COUNCIL MEMBER SHAW CAUGHT A TYPO WHERE? WHICH WE CLARIFIED THAT THE NEW ALBANY PARKS AND RECREATION HAS REVENUE SHARING AGREEMENTS WITH OTHER ORGANIZATIONS. NOT YET NEW ALBANY. SO WE FIX THAT PIECE. I DID ASK THE CLERK TO AMEND TONIGHT'S AGENDA TO INCLUDE AN EARLIER ABILITY FOR COUNCIL TO PROVIDE COMMENT.OBVIOUSLY, AFTER TRYING SET OF CIRCUMSTANCES CHALLENGING OUR COMMUNITY SEVERAL WEEKS AGO, JUST AFTER WE LEFT COUNCIL MEETING, I GOT A CALL FROM CHIEF JONES AND CITY MANAGER STEFANOFF REGARDING A SHOOTING THAT OCCURRED IN OUR BUSINESS CAMPUS. I JUST WANTED TO JUST TAKE A MOMENT MYSELF TO THANK THE RESPONSE FROM OUR POLICE DEPARTMENT, OUR FIRST RESPONDERS AT VARIOUS FIRE DEPARTMENTS, INCLUDING LOCAL, FOR THE TREMENDOUS RESPONSE. WE HAD OFFICERS ON ON SCENE WITHIN FOUR MINUTES. THANKFULLY, THEY WERE ABLE TO GET THERE IN A PROMPT FASHION. I ALSO LIKE TO THANK JOE STEFANOFF FOR HIS LEADERSHIP THROUGH THE WHOLE EVENT, AND FOR OUR COMMUNICATIONS TEAM THAT PUT IN A LOT OF EXTRA HOURS, YOU KNOW, AN EVENT LIKE THAT. AFTER THE WESTERVILLE POLICE SHOOTING SEVERAL YEARS AGO, JOE AND I HAD A CHANCE TO MEET WITH DAVE COLLINSWORTH, THE LONGTIME CITY MANAGER THERE, AND LEARN A LITTLE BIT ABOUT HOW THAT COMMUNITY REACTED TO THAT SITUATION. WE TOOK SOME OF THOSE LESSONS AND PUT THEM INTO OPERATION HERE IN NEW ALBANY, AND WE CERTAINLY DRILL FOR THESE TYPES OF SITUATIONS AND SCENARIO PLAN, BUT YOU NEVER EXPECT TO HAVE TO USE THOSE PLANS. BUT I JUST THINK THAT WE PUT THE TIME AND RESOURCES IN TO DOING THAT SO THAT WHEN THE SITUATION PRESENTED ITSELF, OUR TEAM WAS READY TO REACT. AGAIN, OUR HEARTS GO OUT TO THE VICTIMS. I HAD THE CHANCE TO MEET WITH SEVERAL FAMILY MEMBERS AT THEIR HOME. THE WIDOW OF ONE OF THE VICTIMS WAS UNABLE TO MEET WITH ME THAT EVENING BECAUSE SHE WAS ACTUALLY AT THE HOSPITAL GIVING BIRTH TO THEIR SECOND CHILD. SO A TOUGH SITUATION FOR THAT ENTIRE COMMUNITY. AND AGAIN, OUR HEARTS GO OUT TO EVERYONE THAT'S

BEEN IMPACTED. BUT WITH THAT, I'D JUST LIKE TO TURN IT OVER TO COUNCIL AND SEE IF THERE'S ANYONE THAT WOULD LIKE TO PROVIDE ADDITIONAL COMMENT. LET ME JUST ALSO SAY THAT I, I AND I KNOW THAT THE FOLKS WORKING THROUGH THOSE COUPLE OF DAYS APPRECIATE COUNCIL AND THEIR SUPPORT, AND KNOWING THAT IT'S SOMETIMES DIFFICULT IN A SITUATION LIKE THAT FOR, YOU KNOW, A CITY AND ORGANIZATION TO SPEAK WITH ONE VOICE. I KNOW ALL OF YOU ARE CONTACTED BY MEMBERS OF THE PRESS CERTAINLY HAVE A RIGHT TO COMMENT, BUT I APPRECIATE THAT YOU LEFT THAT RESPONSIBILITY TO JOE, MYSELF AND CHIEF JONES. BUT WITH THAT, I'LL TURN IT OVER TO COUNCIL.WOULD LIKE TO PROVIDE A COMMENT. YEAH, I WANTED TO ECHO MAYOR'S REMARKS, THANKING JOE AND THANKING THE POLICE FOR THEIR RESPONSE. IT WAS SUCH A JARRING EVENT. I KNOW IT CAN HAPPEN ANYWHERE, BUT IT'S NOT SOMETHING THAT WE THAT WE PLAN FOR. BUT I KNOW THAT WE WERE WE WERE DEFINITELY TRAINED FOR AS A AS A PARENT WITH YOUNG KIDS. IT WAS IT WAS SCARY. IN THE MORNING.
BUT MY KIDS CAME HOME FROM SCHOOL AND THEY TOLD ME ABOUT HOW THE RESOURCE OFFICERS AND THE WHOLE SCHOOL HAD PROVIDED SUCH A SAFE AND COMFORTING ENVIRONMENT, AND I JUST WANTED

TO. I SEE SO MANY PEOPLE HERE JUST WANT TO SAY THANK YOU FOR ALLOWING THEM TO FEEL SCARED AND ALSO SAFE, BECAUSE I REALLY FEEL LIKE THEIR FEELINGS WERE VALIDATED IN THAT MOMENT. AND, YOU KNOW, IT'S NOT SOMETHING THAT WE EVER EXPECT TO HAPPEN IN OUR COMMUNITY. BUT I THINK OUR COMMUNITY RESPONSE EXCEEDED MY EXPECTATIONS. SO THANK YOU SO MUCH FOR EVERYONE'S RESPONSE.I'LL GO NEXT. I THINK WE ALL HAVE SEEN HORRIFIC SITUATIONS ON TELEVISION. I NEVER THOUGHT AT SEVEN IN THE MORNING I'D BE SITTING WITH THE MAYOR AND COUNCIL AND THE CHIEF AT A PRESS CONFERENCE ON THE STREET FOR A SHOOTING IN NEW ALBANY. WE'RE FORTUNATE TO HAVE POLICE AND FIRE ORGANIZATION IN THIS COMMUNITY THAT HANDLED A HORRIBLE SITUATION AS WELL AS THEY DID THE COMPLEXITY OF IT. WHEN I THINK PEOPLE HAVE READ A LOT, BUT WHEN THE CHIEF SAID, THERE'S 60 POLICE CARS, SWAT TEAMS AND EVERYTHING ON SITE, THE COORDINATION OF THAT AND THE QUALITY OF WHAT WENT ON AND THE FIRE DEPARTMENTS THAT RESPONDED, WE'RE VERY FORTUNATE AS UNFORTUNATE TO HAVE IT HAPPEN, FOR SURE, BUT FORTUNATE TO HAVE THE PEOPLE THAT WE HAVE HERE IN PLACE IN NEW ALBANY AND THE DEEPEST SYMPATHIES TO THOSE FAMILIES. I HAVE NOTHING MORE THAT I COULD ADD. I THINK IT'S BEEN EXTREMELY WELL STATED, BUT I DO. I WILL ECHO THAT WE ARE REALLY INCREDIBLY LUCKY THAT WE HAVE THE LEADERSHIP THAT WE DO. THE MAYOR STEPPING UP AND TAKING LEADERSHIP. OUR CHIEF OF POLICE IS TREMENDOUS, TREMENDOUS JOB. OUR FIRE AND RESCUE THAT I KNOW WERE INVOLVED FROM PLAIN TOWNSHIP AND ALL OF THE POLICE. AND MR. STEFANOFF JOE STEFANOFF IS ALWAYS AT THE FRONT, ALWAYS THERE ALL NIGHT, AWARE OF EVERY MOMENT OF WHAT WAS GOING ON. AND I JUST CAN'T SAY ENOUGH HOW INCREDIBLY LUCKY WE ARE THAT WE HAVE THESE PEOPLE WHO HAVE STEPPED UP. ANYTIME THERE'S SOMETHING LIKE THIS AND IT'S A TERRIBLE TRAGEDY, AND WE HAVE TO HOPE THAT WE NEVER SEE ANYTHING LIKE IT AGAIN. BUT WE ARE VERY LUCKY THAT WE HAVE THE PEOPLE THAT TAKE CARE OF US IF WE DO. I REALLY CAN'T ADD ANYTHING ADDITIONAL OTHER THAN, YOU KNOW, I THINK WE'RE ALL VERY FORTUNATE TO LIVE IN SUCH A GREAT COMMUNITY AS NEW ALBANY, AND WE ARE BLESSED TO HAVE THE LEADERSHIP THAT WE HAVE IN OUR POLICE DEPARTMENT AND HERE IN OUR CITY ADMINISTRATION. THE RESPONSE WAS SPECTACULAR, AND I KNOW THAT WE WOULD BE WELL PREPARED TO RESPOND TO SUCH AN EVENT IF IT EVER DID OCCUR IN NEW ALBANY. AND THAT'S EXACTLY WHAT HAPPENED. AND I AGAIN, I'LL SAY, MAYOR, YOU DID AN OUTSTANDING JOB REPRESENTING THE CITY IN A VERY TRAGIC SITUATION. WE HAD JUST LEFT COUNCIL, AND TO GET A TEXT 30 MINUTES LATER ABOUT THIS GOING ON WAS VERY SHOCKING TO SAY THE LEAST. I'M VERY SAD THAT TWO LIVES WERE SENSELESSLY TAKEN. IN OUR CITY. AND MY DEEPEST CONDOLENCES REALLY GO OUT TO THE FAMILY. AS IT RELATES TO OUR POLICE OFFICERS, FIRST RESPONDERS, EMERGENCY PERSONNEL. YOU KNOW, YOU YOU HEAR ABOUT STORIES LIKE THIS WHERE YOU HAVE VERY BRAVE MEN AND WOMEN RUNNING TOWARDS DANGER, NOT REALLY KNOWING WHAT TO EXPECT, BUT THEIR NUMBER ONE GOAL, OBVIOUSLY, IS TO PROTECT OTHERS. AND THAT WAS DEFINITELY, DEFINITELY HAPPENING IN THAT EVENT. RUNNING TOWARDS DANGER, PROTECTING OTHERS, PROVIDING IMMEDIATE CARE AND JUST WORK TIRELESSLY THROUGH THAT WHOLE ENTIRE INVESTIGATION. AND IT'S UNFORTUNATE THAT A SITUATION LIKE THIS REALLY MAKES US SIT BACK AND SAY THANK YOU, BUT THANK YOU FOR EVERYTHING THAT YOU DID. AND I KNOW I SEE THAT YOU SITTING BACK THERE AS WELL. SO. JUST WANT TO ASSURE OUR, OUR CITY THAT SAFETY IS OUR NUMBER ONE CONCERN WHEN IT COMES TO EVENTS LIKE THIS. IT'S OUR TOP PRIORITY. AND I'M VERY FORTUNATE TO HAVE THE FIRST RESPONDERS, POLICE OFFICERS AND EVERYTHING HERE THAT CAN REALLY ENSURE THAT. YOU KNOW, WE WELCOME 15 TO 20,000 FOLKS INTO OUR COMMUNITY EVERY DAY THAT THAT WORK HERE. AND TWO OF THE VICTIMS WERE PART OF THAT, THAT FAMILY, THAT COMMUNITY. SO I THE ONE NEGATIVE I SAW THE DISTINCTION BETWEEN, YOU KNOW, THEY WEREN'T NECESSARILY NEW ALBANY RESIDENTS, BUT THEY WORKED HERE. THEY SPEND, YOU KNOW, THEIR TIME HERE. SO THEY'RE PART OF OUR COMMUNITY AS WELL. SO, YOU KNOW, OUR THOUGHTS GO TO THEIR FAMILIES. AND MR. MAYOR TOUCHED ON. UNBELIEVABLE TIME THAT THAT CAN HAPPEN. SO. I KNOW AS THE FACTS BECOME MORE CLEAR AGAIN, I APPRECIATE ALSO THE WORK OF THE LOCAL PRESS AND JOURNALISTS THAT HAVE ASSISTED US IN GETTING INFORMATION OUT REGARDING THIS SITUATION. BUT THERE WERE TRULY SOME HEROES THAT WORKED THAT DAY. THIS THIS SITUATION COULD HAVE BEEN A LOT WORSE. BUT FOR THE HEROIC ACTIONS OF SOME OF THE FOLKS WORKING ON SITE THAT DAY, THAT HELPS TO DO THE GUNMAN AND PROBABLY SAVED MANY, MANY LIVES. SO HOPEFULLY WE CAN TAKE SOME TIME WHEN THIS PROCESS WORKS ITS WAY OUT, TO PAY SOME RECOGNITION TO THOSE INVOLVED IN HELPING TO PROTECT THEIR COWORKERS. WHEREAS IN 1926, DOCTOR CARTER WOODSON, A HARVARD SCHOLAR, ESTABLISHED A WEEK LONG OBSERVANCE AND CELEBRATION OF AFRICAN AMERICAN HISTORY AND CULTURE, WHICH WAS EXPANDED TO A MONTH IN 1976 TO REVEAL THE CONTRIBUTIONS, ACHIEVEMENTS, AND INVOLVEMENT OF AFRICAN-AMERICAN PEOPLE AND THE DEVELOPMENT OF OUR AMERICAN DEMOCRACY. SOME OF THESE ARE INCLUDED WITHIN THE BOND ISSUE AND OTHERS MAY BE FUNDED SEPARATELY. I'LL TALK ABOUT THAT IN A MOMENT. BUT WE WANT TO PRESENT SOME INFORMATION ABOUT THE OVERALL CONCEPT, JUST TO KEEP YOU INFORMED AS TO WHAT'S HAPPENING IN THE COMMUNITY. BUT THEN NATHAN WILL PRESENT SPECIFICALLY ON THE TRANSPORTATION AND FIRE STATION PROJECT. THAT'S A JOINT VENTURE BETWEEN THE SCHOOLS AND THE PLAIN TOWNSHIP FIRE DEPARTMENT. SO NOT RESIDENTIAL, NOT COMMERCIAL COOKIE CUTTER ROLLOUTS OF THINGS, BUT PUBLIC FUNDED PROJECTS. THAT HAVE BEEN PRIMARILY SCHOOLS IN THAT ASPECT. SO WORKING IN CENTRAL OHIO PRIMARILY. WE'VE BEEN WORKING WITH A LOT OF YOUR NEIGHBORS. WE HAVE WORK IN HILLIARD AND WORTHINGTON AND WESTERVILLE AND DOWN 33 DOWN TOWARDS ATHENS AND LANCASTER AND BLOOM-CARROLL, ETCETERA, THAT YOU SEE ALL HIGHLIGHTED IN THE IN THIS DIAGRAM. SO WE'RE PLEASED TO BE WORKING HERE. IN NEW ALBANY ON THESE NEXT FEW PROJECTS. SO I MENTIONED THE, THE CATEGORIES OF PROJECTS ARE THE BOND ISSUE PROJECTS THAT ARE BROKEN OUT INTO PHASE ONE AND PHASE TWO PROJECTS. YOU SEE THE BUDGET NUMBER FOR EACH OF THOSE. PHASE ONE. THE OTHER POTENTIAL PROJECTS THAT ARE IN THIS P FUNDED CATEGORY. THEY ARE POTENTIAL. SO DON'T GET TOO CAUGHT UP ON THAT. THAT IS DEPENDING ON FUNDING AND HOW EVERYTHING SHAKES OUT IN TERMS OF THE PROJECTS. BUT I THINK IT'S IMPORTANT FOR US TO THINK ABOUT WHAT'S ALL ON THE TABLE.AND WHEN WE CONSIDER MASTER PLANNING ACTIVITIES, PARTICULARLY AS IT PERTAINS TO THE SCHOOL CAMPUS SITE, BECAUSE THERE'S SEVERAL BUILDINGS AND ELEMENTS THAT MAY IMPACT THAT DEVELOPMENT. PHASE ONE FIRST PROJECT I WANT TO SHARE WITH YOU IS A NEW ELEMENTARY SCHOOL. SO THIS IS A THOUSAND SEATS FOR GRADES ONE AND TWO AND 250 SEATS FOR KINDERGARTEN AT THIS SITE.
THIS IS LOCATED NEAR THE EXISTING PRIMARY SCHOOL. SO THIS IS OPPOSITE THE WEXNER.
COMMUNITY CENTER OR PARK, WHERE THE EXISTING BASEBALL AND SOFTBALL FIELDS ARE FOR THE SCHOOLS. SO THAT'S THE LOCATION FOR THIS SITE, PRIMARILY FROM WHAT'S AVAILABLE, BUT IT WORKS OUT WELL WITH ITS ADJACENCY TO THE OTHER SCHOOL. OFF OF THAT SWICKARD WOODS BOULEVARD. THAT SITE PLAN WAS FROM THE MASTER PLAN. THIS IS WHAT OUR CURRENT FLOOR PLAN KIND OF LOOKS LIKE.
AS WE'VE WORKED THROUGH THE DESIGN PROCESS FROM A MASTER PLANNING, AND NOW WE'RE IN A PROGRAMING STAGE. JUST BEGINNING SCHEMATIC DESIGN. AND THIS IS THE WAY THAT'S SITTING ON THE SITE. WITH THE NEW FOOTPRINT ASSOCIATED WITH THIS CHANGE, WE UNDERSTAND THERE'S EXISTING CHALLENGES AT THE SWICKARD WOODS BOULEVARD AND FOSTER ROAD INTERSECTION TODAY. AND THE CITY HAS RECOGNIZED THAT. AND IT'S BEEN A CANDIDATE FOR IMPROVEMENTS. THAT THEY'VE BEEN EYEING. WE THINK THIS IS THE CATALYST AS WE'RE ADDING MORE DEMAND TO THAT INTERSECTION WITH THE SCHOOL. THAT THERE WILL NEED TO BE IMPROVEMENTS TO THAT INTERSECTION AND THE ASSOCIATED DRIVE. SO WE'VE BEEN IN CONVERSATIONS WITH CITY STAFF ON THAT AND ENGINEERING TO FIGURE OUT WHAT THE WHAT NEEDS TO BE DONE ON THAT. WE BELIEVE IT'S A CANDIDATE FOR A LIGHTED INTERSECTION. THE INITIAL STAGES TO GET TO THAT POINT, OF COURSE, IS DOING A TRAFFIC STUDY. AND ALSO DEVELOPING THE, YOU KNOW, WHAT ARE THE REQUIREMENTS AS THIS SITE IS DEVELOPED FOR ADDITIONAL CAPACITY WITH SCHOOLS. SO THAT'S ALL IN CONVERSATION IN THE DESIGN PROCESS RIGHT NOW. THE FOOTPRINT OF THAT BUILDING WAS GOING WHERE EXISTING BASEBALL AND SOFTBALL FIELDS. SO THAT IS NOW A PROJECT TO RELOCATE. WHERE DO THOSE FIELDS GO. THERE'S TWO OPTIONS THAT WE'RE INVESTIGATING RIGHT NOW. OPTION ONE WOULD BE IN COMBINATION WITH NACOES DEVELOPMENT ON THE GASTON PARKWAY. PROJECT. AND Q BECOMING A, A STADIUM COMPETITION LEVEL OF STADIUM FOR FOOTBALL, LACROSSE, SOCCER, MULTI HOCKEY MULTI-PURPOSE FIELD. SO THAT WOULD BE ASSOCIATED BLEACHERS, CONCESSIONS, RESTROOM FACILITIES AND THE SYNTHETIC TURF FIELD FOR THAT PROJECT. TRACK AROUND IT AND LIGHTING FOR THAT FIELD AS WELL. IN PHASE TWO THE BIG PROJECT WOULD BE WHAT YOU SEE HERE IN J OR EXCUSE ME IN G THE LETTER G, WHICH IS A NEW CAFETERIA AND FINE ARTS HUB FOR THE HIGH SCHOOL PROGRAM. AND WE RECOGNIZE THIS WILL HAVE A NEW FACE OF THE SCHOOL TO DUBLIN-GRANVILLE ROAD. AND SO, YOU KNOW, WE'RE EXCITED. WE'VE GOT A LOT OF TIME AHEAD OF THAT. THERE'S A LOT OF UNDERGROUND UTILITIES THROUGH HERE. IT TOUCHES THREE DIFFERENT BUILDINGS. AND SO THAT TIE IN IS GOING TO BE MESSY WHICH WE ARCHITECTS LOVE. SO BUT WE HAVE A LOT OF TIME TO GET AHEAD OF THIS ONE. BUT WE KNOW IT'S GOING TO HAVE A BIG, YOU KNOW, IMPACT TO THIS COMMUNITY IN TERMS OF THE LOOK AND DESIGN OF THIS.
