SO I'LL GO AHEAD AND READ THE PROCLAMATION. WHEREAS URBAN STORMWATER RUNOFF IMPACTS WATER QUALITY IN THE CITY OF NEW ALBANY. AND WHEREAS POPULATION GROWTH, RESIDENTIAL AND COMMERCIAL DEVELOPMENT AND THE RESULTING CHANGES TO THE LANDSCAPE ONLY INCREASE STORMWATER QUALITY AND QUANTITY CONCERNS THROUGHOUT OHIO AND OUR CITY. WHEREAS THESE IMPACTS CAN CANNOT BE ENTIRELY AVOIDED OR ELIMINATED, BUT THEY CAN BE MINIMIZED. AND WHEREAS IT IS CURRENTLY RECOGNIZED THAT CONTROL OF STORMWATER QUALITY AND QUANTITY IS MOST EFFECTIVELY IMPLEMENTED WHEN PEOPLE AND ORGANIZATIONS UNDERSTAND THE RELATED CAUSES AND CONSEQUENCES OF POLLUTED STORMWATER RUNOFF AND FLOODING, AND THE ACTIONS THEY CAN TAKE TO CONTROL THESE. WHEREAS THE NEED ARISES NOT ONLY FROM THE REGULATORY REQUIREMENTS OF THE EPA, GENERAL CONSTRUCTION AND MUNICIPAL STORMWATER RULES, BUT ALSO FROM THE RECOGNITION THAT CITIZENS AND LOCAL DECISION MAKERS WILL BENEFIT FROM A GREATER AWARENESS OF HOW THE CUMULATIVE IMPACT OF DECISIONS AT HOME AT WORK AND LOCAL POLICIES AFFECT OUR WATER QUALITY, STREAM CORRIDORS AND FLOODING. SO THE DATA WE'RE USING, LIKE I SAID, IS 25 YEARS OLD, AND WE'RE DESIGNING STORMWATER PONDS TO GO INTO THE FUTURE. SO TO ADD SOME OF THAT SUSTAINABILITY AND RESILIENCE TO OUR SYSTEMS, I'VE TALKED WITH THEM ABOUT LOOKING AT SOME BETTER NUMBERS FOR THEIR STORMWATER DESIGN. THEY ARE BEING HUNTED AND KILLED USING MEDIEVAL PRACTICES OF TORTURE BY THE RADICAL ISLAMISTS. THE SITUATION IS REMINISCENT OF NAZI GERMANY, WHERE JEWISH SCHOLARS AND EDUCATORS WERE HUMILIATED AND HOUNDED BY THE NAZI BROWNSHIRTS BEFORE THE HOLOCAUST BEGAN IN 1939. RADICAL ISLAMIST STUDENT MOBS UNDER THE NEW INTERIM GOVERNMENT OF MOHAMMAD YUNUS ARE HOUNDING HINDU EDUCATORS, HUMILIATING THEM IN PUBLIC AND RELIGIOUS SLURS, AND FORCING THEM TO RESIGN FROM THEIR JOBS. EVEN AFTER TWO MONTHS, THE VIOLENCE CONTINUES UNABATED. HINDU MINOR YOUTH ARE LYNCHED IN FRONT OF ARMY HEADQUARTER WITH POLICE AS BYSTANDERS. BANGLADESH HINDUS LIVE IN FEAR AND WAIT FOR THEIR TURN AS THE NEXT CANDIDATE FOR RAPE AND SLAUGHTER. THIS EMERGING SITUATION IS ESPECIALLY WORRISOME GIVEN THE HISTORY OF GENOCIDE AGAINST HINDUS JUST 50 YEARS AGO. VIDEOS IMAGES AND STORIES FROM IMPACTED VICTIMS COMING OUT OF BANGLADESH IN AUGUST SENT SHOCK WAVES AROUND THE WORLD. HOWEVER, SADLY, MAINSTREAM MEDIA STILL WISHES TO STAY SILENT AND KEEP THEIR LIPS SEALED. THE MASS VIOLENCE TARGETING HINDUS AND OTHER MINORITIES SPANS ACROSS 52 DISTRICTS OF THE COUNTRY, ACCORDING TO BANGLADESH HINDU, BUDDHIST, CHRISTIAN UNITY COUNCIL. THE INTERIM GOVERNMENT OF MOHAMMAD YUNUS IS UNABLE TO CONTROL THE RELIGIOUS EXTREMISM AND LARGE SCALE VIOLENCE. FORMERLY KNOWN AS COMMERCIAL VEHICLE GROUP ZONING DISTRICT FROM ITS CURRENT ZONING OF LIMITED OFFICE CAMPUS DISTRICT, LLC TO LIMITED GENERAL EMPLOYMENT LGA, AS REQUESTED BY THE CITY OF NEW ALBANY. MR. MAYOR, THANK YOU. SO THIS REZONING IS FOR THE CBG SITE THAT'S SHOWN AND OUTLINED IN RED HERE. SO THIS WAS FIRST HEARD BY CITY COUNCIL AND TABLED BACK IN AUGUST. AND JUST TO RECAP, WHERE THIS STARTED. SO THIS REZONING IS REALLY TO ADD MANUFACTURING AND PRODUCTION USES TO THE SITE IN ORDER TO MAKE IT MORE COMPETITIVE IN TODAY'S MARKET. SO CURRENTLY, THE SITE DOES ALLOW FOR OFFICE RESEARCH AND PRODUCTION, RELIGIOUS USES, PARK AND RIDE FACILITIES AND DATA CENTERS. SO THOSE ARE ALL ALLOWED TODAY. WHAT THIS IS DOING IS ADDING MANUFACTURING AND PRODUCTION. AND SO WHEN THIS LAST WAS AT COUNCIL, WE WERE PROPOSING, WHAT WE WOULD WHAT WE WERE CALLING CLEAN AND NON-HAZARDOUS MANUFACTURING AND PRODUCTION. SO COUNCIL TABLED THIS IN ORDER TO ALLOW STAFF TO RESEARCH THIS AND TRY TO FIND EXAMPLES OF WHAT THAT MEANS. AND SO WHAT WE FOUND IS THAT IT'S HARD TO DEFINE. WE RESEARCHED MANY COMMUNITIES TO SEE WHAT THEY WERE DOING. IF THEY WERE DOING CLEAN MANUFACTURING. AND WE FOUND IT'S EVEN HARDER TO FIND GOOD EXAMPLES BECAUSE IT VARIES WIDELY. SO SORRY, THIS TABLE IS NOT ABOUT SUCH THINGS AS NOISE POLLUTION. YES. SO WE RESEARCHED THAT AS WELL. AND SO WE CONSIDERED WE PUT THAT IN THE BUCKET OF OFF SITE IMPACTS. SO WE LOOKED AT WHAT WE'VE BEEN DOING IN THE COMMUNITY FOR THE PAST I DON'T KNOW LIKE 20 YEARS. AND SO WE'VE LEARNED A LOT. SO WE HAVE MANY LIMITED GENERAL EMPLOYMENT STANDARDS. SO IT'S JUST SILENCE AND SO WHAT STAFF IS PROPOSING IS THAT WE ARE PROHIBITING ANY EMISSION OF VIBRATIONS, DUST, SMOKE, GAS, ODORS OR OTHER FUMES TO OCCUR OUTSIDE OF THE BUILDING. SO EVERYTHING THAT HAPPENS INSIDE THE BUILDING HAS TO STAY INSIDE THE BUILDING. NOTHING CAN GO OUTSIDE. AND THEN WE'VE ALSO ADDED SOMETHING ON HERE. THIS IS ACTUALLY COMING WITH THE GENERAL EMPLOYMENT STANDARDS. SO THIS IS THE CODE DEFAULT. IT DOES SAY THAT NOISE CANNOT EXCEED THAT OF NORMAL TRAFFIC BACKGROUND NOISE. SO IT CAN'T BE ANY LOUDER THAN A TYPICAL DAY OF TRAFFIC DRIVING ON THE STREETS. AND THEN FOR MECHANICAL EQUIPMENT AGAIN WE HAVE NO STANDARDS IN CODE, WHAT WE HAVE PUT THROUGHOUT THE ENTIRE LICKING COUNTY BUSINESS PARK IS WE'VE REQUIRED THE FOUR SIDED ROOFTOP SCREENING FOR THAT EQUIPMENT FOR SIGHT AND SOUND. I'M SURE THAT'S FAMILIAR. SO CURRENTLY THE CVG SITE DOES REQUIRE SCREENING. SO FOR VISIBLE, FOR VISIBILITY, FOR ROOFTOP AND GROUND EQUIPMENT, WHAT WE'VE ADDED HERE IS THE SOUND. SO WE'VE RETAINED THAT VISIBILITY SCREENING FOR ROOFTOP AND GROUND EQUIPMENT. AND THEN WE'VE ALSO ADDED OUR, OF SAY TYPICAL SCREENING FOR TO ATTENUATE NOISE AS WELL FOR EXTERIOR STORAGE. SO THIS IS IF YOU WANTED, IF THE USER WANTED TO PUT LIKE A PALLET OF GOODS OR OTHER THINGS LIKE OUTSIDE THE SITE. THERE'S CURRENTLY NO STANDARDS IN THE LOC LOC DISTRICT. SO THE WAY IT'S ZONED TODAY. SO RIGHT NOW IN WHAT CODE SAYS IS THE DEFAULT, IS THAT YOU CAN'T DO ANY OUTSIDE STORAGE UNLESS YOU GO TO OUR PLANNING COMMISSION AND YOU GET A SCREENING PLAN APPROVED TO MAKE SURE THAT NEIGHBORS CAN SEE THAT. SO THEY CAN'T DO ANY OF THAT WITHOUT, PRIOR APPROVAL OF THE CITY'S PLANNING COMMISSION FOR EXTERIOR EQUIPMENT. SO THIS IS THINGS LIKE TANKS, METER BOXES, THINGS LIKE THAT. RIGHT NOW, THE CVG SITE JUST HAS SOME REGULATIONS FROM OUR CODE, THE DEFAULT THAT SAYS IT REALLY ADDRESSES LIKE METER BOXES. AND SO IT SAYS IT HAS TO BE SCREENED FROM PUBLIC STREETS AND ADJACENT PROPERTIES. BUT THE CITY COUNCIL HAS ADOPTED THIS STANDARD THROUGHOUT THE LICKING COUNTY PORTION IS THAT IT GOES WELL BEYOND JUST METER BOXES. AND IT INCLUDES THINGS LIKE OUTSIDE TANKS, METER BOXES, UTILITY CONDUITS AND SIMILAR EQUIPMENT. SO THESE ARE ALL THINGS THAT ARE NEEDED FOR THE INTERIOR OPERATIONS OF THE BUILDING. AND SO IT SAYS THAT THOSE HAVE TO BE LOCATED OR SCREENED TO MINIMIZE THEIR VISIBILITY. AND THERE'S [01:00:03] ALSO THINGS IN THERE THAT SAYS IT HAS TO BE THE SAME COLOR. RIGHT. SO THE GOAL WHEN WE UPDATED THIS LIMITATION TEST IS TO MAKE SURE THAT IT'S CAMOUFLAGED IN. SO YOU DON'T HAVE SOME TANK THAT'S KIND OF STICKING OUT LIKE A SORE THUMB. SO IT'S BLENDING INTO THE BUILDING AND THE OVERALL AREA. AND THEN THE LAST PIECE IS THE SERVICE AREAS. AND LOADING DOCKS. SO CURRENTLY THE CVG SITE REQUIRES THAT A WALL OR LANDSCAPING THAT ACHIEVES 75% SCREENING, IS REQUIRED. SO THE CODE ALSO AND THAT'S REALLY JUST THE DEFAULT IS JUST SAYING WALL OR LANDSCAPING. BUT STAFF IS PROPOSING IS REALLY KEEPING WHAT'S OUT THERE TODAY. SO SAYING YOU HAVE TO DO A WALL AND THEN YOU HAVE TO DO THAT 75% LANDSCAPING AS WELL. WE'RE ALSO SAYING THAT THIS FENCE WALL HAS TO BE AT LEAST SIX FEET HEIGHT, BUT NO MORE THAN 12FT, BECAUSE THAT'S TYPICAL FOR WHAT YOU WOULD SEE IN RESIDENTIAL AREAS, SINCE THAT'S WHAT IT'S ABUTTING. SO AGAIN, WANTED TO BRING THIS FORWARD TO COUNCIL JUST FOR YOUR CONSIDERATION AND DISCUSSION. AND THAT I KNOW SOUND IS, YOU KNOW, WE CAN GO DO THE DECIBEL THING, BUT IT IS HARDER TO MEASURE. AND WHAT TRAFFIC, YOU KNOW, WHAT DOES THAT MEAN? SO THERE SHOULD BE HEADLIGHTS SCREENING HAPPENING BETWEEN ANY FUTURE RESIDENTS AND THIS BUILDING AS WELL. I THINK, COUNCILWOMAN BRESKE MADE A REALLY GOOD POINT ABOUT THE, TRAFFIC NOISE CALCULATOR, BASICALLY. AND I THINK HAVING HOURS OF LIMITATION OR LIMITATION OF HOURS RATHER TIED TO THE TRAFFIC THAT WOULD, YOU KNOW, SORT OF DEADEN THE NOISE FROM THE OPERATIONS. SOME OF THOSE PARCELS ALSO ALLOW FOR MANUFACTURING AND PRODUCTION USES, SO WE THOUGHT THIS WOULD MAKE IT MORE COMPETITIVE. AND IT'S WITH PARTNERSHIP WITH CBG. SO THAT'S WHY WE'RE HAPPY TO TAKE BACK AND TAKE BACK THIS FEEDBACK. THIS IS REALLY GOOD. SO I HEARD LIGHTING DEFINING USES TRAFFIC TO AND SHIFT LENGTHS AS WELL. YEAH I GUESS MY SOUND AND SOUND. YEAH.
