AND THE WEEK IN WHICH THE DATE FALLS AS POLICE WE AND WHEREAS THERE ARE MORE THAN 800,000 SWORN LAW ENFORCEMENT OFFICERS OF THE UNITED STATES OVER 27,000 EMPLOYED IN THE STATE OF OHIO BY AROUND 900, LOCAL LAW ENFORCEMENT AGENCIES AND 30 SWORN OFFICERS CURRENTLY SERVING THE CITY OF NEW ALBANY, WHEREAS IN ALBANY POLICE DEPARTMENT IS DEDICATED TO OUR CITY'S MISSION AND VALUES BY PROVIDING SUPERIOR LAW ENFORCEMENT SERVICES WITH A COMMITMENT TO OUR COMMUNITY. HOWEVER IT'S OUR INTENTION TO INCREASE THE FREQUENCY OF THESE EVALUATIONS. UM, THAT WAY. WE'RE GETTING A MORE DATA DRIVEN APPROACH TO HOW WE MANAGE AND MAINTAIN OUR ROADWAYS. SO ULTIMATELY WHAT YOU'RE GONNA SEE HERE IS, UM, WE HAVE 100 AND 91,000 SQUARE YARDS OF MILL AND OVERLAY, UM, WITH A NUMBER OF STREETS THAT SELECTED FOR THAT, AND THAT'S GENERALLY OUR OUR BREAD AND BUTTER. UM, FOR OUR, UH, MAINTENANCE OF ROADWAYS. UM IF YOU NOTICE WE HAVE A NUMBER OF OUR LARGER ARTERIA ARTERIAL ROADWAYS NOTED HERE IN PARTICULAR US 62. THE GOAL FOR THIS YEAR'S STREET PROGRAM WAS TO TRY AND ADDRESS UM, THE MORE VISIBLE STREETS AS PEOPLE COME IN AND OUT OF TOWN. UM THAT WAY. THERE'S A BETTER AESTHETIC LOOK TO THEM, UM, ESPECIALLY WHEN THERE'S A LOT OF CRACK SEAL AND, UH, SURFACE CRACKING. THAT'S NOTED, UM, IN ADDITION TO OUR MILL AND OVERLAY , UM, WE DO HAVE A CRACK FILL, UM, PROGRAM, WHICH IS GENERALLY KIND OF THE FIRST. UH, SALVO IN OUR MAINTENANCE. UH, REPERTOIRE IF YOU WILL, UM AS CRACKS TEND TO CREATE POTHOLES AS WATER MIGRATES INTO THEM OVER TIME, AND THEN FREEZE TO OCCURS SO ON THE STREETS THAT ARE JUST CRACKED, THAT ARE NOT QUITE READY FOR A MILL AND OVERLAY. OBVIOUSLY MILL AND OVERLAY IS SUBSTANTIALLY MORE EXPENSIVE THAN CRACK FILLING. UM, GENERALLY, WE'LL START WITH THE FILL AND THEN YOU KNOW, AS THAT BEGINS TO DETERIORATE OVER TIME, WE WILL MOVE TO A ME AND OVERLAY. UM SO THERE'S ACTUALLY A STREET UP THERE. THAT UH SO THIS EXHIBIT THAT I HAVE BEFORE YOU I MADE A FEW MINOR ALTERATIONS TO IT WITHIN THE LAST COUPLE OF AND, UH, WE SENT THIS TO CLERK MASON. UM SO ULTIMATELY THE MICRO THAT YOU SEE ON THERE. THAT IS A MICRO OVERLAY, UM, WHICH IS INDEED A FINE PRODUCT FOR MAINTAINING ROADWAYS. HOWEVER WE'VE HAD SOME ISSUES IN THE PAST, UM WITH PERFORMANCE OF THAT MICRO OVERLAY, AND, UH, BECAUSE OF THAT WE ARE GOING TO SCRAP THAT OUT OF THIS YEAR'S PROGRAM. WHAT WE HAVE TIME TO FURTHER EVALUATE, UM IN FUTURE PROGRAMS MOVING FORWARD, SO ULTIMATELY, ANYTHING YOU SEE IS MICRO, WHICH WOULD BE, UH, MORSE ROAD DOWN ON THE SOUTH. AND THEY, UM JUST TO REMIND ME IS THE MICRO THE KIND OF THE BLACK KIND OF SPRAY THAT GOES ON TOP OF IT. THERE'S ACTUALLY YES AND NO. SO THERE IS RECLAM, WHICH IS SOMETHING I'LL DESCRIBE HERE A LITTLE BIT LATER. THAT IS INDEED A BLACK SPRAY. UM THE, UH, MICRO SURFACING IS ALMOST LIKE A SEAL COAT. IT'S MORE SO JUST KIND OF MAINTENANCE OF THE PAVEMENT SURFACE, PREVENTING WATER INTRUSION. UM, SO ULTIMATELY WE, UM TALK A LITTLE BIT MORE ABOUT THE RECITE HERE IN THE NEXT SLIDE, BUT ULTIMATELY WITH THE MICRO SURFACING. UM WE HAD SOME ISSUES WITH IT PEELING UP. UM I BELIEVE ON REYNOLDSBURG NEW ALBANY ROAD IN PARTICULAR. UM AND SO WE'VE DISCUSSED THAT WITH OUR CONTRACTOR QUITE A BIT, AND WE THINK THAT THERE ARE WAYS TO IMPROVE THAT MICRO SERVICING FUTURE PROGRAMS. BUT UM, DUE TO THE PAST PERFORMANCE ISSUES WE'RE LOOKING AT JUST MILLING AND OVERLAYING THOSE FOR THIS YEAR, HOWEVER, WE WILL CERTAINLY RE EVALUATE THE USE OF THE MICROS SURFACING, MOVING FORWARD. SO ULTIMATELY, WHAT WE'RE GOING TO DO HERE IS ELIMINATE THE MICROS SURFACING DOWN THERE AT MORRISON BEACH. AND THEN UM, I BELIEVE STATE ROUTE 605 IS ALSO CALLED OUT FOR IT. WE WILL BE DOING A MILL AND OVERLAY THERE. UM, SO SOMETHING I WANT TO DISCUSS AS WELL AS WE'RE ATTEMPTING A PRI, UH, A PILOT PROGRAM THIS YEAR. UM WHERE WE'RE GONNA PROPOSE UTILIZING WHAT'S CALLED GLASS PAVE 25, WHICH IS A TYPE OF ASPHALT FIBER MATTING. UM, WHAT IT ULTIMATELY DOES? IS IT DELAYS THE, UH, REFLECTION OF CRACKING THROUGH A MILD AND OVERLAID SURFACE, SO ULTIMATELY THE IDEA IS THAT IT WILL EXTEND OUR YOU KNOW MAINTENANCE REQUIREMENTS SO THAT RATHER THAN MILLING, AN OVERLAYING SAY EVERY FIVE YEARS MAYBE WE GET AWAY WITH EVERY GAME. SO ULTIMATELY WE'RE GONNA TRY THAT OUT ON US 62 AND, UH, WALTON PARKWAY UP THE STATE ROUTE 605. AND THEN THERE'S ONE OTHER STREET AS WELL, UM, THAT I ISN'T RINGING A BELL RIGHT NOW. OF THE ROADWAY SUB BASE UP BELOW IT AND THEN ALSO REPLACEMENT OF THE PAVEMENT ITSELF. SO ULTIMATELY YOU'LL NOTICE THAT, UM, AREAS 23456 ARE ON STATE ROUTE 605 SOUTH, THE US 62. SO THIS IS THE AREA THAT WE HAD ORIGINALLY SLATED FOR MICRO SURFACING. UM THAT KIND OF SURFACE PREP IS REALLY NECESSARY IN ORDER TO GET THE BEST PERFORMANCE OUT OF THE MICROS SURFACING. BUT SINCE ULTIMATELY WE'RE GONNA ROLL WITH THE MIC MICRO OR I'M SORRY. THE MILL AND OVERLAY INSTEAD. UM, THIS IS THE RECLAM, UM MAP HERE, SO NOTICE WE ONLY HAVE ABOUT FIVE AREAS NOTED FOR THAT, AND THEN IF YOU LOOK AT NUMBER FOUR RIGHT THERE, THAT'S SOUTHFIELD ROAD, SO THAT ULTIMATELY WE ARE TRYING TO OR WE ARE PLANNING TO NOT UTILIZE THIS WITHIN RESIDENTIAL AREAS, PARTICULARLY WHEN THERE IS A DRIVEWAY THAT IMMEDIATELY ABUTS THE ROADWAY. SO THEREFORE IT HAS, UM YOU KNOW BETTER PERFORMANCE OVER TIME, BECAUSE WHEN ASPHALT HITS BRITTLE, IT STARTS TO CRACK AND, UM, CAUSE SOME ISSUES, SO THIS IS SOMETHING THAT YOU WOULD DO EARLY ON IN THE STREETS, LIFE JUST TO TRY AND REDUCE OX. OF THE ASPHALT BINDER IN THE PAVEMENT. HOWEVER THIS IS JUST ONE OF MANY TOOLS IN OUR REPERTOIRE. SO UM, BETWEEN THE RECLAM AND THE MICROS SURFACING, WE'RE BEING A LITTLE MORE SELECTIVE IN ITS USE. UM JUST BECAUSE WE DON'T MAKE TOO MANY, UH RESIDENTS ANGRY WITH THE RESULTS OF IT, SO, UM, ULTIMATELY AS I MENTIONED BEFORE . SO WE'RE GONNA TAKE ABOUT A MILLION DOLLARS THAT WE HAD PLANNED FOR THOSE PROJECTS AND ROLL IT INTO THE STREET PROGRAM. AND THEN THERE'S ALSO SOME, UH, BUSINESS PARK MAINTENANCE FUNDS. UM THAT JOE HAD BROUGHT TO MIKE'S ATTENTION THAT WE'RE GONNA BE ABLE TO DRAW SOME MONEY FROM AS WELL, UM, SO OBVIOUSLY THIS IS A LITTLE BIT MORE ROBUST THAN WHAT WE'VE REQUESTED IN THE PAST. AND ULTIMATELY, IT JUST HAS TO DO WITH THE FACT THAT YOU KNOW WE HAD VERY NEW INFRASTRUCTURE TODAY, AND IT'S BEGINNING TO AGE AND ULTIMATELY, YOU KNOW, IN ORDER TO PROPERLY TAKE CARE OF OUR INFRASTRUCTURE.
