APOLOGIES AHEAD OF TIME. OKAY GREAT. OKAY
[V. New Business]
SO GIVEN ALL THAT WE'LL GO AHEAD AND MOVE INTO NEW BUSINESS. THE FIRST APPLICATION IS Z C DASH 107-20 TO 3 NORTH CITY BUSINESS ZONING DISTRICT TONIGHT. AND I KNOW FROM READING THROUGH THIS.WE SAW THIS A WHILE BACK ORIGINALLY AND REZONED IT FROM LIMITED GENERAL EMPLOYMENT TO UNVEIL PLANNED DEVELOPMENT AND THEN WE ALSO HEARD PRESENTATIONS FROM CORNERSTONE SCHOOLS. FOR THOSE OF YOU THAT WE'RE HERE. UM AND IT DID HAVE THAT BIG GAS EASEMENT THAT WAS CAUSING PROBLEMS AND THEY'RE GOING TO PUT A SOCCER FIELD THERE AS I REMEMBER. BUT ANYWAY, WE'RE HERE TO TALK ABOUT REZONING IT BACK TO THE LIMITED GENERAL EMPLOYMENT. OKAY SO GIVEN ALL THAT CHELSEA, WOULD YOU LIKE TO START US OFF? YES THANK YOU. CHAIR MEMBERS OF THE PANEL. AS MR BRUBAKER INDICATED. THIS IS TO REZONE THE PROPERTY, UM TO L G E. IT IS CURRENTLY IN INFILL PLAN UNIT DEVELOPMENT. BUT PRIOR TO THAT IT WAS LG HISTORICALLY. THE REQUEST IS FOR REZONE IN ACTION THIS EVENING REGARDING THE NEW ALBANY APPLICATION TO REZONE THIS 12 ACRE SITE LOCATED AT 7217 NEW ALBANY, CONDIT ROAD. THE PROPOSAL TO REZONE IS TO FACILITATE DEVELOPMENT OF USES THAT ARE FOUND IN THROUGHOUT THE NEW ALBANY INTERNATIONAL BUSINESS PARK. B APPLICANT
[00:05:04]
PROPOSES TERESA THE SITE TO LIMITED GENERAL EMPLOYMENT. THE SITE IS LOCATED WITHIN THE ACCORDS, OFFICE LAND USE DISTRICT, THE NEW ALBANY STRATEGIC PLAN IDENTIFIES FUTURE LAND USE FOR THE SITE AS EMPLOYMENT CENTER. WHICH INCLUDES CORPORATE AND MEDICAL OFFICE, MANUFACTURING, WAREHOUSE AND DATA CENTER DEVELOPMENT. THE SONY IN TEXT PROVIDES FOR A 65 FT HEIGHT LIMITATION, WHICH MEETS THE ACCORD STANDARDS. THERE'S ONLY IN TEXT ALSO REQUIRES BUILDINGS TO EMPLOY A COMPARABLE USE OF MATERIALS ON ALL ELEVATIONS, WHICH MEETS THE ACCORD STANDARDS. THE ZONING IN TECH STANDARDS. INCORPORATE, UM YOU COMPATIBLE, UM, STANDARDS THAT ARE WITHIN THE SURROUNDING AREA. IN YOUR END, THE ZONING TEXT WILL ALLOW FOR DEVELOPMENT TO OCCUR THAT WILL UTILIZE THIS SPACE AVAILABLE FOR DEVELOPMENT. AS WE MENTIONED THERE IS A LARGE EASEMENT THAT CROSSES THROUGH THIS SITE, AND SO THE REMAINDER WILL BE OPEN FOR LANDSCAPING AND GREEN SPACE. THE ZONING TEXT COMMITS TO PROVIDING LANDSCAPING IMPROVEMENTS, INCLUDING MOUNTING AND ADDITIONAL TREES. WHICH WAS HISTORICALLY RECOMMENDED BY THE CITY'S LANDSCAPE ARCHITECT. THE APPLICANT FURTHER ENCOURAGES THE USE OF THIS SPACE BY COMMITTING TO INSTALLING LEISURE TRAIL ALONG THE ROAD AND ALONG THE NORTHERN BOUNDARY OF THE SITE WITHIN THE STREAM CORRIDOR. HMM.OVERALL THE REZONING ADVANCES AND BENEFITS THE GENERAL WELFARE OF THE COMMUNITY, AND THIS PROPOSAL SCORES A 93% ON THE REPORT CARD FOR THE ACCORDS OFFICE DEVELOPMENT STANDARDS.
THE APPLICANT IS HERE THIS EVENING AND STAFF IS ALSO AVAILABLE FOR QUESTIONS. THANK YOU. OKAY, THANK YOU HAVE BEEN A LITTLE REMISS IN MY DUTIES. ANYBODY THAT'S FROM THE JOURNAL PUBLIC ARE APPLICANTS AND SO FORTH. THEY'RE GOING TO BE SPEAKING. IF YOU CAN PLEASE STAND AND RAISE YOUR RIGHT HAND. SO WE'RE GONNA SLOW YOU SWEAR TO TELL THE TRUTH, THE WHOLE TRUTH AND NOTHING BUT THE TRUTH AND ANSWERING THE AFFIRMATIVE. OKAY, PERFECT. THANKS. OKAY GREAT.
OKAY SO GIVEN THAT WE WANT TO HAVE ANY COMMENT FROM THE APPLICANT AND OBVIOUSLY THAT YOUR NAME AND COMPANY AND SO FORTH TOM RUBY WITH NORMALLY COMPANY. I THINK CHELSEA DID A GREAT JOB EXPLAINING THE SITUATION. WE WERE HERE BEFORE YOU SEVERAL MONTHS AGO. WHEN WE WERE CORNERSTONE. THAT'S NO LONGER THE CASE, ONE OF THE REAL LIMITING FACTORS AS YOU MENTIONED EARLIER IS THIS GAS LINE THAT EXTENDS DIAGONALLY THROUGH THE SITE. UM IT'S CAUSING IT A LITTLE BIT MORE DIFFICULTY FOR US. REVERTING BACK TO THE ORIGINAL ZONING OPENS UP THE OPPORTUNITY FOR US TO MARKET THE SITE FOR OTHER POTENTIAL USERS. OKAY, THANKS.
ALL RIGHT. THERE'S NO ADDITIONAL COMMENTS FROM STAFF OR APPLICANT . OPEN IT UP TO THE PANEL. IF ANYBODY HAS ANY QUESTIONS. I HAVE ONE QUICK QUESTION. MY CHAPEL ER THE PROPERTY JUST NORTH OF THERE. WHAT IS THE CURRENT THINKING ON HOW THAT'S GOING TO BE USED? WE'RE AT THE BACK OF THE TREE LINE. I THINK THERE'S A SMALL STREAM OR CREEK. YEAH THERE IS. THERE'S A ZONING ON THAT PIECE RIGHT NOW. THAT IS DESIGNATED FOR, UH, NEIGHBORHOOD ORIENTED RETAIL USES. WHEN THAT PARCEL WAS OWNED, AS I RECALL CHELSEA, THE DISCUSSION WAS RESIDENTIAL, NEIGHBORHOOD ORIENTED USES, AND WE TALKED ABOUT POTENTIALLY A DAYCARE OR SOME TYPE OF CONVENIENT TO RETAIL DRY CLEANERS. THOSE TYPES OF THINGS THERE ARE CONVERSATIONS GOING ON NOW, UH, WHERE WE WOULD POTENTIALLY REQUEST A REZONING OF THAT. THAT HASN'T BEEN OKAY. FORMALLY ADOPTED, OR IT WAS CERTAINLY HAVE COME BEFORE THIS BOARD THAT WOULD EVER HAPPEN. UM SO THAT'S THE ZONING TALENTS TODAY. OKAY I WAS JUST CURIOUS IF ANYTHING HAD CHANGED BECAUSE I'VE BEEN ON THE, UH, PANEL HERE FOR A NUMBER OF YEARS, AND I'VE SEEN A LOT OF THINGS COMING BACK AND GOING AGAIN AND I DIDN'T KNOW WHAT THE CURRENT STATUS OF THAT PROPERTY. WAS THERE. SOME USERS OUT THERE THAT HAVE EXPRESSED INTEREST IN IT. WE'RE WORKING WITH THE CITY STAFF RIGHT NOW. I DON'T KNOW WHETHER WE'LL PURSUE A REZONING APPLICATIONS, RIGHT? ALL RIGHT. THANK YOU. QUESTION ACTUALLY KNOW THIS. WHAT'S ON THAT SITE? UM, TO THE WEST OF THAT SITE IS A LARGE CELL TOWER. AH! FRONTING
[00:10:08]
ALONG 605. I BELIEVE THE HORSE FENCES UP AND THERE'S SOME LANDSCAPING AS WELL. OTHER THAN THAT ITS FAILURE THERE IS A DRIVE OF GRAVEL DRIVING GETS BACK TO SOME TOWER. AND THEN THAT'S ALL PARKED BEHIND THAT. CAN YOU BELIEVE PART. WHAT'S THE QUESTION? BRAD GRIFFITH. WE'LL SEE YOU DOWN THE PROPERTY TO IMMEDIATELY TO THE WEST. YOU KNOW, IT'S ONLY THAT QUESTION DIRECTLY WEST OF THE APPLICATION RIGHT NOW, THAT IS ALSO YES. OKAY OKAY. AND THE OWNER OF THE PROPERTY TO THE NORTH IS THAT THE DEVELOPER OF THE RESIDENTIAL COMMUNITY THAT'S NORMAL, OKAY FURTHER TO THE WEST OF THAT IS ALL PULTE HOMES TO THE WEST INTO THE NORTH. THAT'S GOOD IN THE ZONING OF THAT PROPERTY. JUST THE NORTHERN SAID IT WAS IS THAT I DON'T KNOW THE TERMS YET. P U D PLANNED UNIT DEVELOPMENT, OKAY? OKAY? GREAT, EXCELLENT, RIGHT. ANY ADDITIONAL QUESTIONS.THE PANEL, OKAY, GREAT. UM. YEAH SINCE WE HAVE NO MORE COMMENT, ANYBODY WOULD LIKE TO MAKE A MOTION PERTAINING TO THIS APPLICATION. WE SURE WE HAVE NO PUBLIC COMMENT. I'M ASSUMING WE'RE SURE OF THAT. IS THAT RIGHT? MM HMM. YOUR QUESTION IS, IS THERE ADDITIONAL QUESTIONS? YEAH, I'M NOT SURE THE CHARITY ASKED IF THERE WAS ANYONE TO SPEAK FROM THE PUBLIC ON THIS.
UH, ANYBODY ELSE WOULD LIKE TO SPEAK AS FAR AS THE APPLICATION. OKAY, THANKS. OKAY WE HAVE MOTION PERTAINING TO THIS APPLICATION. I LIKE TO MAKE A MOTION THAT WE APPROVED. OKAY TO HAVE SECOND I'LL SECOND THE MOTION THEY PULLED. AND RALPH SMITHERS SORRY ABOUT THAT.
THANKS. APPRECIATE IT. OKAY ON THE MOTION, MR SMOTHERS? YES MR PAUL? YES, MR HEARST QUITS. YES MR CHAPPELLE EAR? YES. MISTER HARPER? YES. MR BRUBAKER? YES MR GRIFFIN? YES, MR SELLERS? YES.
MS BONY? YES I HAVE EIGHT. YES, FOLKS ON THE MATTER MATTERS ADOPTED. GREAT. THANK YOU.
THANKS, TOM. OKAY THE NEXT APPLICATION THAT WE'RE GOING TO BE REVIEWING TONIGHT IS ZC DASH 110-20 TO 3. THIS IS THE WALTON FARM ZONING DISTRICT. AH CHELSEA . WOULD YOU LIKE TO GO AHEAD AND GIVE US AN UPDATE? YES. THANK YOU. CHAIR. THIS REQUEST IS FOR REVIEW AND RECOMMENDATION TO REZONE FIVE ACRES TO INFILL PLAN UNIT DISTRICT FROM RESIDENTIAL THE SITE IS LOCATED IN THE ACCORDS. VILLAGE RESIDENTIAL DISTRICT, HOWEVER, GIVEN THE PROPOSED REZONING STAFF HAS EVALUATED THIS PROPOSAL AGAINST THE VILLAGE NEXT USE ACCORD STANDARDS. THE VAST MAJORITY OF THE NEW COMMITMENTS IN THE SONY IN TEXT HAVE BEEN INCLUDED IN NEARBY RECENT REASONINGS AND THEREFORE ARE CONSISTENT WITH THE SURROUNDING ZONING REQUIREMENTS. THE PROPOSED USES WILL ALLOW FOR USES, SUCH AS OFFICE, PERSONAL SERVICES AND RETAIL NURSERY SCHOOLS, BASICALLY DAYCARES. RELIGIOUS FACILITIES. VETERINARY HOSPITALS , NOT INCLUDING KENNELS AND SWIM SCHOOLS. THIS APPLICATION IS SOLELY FOR REZONING. HOWEVER THE APPLICANT HAS INCLUDED A PRELIMINARY DEVELOPMENT PLAN AND PRELIMINARY LANDSCAPE PLAN IS PART OF THEIR PACKAGE. UM THIS, UH. FREE ZONING WILL GO BEFORE THE PLANNING COMMISSION WITH THE PRELIMINARY DEVELOPMENT PLAN, AND THEN EVENTUALLY EACH PHASED DEVELOPMENT WITHIN THIS PLAN WILL GO BACK TO PLANNING COMMISSION FOR THEIR INDIVIDUAL FINAL DEVELOPMENT PLANS. THE PROPOSED YUSTE IS CONSISTENT WITH THE ZONING IN THE SURROUNDING AREAS AND DUE TO THE PROXIMITY OF THE SITE TO STATE ROUTE 161 AND THE ENERGY AND ITS LOCATION ADJACENT TO COMMERCIALS ONLY AND IN THE WALTON 62, SONY IN DISTRICT AND OTHER RETAIL AND RESTAURANT USES WITHIN THAT, CAN YOU NEED TRUST CORE? THE SITE IS APPROPRIATE FOR COMMERCIAL DEVELOPMENT YOU CAN SEE TO THE SOUTH IS, UM, WHERE SHEETS IS LOCATED. AND THEN EVEN FURTHER SOUTH IS WHERE TURKEY HILL AND A LOT OF THE OTHER RESTAURANTS ARE BEING DEVELOPED. RIGHT NOW. THERE'S DAIRY QUEEN WHEN HE'S THE CAR WASH. ALL OF THOSE USES
[00:15:06]
ARE JUST SOUTH OF THIS SITE. THE ZONING DISTRICT SERVES AS A TRANSITION AREA BETWEEN THOSE MORE INTENSIVE COMMERCIAL USES TO THE SOUTH TO THE EXISTING RESIDENTIAL TO THE NORTH. THE PROPOSED MAXIMUM HEIGHT IS 35 FT . AND THE MAXIMUM NUMBER OF STORIES IS 1.5 OR ONE AND 1.5.THE PROPOSED ZONING TEXT IS FOR NEW COMMERCIAL DISTRICT AND LIKE I SAID, IT'S APPROPRIATE DO THE DO THE PROXIMITY TO THE ENERGY ANGEL. UH UM AND CONTINUED GROWTH OF AMENITIES IN THE CITY.
THE PROPOSED PERMITTED AND CONDITIONAL USES. THEIR DEVELOPMENT STANDARDS ARE CONSISTENT WITH THE EXISTING I P U. D DISTRICT AREA AND THE ACCORDS VILLAGE MIXED USE LEE AND USE CATEGORY. THE PROPOSED TEXT MAINTAINS THE CHARACTER OF THE RURAL AESTHETIC ALONG THE ROADWAYS, WHICH IS RECOMMENDED BY THE ACCORD AND REQUIRES LANDSCAPING TO BE INSTALLED WITHIN THIS STEP BACK ALONG BEVEL HEIMER ROAD. THIS PROPOSAL SCORES AND 90% ON THE REPORT CARD, AND IT MATCHES THE RECOMMENDATIONS FOUND IN THE ACCORD PLAN AND THE CITY'S ENGAGED IN ALBANY PLAN AND WITH THAT THE APPLICANT IS HERE EVENING TO ANSWER QUESTIONS AND STAFF IS AVAILABLE AS WELL. THANK YOU. THANK YOU, CHELSEA. STEPHEN. AND AGAIN IF YOU'D LIKE, COULD YOU JUST STATE NAME VARIATION IN THE ADDRESS? SO UM, MY NAME IS STEVEN BUTLER. I AM WITH, UH. LT ARCHITECTURE AND COMMUNITY CIVIL ENGINEERS, AND WE'RE REPRESENTING THE OWNER THIS EVENING. UM. IT'S BEEN A, UM. THE JOURNEY GETTING HERE. WE STARTED THIS PROCESS AND WORKING WITH CITY STAFF. UM ALMOST A YEAR AGO, I BELIEVE, AND WE'VE MADE SEVERAL CHANGES FOLLOWING RECOMMENDATIONS FROM STAFF. TO OUR PROPOSED DEVELOPMENT. WE REALLY DO FEEL STUFF IS INDICATED THAT THIS IS A GOOD UH UM. BUFFER BETWEEN THE MOUNTAINS USES AND THE RESIDENTIAL UM, WE'RE EXCITED TO BE COMING TO NEW ALBANY WITH THIS DEVELOPMENT AND WE THINK IT'S GOING TO BE OVERALL VERY POSITIVE. ADDITION TO THE COMMUNITY. GREAT ANYTHING ELSE, STEVEN, I THINK IF YOU'VE GOT ANY QUESTIONS, JUST GIVE ME A WELL. I'M HERE TO ANSWER ANY QUESTIONS SO SURE. WE'LL GO AHEAD AND OPEN IT UP TO THE PANEL TO GO AHEAD. AND THEN ANYBODY HAS ANY QUESTIONS OF STEPHEN AND OR CHELSEA. GO AHEAD, JANE. SURROGATE DO YOU OWN OWNERSHIP OF ALL THE PARCELS? THE MY. MY CLIENT HAS ALL OWNERSHIP OF ALL THE THREE PASSENGERS. SO IS THAT AN EXISTING RESIDENTIAL ON THE THIRD PARCEL TO THE NORTH. I BELIEVE THERE'S A HOUSE ON THE NORTHERN PARTIAL AND HOW SOME OF THE SOUTHERN PARCEL THEY CAN WANT IN BETWEEN. SO ONE THING I ALWAYS LIKE TO FIND OUT IS, YOU KNOW THERE'S USUALLY ON ON SITE, WASTEWATER TREATMENT SYSTEMS AND WELL WATER SYSTEMS ASSOCIATED WITH EXISTING PARCELS. IF YOU LOOKED INTO ABANDONING THOSE IN ACCORDANCE WITH RULES APPLICABLE REGULATIONS THAT WE WOULD FOLLOW THE HEALTH DEPARTMENT RECOMMENDATIONS ON EVERY EVERY DONE THAT YET OR YOU'RE IN THE PROCESS. WE HAVE BEEN THE PROCESS. GOOD ENOUGH. THANK YOU. GOOD JOB. MAYBE YOU NEED ADDITIONAL QUESTIONS, TRYING TO OPEN THE SITE COMMITMENTS IS TAKING A LONG TIME TO COME UP WITH MY LAPTOP. IS THERE ANY COMMITMENT IN TERMS OF PRESERVATION OF TREES THAT EXIST ON THE SITE NOW? HMM. ONE OF THE . ONE OF THE ISSUES IS THE CITY. WANTS TO EXTEND THE YOU CAN SEE THE ROAD THAT EXTENDS FURTHER TO THE SOUTH. THEY WANT TO PLACE A PUBLIC STREET. ON OUR YES. WONDERFUL DO YOU WANT TO POINT HELP YOU? YEAH. SO WE'VE GOT THIS, UH, STREET THAT WE'RE PROPOSING TO PLAY AND CONSTRUCT, WHICH IS GOING TO BE A PUBLIC STREET. WITH A 50 FT, UH 50 FT RIGHT AWAY, WHILE THE MAJORITY OF THE TREES THAT WE HAVE ON THE SITE RIGHT IN THAT REAR AREA, SO . IF THERE'S A IF THERE'S TREES THAT WE CAN SHAVE, WE'RE ALL FOR SAVING TREES TO MAKE IT LOOK MORE OF A AND MORE ESTABLISHED DEVELOPMENT. WE ARE PROPOSING, AS YOU CAN SEE. TO INSTALL A NUMBER OF TREES ALONG ALONG
[00:20:13]
THERE AS WELL. UM IF WE CAN SAVE A TREE WILL SAY THE SAME TREE BUT REALISTICALLY ON THAT BACK EDGE. WE'RE NOT GOING TO BE ABLE TO DO THAT. THANK YOU. MIKE YEAH, I HAVE ONE QUESTION FOR STAFF THE PROPERTY JUST TO THE EAST OF THAT HOUSE THAT CURRENTLY ZONED DIRECTLY EAST.SO. NOT NOT NORTH OR NORTHEAST, BUT JUST DIRECTLY EAST GOING BACK THERE. SO THAT'S ALL RESIDENTIAL. ALSO, EVEN THOUGH THERE ANY HOMES THERE. YES THAT IS ONE LARGE LOT THAT I BELIEVE HAS A HOUSE ON IT. UM. THE HOUSE IS ACTUALLY SOMEWHERE UP HERE. THEY OWN THIS WHOLE PROPERTY.
OKAY ALSO, AND THIS IS FOR YOU. ALSO UH, HISTORICALLY SPEAKING THAT TRIANGLE FROM CENTRAL COLLEGE PEOPLE HAMMER AND 62. AH! OVER THERE OVER THE YEARS HAS HISTORICALLY BEEN AH! ALMOST CONSIDERED MAYBE IN SOME AREAS OF WETLAND AREA BECAUSE THERE WAS A LOT OF LOT OF MOISTURE IN THERE. AND THAT'S WHY I'M TRYING TO SEE IF THIS PARTICULAR AREA IS GOING TO HAVE ANY KIND OF PROBLEMS WITH THE DRAINAGE AND ALL THAT KIND OF STUFF. SO THAT'S THAT'S MY THOUGHT PROCESS AT THIS POINT IS THAT I KNOW THAT THAT AREA AT SOME POINT IT'S BEEN THE PROBLEM. SURE AND.
UM WILL FOLLOW ALL THE REGULATORY WE DIDN'T WALK THROUGH THE SITE. UH FROM FROM MY STANDPOINT TO SEE IF I COULD SEE ANY ISSUES WITH IN THAT ROUTE, AND WE'RE ALSO HAVING, UM ENVIRONMENTAL SCIENTISTS STUDY THE AREA TO MAKE SURE THAT WE'RE NOT GOING TO BE GETTING INTO ANY WETLANDS IF THERE ARE ANY HYDRATE SOILS, UM WE'LL USE THE GEO TECH RECOMMENDATIONS FOR ADDRESSING THAT. WELL IF AND I DON'T MEAN TO INTERRUPT. BUT IF YOU, UH BUILD YOUR AREA UP ANY AH, THAT'S JUST GOING TO PUT MORE. POTENTIAL. MOISTURE. FURTHER TO THE EAST. WHICH IS A RESIDENTIAL AREA. I JUST WANT TO MAKE SURE THAT THERE'S CERTAIN THINGS IN PLACE TO PROTECT THE RESIDENTIAL AREA AS LONG AS THIS RESIDENTIAL. IF IT GOES COMMERCIAL, THEN IT'S A IT'S A DIFFERENT POINT, ENTIRELY. SURE, WE BASED. I MEAN, WHEN, WHEN WE DO THE ENGINEERING, WE DON'T WE LOOK AT THE ANY TRAINING THAT WOULD BE COMING ONTO OUR SIDE. WE WOULD MAKE SURE THAT WE DON'T RESTRICT OR BLOCK EXISTING DRAINAGE PATHWAYS. UM. THE WAY THAT WE'RE PLANNING ON. DRAINING THAT SIDE IS THAT WE DO HAVE WE ARE PROPOSING TO PUT SOME STORM. INLETS ALONG THE THAT ROADWAY.
AND I'M SURE THAT THE WILL INCLUDE UNDER DRAINS UNDERNEATH THE. CURB DRAINS ON THE DRAINS UNDERNEATH THEM, TOO. TO ADDRESS ANY ANY GROUNDWATER THAT MIGHT BE THERE. SO ULTIMATELY, I DON'T THINK THAT WE WOULD HAVE ANY IMPACT TO THE PROPERTY TO THE EAST. THERE'S ACTUALLY A SMALL UM, I THINK WE CALCULATED THAT THERE'S ABOUT 1.5 ACRES. THAT CHANGED TOWARDS OUR SITE FROM FROM THE EAST, BUT THE REST OF IT KIND OF GOES DOWN AND I DID SEE THAT THERE WAS A BIG AREA THAT WAS KIND OF VERY LEVEL AND FLAT LOOKING AT THE CONTOURS OF THE GAS SYSTEM. BUT WE WANT TO PUT ANY ADDITIONAL WATER. AND THERE IS A RETENTION POND, RIGHT ? WE ARE REPORTING A DETENTION POND RIGHT HERE. EXCELLENT MIKE. I DON'T HAVE ANY OTHER QUESTIONS . THANK YOU SORT OF BEEN NEW ROAD THAT YOU'RE PUTTING IN IS THAT DEAD? END THERE AT THE END OF YOUR PROPERTY. SO, UM ULTIMATELY, WHAT'S GOING TO HAPPEN IS RIGHT HERE. EXISTING DRIVE. UH I BELIEVE THE CITY SEES THAT IS BECOMING A PUBLIC. PUBLIC ROAD. SO IF. IF YOU JUST GO BACK TO THE SITE ONE SO. WHAT WHAT WE'VE WORKED OUT WITH THE CITY IS CURRENTLY WE'RE GOING TO HAVE THIS DRIVEWAY RIGHT HERE.
BUT THEN ONCE THIS ROAD IS CONSTRUCTED IN THE FUTURE. BYE. WHATEVER HAPPENS TO THE EAST AND
[00:25:05]
NORTH OF US, THEN WE WERE REMOVE THIS CONNECTION, AND WE WOULD CONNECT AND RIGHT HERE WITHOUT A DRIVE. BUT THAT'S JUST SOMETHING THAT CITY STAFF IS REQUESTED FROM US. IS THAT DRIVE AWAY IT GOES BACK TO AN EXISTING HOME. IS IT? YEAH. I THINK IT GOES BACK TO THIS HOUSE RIGHT HERE.YEAH I THINK SO. SO THAT'S ALL THAT'S ACTUALLY A PRETTY PRIVATE RIGHT NOW. OKAY UM, BUT IT'S A 50 FT. I THINK IT'S A 50 FT, UH, 50 FT WIDE AS THE PROPERTY THERE AND I BELIEVE THE CITY IS BELIEVING THAT IN THE FUTURE AS THIS AREA CONTINUES TO GROW AND DEVELOP THAT THAT USE WILL PROBABLY CHANGE FROM THE SINGLE RESIDENTS THERE AND THE THERE WOULD BE A ROAD THAT WOULD COME THROUGH HERE AND NO, I DON'T KNOW WHETHER THEY BELIEVE THAT IT CONNECTED LIKE THAT. THIS ROAD. MR CHAIR. I CAN ELABORATE ON THAT A LITTLE BIT. IF YOU WOULD LIKE, UM, SO THE ENGAGED IN ALBANY STRATEGIC PLAN INCLUDES A MASTER RUNWAY CONNECTION PLAN WITHIN IT. AND IT DOES SHOW YOU KNOW THIS AND WHEN FUTURE DEVELOPMENT OCCURS, BUT THAT WOULD BE A PLACE WHERE THE FUTURE ABOUT CONNECTION MAY BE ABLE TO HAPPEN. RIGHT NOW. THERE IS THIS, UM THERE IS A ROADWAY HERE THAT DEAD ENDS, WHICH IS WHAT THEY WILL BE EXTENDING. AND THEN IF AND WHEN, YOU KNOW SOMETHING HAPPENS AND WE EXTEND A ROADWAY, THERE WOULD ALREADY BE A SYSTEM IN PLACE FOR THEM TO CONNECT INTO. AND THEN AS MR BUTLER INDICATED. I'M SORRY. MY SLIDES ARE NOT COOPERATING HERE. UM. YES THIS FUTURE ROAD GOES IN, AND THEY HAVE CONNECTION. THIS CURB CUT WOULD GO AWAY. AH! THEY WOULD ONLY TEMPORARILY SORT OF SPEAK HAVE TO PERP CUTS ON DEVIL HEIMER. UM THIS WOULD BE THE MORE PERMANENT ONE. IF THEY EVER GET THIS CONNECTION, THIS WOULD BE CLOSED SO THAT THERE WOULD NOT BE THREE POINTS OF ACCESS. ALL RIGHT THERE. SO THOSE ARE JUST LONG TERM LONG TERM PLANNING GOALS. THANKS, CHELSEA. CAN I ASK YOU ANOTHER QUESTION? JUST ONE FOLLOW UP, SO I JUST WANTED TO UNDERSTAND OUR ROLE HERE TOO IS AND YOU? I THINK YOU EXPLAINED IT TO US IS THAT WE'RE HERE JUST TO LOOK AT THE ZONE E AND AS THE PROJECT DEVELOPS, IT WILL. IT'LL JUST GO TO THE PLANNING COMMISSION. WE WON'T BE LOOKING AT THE FINALIZED DEVELOPMENT, RIGHT? YES. SO I DID INCLUDE THIS SLIDED AND GO OVER IT JUST KIND OF PROCESS. UM YOU GUYS ARE THE FIRST STOP AND MUCH LIKE A LOT OF THE OTHER PLANNED DISTRICTS IN NEW ALBANY.
UM YOU WOULD BE MAKING RECOMMENDATION ON THE REZONING TO PLANNING COMMISSION. AND THEN THEY WOULD MAKE RECOMMENDATIONS TO THE REZONING TO CITY COUNCIL AND THEN EACH FINAL DEVELOPMENT PLAN WOULD GO BACK AGAIN TO THE PLANNING COMMISSION. UM SO STUFF LIKE THE FINAL ENGINEERING, UM, AND STUFF LIKE THAT WILL BE VETTED THROUGH THAT PROCESS. THANKS. OKAY MIKE. QUESTION FOR STAFF ON THE 62 QUARTER, GOING OUT THERE FURTHER. AH! AND YOUR FUTURE MASTER PLAN THAT MAY OR MAY NEVER COME. AH IS THAT ALSO CONSIDERED BUSINESS GOING OUT TO THE INTERSECTION OF CENTRAL COLLEGE OR IS ANY OF THAT GOING TO REMAIN RESIDENTIAL? YOU KNOW, UM I BELIEVE THAT, UM, ENGAGED IN NEW ALBANY PLAN THE FUTURE LAND USE. PLAN WITHIN THAT. DOES HAVE, UM, SOME OF THE PROPERTIES CLOSER. TO TURKEY HILL IS BEING PART OF THIS SIMILAR ZONING, BUT THEN IT DOES CALL FOR RESIDENTIAL THE FURTHER YOU GO. TODAY TO THE NORTH. SO IT WOULD CALL FOR RESIDENTIAL, AND THAT'S JUST DIDN'T KNOW IF THAT WHOLE STRIP ALONG 62 DOWN TO CENTER COLLEGE TO BE COMMERCIAL OR NOT.
UM THE PLAN CALLS FOR IT TO STOP BEFORE IT GETS TO THE INTERSECTION. BECAUSE IT CAME HIGH OR WHATEVER THE GUN STORIES DOWN THERE. I KNOW THAT'S THERE, AND I DIDN'T KNOW THERE WAS ALSO OLD. HOW'S IT COME BEFORE US AWHILE BACK THEN THEY WERE GOING TO REFURBISHING. DO SOMETHING THERE IN A BUSINESS TYPE OF THING, AND I DIDN'T KNOW IF THAT'S STILL STILL PLANNING TO GO THAT DIRECTION OR YOU GUYS WERE GOING TO DIFFERENT DIRECTIONS THAT ZONING FOR THAT PROPERTY IS IN PLACE. THEY JUST DIDN'T MOVE FORWARD WITH ACTUALLY DEVELOPING IT. THANK
[00:30:02]
YOU. NOTHING ELSE. THE ADDITIONAL QUESTIONS FROM THE PANEL. THAT'S WHAT I NOTICED THAT THE RECOMMENDED WITH ROAD ISN'T THAT FOR BEVEL HEIMER? IS THERE ANY PLAN TO EXPAND THAT TO MAKE IT WIDER? BUT I THINK THERE'S A PARTIAL AND THAT'S WORKER. WHAT WE'RE PROPOSING TO DO IS BELIEVE, REPLACING A CURB. ALONG THE EDGE. WE'RE MAKING SO THAT THE TRAVEL LANE ON OUR SIDE OF THE ROAD. IS UM AT LEAST 12 TO 13 FT WIDE. IT'S BASICALLY GOING TO MATCH THE RIGHT HERE FURTHER TO THE SOUTH. IT'S GOING TO MATCH THAT SECTION AS WE COME UP HERE. I NEED TO BE CAREFUL WITH THIS THING. I KEEP. TURN IT DOWN. AND THAT POINT UM SO YEAH, BASICALLY WHAT WE'RE I'M DOING IS THE ROAD YOU CAN SEE RIGHT HERE WITH CONNECTED INTO THE EXISTING CURB, AND THEN WE WOULD BE ADAM CURB AND MAKING THE SAME WIDTH AS IT IS RIGHT HERE ALL THE WAY TO THE NORTH, AND THAT'S SOMETHING THAT ENGINEERING WAS LOOKING AT WITH ME. YEAH THEY ARE PROPOSING TO DEDICATE RIGHT AWAY TO, UM MAKE IT THE WIDTH THAT WOULD BE REQUIRED. OKAY SO BE WIDER, LITTLE BIT WIDER IN THAT SECTION THAN IT IS FURTHER NORTH. UM ALSO THIS SITE. I'M NOT SURE HOW WIDE IT IS. BUT WITHIN THIS SECTION, THEY ARE DEDICATING THE RIGHT AWAY. NECESSARY JADED. YOU CAN'T ANSWER THAT WHEN IT'S 30 FOOTER RIGHT AWAY FROM CENTER LINE TO THE EAST. UM AND I THINK YOU GUYS ARE PROPOSING THE DEDICATED 10 ADDITIONAL THEATER, RIGHT? MAKE IT 4040 YEARS. OKAY? THANKS, JUDGE. BRENDAN, THE OTHER QUESTION. OKAY ANY ADDITIONAL QUESTIONS FOR THE PANEL? ANY QUESTIONS FROM THE GENERAL PUBLIC AND OR STAFF? OKAY, GREAT. STEPHEN THANK YOU.THANK YOU. ALL RIGHT. UM SO DO WE HAVE A WE NEED THE EMOTION FROM THE PANEL. MAY I MAKE A MOTION WITH THEM? A FEW CONDITIONS? ABSOLUTELY GENTLEMAN SET TALKED ABOUT COMPLETING AN ENVIRONMENTAL ASSESSMENT. WOULD YOU CONSIDER DOING A TREE SURVEY ALSO WHAT DO YOU DO WITH IT? IF YOU WOULD STEP UP TO THE MICROPHONE, PLEASE? SO IT HITS THE RECORDING. THANK YOU PERFORMING A TREE SURVEY ON OUR SIDE. UM. WHAT? WHAT WOULD WE MEAN? YOU MENTIONED EARLIER THAT THERE'S A TREE WHERE PRESERVING YOU WOULD PRESERVE IT CORRECT, SO THAT'S TRYING TO KIND OF NAIL THAT DOWN. DON'T I MEAN MY ONLY AS IT IS ON THAT BACKSIDE OF THE PROBLEM OF TREES AND TO SEND A SURVEY AND OUT TO TRY BECAUSE IT'S DIFFICULT LOCATING TREES BECAUSE THE WAY THAT THEY SURVEY THEY CAN'T USE GPS BECAUSE THE TREES BLOCK THE SIGNAL, SO THEN THEY HAVE TO USE. TYPICALLY THEY HAVE TO USE A TOTAL STATION. IT JUST TAKES A LOT OF TIME TO GO AND LOCATE EACH INDIVIDUAL TREES. NOW IF WE WERE LOOKING AT THE DEVELOPMENT AND WE SAW AN AREA OF TREES THAT WE THINK THAT COULD POSSIBLY BE SAVED WOULD BE MORE THAN WILLING TO GROW AND SURVEY THOSE TREES AND MAKE SURE THAT WE HAVE LOCATIONS AND CAN PROTECT THEM. ABSOLUTELY CAN WE WORK THAT COMMITMENT INTO EMOTION? IT'S UP TO YOU. AND THE AND THE AFRICAN. ALSO, I MEAN, MY ONLY QUESTION IS AH! SO WE'RE JUST TALKING ABOUT REZONING. CORRECT. CHELSEA WHEN THEY GET INTO THE DEVELOPMENT SIDE OF THIS WILL WAS THAT WHEN THE TREE CONVERSATION WOULD KIND OF BE MORE INTO PLAY, OR I MEAN, IS THERE OPPORTUNITY AT THAT LEVEL TO HAVE LIKE A PRESERVATION OR A TREE BUFFER DISCUSSION? YES I DON'T BELIEVE THAT THEY'RE GOING TO BE REQUIRED TO DO A TREE SURVEY NEW ALBANY CODE. DOES NOT. I KNOW THAT THE CORD AH RECOMMENDS TREE PRESERVATION. THE NEW ALBANY CODE WOULD NOT REQUIRE THEM TO, UM DO THE TREE SURVEY AND PRESERVED THEY WOULD JUST NEED TO MEET THE CURRENT LANDSCAPING CODE. SO CAN THE CORD RECOMMENDED SOME TYPE OF TREE PRESERVATION STANDARD OF SOME SORTS FOR A ZONING CHANGE? UM I THINK YOU CERTAINLY CAN MAKE, UH BECAUSE I MEAN, THIS IS FOR THE REZONING AND THE PRELIMINARY PLAN, SO THEORETICALLY, YOU COULD MAKE.
CONDITION OF APPROVAL THAT THEY AT LEAST, UM. IF YOU WANT TO MAKE IT MORE GENERAL, IF YOU'RE WORRIED ABOUT BEING TO SPECIFIC IT CAN BE GENERAL. UM THAT THEY LOOK INTO. TWO SOME KIND OF
[00:35:02]
WORDING THAT WOULD REQUIRE THEM TO ACTUALLY LOOKING AT WHAT YOU THINK SOMETHING TO REQUIRE THEM TO STUDY. THE TREE IS IF THERE ARE TREES THAT COULD BE SAVED DURING THE PROCESS THAT SEVEN TRYING TO GET RECOMMEND APPROVAL OF THE ZONING CHANGE WHAT THE CONDITION TO PRESERVE AS MANY APPLICABLE TREES DURING THE DEVELOPMENT PROCESS. YEAH, IS THAT YEAH. OKAY COULD I ADD SOMETHING REAL QUICK? COULD YOU PUT UP THE AERIAL PHOTO OF THE PROPERTIES BECAUSE I DON'T REMEMBER SEEING THAT MANY TREES THERE. UH BECAUSE THERE'S TWO HOUSES THERE AND THEN THE CENTER IT WAS BASICALLY A VACANT LOT THAT THEY'RE BEING KEPT MODE AT THIS POINT. YEAH AND BY THE TIME YOU TEAR DOWN THE HOUSE AND EVERYTHING IF THEY'RE GOING TO DEVELOP THAT LAND AT ALL, THERE'S REALLY NO. YOU'RE TAKING THE TREES OFF THE EAST AND YOU'RE TEARING DOWN THE TREES AROUND WHERE THE HOUSE IS. IF YOU'RE GOING TO PUT ANY KIND OF BUSINESS THERE, YOU'RE GONNA NOT GONNA HAVE ANY PLACE TO PUT IT ALONG THE SOUTHERN EDGE RIGHT WHERE THE TENSIONS GOING, THAT MIGHT BE AN AREA THAT WE CAN PRESERVE SOME EXISTING TREES. OKAY. LIKE I SAID, WE'RE NOT WE'RE NOT JUST GOING TO GO OUT THERE AND UH, CLEAR CUTS AND SECOND CLEARCUTTING. I MEAN, WE LIKE THE ESTABLISHED WITH? I'VE DONE SEVERAL DEVELOPMENTS WHERE WE TRY AND MAKE. EXISTING TREES VIABLE BECAUSE THE OTHER THE OTHER PROBLEM THAT YOU RUN INTO IS EVEN IF YOU SAY THAT THE WAY THAT YOU HAVE TO DO IT, EVEN IF YOU SAVE A TREE, BUT SAID IT WAS A CLUSTER AND SNOWING LIKE THERE'S ONLY A COUPLE OF TREES LEFT NOW THE MORE EXPOSED AND THEY IT CAN KILL THEM. JUST BECAUSE OF THE CONSTRUCTION ACTIVITIES THAT WILL HELP OCCURRED AROUND THEM. SO, BUT. I THINK A VERY GOOD LOCATION WILL BE ON THAT SOUTHERN EDGE WHERE WE'RE PROPOSING TO PLACE THE RETENTION BASIN. UM WOULD BE ONE PLACE I SEE IT BEING REAL DIFFICULT ON THE EASTERN EDGE OF A PROPERTY WHERE THE ROADWAYS GOING AND THEN, UM. I MEAN, YOU CAN SEE THESE ARE A COUPLE OF TREES HERE AND THERE AND LIKE I SAID IT TRADING PERMITS. UM WILL SAVE THEM, BUT I THINK IT'S GOING TO BE MORE LOGISTICAL. UM, LOGICAL TO HAVE THEM. LOOK IN THE SOUTHERN EDGE OF THAT PROPERTY. I WONDER IF WE COULD REQUEST? I DON'T KNOW, NOT ARBORISTS. NOT EXACTLY HOW THIS SCIENTIFICALLY DONE, BUT INSTEAD OF SERVING EACH INDIVIDUAL TREE TO IDENTIFY IF THERE'S A SPECIAL , UNIQUE TREE THAT NEEDS TO BE PRESERVED, JUST IDENTIFYING HOW MANY TREES ARE THERE CURRENTLY AND THEN ONCE YOU'VE ELIMINATED THEM AND REPLANTED TREES, WHICH I DO NOTE, YOU'RE PLAYING TO PLANT ONE. EVERY 30 FT, WHICH IS BETTER THAN THE ONE EVERY 40 FT. THAT'S THAT'S REQUIRED IN THE PLAN. BUT IF YOU CAN IDENTIFY WHAT'S THE NET, CHANGE YOUR TAKING? ON AVERAGE, YOU HAVE SO MANY TREES OF A CERTAIN DIAMETER THAT WILL BE TORN DOWN. MY ONLY QUESTION WITH THAT IS AT THE END OF THE DAY. WHAT, WHAT WE'RE GOING TO DO WITH THAT INFORMATION. IT'S RIGHT, AND MAYBE IT SOUNDS TO ME LIKE THAT'S NOT GOING TO BE CONSIDERED IN THE FUTURE, OR THAT THE CITY WOULD NOT REQUIRE THAT IN FUTURE MEETINGS, SO IF IT'S OUR JOB TO PRESERVE THE CHARACTER THAN THIS IS THE OPPORTUNITY FOR US TO REQUEST THAT YOU INCLUDE THAT INFORMATION IN THE FUTURE FUTURE PLANS, AND THAT'S FAIR. I MIGHT BE STEPPING OUT OF TIME. IF ALONG THAT EASTERN MATCHES WHAT I'M CONCERNED ABOUT AND LET'S SAY THIS. I COULD SEE THAT BEING OVER 100 TREES THERE. I TELL YOU THAT WE'VE THERE WAS. NUMBER THREE. I MEAN, WE CAN'T DO ANYTHING ABOUT BECAUSE THE CITY IS WANTING US TO PLACE A ROAD THAT SO I END UP COMING BACK AND SAYING, YEAH, WE TOOK DOWN. UM 50 TREES THAT WERE 12 INCH DIAMETER 30 THAT WORD 15, YOU KNOW. I JUST I'M JUST TRYING TO WORK OUT WHAT THE GOAL OF THAT WOULD BE, UM WE'RE NOT ABLE TO PRESERVE THAT. IS ALL I'M SAYING I WOULD LOVE TO TRY AND PRESERVE SOMETHING ON THE SOUTHERN EDGE AS WE CAN, BECAUSE WE WERE MEETING THE GREATER THE SOUTHERN PROPERTY LINE. UM FOR OUR DETENTION BASIN, AND I THINK THAT WOULD MAKE A THAT WOULD CREATE BETWEEN US AND THE PROPERTIES OF THE SOUTH AND ESTABLISHED TREES. EXACTLY SURE. WHAT IS THERE RIGHT NOW? AND WE CAN ABSOLUTELY HAVE AN ARBORIST OR SOMEONE IDENTIFY THE TREES AND THE SIZE LONGEST SOUTHERN EDGE. AND I WOULD BE MORE THAN MORE THAN WILLING TO DO THAT. FOR MY PART, I GUESS ALL I WAS REALLY TRYING TO FIND OUT WAS WHETHER IT WAS POSSIBLE TO ENSURE THAT THERE WAS UM, IN THE ATTEMPT ANYWAY. TO KEEP THIS SITE AS CONSISTENT AS POSSIBLE WITH MORE CONSISTENT WITH THE PARCELS TO THE NORTH AND WANTS TO THE SOUTH. I MEAN, YOU CAN SEE OBVIOUSLY, FROM THIS AERIAL THAT ON THE SOUTH, THAT WAS PRETTY MUCH CLEAR CUT AND IT'S JUST FLAT LAND TO THE NORTH EAST[00:40:02]
AND WEST IS STILL PRETTY HEALTHY FORRESTER SO THAT WAS KIND OF MY REASON FOR ASKING A QUESTION ORIGINALLY, AND MAYBE THAT'S WHAT OTHERS ARE THINKING AS WELL JUST AS MUCH AS CAN BE DONE. TO KEEP THIS IN CHARACTER WITH THE PARCELS TO NORTH EAST AND WEST AS LONG AS THEY STAY THAT WAY.WE WOULD LIKE TO SEE THAT I THINK HAPPENED. I'D PERSONALLY LIKE TO SEE THAT HAPPEN ANYWAY.
OKAY? YEAH. ALL RIGHT. THANK YOU. GO AHEAD, SCOTT. I THINK IT MIGHT BE HELPFUL. IF MR BUTLER YOU COULD TALK ABOUT YOUR LANDSCAPE PLAN AND WHAT YOU'RE GOING TO DO WITH THE IMPROVEMENTS. THE LANDSCAPE ONE. YEAH I THINK THAT MIGHT HELP FOR ME OBVIOUSLY WERE FOLLOWING. UM.
THE CITY REGULATIONS AND. CLIENTS WE DID SUBMIT THE PLAN. WE DID GET SOME FEEDBACK FROM THE CITY LANDSCAPE ARCHITECT. UM REGARDING WANTING A FEW MORE TREES. CLUSTERED AROUND THE DETENTION POND. TO MAKE THAT LOOK MORE NATURAL. UM AND THEN, OBVIOUSLY WE'VE GOT THE STREET TREES AND WHEN YOU LOOK AT THE AERIAL PHOTOGRAPHS OF THE AREA TO THE SOUTH AND SHORT, VERY SIMILAR TO THAT UM, LANDSCAPE ARCHITECT PUT THIS TOGETHER. UH UM, LOOK AT THE SURROUNDING AREA. HOW ABOUT THE STREET TREES WOULD GO TO THE SOUTH AND THEN OBVIOUSLY WE'VE GOT A DOUBLE ROW OF TREES ON OUR EASTERN EDGE. SPACE. I THINK IT'S GOOD. YEAH SO THE PRELIMINARY PLAN ONLY SHOWS THE STREET TREES AND, UM, LANDSCAPING AROUND THE BASIN. THE FINAL DEVELOPMENT PLAN WILL REQUIRE A MORE ROBUST LANDSCAPE PLAN. UM THEY WILL HAVE. MORE AVAILABLE HAVE ADDITIONAL LANDSCAPING REQUIREMENTS, AND ONE IS ACTUALLY SHOWED ON THE SHOW ON THE PRELIMINARY PLAN.
UM, THEY'LL HAVE, UM YOU KNOW, PARKING LOT LANDSCAPING, BUT THEY'RE GOING TO BE REQUIRED TO INSTALL LANDSCAPING WITHIN THE BUFFER BETWEEN THE BUILDING AND THE HORSE FENCE THAT THEY'RE GOING TO BE REQUIRED TO INSTALL. NONE OF THAT LANDSCAPING IS SHOWN. ON THIS PLAN. UM SO THERE WILL BE MORE TREES AND UH, UM, SHRUBS ON SITE THAN WHAT IT LOOKS LIKE THERE'S ACTUALLY GOING TO BE THERE. UM BUT CERTAINLY IF THE PANEL IS INTERESTED IN THEM. SAVING AS MANY EXISTING TREES AS POSSIBLE. YOU CAN CRAFT SOME SORT OF CONDITION THAT WOULD BE ON THE RECORD FOR THE PLANNING COMMISSION TO CONSIDER ONCE IT GETS TO THEM, AS WE DISCUSSED ALREADY. THANK YOU, CHELSEA. GOOD ONE OTHER COMMENT. SURE LOOKING AT THE PLAN. HONESTLY I DON'T THINK THERE'S GOING TO BE MUCH OF AN OPPORTUNITY TO SAVE THOSE TREES ON THE EAST SIDE. I THINK IT'S A VERY WELL ORGANIZED PLAN. AND YOU KNOW WHEN YOU START TO CUT INTO THE DRIP LINES AND DEVELOP UNDERNEATH TREES, YOU'RE GOING TO HAVE PROBLEMS SO I DON'T SEE WHERE THAT'S GOING TO BE REALISTICALLY ACCOMPLISHED TONIGHT. FOR ME, I WOULD BE MORE THAN WILLING TO ACCEPT APPLICANT , STATING THAT THEY WOULD TRY TO SAVE AS MANY OF THE TREES TO THE SOUTH OF THE SITE AS POSSIBLE, OKAY? UM DOES ANYBODY WANT TO GO AHEAD AND CRAFTED RIGHT? UM MOTION AROUND THAT DISCUSSION? THEY MAKE 11 COMMENT HERE JUST ON ON THIS SO THAT MIGHT HELP WITH CRAFTING THE, UM THE MOTION IN THE EVALUATION CHECKLIST IN SECTION 3.2 0.4. IT'S A SITE LAYOUT SHOULD AVOID UNNECESSARY DESTRUCTION OF WHAT AREAS ATTEMPT TO PRESERVE EXISTING TREES AND TREE ROSE, WHICH SOUNDS LIKE IT'S EXACTLY WHAT WE'RE SAYING THAT THERE WILL BE AN ATTEMPT MADE THAT WAS MARKED AS NOT APPLICABLE. I WONDER IF WE COULD JUST SUGGEST EMOTIONALLY MOVED TO APPROVE IT WITH THE CAVEAT THAT AN ASSESSMENT IS MADE OF WHAT COULD BE PRESERVED AND THAT THAT ASSESSMENT BE INCLUDED. YOU DECIDE WHAT THAT ASSESSMENT LOOKS LIKE, SOUNDS GOOD. MAKE THAT MOTION WE APPROVE WITH THAT WAS THAT WAS EMOTION. ALRIGHT YEAH. OUR SECOND. THAT'S MR GRIFFITH. AND WAS THAT MR HEARST QUITS ON SECOND. WHO WAS THAT WAS THE SECOND. YES, OKAY. MR GRIFFITH? YES, MR HERSKOWITZ. YES. MR BRUBAKER? YES MR HARPER? YES EARLIER? YES OTHERS? YES YES, MR PAUL? YES, MR SELLERS? YES. I HAVE NINE YES, VOTES ON THE MATTER. MOTION PASSES. ALL RIGHT, STEPHEN. THANK YOU FOR COMING. THANK YOU. THANK YOU. ALL RIGHT. DO WE HAVE ANY OTHER
[VI. Other Business]
BUSINESS? ANYTHING FROM THE PANEL WOULD LIKE TO BRING UP INDOOR STYLE FROM STAFF. OKAY[00:45:03]
ANYBODY ON THE PANEL? OTHER BUSINESS? NOT SURE, MARY WHAT'S GOING ON WITH THE STORAGE FACILITY UP ON WALNUT STREET? THAT WAS APPROVED, UM, THE BOARD OF TRUSTEES. IT WENT, UM, OBVIOUSLY WENT THROUGH YOU GUYS. THEN IT WENT THROUGH OUR ZONING COMMISSION. AND THEN, UM, WENT BEFORE THE BOARD OF TRUSTEES AND IT WAS APPROVED. AT THE OCTOBER. I THINK IT WAS THE OCTOBER 15TH MEETING. THANK YOU. YEAH. YOU KNOW, IT'S STILL EARLY. HOW DOES DECEMBER LOOK FOR THIS MEETING? ARE WE GETTING ANY APPLICANTS. I THINK THE FILING DEADLINE IS TOMORROW, DO YOU? FROM COLUMBIA'S FINAL DEADLINE OF THE 22ND SO OH, I'M JUST WONDERING. YEAH I GUESS TO RE REPHRASING QUESTION IS, DO WE KNOW THAT WE ALREADY HAVE APPLICATIONS TO HEAR? NO NO. OKAY ON THE 22ND.WE DON'T KNOW FOR SURE WHETHER THERE'S A DECEMBER MEETING ON BEHALF OF COLUMBUS, SHOULD WE SAY HAPPY THANKSGIVING AND MERRY CHRISTMAS OR POSSIBLY HAPPY NEW YEAR. YEAH HAPPY HOLIDAYS. MERRY GO COVER ALL THE BASES. ANY ADDITIONAL COMMENTS. OKAY GREAT. WELL WHAT I CALL THIS MEETING TO ADJOURN. THANKS
