ALRIGHT HEARING A VISITORS. IS THERE ANYONE FROM THE PUBLIC THAT WOULD LIKE TO ADDRESS COUNCIL REGARDING MATTER? THAT'S NOT ON TONIGHT'S AGENDA, APPRECIATING THAT WE JUST TABLED SOMETHING THAT MOST FOLKS PROBABLY WANTED TO HEAR ABOUT THOSE SORT OF A CONFIRMATION THAT THAT ACTUALLY HAPPENED THAT THAT THAT REQUEST IS BEEN WITHDRAWN BY THE APPLICANT. IS THERE. ASIDE FROM THAT ISSUE, ANYONE ELSE WHO WOULD LIKE TO ADDRESS COUNCIL? ALRIGHT THEN.

WELL OBVIOUSLY, YOU KNOW IF THERE COMES A TIME WHERE THERE'S ANOTHER OWNER OF THAT PROPERTY THAT WANTS TO PROCEED WITH SOME SORT OF ZONING REQUIREMENTS, YOU HEARD MISS CHRYSLER. THERE'LL BE AGAIN A VERY PUBLIC PROCESS THAT WILL GO THROUGH BEFORE THAT WOULD HAPPEN. JUST YOU KNOW, KEEP YOUR EYES AND EARS OPEN IN CASE THAT DOES HAPPEN IN THE FUTURE. IF YOU HAVE CONCERNS CERTAINLY WANT TO ADDRESS THOSE THINGS. CITY STAFF ARE BOARDS, COMMISSIONS AND COUNCIL. BUT THAT BEING SAID, IF YOU HAVE OTHER THINGS TO DO ON THIS BEAUTIFULLY WARM NIGHT AND YOU'D LIKE TO LEAVE. PLEASE FEEL FREE TO DO SO. NO NO HARD FEELINGS IF YOU WANT TO STAY FOR THE WHOLE REST OF THE MEETING, HAPPY TO HAVE YOU APPRECIATE, RIGHT? PUBLIC INPUT. THANK YOU. PEOPLE.

[7. BOARD/COMMISSION REPORTS]

ALRIGHT HEARING NO OTHER REQUESTS FOR PUBLIC COMMENT WILL MOVE ONTO BOARDING COMMISSION REPORTS ANY UPDATE FROM THE PLANNING COMMISSION MEETING WE MEET TOMORROW. ALRIGHT PARKS AND TRAILS NOBODY ARCHITECTURE REVIEW BOARD. ZONING APPEALS MEETING SUSTAINABILITY ADVISORY BOARD. WE HAD A MEETING ALRIGHT MEETING ON LAST WEDNESDAY. FAIRLY QUICK MEETING. UM FIRST ONE WITHOUT OUR TRAINING WHEELS. ADRIAN AND MIKE HAVE STEPPED BACK NOW SO IN IS RUNNING THE SHOW AND WENT OFF SMOOTH. NO HITCHES. UM DIDN'T UPDATE AND I KNOW WE TALKED ABOUT IT LAST MEETING ABOUT THE HAZARDOUS WASTE DRIVE. YOU WANTED TO GET THE RESULTS BACK FROM THAT. WE DID 22,873 POUNDS WERE RECOVERED £16,000 OF THAT WAR PAINT. UM I DO HAVE A SPREADSHEET THAT SHOWS THE BREAKDOWN OF ALL THE DIFFERENT ITEMS THAT WERE COLLECTED. SO THAT AND THEN I THINK YOU SAW IN THE SOCIAL FOR THE CITY. WE HAD 12.9 TONS OF PUMPKINS THAT WERE COLLECTED AS WELL. DIVERTED FROM THE LANDFILL , SO BOTH EFFORTS WERE WELL RECEIVED AND MADE QUITE AN IMPACT. WE JUST DID A QUICK UPDATE ON SOME OF OUR ITEMS. REMEMBER THE STUDENT INITIATIVE PILOT PROGRAM? WE'VE GOT 21, EDUCATING COMPOSTING AND THE OTHER ISLANDS IN THE PICKUP DROP OFF LINES AT THE SCHOOL ARE ROLLING OUT IN JANUARY, SO I'LL KEEP YOU APPRISED AS THOSE ARE GOING YOU'VE GOT TO EARTH DAY TO ARBOR DAY EVENTS KIND OF FINALIZED. GOOD NEWS CHIP FELLOWS. WE HAVE COMBINED THE E WASTE DRIVE WITH THE HAZARDOUS WASTE DRIVE AT SERVICE. SAME TIME, SAME CHANNEL, SO WE'RE EXPECTING ANOTHER GOOD TURNOUT, BUT IT'LL BE GOOD. EVERYBODY CAN JUST BRING WHATEVER THEY GOT FROM HOME. THEY DON'T HAVE TO WORRY ABOUT WHETHER IT'S THE WASTE OR HAZARDOUS WASTE. CURTIS A STAFF FORGETTING THAT LINED UP ON A PRETTY HAPPY CRAZY TIME DURING BIRTHDAY. EVERYBODY WANTS TO HAVE THIS DRIVE, SO THAT WAS A GOOD WIN. UM AND I GUESS THE LAST ITEM TO GIVE AN UPDATE. WE ARE, UH THE BOARD HAS DECIDED TO CREATE A SUBCOMMITTEE TO FOCUS ON SOME MORE ITEMS IN DETAIL. SO WE CREATED A SUBCOMMITTEE LAST MEETING THAT'S GOING TO FOCUS ON MUNICIPAL COMPOSTING, SO I'M NOT JUST RESIDENTIAL BUDGET ACTUALLY COMMERCIAL PROPERTIES AS WELL.

UH AND THEN WE ACTUALLY TABLED OUR ORGANIZATIONAL MEETING BECAUSE WE'RE MISSING. I THINK THREE FOLKS, SO THAT WILL BE GIVEN AN UPDATE. THAT'S TOO SATISFIED THAT MEETING, BUT THAT'S ALL THINGS SUSTAINABILITY . QUESTION FOR JOSH JOSH NOW THAT WE HAVE THE RESULTS IN FOR THE HAZARDOUS WASTE PICK UP OR YOU'LL BE POSTING THAT MUCH LIKE YOU DID FOR THE PUMPKIN. PICK UP WHAT THE RESULTS WERE. I THINK THAT WOULD BE A REALLY GOOD MESSAGE TO SEND OUT TO THE COMMUNITY FOR YOU THAT SPREADSHEET OR DO YOU HAVE IT? PEOPLE ARE OKAY. RIGHT ANY OTHER QUESTIONS ON THAT REPORT? ALRIGHT CEMETERY RESTORATION. EXCUSE ME. THE IDEA AND IMPLEMENTATION PANEL ON THE UPDATE. YES, WE HAD A MEETING LAST WEEK. UM WE HAD AN ORGANIZATIONAL MEETING WHERE DR BRIANNA JOHNSON IS REMAINS THE CHAIRWOMAN, WHICH IS GREAT. UM AND WE DISCUSSED THE UPCOMING SUPER SUPPER, WHICH IS ON WEDNESDAY, FEBRUARY 7TH. WE ARE

[00:10:05]

IN NEED OF SOUPS. SO COUNCIL MY BEST IS GOING TO MAKE A VEGETABLE SOUP. IF YOU ALL HAVE ANY SUITS THAT ARE YOUR YOU KNOW, FAMILY RECIPES OR ANYBODY HERE, BUT MAYBE WATCHING THAT WOULD LIKE TO CONTRIBUTE A SOUP. YOU JUST NEED A CROCK POT. TO BRING TO THE EVENT WILL BE A VOTE ON THE BEST SOUP IN YOUR WIN A SPECIAL AWARD. IF IT IS YOURS. DON'T EVEN TRY TO BEAT ME. YEAH I WOULD NOT ENGLISH VEGETABLE. UM KAY, SO SOUP. YES IF YOU IF YOU WANT TO TRY TO MAKE IT A SOUP, YOU CAN CHARGE YOU NEED CHIPS, LITTLE OVER, KIDDO. AND AH, IT'S IT'LL BE AT THE HEIGHT CENTER, UM, ON ON MESSAGE WITH THE SUSTAINABILITY COMMITTEE, ABBY FIRST ON THESE AMAZING PRODUCTS WHERE EVERYTHING COULD BE COMPOSTABLE, INCLUDING, LIKE THE LITTLE CUPS THAT USE AND THE SPOONS THAT WE'RE GONNA USE FOR, UM THE STOOP, WHICH IS GREAT. YOU JUST TAKE A LITTLE BIT OF ALL THE SOUP, UM AND SAID IT WOULD BE AT THE HEIGHT CENTER WILL HAVE DONATION OPPORTUNITIES THAT COST IS GOING TO BE THINK $5 PER PERSON OBJECT IN $20 FOR A FAMILY, SO THE WHOLE FAMILY WANTS TO COME EAT, THEN THAT'S ALL THEY HAVE TO PAY. UM AND YEAH, WE WON'T NEED AS MANY STOPS AS POSSIBLE. WE ALSO FEBRUARY 17TH SEVENTH FRANCE TIME WOULD YOU NEED TO SPEAK THERE? WE WOULD NEED THE SOUP. THEY'RE PROBABLY LIKE, FIVE ISH.

I'LL BE UPTOWN. SORRY. FIGHT YOUR SOUP. UH WE ALSO TALKED ABOUT THE EVENT THURSDAY. MARCH 14TH WOMEN OF NEW ALBANY EVENT. UM WE'RE STILL WORK SHOPPING THE EXACT TITLE OF THE EVENT. BUT THE THEME IS, UM, SORT OF AN INSPIRATIONAL NIGHT ABOUT THE WOMEN IN NEW ALBANY. UM MORE ON THAT. BUT PLEASE, MARK YOUR CALENDARS WILL BE AT THE ESTATES MARCH 14TH FROM 68. AND THEN WE TOUCHED BRIEFLY ON THE NEIGHBORHOOD AMBASSADOR PROGRAM. WE'RE REALLY HOPING TO UH, LAUNCHED THAT AT THE SUPER SUPER EVENT DISCUSSING, UM THE, UM SORT OF INTRODUCING THE PROGRAM TO THE COMMUNITY AND THEN GET REALLY GET GOING ON SETTING UP NEIGHBORHOODS AFTER THAT. SO.

THAT'S WHAT I GOT QUESTION. WHAT ARE THE PROCEEDS FOR THE SUPER ALL THE FOOD PANTRY? I REALLY DON'T THINK IT IS. BUT CHANCERY FUNDRAISER OPPORTUNITY. YEP THE COSTS WILL BE COVERED BY THE IDEA THAT IT ALL RIGHT. ANY QUESTIONS ON THE UPDATE, CEMETERY RESTORATION ADVISORY BOARD MEETING MEETING OF THE PUBLIC RECORDS COMMISSION HAS A MEMBER OF COUNCIL RECEIVED ANY

[8. CORRESPONDENCE/COMMUNICATIONS]

CORRESPONDENCE OR COMMUNICATION SINCE OUR LAST MEETING THAT THEY WOULD LIKE TO PROVIDE AN UPDATE ON UM, NOT AN UPDATE, BUT I THINK WE ALL RECEIVED THAT EMAIL FROM SCOTT. STEPHEN LAWLER. UM AND I JUST WANT TO MAKE SURE SOMEBODY FROM STAFF I KNOW WE'VE DISCUSSED THAT, UH THROUGH THE HOLE. PROCESS WITH THE HAMLET EVERYTHING UP THERE, BUT I JUST WANT TO MAKE SURE SOMEBODY'S GONNA APPLY. EXCUSE ME. MIKE AND I SPOKE LAST WEEK, AND HE'S WORKING ON THAT. SO WE'LL HAVE A RESPONSE. PROBABLY THIS WEEK. OKAY. PERFECT THANK YOU. WE ALSO RECEIVED AN EMAIL FROM TIMOTHY SCULPT IN REGARDING THE INTERSECTION DOUBLE HEIMER AND CENTRAL COLLEGE. AND THE DANGEROUS OF THAT INTERSECTION. I GUESS, HE NOTES. SEVERAL PEOPLE THAT HAVE BEEN CLIPPED CROSSING THE INTERSECTION. THERE'S ANY MORE THAT WE CAN DO TO CREATE A SAFER INTERSECTION THERE, WHETHER I THINK HE RAISED TWO ISSUES, ONE WAS THE LIGHTED OR OUTLINING STOP SIGN. SO WE'RE TAKING A LOOK AT THAT. UH CHIEF ALSO PROVIDED INFORMATION ABOUT THE NUMBER OF TRAFFIC ACCIDENTS THERE AND WE DID. WE DID CHECK THE LIGHTING, AND MIKE IS WORKING WITH THE CITY ENGINEER TO DETERMINE WHETHER OR NOT THE BRIGHTON SERVICE SUFFICIENCY OF THE LATEST IS APPROPRIATE. THERE IS A AND E P COBRA HEADLIGHT AT THAT INTERSECTION, SO IT'S PROBABLY PROPERLY LIT ACCORDING TO THE LIGHTING STANDARDS, BUT WE ARE LOOKING AT THE POSSIBILITY OF ADDING, UH, STOP SCIENCE WITH WITH THE RED LIGHTS AROUND THE PERIMETER. I'LL BE NICE CHIEF. IS IT CONCERNS ABOUT THE INTERSECTION? YEAH WELL, ACTUALLY, THE LITTLE BIT SURPRISED BECAUSE I THINK THE MAYOR SUGGESTED PUTTING ANOTHER TOPIC AND, UH, SO UH, IT WAS ALREADY ON THE TOP EIGHT. THEY JUST PUT OUT THE TOP PAID FOR THE MONTH, AND IT WAS ALREADY ON IT. UM THE SERGEANT HAD NOTICED THAT WE HAD A COUPLE ACCIDENTS THAT WERE CLOSE TOGETHER AND SEEMED A LITTLE BIT. UM IN RECENT TIMES, THERE'S BEEN A COUPLE MORE ACCIDENTS THAN THAN WHAT WE HAD SEEN NORMALLY. SO IRONICALLY, WHEN I WAS ON THE PHONE AND JOE TALKING ABOUT THIS ISSUE THERE WAS ANOTHER ACCIDENT AT THAT INTERSECTION. SOME OF THE ACCIDENTS THE ONE THAT HAPPENED WHEN I WAS ON THE PHONE

[00:15:05]

WITH JOE, IT WAS A NON ENGLISH SPEAKING PERSON THAT THAT REALLY DIDN'T UNDERSTAND TRAFFIC LAWS, AND I THINK THAT WAS A CONTRIBUTING FACTOR TO THE MOST RECENT ACCIDENT THAT WE HAD. AND THEN, UM, OF THE THREE THAT HAPPENED MOST RECENTLY ONE INVOLVED IN THE UAE DRIVER SO UM , YOU KNOW, I THINK ANY STEPS WE CAN TAKE TO IMPROVE THE AWARENESS ARE GREAT, BUT WE'RE WE ARE ACTIVELY WORKING THAT INTERSECTION AND ISSUING MOSTLY CITATIONS AND WARNINGS AT THIS TIME, PROBABLY JUST THE INCREASE OF TRAFFIC COMING THROUGH THERE RECENTLY. NO LESS YEAR OR SO.

IT'S PROBABLY CONTRIBUTED TO IT. YEAH. BUT I MEAN, IT'S A FOUR WAY STOP NOW. IT USED TO BE A TWO WAY STOP. YEAH, IT'S A FOUR WAY STOP, AND I THINK THE BIGGER ISSUE IS EAST AND WEST CENTRAL COLLEGE MORE THAN NORTH AND SOUTH LONDON 605. I MEAN, THERE'S CLEAR SIGHTLINE OBSTRUCTIONS TO THE STOP SIGN. IF YOU'RE LOOKING IF YOU'RE ON BE BEHIND MURMUR, AND YOU'RE LOOKING TO THE EAST, THERE IS A RISE SO THAT IF SOMEBODY IS TRAVELING AT A DECENT SPEED UM, YOUR LINE OF SIGHT, IT SEEMS SUFFICIENT. IT DOESN'T LOOK LIKE IT'S A AN ISSUE. UM BUT THERE IS A LITTLE BIT ARISE. WHERE THAT, UM YOU DON'T HAVE AS MUCH VIEWED AS YOU WOULD TO THE WEST. I DON'T THINK THAT LOOKING AT THE ACCIDENT. I DON'T THINK THE LINE OF SIGHT SPIN THE CAUSE OF THE ACCIDENT. I THINK IT'S PEOPLE JUST NOT YIELDING TO THE STOP SITES. AND THE WEB LIKE US STOP SIGN AHEAD SIGN WHERE THEY WERE. THEY, UM UH, I I'LL TELL YOU ON THE ROAD. I'M SORRY CHECK. I THOUGHT THERE WAS BUT I CAN'T SAY FOR SURE. I NEED TO CHECK ALL COME FOR DIRECTIONS TO MAKE SURE WE HAVE THOSE. I MEAN, YOU KNOW, REGRETTABLY, YOU KNOW, PEOPLE COMING TO A FULL STOP.

LET ALONE SLOWING DOWN? YEAH SEEMS TO BE, YOU KNOW, AND THAT ISSUE THROUGHOUT CENTRAL OHIO.

YEAH UH, YOU KNOW AGAIN, PEOPLE NEED TO OBEY THE TRAVEL. YEAH LOOKING AT THE ACCIDENT. I DON'T THINK IT'S UM YOU KNOW, IT'S NOT LIKE MANY DECKS. IT SOUNDS LIKE IT'S 22 PEOPLE THAT ARE FAIRLY LOCAL. THAT FORGOT THAT. IT USED TO BE, YOU KNOW, THROUGH TRAFFIC FOR SOME PRECAUTION HAVE FORGOTTEN THAT HAS CHANGED THE FOUR WAY STOP. I DON'T THINK THAT'S THE CASE. I THINK IT'S MORE THAT PEOPLE ROLL IN THE STOP SIGN OR NOT YIELDING AT ALL. IS THERE ANYTHING TO RECRUIT US FROM PUTTING ELIMINATED? STOP SIGN THERE. SO AT LEAST I MEAN, I WOULD FOCUS ON THE EAST WEST SIDES AND THEN BUT IF WE CAN DO ALL FOUR OF THEM GREAT TO YAHOO, AS FAR AS THE TRAFFIC WORKING IT, UM I THINK I FORWARD THE STATS WITH JOE OF THE AMOUNT OF CITATIONS AND WARNINGS GIVEN SO THEY EVEN PRIOR TO BE ON THE TOP EIGHT OFFICERS HAVE WORKED OUT REGULARLY. UM THE ONE THING THAT SEVERAL OFFICERS HAVE MENTIONED IS THAT WHEN WE'RE THERE, YOU PROBABLY WON'T SEE A TON OF CITATION OF WARNINGS BECAUSE, UH , THE WAY THAT THE GEOGRAPHICALLY IT'S SET UP, THERE'S REALLY NO PLACE WHERE THE OFFICER ISN'T FRONT CENTER AND VERY VISIBLE WHEN YOU'RE SITTING THERE SO GENERALLY WHEN THEY SIT THERE. PEOPLE ARE VERY COMPLIANT. AND THEN WHEN THEY LEAVE, THEY GO BACK TO WHERE THEY HAD BEEN DOING. YOU CAN SIT UP ON THE GRASSY KNOLL OR SOMETHING. OCULAR YEAH, IT'S ALL ROUGH, RIGHT THIS TIME OF YEAR THAT WE HAVE TO KICK IN THAT ALL WHEEL DRIVE TO GET BACK OUT OF THERE. BUT SOUNDS LIKE A DRONE JOB. THAT'S RIGHT. OKAY? ALL RIGHT, UM. THAT TAKES US TO THE SECOND READING OF ORDINANCES AND

[10. INTRODUCTION AND FIRST READING OF ORDINANCES]

PUBLIC HEARING ORDINANCE, 01 HAS BEEN WITHDRAWN. INTRODUCTION. THE FIRST READING OF ORDINANCES ORDINANCE 002 2024 NO ORDERS TO MEN CHAPTERS 183.21 939.011187 0.081187 0.091187, 0.10 AND 1187.11 OF THE CITY OF NEW ALBANY ALEHOUSE QUALIFIED MORTGAGES TO REMOVE REFERENCES TO COUNCIL STANDING COMMITTEES AND UPDATE CITY STATUS AS REQUESTED BY THE CITY OF NEW ALBANY. ALRIGHT YEAH. JUST REMIND YOU THAT AT YOUR LAST COUNCIL MEETING YOU VOTED TO REMOVE THE COUNCIL STANDING COMMITTEES FROM YOUR RULES OF PROCEDURE BECAUSE SAFETY, PUBLIC UTILITY SERVICE AND PUBLIC FACILITIES, PLANNING AND ECONOMIC DEVELOPMENT AND ADMINISTRATION COMMITTEES HAD NOT CONVENED AND AT LEAST OVER A DECADE AND I HEARING EVEN LONGER . UM THE ORDINANCE. THIS ORDINANCE STRIKES THE REFERENCES TO THE STANDING COMMITTEES IN CITY CODE, AND IT'S ON THE EXHIBIT A AND YOU'LL SEE THE RED LINES WHERE IT STRIKES IT OUT.

THE OTHER THING IS WHILE WE WERE ALREADY IN THERE, WE UPDATED REFERENCES FROM VILLAGE AND VILLAGE ADMINISTRATOR TO CITY AND CITY MANAGER. SO THAT'S KIND OF THE SIMPLE, CLEAN UP OF CITY CODE BASED ON THE CHANGE TO THE RULES OF PROCEDURE. AND I WANT TO MAKE SURE THERE AREN'T ANY QUESTIONS ON THAT BEFORE I BRING UP YET ANOTHER COMMITTEE THAT WAS NOT PART OF THE STANDING COMMITTEES, BUT THAT TURNED UP IN A SEARCH. UM AND SO, BUT FIRST I WANT TO MAKE SURE ALL THE STRIKES THAT YOU SAW THOSE WERE ALL FINE. THAT COUNCIL OKAY , SO THERE WAS ONE OTHER

[00:20:05]

COMMITTEE IN 1 57 10, WHICH IS AN INVESTMENT ADVISORY COMMITTEE, WHICH WE DON'T HAVE TO REMOVE IT, UH, TALKING TO FINANCE DIRECTORS THOUGHTS. IT'S KIND OF WHAT COUNCIL MEMBER WILL TROUT WAS ALREADY DOING AS THE CHAIR OF THE FINANCE COMMITTEE. THE WAY THE ORDINANCE OR YEAH, THE WAY THE CODIFIED ORDINANCE IS WHERE IT'S COUNCIL OR THE DESIGNATED INVESTMENT ADVISORY COMMITTEE WILL MEET. SO WE KIND OF ALREADY HAPPENING. OKAY UM, BUT I WANT TO JUST MAKE COUNCIL AWARE OF IT RIGHT NOW. I DO NOT DO ANYTHING WITH IT IN THE ORDINANCE, BUT WE CAN ADD IT TO STRIKE IT OR WE CAN LEAVE IT AS IS MM HMM. WHAT WAS IT? WHAT WAS THE CODE SECTION AGAIN? 1 57 10.

OKAY IT'S SHORTY. I CAN READ IT OUT LOUD IF YOU'RE HAVING TROUBLE SAYING THIS IS THE THIS THE COUNCIL OR THE OR A DESIGNATED INVESTMENT ADVISORY COMMITTEE WILL ENDEAVOR TO MEET ON A QUARTERLY BASIS, HOWEVER, SAID COMMITTEE SHALL MEET NO LESS THAN TWICE PER ANNUM TO REVIEW THE PORTFOLIO IN TERMS OF SECURITY TYPE. MOVE MY EYES OVER HERE. RISK AND INVESTMENT RETURN . THE INVESTMENT OFFICE AT THE INVESTMENT OFFICER SHALL BE RESPONSIBLE FOR MAINTAINING RECORDS OF ALL INVESTMENTS AND DEPOSITS. AND PREPARING REPORTS THAT SUMMARIZE, RECKON RECENT MARKET CONDITIONS, ECONOMIC CONDITIONS, ECONOMIC DEVELOPMENTS AND ANTICIPATED INVESTMENTS FOR COUNCIL AND I THINK THAT BRIEFLY CAME OUT. BUT THE LAST MEETING COUNCILWOMAN WILL TRY TO HAD ATTENDED THE MEETING. YES JUST, YOU KNOW, FEEDBACK FROM YOU AND STAFF REGARDING THIS I WAS I WAS OUT OF SUCH MEETING THIS AFTERNOON, AND IT WAS HELPFUL TO LEARN ABOUT THE CITIES. INVESTMENTS AND INSTRUCTOR, STATS AND. SEVEN ON THEN, UM YEAH, I'M HAPPY TO REPORT. UM OUR FINDINGS AH, AND ACCORDINGLY HERE LESS FREQUENT BASIS IF THAT'S HELPFUL, BUT I THINK IT'S THIS PRETTY MUCH SUMS UP EVERYTHING THAT WE DO ON THE FINANCE COMMITTEE. SO WE REALLY SHOULD GET RID OF ONE OR THE OTHER. IT SEEMS LIKE YOU COULD GET RID OF THE FINANCE COMMITTEE AND THE PROPOSED THAT'S HOW THEY GET, YOU KNOW. BRITAIN BACK IN AS THE PART OF THE SUBCOMMITTEE AND JUST HAVE THIS, MAYBE. YEAH. I MEAN, THAT COULD BE A SUPPLEMENTARY. UM WE'RE GOING TO DISCUSS COUNCIL RULES. A LITTLE LATER, I MADE A SUGGESTION OF MAKING A FINANCE LIAISON.

BASICALLY SO THERE ARE COMMITTEE MEETINGS AND YOU DON'T RUN INTO OPEN MEETINGS, ACT SITUATIONS.

UM THAT'S ANOTHER WAY AROUND IT, BUT I JUST WANT TO PUT IT IN FRONT OF COUNCIL BECAUSE WE HAVEN'T DISCUSSED IT. MY UNDERSTANDING HAS BEEN THAT THE FINANCE COMMITTEE AND THE INVESTMENT GET INVESTMENT COMMITTEE HAS BEEN ONE AND THE SAME. MAYBE JUST CALLED SOMETHING DIFFERENTLY. THAT WAS MY UNDERSTANDING SINCE I'VE BEEN HERE. SINCE DR MARSH WAS ON HIM.

DO WHO MAKES UP THE INVESTMENT ADVISORY COMMITTEE RIGHT NOW. WE MEET WITH OUR INVESTMENT ADVISORS, SO IT WOULD BE RED TREE INVESTMENTS AND THEN WE HAVE ONE COUNCIL MEMBER THAT COMES, WHICH WOULD BE THE FINANCE COMMITTEE REPRESENTATIVE , UM THEN FINANCE AND JOE, OKAY, SO FINANCE TO INVESTMENT ADVISOR AND GET RID OF FINDINGS EFFECTIVELY. I'M FINE WITH THAT.

I WAS JUST HMM. LOOKING AT THE WORDING TO SEE IF DESIGNATE OR IN INVESTMENT ADVISORY COMMITTEE IF WE'VE BEEN NEEDED THAT UP THERE IF THERE WAS A COMMITTEE, BUT THERE SOUNDS LIKE THERE IS OR POTENTIALLY COULD BE ANOTHER ONE. AT SOME POINT, SO I THINK THE WORDING IS FINE AS IS AND MAYBE COMBINING THE TWO MAKES ACT OF A LOT OF SENSE. YEAH I WOULD ALSO SAY THAT THIS PARTICULAR SECTION IS CONSIDERED OUR INVESTMENT POLICY THAT WE HAVE TO ADOPT PER THE R C. AND WE HAVE TO HAVE IN PLACE. AND SO THIS IS SOMETHING THAT ALL OF OUR, UM INVESTMENT OR INVESTMENT ADVISORS AND ANY ACCOUNT THAT WE HOLD WITH US BANK OR ANYTHING. THEY HAVE TO SIGN OFF ON THIS AS WELL. SO UM, THAT WOULD BE SOMETHING. IF WE DO CHANGE IT, I WOULD NEED TO PROVIDE THAT TO THEM TO SIGN OFF ON IT AGAIN. AND DO WE HAVE LANGUAGE SOMEWHERE THAT, SAYS COUNCIL OF DESIGNATE WHO ARE A POINT THAT DESIGNATED FOR THIS SET IN OUR LANGUAGE FOR THIS, LIKE POINTING I MEAN, I THINK THE SUGGESTION WAS THAT WE JUST AGAIN CREATE A SUBCOMMITTEE AND DESIGNATE THAT INDIVIDUAL DISSERVICE. WE DO THAT WHEN WE DO ALL OUR OKAY. PERFECT DO THAT LATER IN THIS MEETING. OKAY? AND THEN I HAVE ONE QUESTION ON THE ORDINANCE THAT WE'RE LOOKING AT. I KNOW WE TOOK OUT QUITE A FEW OF THE SUBCOMMITTEE'S WHAT THE ONE THAT YOU LEFT WAS HOTEL MOTEL BED TAX . WE DIDN'T STRIKE THAT. BUT WHERE DOES THAT THEN COME INTO PLAY AS IT RELATES TO BECAUSE IT'S NOT MENTIONED ANYWHERE IN THE RULES OF PROCEDURES? YEAH, I THINK WE STRUCK THEM ALL AND

[00:25:01]

THEN UNDER AGAIN THE COUNCIL SUBCOMMITTEES. WE WOULD CREATE A SUBCOMMITTEE SO IN THE ORDINANCE , THERE WASN'T MENTIONED OF THE HOTEL MOTEL TAX COUNCIL RULES COUNCIL COORDINATES RIGHT. THE ORDINANCE, THOUGH, IS SAYING STRIKE THESE FROM HONORED STAR GENDER I MEAN FROM HERE, RIGHT? AND THEN WE'RE GONNA HANDLE THAT. SEPARATELY. THE OTHER SO RIGHT NOW, THAT'S NOT IN THE CODE. THE HOTEL MOTEL TAX COMMITTEE LIKE YOU TOOK ALL THAT STUFF. I'M MISSING SOMETHING. SO WE TOOK ALL THOSE THINGS OUT OF COUNCIL RULES THEIR RESPONSIBILITIES IN CODE THAT WE HAD TO THEN DO AWAY WITH AS IT WAS. NO LONGER APPLICABLE. BUT AS FAR AS. THE COMMITTEE AND THE REASON FOR THAT WAS BECAUSE WE STRUCK THE STANDING COMMITTEES AND THE REASON WE STRUCK THE STANDING BECAUSE MOST OF THEM HADN'T MET NOTICE. I DIDN'T MENTION IN THE LEGISLATIVE REPORT THAT HOTEL MOTEL TAX HAS MET AND SO ITS FINANCING AWAY, SO I JUST MENTIONED THE ONES THAT REALLY HADN'T MET IN A LONG TIME. IT'S JUST SORT OF THE JUSTIFICATION FOR THE CLEARING.

BUT WE WILL COME BACK TO COUNCIL RULES LATER. OKAY I GUESS THEN THAT'S WHERE I'LL MAKE MY MENTION THAT AND COUNCIL RULES THAT MAYBE THAT SHOULD BE IN ADDITION TO APPOINTMENTS OVERSEAS. YEAH WE CAN TALK ABOUT THAT. BUT THAT DOESN'T AFFECT THE COORDINATES, OKAY? ANYONE ELSE BEFORE WE MOVE OFF OF ARE YOU MAKING SUGGESTIONS ON CHANGES TO 157.10? IT DOESN'T HAVE TO CHANGE BECAUSE IT'S YOUR YEAH. I JUST WANT TO MAKE SURE COUNCIL IS AWARE OF IT, AND IT SEEMS LIKE SOMETHING OF AN ANTIQUATED SITUATION. YEAH CAN I ASK A POINT OF CLARIFICATION ABOUT 157.1 OUT? WHO IS THE INVESTMENT OFFICER? IS THAT RED TREE? IS THAT YOU? I WOULD BELIEVE IT WOULD BE ME. BU FISCAL OFFICER. OKAY, THANK YOU. I'D HAVE TO LOOK BACK TO, UH, MORE THAN LIKELY THAT LANGUAGE MAY BE REFERRED TO IN THE O R C HIGHER VARIETIES CODE, SO THAT'S LIKELY WHAT THAT'S REFERRING TO US. AND IT CAN BE SET FOR SECOND READING WON'T MAKE ANY CHANGES.

SOUNDS LIKE. ALRIGHT WE HADN'T SAID THAT FOR SECOND READING AT OUR MEETING ON FEBRUARY 6TH

[12. COUNCIL SUBCOMMITTEE REPORTS]

RESOLUTIONS AND PUBLIC HEARING NONE TONIGHT COUNCIL SUBCOMMITTEE REPORTS. UM I THINK WE SUGGESTED THAT MAYBE THE FEBRUARY 6TH MEETING WILL RUN THROUGH WHAT SUBCOMMITTEES YOU WANT TO CREATE AND MAKE APPOINTMENTS. THEN WE HAVE WE CAN DO THAT LATER TONIGHT BECAUSE WE'RE GONNA REVISE. WE'RE GOING TO TALK A LITTLE ABOUT THE REVISED COUNCIL RULES.

[13. REPORTS OF REPRESENTATIVES]

OKAY, WE CAN DO THAT LATER. IF EVERYONE'S READY TO MOVE FORWARD REPORTS OF REPRESENTATIVES JOANIE UPDATE FROM OR NO MEETING PARKS. YES I HAD A MEETING. UM JUST A COUPLE OF THINGS FOR COUNCIL ONE. JUST LET EVERYBODY KNOW THEY ARE CURRENTLY IN THE FINAL PHASES OF A NEW BRAND LOGO , UPDATING THEIR WEBSITE AND REDOING THEIR ENTIRE REGISTRATION PLATFORM. ALL THREE SHOULD BE DONE BY SEPTEMBER. 1ST IS THE ANTICIPATED DATE. SPECIFICALLY THE REGISTRATION PLATFORM IS SOMETHING THAT REALLY WANTED TO MAKE SURE THEY GET ONLINE BEFORE THE POTENTIAL OPENING OF THE REC CENTER, SO THEY'RE TRYING TO GET WAY AHEADI THINK YOU ALL RECEIVED AN EMAIL AND SOME, UM DISCUSSIONS BETWEEN THE CITY AND THE JOINT PARK DISTRICT ON SUGGESTIONS ON THE X EXTERIOR. SIDE OF THAT, AND THAT IS, UM THOSE SUGGESTIONS AND INFORMATION ARE BEING PRESENTED TO THE BOARD WILL BE DISCUSSED AT THE NEXT MEETING. THAT'S IT. ANY QUESTIONS ON THE REPORT ANY QUESTIONS ON THE RENDERINGS CIRCULATING COPIES? I THINK IT'S UH, IT'S GETTING CLOSER TO MEETING SORT OF THAT RULE AGRICULTURAL TYPE SETTING, RATHER THAN JUST THE VERY START, UM, LINEAR DESIGN LOOKS GOOD KIND OF MATCHED. I THINK THE WHOLE THAT'S THE END OF THE DAY.

IT'S A BIG SQUARE BUILDING. GET IT RIGHT. MM ALRIGHT. THANKS FOR THAT REPORT AND THE UPDATE FROM NOBODY PLAYING LOCAL SCHOOLS. YES THERE WAS A MILLION LAST WEEK. UH THEY HAD THEIR ORGANIZATIONAL MEETING. JENNIFER FULLER WAS SWORN IN AS THE LATEST BOARD MEMBER TO BE KALINOWSKI WAS VOTED IN AS PRESIDENT AND PAUL NEWMAN AS VICE PRESIDENT. AH, THERE WERE TWO PRESENTATION DURING THE GENERAL MEETING. ONE WAS ON, UH, JOHN HOOD AND DIANE HERMAN,

[00:30:04]

SPEAKING ON THE A MIDYEAR UPDATE FOR THE R FACTOR, WELL BEING AND BUILDING AN INCLUSIVE CAMPUS CULTURE MIDYEAR UPDATE AND THEY WENT THROUGH. UH, THE AH, PROGRAM THAT HAS REALLY HELPING, UM, INCREASED BELONGING IN SCHOOLS DISCUSSED FOR FIVE GOALS , WHICH, UM, EACH STUDENT WILL HAVE A STRONG SENSE OF BELONGING AT SCHOOL RECRUIT, HIRE AND RETAIN A DIVERSE WORKFORCE INCREASED CULTURAL AWARENESS OF ALL STUDENTS, TEACHERS, ADMINISTRATORS AND STAFF, INCREASE STUDENT ENGAGEMENT AND LEARNING OPPORTUNITIES TO EMPHASIZE THE VALUE AND IMPORTANT STUFF OF DIVERSITY AND PARTICIPATION IN ALL CURRICULAR AND EXTRACURRICULAR ACTIVITIES.

AND INCREASED COMMUNITY AND PARENTAL ENGAGEMENT AND WHAT I THOUGHT WAS REALLY COMPELLING FROM THE PRESENTATION AS THEY WENT THROUGH EACH OF THE FIVE SCHOOLS, INSTANCES IN WHICH THEY HAD, UM ACHIEVE SOME OF THOSE GOALS THROUGH A SCHOOL PROGRAM, AND IT WAS REALLY INTERESTING WAS REALLY UNIQUE TO EACH OF THE SCHOOLS. UM AND IT SEEMS LIKE IT'S A IT'S A. IT'S DEFINITELY ON A PROGRAM THAT IS HAVING A GREAT IMPACT ON THIS COMMUNITY. AND THEN THEY HAD, UM ALIA DISCIPLINE DATA SUBMARINE. UM FOR THE FIRST TIME THEY DECIDED TO GIVE A SEMESTER BY SEMESTER, UM, UPDATE ON SORT OF CONSEQUENCES THAT HAVE BEEN HANDED OUT IN THE SCHOOL. UM GOOD NEWS. GENERAL MISCONDUCT WAS DOWN. UM THE ONLY CATEGORY THAT WAS UP A LITTLE BIT WAS TRUE IN SEAS AND CLASS CUTS AND CHARITIES, WHICH I THINK WE'VE DISCUSSED BEFORE. THAT'S KIND OF BEEN A THEME THAT'S HAPPENED WITHIN THE SCHOOL, SO AND THAT IS IT. IN THE NEXT MEETING IS ON THE 22ND. OKAY. ANY QUESTIONS ON THE UPDATE? DO THEY? ARE THEY GOING TO PRESENT THE YES. THIS STUDY. THEY WILL HAVE THE STUDY. THEY DIDN'T SAY DURING THE MEETING, BUT I UNDERSTAND FROM THE EMAIL THAT THEY WILL BE DISCUSSING THAT. AND WHAT IS IT? WHAT DO THEY ACTUALLY CALLING IT? THE IMPACT STUDY THE IMPACT STUDY. THAT'S ON MONDAY. I BELIEVE WE ALL GOT YOU KNOW THAT THEY WERE INVITING HERSELF TO ATTEND. YES WANT TO MAKE SURE IT WAS BECAUSE THEY WERE TALKING ABOUT THE FIRST ONE IN FEBRUARY OR THE NEXT ONE. SO YES, I WANT TO REPRESENT AN EMAIL, HUH? IT'S THIS MONDAY. 20 SECONDS 20 SECONDS, BUT CERTAINLY INVITE WOULD FOLLOW THE INVITE DID NOT COME TO MY SUPPOSED TO COME FROM MR KISSED, I BELIEVE. IS THAT RIGHT? YES MR KISS IS GOING TO BE FOLLOWING UP WITH WITH AN EMAIL INVITE FOR US. MR. KISS DOES INVITING US? YES OKAY. I'LL BE LOOKING FOR THAT. INVITE HIM BACK ON THAT ONE PAPERLESS COAST. ALRIGHT SO ANY UPDATE FROM THE TOWNSHIP EVERYBODY ATTEND. I WILL TELL YOU THAT ORGANIZATIONAL MEETING. I CAN TELL YOU. THEY APPOINTED THE NEW CHAIR FOR THE TOWNSHIP IS REMILLARD AND VICE CHAIR IS NOW JOE HILL SO AND THEY HAD A DISCUSSION ABOUT ROTATING THEIR LEADERSHIP AFTER RIGHT DISCUSSION WITH THEM ABOUT OUR ROTATION, AND I THINK THAT'S WHERE THEY DECIDED TO GO. WE'LL DO THAT ESTABLISHED A TERM THAT THEY CAN, OF COURSE CHANGE FOR TWO YEARS. THE ROUTINE YEARS.

IT'S NOT, IT'S GOING TO ROTATE. ALL RIGHT, MHM. DID THEY INCLUDE THE WORD NEW OR IS THAT TOO DID NOT IT'S NOT TOO SOON, OKAY? THEY DID NOT GO WITH THAT PART OF THE CLUB. ALRIGHT REPORTS OF

[14. REPORTS OF CITY OFFICIALS]

CITY OFFICIALS AGAIN. I JUST WANT TO COMPLIMENT. UH OUR SERVICE DEPARTMENT FOR KEEPING THE ROADS CLEAR. UM YOU CAN TELL WHEN YOU'RE OUTSIDE OF NEW ALBANY PRETTY QUICKLY. MHM ALL OF THE AMOUNT OF SALT THAT WE PUT DOWN THE LAST 48 HOURS IS PRETTY REMARKABLE. UM BUT, YEAH, IT'S COLD OUT THERE AND I'M GLAD THAT WE GOT AHEAD OF IT. I KNOW A LOT OF CENTRAL OHIO SCHOOLS WERE ON DELAYS TODAY, BUT NOT NEW ALBANY. THEY EVERYTHING WAS SUFFICIENTLY CLEAR THAT THE STUDENTS COULD GET TO SCHOOL ON TIME. SO AGAIN. I APPRECIATE THE OUTFIT ONE COMPLAINT BECAUSE MY WIFE WOULD NOT LEAVE BECAUSE SHE SAID THE ROADS WERE TOO ICY. AND SHE SAID, LOOK, THEY'RE WHITE. I KNOW MY GOD. HMM THAT'S LIKE VERY WHITE. THAT'S SALT. THERE'S NO ICE ON THOSE ROADS. SO YOU DID. SUCH A GOOD JOB PREVENTED PEOPLE FROM USING THE ROAD. BATES THANK YOU. TAKE THEM OUT.

CAN YOU USE NOT WHITE SALT? YEAH GET THAT BEET JUICE BACK. YEAH THAT'S LIKE THAT. SPECULATORS PINK ALRIGHT, ANY OF THAT? EXCUSE ME? ANY UPDATE FROM THE CLERK? YEAH I HAD SENT OUT TO COUNCIL 24. MAINE'S REQUEST FOR A D ONE LIQUOR PERMIT THROUGH THE OHIO DIVISION OF LIQUOR CONTROL THAT IS FOR BEER SALES. WHEN I WENT AND LOOKED UP THEIR INFORMATION ONLINE, I'M ACTUALLY

[00:35:01]

ANTICIPATING SOME MORE PERMIT REQUESTS FOR FLYING SPARED SLICKER SUNDAY SALES THAT SORT OF THING, BUT THIS ONE IS JUST THE D ONE. DID COUNSEL HAVE ANY OBJECTION THAT THEY WANTED TO ATTEND A HEARING FOR THAT? ALRIGHT. I WILL MARK THAT FORM ACCORDINGLY. THAT'S IT. GREAT FROM THE FINANCE ROOM. YES WE CLOSED 2023 ON FRIDAY AND JUST A QUICK I DON'T HAVE ANYTHING TO HAND YOU, BUT JUST A QUICK OVERALL UPDATE THE GENERAL FUND FINAL APPROPRIATION WAS 42.9 MILLION LAPSED, MEANING WE PASSED ON APPROPRIATIONS OF 5.5 MILLION AND SO THAT IS 13% OF APPROPRIATIONS THAT WE LAPSED OR DID NOT SPEND, UM, WHICH IS ADDED BACK TO THE GENERAL FUND BUDGET. FOUR. ONE UPDATE RELATED TO MY CONTINGENCY PLANS ON MY BUDGET APPROPRIATIONS WE DID END UP HAVING USED $47,000 OF THE $100,000 CONTINGENCY. UH THIS WAS DUE TO OUR BUILDERS ESCROW FUND, SO IT'S A SPECIAL REVENUE FUND. THIS IS ONLY THE SECOND YEAR THAT WE WERE REQUIRED TO ACTUALLY PUT A BUDGET TO THIS FUND BECAUSE IT WAS ORIGINALLY SOMETHING THAT WASN'T REQUIRED TO BECAUSE THE ACTIVITY IN THAT FUND IS RELATED TO PRIVATE DEVELOPMENT AND THE DIFFERENT STANDARDS THAT ARE, UM RELATED TO ISSUING PERMITS AND HOLDING ONTO MONEY IF THEY HAVE TEMPORARY OCCUPANCY, SO NOTHING REALLY THAT WE COULD HAVE CONTROLLED BUT UNFORTUNATELY WE NEEDED TO PUT A BUDGET TO IT. AND THERE WAS LEE ACTIVITY IN THAT FUND IN DECEMBER, SO STILL DIDN'T USE IT FOR THE GENERAL FUND, BUT IT WAS USED FOR A SPECIAL REVENUE FUND THAT WE DON'T REALLY HAVE MUCH CONTROL OVER. AND IT REALLY SADDENS ME TO SAY THAT. ALL RIGHT. ANY QUESTIONS ON THE UPDATE? RIGHT FROM CITY MANAGER REPORT. ATTORNEY NOTHING. DAD THIS

[15. POLL FOR PUBLIC COMMENT]

EVENING PUB PUBLIC COMMENT ANYTHING FROM YOU? OH, MY GOSH. WAIT WHOA, ABE JACOB! MR MAYOR, CITY COUNCIL MEMBERS. UH YOU KNOW A LOT OF FOLKS COME BEFORE YOU TYPICALLY WITH COMPLAINTS, GRIEVANCES, THINGS THEY'D LIKE YOU TO ADDRESS AND THE LAST TIME I ACTUALLY CAME BEFORE YOU WAS AFTER THE FIRST YEAR OF COMPLETION OF THE IDEA COMMITTEE. AND IT'S POIGNANT OF WHY I BRING THAT UP. MY HUSBAND AND I COMPLETED THE FIRST BEATING OF THE NEW ALBANY SYSTEMS POLICE ACADEMY AND ONE THING THAT STOOD OUT TO ME DURING OUR DRIVE HOME. IN ADDITION TO THE INFORMATION WE LEARNED JUST FROM NIGHT, ONE WAS THE LEVEL OF DIVERSITY AND INCLUSION THAT WAS INCLUDED WITHIN THIS CLASS THIS YEAR. YOU KNOW, WE SET GOALS WITH THE IDEA COMMITTEE AND HOW ARE WE GOING TO ACHIEVE THAT? AND I THINK THERE'S CERTAIN THINGS YOU CAN DO, BUT I THINK THAT OVER THE LAST COUPLE OF YEARS OF BEING POIGNANT AND STRATEGIC AND, FRANKLY JUST OPEN AND AUTHENTIC IN COLLABORATION WITH THE WORK THAT THE CITY'S COMMUNICATIONS DEPARTMENT DOES HAS CLEARLY INVITED ENOUGH FOLKS TO APPLY FOR THIS ORGANIZATION OF THIS ACADEMY TO WANNA PARTICIPATE BECAUSE IT WAS ALL WALKS OF LIFE FROM AGES GENDER RACE AND IT WAS A COUPLE SINGLES RETIRE. IT WAS JUST A GREAT AND EFFECTIVE WAS ONLY SESSION ONE AND WE'RE ALREADY GETTING THAT MUCH MORE OUT OF IT. WE STILL HAVE SEVERAL WEEKS TO GO. SO FRANKLY, FOR WHAT IT'S WORTH, CONTINUE WHAT YOU'RE DOING WITH THE IDEA. UH ACTUALLY BE, HOWEVER, WE'RE ALREADY SEEING THE PROOFS IN THE PUDDING. SO CONGRATULATIONS TO EVERYBODY. THANK YOU. THANKS, DAVE. I APPRECIATE THE COMMENTS. I KNOW A LOT OF US HAVE BEEN THROUGH THE POLICE CITIZENS POLICE ACADEMY AND FOUND IT ALSO VERY REWARDING. BUT I APPRECIATE THOSE ADDITIONAL COMMENTS.

CERTAINLY HELPFUL AND I KNOW ARE POLICE OFFICERS DO AN INCREDIBLE JOB AT THAT, UM, YOU KNOW, PUTTING A POSITIVE PORTRAYAL OF LAW ENFORCEMENT AND THEIR ENGAGEMENT WITH THE COMMUNITY, AND THAT'S JUST ANOTHER GREAT EXAMPLE. SO THANK YOU. ALRIGHT ANYONE ELSE IN THE PUBLIC? APPRECIATE THE COMMENTS. ALRIGHT PULFORD COUNCIL COMMENT AND THE COUNCIL COMMENT. COVER THE SUBCOMMITTEE'S AFTER OTHER BUSINESS, I SUPPOSE ALRIGHT. THAT TAKES US TO THE POINT OF
