[VI. Food Waste Compost Working Group Report]
[00:02:10]
PILOT PROJECT FOR, UH, COMPOST. UH, CURBSIDE COMPOST. SO ONE OF OUR FIRST ITEMS I THINK WAS ABOUT YOU KNOW, AT THE EARTH PEAK ORGANICS PRESENTATION. THAT WAS WHAT A COUPLE OF MONTHS AGO.
UM QUESTION CAME UP AS TO HOW ARE THINGS GOING WITH THEM, ESPECIALLY WITH THE CITY OF BEXLEY. UM YOU KNOW, I THINK I WAS PERSONALLY IMPRESSED WITH EARTH BEAKS PRESENTATION.
ALTHOUGH THEY DID A NICE JOB. UH, THEY SEEM VERY INTERESTED IN WORKING WITH US. BUT IT DID SOUND LIKE UH, WAS IT YOU, CHELSEA AND ADRIAN THAT MET WITH OR SPOKE WITH SOMEBODY I GUESS FROM BAXLEY. UM, AND IT DIDN'T SOUND LIKE THEY WERE GIVING A GLOWING REPORT. TO EARTH PEAK AS FAR AS CUSTOMER SERVICE AND, UM YOU KNOW, JUST THEIR ABILITY TO COMMUNICATE, GET THINGS DONE.
UM, WHICH GIVES US PAUSE THAT THEY ALSO TALKED ABOUT, YOU KNOW, THEY CAME AND MET WITH ME AT SCHOOL, THE SAME TO, UM BRIAN. I CAN'T REMEMBER THE OTHER GUY'S NAME. UM SHE TALKED ABOUT COMPOST AT SCHOOL. AND YOU KNOW THE END RESULT WAS THEY WERE GOING TO FOLLOW UP WITH ME ABOUT GETTING A QUOTE FOR NEXT YEAR. UH, WOULD THAT BE COMPARABLE OR OR MAYBE BETTER THAN OUR CURRENT QUOTE WOULD GO ZERO. AND YOU KNOW, I NEVER HEARD BACK FROM THEM. I HAVEN'T HEARD ANYTHING FROM THEM. SO, UM I THINK THE TAKEAWAY WAS PROBABLY IF WE CAN MAKE SOMETHING WORK WITH TO ZERO OR I GET IF THERE'S ANY OTHER CANDIDATES OUT THERE THEN WE SHOULD GO A DIFFERENT ROUTE. AND SO IT SOUNDS LIKE, UM CHELSEA AND THE CITY HAS ALREADY MET WITH GO ZERO AND THAT THEY DO HAVE SOME INTEREST, AT LEAST IN PURSUING A PILOT PROJECT FOR CURBSIDE COMPOST. YOU KNOW, I PERSONALLY HAVE BEEN REALLY PLEASED WITH THE, UM AT THE SCHOOL LEVEL. I THINK THEIR CUSTOMER SERVICE IS REALLY STRONG. I THINK THEY'RE PRETTY RESPONSIVE. UM THEY'VE BEEN HARASSED US A LITTLE BIT ABOUT OUR CONTAMINATION, BUT, UH PROBABLY DESERVED I, UH BUT I AND I THINK THEY'RE PRETTY WELL ESTABLISHED. I THINK THEY'VE GOT A LOT OF THINGS GOING FOR THEM. SO UM, YOU KNOW, I THINK IF THAT WORKS OUT, I THINK THAT THAT'D BE REALLY REALLY GREAT. AND THEN , UH, I GUESS THE OTHER THING WE SPOKE ABOUT WAS, UH SWECO AND HOW THEY MIGHT BE ABLE TO HELP US. UH AND WE'RE HOPING TO MAYBE WRITE SOME GRANTS WITH THEM, SO I THINK IT'S ON OUR AGENDA HERE LATER ABOUT MAKING A MOTION TO RECOMMEND THAT WE GET THAT PROCESS STARTED, UH, THE TWO PIECES FOR THAT COULD BE BOTH TO SUPPORT OUR, UM CURBSIDE, UH, PILOT PROJECT THAT COULD BE ONE GRANT AND THEN POTENTIALLY GET SOME MONEY TO HELP US WITH THE,
[00:05:01]
UH, CAMP POSTING AT AND MAYBE RECYCLING. AT SOME CITY EVENTS, SO I THINK WE'RE KEEPING THINGS MOVING ON THAT. I THINK IT SEEMS LIKE YOU KNOW, IT SEEMS LIKE YOU CHELSEA AND ADRIAN BEEN DOING SOME GREAT STUFF, YOU KNOW, KIND OF GETTING THE BALL KEEPING THE BALL ROLLING ON THOSE THINGS, SO I'M EXCITED. I THINK THOSE ARE SOME REALLY GOOD PROJECTS. MY FORGETTING ANYTHING. I DON'T THINK SO. SO IT'S ONLY BETWEEN FORGET THE NAME OF THAT. THE NON AND, UH, GO ZERO. YEAH, THAT'S A GREAT QUESTION. THERE WAS ONE OTHER NAME THAT CAME UP SHOULD HAVE BROUGHT ALL MY NOTES. YOU REMEMBER IT? AND ANOTHER COMPOSTING ORGANIZATION. YEAH, THOSE ARE THE TWO THAT WE'VE SPOKE TO SO FAR, AND WE ARE EXPLORING WHAT OTHERS OTHER OPTIONS. WE HAVEN'T REACHED OUT TO ANY OTHER COMPANIES YET. WOULD IT BE? I MEAN, THAT SUGGESTED WE DO THIS, BUT JUST CURIOUS RFP PROCESS OR ANYTHING LIKE THAT OR NOT. YEAH THAT'S SOMETHING WE'LL HAVE TO ONCE WE GET FURTHER INTO FIGURING OUT WHAT EXACTLY WE WANNA DO WITH THE PROGRAM. WHETHER IT'S STARTING WITH THE PILOT AND WORKING OUT THOSE DETAILS. ONCE WE HAVE THE DETAILS WORKED OUT, WE'LL HAVE TO FIGURE OUT WHETHER WE'RE GONNA DO AN RFP AND WHAT THAT PROCESS WILL LOOK LIKE, SO THAT'S ALL PART OF IT. ALRIGHT. THANK YOU, PETE. UM IS NOW TURN IT OVER TO SCOTT TO TAKE US[VII. Business]
THROUGH THE ITEMS OF BUSINESS. OK THE, UH, FIRST ITEM WE HAVE ON THE AGENDA IS TO DISCUSS THE CONSORTIUM PROCESS WITH YOU, UM THIS IS A KIND OF IN THE CONTEXT OF JUST INFORMATION TO KEEP IN MIND AS WE ARE THINKING ABOUT THE CURBSIDE COMPOST. PROGRAM UM AND AS PETE MENTIONED, WE HAVE MET WITH SWO TO TALK ABOUT YOUR INTEREST IN THE PROGRAM. AND UH, WHEN WE MET WITH SWO THEY GAVE ADRIAN AND I AN OVERVIEW ON THE CONSORTIUM PROCESS SPECIFIC TO NEW ALBANY. BUT MIKE CERTAINLY KNOWS A LOT ABOUT THAT. SO I'M GOING TO TURN IT OVER TO HIM TO GO OVER WITH YOU. IF I'M LEAVE OUT ANYTHING YOU MIGHT HAVE GATHERED FROM YOUR MEETING, PLEASE. A YOU KNOW OUR YOU KNOW, SO I GUESS JUST FIRST OFF WACO IS, UH, YOU KNOW. THEY'RE THE ENTITY. THEY'RE A STATE APPOINTED ENTITY THAT BASICALLY OWNS AND REGULATES. THE FRANKLIN COUNTY LANDFILL. SO UM, ANYTHING , UH, ANY COMMUNITY WITHIN FRANKLIN COUNTY ALL OF THEIR, YOU KNOW, SOLID WASTE YARD WASTE RECYCLABLE, YOU KNOW? WELL, I GUESS RECYCLABLES GO ELSEWHERE, BUT, UH, THEY ALL END UP IN, UH, THE FRANKIE COUNTY LANDFILL, WHICH IS BASICALLY OWNED AND MAINTAINED BY WACO IS A STATE ENTITY, SO THEY THEY PRIMARY GOAL IS TO ENSURE THAT, UM YOU KNOW THEY ARE MEETING AND CONTINUING TO STRIVE TO MEET. UH, GOALS THAT HAVE BEEN ESTABLISHED BY THE OHIO EPA AS IT RELATES TO THE MANAGEMENT. AND A LOT OF A LOT OF THE, UM, THE MANAGEMENT OF THE, UH UH, LANDFILL ITSELF, AND A LOT OF THOSE PRIORITIES ARE JUST IN, YOU KNOW. REDUCTION IN HOW MUCH ACTUAL WASTE GETS TO THE LANDFILL. OBVIOUSLY THERE'S A FINITE SPACE THAT THEY'RE TRYING TO ACTIVELY MANAGE, AND THEY'VE BEEN INTRODUCED A LOT OF DIFFERENT PROGRAMS AND RESOURCES OVER THE YEARS TO HELP. UH, KIND OF MITIGATE THAT, UM AT THE SAME TIME, THEY ALSO ARE VERY HELPFUL. AND, UM BASICALLY BRINGING PEOPLE TO THE TABLE. UH TO PARTICIPATE IN A CONSORTIUM.YOU'RE NOT REQUIRED TO PARTICIPATE IN IT, BUT IT'S KIND OF LIKE, UH, IT'S BUYING SERVICE . JUST AT A, UH, AN ORDER OF MAGNITUDE PRICE. THAT YOU JUST WOULDN'T BE ABLE TO ACHIEVE ON YOUR OWN. SO WHEN, UM AND TRASH. YOU KNOW, SERVICE CONTRACTS GO OUT TO BID. SOO IS THE ONE THAT REALLY FACILITATES THAT FOR ALL OF THE MEMBER COMMUNITIES FOR THAT CONSORTIUM, THEY HAVE THE LEGAL EXPERTISE TO HAVE THE TECHNICAL EXPERTISE. UH, TO REALLY HELP, MANAGE AND GUIDE AND LEAD AND BE A RESOURCE. UM YOU KNOW, TO ITS PARTICIPANTS, UH, TO JUST TO ENSURE THAT WE'RE GONNA GET A SERVICE AND, UM, YOU KNOW, IN A IN A STANDARD THAT WOULD THAT WOULD MEET, YOU KNOW, BASICALLY WHAT THE STATE WOULD EXPECT IN A CERTAIN WHAT INDIVIDUAL COMMUNITIES WOULD EXPECT SO UM, WE ARE UH, GENERALLY WE HAVE A FIVE. GENERALLY, WE HAVE A THREE YEAR TERM. THESE THINGS GO A BIT EVERY THREE YEARS. IN THE PAST, THE MOST RECENT CONTRACT HAD A THREE YEAR TERM. IT HAD AN OPTION FOR TWO ONEYEAR EXTENSIONS. AND I THINK THE
[00:10:03]
UNIQUENESS AND MAYBE IT'S NOT REALLY A VALUE TO GRUMPY PER SE. BUT THE UNIQUENESS IS THAT THERE'S BEEN A LOT OF THINGS THAT HAVE HAPPENED OVER THE PAST THREE YEARS. PRICING HAS CHANGED SIGNIFICANTLY. SO UH, EARLIER THIS YEAR, YOU KNOW, THE CONSORTIUM COLLECTIVELY MADE THE DECISION THAT WE'RE GOING TO PARTICIPATE IN IN ANOTHER YEAR. OF THAT CONTRACT PRICE BECAUSE IT WAS DEFINITELY SOMETHING THAT WOULD NOT UH, IT WOULDN'T BE ACHIEVED BASED ON TODAY'S TODAY'S RATES. UM, BUT, UM SO TO THAT END, YOU KNOW THEY THEY HELP US, YOU KNOW TO UNDERSTAND WHAT PROGRAMS WOULD BE AVAILABLE TO HELP TO WORK WITH INDIVIDUAL COMMUNITIES TO SEE. ARE THERE CERTAIN THINGS THAT WE CAN TAILOR TO SERVICE WITHIN YOUR COMMUNITY? UH, YOU KNOW, YOU STILL HAVE KIND OF A MENU OF OPTIONS WHEN YOU PARTICIPATE WITHIN THE CONSORTIUM, SO IT'S NOT AS THOUGH EVERY COMMUNITY HAS THE SAME THING. BUT ALL OF IT IS BIT OUT IN A MUCH LARGER SCALE, AND THEN WE HAVE AN ABILITY TO KIND OF PICK THOSE SERVICES FROM WITHIN THAT, SO IT'S REALLY A, UM I THINK IT'S A GUIDING RESOURCE. IT'S A REGULATORY RESOURCE. UM THAT THAT WE LEAN ON QUITE A BIT, UH, JUST TO ENSURE THAT OUR THE WAYS THAT COME FROM NEW ALBANY IS MANAGED, UM, AS AS IT'S SUPPOSED TO BE MANAGED, THOUGH. CHELSEA. FILL IN THE GAPS, PLEASE.HE MIGHT HAVE SAID THIS BEFORE, BUT CONSORTIUM SO THAT MEANS WE'RE A PART OF WHAT? WITH WHO? WHO ELSE? UM. SO I DON'T THE.
SO FROM THIS, DO YOU? YOU JUST INFORMING US ABOUT THIS, OR IS THERE SOME.
LIKE THAT. YOU KNOW MORE. SO THAT'S WHY I CALL WOULD NOT BE. WE COULD.
MIGHT IT BE POSSIBLE TO HAVE LIKE A CLAUSE IN THE CONTRACT? IF LET'S SAY SO COMPOST? FACILITY. PICKED UP AND ALL THAT IT'S PUSHED BACK EVEN FURTHER, BUT SAY SONGS AND 2028 OR LATER IN 2027. COULD THERE BE A CLAUSE IN THE CONTRACT THAT SAYS IF IN LIGHT ONE PERSON IS MADE AVAILABLE THAT CAN BE REVISITED AND SUCH AND SUCH A DAY AFTER OR SOMETHING. YEAH AND SO JUST FOR
[00:15:09]
THE RECORD THIS YEAR, UM SO EVERY SO TO WACO IS REQUIRED TO HAVE A AN ACTIVE 15 YEAR PLAN IN PLACE AND THESE PLANS ARE BASICALLY THE DOCUMENTATION THAT THEY PROVIDE TO THE OHIO EPA TO BASICALLY A JUSTIFY THE FACT THAT YOU KNOW THEY'RE FOLLOWING THROUGH WITH THE OBJECTIVES THAT STATE HAS PUT IN PLACE. SO UM, WE THAT 15 YEAR PLAN IS SOMETHING THAT IS UPDATED EVERY FIVE YEARS. UH, WE JUST RECENTLY TOOK IT WAS EARLIER THIS YEAR, WE TOOK THE MOST RECENT UPDATE, UH, TO THEM, UH TO OUR CITY COUNCIL TO APPROVE AND ACCEPT. UM, BUT YOU KNOW, EVERY YEAR AND THIS YEAR IS A PRETTY SIGNIFICANT CHANGE AS WELL. BUT THEY'RE REALLY INCREASING. UM THOSE ELEMENTS ABOUT RELATED TO DIVERSION. AND UM, YOU KNOW, THERE ARE COMPOST AND CONSIDERATIONS. UH, EVERYTHING'S KIND OF BAKED INTO THIS, SO I THINK AT THE END OF THE DAY UH, YOU KNOW? SWO PROBABLY MORE THAN ANYONE IS VERY INTERESTED IN THOSE OPPORTUNITIES TO DIVERT.UH, YOU KNOW, OTHER, YOU KNOW THINGS THAT ARE OTHERWISE GOING TO BE IN THE LANDFILL. SO, UM UH, I'LL I WOULD IMAGINE THERE WILL BE THE OPTIONS FOR THINGS THAT WOULD COME ONLINE. THAT'S SOMETHING WE CAN DEFINITELY UM YOU KNOW? STATE AS A AS A PRIORITY. UM, I THINK THAT'S KIND OF BEEN CLEAR FOR US FOR A WHILE. SO, UM BUT YEAH, I. I THINK I THINK THOSE OPPORTUNITIES WILL BE ENCOURAGED BY WACO. UM SO, I. I DON'T THINK THAT THERE'D BE A CONTRACTUAL LIMITATION. IF SOMETHING WERE TO COME ON, KIND OF MID CONTRACT IS INTERESTING AS WELL. THANK YOU.
I THINK WE TALKED ABOUT THIS BEFORE. BUT WHO? WHO DOES OUR YARD WASTE? PICK IT. YEAH. SO, UM THE WACO IS BASICALLY ALL ABOUT THE LANDFILL. AND THEN THE CONSORTIUM IS THE ONE THAT PUTS TOGETHER ALL OF THE BIDS, AND THEY ARE THE ONES THAT HELP TO SELECT THE ACTUAL COLLECTION COMPANY. SO IN IN NEW ALBANY. THAT COLLECTION COMPANY IS RKE. OK SO THEY THEN RECYCLING AND YARD WASTE. THAT'S RIGHT. THEY DO SO THEN RUM HAS THEIR OWN RECYCLING FACILITY, WHICH IS WHERE THE MURPH WHERE THEY'RE BASICALLY TAKE ALL OF THEIR ALL EVERYTHING THAT THEY COLLECT YARD WASTE ALL THOSE TWO WAY SCALE LANDSCAPING COMPANIES MORE OR LESS, AND IT'S RECYCLED AND USED AS AS MULCH AND OTHER, UH LIKE ADDITIVES TO TOPSOIL AND THINGS LIKE THAT. AND THEN ALL OF THE SOLID WAYS. UH UH, UM GRUMPY, THEN TAKES TO THE FRANKLIN COUNTY LANDFILL. GOT IT.
SURE YOU MAKE A MOTION TO TABLE. IN A LANDSCAPING DISCUSSION AND SO FURTHER DATE. SECOND OH, YOU REALLY WANT HIM TO MR CONWAY? MISS GALLO? YES. MR A. YES. MISTER HAROLD? YES MR BARNES? YES, MOTION PASSES. OK, THE NEXT MATTER OF BUSINESS IS REGARDING, UH, THE SWO GRANT APPLICATION.
SO THE FIRST, UH, ITEM THAT WE SPOKE TO SWO ABOUT WITH REGARD TO, UH ZERO WASTE EVENTS IS THIS OPPORTUNITY FOR SUBMITTING AN APPLICATION FOR THE EVENT. WASTE REDUCTION GRANT. AND UH, WITH THIS GRANT, THE CITY COULD PURCHASE WHAT'S CALLED A WATER MONSTER. AND IT WOULD BE A FILLING STATION AS AN ALTERNATIVE TO BOTTLED WATER AT OUR EVENTS. WE WOULD BE LOOKING AT USING THIS AT THE SUN SUMMER CONCERT SERIES, WHICH IS FIVE CONCERTS AT THE AMPHITHEATER AND THEN, UM AT OR DIWALI CELEBRATION. UH LAST YEAR, THE CITY PURCHASED 2000 PLASTIC WATER BOTTLES, AND THOSE WERE FOR JUST TWO EVENTS. AND THIS FILLING STATION OR WATER TANK IS
[00:20:08]
EQUIVALENT TO 1016 OUNCE WATER BOTTLES. UM AND, UH, SHOULD WE APPLY FOR THE GRANT AND BE AWARDED THE FUNDS? WE WOULD ALSO BE ASKING AS PART OF THAT, GRANT? UM TO DO REUSABLE CUPS.SO YOU WOULD HAVE THE FILLING STATION AND REUSABLE CUPS IN PLACE OF THE PLASTIC WATER BOTTLES. AND SO STAFF IS ASKING IF YOU ARE IN SUPPORT OF THIS INITIATIVE, IF YOU WOULD LIKE TO MAKE A MOTION TO RECOMMEND THAT WE SUBMIT THE APPLICATION. UM BUT BEFORE YOU DO, SO I'D BE HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE. IS THE INTENT TO USE IT FOR EVENTS ONLY. IT'S NOT A PERMANENT FIXTURE, OR THERE IS , UH SO IT IS MOBILE AND IT WOULD BE THIS YEAR WE WOULD BE USING IT FOR THOSE EVENTS THAT I MENTIONED IF WE'RE AWARDED THE GRANT FUNDS, WE ACTUALLY ARE REQUIRED TO USE IT FOR THREE YEARS AFTERWARD. OH AWARDED THE GRANT, BUT WE WOULD USE IT FOR THAT TIME AND HOPEFULLY EVEN LONGER. UM I THINK THERE IS ALSO TALK ABOUT NEXT YEAR, USING IT FOR THE JUNETEENTH CELEBRATION. UM AND ANY OTHER CITY EVENTS. UH, POSSIBLY RENTING IT OUT TO THE PRIVATE EVENTS. UM YOU KNOW, FOUNDERS DAY OR ANY OF THE OTHER PRIVATE EVENTS WHERE ANYONE WOULD BE INTERESTED IN IN RENTING IT OUT AS WELL. UM THAT'S KIND OF THE IDEA.
CURRENTLY I'M JUST CURIOUS. HOW MUCH DOES IT COST AND WHAT WE BE APPLYING FOR ONE OR SO WE'RE APPLYING FOR ONE, AND WE CAN, UM REFILL THE TANK BEFORE IT RUNS OUT. WE'LL HAVE THE WATER TANK THERE WITH THE, UM THE FILTERED HOSE TO REFILL THE TANKS OR APPLYING FOR ONE AND THE GRANT IS BASED ON THE AMOUNT OF ATTENDEES SO OUR SIX EVENTS THIS YEAR. WE'RE EXPECTING ALL OF THEM TOGETHER WILL BRING OUT ABOUT 2000 PEOPLE. AND IF YOU HAVE BETWEEN 2000 ATTENDEES AND 10,000 ATTENDEES, YOU GET UP TO, UH $2000. SO THE WATER MONSTER AND THE ACCESSORIES THAT WILL GO WITH IT, UM, THE FILTER AND THE HOSE AND SOME OF THE OTHER ACCESSORIES. THEY ARE, UM, JUST OVER $2000. THE CITY IS REQUIRED TO COVER 20% OF THE TOTAL PROJECT. COST. SO WE WOULD BE, UH, COVERING A SMALL PORTION OF I THINK IT WAS LIKE 700 SOME DOLLARS AND THEN THEY WOULD BE COVERING, UM $2000 IF WE GET THE GRANT AND THEN OBVIOUSLY WE NEED CUPS. RIGHT? SO IT WILL BE THE YEAH. SO WE'RE LOOKING AT REUSABLE ALUMINUM CUPS. AND WE WILL ALSO BE, UH, PUTTING THE MESSAGE OUT THERE ENCOURAGING FOLKS TO BRING THEIR OWN WATER BOTTLES AS WELL. THE REASONABLE CUP. THE INTENT WAS THAT I. I TAKE A ALUMINUM CUP AND I TAKE THAT HOME WITH ME OR I'M LEAVING . YEAH IT'S LIKE A SOUVENIR. SORRY. OK, LET'S GO. THAT WOULD GET SUPER COOL. I REALLY LIKE IT. I UH I WONDER. IS THERE ANY WAY TO INCLUDE SORT OF A PLEDGE OF ANY KIND OF THE CITY IS PLANNING NOT TO USE PLASTIC WATER BOTTLES AT FUTURE EVENTS OR SOMETHING LIKE THAT, JUST TO GIVE IT A LITTLE MORE. YOU KNOW WHAT I'M SAYING? INSTEAD OF WE'RE WE'RE DOING THIS OBVIOUSLY IN PLACE OF PLASTIC WATER BOTTLES, BUT I THINK IT JUST BE A COOL MESSAGE. IF WE COULD SAY YOU KNOW, THE CITY OF NEW ALBANY PLEDGES NOT TO USE PLASTIC WATER BOTTLES AT CITYWIDE EVENTS OR SOMETHING LIKE THAT. OR MAYBE BY THIS DATE, YOU KNOW, WE'RE HOPING TO DO THAT BY THIS DATE.
IS AN IMPORTANT PART OF THAT. THAT'S A GREAT IDEA. CAUSE THERE'S A LOT OF EVENTS THAT ARE GONNA HAVE TO FIGURE THAT OUT. YEAH NEW ALBANY CLASSIC IS JUMPING INTO MY HEAD RIGHT NOW THAT YOU KNOW THEY HAVE ALL THOSE WATERS AND YEAH, I GUESS IT'S TRUE. YEAH, WE CAN. THE CITY CAN ONLY CONTROL. OUR EVENTS, BUT THEN THE PRIVATE ENCOURAGE OTHERS TO YEAH, THAT'S MORE OF A PERIOD FROM US. AND INSTEAD OF BUYING WATER BOTTLES, BUT, UM IT'LL BE HARDER TO ENFORCE WITH THEM. YEAH, I THINK IF YOU HAVE LIKE A GUIDE BECAUSE IT'S I'M SURE THERE'S LIKE A
[00:25:06]
LIST OF RULES FOR ANY EVENT THAT IS CITYWIDE OR SOMETHING LIKE THAT, RIGHT? LIKE YOU SAID, WHERE. YOU WOULD TRY TO PUSH THE USE OF WATER MONSTER, BUT I THINK, GENERALLY SPEAKING. TO BE MORE SUSTAINABLE. UH, RECOMMENDATIONS. WHETHER THEY THEY DON'T HAVE TOO MUCH MORE WITH IT. BUT PREFERRED AND GIVE AN ALTERNATIVE FOR IT'S BEEN MORE COMMONPLACE, RIGHT? ALL RIGHT. ANY OTHER QUESTIONS? ON THIS. MM. UH, WE WOULD JUST BE LOOKING FOR YOU TO, UH, MAKE A MOTION THAT YOU RECOMMEND FOR US TO SUBMIT THE APPLICATION IF YOU SO CHOOSE. I'LL DO IT, BUT I HAVE TO BACK UP BECAUSE MY MIC IS TOO LOUD TO MOVE THAT ST SUBMIT, UH, WEO EVENT WASTE REDUCTION GRANT. TO BE USED FOR FUTURE EVENTS AND NEW AL OK? THAT MR BARNES SECOND, OK? MS GALLO? YES, MR BARNES. YES MR HAROLD? YES, MR CONWAY? YES. MOTION PASSES. RIGHT? SO UH,[VIII. Other Business]
MOVING RIGHT ALONG. UM WE'RE GONNA HAVE LILY GIVE YOU AN UPDATE ON HER, UH, GROUPS GREAT PROJECTS. OH, SO ONE OF MY DATA THAT I GOT SO WE GOT OUR SIGNS. AND BEFORE WE PUT IT OUT, WE DID SOME PRETESTING IN THE PARENT DROP OFF LOT BY THE IBU AND THE STADIUM LOT WHERE THE HIGH WHERE THE SENIORS ARE. UM, WE DIDN'T DO IN THE TA TENNIS LOT. BUT IT SEEMED LIKE FROM PEOPLE WHO PARK THERE. IT'S VERY SIMILAR. IT WENT EXACTLY AS YOU WOULD EXPECT, REALLY. IT WAS OVER OVER THREE QUARTERS OF THE PEOPLE WERE IDLING. I CAME OUT TO THE IBU LOOP. 40 MINUTES BEFORE UM, SCHOOL ENDED AND THERE WAS ALREADY SOMEONE IDLING THERE AND THEY WERE IDLING WHEN I LEFT WHEN THE SCHOOL GOT OUT, SO IT WAS A LOT OF PEOPLE. OK? YEAH. UM AT THE BEGINNING, THERE WAS ONE CAR. I ONLY WHEN I GOT THERE WAS STILL THERE WHEN I WAS, UH WHEN I LEFT AND BY 215. WHEN I GOT OUT OF THERE, THERE WAS 15 CARS, ALL IDLING OUT OF 20 OF THEM. SO AND WE PUT OUT OUR SIGNS WE PUT OUT SIX IN THE STADIUM LOT. FOR IN THE TENNIS LOT. AND THE REST OF THEM IN THE PARENT DROP OFF LOT. AND WE WILL POST TEST NEXT WEEK WHEN THERE'S SIMILAR WEATHER. WHEN WE PRETESTING TO THE FIRST PART WAS JUST TO GET A BASELINE, OK? JUST TO SEE HOW MANY PEOPLE ARE ON.WAS THE WEATHER LIKE IN 70. SO I THINK NEXT WEEK IT WILL BE HOW R IDLING ONE IS 70. IT'S LIKE 20 DEGREES AND YOU KNOW, AND YOU FEEL A LITTLE MORE SYMPATHY OR 90. YEAH. HM. THAT'S COOL. AND WAS THERE ANY EDUCATION OR IS IT JUST THE SCIENCE ITSELF, LIKE ANY LEAD UP OF MESSAGING THROUGH. I DON'T CLASSROOMS ARE OR ANYTHING. I CAN. I'M JUST TRYING TO REMEMBER THE GRANT. SO FAR, WE ONLY PUT OUT THE SIGNS, BUT WE'RE TRYING TO FIGURE OUT HOW TO GET ON THE ANNOUNCEMENTS TO JUST MENTIONED TO LOOK OUT FOR THE SIGNS AND AUTUMN. ORIGINALLY WE WERE GONNA HAVE A MIXTURE OF WHAT THE SIGNS SAY. BUT TO KEEP ON BUDGET, WE STUCK WITH ONE SIGN. AND IT WAS A STATISTIC ABOUT HOW MUCH FUEL YOU'RE BURNING. UM 10. SECONDS OF IDLING IS RELEASES MORE EMISSIONS THAN TURNING OFF YOUR CAR AND THEN IMMEDIATELY TURNING IT BACK ON. HOW DO YOU THINK YOU'RE I THINK IT'S A GREAT IDEA. YOU'RE YOU'RE REALLY TRYING TO IMPACT THE PARENTS, MOSTLY BECAUSE THEY ARE THE ONES WHO ARE PICKING UP. OBVIOUSLY, UM I JUST WONDER IF YOU EVEN HAD, LIKE A LITTLE. YOU KNOW HOW THEY GET THE, UM THE THING IN THE PICTURE. YEAH, THE PEACH. IF YOU HAD A LITTLE FLYER FOR THAT, I BET IF WE PASS THAT TO, UH, PATRICK GALLOWAY, YOU KNOW UM
[00:30:03]
AND I'D BE HAPPY TO DO THAT FOR YOU. IF YOU WANNA EMAIL TO ME OR SOMETHING, BUT I THINK IN TERMS OF LIKE IF THEY SAY IT, MAYBE MULTIPLE PLACES. UH MAYBE A LITTLE MORE. AND THEN WHEN THEY SEE THE ACTUAL PHYSICAL SIGN, IT'LL BE LIKE A WELL. MEMORY FORM. I'M THINKING MORE ABOUT.GOING OUTSIDE THE BOX A LITTLE BIT AND MAKING IT A LITTLE MORE FUN LIKE IF YOU COULD GET MEMBERS OF THE MARCHING BAND OR CHEERLEADERS OR SOMETHING LIKE THAT. GET PEOPLE'S ATTENTION WHO ARE SITTING THERE IDLING. UM CAUSE YOU READ A SIGN ONCE AND YOU KIND OF IT'S THERE. JUST LIKE THE WHOLE UP TO HERE. SIGNS WE HAVE IN FRONT OF OUR BUILDING THAT PEOPLE IGNORE ON A DAILY BASIS. UM, IF YOU COULD GET PEOPLE'S ATTENTION. UM AND THEN SHOW THEM YOU KNOW WHAT'S HAPPENED WHY YOU'RE DOING IT. IT'S JUST THE BIGGEST PROBLEM WITH IDLING IS IN THE MORNING AND I DON'T IT WOULD BE HARD TO FIND A GROUP OF PEOPLE THAT GET TOGETHER. AND GET THEIR ATTENTION, BUT I THINK THAT THAT WOULD WORK. IT'LL WORK AT THE PRIMARY, BUT I MEAN IT'S LATER AT THE PRIMARY BUILDING AND THEY'RE AT SCHOOL ALREADY BY THEN, IF THEY WERE ABLE TO GET OUT OF THEIR FIRST PERIOD CLASS, THEY MIGHT BE MORE INCLINED TO YEAH. GO AND DO SOMETHING. IT MIGHT BE INTERESTING IS WITH THAT PEACH JAR FLYER IS THING. PROVIDE SOME OF THE STATS. SO YOU IF YOU KEPT THE TIME FOR THE CARS AND UH, EXTRAPOLATE HOW MUCH UH, POLLUTANTS ARE BEING ADMITTED. FROM THAT, LIKE, COLLECTIVELY SAY YOU KNOW, ON OF ONE DAY THAT WE COLLECTED. WE SAW JUST TALLY ALL THE MINUTES AND SAYING 200 MINUTES. KEEP GOING, YOU KNOW, 200 MINUTES AND THEN MULTIPLY THAT OUT FOR A DAY AND THEN WHAT? THAT WOULD LOOK LIKE, IF EVERY IF THAT HAPPENED EVERY DAY THIS SCHOOL YEAR SAY THIS IS HOW MUCH IF EVERYONE'S NOT BUYING. WE CAN REDUCE EMISSIONS THAT ARE AT OUR SCHOOL. YEAH I THINK WE TALKED ABOUT THIS WHEN YOU GUYS INITIALLY APPLIED FOR THE GRANT, BUT I FEEL LIKE THE MORE WE CAN EMPHASIZE THAT THIS IS COMING FROM STUDENTS. THIS INITIATIVE VERSUS ADULTS OR TEACHERS OR THE ADMINISTRATION OR SOMETHING. I THINK PEOPLE WILL ACTUALLY RESPOND TO THAT, UM MORE THAN YOU KNOW. JUST LIKE DRIVE FACTS ABOUT IT IF THEY KNOW THAT YOU GUYS ARE THE ONES WHO CAME UP WITH THIS IDEA AND ARE PUSHING IT AND THAT YOU CARE ABOUT IT. I DON'T KNOW HOW YOU DO THAT IN A FIRE OR WHATEVER, BUT, UH, MAKING IT OBVIOUS THAT IT'S FROM THE ENVIRONMENTAL CLUB, YOU KNOW, FROM HIGH SCHOOL STUDENTS.
THE SIGNS DO HAVE THEY SAY NO ENVIRONMENTAL CLUB AT THE BOTTOM. UM, SO LILY AGREED TO, UH, COME BACK IN A COUPLE OF MONTHS WITH THE, UH MORE ROBUST PRESENTATION. IF SHE CAN'T COME, THEN ONE OF HER, UH, GROUP TEAMMATES WILL COME IN HER PLACE. SPEAKING. OK, THE, UM THE LAST ITEM OF BUSINESS IS AN UPDATE ON THE UH, INVASIVE SPECIES TRADING PROGRAM. UM, MARY LOU IS GOING TO GO OVER THAT WITH YOU. YEAH. SO WE MET WITH FRANKLIN COUNTY SOIL AND WATER YESTERDAY JUST TO GO OVER ALL THE DETAILS WITH THEM. UM WE CHANGED THE AMOUNT THAT YOU CAN GET TO 150 TO KIND OF INCENTIVIZE PEOPLE MORE TO DO IT AND, UM, KIND OF HELP COVER THE INCREASED COST OF BOTH REMOVING THE PLANT AND BUYING LIKE A WHOLE TREE TO REPLACE IT. IF THEY NEED TO DO THAT, UM, WE WERE THINKING ABOUT MAYBE STARTING ADVERTISING IN AUGUST, SINCE WE'VE KIND OF ALREADY MISSED THE WINDOW FOR SPRING. IF PEOPLE ARE GOING TO BE ENCOURAGED TO BUY A PLANT. WE WANT THEM TO BE BUYING IT CLOSER TO FALL, SO THAT IT SURVIVES WHEN THEY PLANT IT. UM AND THEN WE THOUGHT ABOUT RUNNING IT THROUGH TO THE END OF THE YEAR.
THAT WAY. PEOPLE HAVE THE ENTIRE FALL. AND UM, YOU KNOW, EARLY WINTER MORE OR LESS TO PLANT THEIR PLANT. UM YEAH. PRESSURE. COOL. YOU GUYS HAVE ANY QUESTIONS ABOUT IT? I DON'T HAVE ANY QUESTIONS ABOUT THAT. BUT I WANTED TO COMMENT ON HOW WONDERFUL THE TREE PLANTING WAS THE STUDENTS SO MUCH ENJOYED THAT. AND IT WAS YOU DID SUCH A GREAT JOB SETTING IT UP. IT WAS PERFECTLY ORGANIZED. IT WAS. IT WAS AWESOME. IT WAS A FUN WALK OVER THERE. IT WAS A GREAT JOB.
THANKS. I MEAN, SHE SPENT FOUR DAYS AT TAYLOR FARM PARK, TEACHING KIDS ABOUT TREES. SICK OF THE FIFTH GRADERS DYNAMIC. I AM NOT. I MEAN, YOU KNOW THEY'RE PRETTY. THEY'RE PRETTY COOL, SO
[00:35:05]
I CAN'T COMPLAIN. ALL RIGHT. THANK YOU. THAT'S ALL STAFF HAD FOR YOU THIS EVENING. ALL RIGHT.[IX. Poll Members for Comment]
UM DO YOU HAVE ANY BOARD MEMBERS HAVE ANY COMMENTS OR ANYTHING ELSE THAT THEY WOULD LIKE TO DISCUSS? ONE QUICK QUESTION COMING. I IMAGINE THE THINGS THAT ARE WE STARTING TO GET WHERE PEOPLE'S TERMS ARE. STARTING TO EXPIRE. OH, YES. SO UH, WE WILL HAVE TO NEW, UM, BOARD NUMBERS. THEY WERE JUST APPOINTED LAST NIGHT. UM CATHERINE IS NO LONGER ON THE BOARD, SO HER SPOT WILL BE FILLED, UM KIND OF REPLACEMENT BOARD NUMBER WILL START NEXT MONTH AND UM THEY WILL FINISH HER TERM AND THEN THEY WILL START A NEW THREE YEAR TERM. FOR THEIR OWN TERM. AND THEN WE ARE GETTING ANOTHER BOARD MEMBER. I'M NOT SURE IT'S UM, THEY'RE JUST ADDING ANOTHER BOARD MEMBER , OR IF SOMEONE IS PLANNING ON ROTATING OFF AND WE DON'T KNOW.UM BUT IT DOESN'T SOUND LIKE ANYONE HAS A BIG ANNOUNCEMENT TONIGHT. SO WE'RE, UH, GONNA BE GETTING, UM, ANOTHER BOARD MEMBER AS WELL. UM SO MOLLY SCOTT AND ZOE. UM I'M SORRY. I AM FORGETTING HER LAST NAME, BUT , UH, THEY WILL HOPEFULLY BE HERE NEXT MONTH. WE JUST REACHED OUT TO THEM TODAY TO LET THEM KNOW THEY'VE BEEN APPOINTED AND WE'RE GONNA GET AN ORIENTATION SET UP WITH THEM BEFORE THE NEXT MEETING. THEY WILL BE WITH ALL OF YOU AND JIM SO I GUESS WE COULD TEACH THEM THE SECRET EXACTLY. UH, ANYONE ELSE? ANY QUESTION? UM, ACTUALLY, THERE IS ONE MORE THING I FORGOT TO MENTION WHEN WE WERE TALKING ABOUT THIS WACO GRANT. I WANTED TO LET YOU KNOW THAT WE ALSO TALKED TO THEM ABOUT, UM, THE DESIRE TO INCREASE OUR RECYCLING AT THE, UH CITY EVENTS. AND POTENTIALLY ADDING COMPOSTING BINS AT THE EVENTS AND, UM IF WE CAN GET ENOUGH CONTAINERS, THEY SAID THAT HAVING VOLUNTEERS AT THE EVENTS TO KIND OF MONITOR THE CONTAINERS RECYCLING, BUT ESPECIALLY THE COMPOST BINS WOULD BE, UM A RECOMMENDATION OF THEIRS TO MAKE SURE THAT THERE IS REDUCED CROSS CONTAMINATION. SO IF WE GET THOSE CONTAINERS IN THE FUTURE UM, WE MIGHT BE LOOKING TO THE BOARD TO, UH, VOLUNTEER. THAT OR YOU CAN SPREAD THE WORD TO YOUR FRIENDS IN NEW ALBANY THAT, UM, THAT'LL BE A VOLUNTEER OPPORTUNITY AND ACTUALLY MIGHT BE A GOOD VOLUNTEER OPPORTUNITY FOR HIGH SCHOOLERS THAT NEED THEIR HOURS LIKE A JOB FOR THE NOEL. YEAH. SO ANY STUDENT AT THE END OF THE MEETING, THOUGH, YOU KNOW IS THERE IS THERE A LIST OF STUDENTS GET FOR IDEAS FOR THAT? AND LIKE, HOW DO WE ADD SOME OF THESE THINGS JUST TO SAY, HEY, HERE'S THE LIST OF THINGS YOU COULD DO. ACTUALLY, IT'S A LIST OF, UH, PLACES, YOU KNOW? HE VOLUNTEERS, SO THAT'S GOOD. YEAH, WE ARE AWARE THAT, UM ARE MY COWORKER, ABBY, WHO DOES THE EVENTS? SHE WORKS WITH OUR IDEA PANEL AS WELL. SHE HAS A CONTACT AT THE SCHOOL DISTRICT WHERE SHE CAN SUBMIT YOU HAVE TO SUBMIT IN ADVANCE. UM ALL ABOUT THE EVENT.
UH, AND IT KIND OF GETS ON A LIST. OF THE VOLUNTEER OPPORTUNITIES FOR THE STUDENTS TO BE ABLE TO SEE WHAT THEY COULD. UH, GET INTO FURTHER VOLUNTEERING HOURS, SO WE WOULD HOPEFULLY BE ABLE TO GET ON THAT LIST THROUGH THAT, UM BULLETIN. BASED ON MY EXPERIENCE WITH MONITORING COMPOST BINS I RECOMMEND OLD SHOES AND PANTS BECAUSE A LOT OF STUFF ENDS UP ON YOU. AND ESPECIALLY IF THERE'S KIDS INVOLVED, MAYBE SOME GLOVES. IF I MENTION THAT WHEN WE WERE TRYING TO SELL IT TO ME, IT'S FUN AND EASY. CAN YOU MAKE IT LIKE 1.5 HOURS PER HOUR LIKE I TEND TO BUY DOUBLE RUNS FASTER. EXTRA TIME FOR SPAIN. ANYTHING ELSE? THAT'S ALL . ALL RIGHT. GREAT THEN I MOVED TO A JOURNAL MEETING AND 7-ELEVEN. A 2ND 2ND. TAKE THAT CHARLES, A NEW RECORD. THAT'S GOOD.
