TO BOARD AND COMMISSION REPORTS. ANY UPDATE FROM PLANNING COMMISSION? NO MEETING ARE NORMALLY SCHEDULED. A MEETING IS FOR TOMORROW DUE TO THE HOLIDAY YESTERDAY. ALL RIGHT. PARKS AND TRAILS. NO MEETING. ARAB BIG MEETING. SO WE HAD A COUPLE OF MAJOR PROJECTS THAT WERE REVIEWED AT. THE FIRST ONE WAS AT A VERY HIGH LEVEL. MEMBERS, REPRESENTATIVES FROM THE SCHOOL BOARD AND FROM SCHOOL ADMINISTRATION CAME TO DO A VERY PRELIMINARY OVERVIEW OF THE PLANS FOR WHAT IS GOING TO BE CHANGING OVER ON THE SCHOOL CAMPUS. AND TO SHOW A LITTLE BIT ABOUT THE SUBSTATION FOR THE FIRE DEPARTMENT THAT WILL BE SHARED AS A SERVICE GARAGE FOR THE SCHOOL BUSSES. AND THEY SPOKE ABOUT THE SOFTBALL FIELDS AS WELL. IT WAS A SHORT, VERY HIGH LEVEL OVERVIEW. AND SO WHAT I DID WAS I WENT AHEAD AND PRINTED IT OUT, AND I WILL PASS IT AROUND SO THAT PEOPLE CAN SEE IT. IS THERE SOMETHING, JENNIFER YOU WANTED TO ADD? YEAH.

SUPERINTENDENT AND THE TEAM ARE SCHEDULING A TIME TO COME IN TO SPEAK SPECIFICALLY TO COUNCIL PERSONALLY ABOUT THIS AND GIVE THE SAME PRESENTATION AS WELL. OKAY. ALL RIGHT. I BELIEVE WE'RE CURRENTLY SCHEDULED FOR THAT PRESENTATION ON FEBRUARY 21ST. SO THE SECOND MEETING IN FEBRUARY. OKAY. SO THERE WAS VERY LITTLE BACK AND FORTH WITH THE ARB ON THIS ONE BECAUSE AGAIN, IT WAS SO VERY PRELIMINARY AND HIGH LEVEL. THERE WAS A LITTLE BIT OF DISCUSSION ABOUT THE SUBSTATION SLASH SERVICE STATION IN TERMS OF FRONTAGE AND ABILITY TO GET FIRE TRUCKS IN AND AROUND AND THE PLANS THAT THEY HAD. AND THERE WERE A NUMBER OF QUESTIONS, BUT AGAIN, IT WAS TOO PRELIMINARY TO BE GET INTO SPECIFICS AT THIS POINT. IT WAS JUST THINGS THAT THEY ASKED THEM TO THINK ABOUT AND TALK ABOUT. SO I'LL PASS THIS AROUND. I GUESS IT SOUNDS LIKE WE'RE ALL GOING TO BE HEARING IT ANYWAY, BUT THERE'S THAT. THE NEXT ONE WAS ALSO A BIG PROJECT. IT WAS SORT OF HIGH LEVEL, BUT IT WAS A VERY LONG DISCUSSION, AND I BROUGHT ALONG THIS LOVELY PACKET OF THAT AS WELL, BECAUSE THERE'S SO MUCH TO IT. BUT IT WAS PRESENTED BY MARKET DEVELOPMENT, AND IT'S A PROJECT THAT I KNOW WE'VE IT'S BEEN BEFORE THE ARB BEFORE, BUT THAT WAS LIKE A YEAR AND A HALF, TWO YEARS AGO IN A VERY DIFFERENT VERSION, I WOULD

SAY. IT'S A MIXED USE DEVELOPMENT THAT THEY ARE LOOKING TO DO. JUST AT HIGH STREET, JUST NORTH OF EAGLE'S VILLA, AND HEADING NORTH THAT WAY FOR ABOUT A BLOCK UNTIL YOU HIT WHAT I BELIEVE IS RIGHT WHERE THOSE BUSINESS CONDOS ARE. AND HEADING THEN EAST FOR A COUPLE OF BLOCKS THAT DIRECTION. AND IT'S THE INTENTION IS FOR THE FIRST BUILDING DIRECTLY ON HIGH STREET TO BE RETAIL AND OR RESTAURANT USE ON THE FIRST FLOOR, AND PROBABLY RENTALS, RESIDENTIAL RENTALS ABOVE THAT. AND THEN BEHIND THAT, SOME RENTAL TOWNHOMES, AND BEHIND THAT, SOME RENTAL FLATS. AND ALL OF IT BE PART OF THE SAME PROJECT. THE TOWNHOMES THAT THEY ARE TALKING ABOUT. THEY THEY CALL IT A TUCK UNDER TOWNHOME, WHICH I DON'T WANT TO SOUND FACETIOUS, BUT I THINK THE SIMPLEST WAY TO SAY IT IS IT'S A IT'S A MORE UPGRADED VERSION OF A CARPORT UNDERNEATH THE TOWNHOME. SO IT'S AN OPEN SPACE FOR PARKING WITH NO GARAGE DOOR.

THERE WERE A LOT OF QUESTIONS. A LOT OF, I WOULD SAY, SOME PUSHBACK. NOT NOT THAT THE DEVELOPMENT, YOU KNOW, NOT THAT THE ARAB FELT THE DEVELOPMENT WASN'T DOABLE, BUT A LOT OF THINGS THAT THEY ASKED THEM TO GO BACK TO THE DRAWING BOARD AND RETHINK. SOME OF IT WAS HEIGHT, SOME OF IT WAS TOPOGRAPHY. A LOT OF IT WAS AROUND THOSE, THOSE THOSE PARKING UNDERNEATH, WHICH IS WHY I SPECIFY THAT PEOPLE HAD A LOT OF CONCERNS ABOUT WHAT THAT WAS GOING TO LOOK LIKE ESTHETICALLY. ONE OF THE ONE OF THE SUGGESTIONS THAT THEY WENT BACK WITH WAS TO POSSIBLY GATE OFF THE ALLEY THAT TAKES YOU TO THOSE SO THAT IT CAN'T BE SEEN FROM THE PUBLIC STREET, AND YOU WOULD HAVE A KEY FOB AND BE ABLE TO OPEN UP THE GATE TO GO IN JUST TO THAT AREA. SO THERE'S A LOT THAT WENT BACK. IT WAS A HUGE AMOUNT OF BACK AND FORTH. LIKE I SAID, THERE WAS SOME ESTHETICS ABOUT HAVING A BALCONY. THEY HAD BALCONIES, OUTDOOR BALCONIES AT THE CORNER.

AND ARB REPRESENTATIVES DIDN'T FEEL THAT THAT WAS ESTHETICALLY APPROPRIATE. A LOT OF IT, AGAIN, IS ABOUT HEIGHT AND DIMENSIONS AND A LOT. THEY NEVER GOT TO THE DETAILED LEVEL OF BUILDING MATERIALS OR ANY OF THAT YET, SO THEY TOOK IT BACK. IT WAS A VERY CORDIAL CONVERSATION, AND I THINK A VERY PRODUCTIVE CONVERSATION. AND THEY'LL BE BACK, I BELIEVE, IN FEBRUARY WITH I THINK THAT WAS THEIR GOAL, TO COME BACK WITH SOME OTHER THINGS. I WILL PASS THIS AROUND AS WELL. IT IS, AS YOU CAN SEE, A LOT. SO BUT IT GIVES YOU A CONCEPT OF WHAT THEY'RE LOOKING TO DO IN THE AREA. SO. HEY, MARLENE. YES. PROBABLY NOT SO MUCH ARB AS IT MIGHT BE PLANNING COMMISSION AS THIS GOES THROUGH THE PROCESS, BUT I HAD A BUSINESS OWNER REACH OUT TO ME AND ASK AS THAT DEVELOPMENT CONTINUES, IF IT WAS A POSSIBILITY, CONSIDER TWO HOUR PARKING ON THAT STREET. OH, I BROUGHT THAT UP. ACTUALLY, AT THE MEETING I ASKED OUR STAFF. I SAID IF THERE BECAUSE AS ALWAYS, WHEN WE HAVE THESE THESE DENSITIES LIKE THIS FOR RESIDENTIAL, I MADE SURE THAT I SAID WE HAD THIS CAUTIONARY TALE THAT WE HAD AT MARKET AND MAIN STREET AND THAT WE NEED TO ENCOURAGE. YOU NEED TO MAKE SURE I TOLD THEM THAT THEY ENCOURAGE, AS PART OF THEIR PLAN, THEIR RESIDENTS TO PARK NOT ON THE STREET, BUT THERE IS A THE WAY IT'S CURRENTLY SET UP. THEY GET, I BELIEVE IT'S A HALF A CREDIT FOR PARKING FOR EVERY PARKING SPOT THAT'S WITHIN A CERTAIN AREA OF THE STREET SURROUNDING IT, SO THEY STILL ARE REQUIRED TO DO SIGNIFICANT PARKING ON SITE FOR THE RESIDENTS SPECIFICALLY, BUT THEY GET A LITTLE BIT OF A CREDIT FOR SOME OF THE PARKING ON THE STREET. SO I MADE SURE THAT I ASKED OUR STAFF IN FRONT OF THE DEVELOPER. I SAID I WANT TO MAKE SURE THAT THAT DOES NOT CUT AWAY OUR ABILITY TO THEN PUT TWO HOUR PARKING THERE, BECAUSE WE DO NOT NEED ALL THE RESIDENCES THAT DECIDING TO DO THAT AGAIN. SO AND ALSO, JUST IF YOU RECALL SOME OF THE EARLY STUDIES THAT WE'VE DONE IN RECENT YEARS ON VILLAGE CENTER PARKING, THERE'S A CERTAIN CRITICAL MASS THAT'S GOING TO TRIGGER US TO REALLY TAKE A LOOK AT PUBLIC PARKING IN CERTAIN AREAS, BECAUSE WE WANT TO CREATE THAT URBAN FORM, AND WE DON'T WANT TO HAVE THESE SEE A SEA OF PARKING LOTS EVERYWHERE. SO THAT SECOND AND THIRD STREET INVESTMENT AND, AND REALLY BUILDING OUT THAT STREET NETWORK AND THAT GRID NETWORK WE ENVISIONED, IF YOU RECALL, IN THE VILLAGE CENTER PARKING STRATEGY, THAT THE HISTORIC VILLAGE CENTER WOULD HAVE SMALL POCKETS OF PUBLIC PARKING, SIMILAR TO WHAT YOU MIGHT SEE IN A DOWNTOWN WORTHINGTON. THERE'S SOME EXAMPLES, GREAT EXAMPLES OF IT IN WESTERVILLE AS WELL. SO A LOT OF THIS INVESTMENT WILL TRIGGER THAT PORTION OF THE PLAN FOR US TO BRING BACK TO COUNCIL TO DISCUSS, WHICH WILL ALLEVIATE OVERALL SOME OF THE PARKING CONCERNS IN THAT AREA. I SHOULD ALSO SAY THAT THEY ASKED FOR AND WERE GRANTED PERMISSION TO TAKE

AND I THINK, YOU KNOW, THAT GIVES US SOME OPTIMISM THAT THIS ISN'T JUST SOME DEVELOPER SHOWING UP OUT OF NOWHERE TO THROW SOMETHING TOGETHER AND MAKE A PROFIT AND LEAVE. THEIR INTENTION IS TO KEEP CONTINUE TO OWN IT. AND, YOU KNOW, I THINK TAKE PRIDE IN IT AND BE A PART OF IT. SO DO YOU THINK THEY'RE GOING TO BREAK GROUND? IS THERE EVEN CAN THAT BE ANTICIPATED? I'M NOT SURE. AFTER THIS MEETING WHETHER JENNIFER YOU. I WAS JUST GOING TO SAY TOO, I THINK WE AS STAFF APPRECIATE THE WORK THAT THE IRB DOES. WE HAVE A LOT OF GREAT NEIGHBORHOODS AND WE HAVE A LOT OF GREAT DEVELOPMENTS. BUT THE VILLAGE CENTER IS SO SPECIAL. AND SO I THINK ANY DEVELOPER THAT WE'VE BEEN WORKING WITH KNOWS THAT THIS IS AN LIKE THIS IS REALLY A PROCESS. AND THE TIME THAT THE ARB TOOK TO GO THROUGH THE DETAILS OF SOMETHING LIKE THIS, KNOWING THAT, YOU KNOW, ONCE YOU PUT SOMETHING IN THE GROUND, IT'S, IT'S PERMANENT AND, AND IT'S GOING TO BE IN OUR VILLAGE CENTER. AND SO THE ARB DID A REALLY, REALLY GOOD JOB OF WORKING THROUGH A LOT OF THOSE DETAILS FROM A TIMING. THEY'RE GOING TO GET STARTED ON IT. I THINK THAT'S A LITTLE UNCLEAR RIGHT NOW. I MEAN, I THINK THEY WOULD LIKE TO START IN 2025. YEAH. IT'S SO THERE'S A FEW THINGS. SO IN DECEMBER, CITY COUNCIL APPROVED THE THAT AGREEMENT, THE DEVELOPMENT AGREEMENT. AND SO THAT COMMITS THE PROPERTY OWNER TO DEDICATE ALL THE RIGHT OF WAY. AND ACTUALLY THAT PLAT IS ON TONIGHT'S AGENDA FOR FIRST READING. AND THEN IN EXCHANGE FOR THE RIGHT OF WAY, THE CITY COMMITS TO CONSTRUCT ALL THE INFRASTRUCTURE AS PART OF THAT DEVELOPMENT AGREEMENT. IT HAS THAT THE DEVELOPER GOES TO THE A OR B IN THIS FIRST QUARTER, AND THEN CITY COUNCIL HAS TO COME BACK TO OUR CITY STAFF HAS TO COME BACK TO COUNCIL WITH A BID FOR THE INFRASTRUCTURE, TO CITY COUNCIL TO APPROVE THAT. ALL THAT WILL PROBABLY HAPPEN AROUND APRIL, AND WE COULD SEE CONSTRUCTION STARTING ON THE ON THE STREETS AND THE PRIVATE DEVELOPMENTS AROUND APRIL OR MAY OF THIS YEAR. NOW, I WILL ADD TO WHAT JENNIFER SAID, WHICH IS OUR OUR ARB IS REALLY TREMENDOUS. THEY'RE A TREMENDOUS GROUP OF PEOPLE WHO ARE VERY, VERY CONSCIENTIOUS. THEY DO A LOT OF HOMEWORK. THEY'RE VERY, AGAIN, RESPECTFUL BUT VERY THOROUGH WITH EVERYBODY THAT COMES IN. I'M LEARNING SO MUCH FROM FROM ATTENDING THOSE MEETINGS, AND I THINK THIS WAS A REALLY GOOD EXAMPLE OF THAT. THEY'RE VERY PROTECTIVE OF OUR CITY CENTER, BUT ALSO VERY, YOU KNOW, REASONABLE AGAIN AND PROFESSIONAL ABOUT IT. I DON'T THINK ANYBODY CAN WALK AWAY, YOU KNOW, ANGRY. IT MAY BE A LITTLE FRUSTRATED AND BUMMED, BUT BUT I THINK IT'S VERY, VERY WELL DONE. SO I THINK THEY GAVE THEM A LOT TO THINK ABOUT. SO. ALL RIGHT.
