COUNCIL MEMBER DE SIX YES VOTES TO EXCUSE COUNCIL MEMBER RISKS FROM TONIGHT'S MEETING. ACTION [4. ACTION ON MINUTES] ON THE PRIOR TO TONIGHT'S MEETING. OH, I ACTUALLY DO WE HAVE AN MEETING IN THE 19 YOU HAVE IT FROM LIKE A MONTH AGO, THE MARCH 19. I'M GONNA MAKE SURE I GOT THAT. RIGHT SO PRIOR TONIGHT'S MEETING A COPY OF THE MARCH 19TH KMENT AS WE DISTRIBUTED COUNCIL MEMBERS. ARE THERE ANY ADDITIONS OR CORRECTIONS TO THE PROPOSED MINUTES? I HAVE NOT RECEIVED ANY NOTES. ALL RIGHT, THEN I WOULD MOVE FOR THEIR ADOPTION BY CONSENSUS ADDITIONS OR CORRECTIONS TO THE AGENDA. WOULD ANYONE FROM STAFF OR COUNSEL LIKE TO RECOMMEND ANY ADDITIONS OR CORRECTIONS TO TONIGHT'S AGENDA? I ALSO HAVE NOT RECEIVED ANY REQUESTS. ALL RIGHT, HEARING A VISITORS. UH, THIS IS THE TIME WHERE WE ASK MEMBERS OF THE PUBLIC THAT WOULD LIKE TO ADDRESS COUNSEL REGARDING A MATTER NOT ON TONIGHT'S AGENDA. IF THERE'S ANY ONE SO INCLINED. LET US KNOW. THAT TAKES US TO BORDEN COMMISSION REPORTS. ANY UPDATE FROM THE PLANNING [7. BOARD/COMMISSION REPORTS] COMMISSION? YES UH, WE HAD A MEETING LAST NIGHT, UH, TO DISCUSS SOME CODE UPDATES RELATING TO PARK PLAN SPACE REQUIREMENTS IN THE URBAN CENTER , UM, AND COMMISSION PROVIDED SOME FEEDBACK TO STAFF AND THEY ARE REVISITING THE, UH, LANGUAGE AND WE WILL DISCUSS A FUTURE MEETING. NO OTHER CASES. UM THE GOLF COURSE CASE THAT WAS GOING TO BE UP, UH, WAS TABLED. THE DRIVING RANGE. DRIVER, RIGHT? NO, LIKE ALL RIGHT. ANY QUESTIONS ON THE UPDATE? AND THE UPDATE FROM THE PARKS AND TRAILS ADVISORY BOARD. NO MEETING A RB SURNAME STAFF REPORT. THANK YOU, MAYOR. UM SO THEY HAD ONE CASE, WHICH WAS A CERTIFICATE OF APPROPRIATENESS FOR BUILDING DEMOLITION. THIS WAS FOR THE OFFICE BUILDING. LOCATED AT 97 EAST MAIN STREET. IT WAS APPROVED 50 WITH NO CONDITIONS AND THEN IN ANY IN OTHER BUSINESS, THEY HAD THEIR ANNUAL ORGANIZATIONAL MEETING WHERE THEY SWORE IN, UM THE ELECT CHAIRPERSON ALAN HENSON, VICE CHAIRPERSON JOHN AON AND SECRETARY JIM BROWN. HOW WAS IT? ANY QUESTIONS ON THE REPORT. THANK YOU. STAFF. GORDON ZONING APPEALS, THE UPDATE. YES UM, THEY HAD MET ON MARCH 25TH. WE HAD TWO ORDINANCES, UH, THAT THEY REVIEWED THE FIRST TO ALLOW A NEW DETACHED GARAGE TO ENCROACH. UH, 16 FT INTO THE 30 FT. REAR YARD SETBACK AT 78 09 LAMBDEN PARK ROAD. UH, THIS IS A CORNER LOT. THERE IS PRECEDENT FOR A CORNER LACK THE AND THAT WAS APPROVED UNANIMOUSLY. THE NEXT VARIANT, UH, WAS TO ALLOW THE SITE'S PARKING LOT ISLANDS TO USE ARTIFICIAL TURF GRASS WHERE CODE PROHIBITS ARTIFICIAL LANDSCAPING AT 6895 DOUBLE HEIMER ROAD APPLICANT, UH, WAS PLYMOUTH BRETHREN CHURCH. WHEN IT HAPPENED IS THEY HAD PUT SOME ARTIFICIAL TURF AND OTHER ISLANDS OUT THERE AS WELL AS A PRETTY LARGE SPACE ACROSS FROM THEIR ENTRANCE. UH, THAT SPACE IS ALSO USED FOR, UH, KIND OF A KID. PLAY AREA OUTSIDE. UM WHAT ENDED UP HAPPENING WAS THE BOARD DECIDED TO, UH, NOT APPROVE. UH, THE PARKING LOT ISLANDS AND WOULD REQUEST THAT THEY PUT REAL GRASS IN. UM, BUT THEY DID APPROVE, LEAVING, UH, THE LARGE SPACE FOR THE KIDS TO PLAY ON, UM, BECAUSE IT REALLY ISN'T ANY OTHER PLACE IN THAT AREA. UH THERE IS A LITTLE BIT OF PRECEDENCE IN THAT AREA AS WELL. IF YOU LOOK AT THE DAYCARE CENTER, UH, LITERALLY RIGHT DOWN THE STREET. THEY HAVE SOMETHING VERY SIMILAR IN THE BACK OF THEIR AREA WHERE HALF OF IT, UH, DOES HAVE SOME TURF WITH THAT PLAYGROUND EQUIPMENT ON IT? THE REMAINING PART OF THE BACKYARD IS GRASS, AND THAT'S JUST WITHIN ABOUT A HALF A BLOCK. SO, UM THEY WENT AHEAD AND JUST MADE A [00:05:06] LITTLE BIT OF CHANGE TO THAT VARIANCE. AND THEN THEY APPROVED IT. AS IS THEY ALSO HM? AND I FORGOT, BUT THEY DID HAVE, UH, I'M I'M LOOKING OVER HERE AT ONE OF THE, UH MEMBERS. UH, THEY DID HAVE THE ORGANIZATIONAL MEETING, UH, TO SWEAR IN THE, UH ANY NEW MEMBERS AND ELECT THEIR CHAIRPERSON, UM SEAN, LANA IS GONNA REMAIN THE CHAIRPERSON. VICE CHAIR. IS OH, I DO YOU REMEMBER AT ALL? OH YOU WEREN'T THERE. THAT'S RIGHT. OH, SHOOT. OK, WELL, I'LL GET BACK WITH ALL THAT. I MEAN, WE PRETTY MUCH KEPT EVERYBODY THE SAME, EXCEPT THEY MOVED, UH ONE PERSON AROUND, BUT I'LL GET BACK TO YOU ON THAT ONE. I'M SORRY ABOUT THAT. NO PROBLEM. ALL RIGHT. ANY QUESTIONS ON THE REPORT? AND UPDATE FROM THE SUSTAINABILITY ADVISORY BOARD. UH YES. WE HAD A MEETING ON. UH, APRIL 10TH. WE HAD A VISITOR FROM RKE JAKE FROM RKE JAKE NOT RELATED TO JAKE FROM STATE FARM. UM JAKE WAS ACTUALLY HE'S BEEN WITH ROMY A LONG TIME. HE'S A NEW ALBANY RESIDENT. SO UM, VERY INFORMATIVE, BUT HE WANTED TO GIVE THE, UH THE BOARD AN UPDATE ON RUMP'S NEW MURF THAT IS UNDER DEVELOPMENT. AND THAT IS THEIR MATERIAL RECYCLING FACILITY. UH, LAST YEAR, THE SOME OF THE BOARD MEMBERS WENT TO THE EXISTING MRF THAT R OPERATES. UM AND IT WAS A REALLY INFORMATIVE, UH, VISIT, BUT, UH, THEY ARE BUILDING ONE IN THE MILO GROGAN ISH NEIGHBORHOOD NOW, UH IN POTENTIALLY, IT COULD BE THE LARGEST, UH, MURPH IN THE WORLD WHEN IT'S FULLY BUILT OUT. UH, IT'S EQUIPPED WITH A I VISION SCANNERS THAT WILL GET UP TO 98% OF RECYCLING, UM, ACTUALLY PROCESSED. CURRENTLY, THEY RUN ABOUT 85. SO UM, VERY, UH, A VERY HIGH RATE OF EFFICACY AS FAR AS PULLING OUT THE RECYCLABLE MATERIALS. IT'S ALSO GONNA HAVE A 4000 SQUARE FOOT EDUCATION. UH, ASPECT TO IT THAT FIELD TRIPS, UH, STUDENTS CAN COME TO AND KIND OF LEARN ABOUT RECYCLING. WHAT GOES IN WHAT DOESN'T AND ACTUALLY, YOU KNOW, UM, HANDLE THE MATERIAL. SO UM, I THINK THE SAB IS ACTUALLY GONNA PENCIL IT IN FOR ANOTHER FIELD TRIP TO THE NEW MURPH AND TO THE, UH, THE NEW INTERACTIVE EDUCATION CENTER. UM SO IT WAS ACTUALLY REALLY GOOD. UH AND I THINK, JAKE ACTUALLY, OUTSIDE OF , UH, HIS PRESENTATION IS GONNA BE A GREAT RESOURCE FOR THE BOARD SINCE HE IS, UH, A LOCAL RESIDENT. AND, UM REALLY TIED INTO SUSTAINABILITY. SO, UH, IT WAS A REALLY GOOD PRESENTATION. UH, NEXT. UH I THINK, I. I TOLD YOU THE WE SENT OUT A SURVEY TO EVERYBODY ON THE COMPOSTING, UH, LIST AND THEN OTHER RESIDENTS IN IN NEW ALBANY ABOUT COMPOSTING IN GENERAL, UM AND KIND OF SPECIFICALLY DRILLING DOWN INTO THE APPETITE FOR CURBSIDE COMPOSTING. UM 80% OF FOLKS WERE ACTUALLY INTERESTED IN CURBSIDE PICKUP. UM WE HAD ABOUT 250 RESPONDENTS TO THE SURVEY. SO I'M PRETTY DECENT. UH RESPONSE CONSIDERING WE'VE ONLY GOT ABOUT 400 THAT ARE, UH, EMAIL IN THE COMPOSTING PROGRAM. UM BIGGEST, UH, HURDLES FOR, UH, FOLKS. THAT COST WOULD BE YOU KNOW, THE APPETITE GOT UP TO $10 AND FOLKS KIND OF WERE LIKE, HM. MAYBE NOT INTERESTED. THE 3 TO $5 RANGE A MONTH. UH, I THINK WAS KIND OF THE SWEET SPOT, SO WE'RE GONNA CONTINUE TO DRILL DOWN AND POTENTIALLY LOOK INTO A PILOT NEIGHBORHOOD, MAYBE LIKE A WINDSOR TYPE NEIGHBORHOOD. THAT'S KIND OF COMPACT. UM AND MAYBE TRY, UH, TO SEE HOW MANY PEOPLE GET SIGNED UP, AND, UM, MORE TO COME ON THAT UM AND THEN , FINALLY, WE KIND OF DRILLED DOWN ON EARTH THE ARBOR DAY. AND I'M JUST GONNA RUN THROUGH THE DATES REAL QUICK. UH, BECAUSE THERE'S A LOT GOING ON. OK SO STARTING SUNDAY, APRIL 21ST. SO THAT'S THIS SUNDAY. UH WE GOT COMPOST STORY TIME AT THE LIBRARY FROM 130 TO 230. ON TUESDAY. APRIL 23RD. WE'VE GOT N A 101 AT THE PUBLIC SERVICE DEPARTMENT FROM 530 TO 7. THAT'S NOT SPECIFICALLY, UM, EARTH DAY ARBOR DAY, BUT WE'RE GONNA HAVE FOLKS THERE TO ANSWER ANY QUESTIONS ABOUT COMPOSTING. UM WEDNESDAY, APRIL 24TH, THE COMMUNITY GARDEN OPEN HOUSE WITH HEALTHY NEW ALBANY WILL BE AT TAYLOR FARM, UH, FROM 11 TO 1. UH, FRIDAY. APRIL 26TH. WE'VE GOT OUR ARBOR DAY CELEBRATION AT RUSH PARK AT 930. YEAH 9:30 A.M. 930 AM RUSH PARK. UH AND I THINK WE'VE GOT AN AWFUL LOT OF TREES TO PLANT. I THINK MARY LOU SAID SHE'S GOT AN ARMY OF STUDENTS. I THINK IT'S GOING TO BE BASICALLY ONE TREE PER STUDENT. UH AND WE HAVE 200 STUDENTS AND 200 TREES TO PLANT SO IT, UH AND I THINK MATT'S GONNA READ A PROCLAMATION THAT MORNING. UH SO YEAH, 930 ON FRIDAY, APRIL 26TH AND THEN SATURDAY IS THE BIG E WASTE AND HOUSEHOLD HAZARDOUS WASTE DRIVE [00:10:04] OF THE SERVICE CENTER. UM THAT'S THE 27TH AND 8 TO 12 P.M. AND IT IS ONE STOP SHOPPING. IF YOU GOT ELECTRONICS, I WAS JUST WAIST. PULL ON THROUGH, UH, AND DROP EVERYTHING OFF. THAT IS SATURDAY , APRIL 27TH. WHAT ARE THE TIMES ON THAT AGAIN? THAT'S 8 A.M. TO NOON 8 A.M. TO NOON. THAT IS GOOD TO KNOW. AND THE LINKS TO ALL THESE ARE ON OUR OUR WEBSITE. 100% I'M SO IN CHARGE. THERE'S GOING TO BE COMMUNICATING THIS PRETTY BROADLY. YEAH I THINK A LOT OF THIS STUFF HAS GONE OUT INITIALLY. BUT AS WE GET CLOSER TO WHAT WE POSTED AS WELL AND THAT'S IT FROM THE SUSTAINABILITY. ALL RIGHT, THANKS. AND YET, THE FROM THE IDEA IMPLEMENTATION PANEL. YES. SO WE HAD, UM, OUR WE'RE MOVING ON TO THE NEXT EVENT. UH JUNETEENTH. WE HAVE SECURITY DATE FOR JUNETEENTH, WHICH IS ACTUALLY ON JUNETEENTH AGAIN. WEDNESDAY JUNE 19TH FROM 3 TO 8 AT THE AMPHITHEATER. WE CONVENED OUR FOCUS GROUP AGAIN. UM ALL OF THE MEMBERS FROM LAST YEAR WERE THERE AND WE ADDED, UM, SOME ADDITIONAL NUMBERS. UM LOTS OF GOOD, UH, IDEAS AND ENERGY. THAT GROUP. UM SO LOOK FORWARD TO MORE UPDATES ON THAT. WE ALSO, UM, ARE LOOKING FORWARD TO 101, WHICH COUNCILOR MARK KISSED JUST A PREVIEWED, UM, WHICH IS A WAY FOR PEOPLE TO GET A TOUR OF THE PUBLIC SERVICE DEPARTMENT AND MEET WITH, UM YOU KNOW, MEMBERS OF THE PUBLIC AND EACH OTHER. UM AND HOPEFULLY DURING THAT MEETING, WE WILL BE TALKING ABOUT THE MOST EXCITING PART. I THINK OF THIS WHOLE THING IT WHICH IS THE NEIGHBORHOOD AMBASSADOR PROGRAM. UH WE ARE WORKING ON, UH, FINE TUNING THE DETAILS OF THE WELCOME WAGON OR THE NEIGHBORHOOD AMBASSADOR PROGRAM THAT WE'VE BEEN TALKING ABOUT FOR A WHILE. AND I HAVE, UM, SOME GREAT WORK THAT, UH, PLANNER CHELSEA NICHOLS PUT TOGETHER, WHICH IS JUST AN IDEA. A CONCEPTUAL PLAN OF HOW IT COULD LOOK. UM FOR AN APPLICATION FORM AND AN ORIENTATION. UH, BOOK FOR THESE POTENTIAL, UM, NEIGHBORHOOD AMBASSADORS. OUR GOAL IS TO HAVE PEOPLE. UM TA IN EACH NEIGHBORHOOD TO BE A INFORMATION SOURCE TO NEW RESIDENTS AND ALSO TO HELP UM PLAN NEIGHBORHOOD WIDE EVENTS. UM ONE OF THE WAYS I THINK YOU CAN TELL LIKE THE MOST, UM, COMMON NEIGHBORHOOD EVENT, I THINK IS THE LAST DAY OF SCHOOL. UM AND WE'D LIKE TO KIND OF KEEP THAT SPIRIT, UH, GOING THROUGHOUT THE COMMUNITY AND KEEP IT THROUGHOUT THE YEAR, SO, UM PEOPLE CAN FEEL CONNECTED. AND I COULD PASS THESE ALONG. I SHOULD SAY, UH, WE ARE WORKING WITH LEGAL TO KIND OF FINE TUNE THE DETAILS OF THE PROGRAM. SO THIS IS ALL CONCEPTUAL. OK, ANY QUESTIONS ON THE UPDATE? THE UPDATE FROM THE CEMETERY RESTORATION ADVISORY BOARD MEETING. AND THERE WAS NO MEETING OF THE PUBLIC RECORDS COMMISSION. HAS ANY MEMBER OF COUNCIL RECEIVED ANY COMMUNICATION OR CORRESPONDENCE. SINCE OUR LAST MEETING, WE HAVE LIKE A PROVIDE AN UPDATE ON. ALL RIGHT, SECOND READING AND SAYS, AND PUBLIC HEARING WE HAVE NONE [10. INTRODUCTION AND FIRST READING OF ORDINANCES] ON TONIGHT'S AGENDA. INTRODUCTION INTRODUCTION AND FIRST READING GORDON'S ORDINANCE 0 1220 24. IN ORDERS TO AMEND THE ZONING ORDERS TO THE SAFE AND NEW ALBANY BY AMENDING THE ZONING MAP TO REZONE 2.9 PLUS OR MINUS ACRES OF LAND, LOCATED AT +2278 BEACH ROAD FOR AN AREA TO BE KNOWN AS THE BEACH ROAD EAST ZONING DISTRICT FROM ITS CURRENT ZONING OF LIMITED GENERAL EMPLOYMENT LGE TO LIMITED GENERAL EMPLOYMENT LGE AS REQUESTED BY NEW ALBANY CROSSING LC CARE OF JACK REYNOLDS, ESQUIRE. DISC. YES, THANK YOU, MAYOR. SO AS YOU STATED, THIS REQUEST IS TO REZONE 2.9 ACRES LOCATED AT 2278 BEACH ROAD IN LINCOLN COUNTY, FROM LIMITED GENERAL EMPLOYMENT TO LIMITED GENERAL EMPLOYMENT IN 2020, THE PROPERTY WAS ZONED TO ITS CURRENT LIMITED GENERAL EMPLOYMENT CLASSIFICATION. THE PURPOSE OF THIS REZONING APPLICATION IS TO IN IS TO ADD INDUSTRIAL PRODUCT SALES AS A CONDITIONAL USE AND TO MODIFY THE FOLLOWING DEVELOPMENT STANDARDS IN THE LGE ZONING TEXT, REDUCE THE BEACH ROAD. SET BACK FROM 50 TO 25 FT. MODIFIED THE REQUIRED REAR YARD SETBACK TO MATCH THE REQUIREMENTS OF SECTION 1 53.04 D OF THE CODIFIED ORDINANCES SO THAT ANY STRUCTURE SERVICE AREA THE REQUIRED REAR YARD SHALL NOT BE LESS THAN 25 FT TO PERMIT SOLAR PANELS LOCATED ON ROOFTOP AREAS AND REQUIRED TO BE APPROPRIATELY SCREENED FROM VIEW AND THEN SEVERAL TOPOGRAPHICAL ERRORS HAVE BEEN CORRECTED IN THIS VERSION OF THE ZONING TEXT. AS WE STATED, THIS PROPERTY IS ON THE CORNER OF, UM BEACH ROAD AND SMITH MILL ROAD, IT IS SURROUNDED BY OTHER INDUSTRIAL [00:15:05] USES. THE ADDITION OF INDUSTRIAL PRODUCT SALES AS A CONDITIONAL USE IS NOT INCONSISTENT WITH THE OTHER USES AROUND THIS AREA, GIVEN THE FACT THAT THIS PARCEL IS UNIQUE, SINCE IT'S ON A PENINSULA, THE PAVEMENT SETBACKS HAVE BEEN SLIGHTLY REDUCED, BUT THEY'RE STILL CONSISTENT WITH OTHER AREAS OF THE BUSINESS PARK THAT HAVE SMALLER PARCELS OF THIS KIND. THE PLANNING COMMISSION ALSO ADDED LANGUAGE CLARIFYING THAT SOLAR PANELS ARE PERMITTED, BUT THEY WERE THE ONES THAT ADDED THE FACT THAT IT NEEDED TO BE SCREENED FROM PUBLIC VIEW. UM WITH SOME SORT OF ROOFTOP SCREENING. THIS REQUEST IS CONSISTENT WITH THE STRATEGIC PLAN, AND THE PLANNING COMMISSION HAS REVIEWED AND APPROVED BOTH THE REZONING AND THE CONDITIONAL USE, UM, WITH A CONDITION THAT THE REZONING IS APPROVED BY COUNSEL. I JUST DON'T WANT COULD YOU? GIVE US MAYBE THE DESCRIPTION OF INDUSTRIAL PRODUCTS WHAT THAT MIGHT ENTAIL. I MEAN, IT'S KIND OF A BROAD TERM. I KNOW IT'S A BROAD RIGHT BEFORE WE JUST SAY YES TO SOMETHING. JUST TO UNDERSTAND WHAT INDUSTRIAL PRODUCTS WE'RE TALKING ABOUT. I THINK IT'S EVEN JUST A SLIGHT CLARIFICATION IN THE CODE. WHERE UM, THE CODE ITSELF DOESN'T NECESSARILY CALL FOR PRODUCT SALES, BUT THE MANUFACTURING OF PRODUCT AND SO, UM JACK REYNOLDS IS HERE WITH THE APPLICANT. MAYBE HE CAN DESCRIBE A LITTLE BIT MORE SPECIFICALLY ABOUT WHAT THE SALE WOULD BE. BUT IT'S THE WORD SALES THAT ACTUALLY ENDS UP BEING THE PROBLEM WITH THE CONDITIONAL USE OR THE WARRANT FOR THE CONDITIONAL USE PROCESS, NECESSARILY THE MANUFACTURING OF THE PRODUCT. SO BASICALLY THEY WOULD BE SELLING PRODUCT OUT OF THAT FACILITY. UM AS OPPOSED TO THE ZONING CLOSE FOR THE MANUFACTURING OF THE PRODUCT. WITHIN THAT ZONE. JACK, CAN YOU HELP US OUT AND I'VE GOT JOHN LATCH HERE? OK UH, M WORKS WELL, WE CAN WE CAN MAKE THAT LESS HOT. GO AHEAD. AGAIN. IT WAS SALES COMPONENT THAT DREW THE USE AS A PART OF WHAT WE WERE DOING. I THINK IF WE WERE SIMPLY MANUFACTURING AND DISTRIBUTING FROM THE LOCATION, WE WOULD BE OK. AND WHAT WAS PRE WHAT THE LGE WAS PREVIOUSLY BUT THEY ACTUALLY HAVE A PRESENT TIME AS A PRESENCE IN WESTERVILLE, AND THEY WANTED TO MOVE TO A LARGER FACILITY AND SO THEY WILL HAVE A SHOWROOM. UH, THAT WILL BE AVAILABLE FOR, UH, SALES TO CUSTOMERS THAT MIGHT COME INTO THE, UH, THE PROPELLED STORE. COMPANY IS THIS AGAIN? I'M SORRY. WHAT COMPANY THAT WE'VE ANNOUNCED THE COMPANY WE KNOW HAS IT BEEN ANNOUNCED? HM? SORT OF WHAT WAS THAT, UH, JUST WAS HAS THE NAME OF THE COMPANY BEEN ANNOUNCED YET? OR IS THAT UH, MR , UH, LACK IS HERE WITH TIME. UH AND A COUPLE OF THE BOARD MEMBERS AT PLANNING COMMISSION WERE FAMILIAR WITH THEIR OPERATION. AND IF YOU DO LIKE A LITTLE OVERVIEW, I COULD HAVE JOHN GIVE YOU A LITTLE OVERVIEW ON WHAT THEY DID. THAT'D BE GREAT. THANK YOU. AND IF YOU WOULD STEP UP IF YOUR NAME ADDRESS AND AFFILIATION, PLEASE, FOR THE RECORD WHEN YOU STEP UP NAME, NAME ADDRESS, AND I GUESS WHO YOU ARE JOHN LEG. UM FROM NEW PHILADELPHIA, OHIO, AND I, UH, AM THE EXECUTIVE ADMINISTRATOR FOR THE TIME COMPANY IN CHARM, OHIO. TIME LUMBER. MAYBE YOU RECOGNIZE THAT NAME? UH YES. JUST LIKE JACK MENTIONED. WE DO HAVE, UH, AN OPERATION IN WESTERVILLE WHERE WE HAVE, UH, SELECTIONS MADE BY, UM CUSTOMERS AND CONTRACTORS FOR, UH, BUILDING MATERIALS IN INSIDE BUILDING MATERIALS. NO WORK DOORS. UM FINISHED WORKS ON THE INSIDE. OK, SO WE HAVE A FACILITY FOR THAT. WE'RE LOOKING TO, UH, GROW THE BUSINESS AROUND THE COLUMBUS AREA, AND, UH, PARTICULARLY AROUND THIS THIS QUADRANT OF COLUMBUS AREA. IT'S CLOSER TO CHARM FOR LOGISTICS, AND, UH, THIS WOULD ENTAIL A SHOWROOM WHERE CUSTOMERS WOULD COME IN WITH WITH THEIR BUILDERS AND MAKE SELECTIONS OF THE WAREHOUSING WOULD BE SORT OF A PASS THROUGH AREA FOR, UH, ADDITIONAL SUPPLIES, NOT NOT A MANUFACTURER. NOT NOT WAREHOUSING FOR STORAGE AND DISTRIBUTION THAT THAT'S IN OUR MAIN, UM, OPERATION IN WHICH ON SO I WONDER THAT'S GREAT. THAT HELPS A LOT. THANK YOU. ALRIGHT. JUST TO OH, I'M SORRY CASE JUST A QUICK QUESTION THE REAR SETBACKS THAT ARE UH, IN THIS FIRST READING. WERE THEY A DIRECT RESULT OF THE INDUSTRIAL PRODUCT SALES PIECE THAT AND I [00:20:04] LOOK TO MOVE THE REAR SETBACKS OR CHANGE THEM. OR IS THAT SOMETHING MORE THAT YOU'RE LOOKING AT? BECAUSE I DON'T THINK, UH, I DON'T THINK THE LGE CHANGED. I'M JUST WONDERING WHAT PRECIPITATED THAT. YEAH, IT WAS REALLY JUST A RESULT OF THE FACT THAT THIS IS A SINGLE PARCEL THAT WASN'T COMBINED WITH ANY OTHER PARCELS AND THE SIZE OF THE PARCEL IS JUST NOT CONDUCIVE TO, UM TO MEETING THE DEVELOPMENT STANDARDS. IT'S A PENINSULA THAT'S BEEN LEFT AND SURROUNDED BY DEVELOPMENT ALL AROUND IT, AND WE'VE HAD SEVERAL , UM APPLICANTS OR PROSPECTIVE COMPANIES THROUGH THE YEARS THAT HAVE COME AND NOT BEEN ABLE TO, UM BUILD A BUILDING WITHOUT HAVING TO COME TO GET A VARIANCE. WE DECIDED THAT THIS WAS AN OPPORTUNITY BECAUSE WE HAVE TO COME THROUGH FOR THE REZONING AND THE CHANGE IN THE DEVELOPMENT STANDARDS AND THE ADDITION OF THE CONDITIONAL USE THAT WE MIGHT AS WELL JUST GO AHEAD AND LOOK THAT ALL TOGETHER SO THAT WE COULD ELIMINATE THE NEED TO HAVE TO COME FORWARD FOR A VARIANCE AND IT MAKES THAT SENSE FROM STAFF'S PERSPECTIVE, GIVEN HOW EVERYTHING'S DEVELOPED AROUND IT. AND IF YOU LOOK AT THE AERIAL, THERE'S NOTHING BEHIND US. PER SE. THAT'S CORRECT. OK, SO IT'S GREEN ON GREEN. THERE'S PAUL. YEAH, THAT'S ALL OK, THANKS. UM I GUESS MY CUSTOMER STAFF UH, THE CHANGE IN THE ZONING TEXT. TO ALLOW SOLAR PANELS. DOES THAT MEAN THAT THEY WERE PRISON PREVENTED IN THE PREVIOUS TEXT? SO I GOT IT. SO I BELIEVE IN ADRIAN, I'M LOOKING OVER AT YOU. WE'RE WORKING ON A SOLAR PANEL CODE SECTION RIGHT NOW. I THINK WE'VE HAD A DEBATE ABOUT WHETHER OR NOT THEY WERE. NOT NECESSARILY PROHIBITED BUT NOT NECESSARILY ALLOWED. AND SO THERE'S BEEN SOME DISCUSSION ABOUT THE FACT THAT IT DOESN'T OUR CODES DON'T CURRENTLY MENTION SOLAR PANEL AS UM, AN ACCESSORY STRUCTURE OR A PART OF THE BUILDING AS AN APPROVED USE. WE'RE BEING A LITTLE BIT MORE INTENTIONAL TO MAKE SURE THAT WE'RE INCLUDING IT NOW, AND ONE OF THE MANY CODE UPDATES THAT WE'RE WORKING ON WHICH WE'RE WE'RE WORKING ON SO MANY, BECAUSE AS WE'VE HEARD FROM PEOPLE THROUGHOUT THE PAST TWO YEARS, OUR CODE IS QUITE ANTIQUATED AND SO AN AN ENTIRE CODE OVERHAUL WOULD BE QUITE AN UNDERTAKING. SO WE'RE JUST TRYING TO TAKE SECTION AT A TIME AND SOLAR PANELS HAS BEEN SOMETHING THAT WE BEEN WORKS HOPPING WITH THE PLANNING COMMISSION, WORKING WITH A CONSULTANT ON TRYING TO FIGURE OUT HOW WE CAN MOVE THAT FORWARD. SO ARE THERE. IS THERE A LOT OF ZONING TEXT IN THE BUSINESS PART CURRENTLY WHERE, IF SOMEBODY WANTED TO PUT SOLAR PANELS ON THE ROOF, THEY WOULD HAVE TO GET A VARIANCE. I THINK THAT'S THE CURRENT THOUGHT, UM WE HAVEN'T REALLY HAD WE HAVEN'T HAD REQUESTS, SO IT HASN'T BEEN SOMETHING THAT IT HAS GONE TO THAT LEVEL. I GUESS WE HAVE HAD REQUESTS AND DISCUSSIONS, BUT NOBODY'S REALLY MADE APPLICATION THAT WE'VE GONE TO THAT POINT. I DEFAULT THE STATE CODE SINCE WE DON'T HAVE NO DOES NOT. NOW, THAT'S ALL RIGHT. IT DOESN'T STOP TRYING TO BE PROACTIVE AND PROVIDE THE ABILITY TO PUT THE CANVAS ON ON THE SITE. THEY THEY WERE LOOKING AT. WHAT WHAT COULD TAKE PLACE AND THEY WANTED TO MAKE SURE THAT WE HAD THE OPPORTUNITY TO INSTALL THE PAIN, CESAR SO IT WAS WW. THERE WAS NOTHING IN THE CODE THAT SAID YOU COULD OR YOU COULDN'T. AND SO THEY SIMPLY SAID, GO AHEAD AND PUT IT IN SO THAT THERE ISN'T A SNAP. IF YOU DO SNAFU IF YOU WANT TO COME BACK IN AND APPLY FOR IT, SO THAT WAS THE REASON THAT IT WAS PUT IN YEAH, I LIKE. I MEAN, IT'S ONE OF THE THINGS WE'VE BEEN DISCUSSING IN THE UN, UH, SUSTAINABILITY ADVISORY BOARD TO KIND OF BE PROACTIVE AND KIND OF BE BORN POLICY DRIVEN AS FAR AS, UH, LANGUAGE THAT WE PUT IN THE ZONING GOING FORWARD, SO YEAH. I THINK THIS IS OUR INTERIM STEP UNTIL WE CAN BRING UP FULL CODE CHANGE FORWARD. UM, BECAUSE THAT IS A LITTLE BIT MORE COMPLICATED, AND THERE'S A LOT MORE VARIABLES THAT COME INTO PLAY WHEN YOU'RE WRITING AN ENTIRE CODE. SO IF WE COULD BE COGNIZANT OF THIS IN EACH NEW REZONING THAT WE DO, ESPECIALLY IN THE BUSINESS PARK. UM IT SEEMS TO BE A PROACTIVE WAY TO ADDRESS THE ISSUE. THANK YOU. ANY OTHER QUESTIONS? UH, ON THE ORDINANCE. ALL RIGHT. WE'LL GO AHEAD AND SET THAT FOR A SECOND READING OF PUBLIC HEARINGS I MEETING ON MAY 7TH ORDINANCE 0 1320 24 AN ORDINANCE TO AMEND THE CODE OF ORDINANCES CITY OF NEW ALBANY, OHIO, TO PROVIDE AMENDMENTS TO TRAFFIC. THE CITY CODE SECTIONS. THREE A 1.3531 0.52303 0.98331 0.35331 0.38333 [00:25:03] 0.01. 333.03335 0.10337 0.10337 0.16337 0.22337 0.26337 0.30341 0.01 341.04341 0.05351 0.04 AND TO PROVIDE FOR PENALTIES TO PROVIDE FOR CODIFICATION TO PROVIDE FOR SEVERABILITY TO REPEAL CONFLICTING ORDINANCES AND TO AN EFFECTIVE DATE AND FOR OTHER PURPOSES. CLARK MASON. THAT WAS I'M GLAD YOU HAD TO DO THAT PART. MY PART'S EASY AFTER THAT, SO, UH, EVERY TWO YEARS OR SO THE CITY'S CAUGHT A FIRE MUNI CODE. NOW CIVIC PLUS DOES REVIEW OF THE UPDATES MADE TO THE OHIO REVISED CODE AGAINST OUR CITY CODE AND THEN MAKES RECOMMENDATIONS. THEY DO TRAFFIC AND OFFENSES. SO UM, CHAPTER THREE AND CHAPTER FIVE AND, UH, THE PURPOSE OF THIS EXTENSIVE LEGISLATION. UH, YOU SAW THOSE EXHIBITS IS TO AMEND AN UPDATE, UH, NO ALBANESE CODE TO MAINTAIN CONSISTENCY WITH THE OC AND FACILITATE POLICE DEPARTMENT OPERATIONS. IN REVIEWING ALL THOSE RECOMMENDED CHANGES AND PREPARING THE SUMMARY, WHICH WAS IN YOUR LEGISLATIVE REPORT I WORKED WITH, UH, LAW DIRECTOR ALBRECHT AS WELL AS DAVID MOSER FROM HIS FIRM HAS APPARENTLY MR MOSER ENJOYS THIS STUFF. OH, UH, I'M GLAD BECAUSE IT MAKES ME CROSS EYED. UM THERE ARE HIGHLIGHTS OF ALL THE SUBSTANTIVE CHANGES AGAIN IN YOUR LEGISLATIVE REPORT. SOME OF THE CHANGES ARE FASCINATING, AND SOME, LIKE SLOW MOVING VEHICLES WILL PREPARE YOU FOR A NAP. UM TO SAVE A LONG RECITATION HERE. I'M JUST GONNA GIVE YOU SOME HIGHLIGHTS OF YOUR HIGHLIGHTS. SO UM, YOU WOULD HAVE SEEN NUMEROUS UPDATES IN LANGUAGE AND LANGUAGE USAGE, FOR EXAMPLE, UH, IT'LL SAY INSTEAD OF, UH, A IT'LL SAY A PERSON WITH A DISABILITY VERSUS A DISABLED PERSON OR A HANDICAPPED PERSON. SO YOU SEE THAT WITH AFTERWARDS AND THEY DID THAT QUITE A BIT. UM WE'RE NO LONGER CALLING DAYCARE DAYCARE. WE'RE CALLING IT CHILD CARE SPECIFICALLY THAT THAT HAPPENED A LOT. UH, DISTRACTED DRIVING LAWS HAVE BECOME MORE STRICT. THERE'S NO MORE USE EXCEPTIONS. AND IF YOU GET CAUGHT, I THINK JUST THE FIRST TIME YOU CAN TAKE A DISTRACTED DRIVING CLASS WITHIN 90 DAYS TO AVOID AN ADDITIONAL AND OFFICERS ARE NOT GOING TO BE REQUIRED TO REPORT STATISTICS ON , UH, DISTRACTED DRIVING WHEN THEY CONTRIBUTE TO VIOLATIONS, OTHER VIOLATIONS SO SOMEONE'S KEEPING RECORDS. UH EMERGENCY PREPAREDNESS RESPONSE AND RECOVERY VEHICLES ARE ADDED TO THE LIST OF THOSE THAT CAN DISPLAY FLASHING OR ROTATING LIGHTS AND CAN OCCUPY RIGHT AWAY . AND THAT'S IF THEY HAVE ALL THE RIGHT INSIGNIA AND STUFF LIKE THAT. UH, IF YOU'RE DRIVING A COMMERCIAL VEHICLE, YOU CAN HAVE CERTAIN VEHICLE SAFETY TECHNOLOGY IN YOUR WINDSHIELD, BUT THE PLACEMENT SPECIFIED AND IT CAN'T BLOCK THE VIN NUMBER. UM THERE'S A NEW TYPE OF CD. L ADDED. IT'S ENHANCED. UM YOU'RE PROHIBITED FOR LYING OR COMMITTING FRAUD TO GET A CD L. MAYBE THAT WAS SPECIFICALLY SPELLED OUT FOR BUT IT IS NOW AND YOU CANNOT TRAFFIC PERSONS WHEN YOU'RE OPERATING COMMERCIAL VEHICLE. OK, JUST KEEP THAT IN MIND. UH, WE'RE HAPPY TO TAKE QUESTIONS. AND IF CANCELED, LIKE STAFF TO DIG INTO ANY PARTICULAR CHANGES, LET US KNOW. WE CAN CERTAINLY DIG IN MORE BETWEEN READINGS GIVE MORE BACKGROUND SO THAT IS THE TRAFFIC SECTION. ANY QUESTIONS? COULD YOU PLEASE REPEAT THE SECTIONS AGAIN? I'LL GET THAT ONE TO THE MAYOR. THAT'S NO AND IT GETS TO DO IT AGAIN ANY LONGER. I KNOW THEY EVEN LONGER. DON'T EAT GOLD FISHES BEFORE. HUH? THERE'S NO FURTHER QUESTIONS. WE WILL SET THAT ORDINANCE FOR A SECOND READING AND PUBLIC HEARING OF OUR MEETING ON MAY 7TH. OR DOES 0 1420 24 AND ORDERS CODE OF, OW ALBANY, OHIO, TO PROVIDE AN AM TO GENERAL OFFENSES TO AUBURN CITY? MASON. SURE. UH THIS IS THE GENERAL OFFENSES CODE THAT CIVIC C DID THE REVIEW OF, UH, BY ADOPTING THESE AMENDMENTS, THE CITY IS GETTING NEEDED UPDATES, MAINTAINING CONSISTENCY WITH THE STATE AND FACILITATING POLICE DEPARTMENT OPERATIONS. UH, HIGHLIGHTS OF THE SUBSTANCE CHANGES AGAIN ARE [00:30:04] IN YOUR LEGISLATIVE REPORT. UH THE ACTUAL CHANGES IF YOU LOOKED AT EXACTLY, THEY'RE THEY'RE UNDERLYING OR STRUCK OUT. UH, HERE ARE SOME GENERAL OFFENSE. HIGHLIGHTS FROM YOUR REPORT. UH, AGAIN, NUMEROUS LANGUAGE CHANGES . IN THE SAME VEIN, MOBILITY IMPAIRED PERSON BECOMES A PERSON WITH A MOBILITY. UH, THEY ADDED A PROHIBITION TO DISTURBING RELIGIOUS WORSHIP, WHETHER IN PERSON OR BY A COMPUTER, WHICH WE GOT TO EXPERIENCE AT ZOOM BOMBING THAT NOW MADE IT INTO THE CODE. AND THIS IS WHETHER THIS IS IN A CHURCH, UH OR ELSEWHERE WHEREVER IN THE MEETING. SO THAT'S NOW OUT. UH, THERE'S A DEFINITION, UH, FOR OVERDOSE REVERSAL. DRUGS LIKE NALOXONE. UH, THERE'S COVID ALSO LOOSENS UP THE ARREST AND PROSECUTION REQUIREMENTS AROUND PEOPLE WHO ARE SEEKING MEDICAL ASSISTANCE FOR AN OVERDOSE FOR HELPING OTHERS SEEK TREATMENT. UM IT FURTHER PROVIDES EXCEPTIONS FOR HAVING FENTANYL STRIPS, WHICH WOULD OTHERWISE BE CONSIDERED A DRUG PURITY TESTING EQUIPMENT. SO NOW IT'S OK TO HAVE FENTANYL TESTING STRIPS. UM THE CODE CHANGES BRONZE, WHERE ONE CAN HAVE AN OPEN CONTAINER, INCLUDING CERTAIN OUTDOOR LOCATIONS NEXT TO A PERMIT FOLDER AND THAT ALSO INCLUDES ADJACENT MUNICIPAL LAND WITH PERMISSION. SO IF THERE IS, I THINK OF THAT SPOT OVER BY HUDSON 29. WE HAVE THAT THAT LITTLE OPEN SPACE AREA WE'RE COVERING IT DOWN TO THE DOOR. THIS CODE CHANGE WITH THE CITY'S PERMISSION WOULD ALLOW THEM TO HAVE OPEN CONTAINERS OUT THERE. SO THAT WAS INTERESTING. LINDSAY. THIS RESOLUTION AUTHORIZES THE CITY MANAGER TO ADOPT THE TENTATIVE AGREEMENT WITH THE FRATERNAL ORDER OF POLICE LODGE NINE. UM IN PARTICULAR, I WANT TO MENTION THAT THE PARTIES CAME TO NEGOTIATIONS FOCUSED ON CORE ISSUES. THEY HAD GREAT DISCUSSION AT THE TABLE AND, UM, REALLY GOT DOWN TO WHAT WAS IMPORTANT. AND BECAUSE OF THAT, BOTH SIDES WERE ABLE TO REACH A TENTATIVE AGREEMENT WITHOUT PROCEEDING TO A FACT FINDING HEARING. IF COUNCIL ADOPTS THIS RESOLUTION THIS EVENING, THE COLLECTIVE BARGAINING AGREEMENT WILL BE EFFECTIVE UPON THE SIGNING WITH WAGES RETROACTIVE TO THE BEGINNING OF THIS YEAR. JANUARY 1ST IT IS A THREE YEAR CONTRACT AND IT WILL EXPIRE DECEMBER 31ST 2026 ALL RIGHT. ANY QUESTIONS ON THE RESOLUTION? OPEN THE PUBLIC HEARING WHEN ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING RESOLUTION, R 1020 24. HEARING NO PUBLIC COMMENT WILL CLOSE THE PUBLIC HEARING AND LET ME JUST COMPLIMENT, UH, THE STAFF AND, UH, PARTICIPANTS INVOLVED IN THE PROCESS. UH, COLLECTIVE BARGAINING, UM, CAN SOMETIMES BE A BIT CONTENTIOUS. UH, YOURS, YOU KNOW, OPPOSING INTERESTS AT PLAY. UM I THINK YOU KNOW, WE'VE ALWAYS BEEN VERY FORTUNATE IN ALBANY TO HAVE BOTH SIDES COME TO THE TABLE WITH A LEVEL HEAD AND TRY TO DO WHAT'S BEST FOR EACH PARTY, BUT DO IT IN A COLLABORATIVE AND SUPPORTIVE WAY. AND I THINK THAT, UH, NOT ONLY IS OUR COLLECTIVE AGREEMENT A GOOD, YOU KNOW REFLECTION OF THAT COLLABORATION. BUT YOU KNOW THE OFFICERS THAT WE'VE BEEN ABLE TO RETAIN AND RECRUIT I MEAN, THE GREAT JOB THEY DO IN THE PUBLIC IS NOT ONLY A REFLECTION OF THEIR COMMITMENT, BUT ALSO OF STAFF AND THE CITY MANAGERS, UM TO MAKING SURE THAT THEY'RE WELL COMPENSATED AND, UH, EQUIPPED TO DO THE JOB THAT WE ENTRUST THEM TO DO SO AGAIN. [00:35:04] THANK YOU, EVERYONE FOR THE HARD WORK THAT YOU PUT INTO THIS, AND, UH I'M GLAD THAT WE WERE ABLE TO GET THROUGH THIS, UH, WITH, YOU KNOW, BASICALLY AGREEING TO IT WITHOUT GOING TO FACT FINDING IS ALWAYS A POSITIVE RESULT. WELL, THANK YOU. UH, I WOULD MOVE FOR THE ADOPTION OF RESOLUTION R 1020 24. SECOND MAYOR YES, COUNCIL MEMBER COUNCIL MEMBER COUNCIL MEMBER FELLOWS? YES. COUNCIL MEMBER COUNCIL MEMBER? WELL, YES , I HAVE SIX. YES VOTES TO OFFER A SOLUTION ARE 1020 24. RESOLUTION R 1120 24, A RESOLUTION AUTHORIZING CITY MANAGER TO INCREASE THE GUARANTEED MAXIMUM PRICE OF MESSER CONSTRUCTION FOR THE PURPOSES OF ADDING TO THE SCOPE OF WORK, A PHASE TWO OF THE TAYLOR PARK PROJECT. VERY GOOD. THANK YOU. UH, SO IN AUGUST OF LAST YEAR, UH, COUNCIL APPROVED THE GMP WITH MESSER CONSTRUCTION . UH, AS A PART OF, UH, RESOLUTION 35-20 23. SINCE THAT TIME, THERE'S BEEN A LOT OF INTEREST IN EXPANDING THE SCOPE OF THAT PROJECT TO INCLUDE, UH, BASICALLY EXPANDING THE EXISTING PARKING AREA AS WE KNOW THAT IT IT DEFINITELY, UH IS, UH, CONSTRAINED AT TIMES, UM, ALSO ADDING A PICNIC SHELTER OR COVERED PICNIC SHELTER PAVILION BUILDING OVER BY THE PLAY AREA. UM AND ALSO THEN INCORPORATING A MEMORIAL TREE GROVE. UM, BASED ON OUR EVALUATION OF THE ADDITIONS HERE, IT SEEMS TO MAKE THE MOST SENSE THAT WE MODIFY THE EXISTING CMR THAT WE HAVE IN PLACE WITH MASTER CONSTRUCTION TO BASICALLY FOLD THOSE ADDITIONAL SCOPES OF WORK WITHIN , UH, WITHIN TO THAT EXISTING CONTRACT. UM THE 24 CAPITAL IMPROVEMENT BUDGET INCLUDES $400,000 FOR A PICKING SHELTER STRUCTURE AND SIMILARLY $250,000 FOR A SHADE STRUCTURE. UM AT THE SAME TIME, UH, LOCAL FAMILY IS WISHING TO DONATE $30,000 FOR THE MEMORIAL TREE GARDEN AS WELL. UM COUNCIL HAS PREVIOUSLY AUTHORIZED A RESOLUTION IN THE AMOUNT OF $213,000 APPROXIMATELY FOR THE SHADE STRUCTURE, WHICH MEANS THERE IS A BALANCE AVAILABLE WITHIN THE MONEY. THAT WAS, UM THAT WAS APPROPRIATED FOR THAT PURPOSE. AT THE END OF THE DAY, WE ARE ADDING, UH, THE PARKING LOT WHICH WAS NOT, UH, SPECIFICALLY BUDGETED FOR, BUT WE'RE VERY FORTUNATE THAT WE HAVE CAPACITY WITHIN THE FUNDING THAT HAS BEEN APPROPRIATED TO TAYLOR FARM PARK PHASE TWO IMPROVEMENTS TO INCLUDE ALL OF THAT WORK SO AT THE END OF THE DAY WE'RE REQUESTING, UH, YOUR AUTHORIZATION TO INCREASE THE GMP BY BASICALLY THE SUM OF THOSE AMOUNTS AND THE BALANCE ON THAT EXISTING FUNDING SOURCE. $466,437.50 TO OFFSET COSTS RELATED TO THIS EXPANDED SCOPE. AND AGAIN ALL THIS FUNDING IS ACCOUNTED FOR WITHIN OUR 2022. I'M SORRY. 2024 CAPITAL IMPROVEMENT BUDGET. AND I'M HAPPY TO ANSWER A QUESTION YOU MIGHT HAVE I THINK YOU SAID THIS CLEARLY TWICE, BUT I JUST WANNA MAKE SURE THIS IS THIS DOES NOT REFLECT AN INCREASE IN THE COST OF THE PROJECT AT ALL RIGHT? WE'RE JUST AUTHORIZING WE'RE JUST TAKING THE MONEY TO THE PERSON THAT'S GONNA BE DOING THE WORK. YEAH SO THE EXISTING COSTS IN NO WAY IS CHANGING. THE ONLY PART THAT IS CHANGING IS THE FACT THAT WE ARE WE ARE ADDING SCOPE TO THE PROJECT, SO THE COST INCREASE IS DIRECTLY ATTRIBUTED TO THE SCOPE INCREASE . UH, BUT AGAIN, THERE'S NO NO ADDITIONAL MONEY THAT'S BEING REQUESTED. IT'S SOMETHING THAT'S BEEN FULLY ACCOUNTED FOR WITHIN OUR OUR PLANNING AND BUDGETING FOR THIS YEAR. WHERE WERE THE MEMORIAL GROVE REPLACED? UM SO IF YOU'RE LOOKING AT THE PLAYGROUND TO THE LEFT ARE KIND OF BEYOND THE PLAYGROUND. THERE'S AN OPEN AREA THAT'S OUTSIDE OF THE ENVIRONMENTAL COVENANT AREA, SO THERE WILL BE A LITTLE WALKWAY AND, UM, TREES AND BENCHES THERE TO, UM AS THE MEMORIAL TREE GREW, WILL BE NAMED FOR THE FAMILY THAT DONATING THE MONEY OR WHAT IT WILL BE. IT WILL BE NAMED, UM, FOR THE INDIVIDUAL SHOES. THAT NEW ALBANY UM RESIDENT, UM BECCA WENT THROUGH THE SCHOOL DES, UH, SCHOOL SYSTEM. UM AND THEN SHE ACTUALLY UNFORTUNATELY WAS, UH, MURDERED WHEN SHE WAS IN COLLEGE. SO IN THE FALL, THE FAMILY REACHED OUT TO THE CITY TO SEE, UM IF THEY COULD MAKE THIS DONATION AND HAVE A MEMORIAL TO HONOR HER NICE. GOOD. AND THAT GREAT WHEN WERE WE ON THE OTHER PROJECTS? FOR THE SHELTER. UH, ONE IS THAT GONNA PROCEED THIS YEAR FOR THE PICNIC SHELTER AND THE SHADING? YEAH. SO FOR THE SALES OVER THE PLAYGROUND COUNCIL AUTHORIZED THAT WE JUST GOT THE, UH, PROPOSAL SIGNED IN THE P OS IN THE WORKS, SO THAT WILL BE WILL BE ORDERING THOSE VERY SOON AND THEN THE PICNIC SHELTER WOULD BE PART OF THIS AMENDMENT TO INCLUDE THAT WORK IN MESSRS, UH, GMP, AND THEN THAT WOULD BE WRAPPED INTO THEIR PART OF THE [00:40:03] PROJECT, SO THEY WOULD I DON'T KNOW THEIR TIMING, BUT PROBABLY SOMETIME THIS SUMMER AND THE FALL, OK, GOOD. UH, WHAT OTHER QUESTION DID I HAVE? UH COULD YOU GIVE US AN UPDATE JUST ON THE RAILINGS OF WHERE THEY WITH THE OPENING THE BACK OF THE YEAH. SO UH, IRON SIGHT IS, UM ACTUALLY, CENTER LINK CONSTRUCTION IS A SUBCONTRACTOR OF IRONS SITE WHO WAS OUR PRIMARY CONTRACTOR FOR PHASE ONE IMPROVEMENTS. UH, THEY ARE ACTUALLY GOING TO BE DELIVERING, UH, STONE TO THE SITE. UH, THEY'RE GONNA ESTABLISH A LAY DOWN AREA OFF OF HARLEM ROAD. THERE'S THAT UTILITY ACCESS THAT THEY'RE GONNA USE. UH, THEY WILL BEGIN INSTALLING. UH, THERE ARE SOME SECTIONS OF BOREAL, UH, THAT WILL BE INSTALLED, UH, BEGINNING TOWARD THE END OF THIS WEEK, AND THEY'LL BEGIN IMMEDIATELY FOLLOWING THAT IN THE NEXT WEEK TO INSTALL THE HANDRAILS. SO UM, THEY'RE THEY'RE JUST WAITING ON, UH, THE METAL BRACKETS. UM, ARE IN GALVANIZING AT THE MOMENT. THEY EXPECT TO HAVE THOSE ALL BY THE END OF THIS WEEK. SO THAT'S ALL WAY BACK INTO THE BIRD SANCTUARY. AND CORRECT. THAT'S RIGHT. SO ARE THEY GONNA START IN THAT AREA AND THEN WORK YOUR WAY BACK TO WHERE WE HAVE THE TEMPORARY ONES ARE SO, UM, I I'LL HAVE TO CHECK. UH, I KNOW THAT, UM LET ME LET ME FOLLOW UP ON THAT. UM BUT, YEAH, I KNOW. PEOPLE ARE VERY EXCITED TO GET BACK THERE, SO IT PROBABLY MAKES SENSE TO YOU WORK ON THAT AREA FURTHER, OK, THEY DON'T WANT THE, UH I KNOW THE BRIDGES LOOK LIKE THEY'RE PRETTY CLOSE. ARE THOSE GONNA BE, UH WE WAIT IN THE RAILINGS FOR TO FINALIZE THOSE AS WELL? IS THAT GONNA BE A DIFFERENT SYSTEM? I'M SORRY. BRIDGES OVER. I'M SORRY. THE YEAH, THAT THAT IS A THAT'S A DIFFERENT CONTRACTOR. THAT SHOULD BE IN THE NEXT IN THE NEXT FEW WEEKS. UH, I THINK THE CRITICAL PATH ON THAT ONE IS ACTUALLY ASPHALT. I KNOW THAT THE, UH THE LEISURE TRAILS HAVE ALL BEEN, UH, CUT OUT. I THINK STONE IS DOWN FOR THE SUB GRADE. SO REALLY, I THINK WE'RE JUST WAITING ASPHALT DELIVERY. UM, BUT, UM I. I CAN FOLLOW UP ON A SCHEDULE WITH THAT, BUT WE EXPECT THAT TO BE DELIVERED HERE, PROBABLY WITHIN THE NEXT MONTH. INCLUDING THE HANDRAILS. AND ONE FINAL QUESTION ON TAYLOR THOR PARK. UH, IT SEEMS TO ME THAT YOU DRIVE DRIVE DOWN 161 PAST THE PARK ENTRANCE. IS THERE ANY HAVE WE BEEN DOING ANY STUDIES ON THE SAFETY OF THAT ENTRANCE AND THEN THE NEED FOR POTENTIAL TURN LANE COMING IN AND OUT OF THERE? THAT'S AN AWFULLY FAST ROAD. IT'S NARROW COULIT. UNTM BUTES Y, , UM THE ARCHITECTS AND THE CONSULTANTS ARE GOING TO BE TAKING A LOOK AT THE ADDITIONAL PRICE. MY UNDERSTANDING. YEAH I KNOW IN THE ORIGINAL REPORT OUT THAT I MEAN MANY OF US WERE IN THAT MEETING. UNFORTUNATELY AS MUCH AS WE COULD DO TO TRY TO PROJECT THAT'S JUST ONE PIECE THAT WE DIDN'T LOOK AT WAS COLUMBUS'S DECISION TO, YOU KNOW, CHANGE. ZONING THAT COULD IMPACT US RIGHT? AND WE ALSO HAVE NO NO INFORMATION ABOUT WHAT TYPE OF APARTMENT BUILDING THIS IS GONNA BE. IF IT'S GONNA BE A LUXURY, UH, APARTMENT BUILDING THAT IT IS NOT LIKELY TO PROVIDE A LOT OF SCHOOL AGE CHILDREN OR IF IT'S GOING TO BE ONE THAT YOU KNOW, CATERS MORE TO FAMILIES WHO WOULD BE WANTING TO TAKE ADVANTAGE OF IT TO GO TO OUR FANTASTIC SCHOOLS. YEAH. I MEAN, CERTAINLY JUST THE DECISION BY THE STATE OF COLUMBUS TO EXTEND, UH, COMMUNITY REINVESTMENT AREA ABATEMENT TO THE ENTIRE FOOTPRINT OF THE CITY HAS SPURRED SOME, UH, DEVELOPMENT INTEREST. I MEAN, HALF OF THIS PARCEL SET EMPTY FOR FOREVER. IT'S JUST THE FIELD RIGHT NOW. WITH THE LATE GREAT HAD NOT BEEN DEVELOPED AT ALL. UM AND THE ABATEMENT OBVIOUSLY, SPURRED ON SOMEONE TO PENCIL IT OUT TO SAY IT WOULD MAKE SENSE RESIDENTIAL. SO UM, WE'RE NOT THE ONLY SCHOOL DISTRICT IN CENTRAL OHIO IS IMPACTED BY THAT DECISION. UM AND YOU KNOW, WE TRY TO COMMUNICATE TO COLUMBUS. UH, THE DIFFICULTIES IN FUNDING SCHOOLS AT THE LOCAL LEVEL IN SUBURBAN COMMUNITIES, AND THAT'S YOU KNOW IT, IT'S A LOT DIFFERENT THAN THE URBAN ENVIRONMENT OR EVEN [01:05:04] RURAL ENVIRONMENT. SO WE'RE WE'RE TRYING TO HELP EDUCATE THEM A LITTLE BIT AND HOPEFULLY, UM, GAIN SOME SUPPORT TO GETTING SOME RESOURCES TO IT, YOU KNOW, HELP OFFSET THE WHAT'S LIKELY TO BE INCREASED STUDENTS IN A VARIETY OF SUBURBAN COMMUNITIES. SO MUCH, YOU KNOW A LOT OF WORK. WORK ON THAT FRONT. RIGHT. ANY OTHER QUESTIONS ON THE UPDATE. ALL RIGHT, MR DIRK. ANY UPDATE FROM THE TOWNSHIP? THE TOWNSHIP DID HAVE A MEETING A COUPLE OF ITEMS. UH, THEY DID REPORT. FULL SALES ARE RUNNING EVEN WITH LAST YEAR, WHICH WAS THEIR BEST YEAR EVER. SO THEY'RE VERY ENCOURAGED WITH THAT, UM, THEY DID APPROVE THE FUNDING AND THE PROJECT TO RESOLVE SOME OF THE KLAUS ROAD WATER. UH, ISSUES AND ALSO THE APPROVED AN ADDITIONAL AMOUNT TO REPAY AND RESURFACE THE ROAD BECAUSE OF SOME OF THE WORK THAT THEY'RE GONNA HAVE TO DO TO GO THROUGH THE ROAD AND UNDER THE ROAD, SO THEY WILL THEY WILL BE GETTING THAT SOMETIME THIS SUMMER. UM WITH RESPECT TO THE FIRE DEPARTMENT, THEY'RE CONTINUING TO SEE RECORD NUMBER EMT RUNS DUE TO THE ASSISTED LIVING FACILITIES RUNNING SUBSTANTIALLY OVER LAST YEAR, WHICH WHICH IS A RECORD YEAR, SO THEY CONTINUE TO MONITOR THAT, BUT THAT'S PUTTING MORE PRESSURE ON THEM IN TERMS OF FACILITIES AND STAFF. UM THEY APPROVED A RESOLUTION FOR 200,000 TO REPAVE THE PARKING LOT AROUND THE FIRE STATION LAST YEAR. THEY UHS ALL THE CONCRETE PADS ENTERING INTO AND OUT OF THE TRUCK BAYS. THIS WILL BE ALL THE ASPHALT PARKING STRUCTURE. IN THE BACK FOR VISITORS LIKE CLAIRE. WHERE UH, DEPARTMENT PEOPLES OR THE STAFF, PARKING AND THINGS LIKE THAT. AND THAT WAS ABOUT IT. SO WE HAVE CHILDREN. WE HAVE A CONTRACT WITH THE TOWNSHIP ON PAVING JOINT PAVING CONTRACTS. I MEAN, I. I DON'T KNOW IF WE'LL GET A BETTER BANG FOR THE BUCK. IF WE HELP OUT WITH THAT WE'VE OFFERED THAT TO THEM IN THE PAST. SOMETIMES IT IT WORKS. UM, WE ACTUALLY HAVE SEVERAL CONVERSATIONS ABOUT, UM, UH, THE , UH, CONCRETE WORK THAT THEY DID LAST YEAR, AND IT JUST DIDN'T WORK OUT. TIMING WISE, BUT WE DO TALK REGULARLY. I APPRECIATE THAT. ALL RIGHT. ANY [14. REPORTS OF CITY OFFICIALS] QUESTIONS ON THE UPDATE? THEN WE'LL NOW MOVE TO REPORTS OF CITY OFFICIALS. I'LL GET SOME CLERK MASON IN JUST A SECOND. UM I HAD AN OPPORTUNITY TO MEET WITH, UH, KELSEY ELLISON FROM, UH, COTA. SHE'S THE LOCAL GOVERNMENT AFFAIRS DIRECTOR. AND UH, YOU KNOW, OBVIOUSLY YOU'VE HEARD ABOUT THIS FOR A WHILE. BUT OTA IS GONNA HAVE A LEVEE ON THE BALLOT. UH, IN PROBABLY NOVEMBER, UM, ASKING FOR A PERMANENT SALES TAX INCREASE WITHIN THEIR CAP CATCHMENT AREA. SO BASICALLY FRANKLIN COUNTY, UH FOR, UM, EXPANSION OF TRANSIT SERVICES IN CENTRAL OHIO, AROUND THE LINK US PROGRAM. SO IT'S INTRODUCING BUS RAPID TRANSIT. SO IT LOOKS LIKE LIGHT RAIL. IT RUNS LIKE LIGHT RAIL, BUT IT'S USING THE ROADWAYS. UM AND THERE'S A LOT OF, YOU KNOW, CONNECTIONS BETWEEN EMPLOYMENT CENTERS. UM I THINK JOE AND I WERE HAPPY TO HEAR IT TO ONE OF THE MOST ONE OF THE MORE RECENT MORSI MEETINGS THAT THERE'S UM, DISCUSSION ABOUT HAVING A SORT OF A DOUBLE CONNECTION ALONG THE 161 CORRIDOR. THAT WASN'T PREVIOUSLY IN THE PLAN SO YOU CAN CONNECT THOSE TWO WORK CENTERS. UH, AND MAKE SURE THAT FOLKS CAN GET SOME, YOU KNOW, FROM HOME TO THEIR EMPLOYMENT, UH, USING MASS TRANSIT AROUND CENTRAL OHIO. SO IT'S A PRETTY AMBITIOUS PLAN. UM IT'S A PRETTY SIGNIFICANT TAX REQUEST. UM, BUT YOU KNOW, THEY'VE THEY'VE COME TO THIS COUNCIL BEFORE THEY'RE WILLING TO COME BACK AGAIN IF THERE'S ANY QUESTIONS THAT WE HAVE AS THIS PROGRESSES, UM, BUT I DON'T KNOW IF JUST BY A SHOW OF HANDS IS THERE ANYONE WANTS? YOU KNOW THE REP FROM CODE TO COME BACK AND EXPLAIN LINK US ALREADY FEEL CONFIDENT FROM THE LAST PRESENTATION THAT WE ALL INFORMED ABOUT WHAT THE PLAN IS. OK? UM I DID LET THEM KNOW THAT YOU KNOW. HISTORICALLY THE CITY OF NEW ALBANY IS NOT ENDORSED ANY ANY PUBLIC ISSUES? UM AND I? I WOULD BE DISINCLINED TO DO SO EVEN ON THIS, AND WE CAN TALK VERBALLY ABOUT SUPPORT AND INDIVIDUALLY SAY, OF COURSE, WHAT WE'D LIKE, UM, BUT AS A COUNCIL TAKING A FORMAL ACTION, UH, WE GENERALLY DON'T DO THAT. SO SHE APPRECIATED THAT HEADS UP. RIGHT UH, WITH THAT I'LL NOW GIVE CLARK MASON THE FLOOR. UH, LET'S SEE, I'VE BEEN REMINDING COUNCIL MEMBERS HAVEN'T DONE SO. EXCUSE ME. I HAVEN'T DONE SO YET TO FILE YOUR OHIO ETHICS COMMISSION. FINANCIAL DISCLOSURE FORMS THAT DEADLINES COMING UP IN ABOUT 3 TO 4 WEEKS. UH, WE PREPAID THE FILING FEES TO MAKE SURE YOU TAKE CARE OF THAT. SEND ME THE RECEIPT. SO I KNOW UH AND SECONDLY, WITH FOUNDERS DAY COMING UP, SKIP THAT. HERE WE GO . UH, THIS IS WHAT THE NEW CARRIAGE IS GOING TO LOOK LIKE, UM, I HAVEN'T SEEN IN PERSON. I KIND OF NEED SOME MEASUREMENTS. I DON'T KNOW HOW THE SIGNAGE IS GONNA WORK OUT. WE'LL BE WORKING ON THAT. UM YOUR, UH, GOLF CART SIGNS IN THEORY WOULD FIT ACROSS [01:10:05] THE BACK OF THE BENCH THERE AND MAYBE NOT GET THE WHEELS, BUT THEN THERE WOULD ONLY BE HALF ON EACH SIDE. I DON'T KNOW WE'LL WE'LL WORK ON THAT. UH I PARTLY BRING THIS UP BECAUSE ITS SEATS 14 PEOPLE, ACCORDING TO THAT SECOND PICTURE. UH AND I KNOW COUNCIL MEMBERS ALSO LIKE TO WALK TO HAND OUT CANDY, SO INVITE YOU TO BRING SOME SCHOOL KIDS AND FAMILY MEMBERS SOME PEOPLE TO RIDE IN THE CARRIAGE, SO IT'S NOT COMPLETELY EMPTY. UM, IT WOULD BE A PRETTY FUN VIEW OF THE PARADE. I THINK, UM SO BE IN TOUCH WITH ME. IF YOU KNOW ANYONE WHO WANTS TO RIDE ALONG EVEN, UM, AND WHILE YOU HAND OUT CANDY, OR IF YOU WANT A RIDE, JUST LET ME KNOW. I JUST WANNA GET SOME FEEL FOR HOW THIS IS GONNA WORK. UH, I KNOW JOE'S BEEN DYING. IT MIGHT BE TIME FOR JOE TO THINK SO. UH, SO YEAH, THAT'S WE HAD THE SAME SMILING SMIRK WHEN WE SAID WE WERE NAMING THE TRAP AND HE WAS LIKE, OH, THIS IS SO GREAT. AND JOSH WILL BE THERE TO VIDEO IT RIGHT? RIGHT MATT. IN THE PAST CASTLE WE SHOW IN THE PAST YOU'VE HAD, LIKE SPORTS KIDS. I DON'T KNOW IF YOU'VE GOT ANYONE THIS YEAR. I ALWAYS HAVE KIDS WHO CAN EAT THEM. OK UM, I THINK WE'LL TAKE SOME. AND CERTAINLY SOME CAN AROUND. UM, YEAH, AND THAT'S IT FOR ME. THANK YOU. ANY UPDATE FROM THE FINANCE DIRECTOR. YES. UM SO I WAS ABLE TO PROVIDE YOU WITH THE MARCH MONTHLY, UH, REPORT, SO IT'S HARD TO BELIEVE THAT A QUARTER HAS ALREADY GONE THROUGH GONE BY THIS YEAR FOR 2024, BUT LOOKING AT THESE FINANCIALS? UH, THEY'RE A BIT INTERESTING. UM OVERALL, THE FIRST PAGE WITH THE GENERAL FUND , YOU'LL SEE THAT, UH, WE'RE DOING WELL, UH, WITH OUR, UM, REVENUES COMING IN, AND THEN OUR EXPENSES ARE COMING IN UNDER. UM ACCORDING TO THE TIME THAT HAS PASSED, UH, BUT IF YOU WANTED TO, UH, LOOK AT THE BOTTOM, UH, YOU COULD SEE THAT THE BREAKDOWN OF INCOME TAXES, UH, INDIVIDUAL IS PRETTY MUCH THE SAME. AS LAST YEAR, THERE HAS BEEN A SIGNIFICANT INCREASE FOR NET PROFITS. UH, THAT SOMETHING THAT WE CAN'T REALLY DEPEND ON. IT'S GONNA BE CYCLICAL. BUT WITHHOLDINGS HAS INCREASED. UM QUITE A BIT, UH, IN YOUR TO DATE COLLECTIONS. JUST A REMINDER. THIS IS THE MARCH MONTHLY REPORT . SO THIS REPRESENTS, UM, INCOME TAX COLLECTIONS. OR JANUARY AND FEBRUARY. UH, SO THIS DOES NOT CAPTURE MARCH AND APRIL, WHICH IS OUR BUSIEST TAX SEASON, UM, TO DATE, SO MORE TO COME. WE KNOW THAT MORE ONCE. IT'S GENERALLY THE MAY, UH, FINANCE REPORT THAT WILL SEE A LITTLE BIT BETTER HOW THE EAR IS GONNA PAN OUT, BUT IT DOES LOOK POSITIVE, UM, THIS YEAR. HM? THE NEXT PAGE. ANY ANY QUESTIONS ON THE INCREASE IN COLLECTIONS? I MEAN, IS IT IS IT COVID'S OVER AND PEOPLE ARE BACK WORKING. I'M GLAD THAT YOU ASKED THAT. I'M GLAD THAT YOU ASKED THAT. I WAS JUST TALKING TO JOE TODAY, UM, SAYING THAT, UH, I REALLY WANNA DO A DEEP DIVE AND ANALYSIS TO SEEING WHAT THAT IS. I'VE LATELY UH, THE LAST YEAR I HAVE BEEN FLAGGING CONSTRUCTION COMPANIES, UM, TO BE ABLE TO SEE IF THE WITHHOLDING IS A PART OF THE INCREASE. BUT THEN I WANNA REALLY, UM DO AN ANALYSIS OVER THE NEXT COUPLE OF MONTHS TO SEE WHAT THAT INCREASES CONTRIBUTED TO AND IF IT'S GOING TO BE, UH, SUSTAINED OR IF IT'S UH YOU KNOW, GOING TO FALL OFF ON CONSTRUCTION COMES OUT. YEAH. QUESTIONS ON THAT PAGE. I MEAN, IT COULD JUST SPEAK. YOU KNOW THE YOU KNOW THE UPTICK IN CONSTRUCTION ACTIVITY IN THE TIMING OF THE REPORTING, YOU KNOW, AND YOU KNOW, WE ARE AT A AT A STAGE WHERE THERE'S ABATEMENTS ROLLING OFF AS WELL. SO WE'RE SHARING IS, UM, NOW LEANING MORE HEAVILY TOWARDS GENERAL FUND. UH, SINCE THEY'RE GETTING THEIR PROPERTY TAX NOW UM SOMETHING ALSO TO NOTE IS. THIS DOES INCLUDE TWO MONTHS OF PUTTING MONEY ASIDE INTO THE VILLAGE CENTER. UH, THE NEW VILLAGE CENTER FUND, SO THAT'S WITH A DECREASE OF A PERCENTAGE THAT GOES INTO THE GENERAL FUND. UM THE FIRST THE TWO MONTHS COLLECTIONS OVER, UH, FOR THE VILLAGE CENTER AMOUNTS TO ABOUT 90,000. UM SO IT'S I MEAN, IT'S NOT A HUGE AMOUNT, BUT IT'S AND I'M OUT. UM AND YOU KNOW THERE'S STILL THAT BIG OF AN GRACE. SO UM, WHICH WOULD MAKE IT YOU KNOW ABOUT WHAT'S A MILLION DOLLARS INSTEAD OF 900,000? WE GOT SOME LOCAL COMPANIES THAT ARE DOING WELL TOO. RIGHT NOW, UM, THEY'RE HAVING SOME REALLY GOOD YEARS, SO THAT'S GOOD TO SEE. THEY ARE FOR SURE. UM, THE NEXT PAGE. IS THE, UH, BREAKDOWN OF, UH, OUR INVESTMENTS AND INTEREST THAT [01:15:03] WE'VE RECEIVED. UH, JUST A NOTE. UM, WE HAD A PRETTY DECENT MONTH IN MARCH TO WHERE WE COLLECTED, UH OVER A MILLION DOLLARS IN INTEREST AND DIVIDENDS, UH, AND GAINS WITH OUR INVESTMENTS. SO, UH, WE'RE ABLE TO, UM REALLY PLAN OUT WHERE WE NEED TO PUT THAT MONEY AND WE'RE ABLE TO GAIN ON THAT. USE THAT WISELY. UH AND THEN THE THIRD PAGE IS THE BREAKDOWN OF THE ACCOUNTS FOR OUR CUSTODIAL FUNDS. UM AND IT SHOWS. UH ESSENTIALLY WHAT I RETURNS ARE AND WHAT? OUR INVESTMENTS, UH, THE WEIGHTED AVERAGE OF MATURITY FOR HOW LONG? WE HAVE THAT FOR? THE FOURTH PAGE. UM, IS A BREAKDOWN OF ALL OF OUR FUNDS, AND I APOLOGIZE BECAUSE I FEEL LIKE I NEED TO, UH, START PRINTING THESE ON BIGGER PAPER. BECAUSE THE NUMBERS ARE GETTING A LITTLE BIT MORE, YOU KNOW, TINIER, BUT I HIGHLIGHTED DOWN TOWARDS THE BOTTOM HALF OF THE PAGE. THE VILLAGE CENTER, UM, THE NEW VILLAGE CENTER CAPITAL FUND, AND SO THAT SHOWS YOU THIS IS THE FIRST YEAR OF THOSE COLLECTIONS AND WE'VE OVER TWO MONTHS OF THOSE DISTRIBUTIONS, UH, COLLECTED AT 90,000. THE LAST TWO PAGES GIVES YOU A LITTLE BIT MORE DETAIL OF THE INCOME TAX COLLECTIONS. UH, THE FIRST DETAIL AS YOUR GENERAL FUND AND THE LAST PAGE IS ALL FUNDS. BUT JUST LOOKING AT THE GENERAL FUND, I HIGHLIGHTED THE YEAR TO DATE AMOUNT UM, AND THE BUDGET COMPARED TO THE BUDGET AMOUNT. YOU KNOW, WE'RE CURRENTLY AT 27% OF OUR COLLECTIONS. UM WHICH YOU WOULD THINK FOR 25% THROUGH THE YEAR. SO THAT MAKES SENSE. HOWEVER WITH INCOME TAX, IT'S YOU KNOW, THERE'S UPS AND DOWNS AND SICKLE, CYCLICAL THINGS THAT HAPPEN OBVIOUSLY, UH, LAST YEAR AT THIS TIME WE WERE AT I CIRCLED. I DON'T MIND. 18.6% OF OUR ACTUAL COLLECTIONS. SO WE HAVE A PRETTY GOOD PICTURE. UM, BUT AGAIN, WE JUST NEED TO WAIT. IS THAT INCLUDING THE TWO MONTHS THIS IS THREE MONTHS. THIS IS THREE MONTHS QUESTIONS. YEP. THAT THAT WOULD INCLUDE DECEMBER OF LAST YEAR JANUARY OF THIS YEAR AND FEBRUARY AND FEBRUARY, SO I I'VE RECEIVED THE DISTRIBUTION ALREADY FOR APRIL, UM, WHICH WOULD HAVE BEEN MARCH COLLECTIONS. AND IT WAS SIGNIFICANT COMPARED TO, UM LAST YEAR, BUT I DON'T HAVE THE BREAKDOWN OF WHERE THAT GOES YET. SO I HAVE TO RUN IT THROUGH OUR SOFTWARE FIRST. THAT'S ALL THE DETAIL IS VERY HELPFUL. SORRY. I SAID, THIS LEVEL OF DETAIL IS VERY HELPFUL. WELL, LET ME KNOW IF YOU NEED ANY MORE. ANSWER ANY OTHER QUESTIONS IF YOU HAVE THEM. NOT FOR ME ANY QUESTIONS? ALL RIGHT, UH, CITY MANAGER. ANY UPDATE NO REPORT. CITY ATTORNEY IN UPDATE NOTHING BAD THIS EVENING. THANKS. OK? UH, WE'LL GO AHEAD AND OPEN OPEN THE, UH, SESSION FOR PUBLIC [15. POLL FOR PUBLIC COMMENT] COMMENT. IS THERE A MEMBER OF THE PUBLIC THAT WOULD LIKE TO ADDRESS COUNSEL? PLEASE CHAIR CAN YOU FOR THE REST OF MY CAN FIND IT. THE LADIES ROOM. WE TUCKED SOMEWHERE ELSE. SORRY YOU WILL GIVE YOUR NAME AND ADDRESS AND ANY AFFILIATION ABSOLUTELY BEST OF SHEA 6997 NEW AVENUE LINKS DRIVE NEAR ALBANY, OHIO, 43054. THANK YOU, EVERYONE. THANK YOU, MR MAYOR. MEMBERS OF THE COUNCIL. MY NAME IS BEES. SHEER AND I'M RUNNING FOR, UH, OHIO SENATE DISTRICT 16, WHICH WOULD INCLUDE YOUR WONDERFUL HOUR. WONDERFUL CITY, SO I'M VERY, VERY EXCITED TO BE HERE IN FRONT OF YOU. I JUST WANTED TO INTRODUCE MYSELF. UM WE HAVE A LOT OF WORK TO DO IN THIS DISTRICT, SO I'M EXCITED TO BE HOPEFULLY IN THE SENATE WORKING WITH YOU ALL IN, UH, MAKING THIS AMAZING OPPORTUNITY THAT WE HAVE IN FRONT OF US THE REALITY FOR GENERATIONS TO COME A LITTLE BIT ABOUT ME. I'M AN ENGINEER BY TRADE. I WORKED IN THE PRIVATE SECTOR FOR ABOUT 15 YEARS BETWEEN BEING AN ENGINEER AND, UM, DATA CENTER TECHNOLOGY, SO I'M QUITE FAMILIAR WITH. WHAT WE HAVE GOING ON SPECIFICALLY HERE, UM IN YOUR ALBANY AND I'M REALLY EXCITED TO HAVE THE KNOWLEDGE BASE, UM, TO MAKE POLICY THAT WORKS NOT JUST FOR, UH, BIG BUSINESSES, BUT ALSO FOR OUR CITIZENS. SO I, I LOOK FORWARD TO BEING A GOOD, UM SUPPORTER OF YOU, OF COURSE, AND, UM, BE ABLE [01:20:03] TO COME UP WITH THINGS THAT ARE NOT ONLY CREATIVE FOR OUR COMMUNITY BUT MAKE US LEADERS IN THE DISTRICT, OF COURSE. UH, PART OF WHAT MAKES ME UNIQUE. I WASN'T BORN IN THIS COUNTRY. I CAME HERE WHEN I WAS 17. I WENT TO SCHOOL AT WRIGHT STATE UNIVERSITY, AND I'M REALLY EXCITED TO BE, UM, GIVEN THIS OPPORTUNITY TO GIVE BACK TO THE COUNTRY THAT'S GIVEN ME SO MUCH. SO THANK YOU ALL FOR DOING WHAT YOU DO. YOU DO IT SO FABULOUSLY AND I HAVE SO MUCH RESPECT FOR ALL OF YOU. HAVE A GOOD ONE. THANK YOU. THANKS. THANK YOU. THANK YOU SO MUCH. UH, ANY OTHER MEMBER OF THE PUBLIC THAT LIKE TO ADDRESS COUNSEL ALL RIGHT, THEN WE'LL PULL FOR COUNCIL [16. POLL FOR COUNCIL COMMENT] COMMENT ANY ADDITIONAL COUNCIL COMMENT I HAVE JUST ONE THING I'D LIKE TO SAY ABOUT THE CENTRAL CO, UH, THE WORK THAT HAS BEEN DONE ON CENTRAL COLLEGE IN BEHEER WITH THE SIGNAGE, SPEED MITIGATION THAT HAS BEEN PUT IN PLACE IN RESPONSE TO SOME OF THE CONCERNS OF THE COMMUNITY THAT LIVE IN THAT AREA. I I KNOW THAT, UH, WE RESPONDED BY LETTER . UH UH, BASED ON THEIR CONCERNS AND VERY QUICKLY THEREAFTER, UH, THE SIGN EACH ONE UP TO SPEED MITIGATION. UH, TRAFFIC CALM. SCIENCE WENT UP. I KNOW THAT THERE THEY'RE STILL ON ORDER. A COUPLE STOP SIGNS FOR THE INTERSECTION AT BEHEER IN CENTRAL COLLEGE. BUT THE WORK TO DATE HAS BEEN, YOU KNOW, TERRIFIC AND OUR RESPONSE TO THE CONCERNS OF THOSE THAT LIVE UP. THERE HAS BEEN TERRIFIC AS WELL. AND THANK YOU. ALL RIGHT. THANK YOU. I HAVE ONE THING ALSO, UM, RELATED TO KICK A BALL. WE ARE FAST MOVING HERE AT THE CITY. WE HAD A PRETTY BIG MEETING TODAY CONCERNING OUR UPCOMING TOURNAMENT AND AS WE START DIGGING DOWN INTO, UH SOME OF THE THINGS FOCUSED AROUND REVENUES AND EXPENSES. UH, THIS IS A CITY EVENT IN. SO WHAT I'D LIKE TO DO JUST TO MAKE SURE WE KEEP THIS NICE AND EASY AS MAYBE MAKE A MOTION. UH, TODAY. UH, JUST TO AUTHORIZE, UH, JOE STEP OFF TO GO AHEAD AND MAKE THE DECISIONS AS IT RELATES TO SOME OF THE FINANCIAL COMPONENTS OF BOTH THE LEAGUE AND, UM, THE PROPOSED TOURNAMENT AND JUST KIND OF LET HIM HANDLE ALL THOSE THINGS. IF THE COUNCIL IS GOOD WITH THAT, I KIND OF LIKE TO DO THAT TONIGHT. AND HE TELL US WHAT'S BEING BLAMED. I MEAN, YOU SAY IT'S A CITY EVENT. I THOUGHT ALL THE OTHER TYPICAL EVENTS, TOURNAMENTS, THINGS LIKE THAT SOCCER, ETCETERA PARKS AND REC. AND THIS IS NOW A CITY EVENT. YEAH THAT'S A DEPARTURE FROM WHAT WE'VE DONE BEFORE. YEAH SO THE SO WHEN WE LOOKED AT, UM AND I, I MEET AND COMMUNICATE WITH THE JP D ON EVERYTHING. SO WE'RE ALL KIND OF ALIGNED ON ALL THIS. BUT WHEN YOU LOOK AT THE HOW TO RUN THE TOURNAMENT AND HOW TO RUN. UM THE LEAGUES. IT'S ACTUALLY DONE THROUGH A SOFTWARE , UH, CALLED PICKLE BALL BRACKETS AND THE PICKLEBALL BRACKETS DOES EVERYTHING AND SO IT'S REALLY PRETTY USER FRIENDLY . UM AS FAR AS PEOPLE REGISTER THERE THEY PAY THROUGH THERE. THEY HAVE THEIR WAIVERS THROUGH THERE. ASSIGNMENTS FOR THE COURTS GO THROUGH. I MEAN, EVERYTHING GOES THROUGH THERE, AND WE'RE NOT CHARGED ANYTHING FOR THAT USE THEY ACTUALLY CHARGE CHARGE THE USERS OF THE PLAYERS. AND SO IN TALKING TO THE JOINT PARTS THERE. THIS IS SOMETHING REALLY THE CITY CAN DO , UM, KIND OF ON ITS OWN. UH, FROM, UH, IN IN, JUST BRING IN THE REVENUE FOR THIS EVENT. THAT'LL GO RIGHT INTO THE CITY. UM AND WE DO EXPENSES. SAME WITH THE LEAGUE. BUT FOR THE CLINICS AND THE LESSONS THAT'S SOMETHING THAT MAKES MORE SENSE TO ACTUALLY LET JOINT PARKS DO IT BECAUSE THEY HAVE THE INFRASTRUCTURE SET UP BECAUSE IT'S A WHOLE COMPLETELY DIFFERENT THING WHERE THEY HAVE THAT. MECHANISM PLUS, THEY'RE PAYING THE INSTRUCTOR, WHICH IS ONE OF THE THINGS I KNOW WE DIDN'T REALLY WANNA DO FROM A CITY PERSPECTIVE. SO TO ANSWER YOUR QUESTION, THAT'S WHY THE CITY IS KIND OF RUNNING POINT ON THOSE TWO THINGS BECAUSE OF WELL I'M STILL TRYING TO UNDERSTAND. WHY ISN'T JOINT PARKS RUNNING MATERNAL THEY RUN OTHER TOURNAMENTS FOR VOLLEY FOR, UH, SOCCER AND FOOTBALL AND BASEBALL. WHY WOULDN'T THEY RUN THIS ONE? I THINK IT'S STEPPING OUT OF SOMETHING WE HAVEN'T DONE AND WHY THERE'S A NEED FOR US TO RUN. A RECREATIONAL EVENT. THAT'S THAT'S NOT WHAT OUR CHARTER REALLY IS. THAT'S WHAT JOY PARKS IS, AND THEN WE'RE FUNDING IT, AND WE DON'T FUND ANY OF THOSE OTHER EVENTS. SO I'M TRYING TO UNDERSTAND A WHY WE'RE DOING THAT AND B, WHAT KIND OF MONEY AND TIME AND EFFORT IS INVOLVED BY CITY AND STAFF. BEFORE WE JUST ARBITRARILY GIVE JOE THE GO AHEAD TO GO DO IT. I THINK WE NEED A LOT MORE DETAIL AND UNDERSTANDING OF WHAT WE'RE COMMITTING TO. AND I CAN DO THAT FOR YOU. IF YOU'D LIKE. AND I'VE GOT I THINK FOR ALL OF US UNLESS I'M THE ONLY ONE THAT DOESN'T UNDERSTAND WHAT WE'RE DOING. LIKE IS THIS TOURNAMENT? A ONE OFF THE CITY IS GONNA OPERATE [01:25:04] LIKE IF THERE'S MULTIPLE TOURS THROUGHOUT THE YEAR. IS THE CITY GONNA UNBREAK ALL OF THE TOURNAMENTS? THE ONLY ONE AND WE'RE KEEPING IT SMALL JUST TO GET OUR FEET WET BEFORE WE MAYBE LOOK AT EXPANDING NEXT YEAR. AND BUT I'M SAYING IF WE EXPAND IS THAT GONNA BE UNDER THE PURVIEW OF THE CITY AS WELL? OR WILL THAT WILL WE HAND OFF TO THE JOINT PARTNERS? I. I THINK THIS IS ONE WHERE WE'RE GOING TO SEE JUST KIND OF HOW THIS GOES THIS YEAR AND KIND OF TAKE THE LEARNINGS MY THOUGHT WOULD BE IF IT GOES WELL, WE CONTINUE TO DO IT. UM, BECAUSE ALL THE THINGS THAT ALL THE EXPENSES THAT THE CITY WOULD BE INVOLVED WITH. WE WOULD HAVE THOSE SAME EXPENSES AT THE JOINT PARK THERE. BECAUSE WE'D STILL NEED OUR CITY SERVICES TO GO AHEAD AND DO THE CLEANUP AND DO EVERYTHING OUT THERE. WE WOULD, UH, YOU KNOW. WE'RE LOOKING AT, YOU KNOW, POTENTIALLY HAVING A FOOD TRUCK. SO I MEAN, JUST THE THINGS THAT WE'VE DONE FOR DIWALI AND SOME OF THESE OTHER EVENTS AS THE EXACT SAME THINGS WE'D BE DOING. THIS ISN'T A COMMUNITY WIDE EVENT. THE WE AND THE OTHER IS BROADER. IN TERMS OF COMMUNITY. WE'RE TALKING ABOUT ONE SPORTS EVENT FOR ONE SPORT. THAT WE'RE GONNA STEP IN AND GET AND MANAGE. AND I AND I THINK, AND THIS ONE, THIS ONE, YOU HAVE A FEE THAT'S CHARGED TO A REGISTRATION FEE. PLUS YOU HAVE A CHARGE FOR THE EVENTS, AND THIS WILL DRAW FROM WELL OUTSIDE OF COLUMBUS. WHEN IS THE TOURNAMENT THAT YOU'RE PROPOSING ? JULY 20TH AND 21ST. OK, UM SO WHAT KIND OF CITY SUPPORT DO YOU ENVISION? FOR THIS TOURNAMENT AND WHAT COSTS WITH THE ASSOCIATED WITH THAT SUPPORT. SO UH, FROM OUR MARKETING GAME, JUST DEVELOPING THE LOGO AND PUTTING A LINK UP ON OUR SITES. OK TO PICK A BALL BRACKETS. UH, FROM A, UH PUBLIC SERVICE. IT WOULD BE GOING AHEAD AND CLEANING UP ON A SATURDAY AND A SUNDAY AFTERNOON. IF WE HAVE TRASH OUT THERE, THERE'S OTHER THINGS THAT THEY'RE DOING, BUT IT'S MORE FOR THE PICKLEBALL COURTS NOT SPECIFICALLY RELATED TO THIS EVENT, BUT WE NEED WE HAVE TO GET ELECTRIC OUT THERE. UM WITH THE BEST BENEFIT TO THE CITY BE IF WE DO, IT WOULD BE GENERATING REVENUE THAT WE CAN PUT TO WHICH WE WOULD GET MORE REVENUE. IF WE DID NOT ALLOW IF WHY NOT ALLOWING JOINT PARTS TO DO? WE'RE GONNA GET ALL THE REVENUE. IT CAN BE SUNK BACK INTO THE INTO THE MARKET. SO SO SORRY. I JUST WANTED FOR THOSE. THE TWO WERE THOSE THE MAIN PIECE. THE REVENUE WILL BE COMING BACK TO THE CITY TO BE REINVESTED INTO OUR PARK. WHEREAS IF WE GO PARKS, DOES IT BUT THERE'S NO REVENUE. I LOVE THAT I. I WANTED TO MAKE SURE YOU WERE GOING THROUGH THE BUCKETS. SO YOU WE HAVE THE MARKETING SO LOGO PUTTING IT ON THE WEBSITE. WOULD THERE BE ANY OTHER ADVERTISING COST IF YOU WANNA ADVERTISE IT OUTSIDE OF THE NEW ALBANY AREA? NOT REALLY. I DON'T SEE ANY OTHER ADVERTISING COSTS. MAYBE A BANNER TO HAVE YOUR PICTURE TAKEN IN FRONT OF THE PEOPLE THAT WIN. UM WE'RE NOT PUTTING OUT FLYERS. WE'RE NOT, YOU KNOW, DOING ANYTHING LIKE THAT. IT'S ALL SOCIAL MEDIA. SO INSTAGRAM FACEBOOK BUT IN PICKLEBALL BRACKETS, SO PUBLIC SERVICE AND THEN WHAT OTHER ANY OTHER CALL CENTERS THAT YOU THINK WOULD BE ASSOCIATED WITH THE TOURNAMENT. WELL WE HAVE FINANCE BECAUSE WE HAVE FINANCED THAT WILL BE RECEIVING ALL THE FUNDING THAT COMES INTO IT, SO THEY'RE INVOLVED IN SETTING UP A STRIPE ACCOUNT THAT ACCEPTS ALL THE MONEY THAT GETS DIRECTLY INTO, UM OUR SYSTEM, WHICH WE'RE CURRENTLY DOING? UH, FROM ADRIAN'S PERSPECTIVE, WE DON'T HAVE TO DO THESE THINGS. BUT WE TALKED ABOUT, UM, HAVING MAYBE FOOD TRUCKS OUT THERE. UM IF WE WANNA DO THAT, OF COURSE, WE'RE NOT GONNA CHARGE THEM ANYTHING. IT'S SIMILAR TO WHAT WE ALWAYS DO. THEY CAN JUST SHOW UP IF THEY WANT, UM, YOU KNOW, IN AND SET UP. UM WE TALKED ABOUT TENTS FOR REGISTRATION, WHICH WE ALREADY OWN ALL THE TENTS, SO WE DON'T NECESSARILY NEED TO DO THAT. WE USE THE ONE AT THE POLICE DEPARTMENT POTENTIALLY HAS, PLUS THE ONE WE HAVE ACROSS THE STREET. SO MOST OF THE STUFF THAT WE'RE UTILIZE, AND WE CURRENTLY HAVE. AND WHAT'S THE COST OF REGISTRATION LIKE FOR EACH APPLICANT TO BE DETERMINED, BUT I'M LOOKING AT, UH, ANYWHERE FROM $70 UP TO $90, DEPENDING UPON EARLY REGISTRATION, REGULAR REGISTRATION AND LATE REGISTRATION, PLUS $20 PER EVENT. 20 SO SORRY. 20 PER EVENT . SO YOU I DIDN'T I? I'M NOT A PICKLEBALL PLAYER. SO HOW MANY DIFFERENT EVENTS COULD YOU PLAY PLAY BECAUSE WE'RE KEEPING IT SMALL MAXIMUM OF TWO DIFFERENT EVENTS. OK, SO AND HOW MANY PARTICIPANTS ARE YOU ANTICIPATING ABOUT 350? OK? UH TOTAL PEOPLE CAN PLAY, WHICH WILL PROBABLY NET OUT BECAUSE YOU CAN PLAY MULTIPLE EVENTS PROBABLY NET OUT AROUND 250. SO IF EVERYBODY PARTICIPATES IN AT LEAST ONE WHAT WOULD BE YOUR ANTICIPATED REVENUE FOR THE EVENT? UM WELL, THAT ONE VARIES BECAUSE YOU NEVER KNOW IF THEY'RE GONNA DO TWO EVENTS OR [01:30:06] ONE EVENT. I'M THINKING TOTAL REVENUE CAN BE ANYWHERE FROM YOU KNOW, MAYBE 25 TO 30,000. HAVE THEIR EXPENSES THAT GROSS. THAT'S THAT'S JUST REVENUE. YEAH. 78 TIMES, OK? YEAH. AND THEN, UH, COSTS. WE'RE WE'RE WORKING THROUGH THE COSTS RIGHT NOW. I MEAN, I HAVE SOME HARD NUMBERS ON TO A METALS BALLS, SUPPLIES WRISTBANDS, THINGS THAT NEED TO BE ALL RICHER. YEAH. NOT THAT EXPENSIVE, BUT YES, THEY'RE THERE. METALS TROPHIES. WHILE THE BATTLES THAT THEY HAVE, UH I MEAN, IT'S LIKE $863 IS LIKE FOR ALL THE METALS. HERE'S AN EXAMPLE I QUOTED FROM AMAZON. BUT TO ANSWER YOUR POINT, MIKE, THIS IS SOMETHING THAT I FEEL PRETTY CONFIDENT THAT I PUT THIS TOGETHER AND WELL, HAVING DONE THIS, IT JUST COME BACK TO ONE. IT'S NOT SOMETHING WE'VE EVER DONE. WE HAVEN'T DONE IT FOR OTHER SPORTS. ALL OF A SUDDEN, WE WE'RE REGULARLY REPEATEDLY STEPPING OUT ON PICKLE BALL AND MAKING EXCEPTIONS TO DO WHATEVER FOR PICKLEBALL. I KNOW. I KNOW YOU'RE VERY PASSIONATE ABOUT IT, BUT WE'RE ALSO IT'S SOMETHING THAT YOU KNOW, WE'RE NOW GONNA SET UP A STANDARD. AND THIS IS GOING TO BE IN EVERY YEAR. IF YOU DO IT THIS YEAR NEXT YEAR, WHATEVER $25,000 OF REVENUE BEFORE EXPENSES IS HARDLY SOMETHING THAT'S GOING TO GENERATE A SUBSTANTIAL AMOUNT OF MONEY. THAT WE DON'T REALLY NEED. AS A CITY TO TAKE ON THE WORK AND EFFORT TO DO THAT. I THOUGHT WHEN THE PICKLE BALL COURTS WERE BEING BUILT, AND WE TALKED ABOUT THIS THAT, YOU KNOW PICKLE BALL ORGANIZATION OR WHATEVER WOULD PUT THESE TOURNAMENTS ON. NOT THAT THE CITY WOULD PUT THEM ON, BUT THAT THEY WOULD SO IT'S NOW ALL OF A SUDDEN IT'S FALLING ON US. AND I AND I JUST THINK THAT'S NOT SOMETHING WE SHOULD BE STEPPING ON TO DO. WHY DON'T WE DO THE ONES FOR THE FOOTBALL SO THAT WE DON'T OWN A FOOTBALL FIELD? SOCCER FIELD OR BASEBALL FIELD? THE DIFFERENCE HERE MIKE, IS THAT THAT WE THAT WE OWN THAT CITY, AND IT'S BUT WHEN WE DID IT IT WAS TO BE RUN BY PARKS AND REC. THAT WAS THE UNDERSTANDING WASN'T IT? NOT THAT WE WOULD RUN IT AND MANAGE IT. AND YOU'RE TALKING ABOUT THEM MANAGING THE LEAGUES. SO WE'RE BACK AND FORTH AND CLINICS. LESSONS. I JUST DON'T SEE THAT AS SOMETHING WE AS A CITY SHOULD BE MANAGING AND DOING SORRY. THAT'S OK. I DO I. I DON'T DISAGREE WITH MIKE. IT IS A DEPARTURE FROM WHAT WE'VE DONE. UM I GUESS MY MAIN CONCERN IS CITY STAFF. THE BANDWIDTH THAT WE'VE GOT GOING ON. SOMETHING LIKE THIS. I DON'T KNOW IF WE NEED TO ADD TO STAFF'S PLATE RIGHT NOW, UM WHEN YOU LOOK AT THIS YEAR, I JUST IF WE DO IT THIS YEAR, I DON'T FEEL COMFORTABLE MOVING FORWARD IN THIS BEING LIKE YOU KNOW, AS A CITY GONNA START PUTTING ON FIVE KS AND EVENTS LIKE THAT. MANAGING THOSE LIKE, UM I THINK I WAS UNDER THE SAME THAT JP D. THERE WERE TOURNAMENTS. IT WAS GONNA KIND OF COME TO THEIR UMBRELLA AND I'M NOT SURE IF WE FIGURED OUT HOW REVENUE WAS GONNA BE SHARED IN THE CITY COUNCIL WILL BE INCURRED. AND I DON'T AND I REALLY DON'T KNOW THE ANSWER TO THIS, YOU KNOW, FOR JP D EVENTS THAT ARE SPECIFIC JP D EVENTS AND THEY DO REQUIRE CITY SERVICES. DO WE BILL THE JP D FOR CITY SERVICES THAT ARE REQUIRED FOR THOSE EVENTS. IF THEY NEED POLICE. UH, SET UP TRASH. ANYTHING FROM SERVICE DEPARTMENT. WE PD IS NOT ASKED FOR ANY REIMBURSEMENT. UM, THE ONLY THING THAT, UM IF WE'VE EVER TALKED ABOUT IS WHEN THEY WANT SPECIAL DUTY, BUT MOST OF THE TIME, IT'S UH UM WE'RE HELPING OUT WITH EXTRA STAFFING THAT WE HAVE ON DUTY. UH, FOR INSTANCE, THE ECLIPSE BE AN EXTRA STEP ON DUTY, AND THEY HAD AN EVENT AND WE HAD A LOT OF OFFICERS UP THERE. BUT IT WAS MORE JUST IN THE SPIRIT OF COOPER OPERATION AND MAKING SURE THAT EVERYTHING WENT WELL. OK? I MEAN, I THINK THAT THE THAT THE PICK UP COURTS ARE SUCH AN AMAZING AMENITY. AND I KNOW THAT THERE IS A VERY STRONG PUBLIC DESIRE TO HAVE A TURN A TABLE. AND YOU KNOW, I. I KNOW A TERM THAT WOULD BE REALLY WELL RECEIVED I SHARE IN CASEY'S CONCERN ABOUT THE STAFF UTILIZATION RIGHT NOW, UM AND JUST KIND OF, UH, THE FAST PACE NATURE OF THIS, UM, GIVEN THAT IT'S OVER HALFWAY THROUGH APRIL, AND, UM THERE'S A LOT TO BE DETERMINED. UM TO, I WOULD. I THINK THIS IS SOMETHING THAT IS OBVIOUSLY WORTH DISCUSSING. BUT I DON'T KNOW IF I CAN AUTHORIZE LIKE I'LL GO AHEAD TONIGHT ON THIS GIVEN BUT, UM WE DON'T HAVE ALL WE DON'T HAVE ALL THE [01:35:08] INFORMATION. OK UH, IT PAYS COUNCIL DOESN'T WANT TO MOVE FORWARD. WE CANCEL IT AND FINE. I DON'T NEED TO DO IT AND SPEND THE TIME LIKE I HAVE SO WE CAN JUST CANCEL THE EVENTS AND PULL IT WHICH IS COOL. I'M RATHER NOT . BUT I'LL TAKE YOUR DIRECTION. I DON'T WANT IT TO II. I MEAN, I THINK IT'S A WORTHY DISCUSSION. I JUST THINK THAT WE NEED MORE TIME. I THINK ANYBODY CAN. IS IT TOO LATE TO FOLD THIS INTO JP D, THOUGH KIND OF FLY IT UNDER THEIR UMBRELLA. YOU. YOU. YOU'RE TOO LATE. YEAH. BUT WE I MEAN, I CAN ASK HIM, BUT BASED ON BASED TYPICALLY YOU WANNA GET 90 DAYS OUT. YOU SHOULD HAVE YOUR TOURNAMENT ONLINE. THROUGH PICKLE BALL BRACKETS TO MAKE SURE THAT YOU GET ENOUGH TIME TO HAVE PEOPLE VIEW IT. SIGN UP FOR IT AND GET THE NUMBERS THAT YOU WANT. WE HIT 90 DAYS THIS SATURDAY. YEAH. SO MELAMINE APPRECIATING YOU PUT A LOT OF TIME AND EFFORT INTO THIS, AND, UH, THERE'S OBVIOUSLY A COMMUNITY INTEREST. I MEAN, WE CAN PUT ON A TOURNAMENT TOMORROW AND IT WOULD BE PACKED. THIS WOULD BE PACKED IN A SECOND TO LEAVE TO FILL UP IN FIVE MINUTES. BUT IF COUNCIL I MEAN YOU DON'T HAVE TO, YOU KNOW THE DATES ARE IMPORTANT. YOU KNOW, THESE SCHEDULES ARE WAY BETTER THAN THE REST OF US, YOU KNOW, IS THAT WAS DID YOU LOOK AT THE CALENDAR AND FOUND LIKE THIS PERFECT HOLE ON THE TOURNAMENT SCHEDULE, AND IT ALL HERE IS WHERE WE SHOULD SEE. WE LOOKED AT OTHER TOURNAMENTS IN OHIO. WE LOOKED AND AVAILABILITY FOR WEEKENDS. WE LOOKED AT SUNSETS AS FAR AS WHAT WOULD GIVE ME AT LEAST THE GREATEST AMOUNT OF TIME TO MAKE SURE WE HAVE THE MOST POSSIBLE DAYLIGHT. UM, YEAH, WE LOOKED AT OK, DO ALL THOSE THINGS BUT WE'RE GONNA DO THE LEAGUE EIGHT WEEKS BEFORE IT AND RIGHT BEFORE THE TOURNAMENT SO THAT WE WOULDN'T BUMP UP AGAINST THE WHOLE THING THAT AND YOU'RE SAYING WE ARE YOU TALKING ABOUT THE JOINT PARKS? YOU'RE YOU'RE WORKING. THAT'S THE WAY THAT YOU'RE THIS DISCUSSIONS HAVE BEEN WITH JOINT CLERKS. PARKS ARE DOING THE LAKES RIGHT IN THE IN THE CLASSES. UH, THEY'RE JUST DOING THE CLASSES START ON MONDAY. WE'RE MANAGING THE LEGS. WE WOULD MANAGE THE LEAGUE, WHICH MANAGING THE LEAGUES IS, IN ESSENCE THEM. THE ONLY THING THAT WE WOULD NEED IS ONE PERSON OUT THERE FOR THE LEAGUE JUST TO COLLECT SCORES. YEAH, WHICH I WAS GONNA DO ON MY OWN. AND THAT WAS $4800 IN REVENUE, NO EXPENSES. THAT'S OK. I I'M GOOD. I'M SORRY I DO WHEN WE ORIGINALLY DID ALL THIS. THE ONLY THING I HEARD SPECIFICALLY FROM MR DICK WAS I'D LIKE TO GET SPONSORS. I'D LIKE TO HAVE PEOPLE GET INVOLVED WITH THIS WHICH I WAS DOING. WE'D LIKE TO GET SOME REVENUE OUT THERE TO START GENERATING TO PAY FOR SOME OF THE EXPENSES OF THE NEW NETS OR THE WINDSCREENS, AND THIS WAS JUST A VEHICLE TO DO IT AND IF WE DON'T DO IT, THEN THERE'S THAT REVENUE STREAM STUFF THERE, WHICH YOU KNOW THEY JUST BUDGET THROUGH THE GENERAL FUND AND PEOPLE. I MEAN, I, I WOULD, UH I WOULD BE DISAPPOINTED IF THE JOINT PARKS DISTRICT WOULD SAY YOU KNOW THIS AGAIN. YOU'RE PUTTING ON THE TOURNAMENT NOW FOR THE BENEFIT OF THE COMMUNITY THAT GETS PARTICIPATED AND PLAYING IN AND ENJOY THE NICE FACILITIES. BUT YOU ARE USING THIS TO GENERATE SOME LEVEL OF REVENUE. I WOULD HOPE TO JOIN PARKS WOULD LOOK AT THAT AS A AS THE SAME OPPORTUNITY THAT THE FACILITY THAT THEY'RE UTILIZING I THINK THEY WOULD BE EXCITED. AND IF WE COULD PUT THAT IF WE IF WE COULD AGREE WITH THEM TO DEDICATE THIS REVENUE IN A IN A FUND WITHIN THE CITY TO AGAIN SORT OF OFFSET THE COST FOR THE FUTURE ENHANCEMENTS. WELL, WE TALKED ABOUT AT LENGTH. UM YOU KNOW, MAYBE WE DO SEVERAL TOURNAMENTS OVER TIME. AND IF WE GET A COVER OVER IT, YOU KNOW THIS. I MEAN, THIS COULD START TO. I WON'T SAY SO SELF FUND ITSELF BECAUSE IT'S A PRETTY SUBSTANTIAL INVESTMENT. BUT UNLIKE A LOT OF OTHER THINGS THAT WE'VE TRIED, THIS ACTUALLY DOES HAVE THE OPPORTUNITY FOR REVENUE STREAM. I DON'T KNOW OF ANOTHER PLACE IN THE CITY THAT COULD GENERATE MORE REVENUE THAN POTENTIALLY THE COURTS GOOD, ESPECIALLY IF YOU QUIT. COVERED EIGHT OF THEM. SO I MEAN, WOULD IT DO YOU THINK YOU COULD JUST TALK TO THE JOINT PARKS BETWEEN NOW AND OUR NEXT MEETING AND SEE WHAT WHAT? WHAT'S THE ART OF THE POSSIBLE OF AS FAR AS THEM SORT OF LEADING THE CHARGE AS FAR AS RUNNING. THEY COULDN'T DO THAT, BUT I ALMOST I MEAN, I'LL TALK TO JOE. MAYBE JOE SHOULD TAKE THE LEAD ON THAT. I THINK I THINK IF THEY CAN TAKE TAKE THAT OVER I MEAN, I. I THINK THAT THERE WOULD I. I TOTALLY AGREE IT WOULD BE A WIN WIN FOR THE JOINT PARKS. IF YOU WIN FOR THE CITY, IT'D BE WIN FOR THE COMMUNITY TO BE ABLE TO HAVE THE ABILITY TO PLAY PICKLEBALL IN THESE BEAUTIFUL COURTS THAT YOU KNOW CLEARLY WANT. WELL, LET ME ASK THIS QUESTION A LITTLE BIT THERE TO MATT, WHICH I HATE TO PUT YOU ON THE SPOT LIKE THIS, BUT, UM YOU KNOW, HAVING THAT AGAIN THE OPPORTUNITY FOR REVENUE STREAM THE OPPORTUNITY FOR A GREAT TOURNAMENT IN LOT OF PARTICIPATION. I MEAN, IS THERE SUCH A THING AS A TOURNAMENT DIRECTOR? AND IS THAT AN APPROPRIATE ROLE FOR YOU TO FILL? I MEAN, THERE'S NO ONE HERE MORE PASSIONATE ABOUT PICK A BALL THAN YOU ARE. YOU'VE YOU'VE FORGOTTEN MORE ABOUT IT THAN WE KNOW. AND HAVING YOUR [01:40:04] YOU KNOW, EXPERTISE AND PASSION LITERALLY AT THE TABLE, SO TO SPEAK. MAKING THIS THING HAPPEN, YOU KNOW WHICH THANK YOU FOR YOUR VOLUNTEER EFFORT ON THIS. I MEAN, IS THAT IS THAT IS THAT A THING? IS THAT SOMETHING THAT THESE TOURNAMENTS HAVE DO HAVE A TOURNAMENT DIRECTOR? THAT WAS GONNA BE ME WITH THE CITY. UM BUT I'LL LET THE JOINT PARTNER DECIDE WHAT THEY WANT TO DO THERE BECAUSE THAT'LL BE KIND OF THEIR THING. ALL RIGHT. WELL, I MEAN, I WILL DEFINITELY HELP. YEAH, I JUST, YOU KNOW AGAIN, I LET THEM MAKE DECISIONS BECAUSE I MEAN, AS LONG AS YOU'RE NOT BEING COMPENSATED, I DON'T SEE THERE'S ANY CONFIDENCE IN YOU. I WOULD FEEL HE WAS IN THAT ROOM. BUT GIVEN HIS KNOWLEDGE, I MEAN, IF YOU WIN THE TOURNAMENT, YOU SHOULD KEEP THE MONEY. DON'T GET ME WRONG. I WAS NOT EVEN PLAYING. YOU'RE NOT EVEN GONNA PLAY, OK? YEAH WELL, ACTUALLY, I PROBABLY WILL. NOW IF THIS DOES IF THEY ARE ABLE TO PULL THIS OFF, UM I WOULD PROBABLY PLAY BECAUSE I WOULDN'T BE TOO MUCH INVOLVED IN IT. YEAH. I I FEEL CONFIDENT FOR THIS TOURNAMENT SPECIFICALLY. YOU CAN GO LIVE WITH YOUR REGISTRATION. IT'S GONNA GET ON ONE WAY OR THE OTHER. WE CAN'T GO BECAUSE, UM, YOU'RE GONNA HAVE IT WOULD NOT GO THROUGH THE CITY ANYMORE. IT HAS TO GO THROUGH THE JOINT PARKS. UM, THEY HAVE AN ACCOUNT WITH STRIPE. BUT THE WAY THIS CBA BRACKET SOFTWARE, IT'S ALL IT'S ALIGNED TO US RIGHT NOW, WHICH I WOULD SHUT DOWN. UH, I IT WILL BE EASY TO SHUT DOWN BECAUSE WE HAVEN'T GONE LIVE YET, SO I'LL JUST TAKE IT OFFLINE AND THEY HAVE THEY'LL HAVE TO START. FROM SCRATCH AND BUILD THIS UP, SO BY THE TIME THEY GET EVERYTHING SET, WE MIGHT BE 45. OUT 60 DAYS. I MEAN , THE FACT THAT WE'RE YOU KNOW, THE CITY TAKES A WHILE TO GET THAT. YEAH, THE FACT OF THE CITY. THE CITY IS A MEMBER OF THE JOINT PARKS DISTRICT. I MEAN, I DON'T WANNA GO ON THE FLY HERE AND ASK THE ATTORNEY TO, YOU KNOW, THROW OUT AAA SUGGESTION, BUT YOU KNOW IF IT'S IF IT'S AN AN ASSET OR APPLICATION THAT WE HAVE SECURED I DON'T KNOW. THEY HAVE THE SAME AS THERE'S GOTTA BE AN ABILITY TO TRANSFER THAT FOR THEIR USE. THEY HAVE YEAH, YOU WOULD THINK BUT WHAT IT'S YOU KNOW, BETTER OR NOT. IT'S ALIGNED TO THE CLUB , RIGHT? AND WE ARE THE NEW ALBANY CITY IS THE CLUB THAT IT'S ALIGNED TO JOINT PARKS SET UP NEW ALL BE A PICKLE BALL CLUB IS THEIRS, SO IN ORDER FOR THEM TO USE THAT SOFTWARE, THEY WOULD HAVE TO INITIATE THEY THEY CAN'T TRANSLATE HAVE TO INITIATE THE WHOLE THING ALIGNED TO THEIR CLUB. SO THERE'S TWO CLUBS. I DON'T UNDERSTAND. ONLY BY NOW THERE'S NOT NUMBERS. THERE'S NOTHING AND IT JUST IT. THAT'S ALL JUST FOR THE PICKLE BALL BRACKET SOFTWARE. WE CAN'T ENTER AS A CITY OR WE COULD DO AS A CITY, BUT IT'S THEY REGISTER AS CLUBS IN ORDER TO RUN A TOURNAMENT. SO WE'RE A CITY ENTITY, BUT IT'S IN THEIR SOFTWARE. IT'S KNOWN AS C. I MEAN, I, I WANNA DO EVERYTHING WE CAN TO HAVE THIS THING GO LIVE. THAT THAT'S MY GOAL. SO IF WE CAN TALK TO THE JOINT PARKS, UM I THINK THAT FEELS LIKE THERE'S COUNCILS OF SUPPORT FOR THAT, UM SO WE JUST SPREAD THE PARTNERSHIP A LITTLE BIT. UM I MEAN, IDEALLY, WE COULD DESIGNATE AND THIS IS A CONVERSATION. MAYBE JOE HAS WITH DAVE ABOUT DESIGNATING WHATEVER FUNDS ARE RAISED FROM ANY, YOU KNOW, TOURNAMENTS OR EVENTS. EVEN LEAGUES, WHATEVER, AT THE PICKLEBALL FACILITY. GOES INTO A FUND TO YOU KNOW, I KNOW. WE ASKED THE BATHROOMS THE YOU KNOW THE RECREATION AREA, THE PUBLIC GATHERING AREA WITH THE FIRE PIT THAT GOES BA. BASICALLY, EVERYTHING GOES INTO A BUCKET. AND WE GET TO A POINT WE CAN ACTUALLY MOVE FORWARD ON THAT. ABSOLUTELY. I THINK THAT'S A REALLY GREAT IDEA. AND I THINK IT WILL MAKE A LOT OF MONEY. WELL AND I. I THINK IF PEOPLE KNEW THAT TOO THAT HEY, IF YOU COME HERE AND PLAY LIKE YOU KNOW? YES MAKE A GOOD TIME, AND YOU'RE GONNA WALK AWAY WITH A HECK OF A GOLDEN PICKLE. UM IS THAT WHAT YOU GET? I DON'T KNOW. IT JUST SOUNDS CRAZY. UM BUT YOU'RE ALSO THE FUNDS THAT ARE BEING GENERATED FOR THE ARE GOING BACK INTO THE FACILITY. IT'S NOT LIKE SOMEONE'S WALKING AWAY WITH, YOU KNOW, YOU KNOW, I DON'T HAVE TO BE NEGOTIATED WITH THE NEW CONTRACT BECAUSE THAT'S NOT CURRENTLY IN OUR LANGUAGE. OUR LANGUAGE WAS REIMBURSING THEM, NOT THEM, REIMBURSING US. REB WHO'S THE JOINT PARKS? WE HAVE A THE CONTRACT THAT WE HAVE WRITTEN STATES THAT WE WOULD REIMBURSE THEM, RIGHT. RIGHT BUT THEN IT DID. YEAH, THAT DIDN'T CONTEMPLATE TURN TOILET. YEAH, I GOT IT. YEAH UNDERSTOOD ALL THAT. YEAH. I NEVER VIEW THE REST OF THAT AS A AS A AS A MONEY MAKING VENTURE. THIS CERTAINLY IS OK. WELL AGAIN. I YOU KNOW, I APPRECIATE YOUR I'M SORRY, STAFF. I'LL SAY I'M SORRY . THAT UH HAVE YOU ALL DID WHAT YOU DID SO FAR TO PUT YOUR TIME IN. I APPRECIATE ALL THAT. THE LOGO IS AWESOME, MIKE. THANKS I THINK SOME OF THAT STUFF WILL STILL DO BECAUSE IT WAS MORE TOURNAMENT OR NOT, A MORE PICKLEBALL RELATED. SO THE YOU KNOW, THE ELECTRIC THE WI FI. MAYBE YOU KNOW THE LIGHTS AND [01:45:04] EVERYTHING. THAT'S GOOD, SO WE'LL CONTINUE. I GUESS ON THAT RIGHT, JOE. IT'S WE'LL JUST PUNT ON EVERYTHING ELSE. JIM. ALL RIGHT, JUST FREED UP MY CALENDAR FOR THE REST OF THE YEAR. ALL RIGHT, UH, ANY OTHER CO COMMENT I MOVE THAT WE ADJOURN TO EXECUTIVE SESSION PURSUANT TO [17.
