OH 45 2024 AN ORDINANCE TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF NEW ALBANY, STATE OF OHIO, DURING THE FISCAL YEAR ENDING DECEMBER 31ST, 2025. DIRECTOR STOTTS. THANK YOU, MAYOR, AND GOOD EVENING, EVERYBODY. THE LONG AWAITED ADOPTION OF THE 2020 ANNUAL BUDGET OR REVIEW OF THE 2025 ANNUAL BUDGET IS RELATED TO THIS ORDINANCE. THE BUDGET, INITIALLY DISTRIBUTED TO NOVEMBER TO COUNCIL IN NOVEMBER 5TH, WAS PRESENTED BY STAFF AT THE OPERATING BUDGET WORKSHOP ON NOVEMBER 14TH OR NOVEMBER 12TH, AND A FOLLOW UP PRESENTATION ON NOVEMBER 19TH. DURING THE ORDINANCES, FIRST READING AT THE LAST MEETING, THE PROPOSED BUDGET AND THE AMENDED APPROPRIATIONS ORDINANCE REFLECT THE INPUT OF COUNCIL AT THOSE MEETINGS, RESULTING IN THE ADDITION OF $456,000 IN APPROPRIATIONS. I DID INCLUDE A PAGE WITH YOUR LEGISLATION LEGISLATIVE REPORT THAT DETAILED THOSE ADJUSTMENTS. THE GENERAL FUND APPROPRIATIONS BETWEEN THE FIRST READING AND SECOND READING OF THE BUDGET INCREASED BY $206,000. IN TOTAL, $90,000 OF THAT WAS RELATED TO RELOCATING THE COMMUNITY DEVELOPMENT DEPARTMENT AND ADMINISTRATIVE SERVICES DEPARTMENT TO WATER'S EDGE FACILITY. IT'S AN INCREASE FOR THE LEASE RELATED TO THAT, THERE'S ALSO A $10,000 INCREASE FOR DIGITAL STORAGE SOFTWARE FOR POLICE EVIDENCE IN THE IT SUB FUND, AND THEN THROUGHOUT THE VARIOUS COMMUNITY INVESTMENT PROGRAMING SUB FUNDS. THERE'S A TOTAL NET INCREASE OF $106,000, 80,000 OF THAT WAS FOR INCREASE IN MAINTENANCE RELATED TO THE NEW ALBANY COMMUNITY FOUNDATION. PHASE OUT $25,000 WAS INCLUDED IN THE COMMUNITY EVENTS SUB FUND, WHICH WAS TRANSFERRED FROM THE IDEA SUB FUND FOR JUNETEENT. AND THEN WE ALSO INCLUDED A $15,000 INCREASE FOR IDEA RELATED PROJECTS OR POTENTIAL NEW PROGRAMS OR INITIAL INITIATIVES IN THAT SUB SUB FUND. SENIOR CONNECTIONS NEEDED AN INCREASE FOR CLASS FEES.

THAT'S GOING TO BE SUB. AN INCREASE IN REVENUE WILL ALSO HAPPEN AT THE SAME TIME. WITH THAT, AND THEN ALSO SUSTAINABILITY ADVISORY BOARD, THE COMPOST CONTRACT HAD A $3,000 INCREASE ON IT. THE ONLY OTHER INCREASE OR CHANGE FROM FIRST TO SECOND READING IS THE CAPITAL IMPROVEMENT FUND. GOING TO TALK. IN ADDITION, THERE ARE OTHER SECTIONS WITHIN THE ORDINANCE THAT HAVE BEEN IN PREVIOUS THE SAME TYPE OF CONDITIONS. SECTION TWO AUTHORIZES THE CITY MANAGER TO ENTER INTO AGREEMENTS RELATED TO THE APPROPRIATIONS. THE AUTHORIZATION IN SECTION THREE IS FOR THE DIRECTOR OF FINANCE TO ALLOCATE FUNDING WITHIN THE APPROPRIATE APPROPRIATION LINE.

ITEMS IN SECTION FOUR. THIS ALLOWS THE FINANCE DIRECTOR TO TRANSFER UP TO $10,000 PER QUARTER BETWEEN APPROPRIATION LINE ITEMS, PROVIDED THAT THE TRANSFERS ARE WITHIN THE SAME FUNDED DEPARTMENT WHERE APPLICABLE, AND THIS IS PROVIDED A LOT OF FLEXIBILITY FOR THE FINANCE DEPARTMENT TO BE ABLE TO MANAGE ON A DAY TO DAY BASIS AND NOT HAVE TO COME BACK FOR AMENDED APPROPRIATIONS AS WE HAVE IN THE PAST. AND THEN SECTION FIVE, THERE ARE ALSO THERE'S ALSO AUTHORIZATION TO TRANSFER APPROPRIATIONS BETWEEN THE GENERAL FUND AND VARIOUS SPECIAL REVENUE FUNDS THAT ARE RELATED TO POLICE OPERATIONS. AND POLICE GRANTS. AND THIS WILL ALLOW US TO AS WE FIND COSTS OR EXPENSES THAT QUALIFY WITHIN THE SPECIAL REVENUE FUNDS THAT WE HAVE FOR POLICE, WE CAN MOVE THAT APPROPRIATION AND THAT BUDGET AND SPEND THOSE FUNDS AS THEY ACCUMULATE. STAFF RECOMMENDS THE ADOPTION OF THE BUDGET ORDINANCE THIS EVENING.

THIS IS THE FIRST READING WE'RE CONTINUING TO UPDATE AND REVIEW, BUT THAT IS WHAT WE HAVE FOUND. SO FAR IN THE ECONOMIC DEVELOPMENT FUND. WE'VE INCREASED THE APPROPRIATION FUNDS FOR $1.5

AND THIS IS RELATED TO A DISTRIBUTION THAT WE RECEIVED FROM THE COMMUNITY AUTHORITY THAT PUTTING THE REVENUE IN THE RIGHT FUND SO WE COULD PUT REVENUE THAT WE RECEIVE FROM THE ORIGINAL COMMUNITY AUTHORITY, WHICH IS GOING TO BE IMPORTANT FOR MY NEXT LEGISLATION TO UNDERSTAND THE ORIGINAL AUTHORITY. WE CAN PUT IT EITHER IN THE SPECIAL REVENUE ECONOMIC DEVELOPMENT NAKA FUND, OR WE COULD PUT IT IN THE CAPITAL ECONOMIC DEVELOPMENT FUND. SO WE ORIGINALLY THOUGHT THAT WE WOULD NEED IT IN THE ECONOMIC DEVELOPMENT CAPITAL INSTEAD, WE NEED IT IN THE SPECIAL REVENUE FUND. SO IT'S NOT INCREASING MONEY WE'RE GETTING FROM THE ORIGINAL AUTHORITY. IT'S JUST REAPPROPRIATING IT TO THE RIGHT FUND. VARIOUS TAX AND TIFF TIFF FUNDS. WE HAVE TO INCREASE RELATED TO THE AUDITOR AND TREASURER FEES AND SHARING.

THAT'S AGAIN A RESULT OF INCREASED REVENUE FOR THE YEAR. WE HAVE INCREASES IN OTHER FUNDS RELATED TO SEVERANCE, LIABILITY, DEBT SERVICE. WE HAD AN OPWC LOAN FINALIZE RELATED TO 62 161 PROJECT. THERE'S A TRANSFER RELATED TO THAT THAT WE HAVE TO INCREASE AND THEN THERE ARE A FEW INCREASES RELATED TO THE CAPITAL FUNDS RELATED TO OUR. REIMBURSEMENT OF COSTS FOR PROJECTS RELATED IN THE BOND IMPROVEMENT FUND, AND THEN ALSO THE WATER AND SEWER SANITARY SEWER IMPROVEMENT FUND, WE HAD TO INCREASE RELATED TO AN EMERGENCY REPAIR FOR A WATER LINE BREAK. THOSE ARE ALL THE CHANGES AND INCREASES RELATED TO THE FUNDING. THE REST OF THE ORDINANCE ALSO GIVES AUTHORIZATION FOR VARIOUS TOOLS AND MECHANISMS THAT I HAVE IN PLAY, IN ORDER TO MAKE SURE THAT WE'RE IN COMPLIANCE FOR BUDGETARY PURPOSES. IT ALLOWS ME TO TRANSFER DIFFERENT APPROPRIATIONS BETWEEN LINE ITEMS WITHIN EACH FUND. NOT IT DOESN'T GIVE AUTHORIZATION TO INCREASE IT DOES GIVE AUTHORIZATION TO DECREASE ANYTHING TO STAY IN COMPLIANCE. BUT THERE ARE VARIOUS WAYS THAT I CAN KEEP IN COMPLIANCE WITH THOSE THERE ARE SEVERAL FUNDS THAT WE HAVE TO MATCH THE REVENUES AND EXPENSES BECAUSE THEY'RE A ZERO ACCOUNT BALANCE.
