WE SERVE OVER 85 MEMBERS. UM AND WE, UH, REALLY WORK TO COLLABORATE WITH LOCAL COMMUNITIES ON INFRASTRUCTURE AND TRANSPORTATION. PLANNING UH, SUSTAINABILITY DATA RESEARCH MAPPING, UM, POLICY AND GRANT DEVELOPMENT AND A NUMBER OF, UM TOPIC AREAS AND BUT AGAIN TONIGHT I'M HERE TO TALK TO YOU ABOUT THE TRANSPORTATION PLAN, MAINLY BECAUSE AS YOU KNOW, WE ARE A GROWING REGION. UH, WE'RE EXPERIENCING IT HERE IN NEW ALBANY. BUT WE ARE GONNA BE A REGION OF 3.15 MILLION BY AS A, UH, 15 COUNTY REGION BY 2050. SO THAT TRANSLATES TO ABOUT 726,000 MORE PEOPLE ALMOST 360,000 MORE JOBS, WHICH, AS YOU CAN IMAGINE, UH, PUTS NEW DEMANDS ON OUR TRANSPORTATION SYSTEM. SO WHAT DOES THAT LOOK LIKE? UM AT A WHAT WE CALL A TRAFFIC ANALYSIS ZONE LEVEL. UH, HERE YOU SEE THE DENSITY LOOKING OUT TO 2050 SO ON THE LEFT HAND SIDE, THAT'S THE GROWTH IN HOUSEHOLD. SO THAT INCREMENT OF CHANGE, SO THOSE DARKER COLORS ARE WHERE WE'RE GONNA SEE THE HIGHEST GROWTH AND THEN ON THE RIGHT SIDE, THAT'S THE TOTAL 2050. SO WHAT THE DENSITY LOOKS LIKE, UM, TO TOTAL IN 2050 FROM A HOUSEHOLD PERSPECTIVE. AND THEN SIMILARLY, WITH JOBS. YOU KNOW, WE'RE HAVING, UH, JOBS. UH AGAIN, THE, UH, DENSITY GROWTH SO THAT CHANGE BETWEEN NOW AND 2050 IS SHOWN ON THE LEFT. AND THEN WHAT ? THE UH, WE ARE FORECASTING IN THE REGION TO LOOK LIKE, UH, AS A WHOLE IN 2015. AND SO, UH, IT'S IMPORTANT TO PLAN FOR TRANSPORTATION. AND UH, THE METROPOLITAN TRANSPORTATION PLAN IS OUR LAW IS OUR REGION'S LONG RANGE PLAN THAT IDENTIFIES STRATEGIES AND PROJECTS. LOOKING OUT TO 2050. IT IS A FISCALLY CONSTRAINED PLAN. SO UM, IT'S IMPORTANT TO KNOW THAT, UH, THAT DOES NOT MEAN THAT ALL OF THE PROJECTS THAT YOU SEE HERE ARE, UM, HAVE FUNDING COMMITMENTS TO THEM. IT JUST MEANS THAT BASED ON OUR FISCAL ANALYSIS OF COST ESTIMATES AND FORECASTED, UH, REVENUE FOR I THINK THOSE PROJECTS ARE, UM, CAN REASONABLY REASONABLY BE BUILT BY 2050. WE DO THIS EVERY FOUR YEARS AT MORP C. UM WE SUBMIT THIS PLAN TO US DOT AND OD. A, UM, IT DOES. UM IT IS IMPORTANT BECAUSE IT ENABLES OUR REGION TO BE ELIGIBLE FOR FEDERAL TRANSPORTATION DOLLARS. SO UH, WHAT'S REALLY IMPORTANT IS THAT FOR A PROJECT TO BE ELIGIBLE? IT MUST BE INCLUDED IN THIS PLAN. US DOT REALLY LOOKS AT THIS AS THE GUIDING DOCUMENT WHEN LOOKING AT, UM, INVESTING TRANSPORTATION. AND OF COURSE, UM, AS WE GROW, UM DEMOGRAPHICS [00:05:06] ARE CHANGING DEMANDS CHANGING ARE CHANGING. AND AS WE GROW, WE WANT TO GROW BETTER. SO THE PLAN IS BASED ON A SET OF SIX GOALS. THESE ARE BROAD, UH, VISION STATEMENTS THAT, UM AS A REGION AS WE WENT THROUGH THIS PLAN DEVELOPMENT PROCESS WE REALLY ARE WANTING TO IDENTIFY PROJECTS THAT ARE GONNA HELP OUR REGION ADVANCE IN THESE SIX AREAS, SO WE WANNA CREATE SUSTAINABLE NEIGHBORHOODS POSITION CENTRAL OHIO TO ATTRACT AND RETAIN ECONOMIC OPPORTUNITY. WE WANT TO PROTECT OUR NATURAL RESOURCES. INCREASE REGIONAL COLLABORATION, PROVIDE TRANSPORTATION AND MOBILITY OPTIONS TO BENEFIT. THE HEALTH, SAFETY AND WELFARE OF ALL PEOPLE AND REDUCE PER CAPITA ENERGY CONSUMPTION. SO JUST AS AS WE GO THROUGH THIS PROCESS THAT WE'RE ALWAYS POINTING BACK TO THESE GOALS AND HOW WE'RE, UH, WORKING TO ADVANCE THOSE SO A LITTLE BIT ABOUT OUR PROCESS. AGAIN. WE START WITH THE GOALS WE IDENTIFY ABOUT 2 TO 4 OBJECTIVES FOR EACH OF THOSE GOALS OF HOW ARE WE GONNA ACCOMPLISH THOSE AND HOW WE'RE GONNA MEASURE OUR PROGRESS IN MEETING THOSE GOALS? WE ALSO, UH, START BY LOOKING AT ALL THE LOCAL PLANS IN THE REGION, SO WE WANNA MAKE SURE THAT THE LOCAL PRIORITIES TRANSPORTATION PRIORITIES ARE MAKING IT INTO THE REGIONAL PLAN AND BEING CONSIDERED FOR INCLUSION. AND SO , OF COURSE, WE'RE LOOKING AT NEW ALBANY PLANS AS WELL AS, UM THE LOCAL OTHER LOCAL COMMUNITIES, UH, STATE PLANS AND OTHER REGIONAL PLANS AND, OF COURSE DATA, SO WE ARE, UM DEVELOPING DATA AND ANALYZING DATA TO THE MIDDLE COLUMN YOU'LL SEE IS YOU KNOW WE DEVELOPED, UH, THE POPULATION EMPLOYMENT FORECASTS. THEY SHOWED YOU EARLIER, UH, WERE MEASURING THE DEMAND FOR THE TRANSPORTATION SYSTEM BASED ON THEIR ACCEPTED GROWTH, AND, UH, WE'RE EVALUATING ALL OF THE PROJECTS BASED ON UM QUANTITATIVELY BASED ON HOW WE THINK THEY WILL HELP ACCOMPLISH THOSE GOALS AGAIN. I MENTIONED THE FISCAL ANALYSIS, SO THAT'S COST ESTIMATES AND LOOKING AT, UM ALL OF THE POTENTIAL REVENUE SOURCES LOOKING OUT TO 2050. AND THEN WE DO AN IMPACT ANALYSIS. WHERE WE LOOK AT. ALL RIGHT. WE'RE PROPOSING THESE PROJECTS. UH, WHAT ARE THE IMPACTS ON AIR QUALITY? WHAT ARE THE IMPACTS TO THE ENVIRONMENT AS WELL AS TRANSPORTATION, DISADVANTAGED POPULATIONS, AND THEN UH, WHAT EVERYONE'S INTERESTED IN KIND OF THE MEAT OF THE PLAN. THE DELIVERABLE IS A SET OF REGIONAL STRATEGIES AND TRANSPORTATION PROJECTS, ALL WRAPPED UP INTO A NICE REPORT. SO UH, THE MAIN REASON I'M HERE TODAY IS TO LET YOU KNOW THAT OUR DRAFT STRATEGIES AND PROJECTS ARE, UM, PUBLISHED AND AVAILABLE FOR PUBLIC COMMENT, SO WE INVITE YOU TO VISIT THE WEBSITE AND, UH, YOU CAN VIEW OUR THE STRATEGIES, WHICH ALL FALL INTO ONE OF TWO CATEGORIES. THEY WERE MISSING JUST BY ONE ACRE, GIVING OVER 20 ACRES OF GREEN SPACE AS PART OF THE PROJECT, AND THEY REQUESTED A F AND LOU OF GREEN SPACE, UH, THAT THEY PROPOSED THE FEE TO BE $50,000 FOR THAT ACRE, UM, AND SEVERAL RESIDENT EXPRESSED CONCERN THAT THAT NUMBER WAS NOT CORRECT. THE ACTUAL UM, THIS PART OF THE PLANT APPLICATION, WHICH IS A PRELIMINARY PLAT APPLICATION. THE FINAL ONE ACTUALLY COMES TO US, SO WE WILL HAVE A CHANCE TO HEAR COMMENTS ON THAT AND COME UP WITH, UM YOU KNOW THE RIGHT THE RIGHT FIGURE. UM THERE'S ALSO A FAIR AMOUNT OF GRADING TO THAT'S TO BE DONE TO MITIGATE WATER FLOW ISSUES ON THE PROPERTY, AND THERE WERE A COUPLE OF RESIDENTS THAT EXPRESSED CONCERNS ABOUT THE AMOUNT OF DIRT AND THE AMOUNT OF THE NUMBER OF DUMP TRUCKS THAT WOULD NOT BE NECESSARY. UM THE FIRST ONE IS TO PAY COSTS OF INCENTIVES FOR PREVIOUSLY APPROVED PROJECTS IN THE AMOUNT NOT TO EXCEED $2.5 MILLION IN THE SUPPORT OF ECONOMIC DEVELOPMENT, SEVERAL ECONOMIC DEVELOPMENT AGREEMENTS IN THE BUSINESS PARK, INCLUDING INCENTIVES THAT MUST BE PAID FROM NON TAX REVENUES, AND HISTORICALLY WE HAVE PAID THEM FROM SUCH FUNDS AS ECONOMIC DEVELOPMENT FUND. THE INCENTIVES ARE PAID ONLY IF THE COMPANY MEETS ITS BENCHMARK AND THE PREVIOUS YEAR AND THE BUSINESSES . THESE ARE ORGANIZATIONS THAT WE'VE PARTNERED WITH, UH, FOR SEVERAL YEARS, AND THEY HELPED TO PROVIDE FOR GROWTH AND ECONOMIC DEVELOPMENT, UH, THAT WE ARE ABLE TO PARTICIPATE IN. FOURTH UH, THE COST OF PROFESSIONAL SERVICES, INCLUDING BUT NOT LIMITED TO ENGINEERING PLAN DESIGN AND LEGAL COUNSEL FOR ECONOMIC DEVELOPMENT PROJECTS AND A MOUNTAIN KNOCK TO EXCEED 235,000. AS WITH PREVIOUS YEARS, THERE ARE SEVERAL, UH MISCELLANEOUS COSTS RELATED TO, UM, ECONOMIC DEVELOPMENT GOING ON WITH THE BUSINESS PARK, UH, THAT WE'RE ABLE TO USE THIS FUNDING FOR FIFTH TO PAY FOR A SHUTTLE SERVICE IN THE 2024 IN 2024 FOR THE BUSINESS PARK EMPLOYEES BETWEEN THE CODA PARK AND RIDE AND THEIR PLACES OF EMPLOYMENT AND AN AMOUNT NOT TO EXCEED $500,000. THE SHUTTLE PROGRAM WAS IMPLEMENTED IN SEPTEMBER OF 2014 AS A PILOT PROGRAM TO MAKE EMPLOYMENT OPPORTUNITIES MORE ACCESSIBLE TO THOSE CITIZENS NEEDING A LAST MILE, UH, PUBLIC TRANSPORTATION TO THE BUSINESS PARK, THE CITY OF NEW ALBANY FULLY FUNDED THE PROGRAM FOR THE FIRST FOUR YEARS, BUT COUNCIL UM LARGE STAFF WITH OF FINDING ADDITIONAL FUNDING FOR YOUR FOUR AND BEYOND, UM, THAT ADDITIONAL FUNDING WAS, UH, PROVIDED BY AND IS PROVIDED BY THE THREE BUSINESS PARK ASSOCIATIONS WITHIN THE BUSINESS PARK, UM, WHERE THEY CONTRIBUTE AN ADDITIONAL AMOUNT THAT'S ASSESSED ACCORDING TO THE ACREAGE OF THEIR PROPERTY. AND COLLECTED BY THEIR ASSOCIATION COST SUPPORTED BY THE CONTRIBUTIONS, WHICH INCLUDE CITY SERVICES IN OUR SERVICE DEPARTMENT TAKES CARE OF THOSE, UH, PARTICULAR SERVICES ARE BUDGETED IN THE GENERAL FUND. THE AMOUNT REQUESTED ABOVE WILL BE USED TO SUPPLEMENT THIS FUNDING AND IS BUDGETED IN THE ECONOMIC DEVELOPMENT MAKE A FUND. IT'S IMPORTANT TO NOTE THAT THE SMART RIDE PROGRAM WAS SUSPENDED FOR MOST OF 2020 THE START OF 2021 DUE TO DECREASED RIDERSHIP. THE PROGRAM DID RESUME IN 2022 AND, UM AS YOU IF YOU WOULD RECALL, THEY DID EXPAND THE PROGRAM AND LATE 2023 . THIS EXPANDED PROGRAM WAS A RESULT OF DAKOTA, INCREASING THEIR BUS SERVICE TO AND FROM THE NEW ALBANY PARK AND RIDE FACILITY AND THAT PARTICULAR SERVICE INCREASE TO BE PROVIDED SEVEN DAYS A WEEK FOR 18 HOURS A DAY EVERY HOUR ON THE HOUR, WHICH IT USED TO BE ONLY PROVIDED FOR FIVE DAYS A WEEK AT [00:55:04] A VERY LIMITED, UH, TIME SCHEDULE. SO THE SIGNIFICANTLY INCREASED OPERATIONS, UH, THAT WOULD NEED TO BE PROVIDED FOR THE SERVICE THAT WE PROVIDE ON NEW ALBANY SHUTTLES. THERE'S A FUNDING DOES ACCOMMODATE THE ESTIMATED INCREASED COST OF SERVICE WHILE THEY EXPANDED PROGRAM IS IN ITS FIRST YEAR OF IMPLEMENTATION. THE FUNDING WILL BE USED IN ADDITION TO THE CONTRIBUTIONS RECEIVED FROM THE BUSINESS PARK ASSOCIATIONS, WHICH CONTINUE TO GROW AS ADDITIONAL BUSINESSES ARE LOCATED WITHIN THE BUSINESS PARK. THE NEXT ITEM, UH, FOR REQUEST IS TO PAY, UM FOR BUSINESS PARK ANNUAL STREET LIGHT SIGNAL, MAINTENANCE AND PAINTING PROGRAM AND THE AMOUNT NOT TO EXCEED 35 THOU $1000.20 23. THE RESOLUTION MEMORIALIZED THE COMMITMENTS BETWEEN THE CITY AND THE C IC FOR THE SUPPORT AND OPERATION OF THE PROGRAM, WHICH INCLUDES APPROPRIATE, APPROPRIATING AND CONTRIBUTING THE NECESSARY FUNDS AND APPROPRIATION FOR TO SATISFY OBLIGATIONS FOR PROGRAMMING AND OTHER ADMINISTRATIVE COSTS INCURRED BY THE C IC FOR THE OPERATION OF THE PROGRAM. THE CURRENT LEASE THAT INNOVATE NEW ALBANY HAS WILL EXPIRE MARCH 31ST AND THE AMOUNT REQUESTED WILL PROVIDE FUNDING TO RELOCATE INNOVATE NEW ALBANY, WHICH WILL BE USED AGAIN FOR CAPITAL COSTS, SUCH AS LEASE IMPROVEMENT, DESIGN, CONSTRUCTION FOR A NEW FACILITY AND RELATED FURNITURE, FIXTURES, EQUIPMENT AND OTHER SUCH COSTS. THE EIGHTH ITEM IS TO PAY FOR THE REIMBURSEMENT OF LOCALLY FUNDED EXPENDITURES RELATED TO DRAGONFLY PROJECT, WHICH IS OTHERWISE KNOWN AS INTEL INFRASTRUCTURE. UM IMPROVEMENTS IN THE AMOUNT NOT TO EXCEED $2 MILLION IN 2022, THE CITY AWARDED THE CITY WAS AWARDED A, UM $280 MILLION IN GRANTS AND THE FORMER STATE INFRASTRUCTURE GRANT FOR PHASE ONE OF INFRASTRUCTURE IMPROVEMENTS RELATED TO INTEL LOCATING WITHIN NEW ALBANY BUSINESS PARK WHILE THE GRANT FUNDING AWARDED COVERS ALMOST ALL OF THE COSTS ORIGINALLY ESTIMATED FOR THESE IMPROVEMENTS , THERE ARE MINIMAL COST IN COMPARISON, UH, THAT THE GRANT CONSIDERS THE RESPONSIBILITY OF NEW ALBANY. UM THESE COSTS PER MILE PRIMARILY CONSISTS OF ADDED SHARED USE PAST STREETSCAPES AND WHITE FINS TO ROADWAYS COMMON TO THE NEW ALBANY ROAD INFRASTRUCTURE PROJECTS. UH, IN ADDITION, APPROVED PROJECTS HAVE BEEN MODIFIED TO ACCOMMODATE OTHER EXPENSES. UH, INCLUDING ADDITIONAL WATER LINE COSTS. AS DEVELOPMENT CONTINUES, UM TO ASSESS AND LOOK AT THE FUTURE NEEDS OF THE BUSINESS PARK THAT'S NOT DIRECTLY CONNECTED TO INTEL. THE REQUEST PROVIDES FOR A PORTION OF THESE ADDITIONAL COSTS. AND THEN JUST BY WAY OF ANNEXATIONS OVER TIME, UH, APPROXIMATELY THE EARLY SEVENTIES OF THIS ROADWAY WAS ANNEXED INTO THE CITY OF NEW ALBANY, AND IT BECAME OURS. WHICH HAS JUST BEEN. IT'S BEEN A GREAT GIFT. SO, UH, WE'RE REALIZING THAT UH, THE ROADWAY THAT'S IN PLACE TODAY. IT DOESN'T REALLY NEED ANY ANY CURRENT STANDARD AS IT RELATES TO BOTH, UM, YOU KNOW, WITH, UH, YOU KNOW, JUST OVERALL GEOMETRY CONSIDERATIONS AND THEN ALSO, UH, DRAINAGE IS A REALLY A SIGNIFICANT CONCERN. UM, BECAUSE OF THIS BECAUSE OF THE OF THE CONTINUOUS EXPOSURE TO WATER AND THE FLOODING CONDITIONS ALONG THE ENTIRE ROADWAY. UM, YOU'VE DRIVEN PAST THERE AND WE HAVE A LOT OF RESIDENTS THAT HAVE, YOU KNOW, COMPLETELY FLOODED FRONT YARDS FOR MOST OF THE SPRING TIME. SO UH, THIS PROJECT WILL WILL PUT IN PLACE AN APPROPRIATE DOWNSTREAM SANITARY OR I'M SORRY . STORM SEWER OUTLET, UH, FOR THEM TO AT LEAST HAVE OPTIONS ON THEIR ON THEIR PROPERTY TO DRAIN TO DRAIN THEIR PROPERTY. UM SAME TIME PEDESTRIAN SAFETY HAS BEEN A CONCERN AS IT IS TODAY. THIS WILL PROVIDE A CONTINUOUS PEDESTRIAN CONNECTION BETWEEN, UH, JAMES RIVER ROAD TO THE SOUTH AND THEN US 62 TO THE NORTH TO THIS WILL REALLY BE A MEANINGFUL CONNECTION. UH, FOR PEDESTRIANS, UM AT THE SAME TIME , UH, IN IN RESPONSE TO SOME FEEDBACK THAT WE GOT AT OUR OUR PUBLIC MEETING LAST YEAR, UH, WE WERE ABLE TO WORK WITH RESIDENTS AND INTRODUCE, UM, SOME CENTER MEDIANS. UH, THESE MEDIANS. WE'RE GONNA HAVE THREE OF THEM, UH, AT AT STRATEGIC LOCATIONS. IT WAS CHALLENGING TO KIND OF SHOEHORN THESE THINGS IN GIVEN THE NUMBER OF CURD CUTS ALONG THE ROADWAY AND YOU KNOW, WE OBVIOUSLY NEED TO MAINTAIN UNOBSTRUCTED ACCESS TO PEOPLE'S HOMES. BUT I THINK THAT WE'VE LANDED ON THREE VERY EFFECTIVE AREAS THAT WE INTEND TO REALLY FORCE. COURSE TO REALLY REDUCE THEIR SPEED. UM SO I THINK THAT YOU KNOW, CHANNELIZING, UH, YOU KNOW, FORCING PEOPLE TO GO INTO THESE NARROW AREAS. UM YOU KNOW, INTERMITTENTLY ALONG ALONG THIS ROADWAY IS GONNA REALLY JUST FORCED TO TRAVEL TRAFFIC TO SLOW DOWN. SO UM, SO AT THE SAME TIME , YOU KNOW THIS WILL ADDRESS IT'LL. IT'LL ALSO PROVIDE A DESIGNATED SPACE FOR PEDESTRIANS . IT'S THAT'S SEPARATED FROM THE ROADWAY ITSELF. SO UM, OVERALL, IT'S A COMPREHENSIVE IMPROVEMENT PROJECT. IT WILL BE A COMPLETE RECONSTRUCTION. WE'RE NOT INTENDING TO USE ANYTHING THAT'S OUT THERE TODAY. UH PUT IN PLACE . SO UH, WE'RE IMPACTING THAT TRAIL AT ITS CURRENT LOCATION, SO WE ARE ESSENTIALLY GONNA BE RECONSTRUCTING MOST OF THAT TRAIL JUST BECAUSE OF THE GRAY CHANGE THAT NEEDS TO HAPPEN IN THAT AREA. SO UH, WHAT WHAT YOU SEE SHOWN IS ESSENTIALLY THIS TRAIL BEING REPLACED AND UP TO HERE, WE'LL BE TYING INTO THAT EXISTING TRAIL. AT AT THAT LOCATION ON THE KIND OF THE WESTERN END. OUR GOAL IS TO PERFORM CONSTRUCTION DURING THE SUMMER MONTHS. ONE ELEMENT OF THIS PROJECT THAT IS GOING TO BE DIFFICULT TO INCLUDE TO ACTUALLY COMPLETE DURING THAT TIME FRAME AS THE MAST ARM. THEY WENT TO POLYGON APPROACH, AND IT MAKES IT MORE SPECIFIC TO THE AREAS THAT ARE LIKELY TO BE IMPACTED. NOW WHEN IT COMES TO THE FRANKLIN COUNTY EMERGENCY MANAGEMENT AND HOMELAND SECURITY , WHO, UH, SETS OFF THE SIRENS, THEY HAVE A FOUR ZONE SYSTEM THAT THEY USE FOR FRANKLIN COUNTY. SO THAT TRIGGERED THE SIRENS IN ZONE TWO. SO ALL OF THE SIRENS GO OFF. SO WE WERE HEARING THE TORNADO SIRENS WHEN WE WERE NOT ACTUALLY UNDER A TORNADO WARNING HERE IN NEW ALBANY AND FRANKLIN COUNTY. I KNOW THAT SOME PEOPLE HAVE CONCERNS ABOUT THAT. WE DID SEE SOME CONCERNS ON SOCIAL MEDIA PEOPLE EXPRESSING A DESIRE TO GET NOTIFIED WHEN THERE'S A TORNADO WARNING IN A NEARBY COMMUNITY SUCH AS GHANA OR IITTALA. YEAH, THERE WAS THE, UH, BREAK INS WERE THIS MORNING. UM SO MARNE ACADEMY HAD FOUR CARS BROKEN INTO, UH, ONCE THE RESPONDED THEY CANVASSED THE AREA AND FOUND AN ADDITIONAL VEHICLE. THE NEIGHBORHOOD THAT SURROUNDS MARLBOROUGH. UM THE VIDEO AND FLOCK CAMERAS. UM THE LICENSE PLATE READERS WERE VERY HELPFUL. SO IT WAS A STOLEN CAR. IT WAS A FRESH STOLEN CAR, WHICH MEANS IT WASN'T ENTERED INTO THE SYSTEM AS A STOLEN CAR. SO AS IT GOES BY LICENSE PLATE READERS IT DOESN'T PICK IT UP AS A STOLEN CAR. IF IT HAD BEEN REPORTED IN THE SYSTEM, WE WOULD HAVE BEEN ALERTED THAT THERE WAS A STOLEN CAR IN THE AREA. UM ANYWAY, THE, UM WATCHING THE CAMERAS, MARNE ACADEMY SECURITY CAMERAS OR TRAFFIC CAMERAS AND FLOCK. UM, IT WAS THREE OR FOUR INDIVIDUALS. UM, JUVENILES ARE LATE. OR YOUNG ADULTS, UM, THEY WERE IN AND OUT PRETTY QUICKLY. THEY CAME IN IN A STOLEN CAR JUMPED OUT BROKE INTO THE FOUR CARS HIT AN A CAR RESIDENTIAL AREA, YOU KNOW, UH, OFTEN THE ABOUT 50% OF THE CAR BREAK INTO BE VEHICLES THAT HAVE BEEN UNLOCKED AND LEFT OPEN. UM THESE WERE ACTUALLY WHERE THEY SMASHED THE WINDOW OUT. AND, UH, BROKE INTO THE CAR. SO WE WERE, UM UM, WE THROUGH THE FLAT CAMERAS, WE WERE ABLE TO TRACK AND ALSO THROUGH, UM CPD THAT THEY HIT THE PLAYERS AREA, UM, PRIOR TO COMING TO NEW ALBANY AND THEN AFTER LEAVING NEW OR THEY WENT TO EASTON, UM THE, UM ALL THAT WE HAVE GOOD VIDEO. WE DON'T HAVE ANY WAY TO ID THE ACTUAL OFFENDERS. THE, UM UM IS A LITTLE BIT OF AN EXPANSION OF WHAT WE SAW IN PREVIOUS YEARS. AS FAR AS MO A LOT OF THIS, A LOT OF THE SIMILAR TYPE OF CRIES WERE STOLEN CARS FRESH, UM, JUVENILES OR YOUNG ADULTS AND, UM, IN AND OUT AS FAR AS BREAKING INTO CARS. UM THE LAST COUPLE OF MONTHS WE'VE SEEN A FEW MORE WERE HAPPENING IN THE MIDDLE OF THE DAY TYPE OF SITUATION. AND, UM UM YOU KNOW, WE'RE CONTINUING TO WORK THE CASE, BUT THIS IS SOMETHING THAT I THINK I'VE SAID ON AN EMAIL TO RESIN. UH, RECENTLY THAT I COPIED YOU GUYS IN ON, BUT THIS IS SOMETHING THAT, UM WE'RE SEEING MORE AND MORE AS AS THE COUNTY AND THE AREA DEVELOP. AND THEY JUST JOY RIDING. I MEAN, WHAT IF THEY'RE GOING LIKE THEY'RE PLAYERS STEAL CAR PLAYERS COMING TO W ME STEAL ANOTHER CAR? GO TO EASTON. WHAT IT WHAT'S THE PURPOSE OF THAT? BREAKING INTO SOME OF IT ARE STILL SO SOME OF IT'S YOU KNOW IT. THE MOTIVATION CAN CHANGE. IT CAN BE JOY RIDING. UM IT CAN BE DRUG RELATED AS FAR AS, UH, TRYING TO GET MONEY FOR DRUGS. UM YOU KNOW, AND ALSO JUST TO, UH, TO SEE WHAT THEY CAN FIND. SOME OF THE PROBLEMS WE SEE IS THAT WE'VE HAD THESE SITUATIONS NOT ONLY BREAK IN THE CAR, THEY [01:55:03] STEAL CARS, THERE'S A AAA MODEL A MAKE OUT THERE. THAT'S UH, A LITTLE BIT EASIER TO STEAL THAN OTHERS. SO THEY THEY OFTEN STEAL. UM KIAS, UM, AND THEN ALSO WE FIND IS THAT, UM, WITH THE ARE SO WHAT THEY DO IS THEY GET INTO THE CAR WHERE THE OPENED OR THEY BREAK IN. THEY PUSH THE PUSH TO START TO SEE IF IT STARTS IT STARTS. THEN THEY TAKE OFF IN IT. THEY DUMP A CAR THAT THEY CAME TO THE AREA AND, UM, IF IT DOESN'T START, THEY TAKE WHAT THEY CAN FIND READING THIS WEEK THAT THERE IS A DEVICE THAT THEY'RE CARRYING. NOW THAT WILL READ YOUR FOB. OKAY TAKE THE DATE OFF YOUR FOB. SO IT'S LIKE THE SIZE OF A PHONE. BASICALLY YEAH. AND THEN IT WILL TAKE YOUR DATE OFF YOUR CAR FROM THEM, THOUGH. JUST BE CLOSE TO YOU, AND THEN THEY CAN GO TO YOUR CAR AND ENTER YOUR CLOCK. IT'S A NEW THAT'S BEEN YEAH, CONSTANTLY INVOLVING AND IT'S BEEN, UM SIGNIFICANT ISSUE FOR LAW ENFORCEMENT IN THE CENTRAL HIGHWAY AREA AND, UH YOU KNOW, IN YEARS PAST, WE WERE SOMEWHAT INSULATED FROM THAT, BUT WE'RE SEEING IT MORE AND MORE WHEN THEY STEAL A CAR. TYPICALLY THEY'RE NOT TAKING IT TO A CHOP SHOP OR THEY'RE JUST TAKING WHAT THEY CAN GET OUT OF IT. GEORGE REID, DUMP IT. THEY THEY DON'T DUMP IT COMPLETELY. OFTEN. WE FIND IT IN AN APARTMENT COMPLEXES. UM, YOU KNOW, UM THERE'S A LOT OF LOT OF PLATE READERS OUT THERE. AND SO IF A PLATE READER PICKS IT UP, WE GO ALL GO DOWN UNTIL I SAY IT'S A PARTICLE NUMBERS WILL DRIVE THE AREA. TRY TO FIND IT. UM THERE ARE CERTAIN UTILITY VEHICLES HAVE PLATE READERS ON THEM. THEY ACTUALLY SOMETIMES LOCATE HIM IN, UM, PARKING LOTS FOR US, BUT THEY GENERALLY ARE LEFT AND IT'S USED AS A COMMUNITY CAR. SO THAT, UH, THAT ANYBODY THAT THEY KNOW IT'S STOLEN, AND IF ANYBODY NEEDS A CAR MUST DRIVE THAT THEY CAN DRIVE IT. WHAT HAPPENS IF YOU CATCH SOMEBODY TO THE PERSON WHO STOLE CARS THERE UNLESS THEY ADMIT THAT THEY START THEIR CHARTERS RECEIVING STOLEN PROPERTY. A LOT OF THESE ARE JUVENILES, SO THE JUVENILE JUSTICE SYSTEM HAS A DIFFERENT FOCUS THAN THEN IT'S MORE OF A REHABILITATION OR TRY TO CHANGE THE DIRECTION OF THEIR LIFE. IF IT'S AN ADULT, IT'S THE CONSEQUENCES FOR RECEIVING STOLEN PROPERTY OR FAR GREATER THIS SITUATION. UM, I UNDERSTAND THAT THE GUN WAS STOLEN NOT FROM NEW ALBANY BUT HAD ANOTHER LOCATION, SO THAT WOULD BE EVEN LARGER. TO GIVE AN EXAMPLE WE HAD TWO VEHICLES STOLEN, UM, IN THE LAST COUPLE OF WEEKS OFF THE SAME CONSTRUCTION SITE, UH, WE WERE ABLE TO ACTUALLY, THE SECOND STONE WAS, UM, DROVE BY AS THE OFFICER TOOK A REPORT. UM WE KNEW WHERE THE SUSPECT WAS. AND SO WE EXECUTED A SEARCH WARRANT ON THE HOME AND RECOVERED BOTH VEHICLES AND A GUN THAT WAS TAKEN. JUVENILE OR ADULT. THAT WAS AN ADULT. THAT WAS MORE OF A UH, AND ANGRY EX EMPLOYEE, HMM. THAT'S NICE. SO YOU SAID THESE WERE ALL IN THE MAR BURNS PARKING LOT, EXCEPT ONE OF THEM WAS OVER IN WINDSOR, FOUR FORWARD WHEN IN MARK BURNS PARKING LOT, AND ONE WAS IN WINDSOR. THE COUPLE WEEKS AGO. UM WE HAD THE SAME SITUATION BUT A CAR WAS STOLEN. SO WE HAD A STOLEN CAR DUMPED CARS BROKEN INTO, AND ANOTHER CAR STOLE IT ALONG THE WALTON PARKWAY CORRIDOR, SO IT'S KIND OF WITH THE WEATHER BEING BETTER AT ACTUALLY IMPACTS. HOW OFTEN WE SEE THIS, BUT, UH UM, BUT AS FAR AS IT'S HAPPENING IN DAYLIGHT HOURS, IT'S A LITTLE BIT A LITTLE BIT OF EXPANSION OF THE M O. ARE THEY SEEING IT? SEEING THIS TYPE OF CRIMES HAPPENING MORE AND MORE RESIDENTIAL AREAS AS WELL OR STILL BASIC, LIKE IN THE MORE COMMERCIAL AREAS THAT ARE OCCURRING, IT'S BOTH. WE SEE IT IN RESIDENTIAL AND COMMERCIAL. UM YOU KNOW, WE ANALYZE AND STATS TO SEE WE, FOR INSTANCE, CERTAIN NIGHTS THAT WE PUT OUT EXTRA OFFICERS AND PUT OUT OFFICERS IN PLAIN CARS AND TAKES AND DO SOME OTHER MEASURES. HOWEVER UM, THINK OF AN EXAMPLE UM, TALKING WITH WHITEHALL'S CHIEF, UM THEY'RE ABLE TO PINPOINT THE LOCATIONS THAT ARE HOTSPOTS, AND IT'S A CONSISTENTLY HAPPENS ALL THE TIME. SO UM, THEY'RE ABLE TO REALLY CONCENTRATE THEIR FOCUS ON THOSE AREAS FOR US. UM THERE'S NOT ANY DISTINGUISHABLE PATTERN AS FAR AS DAY OF THE WEEK. TIME OF THE DAY. OUR GEOGRAPHICAL LOCATION, SO WE'RE HAVING TO TAKE A LITTLE BIT MORE OF A SHOTGUN APPROACH AND PREVENTION AND THAT BRANCHING COMMUNICATING MORE SHOULD WE BE COMMUNICATING MORE TO THE RESIDENTS ABOUT WHAT'S OCCURRING SO THAT THEY CAN TAKE MORE PROTECTIVE ACTION, OR WE'VE ACTUALLY OVER THE YEARS WE'VE DONE THAT. QUITE A BIT. UM THE I THINK THAT THINKING ABOUT THIS, UM, WITH THE RECENT DEATHS THAT WE'VE HAD, UM PERHAPS OUR OUR NEXT COMMUNICATION I THINK MIGHT BE HELPFUL IS TO PASS ON WHAT? BUT YOU KNOW, WE MAY WANT TO CONSIDER PUTTING IN A VIDEO OF SOME OF THESE STEPS TO KIND OF DRIVE HOME THAT IT HAPPENS. IT HAPPENS VERY QUICKLY. THERE WAS NO WITNESSES. UM AND THE, UM, UNFORTUNATELY, WE NOBODY BECAME AWARE OF IT UNTIL THEY WERE WELL OUT OF THE AREA. I'VE BEEN PARTICIPATING, ALTHOUGH NOT AS MUCH AS I'D LIKE BECAUSE I HAD TO GO TO TOWN ON BUSINESS AND THIS CITIZENS POLICE ACADEMY. AND SEEING SOME OF THE VIDEOS, HOW BREEZE AND DATE FOLKS ARE IN THE DAYLIGHT. TO GO AND HAPPY HERE IN NEW ALBANY. THERE WAS AN INCIDENT LIKE THAT ALL DAYS WHERE THEY JUST MIDDLE OF THE DAY, SHOPPERS BROKE INTO THE CAR CLIMBED INTO THE CAR. YEAH STOLE MONEY. STOLE GUNS CLIMBED OUT OF THE CAR GONE RIGHT IN THE MIDDLE OF DAY PEOPLE WALKING INTO THE STORE AND JUST WHAT'S HAPPENING? I THINK ONE OF THE VIDEOS WE SHOWED WAS A PURSUIT WE HAD MAYBE LAST YEAR. UM WERE THERE WAS SIX OR SEVEN JUVENILES IN THE CAR, AND I THINK THE YOUNGEST WAS LIKE 12, SO IT'S NOT NECESSARILY 1617 18 AND ABOVE. UM OR SEEING ONE OF THE STOLEN CARS THAT WAS RECOVERED. WE HAD A 14 YEAR OLD DRIVING IT IT'S PRETTY SHOCKING. I DON'T KNOW HOW WE NO, IT'S GOING TO BE A YOUTH IS THAT WE'RE GOING TO SEE MORE AND MORE OF IT RIGHT. IT'S OUR POPULATION GROWS AND YEAH, WE'RE GROWS. HOW ARE WE GOING TO DO? SOME OF THE MEASURES WE TAKE IS WE USE BAIT VEHICLES DEVICES THAT ARE THAT TRIGGER US WHEN THE VEHICLE IS TAMPERED WITH, OR THE OR THE DEVICES TAMPER WITH THE FLOOD CAMERAS ARE HELPFUL. THE TRAFFIC CAMERAS HAVE BEEN HELPFUL. UM, UNMARKED PATROLS PUTTING THE DROUGHT NOW. THERE'S A LOT OF PROACTIVE MEASURES, BUT WITHOUT A WITHOUT A DISTINGUISHABLE PATTERN. IT'S A LITTLE BIT MORE OF A CHANCE THAT WE'LL CATCH THEM AS FAR AS THAT. INSTEAD OF A SURE THING. THE BEST THING PEOPLE CAN DO IS NOT LEAVE VALUABLES IN PLAIN SIGHT, AND WE HAVE A LOT OF THAT PEOPLE WOULD PERSONS WALLETS. VALUABLES AND THEN CAR DOORS LEFT OPEN.
