[1. CALL TO ORDER] [00:00:07] EVENING, LADIES AND GENTLEMEN, WELCOME TO THE NEW ORLEANS CITY COUNCIL MEETING FOR JUNE. 20TH I WOULDN'T BITE EVERYONE TO PLEASE STAND RECITE OUR NATIONAL BUDGET. FLAG STATES OF AMERICA. RICHARDS. JUSTICE. MENTION THE ROLE, PLEASE. YES COUNCIL WILL TURN ON THEIR MICROPHONES AND YOU MAY HEAR ME ADJUSTING HERE. WE, UM YOU'VE BEEN NOTICING SOME RINGING AND SOME REVERB WE HAD THEM WORKED ON THIS MORNING, HOPEFULLY TOOK CARE OF SOME OF THAT. BUT I'LL BE ADJUSTING SOUNDS UNTIL WE FIGURE OUT WHAT'S RIGHT. ALRIGHT UH, MAYOR'S FATHER, COUNCIL MEMBER BRISK HERE, COUNCIL MEMBER DEREK HERE. COUNCIL MEMBER FELLAS HERE . COUNCIL MEMBER KISS COUNCIL MEMBER SHELL COUNCIL MEMBER WILL TRAP HERE I HAVE SEVEN PRESENTS FOR THE JUNE 2020 23 REGULAR [4. ACTION ON MINUTES: ] COUNCIL MEETING. ACTION ON THE MINUTES PRIOR TO TONIGHT'S MEETING A COPY OF THE PROPOSED [5. ADDITIONS OR CORRECTIONS TO THE AGENDA] MINUTES FROM OUR JUNE 6TH MEETING WERE DISTRIBUTED TO COUNCIL MEMBERS. ARE THERE ANY ADDITIONS OR CORRECTIONS? PROPOSED MINUTES IRISH LEAVE TWO TYPOS WHICH ARE CORRECTED ON THE ORIGINAL. ALRIGHT THEN I WOULD MOVE TO THE ADOPTION OF THE MINUTES BY CONSENSUS ADDITIONS OR CORRECTIONS TO THE AGENDA. ANYONE FROM STAFF LIKE TO MAKE ANY OR STAFFER COUNCIL MAKE ANY ADDITIONS OR CORRECTIONS TO THE AGENDA HAVEN'T RECEIVED ANY NOTES. RIGHT. THAT TAKES US [6. HEARING OF VISITORS: (Part 1 of 2)] RIGHT TO HEARING OF VISITORS. DR KLINGLE. GOOD EVENING, SIR. ONLY I HAVE YOUR SLIDE DECK SLIGHTLY ITEMS AND WAITING FOR TWO YEP, WE CAN. WE CAN MOVE ALONG A LITTLE BIT. AND JUST LET US KNOW WHEN THEY'RE HERE. ALL RIGHT, LET ME GO BACK. STILL UNDER HEARING OF VISITORS. ARE THERE ANY MEMBERS OF THE PUBLIC THAT WOULD LIKE TO ADDRESS COUNCIL REGARDING A MATTER THAT'S NOT ON TONIGHT'S AGENDA? THAT TAKES US TO BORDEN COMMISSION REPORTS. I KNOW THERE'S A PLANNING [7. BOARD/COMMISSION REPORTS: ] COMMISSION MEETING LAST NIGHT, ANY UPDATES. I WAS JUST A SHORT MEETING WENT TO 11. SO UM, WE HAD A FOOT JUST DID THAT THING THAT WE HAD A FULL HOUSE. AH LAST NIGHT IT WAS FOR AN I P U D APPLICATION FOR THE COURTYARDS OF HAINES CREEK, WHICH IS AN ICON DEVELOPMENT. AH THAT THEY WOULD LIKE TO BUILD AT THE NORTHWEST CORNER OF CENTRAL COLLEGE AND JUG. THE PLAN IS HERE. IF ANYBODY WANTS TO PASS AROUND, SEE IT, THERE'S A LOT OF DETAIL. UM IT WAS. GOING TO BE 2.3 UNITS PER ACRE. UM 151 UNITS. UM AND THEY DID SOME SIGNIFICANT SETBACKS FROM ALL THE DIFFERENT AREAS THAT'S SURROUNDED. THIS IS WHAT A LOT OF US KNOW AS THE FORMER HOMEWOOD PROPERTY. UM THEY ARE APPROXIMATELY THREE ACRES SHORT IN TERMS OF OPEN SPACE AND PARK. BUT WITH THAT, OTHER THAN THAT, I BELIEVE EVERYTHING ELSE HAS MET ALL OF THE REQUIREMENTS. AH IT PASSED THROUGH. ARE. PLANNING COMMISSION WITH A 32 VOTE. AFTER A LENGTHY HEARING FROM A LOT OF THE NEIGHBORS. UM AND THE TWO VOTES AGAINST WHERE BRIAN LARSON. AND NEIL KIRBY AND NEIL EXPRESSED THAT HE FELT THAT IT WAS A VERY GOOD PROJECT IN, UH, NOT THE BEST LOCATION. THAT WAS . THOSE WERE HIS WORDS IN TERMS OF WHY HE VOTED AGAINST HIM. IT DID. AS I SAID PASS, THERE WERE 14 DIFFERENT CONDITIONS. ADDED I DON'T HAVE THEM ALL BUT MOST OF THEM WERE DEALT WITH SETBACKS AND LANDSCAPE. YEAH AND THE BECAUSE THERE'S A PRESERVATION AREA THERE, UM THEY'RE GOING TO LENGTHEN THE APRONS FOR PARKING BECAUSE ONE ROW IS GOING TO BE MUCH LIKE OUR WINDSOR SUBDIVISION WHERE YOU HAVE THE LANES IN THE BACK AND YOU DON'T HAVE A DRIVEWAY IN THE FRONT AND YOU PULL AROUND AND GET IN YOUR GARAGE. AND SO WE MADE SURE THAT THE WHAT THEY CALL AN APRON, WHICH IS REALLY THE DRIVEWAY FROM THAT SIDE IS BIG ENOUGH. SO THAT CARS CAN COMFORTABLY GET INTO THEIR GARAGE. AND HOPEFULLY NOT, AS MANY PEOPLE FEEL THE NEED TO PARK IN THE STREET AS WE FIND AT WINDSOR. UM AND I THINK THAT'S ABOUT ALL THE DETAIL AND I WANTED TO ASK ME SOMETHING ABOUT THE DETAILS. 55 AND OLDER COMMUNITY CORRECT YES STRATEGIC PLAN OF THREE PER ACRE. WELL, THAT'S SO IT'S A 55 AND OLDER AND WHAT THEY DID WAS SO FOR 55 AND OLDER, YOU CAN HAVE THREE HOMES PER ACRE IF IT'S 100% 55 AND OLDER. IF IT'S NOT, YOU CAN HAVE ONE UNIT PARADE. ER WHAT [00:05:04] THEY DID WAS THERE HAVING 90% 55 AND OLDER, WHICH MEANS APPROXIMATELY 15 UNITS, RIGHT, AND THAT FLOATING POOL LIKE WE'VE DONE BEFORE CAN BE NOT 55 AND OLDER AND THEY WENT WITH 2.3 UNITS, WHICH, AS I UNDERSTAND, IT WAS REALLY JUST SORT OF. YOU KNOW, THERE WAS NO FORMULA SPECIFICALLY FOR THAT. BUT THAT SEEMED TO BE WHAT THEY HOPED WOULD FIT. BASED ON THOSE PERCENTAGES. THE WHOLE PROPERTY THAT WILL BE DEEDED 55 AND OLDER THOUGH. I DON'T THINK THAT'S WHAT THEY DO. I THINK THAT THE PROPERTY IS, UM YOU CAN SPEAK TO THAT. BUT I THINK EVERY DEED HAS THAT THERE'S CERTAIN PERCENTAGE RIGHT. IT'S ALL DEEDED 55,090% SO EVERY EVERY PROPERTIES WITH THAT RESTRICTION 90% REQUIREMENT IN THERE, SO THAT WAS ABOUT TO A LOT OF DISCUSSION LAST NIGHT. IMAGINE EVERY RESIDENT MOVES IN THERE IF YOU WANT TO LIVE IN A 55 YEAR OLD COMMUNITY. AND YOU'RE 55 AND OLDER. WE'RE GOING TO BE TOLD THAT THERE'S ALSO GOING TO BE AT LEAST 15% OF THE HOMES HERE THAT ARE GOING TO MEET THAT REQUIREMENT, HOPEFULLY , PERCENT 10% 10% 15 HOMES, RIGHT? DECISION WHETHER OR NOT YOU CAN SELL TO WHOEVER RESTS COMPLETELY ON THE PICTURE AT THE PROPORTION AT THAT TIME. CORRECT CORRECT. THERE WAS A LENGTHY DISCUSSION LAST NIGHT AND I REMEMBER ASKING THESE QUESTIONS WHEN WE WENT THROUGH THIS THE FIRST TIME. I'M NOT I, AS I UNDERSTAND YOU CAN CORRECT ME AFTER BUT AS I UNDERSTAND IT WHAT HAPPENS IS BASICALLY THE 1ST 15 HOMES THAT GET SOMEBODY THAT IS NOT 55 OR OLDER. NOW THE H O A OR THE DEVELOPER, DEPENDING ON WHAT PERIOD OF TIME THIS IS THEY'RE RESPONSIBLE FOR LETTING THE FEDERAL GOVERNMENT KNOW EVERY YEAR BECAUSE THERE'S THESE ANTI DISCRIMINATION LAWS RIGHT WITH THE FEDERAL GOVERNMENT IF YOU'RE GOING TO DO DEED RESTRICTIONS FOR AGE, YOU HAVE TO FOLLOW THESE CERTAIN ROLES, AND SO THEY HAVE TO LET THEM KNOW. THAT THEY'VE ONLY GOT THIS 10% OKAY? AND WE COULD ALWAYS ASK FOR THOSE REPORTS, BUT IN A WAY, IT'S SUPPOSED TO BE RESPONSIBLE FOR MAINTAINING THAT IF SOMEBODY MOVES OUT OF ONE OF THOSE HOMES THAT IT DOES , AND SOMEBODY ELSE MOVES IN, THAT IS 55 AND OLDER. NOW YOU'VE GOT ANOTHER HOME COULD SELL FOR THAT. IT'S ALL TIMING, RIGHT? SO DID I SAY THAT? YEAH THAT'S EXACTLY RIGHT. THEY'RE GOING TO KEEP THE RECORDS TO MAKE SURE THEY'RE COMPLYING. UM, IF THERE ARE DISPUTES, THEY CAN GO TO THE FEDS. THEY COULD FILE A CHARGE OF DISCRIMINATION THAT CAN BECOME A ZONING ISSUES. THERE'S A LOT OF ISSUES THAT COME UP WITH MANAGING BAD, SO FINDING ORDER CORRECT. EXCUSE ME FOR 55 AND OLDER WE DON'T AT LEAST 90% COMMUNITY NEW ALBANY, WHERE WELL COMPANY MANNER. I THINK THIS IS HMM. THE APARTMENTS OF WALCOTT MANNER WHERE IT'S SAYS IT'S AGED RESTRICTED, BUT I DON'T THINK IT WAS EVER NEEDED 55. THAT ONE PREDATED ME. YEAH, YEAH, YEAH. MARLENE TWO QUICK QUESTIONS THAT PARCEL IS IN THE CLINICAL SCHOOL DISTRICT. CORRECT. CORRECT AND WHAT IS THE CURRENT ZONING ON THAT PARCEL, ISN'T IT AG STILL HAVE SOME SO AGRICULTURE CERTAIN, OKAY? THE CONVERSATION ANY OTHER QUESTIONS? THE PLANNING COMMISSION REPORT. ALRIGHT THEN I'M SURE WE'LL BE SEEING THAT APPLICATION HERE SHORTLY. ANY UPDATE FROM THEIR PARKS AND TRAILS ADVISORY BOARD. THERE WAS NO MEETING. ARCHITECTURE REVIEW BOARD. THERE WAS A MEETING THERE WAS ONE ITEM ON THE AGENDA. CERTIFICATE OF APPROPRIATENESS TO ALLOW TO NEW WALL SIGNS BE INSTALLED FOR STAKHOVSKY. DIAMONDS THAT'S LOCATED WAS 53 GRANVILLE STREET . I'LL PASS IT ALONG. THIS IS THE SMALL, UM, HOUSE LIKE BUILDING THAT'S JUST WEST OF RUDE DOG ON 1 61. SPEND A QUIET IT IS IT'S GOING TO BE HERE WILL BE PAINTING THE BUILDING WEIGHTS OR THE WHITE SIGN AT THE TOP WAS SELECTED WITH A BLACK BORDER AND THEY WILL COME FORWARD WITH DIFFERENT RENOVATION THINGS FOR THE PLANNING COMMISSION IN ARCHITECTURE WHERE THAT'S APPROPRIATE. UH AND IT IS NOT WALK IN RETAIL LOCATION. IT IS CUSTOM DESIGNED JEWELRY BY APPOINTMENT. OKAY AND THAT THAT WAS APPROVED. ALRIGHT HAPPY MOTHER'S DAY, JUST PAINT THE BUILDING WHITE. THAT'S THE ONLY CHANGE TO THE BUILDING. THAT'S ONE OF THE THINGS THAT HE'S GOING TO DO TO IT. HE'S GOING TO IMPROVE IT A BIT. IT'S NOT GOING TO BE A GRADUAL EXPANSION. IT'S MORE ABOUT HOW THEY IMPROVE THE FRONTAGE OF IT. NO DESIGNS FOR THAT THIS WAS SIMPLY SO HE CAN GET HIS SIGNAGE UP AND THEN HE WILL COME FORWARD WITH OTHER ARCHITECTURE IN THE BACK, BUT USED TO BE A GARAGE. I THINK THAT HE I CAN TELL YOU BECAUSE I'M A PERSONAL FRIEND OF HIS ACTUALLY. AND I INTRODUCED HIM TO THE OWNER OF THE CARNAGE, [00:10:02] WHICH IS HOW THAT TRANSACTION HAPPENED. SO HIS HIS IDEA IS THAT HE WANTS TO HAVE THAT BACK. UM BUILDING BE A PLACE WHERE THEY CAN MANUFACTURE CUSTOM PIECES. HE WORKS WITH OTHER JEWELERS THAT DO THAT, AND HE'S HOPING TO DO THAT BACK THERE AND THEN MAKE THE FRONT NOT AGREE. NOT WALKING RETAIL BUT STILL SOMETHING THAT'S LIKE A SHOW PLACE. I KNOW HE WANTS TO DO MAJOR RENOVATIONS. IF YOU CAN. HE'S LOOKING TO MOVE THE STAIRCASE IN THE INSIDE, SO HE WANTS TO DO A LOT OF WORK. WE'LL SEE WHAT COMES TO US. ALRIGHT ANY UPDATE FROM THE BOARD OF ZONING APPEALS MEETING SUSTAINABILITY ADVISORY BOARD? YES, WE HAD A MEETING LAST WEDNESDAY AND IT WAS KIND OF. I THINK IT WAS THE FIRST MEETING WE'VE HAD, SINCE, UH EARTH DAY TO ARBOR DAY CELEBRATIONS. SO DID A RECAP ON LESSONS LEARNED ABOUT WHAT WENT WELL, WHAT DIDN'T UM, THE E WASTE MOVING UP TO THE SERVICE BARN WAS A BIG WIN WITH THESE PEOPLE STAY IN THEIR CAR. IT'S NOT WEATHER DEPENDENT. UM SO IT'S GOOD NEWS. BAD NEWS FROM MIKE. NOW HE LIVES PERMANENTLY WITH HIM. SO UM, THANK YOU, MIKE. UM BUT OVERALL , I MEAN, A LOT OF SUCCESS WITH WITH THE PLANNING THEIR UM AGAIN WE HAD A LENGTHY DISCUSSION OF SOLAR AND POTENTIALLY CODIFYING IT. THE LANGUAGE THAT WOULD SURROUND THAT SO STATUS. STILL DOING SOME SOME EXPLORATION IS SO THERE CAN BE A PRETTY SENSITIVE TOPIC, ESPECIALLY RESIDENTIAL SOLAR FEEDBACK REGARDING INDUSTRIAL COMMERCIAL. EVEN GREEN SITES. SORRY I'M WITH MY FRIENDS HERE FREAKING OUT LIKE IT'S NOT ME TRYING TO TURN IT OFF THAT BACKGROUND MUSIC CAN I HAVE A LITTLE MORE MORE UPBEAT ? SORRY. YEAH ONLY THE SUSTAINABILITY ADVISORY COMMITTEE GETS A NEW RINGTONE WALK UP MUSIC. UM. YEAH UM, SO YEAH. AND THEN THE ONLY FURTHER UPDATE THIS THURSDAY, I WILL HAVE A TABLE SET UP AT THE FARMERS MARKET TO ENCOURAGE FOLKS STOPPED BY AND ARE WE STILL HANDING OUT COMPOSTING BUCKETS AND HANDED OUT LIKE THE MAGNETS? THE MAGNETS WERE ENCOURAGED GIVE INFORMATION AND ENCOURAGE PEOPLE TO SIGN UP. OKAY SO, YEAH. SO WE'RE STILL DRIVING THE COMPOSTING. I THINK WE CLEARED THE £50,000 THRESHOLD WITH THE AMOUNT THAT WE COLLECTED SO OVERALL, THE COMPOSTING PROGRAMS BEEN A BIG WIN. WE'RE GIVING OUT THE BUCKETS, OR IS IT $10 A BUCKET? I FORGET. I THINK WE RAN OUT OF OUR RAN OUT OF THE INITIAL BUCKETS THAT WE HAD WHEN WE LAUNCHED THE PROGRAM. ARE WE GIVING THEM AWAY? OR THEY CHARGED? WE CHARGING $10 THEM AWAY INITIALLY, AND WE HAVEN'T ORDERED ANYMORE, SO WE HAVEN'T WE'RE NOT HANDING ANY. IT'S JUST A FIVE GALLON BUCKET. YOU GET IT BLOWS OR HOME DEPOT. IT'S NOT RIGHT. AND YOU DON'T EVEN NEED ABOUT THAT. BUT BUT YEAH, SO WE WERE NOT GIVEN OUT BUCKETS ANYMORE. ALL RIGHT, HOW ARE WE WERE JUST COMMUNICATING ONLINE THAT JUST HOWEVER, YOU GET. THE WASTE. YEP THE TO THE. WAIST AREA STATION. WHATEVER WE'RE CALLING IT COLLECTS. JUST GET IT THERE. YOU DON'T NEED ALL RIGHT. YOU DON'T NEED A BUCKET. WE HAVE A LITTLE, UM, KIND OF DEMONSTRATION SET UP THAT SHOWS DIFFERENT CONTAINERS YOU CAN USE. I THINK WHAT'S KEY IS GETTING THE RIGHT TYPE OF LINER. SO WE HAVE THE INFORMATION LIKE GO TO AMAZON. THESE ARE DIFFERENT CHOICES. YOU HAVE THE BUCK. IT'S A GREAT WAY TO PROMOTE IT, HOWEVER. YEAH THEY THEY'VE BEEN SUCCESSFUL. I MEAN, OBVIOUSLY, SINCE WE RAN OUT TO ALBANY, THE BUCKET THAT SAYS NEW ALBANY. OH WELL, THEY WERE NEVER BRANDED NEW ARMY BRANDON. GO. ZERO BUCKET IS NOT REALLY LIKE THAT, LIKE AND USABLE LIKE IN A DAY TO DAY CONTEXT, BECAUSE IT'S REALLY BIG GARAGE IF YOU PUT YEAH, IT'S A BIG YEAH, ALMOST. I'M SAYING BE A GOOD WAY TO MARKET THE PROGRAM. IF YOU GAVE THE BUCKET WAS IN SOMEBODY'S HOUSE, THEY CAN SEE IT THERE. THEY'D BE MORE LIKELY. 212 YEARS . I THINK IF WE WANTED TO DO IF WE WANTED LIKE A MARKETING MATERIAL, MY UNSOLICITED OPINION WOULD WOULD MAKE A LITTLE KITCHEN BUCKET RIGHT WITH THE LINERS, AND YOU COULD HAVE THAT BRANDED AND THEN PEOPLE DO IT. WHAT'S THIS? YEAH, THE BUCKET. IT'S A GOOD MARKETING. GOOD WAY TO REMIND PEOPLE AT HOME THAT THEY HAVE THAT BUCKET THAT YEAH , THAT'S ALL I'M SAYING. WE COME BACK FOR OUR BUDGET FOR NEXT YEAR. CHIP REMEMBER THIS CONVERSATION AND WE WILL BUILD THAT IN. YEAH I'LL BRING IT UP. I'LL TRY TO REMEMBER. NOT THAT I'VE USED TO, AND I NEED TO USE IT. I NEED TO GO THERE AND DISPOSE OF THAT. IF YOU USE OFF THAT BALANCE, HMM. THAT'S ALL. I GOT SOMETHING YOU CAN TURN THE MUSIC OFF. THANKS ANY UPDATE FROM THE IDEA COMMITTEE? I THINK THE MUSIC WOULD HAVE BEEN PERFECT FOR THAT. I SHOULD HAVE HAD BETTER WALKING MUSIC FOR THAT. YEAH WE HAD A WE HAD A WIN LAST NIGHT. FOR SURE. I DON'T KNOW. I THINK MOST PEOPLE IN THIS ROOM OR AT LEAST THEREFORE , PART OF THE TIME OUR STAFF. ADRIAN. REALLY AN ABBY AND ANNA [00:15:08] . UH PARTICULAR, REALLY, REALLY WORKED HARD AND REALLY PUT TOGETHER A GREAT PROGRAM. WE HAD A LOT OF COMMUNITY VOLUNTEERS THAT REALLY ALSO PUT THAT PROGRAM TOGETHER. RMC S AND ALL OF THE FOCUS GROUP. THEY ALL REALLY COMMITTED TO WORKING AND IT AND IT SHOWED PULLED OFF A REALLY INCREDIBLE EVENT. I THOUGHT YEAH, IT WAS NICE TO GET COMMENTS NOT ONLY FROM PEOPLE IN THE COMMUNITY THAT WE'RE SAYING , YOU KNOW, IT FEELS GOOD TO BE , YOU KNOW, RECOGNIZED IT FEELS GOOD TO HAVE THIS FOR OUR KIDS TO KNOW ABOUT THAT SORT OF THING, AND A COUPLE OF PEOPLE APPROACH ME THAT DON'T LIVE IN NEW ALBANY AND SAID, YOU KNOW HOW IMPRESSED THEY WERE THAT WE WERE DOING THESE THINGS AND I JUST THINK IT WAS A GREAT REFLECTION ON THE COMMUNITY. AND JOSH. I KNOW WE DON'T HAVE ANYTHING OFFICIAL. DID YOU GUYS BALLPARK THE ATTENDANCE AT ALL? SO WE KNOW WE WENT THROUGH, UM 500 PROGRAMS THAT WE PASSED OUT AND THEN, LIKE THE PEOPLE AT THE GATES SAID THEY DIDN'T PASS THEM OUT TO EVERY PEOPLE CAME IN A GROUP. THEY USUALLY TOOK ONE. SO I WOULD SAY WE'RE UPWARDS OF 500 FOR THE FIRST TIME OF IT. YEAH I HAVE TO SAY I'LL BE AND ADRIAN ARE LIKE ROCK STARS IN MY IN MY BOOK RIGHT NOW, UM, ABBEY BROOKS GOT THIS PROJECT HANDED TO HER AND AH, THEY WERE WISE ENOUGH TO TALK TO A FOCUS GROUP TO GET IDEAS TO BE LED BY THOSE IDEAS, AND, UM EVERY PART OF THE CELEBRATION. I YOU KNOW, PEOPLE WERE TALKING ABOUT AS AUTHENTIC AS REALLY MEANINGFUL. I WANTED TO POINT EVERYBODY'S ATTENTION TO THE POSTER BACK THERE, UH, THAT WAS CREATED IN THE KIDS AREA. WE HAVE THESE FANTASTIC STUDENT HAS SCHOOL STUDENT VOLUNTEERS THAT HELPED THE KIDS. UM DO CRAFTS AND LOTS OF REALLY FUN THINGS, BUT THEY MADE THAT POSTER ABOUT WHAT JUNETEENTH MEANT TO THEM. AND, UM, IT WAS SUCH A FUN NIGHT. AND WE HAVE ANOTHER FUN EVENTS IN JUST 10. SHORT DAYS. 10 DAYS. MHM I DON'T KNOW IF YOU'RE GOING TO DO THE FULL UPDATE, BUT IT'S THE FAMILY FUN DAY AT THE MIRACLE LEAGUE FIELD. UM AND IT'S GOING TO BE, UH, A MIRACLE LEAGUE GAME OR YOU CAN COME AND VOLUNTEER AND WATCH THE GAME AND HAVE FANTASTIC HOUSES AND, UM ALL SORTS OF FUN SO AND THEN, UM, I FORGET THE DATE, BUT THERE'S GOING TO BE THE HAPPY HOUR COMING SOON AT THE HEIGHT CENTER, SO IT'S A VERY, VERY BUSY TIME. AND, UM I JUST WANT TO THANK ALL OF YOU FOR HAPPY HOURS OR WHAT IS THIS ? JULY 12TH JULY 12TH. THANK YOU . IT WAS NICE TO SEE EVERYBODY THERE AND HAVE THAT KIND OF SUPPORT FROM EVERYBODY VERY MUCH APPRECIATE. AND I SHOULD HAVE ALSO SPECIFICALLY THANKED COUNCILWOMAN. WILL TROUT BECAUSE SHE PUT A LOT OF TIME AND WORK INTO THIS AND COVERED FOR ME. IT'S SOME OF THE MOMENTS WHERE I WASN'T ABLE TO BE THERE, AND IT WAS ALSO REALLY GREAT. APPRECIATE IT WAS MY PLEASURE. IT WAS AN EXCEPTIONAL EVENT. YEAH. I THINK ANYTIME YOU HAVE A FIRST TIME EVENT THAT YOU HAVEN'T DONE BEFORE, THERE'S ALWAYS WONDER ABOUT HOW BIG WITH THE ATTENDANCE GOING TO BE AND HOW WELL RUN IT WAS, AND IT WAS ALL OF THE ABOVE. IT WAS INCREDIBLY WELL RUN AND PLANNED. WHEN YOU GET A HIGHER SUIT, BUT CLEARLY BUT CLEARLY, WELL RUN, AND I THINK IT WAS A GREAT BENCHMARK FOR THE CITY OF NEW ALBANY. I THINK IT STANDS OUT COMPARED TO A LOT OF OTHER COMMUNITIES, AND I THINK THAT'S WHAT THAT'S IMPORTANT IN THE PROCESS TO THAT. IT SHOWS WHERE WE STAND AS A COMMUNITY. GREAT JOB FOR EVERYONE WHO'S INVOLVED WAS REALLY GOOD. YEAH I MEAN, OBVIOUSLY A GREAT NIGHT. UM I THINK ONE OF TWO OF MY BIG TAKEAWAYS WHERE YOU KNOW YOU THROW A PARTY ALWAYS WORRIED HOW MANY PEOPLE ARE GOING TO SHOW UP AND IT WAS A GREAT CROWD. GREAT ENERGY. BUT I JUST WAS TOUCHED BY THE NUMBER OF PEOPLE THAT CAME UP TO ME AND JUST SAID THANK YOU THAT THE CITY WAS WILLING TO MAKE THIS INVESTMENT OF TIME AND RESOURCES AND ELEVATE THIS DAY. FOR THE WHOLE COMMUNITY TO COME AND CELEBRATE. SOME FOLKS THAT DON'T LIVE IN OUR COMMUNITY THAT WE'RE HERE FOR MAYBE THE FIRST TIME AT A COMMUNITY EVENT. AND LEFT WITH THE IMPRESSION DIFFERENT THAN WHAT THEY SHOWED UP WITH. SO THAT WAS MEANINGFUL AND, YOU KNOW PART OF WHAT WE WERE HOPING TO ACCOMPLISH. SO AGAIN, THANKS FOR ALL THE EFFORT. THANKS FOR YOUR SUPPORT. ALRIGHT ANY UPDATE FROM THE CEMETERY RESTORATION ADVISORY BOARD MEETING AND WE HAD NO MEETING OF THE PUBLIC RECORDS COMMISSION. ANY CORRESPONDENCE OR COMMUNICATION SINCE OUR LAST MEETING THE COUNCIL WOULD LIKE TO SHARE OR PROVIDING NOTHING ON ALRIGHT, [6. HEARING OF VISITORS: (Part 2 of 2)] THAT TAKES US TO SECOND READING OF ORDINANCES BEFORE I DO THAT, DOCTOR, IS YOUR TEAM HERE, READY TO ROLL? ALL RIGHT, THEN WE'LL RETURN TO THAT PORTION OF THE HEARING OF VISITORS AND GET ENOUGH TO EAT FROM OUR FRIENDS. THE MIRACLE LEAGUE. SURE. YOU CAN APPROACH THE BENCH. I'LL [00:20:07] TAKE THOSE DOCTORS DON'T LIKE TO HEAR THAT THE CLICKERS RIGHT THERE. YEP GO AHEAD AND GRAB IT . AND IF YOU NEED A POINT, I THINK THERE'S ONE ON THE PHOTO. MHM. ALRIGHT THANKS AGAIN FOR AGAIN LETTING ME STANDING FROM THIS PODIUM. YOU'RE GETTING TIRED OF SEEING MY FACE UP HERE. UM, SO TONIGHT YOU CAN SEE. WE HAVE I'M NOT A HORRIBLY LENGTHY, BUT I DO WANT TO SPEND SOME TIME. PRESENTING A BELIEVE IN UNPRECEDENTED OPPORTUNITY FOR OUR CITY AND THE COMMUNITY AS A WHOLE. WHAT THE PARTNERSHIP THAT'S OCCURRED BETWEEN MIRACLE LEAGUE ADAPTIVE SPORTS CONNECTION AND MANY OTHER PARTNERS THAT HAVE JOINED US IN THIS PUSH. UH TO PRESENT THIS IDEA WHAT WE ARE TONIGHT. I FIRST WANT TO INTRODUCE THE MEMBERS THAT ARE HERE ON OUR BEHALF. SEVERAL COULDN'T MAKE IT . BUT TIM SCHNELLENBERGER FOR MK SK WHO DON'T WHO'S DONE ALL THE GROUNDWORK IN THE WORKFORCE AND ALL THE IMAGING AND THE KIND OF SITE PLAN YOU GUYS KNOW TOM RUBY . I'M SURE THEY'VE WORKED WITH PARKS. SCOTT DODSON, WHO'S THE CFO OF SPECIAL FIXING A NEW ALBANY RESIDENT SHARING ABUSE. HE IS THE PRESIDENT, CEO OF ADAPTIVE SPORTS, AND SHE'LL BE UP HERE IN A SECOND TO GIVE THEIR VISION. DR PETER EDWARDS IS NOT ONLY A COLLEAGUE OF MINE, BUT PEOPLE KNOW HIM, OBVIOUSLY FROM HIS OWNERSHIP ROLE IN HIS COMMUNITY EFFORTS THROUGHOUT THE CITY, UM SO AND THEN THE GIBSONS HERE FROM BUDDY UP FOR LIFE, SO NATIONWIDE. CHILDREN'S WAS SUPPOSED TO BE HERE. THEY COULD NOT MAKE IT. UNFORTUNATELY OTHER MEMBERS AND THAT ALL MENTIONED HERE THEY'RE ALL PART OF THIS IDEA AND PARTNERSHIP THAT WE WANTED TO PRESENT. IT'S BEEN SIX YEARS SINCE I STOOD HERE WITH THE IDEA OF MIRACLE LEAGUE OF NEW ALBANY AND I PUT TOGETHER A LITTLE BIT OF A TIMELINE. JUST TO REITERATE SOME OF THE DISCUSSIONS WE HAD, AND, UM I WOULD SAY FORTUNATE FAILURES OF NOT MOVING FORWARD BECAUSE OF WHERE WE'RE AT TODAY, BUT THIS WAS THE ORIGINAL CONCEPT IN 2017 OF THE MIRACLE LEAGUE SITE. BUT YOU GUYS ALL KNOW IS NEAR THE IN THIS WICKED WOODS AREA AND THIS WAS THE ORIGINAL PLAN. UM WHERE WE ULTIMATELY ENDED UP WAS WITH I BELIEVE ONE OF THE BEST BASEBALL FIELDS AND STADIUMS IN CENTRAL OHIO AND A VERY, VERY SUCCESSFUL PROGRAMS. THIS FOR THIS COMMUNITY OF ANYBODY WHO'S BEEN OUT THERE KNOWS THE EFFECT THIS HAS ON BOTH COMMUNITY AND THE KIDS INVOLVED. IN 2017. I SHOWED THIS SLIDE, WHICH WAS KIND OF A GRANDIOSE IDEA, BUT TIME BEHIND THE POTENTIAL FOR THE MIRACLE LEAGUE SITE. AND THAT WAS FOR THE SO CALLED MIRACLE PARK. WHICH THIS WAS BASED ON THE INDOOR PAVILION THAT WAS ON THE ORIGINAL SITE PLAN FOR THE CITY, BUT THE HOPE AND GOAL WOULD BE TO BRING REGIONAL LOCAL EVEN NATIONALS EVENTS TO NEW ALBANY FOR ADAPTIVE SPORTS. AND SO THIS WAS THE SLIDE I SHOWED IN 2017. THIS WAS THE ORIGINAL PLAN. 2021 I STOOD IN FRONT OF YOU ASKING FOR MORE LAND AND FUNDING. FOR THESE . WE WENT THROUGH A PERIOD WHERE WE PARTNERED WITH BUDDY UP FOR LIFE TRYING TO PRODUCE MORE OF A PICKLE BALL TENNIS COMPLEX OR BUDDY UP FOR LIFE, ALL OF WHICH WERE VERY FORTUNATE CIRCUMSTANCES, AS WE KNOW DID NOT OCCUR. BUT WHERE WE STAND TODAY, I THINK IS A MUCH, MUCH BETTER PLACE AS WE STAND IN FRONT OF YOU. WITH THIS IDEA OF A VERY UNIQUE ONE OF A KIND AND PROBABLY THE ONLY TYPE OF FACILITY IN THE COUNTRY WHERE WE COULD BUILD A ADAPTIVE SPORTS COMPLEX ON THE MIRACLE LEAGUE SITE HERE IN NEW HERE IN NEW ALBANY. SO WITH THAT THIS IS THE SITE PLAN. THIS IS A DRONE VIEW FROM WILMA KLEIMAN OVER THE LAST WEEKEND, AND THE IDEA WOULD BE TO CONVERT THIS LAND, WHICH MOST OF IT IS THE CURRENT MIRACLE LEAGUE, LEAST. INTO A. ADAPTIVE SPORTS COMPLEX SHOWN HERE, WHICH INCLUDES A FIELDHOUSE CONCESSION AND FAMILY PLAZA AREA TO SUPPORT THE PARK. AND ADAPTED BIKE PATH AND SHARING WILL TALK EXTENSIVELY ABOUT THAT. AND ADAPTIVE, EMPTY SOCCER FIELD OR PITCH PEOPLE TALK. BRIEFLY ABOUT AND THEN A UNIVERSAL, TRULY INCLUSIVE ONE OF A KIND, PLAYGROUND AREA AND FITNESS AREA. AS WELL AS AN OUTDOOR FITNESS AND CLASSROOM PAVILION TO SERVE THE AREA. TO MAINTAIN A PARKFIELD, UM AND TO REALLY MAKE THIS A TRUE ADAPTIVE SPORTS CONFLICTS. SO THIS IS THE VISION AND AGAIN THROUGH CONVERSATION THROUGH TIME THROUGH FORTUNATE CIRCUMSTANCE. ADAPTIVE SPORTS [00:25:01] CAME INTO MY WORLD THROUGH CHILDREN'S AND THROUGH OTHER AVENUES SHARING, AND PETE CAME TO MY WORLD AND WE ALL CAME TOGETHER WITH FORTUNATE WAY OF PRESENTING THIS VISION. UM MULTIPLE PARTNERS ARE INVOLVED HERE. NOT ONLY, YOU KNOW, HOMEGROWN BUDDY UP FOR LIFE, WHICH IS A PROMINENT NATIONAL ORGANIZATION WITH SPECIAL OLYMPICS WOUNDED WARRIOR. CHILDREN'S WHERE I SPEND MY TIME ALL ARE INVOLVED IN TRYING TO MAKE THIS CONCEPT A REALITY. SO WITH THAT, I'M GOING TO TURN IT OVER TO SHARON TO TALK A LITTLE BIT ABOUT ADAPTIVE SPORTS CONNECTION. SHARING IF YOU COULD GIVE YOUR NAME AND MAYBE A BUSINESS AFFILIATION. SURE MY NAME IS SHARON BUC, AND I'M THE PRESIDENT AND CEO OF ADAPTIVE SPORTS CONNECTION. UM PETE PETER WORDS AND MY WIFE AND I ARE CAPITAL CAMPAIGN CHAIRS FOR ADAPTIVE SPORTS. UM AND I'M GONNA ORTHOPEDIC CIRCLING LIKE. SO UM, I DON'T KNOW IF YOU GUYS HAVE HEARD ABOUT ADAPTIVE SPORTS CONNECTION, SO WE ARE 501 C NON PROFIT ORGANIZATION. WE HAVE BEEN AROUND SINCE 1992. AND OUR MISSION IS TO IMPACT THE OVERALL HEALTH AND WELL BEING FOR VETERANS, CHILDREN AND ADULTS WITH ALL TYPES OF DISABILITIES. ANYTHING FROM THE COGNITIVE TO THE PHYSICAL SPINAL CORD INJURIES. WE HAVE STROKE PATIENTS, ANYTHING THAT WOULD IMPAIR SOMEBODY TO FROM GETTING OUT AND DOING AGAIN. WE WANT TO COME IN AND ASSIST, SO WE DO SNOW SKIING. WATER SKIING. KAYAKING SAILING, MOUNTAIN BIKING. UM AMPUTEE SOCCER. WE JUST STARTED, WHICH IS WHICH IS REALLY TAKING OFF AND SO WE OPERATE OUT OF SHAWNEE HILLS, AND THAT'S KIND OF OUR MAIN LOCATION WHERE WE RUN THE WATER SPORTS. WE ALSO HAVE A HUB. IT'S NO TRAILS AND MAD RIVER. WE HAVE A CYCLING CENTER AT GLACIER REDS. RIDGE AND WESTERN BILL AND ALUM CREEK WHERE WE DO OUR MOUNTAIN BIKING. BUT WE ACTUALLY SERVE PEOPLE FROM 44 COUNTIES THROUGHOUT THE ENTIRE STATE. AND THEY ARE OBVIOUSLY OUR THAT'S OUR MISSION STATION. AS YOU CAN SEE, SO REALLY, WE WANT TO. WE WANT TO GIVE EVERYBODY OF ALL ABILITIES. YOU HEALTH BENEFITS AND FREEDOM OF BEING OUTDOORS. SO THIS IS JUST A LITTLE BIT OF STATISTICS. YOU KNOW, THERE ARE ONE IN FOUR ADULTS IN OHIO WITH SOME TYPE OF DISABILITY. ONE IN 20 CHILDREN HAVE SOME TYPE OF DISABILITY. UM THE MENTAL HEALTH CHALLENGES ARE BIG AND THE U. S SURGEON GENERAL HAS ACTUALLY SAID THAT THAT IS GOING TO BE ONE OF THE BIGGEST CHALLENGES FOR YOUTH. IT'S GOING TO BE THE LEADING CAUSE OF DISABILITY. UM YOU KNOW, THERE'S AN INCREASE IN DEPRESSION ANXIETY. AND UM, WE REALLY WANT TO CREATE INNOVATIVE PROGRAMS THAT ARE GOING TO SOLVE SOME OF THOSE ISSUES. SO WE'VE HAD JUST TREMENDOUS AMOUNT OF GROWTH. IN OUR ORGANIZATION 66% IT'S JUST YOU KNOW, AS YOU CAN SEE, WITH THESE NUMBERS, THERE'S A HUGE OPPORTUNITY FOR TO SERVE PEOPLE. SO THAT'S WHY WE'RE LOOKING AT ALL TYPES OF DIFFERENT COMMUNITIES. AND OFFERING OUR SERVICES. THIS IS JUST A LITTLE MORE STATISTICS ABOUT ABOUT THE NUMBER OF PEOPLE IN OHIO AND THE IMPACT IT HAS. HEALTH WISE. BUT SO TODAY, I JUST KIND OF WANT TO BRING YOU UP TO SPEED ON WHERE WE ARE, AND I'LL HAVE DR PETE TALK A LITTLE BIT ABOUT OUR CAMPAIGN. SO BECAUSE OF THIS TREMENDOUS AMOUNT OF GROWTH THAT WE'VE HAD WE STARTED A $15 MILLION CAMPAIGN. IT'S A COMPREHENSIVE CAMPAIGN TO BUILD AN ADVENTURE AND WELLNESS CENTER. OUT IN SHAWNEE HILLS AND, UM THAN TO HELP SUPPORT AND RAMP UP OUR ORGANIZATION. WE ALSO HAVE A SOCIAL ENTERPRISE THAT WE STARTED CALLED GET OUT ADVENTURES FOR EVERYONE TO PARTICIPATE. AND, UM. WE HAD A LITTLE BIT OF SOME ISSUES THAT WE FOUND THAT WE WEREN'T ABLE TO DO EXACTLY WHAT WE WANTED TO DO ON THE PROPERTY OF SHAWNEE HILLS WERE ONLY ALLOWED TO HAVE HALF SIZE COURT AND DR KEVIN'S CAME TO US AND SAID YOU KNOW, I'D REALLY LIKE DO YOU GUYS THINK YOU COULD PUT SOMETHING ELSE ON THE MIRACLE LEAGUE AND WE COULD PARTNER IN A BEAR WAY, SO WE WERE SUPER EXCITED TO BE ABLE TO EXPLORE THIS OPPORTUNITY. AND PEACH. YOU WANT TO SPEAK A LITTLE BIT, TOO. JUST A LITTLE BIT ABOUT THE CAMPAIGN. SURE SO THANK YOU FOR THE OPPORTUNITY TO ADDRESS YOU ALL TONIGHT. UM I WILL TELL YOU THAT MY WIFE AND I BECAME INVOLVED IN THIS ORGANIZATION BECAUSE OF OUR SON'S EXPERIENCE AS A VOLUNTEER AND SEEING THE BENEFIT TO THE VOLUNTEER COMMUNITY, AND THIS IS A VOLUNTEER DRIVEN ORGANIZATION [00:30:05] THAT HAS WELL WAS FOUR FULL TIME STAFF AND 500 VOLUNTEERS. SO IT'S A COMMUNITY EFFORT PROGRAM NOT ONLY FOR THE PARTICIPANTS BUT FOR THE VOLUNTEERS. BUT OUR SON REALLY BROUGHT THE ORGANIZATION TO OUR EYES SO THAT WE COULD SEE WHAT A HUGE DIFFERENCE IT MAKES IN THE PEOPLE THAT PARTICIPATE. AND WITH THE GROWTH OF THE ORGANIZATION WE USED TO SAY WE HELPED FEW 1000 PEOPLE A LOT WELL, WITH THE GROWTH, THE ORGANIZATION WE'RE HELPING THOUSANDS AND THOUSANDS OF PEOPLE A LOT. AND THE CAMPAIGN REALLY USED TO ADDRESS BOTH CAPITAL AND OPERATIONAL NEEDS, AND THE CAMPAIGN HAS BEEN EXTREMELY WELL RECEIVED. UM WE HAVE MAJOR SPONSORSHIP. UM CONTRIBUTIONS FROM NATION EVERYONE WE'VE APPROACHED BASICALLY FROM THE CORPORATE COMMUNITY HAS SAID, HOW CAN WE HELP HUNTINGTON'S BANKS NATION NATIONWIDE? CHILDREN'S HOSPITAL . HOW STATE UM, OHIO HEALTH. EVERYONE IS RECOGNIZING THAT THIS IS AN UNDERSERVED COMMUNITY THAT WE CONSERVE AND MAKE THEIR LIVES BETTER AND MEANINGFUL WAY. SO FUNDRAISING HAS BEEN GOING VERY WELL. THE CITY AND STATE AND COUNTY ARE ALL ON BOARD. UM SO WE'RE VERY EXCITED ABOUT THE RECOGNITION OF THE VALUE OF THESE PROGRAMS FROM EVERYONE WE'VE TALKED TO. SO UM, THE PROGRAM ITSELF, UM OKAY, I'LL TELL YOU THE STORY THAT I TELL OFTEN WHEN I TALK ABOUT THIS IS MY SON WAS VOLUNTEERING ONCE IN A MOM. MOM CAME DOWN TO PICK UP. HER SON, WHO WAS SEVERELY AUTISTIC WAS LED TO THE WATER. HE KAYAKED. UM THEY FINISHED AN HOUR LATER. MY SON WAS HIS PADDLE PARTNER BECAUSE HE WASN'T ABLE TO PADDLE BY HIMSELF. KAYAK WAS STRAPPED TO MY SON'S KAYAK, AND HE JUST GOT OUT ON THE WATER AND THEY CAME BACK AND THE MOM HELPED HER SON OUT OF THE BOAT, AND THEY WALKED BACK UP THE PATH AND HER MOM WAS LEADING HIM BY THE HAND AND SHE TURNED AROUND AND CAME BACK AND SAID. I JUST WANT TO TELL YOU THAT UM, MOST OF THE TIME THAT I'M WITH MY SON. HE DOESN'T KNOW I EXIST. BUT SOMETHING HAPPENS WHEN HE PADDLES AND IT'S THE ONLY TIME WE CONNECT ALL WEEK. SO THE BRAIN BODY CONNECTION IS A MAGICAL THING THAT WE DON'T UNDERSTAND. WE TAKE KIDS THAT CAN'T LOCK AND WE'VE STRAPPED OUR FEET INTO AN ADAPTED BIKE AND THEIR BRAIN REALIZES THERE'S A SEQUENTIAL PATTERN TO THIS THING THAT I DON'T KNOW HOW TO DO, AND YOU PUT A FIVE YEAR OLD THAT CAN'T WALK ON A BIKE, AND TWO YEARS LATER, THEY'RE ABLE TO WALK SOME. SO THERE'S JUST AMAZING BENEFITS FROM THE PROGRAMS THAT ARE OFFERED. IN THIS PARK WOULD BE A HUGE JUMP FORWARD FOR US BECAUSE WE'LL HAVE ADAPTED BIKING PATH THERE WILL HAVE INDOOR COURT SPACE FOR YEAR ROUND PROGRAMMING, SO WE EXPECT AN EXPLOSION OF ATHLETES THAT WILL COME FROM ALL OVER THE STATE TO PLAY, WHICH IS WHAT WE FOUND WITH SOCCER. WE OPENED UP OUR FIRST STOP HERE CLINIC. WE HAD SIX PEOPLE COME THE SECOND WE HAD 46 IN THE THIRD. WE HAD 60 PEOPLE ON THE WAIT LIST. SO IT'S THAT KIND OF NEED. THAT'S OUT THERE IF WE CAN PRESENT AN OPPORTUNITY FOR THEM TO COME FEEL LIKE THEY CAN DO MORE THAN THEY THOUGHT THEY COULD DO. AND THAT'S THE OPPORTUNITY WE BRING TONIGHT FOR YOU GUYS TO JUMP ON BOARD WITH US AND SEE HOW EXCITING THIS CAN BE. SO THANK YOU FOR YOUR TIME. THANK YOU, PETE. LIKE HE SAID. I MEAN, AND YOU KNOW THIS DISABILITY POPULATION ANY OTHER. IT COULD HAPPEN TO ANY OF US AT ANY MOMENT. YOU KNOW, WE'VE GOT A LOT OF SPINAL CORD INJURY PATIENTS THAT WE WORK WITH. WE LIKE TO SAY THAT WE'RE PART OF THE ENTIRE CONTINUUM OF CARE TO GET PEOPLE OUT AND LIVING AGAIN. UM LIKE PIZZA, AND SO WE HAVE RAISED $6 MILLION TO DATE ON OUR QUESTION. 15 MILLION. UM THAT WILL BE INCLUSIVE. YOU KNOW IF THIS THIS PROJECT GOES THROUGH OF THAT THIS THIS PROJECT OUR PIECE OF THE FIELD HOUSE SO YOU KNOW WE ARE WELL ON OUR WAY AND LIKE, PETE SAID, WE HAVE NATIONWIDE AND AP AND GLOVES AND HUNTINGTON'S COLUMBUS FOUNDATION THE WALTER FAMILY FOUNDATION HAS HAS COME ON BOARD AS WELL AS NUMEROUS OTHER INDIVIDUALS AND FOUNDATIONS. SO WE FEEL VERY, VERY, VERY FORTUNATE. UM SO I THINK THIS IS BACK TO DO YOU TO YOUR PIECE, KEVIN. SURE. OKAY SO , OUR VISION FOR UM THE FIELDHOUSE IS TO BE ABLE. LIKE I SAID, WE WEREN'T ABLE TO DO. WE COULD ONLY DO 2500 SQUARE FEET IN SHAWNEE HILLS. SO WE THOUGHT , WHAT IF WE TAKE THE PROGRAM EXPANSION PART OF IT AND PUT IT IN NEW ALBANY, WHICH WILL WE COULD GET A BIGGER FOOT CURRENTLY GET ABOUT FULL CHORD AND WE WOULD BE ON BOTH SIDES OF THE YOU KNOW THE CITY AND TO BE ABLE TO SERVE MORE PEOPLE, THE IMPACT GROWTH AND WE'LL CONTINUE [00:35:01] TO RUN OUR WATER SPORTS AND BUILD OUR ADVENTURE AND WELLNESS CENTER AND THEN THE FIELD HOUSE WILL BE ABLE TO USE WILL MOVE OUR ENTIRE CYCLING PROGRAM. SO WE DO DISCOVER CYCLING, WHERE WORK WITH BOTH OHIO HEALTH AND OHIO STATE AND NATIONWIDE CHILDREN'S AND GET PEOPLE OUT. GET PEOPLE ON BIKES, AND WE ALSO DO A LOT WITH CHILDREN CALLED BIKES TO GO, SO WE'LL GET, UM, GET THEM THEIR VERY OWN ADAPTIVE BIKE. AND SO THESE BIKE TRAILS WE ENVISION THAT WILL BE ABLE TO COME IN AND GET THE PHYSICAL THERAPIST. OCCUPATIONAL THERAPY? YES. AND GET THEM FIT INTO THE RIGHT TYPE OF BIKE AND THEN THEY'LL BE ABLE TO PRACTICE AND COME OUT AND ENJOY BIKE RIDING WITH THEIR FAMILIES AND FRIENDS , AND THIS WILL BE JUST A GREAT LOOP FOR THEM TO START START LEARNING. WE'RE ALSO GOING TO PUT IN THERE AND ADAPTIVE CLIMBING WALL HAVE, UM ADAPTIVE PICKLEBALL AS WELL. AND YOUTH BASKETBALL WILL DO OUR AMPUTEE SOCCER AND, UM FITNESS AND MOVEMENT CLASSES. WE HEARD A LOT OF FROM OUR ADAPTIVE ATHLETES THAT THEY WOULD LIKE, YOU KNOW, JUST MORE GENERAL FITNESS AND MOVEMENT CLASSES. WE CAN BRING THE BIKES INSIDE IN THE WINTER TIME SO THEY'LL BE ABLE TO STILL USE THOSE PUT THEM ON ROLES, ROLLERS. SO THAT'S THAT'S REALLY OUR DREAM FOR THE FIELDHOUSE AND THEN PG. WANT TO TALK A LITTLE BIT ABOUT THE OUTDOOR SOCCER PITCH? SURE THAT THE. THE COLUMBUS CREW'S KIND OF BE A TITLE SPONSOR FOR THE SACRIFICE, WHICH AND UM, IT WON'T BE, UM, FOR PEOPLE OF LIMITED ABILITIES OF ANY KIND, SO IT WILL BE AMPUTEE SOCCER. IT CAN BE OTHER FIELD SPORTS IN A SMALL SPACE LIKE KICKBALL. UM THERE'S BLIND SPORTS WHERE YOU CAN PLAY WITH THE BALL THAT HAS A SOUND IN IT. SO THERE'S BLIND AMPUTEE SPORTS. WHERE, WHERE PEOPLE THAT AH, REALLY? CAN'T MOVE AT ALL ARE ABLE TO KIND OF ROLL AND PLAY SPORTS, THOUGH IT'S A FIELD THAT WILL BE UDSEXTENSI ELY. SEN IWH SAY YOU'RE NOT BRINGING IN MORE PEOPLE THAN WE NORMALLY DO IN THE MIRACLE E AND THEN THE SQUARE FOOTAGE OR DIMENSIONS FOR THE FIELD HOUSE. I MEAN, WE WERE AT 10,000 SQUARE FEET, OKAY? THE STORY, RIGHT AND THEN THE REST. SURE IF YOU WOULD COME UP TO THE MICROPHONE THAT WAY THEY CAN HEAR YOU IN THE RECORDING AND REMOTELY. OKAY, GREAT. UM YEAH, SO THEY'LL BE. IT'S 10,000 SQUARE FEET, THE FULL COURT AND STORAGE AREA FOR ALL ARE ADAPTED BY AND, UM SOME RESTROOM FACILITIES AS WELL. BUT I WANT TO PIGGYBACK ON WHAT DR KEVIN SAID IN THE HALL ISN'T FOR THE COMMUNITY. I MEAN, IT REALLY IS TO BE INCLUSIVE. AND I THINK, YOU KNOW, WE JUST HAD A WONDERFUL UM EVENT WITH THE CREW AT THE 614 DAY WHERE THEY HAD THIS MINI PITCH, AND THEY ACTIVATED IT, AND WE HAD THE AMPUTEE SOCCER'S PEOPLE COME OUT AND PLAY. OUR TEAM CAME AND THEY PLAYED AGAINST SOME OF THE CREW . TWO PLAYERS. BUT WHAT WAS REALLY INTERESTING IS THAT WE HAD A LITTLE NET AND SOME SOCCER BALLS AND THE KIDS WERE COMING UP AND THEY WERE LEARNING WHAT IT WAS LIKE TO ONLY HAVE 11 LEG THEY HAD. THEY HAD THE CRUTCHES. THEY HAD THEIR LEG UP. AND SO THE INTERACTION BETWEEN ALL OF THAT WAS REALLY IT WAS REALLY ENDEARING AND FUN TO WATCH. SO I THINK I SEE THAT ENVISION FOR THE PROGRAMMING IN THE FIELD HOUSE TO BE VERY, VERY INCLUSIVE AND VERY EDUCATIONAL. AND UM, YOU KNOW THE VOLUNTEERS AND THE ATHLETES KIND OF WORKING AND LEARNING. LIFE FROM EACH OTHER SELF. IS THAT THE CONCEPT FOR THE FIELDHOUSE? THAT'S WHAT YOU WANTED TO LOOK LIKE A BARN. THAT WAS JUST ARE INITIAL. THAT LOOKS GOOD. YEAH WHAT'S THE RIGHT IN TOTAL BUDGET. YOU SAID 15 MILLION. IS THAT THE TOTAL BUDGET FOR THE WHOLE PARK? OR IS THAT OR JUST SO THAT'S THAT $15 MILLION BUDGET IS FOR OUR ADAPTIVE SPORTS CONNECTIONS. COMPREHENSIVE CAMPAIGN, WHICH WOULD BE THE FIELDHOUSE AND THEN WHAT WE'RE BUILDING OUT IN SHAWNEE HILLS ALONG THE WATER FOR ALL THE WATER SPORTS. UM THAT'S NOT INCLUSIVE OF THE REST OF THE PARK HERE. NO SO THAT KEVIN AND I ARE TALKING ABOUT HOW WE WOULD PROBABLY, YOU KNOW , NEED TO DO MORE FUNDRAISING EXPAND THAT 15 MILLION, BUT YOU KNOW, IT'S FUNNY BECAUSE I WAS EVEN WHEN WE STARTED THIS WE HAD. YOU KNOW, THE CEO OF NATIONWIDE FOR WALKER CAME UP AND HE'S LIKE, OH, MY GOSH, YOU GUYS GOTTA THINK BIGGER. THERE IS SO MUCH OPPORTUNITIES, SO WE REALLY HAVE BEEN CASTING A BIG VISION OF WHAT WE CAN DO, BECAUSE WE HELP, YOU KNOW NOT ONLY FAMILIES AND KIDS, BUT VETERANS. I MEAN THE IMPACT ON VETERANS, ESPECIALLY MENTAL HEALTH HAS BEEN PROVEN TO GET THEM OUT DOING AGAIN. SO WE'RE SUPER EXCITED. IT'S IMPORTANT FOR THE DISCUSSION. I CHANGED THIS AHEAD. THIS COLOR CODED A LITTLE BIT, BUT I CHANGED IT. UM IF WE LOOK AT JUST THE OVERALL BASIC COST ANALYSIS ESSENTIALLY THE FIELDHOUSE HAS BEEN FUNDED. CONCESSION AND BUILDING PLAZA THROUGH MIRACLE LEAGUE MONEY. WE'RE CLOSE AND IF NOT FULLY FUNDED FOR THAT, WITH THE INCLUSION OF THE STATE FUNDS THAT WE NEED TO GET THROUGH IN THE VERY NEAR FUTURE. WE'RE GOING TO FROM THE PREVIOUS BUILD THAT WE DIDN'T USE. UM THE SOCCER PITCHES DR EDWARDS MENTIONED WOULD BE FUNDED. BASICALLY WHAT'S NOT, THERE WOULD BE THE ENVY OF THE PLAYGROUND. I'D LOVE AND IN THE OUTDOOR PAVILION, WHICH COULD BE PHASED IN IF NEEDED. I'D LOVED BY COURSE, NEEDS TO BE PART OF PHASE ONE IN MY OPINION. AND WE DO HAVE SOME CURRENT, UM CURRENTLY IN SOME MEMBERS THAT WERE NOT HERE TONIGHT, BUT SOME POTENTIAL VERY LARGE NAMING RIGHT LEVEL DONORS THAT ARE JUST KIND OF WAITING TO SEE IF THIS [00:50:05] IS A GO BEFORE THEY CONSIDER WHAT WHAT DO YOU NEED FROM THE CITY BECAUSE YOU HAVE FUNDING FOR THE TO MAKE THIS AGO WHAT THE INITIAL ASKED FOR THE CITY WILL MOST LIKELY COME IN SOME RANGE WHERE WE LOOK AT THE GENERAL STATE DEVELOPMENT BECAUSE THE CITY CAN DO IT FOR A LOT CHEAPER THAN WE CAN PUT CONNECTING MODERN ELECTRIC. PARKING CHANGES IN THE AND THE ROAD IMPROVEMENTS, LANDSCAPE IMPROVEMENTS ALL THAT GO ALONG WITH IT. THERE'S A SOFT COST CONTINGENCY HERE THAT OBVIOUSLY DIDN'T GENERAL LARGE NUMBER I FOUND THAT DEPENDING ON HOW THIS HAS BUILT, WHETHER IT'S PREVAILING WAGE OR NOT, THAT CAN MARKEDLY FLUCTUATE AND WHAT WE CAN GET IN KIND FOR SOME OF THIS. IF WE DON'T HAVE TO DO PREVAILING WAGE FOR ALL OF IT OR WHAT? HOW IT'S HOW IT'S GETTING IT OUT. SO THIS WAS THE GENERAL . IT CAME OUT ABOUT $10 MILLION OVERALL PROJECT 55 TO 6 MILLION OF WHICH IS PROBABLY FUNDED ALREADY. UM SO THERE WILL BE AN ASK OF THE CITY AT SOME POINT. YEAH HELP BUT AGAIN, WE'RE OVER HALFWAY THROUGH AND. WOULD YOU LIKE TO GET THE PROJECT STARTED TO MAKE THAT A NOMINAL ASK THAT YOU WOULD LOOK AT AND SAY FOR A $10 MILLION COMPLEX THAT'S REALLY NATIONALLY UNIQUE. THAT YOUR TRUE EXPENSES AS A COMMUNITY WOULD BE MINIMAL. UM I WOULDN'T DISAGREE. WHAT WHEN WOULD YOU LIKE THE PROJECT TO BE STARTED IDEAL. I'D LIKE TO ANNOUNCE THIS FAMILY FUN DAY. WAS GOING TO SAY YESTERDAY. YEAH THAT'S JULY 1ST TRIP COMMUNITY WEIRDNESS. YEAH SO JUST TO STEP BACK FOR A SECOND. SO THE FUNDRAISING WE'VE REALLY ONLY BEEN AT THIS FOR 11 MONTHS. UM AND WE HAVE A COUPLE OF LARGE DONORS THAT ARE KIND OF IN THE WINDS. THAT SHOULD GET US TO AROUND $8 MILLION IN THE CITY STATE COUNTY, OTHER, UM GOVERNMENTAL PUBLIC SOURCES HAVE SAID IF WE GET TO 10, THEY'D LIKE TO MAKE UP THE DIFFERENCE. SO WE'RE REALLY NOT VERY WHAT'S THE GREEN LIGHT? BUT THAT NEEDS TO BE PUSHED FOR THAT EXTRA MONEY TO COME IN THAT YOU'RE JUST THE EXTRA MONEY. WE'RE TALKING TO TWO LARGE DONORS THAT HAVE BOTH SAID WE'RE GOING TO GIVE BETWEEN THIS AND THIS, BUT WE HAVEN'T HEARD WHAT THE NUMBER IS, IN BOTH OUR VERY LARGE DONATIONS. SO UM WILL BE WORST CASE. SEVEN BEST CASE EIGHT. UM AND WHEN WE HIT THAT BUTTON AT 10 THAT I THINK THE STATE BUDGETS AND APPROPRIATION BUDGETS AND SOME OF THE THINGS THAT I DON'T BEGIN TO UNDERSTAND ABOUT HOW PUBLIC MONEY IS APPROPRIATED, ARE GONNA START. IN THE NEAR FUTURE, SO I THINK WE'RE AT THE START BUTTON REALLY? WITH WHAT WE ALREADY HAVE. YOU NEED TO CITY TO CITY NEED TO BE HAVE MAKE A DECISION BEFORE THAT START BUCKING IT. I MEAN, WHAT'S THE IS THAT NEED TO HAPPEN? I GUESS IT'S A PART OF THE PROJECT CAN BE EXCITED ABOUT IT. SO WHATEVER PROCESS THAT FOR US TO FEEL LIKE WE'RE DOING WHAT YOU WANT US TO DO AND WHAT WE WANT TO DO TOGETHER. BECAUSE I THINK HOW WE'D LIKE TO APPROACH IT. UM AND WE'RE READY TO GO AS QUICKLY AS YOU ALL ARE READY TO GO. SO WE'RE EXCITED TO HAVE YOUR INPUT. UM BECAUSE THIS IS IN PROCESS, RIGHT? IF YOU HAVE IDEAS IF YOU HAVE THOUGHTS ABOUT WHAT MAKES THIS BETTER, WE'D LOVE TO HEAR HIM AND WE'RE FLUID ENOUGH AT THIS STAGE THAT THEY WERE READY TO START AND BE. WE CAN'T WAIT TO HEAR WHAT YOU GUYS HAVE TO OFFER. YEAH I GUESS I'D LIKE TONIGHT'S CONVERSATION TO BE ABOUT SORT OF DESIGN AND CONCEPT. UM AND WE'RE GOING TO HAVE TO SORT OF TABLE. THE IDEA OF FUNDING JUST WE DON'T THE CITY IS DOING VERY WELL. DON'T GET ME WRONG. WE DON'T HAVE A MILLION DOLLARS JUST LAYING AROUND. SO UM, YOU KNOW, WE'RE GOING TO HAVE TO HAVE THAT CONVERSATION WITH THE CITY MANAGER OF THE FINANCE DIRECTOR TO FIGURE OUT YOU KNOW, IF WE'RE GONNA MAKE THIS COMMITMENT, YOU KNOW, HOW DO WE PAY FOR IT? AND OUR BUDGETING PROCESS IS SORT OF ON A YEARLY BASIS, AND WE'RE ABOUT HALFWAY THROUGH. I THINK WE HAVE OUR CAPITAL BUDGET RETREAT COMING UP HERE IN A MONTH OR SO. UM SO THAT'S A USUALLY THE POINT IN THE YEAR WHERE WE HAVE THESE CONVERSATIONS ABOUT OKAY? WHAT WHAT'S GONNA BE OUR PRIORITIES MOVING FORWARD IS RELEASED THE CAPITAL EXPENDITURES AND YOU KNOW, TO BE FAIR. A MILLION DOLLARS. A PRETTY BIG CHUNK OF WHAT WOULD BE ARE GENERALLY ARE CAPITAL BUDGET. UM AND THEN THE LEAST OF THE LAND LIKE WE HAVE TO HAVE THAT CONVERSATION HOW THAT WOULD WORK OUT. SO AGAIN. I JUST TONIGHT. I MEAN, FIRST OF ALL, THANK YOU, DOCTOR. KLINGLE DR. EDWARDS SHARON. I APPRECIATE Y'ALL COMING DOWN AND SHARING THIS VISION. THIS IS EXCITING. UM YOU KNOW THE RENDERINGS LOOK BEAUTIFUL. IT'S VERY ENCOURAGING TO HEAR ABOUT THE FUNDRAISING COMMITMENTS THAT YOU'VE ALREADY OBTAINED THAT THAT SHOWS THAT THERE'S A LOT OF ENERGY AROUND THE PROJECT. UM AND YOU KNOW WE'RE WE'RE HONORED THAT YOU KNOW, PROBABLY MIGHT BE HOME TO THIS MOVING FORWARD. IT'S A GOOD FIT FOR WHO WE ARE. AND THE THINGS WE'RE TRYING TO ACCOMPLISH. UM AGAIN. ANY TIME WE SPEND MONEY, I THINK WE ARE UP HERE, PUMP THE BRAKES A LITTLE BIT JUST TO MAKE SURE THAT WE CAN MAKE IT HAPPEN TO BE [00:55:04] 100% CLEAR. IF YOU ALL SAID WE DON'T HAVE ANY MONEY FOR THIS PROJECT, AND ALL YOU DID WAS EXPAND THE TEENY FOOTPRINT EXPANSION WE NEED, WE WOULD STILL GO AHEAD. OKAY, SO UM NOT THAT WE. LIKE YOUR HEALTH WORKING. YOU'RE A TERRIBLE NEGOTIATOR, NOT ABOUT NEGOTIATIONS ABOUT NEGOTIATE YET BECAUSE THAT IS HELPING MORE PEOPLE. AND WE THINK THIS IS A SITE THAT WILL LET US DO IT GEOGRAPHICALLY. YEAH PROGRAMMING WISE, AND WHEN YOU DO GOOD THINGS, IT'S FUNNY HOW THINGS KIND OF WORK OUT. SO I'M EASTERN . HAVE A TRACK RECORD OF SUCCESS WITH THAT, DR EDWARDS. SO IF YOU GET YOUR YOU GET PASSIONATE PEOPLE BEHIND THE PROJECT THAT SOMEHOW THE REST OF THE TAKES CARE OF ITSELF. SO THANK YOU FOR YOUR PASSION. I DO HAVE A QUESTION, THOUGH, AS YOU'RE TALKING ABOUT THE PRACTICAL PURCHASE PARTS OF THIS PROJECT, HOW DO YOU HAVE A SENSE OR A PICTURE OF HOW MUCH, UM HOW BIG HOW CANNOT TALK RIGHT NOW HOW MUCH YOU NEED TO EXPAND THE CURRENT FOOTPRINT OF THE LEAST FOR THIS PROJECT. IT'S INCORPORATED. THE ORIGINAL INCORPORATES THE ORIGINAL SITE, SO UM. THE TOP PARTS FIVE ACRES PARKING. IT'S JUST AND I KNOW THAT, OKAY, SO IT'S. FROM THIS BLUE MARK TO THIS AREA IS THE MIRACLE LEAGUE. OKAY IT'S JUST SERIOUS. I GOT YOU. I GOT YOU OPERATES THAT TREELINE RIGHT NOW. OKAY? BUT THIS IS NOT GONNA BE DISRUPTED PLAN THAT IS NOT JUST DISTURBING RIGHT? AND SO THAT'S THAT'S MY THAT'S NOT FIVE ACRES, THOUGH, THAT THERE'S GOING TO BE A FIGURES, INCLUDING THE TREELINE, INCLUDING THIS, YOU CAN SEE THAT. OKAY SO THAT'S LIKE NO. SO WE HAVE THAT 1 61 EXPANSION COMING, TOO, SO THEY DON'T THINK THEY HAVE TO ENCROACH INTO THE EASEMENT VERY FAR. THEY BUILT THE EXPRESSWAY WITH THE CONCEPT OF EXPANDING AT SOME POINT, AND THEY'RE GONNA ACTUALLY USED THE MIDDLE LANE TO DO THE CURRENT EXPANSION. PREDOMINANTLY I THINK WE'VE HAD CONVERSATIONS THAT ALL DOT AND IF I HEARD THEM HERE AS WELL, UM , I DON'T BELIEVE THERE'S A SOUND WALL THAT'S GOING UP ALONG THE SCHOOL CAMPUS. IT'S ONLY REQUIRED FOR RESIDENTIAL DURING THE FREEWAY EXPANSION, AND THEY'RE STILL FIGURING OUT EXACTLY WHERE THAT HAS TO GO. AND THEN WE GET A LITTLE BIT OF THE SAME. WHAT IT MIGHT LOOK LIKE UM BUT I DO. I DO NOT BELIEVE THAT THAT AREA WOULD HAVE A SOUND LAW, RIGHT? CORRECT. SO THAT'S ANOTHER REASON WHY I WANT TO KEEP THE TREE STAND. YEAH. RIGHT AND THEN, AS YOU KNOW, WE'VE HAD CONVERSATIONS ABOUT TRYING TO CREATE SOME SORT OF BETTER TRAFFIC FLOW AMONG AROUND THE SCHOOL CAMPUS. UM AND THAT'S AN ONGOING CONVERSATION. AND SO YOU KNOW THIS. THIS MAY FEED INTO THAT OTHER PROJECT AS WELL. YEAH I THINK YOU COULD POTENTIALLY BE IF THAT EVER DID GO FORWARD THAT LANE THERE COULD BE TIED IN. EXACTLY YEAH, POTENTIALLY. YOU KNOW, I JUST I LOVE EVERYTHING ABOUT THIS. THERE IS NOTHING NOT TO LOVE ABOUT THIS, AND I WOULD BE THRILLED TO HAVE THIS IN NEW ALBANY AND YOU KNOW WE DO WE ARE. WE'RE TALKING A LOT ABOUT BEING INCLUSIVE, AND THAT'S WHAT WE'RE GOING TO HAVE THIS DAY AT THE MIRACLE FIELD AND IT AND IT TRULY IS THAT AND I FULLY BELIEVE THAT PEOPLE LEARN. TO YOU KNOW, THINK AND FEEL DIFFERENTLY IF THEY GET TO EXPERIENCE IT, AND IT WOULD BE SOMETHING WE COULD BE REALLY PROUD OF. I GOING TO SAY, THOUGH, THAT IS STILL IN YOU. AND I HAD THIS ONE ON ONE. I STILL GET NERVOUS ABOUT THAT LOCATION. UM AND WHAT ARE WE GOING TO DO IN TERMS OF TRAFFIC GRIDLOCK POTENTIAL THERE, SO I GUESS WHEN, WHEN I HEAR YOU SAYING WE WANTED TO BE REALLY LARGE AND LARGER AND MORE. IS THERE A POINT? WHERE ARE WE GOING TO REACH CAPACITY AT SOME POINT IN THE YOU KNOW TOO SOON? IF WE PUT IT IN THIS LOCATION, OR IS THERE A POINT WHERE, YOU KNOW THIS IS JUST ALL WE CAN DO. SO PART OF ACCESSIBILITY IS GEOGRAPHY, AND THAT'S WHY WE'RE SO EXCITED TO BE ABLE TO COME FROM BASICALLY THE BACKYARD OF THE ZOO TO THE OTHER SIDE OF TOWN BECAUSE SOME OF THESE PEOPLE WITH LIMITED ABILITIES WOULD LOVE TO COME TO PROGRAMMING ON A REGULAR BASIS AND CAMP BECAUSE THEY CAN'T GET THERE. SO I THINK IF WE SUCCEED WITH THIS MODEL, THE NEXT ONE IS IN THE SOUTH. UP NORTH OF DELAWARE, SO EXPANDING THIS PROBABLY DOESN'T MAKE AS MUCH SENSE AS IF WE LOOK 20 YEARS DOWN THE ROAD AND WERE MAGNIFICENTLY SUCCESSFUL. PEOPLE ARE GOING TO SAY, HOW DO WE GET ONE OF THESE IN OUR COMMUNITY? WE WANT WHAT NEW WHEN HE ALREADY HAS. HOW DO WE DO THAT? AND WITH THE GROWTH TO THE NORTH AND TO THIS HOUSE. UM AND MAYBE EVEN WELL FARTHER THAN THAT. I THINK THAT WOULD BE THE MODEL IS CANADA'S SPOKEN HUB WHERE THE HUB WILL BE STILL IN COLUMBUS, BUT WE MIGHT SPREAD OUT GEOGRAPHICALLY, SO PEOPLE HAVE EASIER ACCESS. AND THE FIELD HOUSE ITSELF, I THINK LIMITS THE AMOUNT PROGRAMMING EXPENSIVE, [01:00:05] BUT THE AMOUNT OF PROGRAMMING THAT TAKES PLACE AT THE SAME TIME IS LIMITED. AND THEN YOU GET THE PEOPLE I THINK THAT WHEN YOU'RE LOOKING AT IT, HOLISTIC WITH THE ENTIRE SITE. YOU GOT THE FULL. YOU GOT THE PRIMARY SCHOOL. THERE'S THREE TOWN THERE'S 300 KIDS A DAY, FIVE DAYS A WEEK THAT COME INTO THAT SITE. BUSSES PARENTS DROP OFF PICK UP THE WORST, ANY PROGRAM THAT WILL EVER OCCUR. WITH THE ADDITION OF THIS BECAUSE IT'S AFTER HOURS. IT'S NOT GONNA BE DURING SCHOOL DAYS. IT'S ON THE WEEKENDS SO THIS SITE CAN ACCOMMODATE THAT TRAFFIC. UM SO THAT'S WHY I'M NOT AS CONCERNED WITH THE LOCATION NOW. UM AND OBVIOUSLY MK SK IS FAR MORE VERSED IN IN THAT THAT I AM, BUT YOU MAY ACTUALLY BE ABLE TO OFFLOAD SOME OF YOUR ADAPTIVE PROGRAMS. THE SPECIAL OLYMPICS PROGRAMS FROM YOUR HIGH SCHOOL GYM BECAUSE HIGH SCHOOL GYM TIME IS ALWAYS AT A PREMIUM. YOU MAY BE ABLE TO OFFLOAD IT TO THIS IF THERE'S OTHER ADAPTIVE SPORTS THAT YOU DON'T OFFER AT THE HIGH SCHOOL, BUT YOU HAVE ENOUGH HIGH SCHOOL KIDS THAT WANT TO PARTICIPATE. YOU CAN ACTUALLY FREE AT YOUR SPACE BY MOVING TO HERE TOO, BECAUSE OF PROXIMITY. THAT'S YEAH, THAT SONG. THAT'S REALLY A BIG PART OF WHO WE ARE THAT I DIDN'T MENTION THAT, UM, THAT WE ARE HUGE COLLABORATORS. SO WE WORK WITH, YOU KNOW ALL THE V A CLINICS. WE WORK WITH HOSPITALS. WE WORK WITH SCHOOL SYSTEMS WE WORK WITH, LIKE 37 OTHER NONPROFITS, SO UM. THAT WHOLE COLLABORATION THAT'S RIGHT , EXCITED TO, YOU KNOW, TAP AND GET INVOLVED WITH SPECIAL OLYMPICS AND BUDDY UP. AND YOU KNOW, HOWEVER, EXCUSE ME. UM YOU KNOW, JUST PEOPLE IN THE COMMUNITY THAT HAVE, UM NEED TO ADAPT. SO. WE DIDN'T EVEN GO TO THE ART IS, UM, SPEAK SIDE OF IT. UM THE AUTISM SPEAKS GROUP IS SUPER EXCITED TO PARTNER WITH US, AND WE MET WITH THE REGIONAL, LOCAL AND REGIONAL DIRECTORS AND WHICH HAS BEEN SUPER TOUCHED BY THEIR DESIRE TO GET KIDS INVOLVED. UM AND I THINK THE GROWTH THERE IS ENORMOUS. I THINK FROM A DESIGN AND CONCEPT, JUST BRING IT BACK TO THAT CONVERSATION. UM I LOVE WHEN I'M LOOKING AT. I JUST THINK IT'S AN AMAZING OPPORTUNITY TO DO IT. UM I DO AGREE WITH MARLENE IN THAT I'M NOT SURE YET THAT THIS MIGHT BE THE RIGHT SITE FOR IT. THAT'S SOMETHING I'D HAVE TO THINK ABOUT A LITTLE BIT MORE. UM I DO WANT TO HAVE SOMETHING LIKE THIS IN NEW ALBANY. UM I KNOW WE HAVE SOME OTHER AREAS IN THE CITY THAT ACTUALLY HAVE MORE ACREAGE THAT WE THAT WE HAVE. THAT MIGHT BE ABLE TO EXPAND IT EVEN LARGER. I THINK I'D HAVE TO CHECK WITH OUR AGREEMENTS. I'M THINKING ABOUT THE 78 ACRES THAT WE HAVE OUT OF DEVIL HEIMER AND WHAT WE HAVE WITH METRO PARKS AND ALREADY KNOW WE HAVE THE 30 SOMETHING WITH THE J P D. BUT, UM, I THINK MORE THAN IF WE HAD MORE ACREAGE THAN I DON'T KNOW. WE GOT ABOUT THE FIVE PLUS, YOU KNOW, MAYBE EIGHT OR SOMETHING LIKE THAT MIGHT BE ABLE TO DO EVEN MORE WITH IT. UM I'M STILL A LITTLE BIT CONCERNED WITH THAT . I KNOW YOU WERE TALKED ABOUT FLOW AND TRAFFIC. I'LL JUST SHARE MY CONVERSATIONS WITH PLAIN TOWNSHIP. UM IF YOU INCLUDE THAT 137 PARKING SPOTS RIGHT THERE. THAT'S THE PARKING FOR THE POOL, AND YOU'RE GOING TO DO WEEKEND PROGRAMMING. YOU'RE PROBABLY GONNA GET QUITE A BIT OF PUSHBACK FROM THE JOINT PARKS BECAUSE I KNOW WE HAD SOME OF THAT DISCUSSION WHEN WE ORIGINALLY TALKING ABOUT PICKLEBALL, WHICH WAS JUST MORNING AND LATE AT NIGHT ACTIVITIES, SO I THINK THAT MIGHT HAVE TO BE KIND OF TALK THROUGH IF THIS SITE IS ACTUALLY I DON'T KNOW. UM I DON'T KNOW 10. IF THAT ISN'T SUPPOSED TO BE INCLUSIVE OF THE PROJECT, AND THEY DON'T REALLY NEED IT. BUT YOU JUST PUT IT UP THERE BECAUSE IT'S THERE OR YEAH. WHAT WHAT? WHAT'S UNIQUE ABOUT THIS SITE. IS THAT CLEARLY, ANYTHING THAT COMES IN HERE IS GOING TO BE A SYMBIOTIC RELATIONSHIP, ESPECIALLY WITH THE PARK, RIGHT? THE POOL IS OPEN THREE MONTHS A YEAR, RIGHT SO THROUGH PROGRAMMING IN THE SAR. AVOIDED WEEKENDS WITH ANY FACILITIES THAT. MAJOR EVENTS RIGHT THAT THE SCHOOL OBVIOUSLY IS OUT DURING THE SUMMER, RIGHT? SO THE PARKING DEMANDING HAD A FLIP AROUND ONCE YOU GET PAST THE POOL SEASON. IT'S WIDE OPEN. RIGHT AND YOU KNOW, THE GOAL WITH GREEN SPACE IS TO IS TO TRY NOT TO PAYMENT FOR PARKING RIGHT , UTILIZE THE SPACES THAT WE HAVE. AND IF WE CAN PROGRAM OUR WAY THROUGH IT YOU KNOW, IN A VERY SYMBIOTIC RELATIONSHIP, YOU'RE MAXIMIZING YOUR GREEN SPACE AND THAT GIVES YOU MORE CAPACITY ON THIS PARCEL. AND JUST AND IF YOU REMEMBER, YOU KNOW, THIS IS PRIVATE TO PLANS [01:05:03] AGO THE ORIGINAL FIELD HOUSE THAT WAS SHOWN TWICE THIS SIZE IN HERE, IN FACT, THAT THE DETENTION THAT'S ON THE SOUTH SIDE ATTENTION AND WATER QUALITY WAS SIZE FOR THAT. RIGHT SO WHETHER IT'S PAID ME LOTS OF BUILDING OR OTHER HARDSCAPE SERVICES LIKE A PLAYGROUND. RIGHT. THE INTERESTING PROGRAM STRUCTURES THERE. IN THERE. SO WHEN WE LOOK AT THIS, UM A LOT OF TIMES HE'S PART QUICKLY LAUNCHES SITTING EMPTY. RIGHT AND SO CAN WE, UH, OUR PROPOSAL WOULD BE TO REALLY WORK VERY SIMPLY ON, YOU KNOW, IN A SYMBIOTIC FASHION WITH OUR JASON NEIGHBORS, SCHOOLS, TOWNSHIP OR TO MAKE SURE THAT WORKS SO NOT HAVING TO PAY MORE GREEN SPACE PARKING LESSONS MAY OCCUR ON A FEW EVENTS A YEAR FROM THAT. IT'S A LOT LIKE DOWNTOWN ARENAS , RIGHT. EVERYBODY WAS FLIPPED OUT ABOUT BASEBALL STADIUM. THE ARENA AND THAT WAS SOCCER STATE . I'LL BE RIGHT THERE AND HAVING EVENTS HAVING ALL THREE EVENTS GOING ON ONCE THAT'S ALREADY HAPPENED ONCE, AND IT ACTUALLY WORKED WELL. THAT'S A ONE GRANDER SCALE. BUT THAT, BUT THAT RELATIONSHIP IS EXACTLY THE SAME. THIS HAS JUST BEEN A LOT SMALLER SCALE. UTILIZING WHAT WE HAVE. AND WHEN WE KNOW WE'RE GOING TO HAVE, UH, I HAVE A USE PROGRAMMING. YOU KNOW THAT WAY? SO YOU'RE AWARE, THOUGH, THAT THAT NEW DROP OFF AREA THAT YOU HAVE AND PINK? THEY'RE CURRENTLY PARKING THERE FOR THE POOL. OKAY YEAH, THERE'S A LOT OF YOU KNOW , SNEAKING ONTO THE SIDE PARKING THAT KIND OF STUFF, SO I THINK YOU KNOW IF THIS PROPOSAL GOES FORWARD, YOU KNOW, WE WANT TO REALLY LOOK AT IT VERY CLOSELY. RIGHT AND JUST MAKE SURE THAT ALL YOU KNOW THAT WHAT'S OUR WORST CASE CAN'T BE PLANNED FOR THAT. WHAT'S THE BACKUP? RIGHT? WHAT'S ARE MORE NORMAL CASE, RIGHT? I LOOK AT IT AND LIKE UH , LOOK AT THE MEYER MEYER MYER STORE PARKING LOTS. WHAT DO YOU SEE HAPPENING RIGHT NOW? THEY'RE BASICALLY CARVING OFF OUT PARCELS OUT OF THIS HUGE PARKING LOTS THAT WOULD BUILD THAT NOBODY EVER PARKED IT. TWICE A YEAR. THOSE PARKING LOTS YOU KNOW, WE GET USED. SO YOU'RE SEEING A WATER OF RECAPTURING OF PAVED AREAS. RIGHT SO YOU KNOW THAT THAT'S THE PLANNING THAT NEEDS TO GO IN. YOU KNOW, THEY WENT TO FACILITY LIKE THIS, WHERE IT'S THIS FACILITY OR ANOTHER. FROM THAT, SO I'M A LOT OF WORK AHEAD ANYWAY. I'M SORRY I MISSED YOUR INTRODUCTION EARLY . WOULD YOU SAY YOUR NAME AND YOUR AFFILIATION FOR THE MINUTES BURGER IN KSK, A SENIOR PRINCIPAL. THANK YOU. THANK YOU TO OUR TWO OTHER THINGS TO ADD TO THAT TIME, RUBY. NOBODY COMPANY, THE TOWNSHIP PARCEL WHERE THE POOL IS 15 ACRES. UH, PARKING WAS BUILT WHEN THAT POOL WAS ORIGINALLY ORIGINALLY BUILT AS YOU DRIVE THROUGH THERE AND LOOK AT THAT, IF THERE ARE CERTAINLY EFFICIENCIES THAT COULD BE ACCOMMODATED IF ADDITIONAL PARKING IS NEEDED FOR THE POOL. THERE IS CERTAINLY ROOM ON THAT SITE TO ACCOMMODATE ADDITIONAL PARKING THAT WOULD REQUIRE MOVING THINGS AROUND NEEDS TO BE COORDINATION WITH THEM. NO NO DOUBT ABOUT IT, BUT I'M CONFIDENT THAT THERE IS SUFFICIENT ROOM FOR ADDITIONAL PARKING IF IT IS NEEDED BY THE BY THE TOWNSHIP. ONE OTHER THING, I THINK WORTH, NOTING ITS . NOT A BIG SECRET. WE CONTINUE TO WORK WITH NATIONWIDE CHILDREN'S HOSPITAL FOR THEIR INVOLVEMENT HERE IN NEW ALBANY AND HAVE ACTUALLY BEEN DISCUSSING THIS TYPE OF FACILITY AND WHAT'S THE OPTION? LOCATION HOW COULD WE CAPITALIZE ON WHAT EXISTS TODAY? AND BASED ON AT LEAST THE FOLKS THAT I'M AWARE OF MEETING WITH? THERE SEEMS TO BE SOME GREAT EXCITEMENT ABOUT THE SYNERGIES THAT COULD OCCUR AT THE SITE. THANK THE SITE MAKES A GOOD LOCATION FOR ONE MIRACLE FIELDS ALREADY THERE. IN TWO. IT'S VERY CLOSE TO THE HIGH SCHOOL, SO STUDENTS WITH IT NEEDS WANTED TO USE THAT FACILITY THAT COULD GET TO THAT FACILITY QUITE EASILY. YEAH, THAT'S WHAT I LOVE ABOUT IT TOO. IS THAT, UM YOU KNOW, THE MORE EXPOSED LIKE THE KIDS PLAYING BASEBALL CAN SAY, OH, MY GOSH, I COULD GO DO THIS, OR I CAN GO DO THAT. AND UM THEY'RE EXPOSED TO DIFFERENT THINGS AND OPPORTUNITIES THAT THEY CAN DO ALL IN ONE PLACE. WE HAVE NOT STARTED ADAPTIVE SWIMMING, BUT WITH THE WHOLE, YOU KNOW, WE COULD EVEN COME DOWN AND PARTNER AND OFFER SOME OF SOME PROGRAMMING AROUND ADAPTIVE SWIMMING AS WELL. SO I DON'T AGREE WITH THE PROXIMITY OF THE TRACK. FOOTBALL FIELD IN THE HIGH SCHOOL FACILITIES. UM. COULD BRING A LOT OF THAT ORIGINAL SLIDE THAT I SHOWED YOU. 2017 TO FRUITION. BECAUSE IT'S ALL RIGHT THERE. AND MICHAEL ULTIMATELY WOULD BE THAT YOU HAVE KIDS THAT ARE IN ALBANY SCHOOL DISTRICT. SPECIAL EDUCATION CLASSES ARE COMING OVER THEIR DAILY TO DO THERE THAT THIS CLASSROOM OF IT. IT'S RIGHT THERE, AND THEY CAN GET A MOVER EASY. YEAH JUST A PIGGYBACK OFF THAT THERE'S ACTUALLY PATH BETWEEN THE BASEBALL FIELDS UP A PATHETIC [01:10:05] CUTS DOWN AND GOES RIGHT INTO FOOTBALL STADIUM, SO THEIR CONNECTIVITY IS REALLY GOOD. LET'S ARRANGE. REALLY DO WE KNOW IF WE ENDED UP WANTING TO DO THAT ROAD? WE'VE TALKED ABOUT THE PERSONS THAT JUST DOES NOT CAUSE IS TO NOT BE ABLE TO DO THAT, DOES IT? I THINK THIS ACTUALLY COMPLETES PIECE OF THE OTHER PIECE OF THE ROAD UP THERE WOULD BE TITLED IT WOULD GO ACROSS THE BACK OF SWICORD WOODS AND THEN DOWN INTO THE CAMPUS, OKAY? PRETTY NICE. THAT'S GOOD, ABSOLUTELY. JUST MAY NOT BE THE PLACE. BUT WHEN YOU'RE IN RESPONSE TO YOUR QUESTION QUESTION BACK WOULD BE DOES THE FUNDING PIECE HAS TO BE SOLVED PRIOR TO THE COMMITMENT TO USE THIS SPACE? I THINK WE'D LIKE TO HAVE A MORE UM, EXTENSIVE CONVERSATION ABOUT THAT, BECAUSE WHAT I HATE TO HAVE HAPPEN IS YOU START TALKING TO YOUR DONORS ABOUT THE CITY'S COMMITMENT, AND WE'RE NOT QUITE READY TO MAKE THAT COMMIT. SO I WANT TO MAKE SURE THAT YOU KNOW, WE TALKED TO THE MANAGER WHO'S UNFORTUNATELY HERE TONIGHT, OUR FINANCE DIRECTOR HAVE THE CONVERSATION WITH COUNCIL ABOUT THE PRIORITIES. BUT I ALSO APPRECIATE THAT. YOU KNOW YOU'RE UNDER THIS. IT'S ALWAYS TIME CRUNCH RIGHT TIME IS UNFAIR OLIVES. UM SOMEWHAT THAN OTHERS. BUT YOU KNOW, I APPRECIATE THAT THIS THIS IS URGENT, AND YOU HAVE DONORS THAT ARE WAITING FOR A COMMITMENT FROM US SO THEY CAN PUT THEIR CONTENTMENT FORWARD. SO JUST KEEP THE PRESSURE ON US TO GET THE ANSWER THAT YOU NEED. THANK YOU LONG. ALL RIGHT. THANK YOU. THANK YOU VERY MUCH, VERY MUCH VERY EXCITING PROJECTS. VERY COOL. DID YOU SAY WILMA KLEIMAN DID SOME OF THE RENDERINGS ZONE? YEAH. DO YOU PAY HIS WAGES BECAUSE IT'S YEAH , YEAH, HE'S REALLY EXPENSIVE. ALRIGHT AH, ANYONE NEED A BREAK? WE'RE GOOD. FROM THE SOMETHING ASKING THE NEW KID. GOOD GOOD. LET'S DO IT RIGHT. THAT TAKES US TO THE SECOND READING OF ORGANS IN THE PUBLIC HEARING OUR FIRST [9. SECOND READING OF ORDINANCES AND PUBLIC HEARING:] ORDINANCES ORDINANCE 76 2023. NORTON'S TO ACCEPT WATERLINE SENTENCE TERRY STEWART STREET AND STORMWATER IMPROVEMENTS AND PRINCES HERE TOO, FOR WHITEHAVEN, AS REQUESTED BY BOB WOODEN HOMES. I'M SORRY, STEPH. I'M SORRY. STILL MEMORIZED, MESMERIZED BY THE PRESENTATION WAS SO STEP IS RESPECTFULLY REQUESTING THAT THIS ORDINANCE BE TABLED UNTIL THE JULY 5TH 2023 COUNCIL MEETING. ALRIGHT I WOULD MR. BEST RECOMMENDATION THAT ORDINANCE 76 22 23 BE TABLED INTO OUR UNTIL OUR MEETING ON JULY 5TH SECOND LIVE EXCITED ABOUT THAT SECOND ON MOVE ON. THINK I HEARD REST, BUT AT THE SAME TIME MAYOR SPAULDING BREAST. YES, MEMBER DEREK? YES FELLAS? YES KISSED MEMBERSHIP? YES THROUGHOUT. YES SEVEN. YES. VOTES TO TABLE ORDINANCE. OH, 76 [10. INTRODUCTION AND FIRST READING OF ORDINANCES:] 2023. INTRODUCTION AND FIRST READING HORSES OR SO 77 2023. NORTON'S DO ADOPTED TAX BUDGET FOR THE CITY OF NEW ALBANY, OHIO FOR FISCAL YEAR ENDING DECEMBER 31 2024 IT STARTS. THANK YOU, MAYOR. NOT SURE HOW IT'S POSSIBLE THAT WE'RE TALKING ABOUT 2024 BUDGET ALREADY, BUT, UM, MOVING ON. WE HAVE, UH, THE TAX BUDGETS ARE REQUIREMENT OF THE FRANKLIN COUNTY BUDGET COMMISSION. AND UM, UM, LET ME BACK UP A LITTLE BIT. THE LEGISLATION HAS THE ATTACHMENT OF THE TAX BUDGET. SO I'M HOPING BUT YOU HAVE YOU'RE ABLE TO REFERENCE THAT AS I'M TALKING FRANKLIN COUNTY CHOOSES TO USE IT AS A TOOL TO ESTABLISH THE LOCAL NEED FOR THE PROPERTY TAX REVENUE, WHICH IS DERIVED FROM INSIDE MILLAGE. OTHER OHIO COUNTIES SUCH AS LICKING AND DELAWARE OF ELIMINATED THE REQUIREMENT AND USE OTHER TOOLS TO DETERMINE THOSE AMOUNTS. FROM OUR PERSPECTIVE. THE TAX BUDGET IS HOUSEKEEPING IN NATURE AND ENABLES THE CITY TO REMAIN COMPLIANT WITH RC. 5705 30 AS IT'S APPLIED IN FRANKLIN COUNTY. THE TAX BUDGET IS INCLUDED IN THE ORDINANCE. AS MENTIONED. THE DOCUMENT IS USED TO SHOW THE NEED FOR THE ADDITIONAL INSIDE MILLAGE THAT WE'VE REQUESTED AND HAVE BEEN GRANTED EACH YEAR THAT ADDITIONAL MILLAGE REPRESENTS APPROXIMATELY $580,000 IN THE GENERAL FUND AND THE RESOLUTION THAT RELATES TO THAT WILL ALSO BE CONSIDERED LATER THIS EVENING. AND THAT ACCESS MILLAGE IS, UH, SOMETHING THAT WE HAD TO REQUEST EVERY YEAR BECAUSE IT'S BEYOND WHAT OUR STATUTORY MILLAGE IS. HMM. WE'LL GET BACK [01:15:10] TO ROAD. IT'S GOING REVENUE AND EXPENSE ESTIMATES ARE HIGHLY CONSERVATIVE IN THIS TAX BUDGET AS YOU'RE LOOKING AT IT, UM THE INCOME TAX ESTIMATES TO FINISH 23 HAVE BEEN ADJUSTED. AH AND HAVE BEEN INCREASED FROM THE 2023 BUDGET BASED ON YEAR TO DATE RECEIPTS, WHICH IT INCLUDES A SIGNIFICANT INCREASE IN THAT PROFITS TODAY. I'LL LATER SHOW YOU MY MAY REPORT TO BETTER EXPLAIN THAT, HOWEVER, UM, THAT SAME REVENUE HAS BEEN CONSERVATIVELY REDUCED FOR 2024 , WHICH CORRELATES WITH ALL THE EFFORTS THAT WE MAKE TO ACCOUNT FOR ANY OF THE CONTINUED UNKNOWNS RELATED TO WITHHOLDING FOR REMOTE WORKERS AND THE POTENTIAL LIABILITY FOR RELATED TAX REFUNDS. AND FOR THE VOLATILITY OF INDIVIDUAL IN THAT PROFITS, TAXES. INDIVIDUAL IN THAT PROFITS. INCOME TAX REVENUE PROJECTIONS PROJECTED WITH CAUTION DUE TO THE NATURE OF HOW ESTIMATES ARE PAID PRIOR TO FILING FOR THE TAX YEAR, THE INCOME HAS THE POTENTIAL TO BE IMPACTED NEGATIVELY SHOULD REQUEST FOR A SIGNIFICANT REFUNDS OF OVERPAYMENT OF TAXES, THE CURSE, SO WE MAKE IT A BIG WHEN FALL THIS YEAR, BUT THEY MAY JUST TAKE IT RIGHT BACK NEXT YEAR. UM EXPENDITURES WITHIN THE GENERAL FUND ON THE TAX BUDGET ARE ALSO CONSERVATIVELY ESTIMATED TO ACCOUNT FOR INCREASING COSTS AND OPERATIONS AS OUR STAFF AND PROJECTS CONTINUE TO GROW. AND AS MORE INFORMATION IS AVAILABLE, THE TRUE TESTAMENT OF WHAT WE'RE DOING TO PREPARE FOR 2024. WE CONTINUE TO LOOK AT THESE ESTIMATES AND WILL INCLUDE A MORE UPDATED ANALYSIS WHEN IT COMES TIME FOR THE PREPARATION OF THE 2024 ANNUAL BUDGET PROGRAM IN THE FALL. JUST A QUICK WALK THROUGH THE ACTUAL DOCUMENTS. SCHEDULE A IS THE ESTIMATE OF PROPERTY TAX REQUIRED BASED ON PREVIOUS YEARS. THE NEXT PAGE BREAKS DOWN . EXHIBIT ONE BREAKS DOWN THE PREVIOUS TWO YEARS OF REVENUE AND EXPENSES OF THE GENERAL FUND AND ESTIMATES FOR THE REMAINDER OF 2023 AND 24. AGAIN THE 24 ESTIMATES ARE LOWER THAN PROJECTED FOR THE CLOSE OF 23, PRIMARILY A RESULT OF DECREASED ESTIMATES OF INCOME TAX, AS MENTIONED PREVIOUSLY. ONE MORE AREA OF CAUTION THAT I HAVE THAT I WANTED TO NOTE. INTEREST REVENUE. I UM. ENDED UP CARRYING THAT INTO 2024 ACTUAL INTEREST REVENUE MAY BE IMPACTED NEVER NEGATIVELY BY VARIOUS ECONOMIC FACTORS, UM, INCLUDING ADJUSTING THE FEDERAL INTEREST RATES MONDAY WHEN THEY DO SHOW THE REVENUE HAVE A NEGATIVE IMPACT. THE TAX BUDGET SHOWS THE CITY WOULD CONTINUE TO MAINTAIN PROPER RESERVES WITH THE HELP OF THE ACCESS VILLAGE, WHICH WILL BE RIGHT, PRESENTED FOR APPROVAL AT FRANKLIN COUNTY. THE NEXT PAGE OPERATING EXPENSES. UM TOTAL EXPENSES, INCLUDING TRANSFERS TO OTHER FUNDS. SO AT THE VERY BOTTOM OF EXHIBIT ONE ON THE EXPENSES, WHICH IS YOUR THIRD PAGE ON THE ATTACHMENT. THE TOTAL EXPENDITURES FOR 2024. AT THE VERY BOTTOM, SAYS 36 33. IN ORDER TO GET TO OPERATING EXPENSES, WHICH IS REALLY WHAT OUR FUND OUR GENERAL FUND. UM WHAT WE LOOK AT EACH YEAR TO MAINTAIN A CONSISTENT BASIS. AND THEN WE REVIEW THAT. NUMBER TO SEE WHAT'S IN ACCESS TO BE ABLE TO TRANSFER OUT SO THAT $5 MILLION IS SOMETHING THAT WE WOULD REVIEW EVERY YEAR TO DETERMINE IF THAT TRANSFER WOULD NEED TO HAPPEN, BUT THE OPERATING EXPENSES SO EXCLUDING THE TRANSFERS, GENERAL LYNCH IS AN INCREASE OF APPROXIMATELY 1.175 MILLION FROM 23 TO 24, WHICH IS BASED UPON AN ASSUMPTION OF AN APPROXIMATE 4% GROWTH OF EXPENSES OVER 23 AND AGAIN TO EMPHASIZE THIS DOCUMENT IS SUPPOSED TO SHOW THAT WE NEED THE EXCESS MILLAGE. SO AGAIN, WE'RE BEING VERY CONSERVATIVE. EXHIBIT TWO IS RESERVED FOR THOSE SPECIAL REVENUE FUNDS RECEIVING PROPERTY TAX WHILE THE CITY DOES HAVE TIFF REVENUES, UM , THAT RECEIVED REVENUE FROM THE COUNTY. UH IT'S BASED ON PROPERTY TAX MILLAGE, BUT IT'S NOT NECESSARILY PROPERTY TAX. SO WE DO NOT NEED TO INCLUDE THAT ON THIS EXHIBIT. EXHIBIT THREE INCLUDES AN ESTIMATE OF ACTIVITY FOR ALL FUNDS THAT ARE BUDGETED WITHIN THE CITY'S ANNUAL BUDGET PROGRAM, AND THIS IS SHOWING ESTIMATES OF THE BALANCE IS HOW THEY'RE GOING TO BEGIN AND END IN 2024. BASED ON UM. THESE ESTIMATES AND THEN ALSO TAKING [01:20:04] INTO THE ACCOUNT THAT EXTRA YEARS THAT WE HAVE IN THE BUDGET. WITHIN THE PRESENTATION . ALL CAPITAL FUNDS ARE PRESENTED AS FULLY EXPENDED IN THIS, UM ALL FUNDS BUDGET. AND THAT ALSO IS TO HELP. UM TO SHOW THE EFFORT TO SHOW THE ADDITIONAL NEED FOR THE ADDITIONAL REQUESTED MILLAGE AS THE CAPITAL PROGRAM IS APPROVED AND AMENDED EACH YEAR, THE APPROPRIATE AMOUNT WILL BE EXPENDED ACCORDING TO THOSE APPROVED BUDGETS, SO WE'RE SAYING YOU KNOW THERE'S POTENTIAL THAT WE COULD SPEND IT ALL IN 2024 ACCORDING TO WHATEVER PROJECTS WE HAVE BUDGETED EXHIBIT FOR LIST ANY ASK ANY JUDGMENTS WITH WHICH THE CITY HAS NONE? AND THEN EXHIBIT FIVE LISTS. THE CITY'S INSIDE 10 , MIL LIMIT DEBT ISSUANCES, SO THOSE ARE OUR BOND. ISSUANCES THAT GO AGAINST OUR LIMITATION. AND THEN THE FINAL PAGE INCLUDED INCLUDES THE 2024. PROPOSED CERTIFICATE, INVESTIGATIVE RESOURCES FOR THE COUNTY TO CONSIDER THE TAX BUDGET IS REQUIRED TO BE APPROVED BY JULY 15TH AND SUBMITTED TO FRANKLIN COUNTY BY JULY. 20TH ONCE THE ADOPTED BUDGET WILL BE FORWARDED TO ONCE ADOPTED, THE TAX BUDGET WILL BE FORWARDED TO FRANKLIN COUNTY IN THE BUDGET COMMISSION WILL SUFFER MILLAGE AND WITH THE APPROVAL AND OFFICIAL SITUATION GET WILL BE CREATED, AND RESOLUTION ACCEPTING AMOUNTS AND RATES WILL NEED TO BE APPROVED IN THE FALL. GENERALLY I'LL BRING THAT AT THE END OF SEPTEMBER. THAT IS. QUICK SUMMARY OF THE TEXT, BUT I CAN TAKE ANY QUESTIONS OF HIM. ALL RIGHT. ANY QUESTIONS ON THE PROPOSED ORDINANCE AND TAX BUDGET? GO AHEAD AND SET THAT FOR A SECOND READING AND PUBLIC HEARING OR MEETING ON JULY 5TH. ORDINANCE 0 78. 2023 NORTHERN'S APPROVING THE APPLICATION. APPROVING THE APPLICATION ESTABLISHING THE NEW ALBANY VILLAGE CENTER COMMUNITY ENTERTAINMENT DISTRICT AND DECLARING URGENCY. I WILL TAKE THAT ONE. THANK YOU. THANK YOU. SO A COMMUNITY ENTERTAINMENT DISTRICT IS DEFINED IN OUR C AS AN AREA THAT DOES INCLUDE OR WILL INCLUDE A MIXTURE OF ENTERTAINMENT RETAIL ESTABLISHMENTS, SPORTING SOCIAL CULTURAL TYPE OF ESTABLISHMENTS AND A C E D ENABLES PROPERTY OWNERS TO OBTAIN LIQUOR PERMITS AND SUPPORT OF RESTAURANTS, BARS. OTHER INTO ENTERTAINMENT TYPE OF VENUES. UM REALLY, IT'S A TOOL TO KIND OF CREATE THE VIBRANT, MIXED USE DISTRICTS THAT ARE STRATEGIC PLAN SUPPORTS AND DIFFERENT AREAS OF THE CITY. THIS SEED SEED HAS BEEN REQUESTED BY THE NEW ALBANY COMPANY FOR THE PURPOSE OF FACILITATING THE DEVELOPMENT OF RESTAURANTS, BARS AND ENTERTAINMENT ESTABLISHED EVENTS WITHIN THE VILLAGE CENTER. SPECIFICALLY IT ENCOMPASSES THEIR AREA ALONG MARKET STREET, CLUDINING THE MARKET STREET EXTENSION, UM IN THE HISTORIC VILLAGE CENTER. SO EVERYTHING YOU SEE IN COLOR IN THE EXHIBIT. WOULD BE PART OF THIS COMMUNITY ENTERTAINMENT DISTRICT. THE CED DESIGNATION WILL ENABLE THE LANDOWNERS TO OBTAIN ONE LIQUOR PERMIT FOR EVERY FIVE ACRES IN THE DISTRICT UP TO A MAXIMUM OF 15 PERMITS FOR 75 ACRES. THAT'S WHAT THE R C STATES IT IS THE UNDERSTANDING OF THE ADMINISTRATION THAT THE MAXIMUM NUMBER OF LIQUOR PERMITS FROM IN NEW ALBANY HAS BEEN EXHAUSTED, BUT THE CED WILL ENABLE PROPERTY OWNERS TO OBTAIN ADDITIONAL PERMITS, ACCORDING TO THE SIZE OF THE AREA. THE SIZE OF THIS PROPOSED CED IS APPROXIMATELY 54 ACRES, SO YOU COULD IMAGINE THERE COULD BE 10 MORE PERMITS ON UM UH, ISSUED BECAUSE OF THE CD WHILE THIS WAS THE FIRST TIME WE'VE HEARD OF THIS OR THOUGHT OF THIS, AND YOU, ALBANY, THERE ARE SEVERAL SEEDS AND OTHER AREAS IN CENTRAL OHIO LIKE CANAL INTEREST. ER, COLUMBUS, DUBLIN, GRAMMY HEIGHTS, UPPER ARLINGTON AND WHERE THEY INTEND ALL HAVE THEM AND I WILL POINT OUT THAT THERE IS AN ASSOCIATED ORDINANCE 0 80 2023 ON THIS AGENDA. FOR THIS THAT IS COMBINED WITH THIS APPLICATION. SOME ADDITIONAL INFORMATION WAS FOUND OUT TODAY . SO IN THAT ORDINANCE IS NO LONGER NEEDED. SO WE WILL ASK THAT THAT WILL BE TABLED WHEN WE GET TO THAT POINT IN THE AGENDA, BUT IF YOU HAVE ANY ADDITIONAL QUESTIONS, JILL TENGAN WITH LORRIES AS REPRESENTING THE PROPERTY OWNER, AND SHE IS HERE TONIGHT TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE. ABOUT COMMUNITY ENTERTAINMENT DISTRICTS OR ABOUT THE OTHER ORDINANCES ON TONIGHT'S AGENDA. WE HAVE PAPER COPIES OF THIS MAN. THERE WE GO. THAT'S NOT HELPFUL. YAHOO IT'S NOT RIGHT. YOU CAN'T SEE THE OVEN SPECIFIC AREA THAT MIGHT BE ABLE TO ZOOM IN AND I JUST CAN'T I CAN'T SEE IT SO YEAH, SORRY. I SAID WHAT'S [01:25:08] NOT AND YELLOW? IT LOOKS LIKE THE LIBRARY. YEAH RIGHT CENTER. YES SO IT'S A LIBRARY OF THE HEIGHT CENTER. UM WHAT'S AT THE INSURANCE OFFICE? MAYBE. THE DENTIST. UM AND THEN. YEAH SO THIS BLOCKED THE CIVIC CENTER BLOCK VILLAGE HALL AND THE POLICE STATION, OKAY? SO I DON'T HAVE A WHOLE LOT OF EXPERIENCE WITH LIQUOR LICENSES. UM CAN I DON'T KNOW. STAFF CAN EXPLAIN LIKE, SO IF WE ARE EXHAUSTED, WHO SETS THAT IS THAT THE STATE THAT DETERMINES BASED ON WHAT'S THAT NUMBER BASED ON AND IS THERE NO MECHANISM OTHER THAN DURING CD TO ISSUE ADDITIONAL LIQUOR LICENSES. IT IS VERY COMPLEX, AND I THINK I WOULD ASK JILL, IF MAYBE SHE COULD EXPLAIN THAT TO US. YEAH I DO MY BEST. I AM ALSO NOT EXACTLY A LIQUOR LAWYER, BUT THE PERMITS ARE ISSUED BY THE STATE AND ITS BY PRECINCT. THERE ARE SO MANY PERMITS THAT ARE ISSUED, AND ONCE THEY'RE EXHAUSTED, THERE'S NO OPPORTUNITY TO APPLY FOR ANY OTHERS. SO A LOT OF COMMUNITIES IN AREAS WHERE THEY HAVE HEAVILY RETAIL OR COMMERCIAL ESTABLISHMENTS. MIXED USE DEVELOPMENTS. HAVE USED THIS TOOL JUST CONCENTRATE ADDITIONAL PERMITS. UM BUT THERE'S NO OTHER MECHANISM YOU KNOW TO IT INCREASE PERMIT OPPORTUNITIES SO WE CANNOT. THERE ARE NO MORE PERMITS THAT WE CAN WE CAN. NOW YOU'RE JUST TRADING PERMITS, SO SOMETHING HAS TO SELL. SOMEBODY HAS TO SELL A PERMIT IN THIS NEW BIT RESTAURANT, FOR EXAMPLE, THAT COMES INTO TOWN. ONCE A LIQUOR LICENSE, SOME SOME OTHER THEY HAVE TO TAKE THAT FROM SOME OTHER FROM SOMEWHERE ELSE. AND THIS THIS IS JUST A DEVICE OR TOOL THAT WILL ALLOW US TO INCREASE THE NUMBER OF PERMITS. WILL IT FREE UP IF WE HAVE SOMEBODY THAT'S IN THAT DISTRICT RIGHT NOW THAT HAS A TRADITIONAL LIBERAL LICENSE. WILL THEY THEN BE ABLE TO SELL? WE'RE TRANSFER. THERE ARE OTHER LICENSED TO SOMEONE OUTSIDE OF THE DISTRICT. THEY CAN TRANSFER THE LICENSE WITHIN ITS BY PRECINCTS. UM AND SO IT MAY BE BROADER THAN THE DISTRICT. BUT THEY CAN STILL THEY CAN SELL THEIR LIVES. YEAH PRECINCT, RIGHT RIGHT. WOULDN'T NEED THE TRADITIONALRE IN THIS IS WHAT I'M ASKING, WILL STILL ANYBODY THAT HAS A LICENSE WILL KEEP THEIR LIFE SO THEY WILL HAVE TO KEEP IT THAT RIGHT BECAUSE THIS IS NOT UNLIMITED. RIGHT NO, IT'S NOT UNLIMITED, EITHER GIVES YOU A FEW ADDITIONAL PREGNANCY, RIGHT? WHO PULLS THE LEVER SAYS YES. YOU CAN'T HAVE A LIBERTY AND THIS DISTRICT WHO DECIDES WHAT STATE OF OIL STILL DECIDES, BUT WE JUST HAVE AN INCREASED NUMBER OF AVAILABLE CORRECT. DO THE PARCELS WITHIN THE CD HAVE TO BE OWNED BY ONE PROPERTY OWNER. NO, THEY DO NOT COMBINE. YES. UM TO MR FELLOWS QUESTION. THIS DOES GO TO THE VOTERS TO DETERMINE IF THIS IS FROM IDIOT AND THIS ONE WILL NOT, AND THAT'S SORT OF WHAT, ADRIAN, UM MENTIONED THERE ARE WE HAVE ACTUALLY TWO SEEDS ON THE AGENDA THIS EVENING. ONE IS FOR THE NEW ALBANY COMPANY AND THE OTHER IS FOR THE SUGAR RUN DEVELOPMENT. THE NEW ALBANY COMPANY LAND. IS MOSTLY WET. ALREADY IT HAS BEEN VOTED ON. THERE ARE A FEW SMALL AREAS WITHIN THAT ONE THAT ARE SORT OF DRY, AND THIS IS WHERE IT GETS REALLY COMPLICATED. IT IS NOT WET OR DRY. THERE IS A SPECTRUM IN BETWEEN. OF THAT THE FEW PARCELS WITHIN THE NEW ALL WITHIN THIS AREA THAT ARE DRY OR DRY ONLY FOR OFF PREMISES USES, UM SO LIQUOR SALES AND AFTER TALKING WITH THE NEW ALBANY COMPANY. THEY DIDN'T REALLY THINK THAT WAS THEIR INTENT HERE WAS TO HAVE YOU KNOW LIQUOR STORES. IT WAS TO HAVE RESTAURANTS AND ANOTHER TYPES OF MORE RETAIL COMMERCIAL USES. SO THIS. THIS ONE DOES NOT NEED TO GO TO THE BALLOT TO BE VOTED ON BECAUSE IT IS ALREADY MOSTLY WET. THE SUGAR RUN. ONE DOES NEED TO GO ON THE BALLOT. IT IS COMPLETELY DRY. ON THE COMPLETELY DRY END OF THE SPECTRUM, SO IF THEY DON'T GO TO THE BALLOT, THE FACT THAT WE DID THIS CD DOESN'T GRANT THEM THE PERMITS. IT STILL HAS TO BE VOTED ON IN ORDER TO BE WET. BUT ITS SUGAR RUN GETS TO VALOR AND A RESTAURANT COMES IN. CAN THEY PURCHASE A LIQUOR LICENSE TODAY? [01:30:02] THANK CAN'T BRING ONE IN THAT THEY BOUGHT SOMEWHERE ELSE. THEY CANNOT BECAUSE IT IS DRY COMPLETELY. SO HERE WE DON'T HAVE TO GO TO THE BALLOT. REGARDLESS CORRECT. SO YOU COULDN'T WE FOR SUGAR RUN, YOU COULD DO IT AND A SITE SPECIFIC. VOTE SO A RESTAURANT WANTS TO COME INTO SUGAR RUN. IT'S COMPLETELY DRY. THEY WANT TO GET A PERMIT. THEY COULD GO TO THE BALLOT FOR JUST THAT SITE. BUT PUT ON THE BALLOT. CORRECT SO YOU COULD GO ONE AT A TIME FOR EVERY SINGLE RESTAURANT THAT GOES INTO SUGAR, AND IF HE CHOSE TO DO THAT HOPE IS OBVIOUSLY TO NOT DO THAT BY HAVING THIS CD CREATED FIRST AND THEN PUTTING THAT ENTIRE CD ON THE BALLOT. THEN IT BECOMES DISTRICT AS OPPOSED TO A SITE SPECIFIC VOTE EVERY TIME SOMEBODY WANTS TO COME IN JUST JUST SO I'M ON THE SAME PAGE. SO SAY WE, THE C D IS AN ACTIVE AND THERE ARE FOLKS IN HERE THAT NOW I HAVE AN OPPORTUNITY. THEY HAVE A LIQUOR LICENSE, BUT THEY CAN ALSO OBTAIN ONE VIA THE C D. ALWAYS HEARD STARBUCKS HAS ITS LIQUOR LICENSE BECAUSE THEY WERE AT ONE POINT THEY WERE AND THEY BEEN SITTING ON IT. SO SAY, STARBUCKS SAYS, OH, I MIGHT BE ABLE TO GET ONE LATER. WE'RE NOT USING IT. COULD STARBUCKS SELL THEIR LIQUOR LICENSE TO A RESTAURANT AT SUGAR RUN? NOT TODAY, NOT BECAUSE THEY'RE DRY, CORRECT. NEED BOTH A PERMIT AND TO BE IN A WET SPACE CORRECT FIRST NEED TO GO TO BALANCE WHETHER IT'S A RESTAURANT OR THE WHOLE DISTRICT TO GET APPROVED RIGHT TO GO GET APPROVED FOR THE LIQUOR LICENSE, WHICH IS A WHOLE OTHER PROCESS CORRECT. AND WHO DETERMINES THE LEVEL OF MOISTURE OF THESE AREAS . THAT'S A REALLY GOOD QUESTION , AND I LEARNED A LOT ABOUT THAT TODAY BECAUSE AND I THAT IS AS GOOD AS A DESCRIPTION AS YOU COULD POSSIBLY. SO THIS IS I'M GONNA DO MY BEST TO EXPLAIN THIS. SO WHEN THEY ARE SITE SPECIFIC VOTES, WHICH IS WHAT HAD HAPPENED IN MOST OF THE EXISTING NEW ALBANY YEAH. COMPANY AREA. THERE IS A RANGE OF VOTES AND IT DEPENDS UPON THE VOTE. THAT WAS THAT WAS MADE AT THAT TIME. OKAY COULD BE A RANGE OF THINGS. IT COULD HAVE BEEN, UM WINE AND BEER SALES. ONLY IT COULD HAVE BEEN WINE, BEER AND LIQUOR ON MONDAY THROUGH SATURDAY, NO SUNDAY SALES. IT COULD HAVE BEEN SO IT VARIES DEPENDING ON THE AREA. MOST OF THE NEW ALBANY COMPANY LAND IS AS WET AS YOU CAN GET, WHICH IS MONDAY THROUGH SATURDAY SALES AND SUNDAYS THROUGH TIME, PERIOD. SO, UM BUT SOME OF THE NEW ALBANY COMPANY LAND IS DRY ONLY FOR OFF PREMISES. FEEL LIKE LIQUOR STORE BASICALLY TELL SUCH AN INTERESTING HISTORY OF THE COMMUNITY. IF YOU JUST LOOK AT THE PROGRESSION, I THINK THAT'S REALLY INTERESTING SO THAT THE SHORT ANSWER IS THAT NOBODY HAS GOTTEN TO THE SUGAR RUN AREA YET CORRECT IN THE SUGAR RUN AREA WINS IF YOU APPROVE THE MEASURES THAT WERE PROPOSING, UM IT WILL BE A CED SO THAT WILL GIVE IT AN INCREASED NUMBER OF PERMITS AVAILABLE. AND IT WILL BE AS WET AS IT CAN BE. SO THAT'S THE FOR THE BALLOT. BUT FOR THE BALANCE IF WE'RE RIGHT, WE CAN DO THE CD AND THEY HAVE TO GET A BALLOT. IF THE PUBLIC VOTES IT, THEN IT THE AND THE REASON IT IS AS WET AS IT CAN BE JUST SO YOU KNOW, THAT IS OUR ONLY OPTION. FOR PUTTING A FULL CED ON THE BOWEL. GRAB IT RIGHT, EXACTLY AND SO AS OPPOSED TO WHERE YOU WOULD GO SITE SPECIFIC, AND YOU MIGHT HAVE A VARIATION OF PERMITS. IF YOU DO AN ENTIRE CED ON THE BALLOT, THERE IS A STANDARDIZED LANGUAGE THAT HAS TO GO ON THE BALLOT. AND SO THAT'S WHAT'S IN YOUR ORDINANCE. IT'S NOT A NOT A MATTER OF WE COULD CRAFT SOMETHING ELSE. IT WAS THAT THIS WAS PROBABLY SAID I'M SORRY. GO AHEAD. NO I WAS YOU COMMENTED THAT IF WE DO THE CED IN SUGAR RUN, THIS WOULD INCREASE THE NUMBER OF PERMITS. POTENTIALLY IS THERE A NUMBER THERE NOW? NO THERE'S NO, THERE'S NO PERMITS. WHAT WOULD THE NUMBER B YOU WERE APPROVED. IT WOULD HAVE TO UNDERSTAND WHAT WE'RE GOING TO ULTIMATELY SAY YESTERDAY THAT'S GOING ON THE BALANCE ALLOWS THERE TO BE ONE PERMIT FOR EVERY FIVE ACRES INCLUDED IN THE DISTRICT. OTHERWISE YOU'RE GOING BY A SITE SPECIFIC VOTE AND WHAT'S AVAILABLE IN THAT PRECINCT, WHICH I DON'T KNOW. THE ANSWER IS 35 ACRES, SUGAR, RIGHT HANDS, POTENTIALLY 778. OKAY I GOT AN EASY QUESTION FOR [01:35:06] YOU. I THINK SO. SOME OF THE WHITE AREA UP THERE I GET WHY THEY PROBABLY WOULDN'T BE PART OF YOU KNOW THE SHADE OF THE LIBRARIES, AN EXAMPLE. BUT I NOTICED ALSO A BIG PORTION OF WHAT THE VILLAGE OWNS. WHERE WE'RE SITTING, YOU KNOW ALL THE WAY OVER 265 THE HEIGHT CENTER AREA AND ALL THAT. WHAT DETERMINES WHY THAT'S OUT OR NOT IN UM, THE NEW ALBANY COMPANY REALLY DREW THE NAP, THE ONLY REQUIREMENT FOR THE THIS STATE IS THAT IT'S CONTINUOUS PROPERTY . SO IT'S ALL TOUCHING. I THINK THAT THEY DETERMINED THOSE WERE PROBABLY AREAS THAT WERE NOT LIKELY TO MAKE USE OF LIQUOR PERMITS, SO THEY JUST DIDN'T INCLUDE. MY ASSUMPTION IS IT'S THAT'S YELLOW IS ALL THE LAND THAT'S RIGHT. OKAY? SIMPLE QUESTION. THANKS GREENS POSSIBLE , ACCURATE TONGUE. I WOULD, UM MR RUBY. SORRY YOU NEED A MICROPHONE. PERSONALLY I WOULD SET YOU UP FOR THAT ONE. SORRY YES. OKAY. THANK YOU. BUT SO ONCE THE DISTRICT IF THE DISTRICT WOULD GET VOTED ON IN THE NEW ALBANY PROPERTY HERE IN THE CENTERVILLE AND THERE IS A NEW RESTAURANTS THAT'S OUTSIDE OF THE DISTRICT. THE OUTSIDE THE THEY CAN STILL GET A LIQUOR LICENSE, BUT THEY HAVE TO BUY IT FROM SOMEBODY ELSE. CORRECT IF IT'S A IF THE AREA IS WET. 50 YEARS, SO YOU HAVE PERMITS AND WET AND SO THEY MAY BE DIFFERENT THINGS AND WHITE AND WHITE IS NOT WET IF WE DON'T KNOW WHO OR MONEY, OKAY, WE IN THIS LAND SITS AMONG THREE PRECINCTS, UM AND IN ORDER TO DETERMINE WHAT WAS WET. IT'S TAKEN ABOUT FOUR WEEKS OF RESEARCH FROM SOMEBODY AT THE STATE TO BE ABLE TO TELL USXACTLY E WHAT LEVEL OF WET UM YOU KNOW, THEY SAID, SPECTRUM, SO ANYTHING THAT IS NOT SHOWN ON IS NOT INCLUDED IN THIS DISTRICT . WE DIDN'T HAVE RESEARCHED BECAUSE IT IS FRANKLY PRETTY SECURE AND WHO GETS TO VOTE ON IT. IS IT PIPES ONE PRECINCT ALSO OR NO, I KNOW NOT THIS ONE. BUT WHEN YOU TALK ABOUT TAKING ONE TO THE BALLOT IT WILL GO IN ON THE BALLOT FOR THE ENTIRE VILLAGE IN NEW ALBANY, YOUR CITY OF NEW YORK. SO WHAT IF WE DECIDE BECAUSE THIS IS THE NEW ALBANY COMPANIES LAND THEY'RE MAKING REQUEST. HMM WHAT IF THE CITY WANTED TO EXPAND THAT DISTRICT? AND OTHER WET AREAS. THAT'S NOT ON THAT YELLOW PORTION. UM I HAVE SEEN WE HAVE ACTUALLY DONE THIS WITH THE CITY OF COLUMBUS. WE'VE DONE UM A RE , UH, AMENDMENT TO SEE E. D S. SO IF THE SITTING DOWN THE ROAD DECIDED THAT THEY WANTED TO INCLUDE, OR MAYBE THE NEW ALBANY COMPANY ACQUIRES THE LAND THAT'S NOT INCLUDED, AND THEY DECIDED THEY WANTED INCLUDED. WE COULD GO BACK AND INCLUDE THAT THERE MAY BE DEVELOPED BY ANOTHER DEVELOPER. THAT'S NOT NEW ALBANY COMPANY. BUT THE CITY ITSELF LIKE THIS ALL NEEDS TO BE PART OF THAT, ESPECIALLY SOUTH OF MARKET STREET. YEAH, RIGHT UP THERE. THEY COULD. WE COULD COME IN AND AMEND THAT THERE IS GOING TO BE IN A SCALE AT SOME POINT BECAUSE YOU CAN REALLY ONLY GO UP TO 75 ACRES. TO MAKE THIS WORK. SO FOR EXAMPLE, AND EASTERN WAS ONE THAT WE DID AN INITIAL CED, FOR COURSE, EASTON IS NOW WELL OVER 75 ACRES. WE ACTUALLY WENT IN, UM, MANY YEARS AFTER THE INITIAL ONE WAS DONE AND DID A DIVISION AND CREATED THREE SEPARATE CED S SO THAT ALL OF EASTERN WOULD BE COVERED UNDER ARREST BEFORE WE DECIDED TO VOTE ON IT. WHEN IT MAKES SENSE FOR US THE CITY TO KIND OF LOOK AT THE LAND THAT WE MAY ALSO WANT INCLUDED AND WORK WITH THE NEW ORLEANS COMPANY TO EXPAND THAT OR JUST WAIT TO DO AN AMENDMENT LATER. I MEAN, CERTAINLY CAN WE ARE JUST SO YOU KNOW, IN TERMS OF TIMING AND WHY THIS CAME IN FRONT OF YOU NOW, UM, BECAUSE WE'RE NOT SENDING THE NEW ALBANY COMPANY ONE TO THE BALLOT. THE TIMING ISN'T VERY CREDIBLE. THE SUGAR RUN ONE HAS TO BE CERTIFIED TO THE BOARD OF ELECTIONS BY AUGUST, 19TH. SO THAT ONE IS IN ORDER TO MAKE THAT THE DEVELOPER OF SUGAR RUN IS REQUESTING THIS. UNDERSTAND THAT. YES YES, THAT'S CORRECT, AND THAT WILL BE THE NEXT ONE IS PRESENT HERE. THIS ONE. THERE'S NO PARTICULAR PARTICULAR TIME. THAT IS A CRITICAL OTHER THAN WHATEVER THE NEW ALBANY COMPANY SAYS. IS AN IMPORTANT FOR THEM IN TERMS OF TIMING, BUT WE'RE NOT PUSHING UP AGAINST THE DEADLINE FOR THE BOARD OF ELECTIONS. I DO THINK PROPERTY OWNERS. CONSENT IS NEEDED FOR [01:40:01] THE APPLICATION, THOUGH. ISN'T THAT CORRECT? LIKE SO IF WE WERE GOING TO ADD, I DON'T THINK IT'S AN ACTION. THE CITY CAN JUST TAKE SORT OF A WEIRD THING ESPECIALLY NOT REQUIRES. IT'S KIND OF LIKE AN ANNEXATION POSITION ONLY REQUIRES ONE PROPERTY OWNERS. UH TO BE THE OKAY ALRIGHT. SO TO MR STROLLS QUESTION. IF COUNCIL THOUGHT THAT, YOU KNOW, PERHAPS AH THE AREA CHUCKED OUT AND WHITE THAT IS ON THE EAST SIDE OF MAIN STREET. SO THE INSURANCE COMPANY , THE 5TH 3RD BANK. IF WE WANT TO INCLUDE THAT AREA IN TO THE DISTRICT. BECAUSE FUTURE DEVELOPMENT MAY DICTATE THAT SUNDAY THAT COULD BE A RESTAURANT. OR SOME OF THE PARCELS UP ON 2ND AND 3RD STREET THAT THERE MAY BE OWNED BY THE TOWNSHIP. THAT'S A DEVELOPMENT OPPORTUNITY FOR THEM. IF THERE'S A RESTAURANT USE THAT MIGHT MAKE IT MORE MARKETABLE. I MEAN, THEY OWN THE WHOLE BUILDING, RIGHT? YOU SHOULD HAVE FOOD. ALL THAT IS THAT. I MEAN, HOW WOULD THAT MESS UP TONIGHT'S, UH, TIME LAND BECAUSE IT'S NOT APPROVED IN A CERTAIN WAY FOR THE NEW ALBANY COMPANY. WISH WE HAD URGENCY BECAUSE THERE WAS A RESTAURANT IMMINENT COMING. THIS IS THE RIGHT THING. WE SHOULD GO BACK AND AMEND THIS TO EVERYONE'S SATISFACTION. AND COME BACK, AND THEN WE'RE TRYING TO PROACTIVELY KNOWING THAT THAT'S THAT'S OUR TARGET IS A LOT OF THE AREAS HIGHLIGHTED IN YELLOW OR TARGETED IN HERE MARK RESTAURANTS THAT WILL NEED LIQUOR LICENSES. THIS HELPS FACILITATE THAT. OKAY, BUT IF THAT NEEDS TO CHANGE YOUR MIND OH, YEAH. I CAN STILL THOUGH. I MEAN, CAN YOU MAKE CHANGES TO GO TO THE SECOND READING OR WITH THAT DEGREE MATERIALLY CHANGED THE PLAN. LOOK INTO IT AND SEE IF WE CAN KIND OF IDENTIFY WHERE WE'RE UP AGAINST THAT 75 ACRES. THIS IS 54 SEE HOW MUCH THAT WOULD ADD AND SEE IF WE CAN KEEP US ON TRACK FOR SECOND READING SO WITH WITH NO IMMINENT RESTAURANTS OR NEED FOR LIQUOR LICENSES IN THIS AREA RIGHT NOW , WHAT'S THE URGENCY TO DO THIS RIGHT NOW? SINCE THIS HAS ALREADY WETLAND AREA WE WAIT TILL WE KNOW WE HAVE A NEED AND WE CAN MAKE APPROPRIATE BOUNDARY LINES FOR AT LEAST THIS SEGMENT. SUGAR RUNS A DIFFERENT SITUATION THAT TOOK ME BUT WELL, YEAH, WHETHER THAT MAKES SENSE IS THERE IS THERE URGENCY? I THINK THE IMPETUS FOR THIS IS GETTING OUT AHEAD OF IT. YEAH NO. TODAY FOR EXAMPLE, WHERE THE OLD DUKE AND DUCHESS WAS THE ORIGINAL POLICE STATION. OUR HOPE. OUR GOAL OR OBJECTIVE IS FOR THERE TO BE RESTAURANTS AS WE START MARKETING THOSE FACILITIES, SAYING THAT THAT HURDLES ALREADY CROSSED, WE DON'T NEED TO DEAL WITH IT. THIS IS REALLY AN ISSUE OF BEING PROACTIVE AS MUCH AS OKAY. WE GET CALLS FROM RESTAURANTS OR PEOPLE THAT WERE PARTICULARLY INTERESTED IN GENERAL IN THE AREA, NOT NECESSARILY THE VILLAGE CENTER. BUT SOMETIMES, AND THAT'S ONE OF THE LIST OF QUESTIONS THEY ASK US IS IF THERE'S PERMITS AVAILABLE IN THAT AREA, SO IT IS A ONE OF THOSE TOP DUE DILIGENCE TYPES OF QUESTIONS, AND IF WE'RE LIKE, WELL, IT MIGHT BE, BUT WE'VE GOT TO TAKE LEGISLATION THROUGH THAT JUST MIGHT TAKE US OFF THE LIST FOR SOMETHING THAT WE MIGHT REALLY WANT. THE ONE THAT THAT IS. CLOSEST TO HAPPEN IS THAT THEY INTENDED SPACE, OF COURSE, IN RIGHT CENTER. THAT IS WITHIN THIS YELLOW AREA. THAT WOULD NEED A LIQUOR PERMIT. IF IT IS A RESTAURANT, AS WE HAVE. IF WE BUILD IT, WILL THEY COME? YEAH THAT'S SPELLED THE DRAINS RECORDS, THEIR MIRACLE THAT WAS GOING TO BE CATS. MILLER'S EXACTLY. YEAH, THAT WAS OKAY, LET'S DO IT ANYWAY. ALRIGHT, SO JUST FOR CLARIFICATION OF STAFF , MR CHARLIE, WE CAN MAKE SOME MINOR MODIFICATIONS, PERHAPS BETWEEN NOW AND SECOND READING THAT WON'T SNAPPING ONLY ALTER THE ORDINANCE AND STILL HAVE IT FOR CONSIDERATION IN PUBLIC HEARING IN OUR SECOND YEAR. YEAH I WILL WORK WITH KIRK MASON ON THAT AND SEE IF WE CAN GET THAT DONE IN TIME. AND WITH MR RUBY ALRIGHT ANY ADDITIONAL QUESTIONS ON THE ORDINANCE? ALRIGHT THAT WAS ORDERED 78, RIGHT? YES. ALRIGHT THEN WE WILL GO GO AHEAD AND SET THAT FOR A SECOND READING IN PUBLIC HEARING IN OUR MEETING ON JULY 5TH ORDINANCE 0 79 2023 IN ORGANS APPROVING THE APPLICATION ESTABLISHING THE HAMLET AT SUGAR RUN COMMUNITY ENTERTAINMENT DISTRICT AND DECLARING AN EMERGENCY. ALL RIGHT, SO THIS IS THE SAME STATUTORY CREATURE AS WHAT WE WERE TALKING ABOUT BEFORE, BUT THIS HAS BEEN REQUESTED BY THE NO. NO MASTER DEVELOPMENT LLC FOR THE PURPOSES OF FACILITATING THE DEVELOPMENT OF RESTAURANTS, BARS AND ENTERTAINMENT ESTABLISHMENTS AT THE PROPOSED HAMLET AT SUGAR RUN, SO THE SAME [01:45:02] RULES APPLY. THE SAME PROCESS APPLIES FOR THIS. UM THIS SIZE OF THE THIS PROPOSED SEED IS APPROXIMATELY 35 ACRES, SO WE WOULD BE LOOKING AT ABOUT SEVEN ADDITIONAL PERMITS, ADDED, UM, IN THE MAP ON THE NEXT SLIDE WILL SHOW THAT AREA SO THAT ENCOMPASSES THE ENTIRE HAMLET SUGAR RUN THAT CERTAINLY IN THE ZONING ALLOWS FOR THESE TYPES OF USES RESTAURANTS AND RETAIL AND BARS. UM THIS ONE IS A LITTLE BIT DIFFERENT AS WE JUST TALKED ABOUT BECAUSE THIS IS ALL DRY. WE KNOW IT'S ALL DRY. THERE'S NO LEVELS HERE. UM SO MOISTURE DOES HAVE A RELATED ORDINANCE, WHICH IS 0 81. I BELIEVE, UM, THAT WILL BE VOTED ON TONIGHT AND PRESENTED TONIGHT THAT THEN WOULD ALLOW FOR THE CITY TO, UM , SUBMIT THE ORDINANCE TO THE BOARD ELECTIONS TO PUT THAT ISSUE ON THE BALLOT IN NOVEMBER WHETHER TO MAKE, UM THIS PRECINCT PRECINCT WET OR NOT, VOTERS DECIDE AND LET THE VOTERS DECIDE THAT'S CORRECT. AND SO BECAUSE OF THE TIMING SENSITIVITIES WITH GETTING THINGS ON THE BALLOT, WE ARE ASKING, WE WOULD HAVE SECOND READING ON ON JULY 5TH. BUT WE WOULD BE ASKING AT THAT TIME TO A 30 DAY REFERENDUM PERIOD SO WE CAN MAKE THE DEADLINE WITH THE BOARD OF ELECTIONS. YEAH. ALRIGHT AND THIRTIES, SOMETHING ACRES THAT WE'RE LOOKING AT 7 TO 8 PERMITS DOING THE MATH WORK? THAT'S CORRECT. I HAVE ONE OTHER QUESTION ABOUT THE WHOLE LIQUOR LICENSE PROCESS. ABOUT TWO YEARS AGO, CATTY CORNER FROM THE FROM . FROM THE HAMLET. THERE'S A OLD FLYING CLUBS BUILDINGS THEY WANTED TO PUT IN A BREWERY BAR. SO THEY WOULD HAVE HAD TO GO ON THE BALLOT. EXACTLY IT WOULD HAVE BEEN HAD TO GO ON ABOUT TO MAKE THAT HAPPEN IF THIS WOULD EVER PASS BY THE VOTERS BECAUSE THEY'RE OUTSIDE YOUR THERE OUTSIDE. I UNDERSTAND. RICHARD BIG TIME. YEAH. NO CHANGES. COFFEE, FRANKLY. OKAY UM, ANY QUESTIONS ON THE ORDINANCE? THEN WE'LL GO AHEAD AND SET THAT FOR SECOND READING IN PUBLIC HEARING OR MEETING ON JULY 5TH. ORDINANCE 0 80 2023 IN ORDER TO REQUESTING THE BOARD OF ELECTION SMITH TO THE ELECTORS OF THE CITY OF NORMANDY. THE QUESTION OF WHETHER THE SALE OF BEER IN TAXING LIQUOR SHALL BE PERMITTED WITHIN THE BOUNDARIES OF THE EVOLVING VILLAGE CENTER COMMUNITY ENTERTAINMENT DISTRICT AND DECLARING EMERGENCY. AND THAT HAS BEEN REQUESTED BY STAFF TO BE TABLED INDEFINITELY AS IT'S NOT REQUIRED TO GO TO VAL. CORRECT SO I WOULD MOVE SHORE'S ORDINANCE 0 80 TO BE INDEFINITELY CABLED. SORRY. MAYOR SPAULDING. YES YES, YES. COUNCIL MEMBER WILL TRAP YES. MEMBER SHOP? YES, NUMBER FELLOWS. YES COUNCIL MEMBER. DEREK YES, YES, YES, FOLKS TO TABLE OR 0 80 2023 INDEFINITELY ORDINANCE 81 2023 AND ORDINANCE REQUESTING THE BOARD OF ELECTIONS TO SUBMIT TO THE ELECTORS OF THE CITY OF THE WOBBLING THE QUESTION OF WHETHER THE SALE OF BEER AND INTOXICATING LIQUORS SHALL BE PERMITTED WITHIN THE BOUNDARIES OF THE HAMLET SUGAR RUN COMMUNITY. ENTERTAINMENT DISTRICT AND DECLARING MERTZ YES, THANK YOU, MARY. SO AS DISCUSSED THE PARCELS WITHIN THE BOUNDARIES OF THE HAMLET, UM AT SUGAR RUN COMMUNITY ENTERTAINMENT DISTRICT ARE CURRENTLY DESIGNATED AS DRY SO THIS ORDINANCE WILL ENABLE THE COMMUNITY TO VOTE IN THE UPCOMING NOVEMBER ELECTION DETERMINE WHETHER OR NOT ON THIS HILL ALCOHOLIC BEVERAGES WOULD BE PERMITTED ON THESE PARCELS. UM. NOT REALLY NOT NECESSARILY EXACTLY FOR THIS WARDENS, BUT I'M ASSUMING THE LIQUOR LICENSES THAT ARE ISSUED UNDER A C D. OUR BIGS COME WITH THE SAME ENCOMPASSES AS A NORMAL LIQUOR LICENSE, SO IT'S NOT ADORA. THERE'S NOT AN AUTOMATIC DOOR TO BUILDING CORRECT. THERE'S NOT. IT'S THE NORMAL LIQUOR PERMIT. THEY STILL HAVE THE SAME RULES AND REGULATIONS. THEY CAN'T BE SO CLOSE TO A CHURCH AND SCHOOL AND ALL THOSE KINDS OF THINGS. THANK YOU JUST TO CLARIFY THE BALLOT WOULD BE FOR THE CITY OF NEW ALBANY RESIDENTS, NOT NECESSARILY THE PRECINCT IN WHICH THE HAMLET RESIDES. CORRECT. FOR ALL OF THE CITY CORRECT. RIGHT AND THE ADDITIONAL QUESTIONS ON ORDINANCE 81. AND WE'LL SET THAT FOR A SECOND READING HER IN PUBLIC HEARING OF OUR MEETING ON JULY 5TH. THAT TAKES US TO [11. RESOLUTIONS AND PUBLIC HEARING: ] RESOLUTIONS RESOLUTION ARE 29 2023 RESOLUTION TO REQUEST THE FRANKLIN COUNTY BUDGET COMMISSIONER GRANT THE 0.74 MILLS AND AVAILABLE INSIDE IN ORDER TO THE CITY OF NORTH OKAY . THANK YOU, MARY. PROMISE THIS IS A LOT QUICKER RESOLUTION IS REQUIRED BY FRANKLIN COUNTY IN [01:50:01] ORDER FOR A NEW ALBANY TO RECEIVE THE ADDITIONAL 0.74 INSIDE MILLAGE THAT IS AVAILABLE TO THE CITY AND THE VILLAGE IS PROJECTED TO GENERATE APPROXIMATELY $580,000 IN THE GENERAL FUND FOR A NEW ALBANY AND 2024. THAT'S IT. ANY QUESTIONS ON THE RESOLUTION? THE PUBLIC HEARING WITH ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING RESOLUTION ARE 29 2023. NO PUBLIC COMMENT MORE CLOSE TO PUBLIC HEARING AND I WOULD MOVE FOR THE ADOPTION OF RESOLUTION ARE 29 2ND. MAYOR SPAULDING COUNCIL MEMBER CHARLOTTE COUNCIL MEMBER BRISK. YES CANCEL MEMBER DARK. YES. COUNCIL MEMBER FELLOWS? YES KISS COUNCIL MEMBER WILL TRAVEL YES, I HAVE SEVEN YEARS. FOODS TO ADOPT RESOLUTION ARE 29 2023. RESOLUTION ARE 30 2023, A RESOLUTION APPROVING AUTHORIZING THE EXECUTION OF THE DEVELOPMENT AND SUPPLY AGREEMENT WITH INTEL CORPORATION AND MAKING RELATED AUTHORIZATIONS DISCRETION. YES THANK YOU. THIS RESOLUTION AUTHORIZES THE CITY MANAGER TO ENTER INTO A DEVELOPMENT AND SUPPLY AGREEMENT WITH INTEL FOR THE COMMITMENT AND PROJECT MILESTONES FOR THE CONSTRUCTION OF WATER, ROAD AND SEWER INFRASTRUCTURE TO SERVE PHASE ONE OF THE PROJECT. UM AS WE'VE PREVIOUSLY DISCUSSED, IT HAS BEEN UP ON OUR SILICON HEARTLAND WEBSITE, WHICH, BY THE WAY, IS UNDERGOING A, UM PRETTY EXTENSIVE IMPROVEMENT AND WILL BE LAUNCHED HERE IN THE NEXT TWO WEEKS, AND IT WILL ALSO INCLUDING NEWSLETTER UPDATES ON WHERE WE ARE WITH THE CONSTRUCTION AND HOW WE CAN HELP OUR BUSINESS. BUSINESSES AND CITIZENS KIND OF COORDINATE THEIR ACTIVITIES AROUND THAT, SO THEY'RE NOT DISTURBED. BUT UM, BASICALLY JUST OUTLINES THE COMMITMENTS TO BUILD THE ROADWAYS THAT YOU SEE HERE ON THIS MATH PART OF PHASE ONE A AND ONE B AND THEN THE TIMING FOR THE CONSTRUCTION OF THOSE IMPROVEMENTS. THE WATER SERVICE TO THE SITE, BOTH INITIAL SERVICE FOR CONSTRUCTION AND THEN ALSO, UM THE ULTIMATE SERVICE THAT'S GOING TO BE PROVIDED FOR PHASE ONE. AND THEN SAME WITH THE SANITARY SEWER. SO, UM I CAN ANSWER ANY QUESTIONS. CERTAINLY THAT YOU HAVE THIS EVENING. THESE ARE TYPICAL AGREEMENTS THAT WE DO WITH EVERY DEVELOPMENT PROJECT IN WHICH WE HAVE TO CONSTRUCT INFRASTRUCTURE JUST SO THAT WE COULD ESTABLISH MILESTONES AND DELIVERY DATES. THERE IS PROVISION WITHIN THE AGREEMENT THAT UNDER MUTUAL AGREEMENT WE CERTAINLY CAN WORK WITH WITH INTEL IF SOME OF THOSE DATES NEED TO CHANGE BECAUSE OF VARIOUS ISSUES AND AGAIN THAT'S PUBLIC INFRASTRUCTURE WAS FUNDED BY GRANT MONIES THAT WE RECEIVED FROM THE STATE OF OHIO. YEP. WELL AGAIN. CONGRATULATIONS TO THE DEVELOPMENT STAFF. I KNOW THIS AGREEMENT TOOK A WHILE TO NEGOTIATING WHILE TO GIVE AND TAKE AND A LITTLE MORE COMPLEX THAN MAYBE SOME OTHER ONES WE'VE WORKED THROUGH, SO I APPRECIATE THE HARD EFFORT. ANY QUESTIONS REGARDING RESOLUTION. OPEN THE PUBLIC HEARING WITH ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING RESOLUTION ARE 30 2023. WE'LL CLOSE. THE PUBLIC HEARING IS VERY EMOTION ON THE RESOLUTION. I MOVED. THE ADOPTION OF RESOLUTION ARE 30 2023. RIGHT, MHM. COUNCIL MEMBER WORLD TROUT. YES YES, YES, CHARLES FELLOWS. YES, YES, YES, YES, YES. YES. BOTH STRAIGHT UP RESOLUTION ARE 30 2023 STANDING COMMUNITY REPORTS WOULD ANYONE CARE TO MAKE THE STANDING COMMITTEE REPORTER UPDATE LIKE REPORTS OF REPRESENTATIVES. [13. REPORTS OF REPRESENTATIVES:] JOE'S NOT HERE TONIGHT. I WAS UNABLE TO MAKE THE LAST MORE PC MEETING, BUT THERE'S AGAIN, UH, A LOT OF ACTIVITY AROUND HOUSING AND SOME OF THE FEDERAL FUNDS THAT THE CITY OF COLUMBUS AND FRANKLIN COUNTY HAD RECEIVED. FOR RENT ASSISTANCE THAT'S STILL A VERY HOT TOPIC AT MARK C. AND WE CAN EXPECT TO HEAR MORE ABOUT THAT MOVING FORWARD. ANY UPDATE FROM THE JOINT PARTS? NO UPDATE . NOBODY PLAYING LOCAL SCHOOLS, YOU KNOW, PLAYING TOWNSHIP. JUST A COUPLE OF ITEMS AT THE POOL, OPENING THAT THEY HAD THE BIGGEST ONE EVER. GIVEN THE HEAT OF THAT TEMPERATURES ON THAT WEEKEND, 27 FOR AN 8% INCREASE OVER PRIOR OPENING, SO THEIR SLANT WOW. SO THEY'RE IN SALES AND EVERYTHING ARE DOING WELL. THEY'RE GOING TO BE SPENDING ABOUT 110,000 JUST TO REPAIR THE SLIDE. AND THEN THERE MAY BE SOME ANCILLARY COSTUME ON TOP OF THAT, AND THEY'RE THEY'RE WORKING THROUGH THAT. FIRE DEPARTMENT WILL BE PUTTING OUT PROPOSAL FOR BID TO RE CONCRETE , THE FRONT APRON AND ALL OF THE DRIVEWAY OUT IN FRONT OF THE FIREHOUSE. ALL OF THAT IF YOU'VE BEEN OVER THERE IS CRACKED, GIVEN THE WEIGHT OF THE FIRE TRUCKS, THE TURNING AND EVERYTHING AND THE CONCRETE IS X NUMBER OF YEARS OLD SINCE THE FIRE STATION WENT IN, SO THEY'RE GOING TO BE PUTTING THAT OUT IN JULY, ONCE ALL THE ENGINEERING DETAILS AND SPECS ARE DEVELOPED [01:55:02] , WHICH ARE PRETTY EXTENSIVE FOR THE WEIGHT AND INFRASTRUCTURE OF THAT, UM THEY DID COMMENT. APPARENTLY THEY HAD A MEETING WITH JOE AND MIKE ABOUT THE POTENTIAL FOR THE FIRE DEPARTMENT BEING ABLE TO DO SOME MINOR MAINTENANCE WORK ON THE FIRE VEHICLES, AS OPPOSED TO SENDING THEM OUT TO SERVICES AND THEN THEY'RE OUT OF LINE FOR A LONGER PERIOD OF TIME. IF OUR SERVICE DEPARTMENT IS CAPABLE TO DO THAT, AND OBVIOUSLY A PRICE THAT WOULD WOULD WORK FOR BOTH, SO THEY'RE ENCOURAGED ABOUT THAT . IT'S NOT A FINAL DEAL, BUT THEY IT IS SOMETHING THAT IS IN THE OFFING THAT YOU SHOULD SHOULD BE AWARE. I APPRECIATE THE SPIRIT OF COOPERATION THAT TAKES SPECIAL TRAINING OUT THERE ON SOME OF THAT EQUIPMENT. YES, IT DOES. AND TWO OF THE THREE MECHANICS WE HAVE ON STAFF ARE CERTIFIED TO WORK ON THAT LEVEL OF EQUIPMENT. SO WE'RE ALREADY PREPARED AND STAFFED APPROPRIATELY FOR THAT GREAT. ALRIGHT REPORTS THE CITY [14. REPORTS OF CITY OFFICIALS:] OFFICIALS AGAIN. JUST KUDOS 15 FOR YOU KNOW, PUTTING ON IT MAGNIFICENT JUNETEENTH CELEBRATION. WE'VE GOT A LOT OF GREAT COVERAGE. GOT A CHANCE TO INVITE A LOT OF FOLKS TO THE COMMUNITY LEARN A LITTLE BIT MORE ABOUT WHO WE ARE AGAIN FROM SUPER APPRECIATE THE EFFORTS OF EVERYONE. ANY UPDATE FROM THE CLERK. UH THIS IS THE LAST MEETING BEFORE JULY 4TH. SO TO TALK TO YOU ALL ABOUT WELL, WHAT YOU'RE GOING TO WEAR IF YOU WANT TO COORDINATE POLOS OR WHATEVER HOLDER YOU FEEL LIKE OR, UH, OBVIOUSLY COORDINATED IS GOOD FOR PICTURES. WE SAW THE BLUE SHIRTS WITH OUR NAMES ON THEM. YEAH WITH YOUR NATURE. YOU WANT TO GO TO THE NAVY TO SHIRT WITH THAT? I GOT MONEY. FIND IT. I THINK I GOT IT. THAT'S GOT THE SAME SO MANY SHIRTS, GRAY ONES REWARD THEIR SHIRTS. WE DID. WE DID. YEAH I HAVE MINE. I'M FINE PAINT ON IT OR ANYTHING LIKE THAT. FILIPINO. YOU DON'T HAVE IT. YOU CAN STILL WEAR THE NAVY POLO. YOU'LL KIND OF TAKE THAT GREAT. WHEN WE GET A MARKET, WE'LL FIX YOU ALL. YEAH ALSO THE WE'VE GOTTA DECORATE GOLF CARTS . THEY ARE TO BE DELIVERED NO LATER THAN THE FRIDAY, WHICH IS JUNE 30TH. UM SO HOPEFULLY WE'LL GET THEM THAT DAY. UM WHAT DID YOU GUYS WANT TO COME AND DECORATE THEM? WE'VE GOT THAT. I CAN'T DO THAT SATURDAY. WE GET THAT SUNDAY AND THAT MONDAY. FIRST IS THE WRONG ANSWER. DO THE SECOND ORDER JULY 2 OR THREE? NOT JULY. 1, 2 OR THREE I CAN DO EITHER. ARE YOU GOING TO STORE THEM AND DECORATE THEM AND THEN IT RAINS AND THEY GET, UH THAT'S AN EXCELLENT QUESTION MIGHT HAVE THROWN SOME TARPS OVER THEM IF WE CAN GET SOME FROM PUBLIC SERVICE BAYS OVER, WE HAVE ENOUGH SOFTWARE AND SERVICE. YEAH. ALRIGHT SO WE'LL PARK THEM AT PD TO DRIVE HIM OVER HERE. THIS MAN PD. YEAH THAT'S EVEN BETTER THAN THE BAYES OVER THERE. OKAY KICK KICK . THE OFFICERS WERE GOING TO BUY ALL THE DECORATIONS OR DO WE NEED TO PROVIDE ALL THE DECORATIONS OF THOSE? ANYTHING PARTICULAR YOU WANT? YEAH I GET IT. OKAY BUT I WILL HAVE ENOUGH FOR YOU TO COVER YOUR CART IN SHINY STUFF, SO WE PROVIDE OUR OURSELVES. WE DECORATED OURSELVES YOURSELF. YES PERSONALIZE IT. IT'S A FUN TIME IT OUT ON YOUR OWN. I BELIEVE YOU. BRING YOUR KIDS IF THEY WANT TO PLAY FOR YOU, AND YOU WILL HAVE SIGNS THAT WITH YOUR NAME ON EACH CARD. AND UM, COUNCIL MEMBER FELLOWS POINTED OUT ONE GOOD OPTION, WHICH IS HE WANTS TO WALK AND HAND OUT THE CANDY SO HIS WIFE MIGHT ACTUALLY DRIVE HIS. AND YOU. YOU ALL CAN HAVE A DOZEN MADE WRITER WALK AS WELL DESIGNATED TRACK CAME OUT DIFFERENTLY THAN IT SOUNDED. WE'RE ALREADY TALKING CANDY AND ANOTHER THAT. YES THE ROUTE WEATHER DRIVE. IS THAT OKAY? I MEAN, THAT'S OPEN FOR COUNSELING . THE SUN I WAS JUST TRYING NOT TO TRY. OH IT'S SO MUCH FUN. CAN WE PLEASE MAKE SURE THAT WE HAVE AN ESCORT BACK THIS TIME? I DON'T REMEMBER THE CHURCH WITH NO GAS. NO YOU'RE GONNA FIND THE CHURCH AND THE ESCORT LEFT US SHORT TRIP. THE 17. MILES OKAY, THAT'S RIGHT. THAT'S A LITTLE SAFER. GET GET THEM TO THE STARTING LINE. BUT MAYBE YOU CAN BRING THEM BACK. OR IF YOU CAN'T I CAN GET PEOPLE TO BRING THEM BACK TO P DAY. THEY HAVE TO BE PICKED UP. I BELIEVE THAT WEDNESDAY, THE VERY NEXT DAY, SO I'LL HAVE TO GET THEM STRIPPED DOWN TO GO. SO WE'RE IN AGREEMENT THAT WE CAN HAVE A DESIGNATED DRAFT? YES, I THINK THAT'S WHAT DOES THE DESIGNATED DRIVER WHERE WHATEVER WHATEVER DESIGNATED DRIVER WAS 31 DAY. WHAT DAY ARE WE DOING? WE DIDN'T DARE MONDAY. DO YOU GUYS HAVE MANY OF THE CONFLICT WITH THE SECOND OR THIRD? THIRD ARE GOOD FOR ME. THE THIRD THE THIRD STARTS TO HAULA. BETTER WHETHER THEY'RE OKAY THEN YOU CAN COME ANYTIME DURING THE BUSINESS DAY ON THE THIRD, I WILL BE HERE WITH WHATEVER STUFF EARLY. YOU GET MORE PICK UP YOUR STUFF, BUT IT'S MORE FUN TOGETHER. THEN WE COMPETE AGAINST EACH OTHER. THAT WAS FUN DOING IT TOGETHER LAST TIME, BUT I'LL BE AVAILABLE ALL [02:00:03] DAY. AM AND FEEL FREE TO BUT IF YOU HAVE YOUR OWN, I AM GOING TO BE HERE LIKE SEVEN. SO I GET PEOPLE TO HAND OUT CANDY, OR ARE WE? WELL THAT'S A GOOD QUESTION. I MEAN, IF YOU'RE ALL GONNA WALK, THEN I DON'T KNOW THAT WE NEED ADDITIONAL PEOPLE KNOW THAT YOU CAN THROW CANDY FROM THE GULF, DRIVE THE CAR AND YOU'RE DRIVING. ROLLING MAYBE, IF YOU HAVE HUSBANDS, WIVES, FAMILY MEMBERS, PLUS ONES LIKE I THINK , BRING ONE OR TWO, AND I THINK THAT SHOULD BE ENOUGH. IT'S LIKE A TWO SEATER, RIGHT. SO YOU COULD EVEN LIKE TRY EVEN SOME OF THEM. IT DEPENDS ON WHAT THEY ASKED FOR A MIX OF TWO AND FOUR SEATERS GRIEF LAST TIME FOR NOT LETTING MY DAUGHTER RIDE WITH ME BECAUSE CASEY HAD HIS WHOLE FAMILY AND IT'S GONE. HMM HEAD IS AHEAD, LIKE A COUPLE OF THEM HAD HIS OWN AND I HAD BECCA AND MY DOGS AND THERE WITH OK, COOL. SO ALRIGHT THEN. THE PLAN IS ANY TIME ON THAT MONDAY WILL HAVE STUFF AVAILABLE AND OUT AND BRING WHATEVER ADDITIONAL THINGS OR SIGNS THAT YOU WANT TO ATTACH . UM WE WILL HAVE CANDY WILL HAVE BUCKETS FOR EITHER WALKERS OR DRIVERS. AND THAT I THINK THAT'S IT FOR ME. JUST A HEADS UP THAT I DID EMAIL YOU ABOUT TASTING WELL, THEN YOU CAN GET BACK TO ME IN THE NEXT TENNIS DAYS. IF YOU WANT TO GO. AND IF YOU WANT TO BRING A GUEST SHOULD BE IN YOUR INBOX NOW, OKAY? THE TICKETS ARE FOR THE INDIVIDUAL 70 REIMBURSEMENT FOR THE PLUS ONE. COOL. BECAUSE WE CAN PAY FOR YOU, BUT WE'RE NOT ALLOWED TO PAY FOR YOUR UNDERSTAND WOULDN'T WANT YOU TO AND THAT'S IT FOR ME. OKAY? ALRIGHT. AND THE UPDATE COME THE FINEST DIRECTOR YES, I HAVE PASSED UP, BUT MAY REPORT FOR YOU. UM I HAVE ON THE FIRST PAGE IS A COUPLE OF EXTRA PAGES IN THERE. I'M NOT GOING TO GO THROUGH THEM ALL IN DETAIL, BUT I THOUGHT I WAS GOOD INFORMATION FOR YOU TO HAVE THE FIRST PAGE JUST TO RECAP. UM, APPROXIMATELY 42% OF THE YEAR IS COMPLETE. WE'RE ABOUT 54% OF BUDGETED REVENUES. AND ONLY 31% OF BUDGETED EXPENSES. UM, REVENUES JUST AS OF THIS MONTH. ARE TRACKING HIGHER THAN 2022 DUE TO A SIGNIFICANT NET PROFITS TAX COLLECTION DURING THE MONTH OF MAY, WHICH WAS NOT PLANNED FOR IS THAT THAT BIG? WHAT'S THAT SPIKE? SPIKE THAT IS WHY I INCLUDED THAT CHART. UM AND IT WAS NOT PLAYING FOR IF WE CONTINUE TO STAY ON THE CURRENT TRACK OF REVENUE, AND WITH THE HELP OF SOME NICKS SIGNIFICANT INTEREST REVENUE, THE GENERAL FUND REVENUES WILL COME AND APPROXIMATELY 2.9 MILLION OVER THE ORIGINAL BUDGET, WHICH IS GOOD NEWS, BUT WE STILL NEED TO BE CAUTIOUS, UM, INCOME TAX RECEIPTS BELOW, AT THE BOTTOM ARE REFLECTIVE OF THE UNANTICIPATED SIGNIFICANT NET PROFITS AND INDIVIDUALS TAX WHILE WITHHOLDING HIS LAGGING SLIGHTLY. UM AND THIS IS LIKELY DUE TO THE SHIFT TO REMOTE WORK AND THEN OTHER FACTORS WITH MOVE OUT AND THINGS EXPENDITURES ARE TRACKING AS EXPECTED COMPARED TO 2022, WITH INCREASED COST OF OPERATIONS AND BUT ARE STILL SIGNIFICANTLY BELOW BUDGET AS OF 5. 31 $7.87 MILLION HAS BEEN ADDED TO THE GENERAL FUND BALANCES PRIOR TO TRANSFER SOUTH . SO THAT IS LOOKING GOOD. THE SECOND PAGE UM I ACTUALLY MEANT TO INCLUDE THE GENERAL FUND. THIS IS ALL FUNDS, BUT IT STILL GIVES YOU A PRETTY GOOD REPRESENTATION OF, UM, HOW INCOME TAX IS GOING AND IT SHOWS THE UM INCREASE. FOR 2023, BUT I THOUGHT ALSO WHAT WAS INTERESTING, AND I DON'T ALWAYS BRING IT UP TO YOU GUYS. THIS BOTTOM CHART. IS A CHART THAT REPRESENTS ALL OF THE MONEY OR ALL OF THE INCOME TAX THAT IS RECEDED INTO THE GENERAL FUND, CAPITAL EQUIPMENT OR SORRY CAPITAL IMPROVEMENT AND PARK IMPROVEMENT FUNDS, SO EVERYTHING THAT WE GET FROM THE BUSINESS PARK THAT IS CURRENTLY IN IS THE THIS IS THE AMOUNT OF MONEY THAT GOES INTO OUR CITY FUNDS TO BE ABLE TO USE, UM FROM THE BUSINESS PARK, SO I THOUGHT THAT THAT WOULD BE A GOOD ONE TO INCLUDE TO LET YOU SEE THAT PICTURE. WE ARE YOU KNOW, ALTHOUGH. YOU KNOW, THERE'S A COUPLE THAT ARE LAGGING THAT WERE EXPECTED. BUT THERE ARE OTHERS THAT ARE GREATER THAN LAST YEAR. THE THIRD PAGE IS THE GENERAL FUND, AND IT IS JUST, UH, THE YEARLY REPRESENTATION OF THE COLLECTIONS. AND SO THAT BIG SPIKE IS AMAZING COLLECTION DUE TO THE RECORD SETTING MONTH. PAGE FOUR IS THE FUN SUMMARIES AT THE DIFFERENT FUNDS AND THE [02:05:01] BALANCES THAT WE HAVE. AND THEN I. INCLUDED ALSO THE INVESTMENTS. UM AND IT'S PRETTY MUCH THE SAME OLD STORY. YEAH I CAN ANSWER ANY QUESTIONS THAT YOU MAY HAVE. THIS LOOKS GOOD. GOOD. GREAT JOB. THANKS. IT'S ALWAYS DO THIS, LIKE YOU KNOW, ON A SCALE OF 1 TO 10, WE'RE DOING A 9 800. CAUTIOUS 9.8 AND WELL. I THINK WE'LL BE GOOD THIS YEAR. OKAY WITH THE HIGHER WEBINARS BASED ON WHAT I KNOW. ALRIGHT UM, ANY UPDATE FROM THE CITY MANAGER? YEAH HE DID SEND AN EMAIL TO YOU GUYS YESTERDAY, SO I JUST WANTED TO REMIND YOU IF YOU WANT TO TAKE ACTION ON THAT YOU COULD DO THAT TONIGHT. WE'LL DO THAT UNDER OTHER BUSINESS, THE BRIDGE MOTION. ALL RIGHT. ANYTHING ELSE? CITY ATTORNEY. NOTHING FOR ME. ALL RIGHT, DO WE STILL NEED AN EXECUTIVE SESSION? YES OKAY, THEN I MOVE THAT WE ADJOURN TO EXECUTIVE SESSION COUNCIL COMMENTS. COUNSEL CAN APOLOGIZE . I'M GETTING AHEAD OF MYSELF. UH, IT'S OKAY. COUNSEL COMMENT, MR SELL? NO UM, YES. SO JUST TO LET EVERYBODY KNOW IF YOU DO NOT KNOW. WHETHER COOPERATING THE NEXT COUPLE OF DAYS WE ARE GOING TO DO A SOFT OPENING OF OUR PICKLEBALL COURTS ON FRIDAY AT 5 30. UH THIS OPENING, THERE WILL BE PLAYERS OUT THERE AND WE'RE GOING TO DO SOME PLAYING IN THE WHOLE THING. UM PRIMARILY, THIS IS FOR US TO GET SOME VIDEO FOOTAGE AS WELL. AND JOSH AND COMPANY HAVE A WHOLE BUNCH OF IDEAS OF WHAT THEY LIKE TO GRAB ON THIS FRIDAY. IF IT RAINS, WHICH IT'S ONLY A 92% CHANCE RIGHT NOW WE'RE GOING TO MOVE IT TO TUESDAY. THE 27. AT 5 30 SO JUST FOR YEAH, JUST FOR KIND OF A SOFT OPENING. WE'RE CALLING IT OUR RIBBON FORMAL THING. IT'S JUST KIND. NOTHING FORMAL. IT'S JUST A SOFT OPENING KIND OF WORK OUT SOME KINKS. YOU KNOW THEY'RE PROBABLY GOING TO GET PLAYED ON AFTER THAT, ANYWAY, BECAUSE THAT'S WILL BE UP. UM BUT IT'S JUST KIND OF GET THIS GOING. WE'RE TENTATIVELY PLANNING A RIBBON CUTTING BIG EVENT. I'M WORKING WITH ABBY AND SOME THINGS FOR JULY 11TH. THAT'S A TUESDAY. WE DO NOT HAVE A MEETING THAT DAY. IN THE EVENING. OBVIOUSLY IN THE EVENING WERE STILL TARGETING. I THINK WE'RE JUST TRYING TO KEEP IT EASY, RIGHT, JOSH 5 30. JUST KEEP IT 5 35? YEAH 5 30, SO THAT WOULD BE THE BIGGER EVENT. GET EVERYBODY OUT THERE. MAYBE HAVE SOME FOOD TRUCKS, DJ MUSIC, WHOLE BUNCH OF STUFF TO HAVE SOME FUN. SOUNDS GOOD, OKAY? WE'RE GETTING CLOSE. TEXT MESSAGES WILL SOON STOP ONCE WE OPEN. GREAT JOB JOB. THAT'S IT. THANK YOU. EVERYBODY ON YOUR FEEDBACK BACK TO JOSH ON THE SIGNAGE. THAT'S VERY HELPFUL SO WE CAN KIND OF GET MOVING. WE HAVE TEMPORARY SIGNS OUT THERE. THEY WON'T BE THE FINISHED PRODUCT. SO WE GET THE ONES THAT CHILL. LOOK AT TODAY. HOW LONG DOES THAT TAKE TO GET WHAT'S ORDERED THAT A LONG PROCESS? WEEKS? YEAH, THAT'S NOT BAD. A COUPLE OF WEEKS ON THE PERMANENT SIGNAGE FOR THOSE THAT DID NOT HERE. THANK YOU. YOU'RE WELCOME . ALRIGHT ALSO ASKED FOR ANY PUBLIC COMMENT ANYONE FROM THE [15. POLL FOR PUBLIC COMMENT:] PUBLIC LIKE TO ADDRESS COUNCIL REGARDING MATTER, WE DISCUSSED INTERNATIONAL AGENDA. YES KIRK SMITH, 68 30 CENTRAL COLLEGE ROAD. UM I WOULD ENCOURAGE COUNCIL TO REVISIT ORDINANCE 79 2023. I'M SLIGHTLY CONFUSED. I HEARD CONFLICTING THINGS TONIGHT. IF. IT GOES TO PUBLIC VOTE TO ALLOW FOR AN EXISTING AREA THAT IS DRY TO BE ALLOWED TO SERVE. LIQUOR PERMITS IS ONE ISSUE AND I BELIEVE AS IT WAS SAID EARLIER THAT WAS TO ALLOW FIVE LIQUOR PERMITS. THE REASON WHY YOU ARE NOW MOVING TO THESE ENTERTAINMENT DISTRICTS. IS TO ALLOW AN ADDITIONAL GROUP OF LIQUOR PERMITS. SO WHAT'S GOING ON OVER HERE? SEEMS VERY APPROPRIATE. YOU YOU'VE MAXED OUT THE FIVE AND YOU WANT TO TAKE IT TO 10 10 ADDITIONAL TO GET TO 15 IN THE CITY CENTER. I THINK THAT'S FINE AT ROSE RUN. I DON'T THINK WE NEED 15 LIQUOR PERMITS WILL BE SHE SAID. IT WOULD BE ONE FOR EVERY FIVE ACRES. THAT'S ABOUT 35 ACRES OUT THERE. 37 7 POTENTIAL POTENTIAL THAT IS BASED ON SO IF YOU DON'T TURN IT INTO AN ENTERTAINMENT DISTRICT, HOW MANY LIQUOR [02:10:03] PERMITS WOULD BE ALLOWED 00. WE DON'T HAVE ANY AVAILABLE DRY. YEAH IF SO, MAYBE YOU STILL COULD GO VOTE ON IT. YEAH IF THE CITY MAKE IT WET POPULATION HAS TO VOTE ON ME. RIGHT THE POPULATION HAS GROWN ON IT. IF IN FACT THIS OR THIS GETS APPROVED, THEN IT WOULD GO TO BALANCE. AND THEN IT'S UP TO THE RESIDENTS. THE RESIDENTS PASS IT, THEN IT WOULD BE THE 75 WHATEVER. BUT IF, IF IT GETS DONE, IF IT GETS TURNED DOWN, THEN THERE ARE NONE. YOU UNDERSTAND, AND SO WE'RE NOT APPROVING LIQUOR LICENSES WERE APPROVING THE OPPORTUNITY FOR RESIDENTS TO DECIDE WHAT HAPPENS . I THOUGHT THERE WAS TOO LOUD, YEAH LINE AND THEN BY DECLARING THE ENTERTAINMENT ZERO F. YEAH, OKAY, GOOD ENOUGH. RIGHT I THINK WE ALL GOT A CHANCE, YOU KNOW, EDUCATION, 101 AND LIQUOR PERMITS TONIGHT AND THE DIFFERENCES BETWEEN WET AND DRY. ENTERTAINMENT DISTRICT NINE ENTERTAINMENT DISTRICT, SO IT'S UH IT'S VERY CONFUSING. THAT'S WHY LAWYERS MAKE A LOT OF MONEY DOING LIQUOR PERMITS BECAUSE IT'S VERY, VERY TECHNICAL THAT WILL REMAIN DRY UP THERE AND SUGAR RUN UNLESS THE VOTERS VOTE TO MAKE IT WET, CORRECT. AND IF THEY VOTE YES TO MAKE IT WET, IT WOULD BE LIMITED TO 7 TO 8. CORRECT THEN THAT'S MY TRANSITION FOR YOU EVERY FIVE ACRES SO 35 TO 7. DO WE HAVE ANY OTHER? UH RIGHT TO LIMIT IF WE DON'T WANT SEVEN. ONCE IT'S THERE. I MEAN, LET'S ASSUME WE ALWAYS GET THESE THINGS ABOUT YOU KNOW, THERE'S THIS PERSON WANTS A LIBERAL LICENSE NOW, DO WE HAVE ANY INPUT ON THAT? DO WE GET ANY INPUT? IF IT'S IF IT'S A C E. D. THEY ARE ALLOWED ONE LIQUOR PERMIT FOR EVERY FIVE ACRES, SO YOU DON'T REALLY HAVE INPUT THAT, BUT THEY GET SEVEN. 7% 7, BUT THEY STILL HAVE TO GO TO THE STATE OF THE PROCESS THE STATE TO GET APPROVAL, BUT THEY GET THE SEVEN PERMITS TO GO AT THAT POINT, AND THEN AFTER THEY GET THE LICENSE, WE HAVE A LEVEL OF REVIEW ON A PERIODIC BASIS. SO YOU KNOW WE MADE TOGETHER AT THAT POINT, I GUESS WHAT I'M SAYING RIGHT NOW IS ALSO I DON'T KNOW THAT WE HAVE, UH, WASN'T I'M NOT FULLY SURE OF THIS, BUT HAVE WE APPROVED A DISTRICT WHERE THERE COULD BE SEVEN BARS. I DON'T THINK WE HAVE. WE HAVEN'T SEEN DEVOTED. THAT'S WHAT I'M SAYING. SO WE HAVE OTHER WAYS OF LIMITING THAT, DON'T WE? WHEN WE WHEN THE DEVELOPMENT PLAN COMES AND THAT SORT OF THING. NO NO ONE WANTS THE DISTRICT'S APPROVES. THEY HAVE THE RIGHT TO HAVE THOSE PERMITS, SO THERE'S NO RESTAURANT THAN THAT. THERE'S NO WHO'S GOING TO HAVE A PERFECT MOVIE. IF IT'S A SENIOR CENTER, YOU KNOW, MAYBE THEY HAVE A PERMIT FOR THEIR SENIORS, BUT WE STILL HAVE A LOT OF SAYING WHAT THIS STARTS TO LOOK LIKE. IT'S. IT CAN'T JUST BE SEVEN BARS BECAUSE THERE'S SEVEN LIBERAL LICENSES IT HAPPENED WE GET TO WE HAVE A LOT OF SAYING HOW THIS DEVELOPS IN TERMS OF WHAT BUSINESS COMMERCIAL ONE OF THE 10 SORRY. I'M SORRY. GOOD. I MEAN, THEY STILL GO THROUGH THE FINAL DEVELOPMENT PLAN AND ALL THAT FUN STUFF TO THE SETUP. WHAT'S IN THERE? UM, BUT AS FAR AS WHAT'S PART OF THAT PLAN AGAIN? WE WERE NOT GONNA HAVE SAYING THAT, NECESSARILY WITH THE DEVELOPER BRINGS TO THE TABLE. SO RIGHT? AND, OF COURSE IN THE APPROVAL, UM THERE WERE SOME VERY SPECIFIC CRITERIA. WHAT PERCENT WAS COMMERCIAL RIGHT? WHAT WAS RESIDENTIAL AND WHAT WAS RETAIL RIGHT ALREADY? THOSE PARAMETERS AS FAR AS WHAT'S IN THERE SO, BUT THEY CAN BRING SEVEN RESTAURANTS OR WHATEVER IT IS WITH THOSE PERMITS, AND THAT COMMERCIAL WOULD BE ELIGIBLE FOR IT. CERTAINLY, THAT'S WHAT WHAT WAS PROVEN SET FORWARD AGAIN. THE VOTERS WILL DECIDE. WHICH IS BETTER DRY. WHICH IS THE MOST IMPORTANT THING. AND THE TEXT IN THE REZONING SUPERSEDES ANYTHING. THAT IS GOING TO GET APPROVED IN THE C E. D. AS FAR AS LIMITING THE USE OF THE SPACE . THAT'S WHAT I WAS TRYING TRYING TO LIFT LIQUOR LICENSE IF THEY ONLY HAVE A CERTAIN SQUARE FOOTAGE THAT THEY CAN PUT RESTAURANTS IN, RIGHT, THAT'S EXACTLY RIGHT. YEAH, SO IF THEY WANT TO HAVE SOME SEVEN ESTABLISHMENTS HAVE LIQUOR, THEY'VE GOT TO FIT THOSE SEVEN ESTABLISHMENTS WITHIN THE COMPOUND OF THE ZONING. THAT'S WHAT I WAS. THANK YOU TRYING TO BE FINE. OKAY ONE OTHER QUESTION . DOES THE CED HAVE TO INCLUDE THE RESIDENTIAL PORTION OF THE DISTRICT? IT'S HOW THEY MARK UP THE DISTRICT. SO THAT'S HOW THEY MARKED UP. THE DISTRICT MARKS IT UP THE OWNERS, ACREAGE LANDOWNER , THE APPLICANT DONORS ACREAGE, AND IT'S PROBABLY WISER TO MAKE IT BIGGER, BECAUSE YES, WE GO BACK TO THEM AND SAY, WELL, WE ONLY WANT JUST IT'S JUST A BIG COUNCILS, ONLY SUGGESTING THE COMMERCIAL ACREAGE BEING THAT ZONE, NOT THE RESIDENTIAL. THE [02:15:05] APPLICANT SUBMITS IT AT THAT POINT. I MEAN, I SUPPOSE YOU COULD DISAPPROVE IT AND THERE'S A PROCESS. IF IT'S DISAPPROVED. THEY COME BARS HOW THEY COME BACK. BUT IT'S UP TO THE APPLICANT TO PRESENT HOW THEY WANT TO PRESENT IT. YEAH. I'M NOT INTERESTED. I'M JUST THAT'S JUST, YOU KNOW. JUST WONDERING IF THAT WOULD THAT'S IMPOSSIBLE . I'M NOT INTERESTED. FIGURE OUT HOW TO GET THAT CED UP TO DOUBLE HANG WITH YEAH. I JUST HOPE SOME OF THESE PLACES OF NON ALCOHOLIC BEVERAGES BECAUSE THEY ARE ALSO DELICIOUS PRACTICE, NOT. BUT PLANNING COMMERCIAL JUST TRYING TO ALL RIGHT. ALL RIGHT. THANK YOU, MR SMITH, ANY OTHER PUBLIC COMMENT? RIGHT. THEN I MOVE THAT [17. EXECUTIVE SESSION: ] WE ADJOURN TO EXECUTIVE SESSION PURSUANT TO OHIO ADVICE CODE 1 21 22 G THREE FOR CONFERENCE WITH AN ATTORNEY FOR THE PUBLIC BODY CONCERNING DISPUTES INVOLVING THE PUBLIC BODY THAT ARE SUBJECT TO OR OR PENDING.
