXTREMELY COLD, AND WE HAD A KIND OF A FLASH FREEZE EVENT. AND IT WAS. IT HAPPENED TO BE AN EVENT THAT WE USED SUBSTANTIALLY MORE SALT THAN WE WOULD JUST MORE TYPICAL EVENT. BUT YEAH, IT DOES. IT DOES SEEM THAT OVER THE PAST FIVE YEARS, THE NUMBER OF EVENTS HAVE GONE DOWN AND I'M HAPPY TO SAY OUR SALT USAGE HAS GONE DOWN AT THE SAME TIME, SO. AND THIS WILL QUESTIONS. WE'LL GO AHEAD AND OPEN THE PUBLIC HEARING AND ANYONE WHO LIKES TO SPEAK REGARDING RESOLUTION. EXCUSE ME . RESOLUTION ARE 23 2023. THERE IS NO PUBLIC COMMENT WILL CLOSE THE PUBLIC HEARING. THERE'S A MOTION ON THE RESOLUTION. [00:55:05] ADOPTION RESOLUTION ARE 23 2023 2ND. THAT'S ANOTHER SHOP. REMEMBER? DEREK YES, YES, YES. YES YES, YES. VOTES THROUGH THAT RESOLUTION ARE 23 2023. RESOLUTION ARE 24 2023, A RESOLUTION DECLARING INTENT TO APPROPRIATE PROPERTY AND EASEMENTS FOR PUBLIC PURPOSE OF MAKING REPAIRING, IMPROVING OR CONSTRUCTING MAIN STREET HAS EXTENDED JOINED WITH INTERSECTING ROADS WHICH ARE AND SHALL BE OPEN TO THE PUBLIC WITHOUT CHARGE. THIS CRISIS. THANK YOU, UM. EXCUSE ME. THIS SEGMENT OF MAIN STREET IS A LOCAL UNIMPROVED ROADWAY THAT RUNS NORTH AND SOUTH BETWEEN GREEN CHAPEL ROAD AND WORTHINGTON ROAD. THE ROADWAY WAS RECENTLY ANNEXED TO THE CENTER LINE AND SERVES THE 900 PLUS OR MINUS ACRE INTEL CAMPUS . PLANNED ROADWAY IMPROVEMENTS WILL ACCOMMODATE IMPROVE TRAFFIC FLOW IN THE AREA. THIS RESOLUTION DECLARES THE INTENT TO APPROPRIATE THE FEE SIMPLE INTEREST IN EASEMENT TO THE PROPERTIES ALONG THIS ROADWAY CORRIDOR. IF YOU RECALL IS ONE OF THE FIRST STEPS IN THE PROCESS OUTLINED BY THE ADVICE CODE FOR THE APPROPRIATION OF RIGHT AWAY FOR BROADWAY'S. ALL RIGHT. ANY QUESTIONS OR COMMENTS ON THE RESOLUTION? OPEN THE PUBLIC HEARING. ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING RESOLUTION ARE 24 2023. THERE IS NO PUBLIC COMMENT AND WE WILL CLOSE THE PUBLIC HEARING AND I'LL MOVE FOR THE ADOPTION OF RESOLUTION ARE 24. SMART STARTING. YES YES, YES. YES, YES ! YES YES. FIRST RESOLUTION ARE 24 2023. SANTA COMMUNITY REPORTS [12. STANDING COMMITTEE REPORTS] . WOULD ANYONE LIKE TO PROVIDE A STANDING COMMITTEE REPORT? I DO HAVE ONE, MR SHAW. SO UNDER HOTEL MOTEL BED TAX GRANT COMMITTEE. IF YOU RECALL THIS YEAR, THERE WAS A COUPLE OF THINGS THAT WE RECEIVED FEEDBACK ON ONE WAS TO IMPROVE THE PROCESS, WHICH WE HAVE DONE THAT THE OTHER ONE BASED ON FEEDBACK FROM THE APPLICANTS WAS TOO AGAIN RE EVALUATE THE TIMING OF THE APPLICATIONS, AND THERE WAS I THOUGHT THAT IT WOULD BE BETTER IF WE COULD SEND THE APPLICATIONS OUT EARLIER IN THE YEAR BECAUSE OF BUDGET PLANNING THAT TAKES PLACE IN THE 3RD AND 4TH QUARTER FOR THE UPCOMING YEAR. THAT WAY THEY WOULD KNOW IF THEY WERE RECEIVING ANY TYPE OF FUNDING FROM THE CITY BASED ON THE REQUEST, IT WOULD HELP THEM OUT IN THEIR PLANNING. SO WITH THAT IN MIND WE HAVE DETERMINED THAT OUR PROCESS FOR 2024 WILL BE AS FOLLOWS. WE WILL SEND OUT APPLICATIONS ON MAY 15TH THERE WILL BE OUT FOR TWO MONTHS DUE BACK ON JULY 15TH. AT WHICH TIME THEN THE COMMITTEE WILL MEET. END OF JULY. BEGINNING OF AUGUST. REVIEW THE APPLICATIONS AND IT IS OUR GOAL TO MAKE RECOMMENDATIONS BASED ON THOSE APPLICATIONS SOMETIME AT THE END OF AUGUST AND SEPTEMBER. THAT WAY, IT WILL GIVE THE APPLICANTS ENOUGH TIME FOR THEIR PLANNING PROCESS. THE ONLY, UM, CHALLENGE I'LL SAY IS THAT IN MOVING THE APPLICATION. UH BACK . I GUESS WE WOULD SAY TO THE MIDDLE OF THE YEAR AS OPPOSED TO HOW WE CURRENTLY DO IT. WE WILL NOT KNOW WHAT OUR BUDGET WILL BE FOR 2024, BECAUSE WE OBVIOUSLY DON'T HAVE AN IDEA OF WHAT THE BED TAX BUDGET WILL BEAT. SO WE'RE GOING TO HAVE TO MAKE SOME ASSUMPTIONS AND WE'LL WORK WITH FINANCE IN BETHANY AND HER TEAM AND POSSIBLY WHAT? THAT NUMBER MIGHT LOOK LIKE. I THINK MOVING FORWARD WILL PROBABLY JUST ASSUME THE SAME AS THIS YEAR AND IF WE HAVE A LITTLE BIT MORE MONEY THAN WE'LL COME BACK TO THE GROUP AND SEE IF THERE'S SOMETHING WE CAN DO WITH THAT. BUT IF WE HAVE LESS MONEY THAN WE'LL ALSO HAVE TO MAKE SOME PULL BACK ON SOME OF THOSE RECOMMENDATIONS, SO AS LONG AS THE APPLICANTS KNOW THAT, YOU KNOW WE'LL GIVE IT OUR BEST SHOT BASED ON A BUDGET WILL JUST HAVE TO VERIFY THAT BUDGET AT THE END OF THE YEAR. THERE'S ANY QUESTIONS ON THE PROCESS. MYSELF, UM, CHIP. I'LL BE HAPPY TO ANSWER. YEAH, I THINK THE ONLY COMMENT I HAD AND I SHARED WITH COUNCIL MEMBER SHALL WE SHOULD PROBABLY PUT SOME SORT OF ASTERISK ON THE APPLICATION THAT THE WORDS ARE ALWAYS SUBJECT TO FINAL BUDGET APPROVAL. AGAIN. I CAN'T IMAGINE IT WOULDN'T HIT THE NUMBERS, BUT YOU NEVER POINT. AND THAT'S IT. ALL RIGHT . ANY QUESTIONS REGARDING THE HOTEL MOTEL BET TAX GRANTS. AND THANK YOU TO STAFF FOR HELPING OUT ON THAT. IT SEEMS LIKE EVERY YEAR WE SOMEHOW WORK TO IMPROVE THAT WHOLE PROCESS. ALRIGHT, [13. REPORTS OF REPRESENTATIVES] [01:00:01] THAT TAKES US TO REPORTS OF CITY OFFICIALS. JOANIE UPDATE FROM WARP, SEE NO MEANING ALRIGHT AND THE UPDATE FROM THE JOINT PARKS NO MEETING. ALRIGHT NORMALLY PLAN, LOCAL SCHOOLS AND THE TOWNSHIP. THE TOWNSHIP DID HAVE AN ABBREVIATED MEETING. MOST OF IT WAS TO PROVIDE PROMOTIONS AND BADGES IN HELMETS. FOR THE NEW ASSISTANT FIRE CHIEF BATTALION, CHIEF CAPTAIN AND THREE LIEUTENANTS PROGRAM DOWN TO ALL OF YOU. THEY'RE MEETING THIS MONTH RATHER THAN MEETING TOMORROW. THE ADJUSTED THEIR SCHEDULE THE MEETING TONIGHT, SO WE'LL HAVE TO FIND OUT WHAT THE OUTCOMES OF THAT WILL BE. MHM CAN. ALRIGHT. ANY QUESTIONS ON THAT UPDATE. THAT TAKES US TO [14. REPORTS OF CITY OFFICIALS] AGAIN. SORRY. REPORTED TO THE OFFICIALS LIKE KIND OF JUMPED THE GUN THERE. UM WE DID WANT TO RECOGNIZE THIS MONTH, ALSO AS ECONOMIC DEVELOPMENT WEEK, SO MAY 8TH THROUGH MAY 12TH. AND, UH, YOU KNOW, WE'RE ALL VERY AWARE OF THE SUCCESS AND HARD WORK AND DEDICATION OF OUR ECONOMIC DEVELOPMENT TEAM. AND. AND I KNOW WE HAD SOME SPLIT DUTIES ON THAT DAY, BUT I DID GET A CHANCE TO ATTEND THE COLUMBUS BUSINESS FIRST. BREAKFAST AND LISTEN TO MISS CHRYSLER TALK ABOUT ECONOMIC, ECONOMIC DEVELOPMENT AND NO SURPRISE TO ANY OF US. SHE DID A GREAT JOB REPRESENTING THE CITY AND REALLY STOOD OUT AMONGST HER PEERS AND BEING ABLE TO TALK TO HER ROOM OF 1000 PEOPLE OR SO I STILL WANT TO TEST THAT. AP THEORY ABOUT NEW YORK BUT WE'LL GET TO THAT LATER. BUT AGAIN JUST WANTED TO TAKE A MOMENT TO RECOGNIZE OUR TEAM. AND UH, JUST TO REMIND EVERYONE THAT MAY EIGHT THROUGH MAY, 12TH IS ECONOMIC DEVELOPMENT WEAKENS EVEN ALBANY, AND I'LL MAKE SURE THAT THIS PROCLAMATION MAKES ITS WAY TO THE DEPARTMENT. THANKS MARY, AND WE HAVE SOME GREAT EVENTS PLANNED THAT WEEK ON OUR BUSINESSES, SO WE'LL BE GOING OUT AND CELEBRATING WITH THEM LIKE WE DID LAST YEAR, BOTH LARGE BUSINESSES AND SMALL BUSINESSES AND BRINGING THEM SOME TREATS AND SOME NEW ALBANY BRANDED ITEMS LAST YEAR WAS THE SUNGLASSES, AND THIS YEAR IT'S A SUPER COOL. BOMB. BRANDON FOR THEM THE CITY SO YOU'LL GET ONE AS WELL. SO WE'RE EXCITED IN OUR BUSINESSES LAST YEAR WERE VERY RECEPTIVE AND APPRECIATIVE OF THE OPPORTUNITY TO CELEBRATE. GREAT. AND THE UPDATE FROM THE CLERK. UM, KIND OF. COVERED SOME OF MY ITEMS ALREADY. I TOLD YOU ABOUT THE IDEA. EMAIL THAT YOU GOT WITH ALL THE EVENTS SO, YEAH, PLEASE DO REPLY TO ABBY. IF YOU WANT TO GO TO REMIND YOU WHEN THEY GET CLOSER. ALSO REMIND YOU ABOUT YOUR OHIO ETHICS COMMISSION FILING DEADLINES. YOU DID TELL ME YOU WOULD BE LAST. AND YOU WERE ON TARGET ON TARGET. ONE MORE STEP GET TO COUNCIL MEMBERS. PLEASE GET ME THOSE RECEIPTS WHEN YOU GET THEM. UM AND FINALLY, THE DEVELOPMENT DEPARTMENT IS ARRANGING A TOUR AND UNDERSTOOD THE COUNCIL COULD EXPRESS SOME INTEREST IN IT OF THE CEATEC. YOUR ANALOGY, EDUCATION CENTER AND LOOKING COUNTY, WHICH COURSE GETS FUNDS FROM DEVELOPMENT THAT WE DO THAT WILL BE HAPPENING ON MAY 20 SECONDS. PROVIDED 10 30. I WILL FOLLOW UP WITH AN EMAIL AND ASK YOU TO R S V P TO ME SO THAT WE CAN TELL THE SCHOOL WAS COMING. UM THEY'RE EXCITED TO SEE YOU CAN MAKE IT SO I WILL FOLLOW UP ABOUT THAT. THAT'S YEAH. IN NEW YORK. AND THEY HOPE TO SEE YOU THERE. SO WHAT'S YOUR EMAILS? I THINK THAT'S EVERYTHING FOR ME. ALRIGHT FROM THE FINEST DIRECTOR. I HAVE PASSED OUT THE MARCH MONTHLY REPORT AND JUST TURNING TO THE FRONT PAGE. OBVIOUSLY A QUARTER OF THE YEAR HAS BEEN PASSED. OUR REVENUES FOR THIS MONTH ARE AH! GREATER THAN LAST YEAR. THIS TIME, HOWEVER, THE INCOME TAX IS LAGGING IN MARCH, PRIMARILY DO IF YOU TURN YOUR TO THE BOTTOM OF THE PAGE AND THE INCOME INCOME TAX BREAK DOWN, THE WITHHOLDINGS ARE ACTUALLY UP. WHICH IS GOOD NEWS, BUT THE NET PROFITS AND INDIVIDUALS IS WHAT IS CAUSING LESS REVENUE. I WILL SAY SNEAK PEEK INTO APRIL, UM IT'S RETURNING BACK, SO IT'S JUST DUE TO TIMING OF DIFFERENT, UH RECEIPTS THAT WE WOULD HAVE, BUT I WOULD IMAGINE THAT SOME OF THE NET PROFITS AND INDIVIDUAL PAYMENTS THAT WE HAD THAT WERE ABOVE AVERAGE IN THE PREVIOUS YEARS ARE BEING APPLIED TO FILINGS THAT WE'VE RECEIVED IN THESE YEARS. SO IF THEY WE'RE HAD HAD A CREDIT ON THEIR ACCOUNT SO RECEIVING LESS. THE EXPENSES FOR THE DEPARTMENTS ARE GREATER THAN LAST YEAR DUE TO THE INCREASED STAFFING AND THE INCREASED OPERATIONS STUDENT INTEL AS WHAT WE WOULD EXPECT DUE TO THE BUDGET APPROVALS THAT WE HAD BUT OVERALL, WE'RE STILL [01:05:05] LADY. BEHIND ON THE BUDGET. WE'RE ONLY AT 18% AND 25. THAT IS FOR THE GENERAL FUND. ON THE SECOND PAGE, WHICH IS THE FUN SUMMARIES. IT'S AGAIN A SNAPSHOT OF WHERE FUND BALANCES ARE AT MARCH 31ST. IT ALSO TELLS YOU AT THE VERY BOTTOM. WE HAVE. UM ENCUMBRANCES OF ABOUT 71,000,061 MILLION OF THOSE ARE WITHIN OUR CAPITAL PROJECTS. UM SO WE HAVE SIGNIFICANT CAPITAL PROJECTS GOING ON AS YOU ARE AWARE OF, BUT IT'S INTERESTING TO SEE THAT IN COMPARISON TO THE REST OF THE FUNDS AND HOW HEAVILY IMPLEMENTED HEAVILY. THAT WEIGHS ON THE FUNDS. SO. THE THIRD PAGES, THEIR INVESTMENTS AND THE TRANSACTIONS THAT WE HAD WITHIN THE INVESTMENTS AND THE INTEREST INCOME THAT WE HAVE RECEIVED FOR THE MONTH OF MARCH. AND THEN THE FINAL PAGE IS THE INVESTMENT SUMMARIES THAT WE HAVE WITH OUR U. S BANK CUSTODY ACCOUNTS. AND THIS IS THESE ARE THE ACCOUNTS THAT RED TREE INVESTMENT UM. MANAGE WE ACTUALLY HAD OUR FINANCE COMMITTEE MEETING TODAY, AND THEY WERE GIVING US AN UPDATE ON THE DIFFERENT, UH, INTEREST RATES AND THE TRANSIT WERE HAPPENING. I THEY ARE SET TO RAISE THE RATES AGAIN TOMORROW. FROM WHAT I UNDERSTAND. FOR A COMPARISON OF OUR TOP BOX, WHICH IS THE U. S THE GENERAL ACCOUNT. UM, CURRENTLY ARE TOTAL PORTFOLIO. IS AVERAGING ABOUT 2.39% WHICH WE'RE BRINGING UP. UM WHICH IS GOOD NEWS. BUT IF YOU LOOK AT OUR STAR OHIO RATE AT FIVE POINT OH, 2. THE TWO YEAR TREASURY IS AT FOUR POINT OH, SIX. SO WE'RE SLOWLY BRINGING UP THOSE MAJORITIES WITHIN, UM THE GENERAL ACCOUNT TO TAKE ADVANTAGE OF THOSE INTEREST RATES. ANSWERING QUESTIONS. ANY QUESTIONS THAT THE FINANCE DIRECTOR REGARDING UPDATE. CITY MANAGER ANY UPDATE REPORT. CITY ATTORNEY ANY UPDATES. NO REPORT. FOR PUBLIC COMMENT. AVIS JUST YOU MORNING. HAPPY BIRTHDAY AID [16. POLL FOR COUNCIL COMMENT] .
