I'D LIKE TO START BY READING THE LETTER INTO THE RECORD, BECAUSE I'M AN ATTORNEY, AND THAT'S WHAT I DO. BUT THEN I WANT TO JUST QUICKLY TALK AND REFERENCE THE PHOTOGRAPHS UP TO THE LEFT. SO, DEAR CITY COUNCIL MEMBERS, THE MEMBERS OF THE CEMETERY RESTORATION BOARD REQUEST REPLACEMENT OF THE WHITE FARM HORSE FENCING THAT IS CURRENTLY INSTALLED AT THE WAGNER CEMETERY. AS A BOARD, WE FEEL STRONGLY THAT THIS TYPE OF FENCE IS NOT APPROPRIATE FOR THE HISTORICAL CEMETERY LOCATED ON CENTRAL COLLEGE ROAD. WE SUGGEST ADDING TWO BRICK COLUMNS AT THE WEST AND EAST ENDS OF THE CEMETERY, FACING CENTRAL COLLEGE ROAD, AND TWO BRICK PILLARS ON EACH SIDE OF THE ENTRANCE. THE SUGGESTED OVERALL FENCING APPEARANCE WILL BE SIMILAR TO THAT FOUND AT THE MAPLEWOOD CEMETERY, AND WILL LEND NEEDED CONTINUITY. THE FENCE MATERIAL BETWEEN THE COLUMNS AND AROUND THE PERIMETER OF THE CEMETERY, WHICH WE FEEL TO BE MOST APPROPRIATE AND ECONOMICAL, IS A BLACK ALUMINUM WROUGHT IRON APPEARANCE. WE FEEL THAT A MORE APPROPRIATE FENCE WILL PROMOTE RESPECT FOR THE DECEASED CITIZENS BURIED THERE. HISTORICAL PIONEERS WHO DID MUCH TO ESTABLISH NEW ALBANY. THESE ARE THE VETERANS WHO ARE BURIED THERE FROM THE REVOLUTIONARY WAR. JAMES H. GUINN AND EZEKIEL GOODRICH. YOU'RE GOING TO START RECOGNIZING SOME OF THESE NAMES FROM THE WAR OF 1812. AND THEY HAVE THE INSTITUTIONAL KNOWLEDGE OF WORKING WITH THE CITY. YOU MIGHT RECALL, IN 2023, WE PURCHASED APPROXIMATELY 73 ACRES OF GROUND THAT WOULD HAVE BEEN DEVELOPED RESIDENTIALLY FOR THE OPPORTUNITY TO EITHER EXPAND OUR METROPARKS OR EXPAND THE JOINT PARK DISTRICT TO FACILITATE THE CONSTRUCTION OF THE FIELDHOUSE. SO WE'VE BEEN WORKING WITH THE CITY OF COLUMBUS OVER THE PAST YEAR OR SO TO DETERMINE WHETHER OR NOT WE WOULD BE ABLE TO MODIFY THE WATER AND SEWER AGREEMENTS SO THAT THE CITY OF NEW ALBANY COULD PROVIDE UTILITIES TO THAT 73 ACRES. WE FINALLY, THE CITY OF COLUMBUS INFRASTRUCTURE IS REMOVED FROM THIS, THIS AREA. SO IT WOULD TAKE SOME TIME AND IT WOULD TAKE SIGNIFICANT FINANCIAL INVESTMENT FOR COLUMBUS TO EXTEND THE UTILITIES TO THE SITE. WE HAVE UTILITIES LITERALLY RIGHT ACROSS THE STREET FROM THE EXISTING SITE. WE HAVE AN EIGHT INCH WATER LINE ON THE EAST SIDE OF BILLHEIMER ROAD, ADJACENT TO WHAT WOULD BE THE FIELDHOUSE SITE. WE ALSO HAVE A 12 INCH WATER LINE ON THE SOUTH SIDE OF WALNUT STREET, WHICH COULD SERVE THE FIELDHOUSE SITE, AND WE HAVE SANITARY SEWER ACROSS THE STREET IN THE UPPER CLARINGTON SUBDIVISION. SO COLUMBUS HAS AGREED TO A TO AMEND THE WATER AND SEWER SERVICE AGREEMENTS TO ALLOW NEW ALBANY TO ANNEX THAT 73 ACRES INTO THE CITY AND PROVIDE UTILITY SERVICES FOR THE PROPERTY. IN ADDITION TO THAT, THERE ARE SOME OTHER AREAS THAT NEED TO BE CLEANED UP. WE'VE DISCUSSED THE MORSE ROAD CORRIDOR, WHICH IS TECHNICALLY IN COLUMBUS TODAY.
