I WOULD INVITE EVERYONE TO THE POLICE STAND WITH CITY COUNCIL RECITE OUR NATIONAL PLEDGE OF ALLEGIANCE. THE FLAG OF THE UNITED STATES OF AMERICA. AND TO THE REPUBLIC FOR WHICH IT STANDS . ONE NATION. AND JUSTICE. CLERK BASED IN THE ROLE, PLEASE. MAYOR SPALDING COUNCIL MEMBER BRISK HERE. COUNCIL MEMBER DERE IS TRAFFIC AND HAS REQUESTED TO BE EXCUSED. COUNCIL MEMBER FELLOWS IS ALSO TRAVELING FOR WORK AND HAS REQUESTED TO BE EXCUSED COUNCIL MEMBER KISS COUNCIL MEMBER COUNCIL MEMBER WILL HERE I HAVE FIVE PRESENT FOR THE MARCH 1920 24 REGULAR COUNCIL MEETING AND JUST MAKE SURE COUNCIL THAT YOU HAVE ALL YOUR, UH, MICROPHONES ON PLACE. AND I WOULD MOVE FOR THE, UM ON BEHALF OF COUNCIL MEMBER DIRK AND FELLOWS MOVE FOR, UM, EXCEPTION OF THEIR ABSENCE. SECOND MAYOR SPAN MEMBER MEMBER KISS? YES MEMBER BRISK. YES WELL, YES. FIVE YES VOTES TO EXCUSE COUNCIL MEMBERS DEREK AND FELLOWS FROM TONIGHT'S MEETING ACTION ON THE [4. ACTION ON MINUTES] PRIORITY CLIENTS MEETING A COPY OF THE PROPOSED MINUTES FROM OUR MARCH 5TH MEETING WERE DISTRIBUTED COUNCIL MEMBERS. ARE THERE ANY ADDITIONS OR CORRECTIONS THAT PROPOSE MEANT I HAVE NOT RECEIVED ANY NOTES. I WOULD MOVE FOR THE ADOPTION OF THE MINUTES BY CONSENSUS ADDITIONS OR CORRECTIONS TO THE AGENDA. WOULD ANYONE FROM STAFF OR COUNSEL LIKE TO RECOMMEND ANY ADDITIONS OR CORRECTIONS TO THE AGENDA? I HAVE NOT RECEIVED ANY REQUESTS. NO. ALL RIGHT, HEARING YOUR VISITORS. IS THERE ANYONE FROM THE PUBLIC THAT WOULD LIKE TO ADDRESS COUNSEL REGARDING A MATTER THAT IS NOT ON TONIGHT'S AGENDA? AND I KNOW I'M GOING FAST, BUT WE'RE ACTUALLY TRYING [7. BOARD/COMMISSION REPORTS] TO SEE IF WE CAN BEAT THIS, YOU KNOW, 20 MINUTE RECORD, SO BOARD AND COMMISSION REPORTS. ANY UPDATE FROM PLANNING COMMISSION? YES A SHORT UPDATE FROM A SHORT MEETING. UH, WE, UH IT WAS A REZONING AND A CONDITIONAL USE APPLICATION TO ALLOW. UH, K, UM LUMBER, UH, TO SET UP THEIR A HUGE SHOWROOM. UM AND, UH WAREHOUSE, UH, IN, UM, THE BUSINESS PARK, AND IT WAS APPROVED FOR TO ZERO LOCATIONS. UH, THE LOCATION IS EPI DRUG 2278 BR. RIGHT NEXT TO KBC HOLDINGS. GREAT, GREAT. UH, UM, ADDITION TO THE NEW ALBANY COMMUNITY. ALL RIGHT. ANY QUESTIONS ON OUR REPORT? UH, CHIP'S NOT HERE. SO WE'LL SKIP PARKS AND TRAILS. UH, ANY UPDATE FROM THE RB. NO MEAN VA, NO MEETING SUSTAINABILITY ADVISORY BOARD. WE DID HAVE A MEETING ON THE 13TH. AND IF I DO SAY SO, IT WAS ELECTRIC. UH, WE HAD SEVERAL GUESTS SHARE WITH THE GROUP. SO UM, ENERGY JOKE, AND IT WAS I WAS, UH YEAH, UM SO WE HAD, UH UM WE HAVE A SUBCOMITTEE NOW. SO WE HAVE AN UPDATE FROM THE, UH, FOOD COMPOST. UH, SUBCOMITTEE UPDATE THEY MET WITH, UH, THE SCHOOL MET WITH EARTH PEAK ORGANICS. UM AS FAR AS PUTTING COMPOSTABLE. GOODS IN THE CAFETERIAS, SO IT WOULD MAKE COMPOSTING A LOT EASIER WHERE THEY CAN JUST PUT IT IN THERE. UM AND THEN A POTENTIAL PILOT FOR A, UM, CURBSIDE COMPOST PROGRAM THAT WILL GET TO, UH LATER. UM AND ONE OF THE IDEAS FROM THAT IS POSSIBLY A NEW ALBANY BUSINESS SUSTAINABILITY WARD, UH, POTENTIALLY WORK WITH THE CHAMBER OF COMMERCE. SOMEWHERE DOWN THE ROAD TO KINDA INSPIRE SOME OF OUR OUR FRIENDS IN BUSINESS. PART TWO. I KNOW A LOT OF THEM. DO A LOT OF, UH, GOOD THINGS AS FAR AS SUSTAINABILITY GOES WITH KIND OF ADVERTISE IT AND MAYBE COMPETE WITH EACH OTHER. UM SO OUR FIRST GUEST WAS FROM THE WORTHINGTON PARTNERSHIP. GREEN TEAM. I FORGET HER NAME. UM SHE WAS FANTASTIC. SO BASICALLY THEY STARTED A GROUP VERY SIMILAR TO OUR SAB IN 2019. THEY CALL IT THE WORTHINGTON GREEN TEAM. UM BUT, UH, THEY ESSENTIALLY SHARED A LOT OF THEIR INITIATIVES WITH THE GROUP. AND IT'S A LOT OF THINGS THAT OVERLAP AND THEN IT'S A LOT OF NEW THINGS THAT, UH, ACTUALLY WE COULD IMPLEMENT AND A LOT OF LOW COST IDEAS. UH, SO IT WAS REALLY COOL TO HAVE THEM SHARE. UH WHAT? WHAT THEY'RE DOING WITH US. OUR SECOND, UH, GUEST WAS, UH, KAREN SEIDEL FROM SCO. UM SHE CAME IN AND PRESENTED EVERYTHING THIS WACO DOES, UH, IN THE COMMUNITY WITH, UM NOT JUST LANDFILL SUSTAINABILITY. UM SHE DROPPED A COUPLE NUGGETS THAT I THOUGHT WERE GOOD 76% OF WASTE. UH, IN CENTRAL OHIO IS RECYCLABLE OR COMPOSTABLE, SO THAT'S A HUGE NUMBER AND KIND OF MORE CONCERNING LESS THAN, UH, WE HAVE LESS THAN 40 YEARS LEFT. FOR OUR CURRENT LANDFILL, SO THE CLOCK IS TICKING. UM I KNOW 40 [00:05:07] YEARS SEEMS LIKE A LONG TIME, BUT, UH, BASICALLY, WE IF WE, UM ENACTING THINGS NOW WE CAN EXTEND. BASICALLY THE GOAL IS TO EXTEND THE LIFE OF THE CURRENT LA SO, UM AND I DIDN'T REALIZE IT WAS CHIP WAS HERE. UH, SWO HAS OPENED A RECYCLING CONVENIENCE CENTER. FOR HER TO RECYCLE MATERIAL. UH, THAT IS OPEN DAILY DOWN IN GROVE CITY. SO THAT INCLUDES ELECTRONICS AND , UH, HAZARDOUS WASTE SUCH AS PAINT SO IT'S OPEN DAILY. UH I THINK THERE IS A SMALL CHARGE FOR SOME ITEMS. I THINK TIRES, THEY SAID IT WAS $5 AND A TIRE, YOU KNOW, BUT THEY TAKE HARD TO RECYCLE ITEMS AND IT'S PRETTY EASY TO GET DOWN THERE. SO, UH, IT WAS A GREAT PRESENTATION WITH KAREN. UM AND THEN THE HIGHLIGHT WAS WE HAD OUR FIRST PRESENTATION FROM OUR STUDENT. UH PILOT GRANTS. THEY GAVE US AN UPDATE. UM 2/8 GRADERS. IT'S TEAM NOEL BECAUSE THEY'RE BOTH NOEL. UM BUT BASICALLY THEIR GRANT WAS COMPOST EDUCATION AND TRY TO, UH INCREASE, UH, PARTICIPATION IN OUR COMPOSTING PROGRAM, AND THEY WENT THROUGH IN THE PRESENTATION WAS FANTASTIC. THEY ARE VERY ENTERTAINING AND ENERGETIC, UM, BUT THEY HAVE BEEN TO FARMERS MARKETS. SO FAR, THEY HAVE ATTENDED THIRD GRADERS CLASSES. THEY UH, HAD A VIDEO AND THEY READ A STORY ABOUT COMPOSTING TO THESE THIRD GRADERS. THEY'RE GONNA GO BACK TO, UH, SOME MORE CLASSES THEY HAND DELIVER BUCKETS TO FOLKS HOUSES, UH, THAT SIGNED UP AT THE FARMERS MARKET FOR THE PROGRAM. UM SO TO DATE, THEY HAVE INCREASED COMPOSTING CYO BY 55. UH, BY THE END OF THE PROGRAM THIS SUMMER, THEY'RE SHOOTING FOR OVER 100 EDITIONS, AND TO PUT IT IN PERSPECTIVE, WE WERE RIGHT AROUND 300 BEFORE THEY STARTED SO 55 IS A PRETTY SIGNIFICANT INCREASE. UM SO, UH, I'VE GOT SOME MATERIALS THAT THEY THIS IS WHAT THEY HANDED OUT AT THE FARMER'S MARKET. UH, THEY WERE GOING TO DO A READ ALONG AT THE LIBRARY, UH, FOR FOLKS TO COME IN, AND THEY'RE GONNA HAVE, UH, SUSTAINABLE BOOKS, COMPOSABLE SNACKS. UM AND THEN ONE OF THE OFFSHOOTS. THEY BROUGHT TO OUR ATTENTION WHEN THEY'RE EXPLAINING TO, FOLKS, UH, WE GOT SOME WAYFINDING ISSUES FOR OUR, UH, COMPOSTING CENTER UP AT THE SERVICE CENTER BECAUSE THE ADDRESS IS TECHNICALLY ON BEHEER, BUT THE ENTRANCE IS ON WALNUT. SO UH, IT WAS REALLY GOOD FEEDBACK. UM CAUSE IT'S BASICALLY UP WHERE YEAH. COME THROUGH WAS FOR THE PUMPKINS. UH SO I THINK WE'VE JOSH IS GONNA INCORPORATE SOME OF THAT FEEDBACK AND, UH, HELP WITH THE WAY FINDING, UM BUT THEY'RE GONNA KEEP ROLLING THROUGH THE SUMMER. THEY'RE GONNA BE MORE FARMERS MARKETS SHORT IN THE LIBRARY, SO LIKE I SAID, WHEN WE CREATED THE GRANT IT WAS EXACTLY WHAT THEY WERE DOING, UH, THAT WE HAD IN MIND. UH, IT'S PRETTY INSPIRING TO SEE WHAT THEY'RE DOING. SO YOU WILL PROBABLY HEAR A FINAL COUNT FROM TEAM NOEL. OR YOU CAN SHOOT HIM AN EMAIL AT GIRL SCOUTS WHO COMPOST AT GMAIL.COM. UM SURPRISE. IT WASN'T TAKEN, UM BUT, UH, VERY COOL UPDATE FROM THEM, UM BIRTHDAY TO ARBOR DAY UPDATE. UH BASICALLY, IT'S GONNA RUN SUNDAY , THE 21ST THROUGH SATURDAY. THE 27TH OF APRIL. UM SATURDAY. THE 27TH IS THE BIG ONE. THAT'S THE E WASTE DRIVE, E WASTE AND HAZARDOUS HOUSEHOLD WASTE, UH, DRIVE UP AT THE SERVICE CENTER. THAT'LL BE 8 TO 12. SO BRING SO YOUR CLEANING, GET EVERYTHING OUT OF THE HOUSE. UM WELL AT THE NEXT COUNCIL MEETING, WE GET A LITTLE CLOSER. I CAN SHARE MORE LIKE DAY TO DAY, BUT, UH, TREE PLANS AND ALL THAT FINAL THING LIKE YOU SAID IT WAS ELECTRIC. THERE WAS A LOT GOING ON. UM THERE IS IT'S GONNA BE IN YOUR INBOX WITH A, UH, WE'RE GONNA SEND OUT WELL, IT'S GONNA BE IN NEW ALBANY CONNECTS. AND THEN IT'S A SURVEY THAT'S GONNA GO TO EVERYBODY'S ALREADY SIGNED UP FOR THE COMPOSTING PROGRAM. BUT IT'S BASICALLY, UH I. I CAN SHOW YOU THE QUESTIONS THAT'S GONNA BE ON THERE BASICALLY GAUGING INTEREST IN THE CURRENT COMPOSTING PROGRAM AND THEN ENTRANCE IN FUTURE PROGRAMS SUCH AS CURBSIDE. UM AND JUST KIND OF SEE BEFORE WE EVEN BARON, THE WATER OF THAT TYPE OF PROGRAM. WE'RE GONNA SEE WHAT THE INTEREST IS, UM, SO THIS USER SURVEY IS GONNA GO OUT. UM RELATIVELY SOON THIS THURSDAY IN CONNECTS, AND THEN WE'LL SEND IT TO OUR 355 REGISTERED COMPOSERS AS WELL. DID YOU SAY IT'S GOING UP TO THE WHOLE CITY? WELL IT'LL BE IN CANS. YES, IT'LL BE IN THE THURSDAY NEWSLETTER. YES BUT I'M IT'S NOT GONNA DROP AS LIKE A DIRECT EMAIL TO ANYBODY. BUT ANYBODY YOU DON'T HAVE TO BE PART OF THE COMPOSTING PROGRAM [00:10:04] TO TAKE THIS. UM, BUT EVERYBODY THAT HAS REGISTERED WILL GET IT AS WELL. UM SO I'M SORRY TO MESS UP THE QUICK PROGRAM, BUT MAN, CASEY. THEY'RE ALL GOOD UPDATES. I WAS JUST INTERESTED. YOU SAID THEY'RE GIVING OUT COMPOSING SNACKS. THE COMPOST, COMPOST SNACKS. OK SO IF YOU'RE NOT HUNGRY, YOU CAN THEN IT WELL. IN THEORY, ANY SECOND WOULD GET THAT ONE. LIKE IF IT'S FOOD, IT IS COMMOTION. UM BUT THE PACKAGING AND EVERYTHING WILL BE POSSIBLE AS WELL. IT MAKES MORE SENSE. YES. BUT YEAH, SO THAT WAS, UH SAB. RIGHT. ANY QUESTIONS ON THE UPDATE FROM STATE BUILD ADVISORY BOARD. RIGHT AND YOU UPDATE FROM THE I IDEA IMPLEMENTATION PANEL? YES SO WE HAD A FANTASTIC EVENT. UH LAST WEEK IN POW HER THESE ARE, UH, SOME PICTURES OF, UM, OUR PANEL. UM WE HAD LAUREN BAR LAB MARIE ALVARADO, SUSAN PORTER AND CHELSEA MORLAND AS OUR PANELISTS AND THE FABULOUS ANGELA ANNE. I JUST GOTTA SAY IT AGAIN. OUR STAFF SHOWS UP. THERE WERE A TON OF STAFF MEMBERS THERE. EVERYBODY WORKS. THEY STAY PAST EVERYBODY ELSE AND HELP, YOU KNOW, FROM CLEAN UP TO SET UP TO EVERYTHING, AND IT'S JUST, YOU KNOW, WHEN WE ALL DECIDED IT WAS TIME FOR US TO DO SOCIAL PRO [00:15:01] PROGRAMMING FOR THE COMMUNITY. UH YOU KNOW, OUR STAFF DIDN'T GET THE MAKE OF THAT DECISION, BUT THEY SURE SHOW UP FOR IT. AND I'M JUST REALLY IMPRESSED AND FOR EVERY EVERYTHING THEY'RE DOING IS LIKE, YOU KNOW, IT'S THE FIRST TIME GIVING IT A SHOT, AND WE'RE SELLING OUT EVERYTHING . SO IT'S REALLY BEEN A GREAT IT'S BEEN GREAT. YOU COULD DO ALL RIGHT. WELL THANK YOU ANY OTHER UPDATE OR IS THAT THAT'S THAT'S PUT OFF FOR NOW? THAT'LL THAT'LL DO FOR THIS TOO. ALL RIGHT. ANY UPDATE FROM THE CEMETERY RESTORATION ADVISORY BOARD, NO MEETING AND NO MEETING OF THE PUBLIC RECORDS COMMISSION. HAS ANYONE RECEIVED ANY CO SPONSOR COMMUNICATION SINCE OUR LAST MEETING. WE'D LIKE TO PROVIDE AN UPDATE TO COUNCIL ON SECOND READING, MORTS [9. SECOND READING OF ORDINANCES AND PUBLIC HEARING] AND PUBLIC HEARING ORDINANCE, 008 2024 AND ORDINANCE TO MEN CHAPTER IS 111.05111, 0.07 AND 113.05 AT THE CITY OF NEW ALBANY, OHIO'S CO FIRE ORS TO UPDATE PUBLICATION REQUIREMENTS AS REQUESTED BY THIS EVENING. FOR ME? YES AND SPECIFICALLY REQUESTED BY YOUR CLERKS AND STAFF. ONCE AGAIN, I'M GOING TO TALK ABOUT TWO CODES, STATE CODE AND NEW ALBANY CODE. UH, THIS ORDINANCE WAS DRAFTED BECAUSE OF CHANGE IN THE STATE CODE SPECIFICALLY SECTION 7 31 21. THAT HAPPENED IN OCTOBER OF 2023 , WHICH IS THE PART OF THE BUDGET THAT THE NON MONETARY PART AND THAT CHANGE IN STATE CODE MADE A CHANGE IN CITY CODE POSSIBLE UNDER THE OLD STATE CODE NEWSPAPER PUBLICATION OF A SUCCINCT SUMMARY OF CERTAIN MUNICIPAL ACTIONS, NOTICES AND REPORTS WAS REQUIRED. UNDER THE NEW VERSION OF THE STATE CODE, THE STATE AUTHORIZED PUBLICATION OF A SUCCINCT SUMMARY OF THESE THINGS IN ONE BY SELECTING ONE OR MORE OF THREE METHODS. NEWSPAPER OF GENERAL CIRCULATION , THE STATE'S PUBLIC NOTICE WEBSITE FOR THE MUNICIPAL CORPORATIONS, WEBSITE AND SOCIAL MEDIA ACCOUNT. THAT'S OPTION THREE. SO THE STATE HAS LOOSENED THE REINS A BIT, WHICH MEANS THAT WE CAN, TOO CURRENTLY, UH, THERE ARE THREE NEW ALBANY CODIFIED ORDINANCE SECTIONS, WHICH ARE IN THE TITLE THAT REQUIRE NEWSPAPER PUBLICATION OF CERTAIN COUNCIL PLANNING COMMISSION AND BOARD OF ZONING APPEALS PUBLIC HEARINGS RELATED TO AMENDING THE ZONING MAP, ZONING APPEALS AND ZONING VARIANCES. THE CITY PRIMARILY USES THE DAILY REPORTER AND RARELY IT EXPENSIVELY. THE COLUMBUS DISPATCH THAT USUALLY HAPPENS IF WE HAVE TO MISS A DEADLINE FOR SOME REASON, SO WE'RE IN A HURRY. IT'S NOT CHEAP. UH, UNDER THE NEW PROPOSED ALBANY CODE, NOW LED BY THE STATE, THE CITY PLANS TO UTILIZE SELF PUBLICATION. UH, THIS DOES NOT CHANGE. OTHER NOTIFICATION PROVISIONS OF CITY CODE STAFF WILL STILL CONTINUE TO SEND OUT NEIGHBOR NOTICE LETTERS TO PEOPLE WHO LIVE WITHIN 200. FT WILL STILL PUT OUT THOSE SIGNS OF THE QR CODES WHEN THERE'S A REZONING HAPPENING THAT NOTHING ABOUT THAT CHANGES. IT'S JUST ABOUT HOW WE PUBLISH UM, THE NEW PUBLICATION, UH, CODE CHANGES WOULD BRING THE CITY IN LINE WITH THE HIGHER REVISED CODE. THE NEW OPTIONS WILL SAVE MONEY, MAKE DEADLINES EASIER TO MEET BECAUSE WE'RE DOING IT AND MAKE THE PUBLISH INFORMATION EASIER FOR RESIDENTS AND THE PUBLIC TO ACCESS. NOT MANY PEOPLE TURN TO A NEWSPAPER, MUCH LESS ONE LIKE THE DAILY REPORTER. THEY'LL GET THAT ON THEIR DOORSTEP, SO THIS WILL MAKE IT A LOT EASIER FOR THE PUBLIC TO FIND THIS INFORMATION. UH, THESE CODE CHANGES WERE WORKSHOP WITH STAFF , BOTH DEVELOPMENT AND COMMUNICATIONS AND THE WITH THE LAW DIRECTOR, AND I WANNA THANK DEPUTY CLERK MEGARA FOR HER IN DEPTH RESEARCH, WHICH GOT US HERE. UH, SHE ALSO CHECKED INTO OTHER MUNICIPALITIES. DUBLIN POWELL AND UPPER ARLINGTON ALL ALLOW FOR WEBSITE PUBLISHING ON THEIR CODE. AND I'M HAPPY TO TAKE QUESTIONS. ALL RIGHT. ANY QUESTIONS ON THE ORDINANCE? WE OPEN THE PUBLIC HEARING ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING, OR 08 2024. DURING THE PUBLIC COMMENT. I'LL CLOSE THE PUBLIC HEARING AND MOVE FOR THE ADOPTION OF ORDINANCE. 08 2024 THE SECOND BUILDING? YES COUNCIL MEMBER? WE? YES THAT MEMBER BRISK. YES YES. SHALL I FIVE? YES. VOTES UP ORDINANCE 008 2024 ORDINANCE 0 1020 24 NOR TO APPROVE THE FINAL PLAN FOR 42 IN RESTRICTED SINGLE FAMILY LOTS ON 9.001 PLUS OR MINUS ACRES AND ACCEPT RESERVES AND I FOR PHASE FIVE, THE NOTTINGHAM TRACE SUBDIVISION GENERALLY LOCATED WEST OF STATE ROUTE +605, EAST OF SCHLEE ROAD AND SOUTH OF ON THE STREET AS REQUESTED BY PULTE HOMES. MR MAYOR. THANK YOU. SO THIS IS PHASE FIVE OF SIX. THE FINAL PHASE WILL BE HEARD ON THE NEXT PIECE OF LEGISLATION, SO THE GENERAL LOCATION IS OUTLINED IN RED HERE. SO HERE IS, UH, 605 AND SCHLUPP ROAD. SO THIS IS AN AGE RESTRICTED COMMUNITY AND AS REQUIRED BY THE ZONING THE D, THE DEVELOPER HAS SUBMITTED THE AGE RESTRICTION AND THOSE WILL BE RECORDED AS PART OF THIS FINAL PLAT. THERE ARE TWO RESERVES BEING, UH, DEDICATED AS PART OF THIS PLAT, UH, SO LOCATED HERE. AND HERE, UH, THESE, BOTH OF THESE RESERVES WILL BE OWNED BY THE CITY AND MAINTAINED BY THE HO, A IN PERPETUITY IN THIS LEGISLATION ALSO ACCEPTS THOSE RESERVES. SO UH, THIS FINAL PLAT IS IN CONFORMANCE WITH THE APPROVED FINAL DEVELOPMENT PLAN AND HAS [00:20:01] MET THE CITY SUBDIVISION. UH REGULATIONS AND IT WAS REVIEWED AND RECOMMENDED BY ALL FIVE PLANNING COMMISSION MEMBERS EARLIER THIS YEAR. ANY QUESTIONS ON THE ORDINANCE. OPEN THE PUBLIC HEARING. WOULD ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING ORDINANCE 0 1020 24. YOU KNOW, PUBLIC COMMENT. CLOSE PUBLIC HEARING. IS THERE A MOTION ON THE ORDINANCE? MOVE ADOPTION ORDINANCE 0 1020 24 2ND COUNCIL MEMBERS. YES. YES MAYOR SPALDING COUNCIL MEMBER. WE? YES. COUNCIL MEMBER KISS? YES. FIVE. YES, VOTES. 0 1020 24. ORDINANCE 0 1120 24 IN ORDINANCE TO APPROVE THE FINAL PLAQUE FOR 44 SCRIPTED SINGLE FAMILY. LOTS ON 9.430 PLUS OR MINUS ACRES, AND THEY ACCEPT THE RESERVES J AND K FOR PHASE SIX. THE NOTTINGHAM TRACE SUBDIVISION G, LOCATED WEST OF STATE ROUTE +605 , EAST OF SLPP ROAD AND SOUTH OF WALM STREET, AS REQUESTED BY PULTE HOLMES. THANK YOU. SO UH, AGAIN. THIS IS PHASE. UH, SIX OF SIX. SO THIS IS THE FINAL PHASE OF THE SUBDIVISION. I CAN OUTLINE IN RED HERE. UH SO THE, UH THIS IS STILL AGE RESTRICTED AND AGAIN, THE DEVELOPER HAS SUBMITTED THE REQUIRED AGE RESTRICTION DOCUMENTATION AND THAT WILL BE RECORDED, UH, WITH THIS FINAL PLAT, UM WITH THE COUNTY, SO THIS PLAT IS ALSO, UH, DEDICATING TO RESERVES TO THE CITY AGAIN. THESE WILL BE OWNED BY THE CITY AND MAINTAINED BY THE HO A IN PERPETUITY AND LEGISLATION ACCEPTS THOSE RESERVES. SO THIS FINAL PLAT IS IN CONFORMANCE. IT'S PROVIDING ALL OF THE OPEN SPACE AND STREET CONNECTIONS, AND THIS WAS REVIEWED AND RECOMMENDED FOR APPROVAL BY ALL FIVE PLANET COMMISSION MEMBERS EARLIER THIS YEAR. ANY QUESTIONS ON THE ORDINANCE. I OPEN THE PUBLIC HEARING WHERE ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING ORDINANCE 0 1120 24. DURING A PUBLIC COMMENT. I'LL CLOSE THE PUBLIC HEARING. IS THERE A MOTION ON THE ORDINANCE? MOVE FOR THE ADOPTION BOARD AND 01 2024. OK? TO COUNCIL MEMBER KISS. YES. COUNCIL MEMBER W? YES. COUNCIL MEMBER SHALL YES, MAYOR SPALDING COUNCIL MEMBER BRES? YES FIVE. YES. VOTES UP ORDINANCE 0 1120 24. INTRODUCTION AND FIRST READING OF ORDINANCES. THERE ARE NO NO TONIGHT'S AGENDA RESOLUTIONS AND PUBLIC HEARING. ALSO NOT NOT TOO MUCH AGENDA, UH, COUNCIL SUBCOMITTEE REPORTS. UH, WE HAVE [13. REPORTS OF REPRESENTATIVES] NO REPORTS FOR TONIGHT. REPORTS OF REPRESENTATIVES JOINING THE UPDATE FROM WARY OH, JUST A FEW QUICK ITEMS. UM THE MORPHS, UH, EXECUTIVE COMMITTEE, AND, UH UH, SENIOR STAFF ATTENDED THE NATIONAL CONFERENCE OF REGIONAL PLANNING COMMISSIONS IN WASHINGTON. DC. UH, THEY, UH PARTICIPATED IN A NATIONWIDE PANEL THAT DISCUSSED THE HOUSING SITUATION NOT ONLY IN OHIO BUT THROUGHOUT THE COUNTRY. UH, THEY ALSO PARTICIPATED IN A PASSENGER RAIL. UH, FIELD TRIP. UH, THEY'RE GOING TO BE WORKING. THEY'RE THEY'RE PREPARING AN MOU , ALONG WITH THE CITIES OF FORT WAYNE AND PITTSBURGH. UH AND THEY'LL BE SETTING UP AN ADVISORY COMMITTEE TO WORK THROUGH. THE NEXT PHASE OF THAT PROCESS, WHICH WOULD INCLUDE A SUBMITTAL TO THE FEDERAL RAIL ADMINISTRATION SOMETIME LATER THIS YEAR. UM, ALONG WITH THAT. THEY WERE IN FLORIDA. UH TAKING A LOOK AT A COUPLE OF DIFFERENT, UM, MODELS FOR PUBLIC RAIL. ONE WAS AN AMTRAK. UH AMTRAK. UH SERVICE AND THE OTHER WAS A SERVICE PROVIDED BY A COMPANY. THIS WOULD BE A PRIVATE COMPANY CALLED BRIGHT LINE. UH, THEY ACTUALLY TOOK A TRIP. UH, BETWEEN, UH ORLANDO AND MIAMI. UH, THE TRAIN TRAVEL AT ABOUT 100 AND 25. MILES AN HOUR A LITTLE BIT SLOWER THAN SOME OF THE, UM YOU KNOW THE JAPANESE, UH, HIGH SPEED TRAINS, BUT, UM, DEFINITELY ON THE FASTER SIDE OF RAIL TRANSPORTATION IN IN THE UNITED STATES, UH, SO THEY WERE ABLE TO ALSO OBSERVE THE INTERACTION BETWEEN THE, UH, AIR TRAVEL AND TRAIN TRAVEL, AND IT RATHER THAN ACTUALLY COMPETING WITH WITH EACH OTHER. THEY ACTUALLY COMPLEMENTED EACH OTHER FAIRLY WELL, SO THEY WERE, UH, THEY WERE SHARING SOME INFORMATION ABOUT THAT. UH ALSO, THERE WAS AN ANNOUNCEMENT OF THE, UH UH RELATIONSHIP BETWEEN FRANKLIN UNIVERSITY AND MORSEY, UH, WHICH OFFERS A 20% OFF, UH, TUITION ASSISTANCE FOR ASSOCIATE AND BACHELOR DEGREES. UH, THERE'S ALSO SOME ADDITIONAL ASSISTANCE. FINANCIAL ASSISTANCE FOR MASTER'S DEGREES. UH THIS IS , UH, ONE OF THOSE, UH UH. ADDED BENEFITS THAT MORSY IS PROVIDING , UH, THEY HAVE A NUMBER OF, UH, TUITION ASSISTANCE PROGRAM SET UP WITH DIFFERENT UNIVERSITIES, UH, IN IN OHIO. UH THERE WERE, UH, THEY THEY ADVERTISED THE, UH [00:25:04] LEADERS LISTEN SURVEY AND, UH, SHARE THE RESULTS. THERE WERE 2000 RESPONDENTS TO THE SURVEY. THOSE RESULTS WERE SHARED AT THE STATE OF THE REGION. IF THERE'S ANY INTEREST I CAN I CAN PROVIDE THOSE, UH SURVEY RESULTS TO COUNSEL SEPARATE EMAIL. UH ALSO, THEY UPDATED THE 2024 TO 2020 2050 COLUMBUS AREA METROPOLITAN TRANSPORTATION PLAN. THEY HAD 1300 PROJECTS RECOMMENDED BY UH VARIOUS MEMBERS OF THE COMMUNITY . DO THE FEEDBACK PROCESS. UH SIGNIFICANT, UM, NUMBER WERE PATH AND PEDESTRIAN AND, UH, BIKE RELATED INFRASTRUCTURE PROJECTS, UH, BASED ON THE FUNDING THAT'S AVAILABLE, THEY BELIEVE THAT THEY'LL BE ABLE TO ADVANCE 600 PROJECTS. UH, WITH AN ESTIMATE OF, UH, ROUGHLY $35 BILLION IN TOTAL PROJECT COSTS. UH THE ADOPTION OF THE PLAN UPDATE WILL OCCUR SOMETIME IN MAY. THAT'S ALL I HAVE. ALL RIGHT. NICE JOB AT THE UH, MPS ANNUAL MEETING, PRESENTING THE AWARD. THAT YOU WEREN'T SICK THIS YEAR. YOU GOT A CHANCE TO PITCH IN AND CONGRATULATIONS. YOU UH, ANY UPDATE FROM THE JOINT PARKS? UH, YES. JUST ONE UPDATE. JUST LET EVERYBODY KNOW THE PICKLE BALL. COURTS ARE NOW OPEN. OFFICIALLY THEY HAVE, UH, ALL THE NETS UP IN THE WINDSCREENS. SO WE'RE GOOD TO GO A COUPLE OF THINGS WE NEED TO TWEAK, BUT FOR THE MOST FOR MOST PEOPLE THAT ARE INTERESTED. IT'S UP AND RUNNING. UH, THIS YEAR, UH, COLIN PHASE TWO. LAST YEAR WE OPENED UP THE COURTS KIND OF LET THEM PLAY DIDN'T REALLY DO ANYTHING ELSE. JUST KIND OF MORE LEARNING THIS YEAR IN PHASE TWO. WE'RE GONNA GO AHEAD AND OFFER SOME CLASSES AND CLINICS. UM HAVE IT UP ON THE SCREEN? UH THERE. THERE'S THE CLINICS FOR APRIL AND MAY, UM, PICK A BALL 101 AND ADVANCED BEGINNER FOUR WEEK SERIES. A BEGINNER FOUR WEEK SERIES. UM CARDIO PICKLE BALL STRATEGIES AND DRILLS FOR 3.5 SKILL LEVEL AND YOUTH CAMPS, AGES 6 TO 8 AND 9 TO 12. SO THIS YEAR WE'RE GONNA KIND OF BRANCH OFF INTO SOME OF THOSE CLINICS AND WORK, UH, NOT WORK SITE, BUT CLINICS AND, UM, CLASSES. UH, THOSE WILL ALL BE RUN OUT ON THE COURTS TYPICALLY. UH NO MORE THAN FOUR QUARTS MAXIMUM WOULD EVER BE USED, AND THEY'RE USUALLY AS YOU CAN SEE ON THE SCREEN. UH IN THE MORNING. UM OR , UH, USUALLY JUST BEFORE THE BUSY TIME STARTS UP, UH, IN THE EVENING, SO WE'LL SEE HOW THE CLASSES GO. THE ONE THING THAT WE'LL HAVE TO CONSIDER, UM, I'M CALLING IT PHASE THREE NEXT YEAR AND WE'LL WANNA TALK ABOUT IT AS A COUNCIL ON HOW WE WANT TO APPROACH THIS, BUT I HAVE HAD MULTIPLE ORGANIZATIONS, UM, LIKE TO, YOU KNOW, RENT THE COURTS OUT. DO FUNDRAISERS. UM, I KNOW WE BRIEFLY TALKED ABOUT ONE THAT , UH, WAS APPROACHED TO US. UM, BUT I'VE JUST HAD TWO TODAY ALONE. AND SO I PUT THEM ALL OFF TILL NEXT YEAR UNTIL WE KIND OF GET A BETTER UNDERSTANDING OF HOW WE WANNA HANDLE THAT. UM BUT WE'LL WE'LL WE'LL WE'LL DO THAT NEXT YEAR. THE FINAL THING IS JULY 20TH. WE'LL BE A TOURNAMENT OUT THERE. THAT'LL BE OUR FIRST ONE THAT WE'RE GOING TO HOLD OUT THERE. UM WE'LL BE WORKING WITH JOE AND SPECIFICALLY ON, YOU KNOW, KIND OF WHAT THAT'S GONNA LOOK LIKE FROM AN ADVERTISING PERSPECTIVE, POSSIBLY FOOD TRUCKS, ET CETERA. NOT GONNA TRY TO BLOW THIS OUT TOO MUCH AND A LOT OF SPONSORS AND EVERYTHING, BECAUSE I THINK WE NEED TO GET ONE UNDER OUR BELT FIRST, JUST TO SEE UM SOME LEARNINGS OUT OF IT, BUT KNOW THAT THAT'S GONNA BE UP AROUND JULY 20TH THE CLASSES THAT I MENTIONED AND CLINICS. YOU CAN GO TO THE PARK AND REC WEBSITE RIGHT NOW, AND YOU CAN SIGN UP. ACTUALLY SIGN UPS HAVE ALREADY STARTED AND THEY'RE STARTING TO FILL UP SO UH, IT SOUNDS LIKE THE PICK A BALL COMMUNITY IS ALREADY JUMPED ON BOARD ON THIS. UM BUT THEY'RE AVAILABLE. UH THIS IS THE APRIL MAY SCHEDULE, YOU'LL SEE ANCAL E ONE ADDITIONAL CLASS FOR JUNE JULY. UH, SO THEY'RE DOING TWO SESSIONS. WE'RE JUST GONNA SEE HOW THAT GOES AND MAKE ADJUSTMENTS FOR MAYBE ANYTHING IN THE FALL. UM, AND THAT'S IT. IT'S EXCITING TO THIS COURT'S OPEN, AND I THINK THERE'S TWO OTHER BIG FACILITIES IN COLUMBUS THAT HAVE ALREADY BEEN PROPOSED THAT ARE GONNA BE BUILT. SO NOW I THINK WE'RE UP TO FIVE OR SIX. COLUMBUS IS ON THE MAP AND SOMEONE TOLD ME AND I APOLOGIZE. WHOEVER THIS WAS IN THE REFERENCE THAT THEY GAVE ME BUT I THINK WE'RE IN THE ONE OF THE TOP FIVE TARGETED CITIES RIGHT NOW FOR PICKLE BALL ACTIVITY CALLED THE SENSE SO A LOT GOING ON. WHO WHO MANAGES LIKE THE LIST, IF YOU WILL FOR FOOD TRUCKS. IS THAT ABBY? THAT WE'RE GONNA DISCUSS. THAT'S ONE OF THOSE THINGS, BUT I WOULD ASSUME JUST OFF THE TOP AND I'LL LET ADRIAN ANSWER THAT. BUT I'M ASSUMING SO, BUT WE STILL NEED TO WORK THOSE THINGS OUT. YEAH WE IT'S HARD TO GET FOOD TRUCKS, SO IT'S USUALLY WHEN WE HAVE AN EVENT. WE'RE JUST CALLING WHOEVER WE CAN. AND, YOU KNOW, SOMETIMES THEY DON'T ALL SHOW UP [00:30:03] , SO WE TRIED TO CALL AND GET AS MANY AS POSSIBLE. CONFIRMED ALL RIGHT, BECAUSE I HAD A I HAD A COUPLE OF CALLS, SO I'LL JUST FORWARD THEM ON. YEAH, THAT'D BE GREAT. THANK YOU. ALL RIGHT. AND THE UPDATE FROM PLAN LOCAL SCHOOLS. UH YES, THERE WAS ACTUALLY A SCHOOL BOARD MEETING LAST NIGHT. UM THEY KICKED OFF. THE OHIO SCHOOL BOARD ASSOCIATION WAS THERE AND THEY HONORED DEBBIE KALINOWSKI AND JOHN MCCLELLAN FOR 10 YEARS. 10, PLUS YEARS OF SERVICE. UM THEY WENT ON AND SHARED ABOUT THE COLLEGE AND CAREER PATHWAYS. UH NOT JUST COLLEGE, BUT ENLISTMENT . UH AND ALSO, UH, GETTING IN THE WORKFORCE. THEY MENTIONED HOW CLOSELY THEY WORK WITH INNOVATING NEW ALBANY AND APPRECIATED THE PARTNERSHIP THERE AND TOUCHED ON JOB CAREER AFFAIRS THAT THEY DO WITH THE STUDENTS AND TECHNICAL SCHOOLS. UM AND THEN NOT PICKLEBALL RELATED, BUT TENNIS RELATED. UH THE SCHOOL HAS A DONOR THAT WOULD LIKE TO BUILD A TENNIS SCHOOL BOARD. UH, SCOREBOARD, UH, BY THE TENNIS COURTS, UM, FOR A COOL $71,000. THEY ARE, UH, DONATING IT, UH, VIA THE COMMUNITY FOUNDATION, AND IT'S GONNA BE ERECTED ON THE CHILLER SIDE OF WHERE THE TENNIS COURTS ARE, UM SO I CAN GET A RENDERING OFF OF THE, UH, THE PRESENTATION , BUT IT'S IT MATCHES SIMILAR TO THE SCOREBOARD AT THE STADIUM. UH, CURRENTLY SO, UH, THAT WILL BE CONSTRUCTED PROBABLY SOMETIME LATER THIS SPRING. UM THEY PROMOTED CURRENT NEW ALBANY HIGH SCHOOL PRINCIPAL KRAMER TO ASSISTANT SUPERINTENDENT. UH, BUSINESS AND OPERATIONS. UM CRYSTAL KRAMER CAME OVER FROM LIKE, UH, HIGH SCHOOL DISTRICT AND HAS BEEN A DISTRICT FOR A WHILE AND HAS DONE A GREAT JOB. UH, SO HE'S EXCITED, UH, IN HIS NEW ROLE, AND, UH, FINALLY THEY WRAPPED UP. UH THEY'RE TRYING TO REBUILD THEIR FINANCE COMMITTEE. IT HAD KIND OF GONE TO FUNK FOR A WHILE, UM, THEY WERE SHOOTING.
