I REALIZED THAT COUNCIL MEMBERS AND MR. STEPANOV TOGETHER, YOU HAVE ABOUT 100 YEARS SERVING THE VARIOUS COMMISSIONS COUNCILS. SO THAT NEEDS TO BE RECOGNIZED, AND WE APPRECIATE THAT. I THINK JOE'S GOT THAT ALONE. I WAS GOING TO SAY CHIP, AND WE'RE DRIVING AROUND. I SAW SOMEBODY'S NAME ON THE ROUNDABOUT. COULD HAVE BEEN A CIVIL WAR VETERAN, SO I. EXPANDING OR ANYTHING LIKE THAT. SECOND THING I'D LIKE YOU TO TAKE NOTE OF IS THE NEW ALBANY PLAINS LOCAL SCHOOL DISTRICT FLEET OF DIESEL BUSSES. IF IT'S NOT THE BIGGEST POLLUTER IN THIS CITY, IT CERTAINLY DESERVES HONORABLE MENTION. AND I WOULD LIKE TO READ A COUPLE OF THINGS HERE. HILLIARD SCHOOL DISTRICT LAST YEAR RECEIVED REBATES FROM AEP OF $230,000 FOR EACH OF FOUR BUSSES, EV BUSSES, ELECTRIC BUSSES. DUBLIN WAS ONE OF THE FIRST DISTRICTS IN THE NATION STARTED USING CNG IN THEIR BUS FLEET IN 2018. I'VE BEEN I'VE VISITED SEVERAL OF THESE BUS BARNS, AND I LOADED MY WIFE AND THE DOG AND THE CAR ON SUNDAY AFTERNOON. WE ACTUALLY DUBLIN WAS ONE WE VISITED, SO DON'T LET HER TELL YOU I CAN'T SHOW HER A GOOD TIME. AND DUBLIN IS A FANTASTIC FACILITY. JUST SO YOU KNOW, THEY HAVE THEIR BUS BARN AND THEIR PUBLIC WORKS BUILDING NEXT TO EACH OTHER WITH CNG FILLING STATION IN THE MIDDLE. SO ALL THE MUNICIPAL VEHICLES IN THIS DISTRICT CAN USE IT. AND SOMETHING LIKE THAT WOULD HAVE BEEN GREAT AT THAT. AND THEN A PIECE OF PROPERTY LIKE THIS, IT HAS A PIPELINE GOING THROUGH. IT WOULD HAVE MADE A GREAT SPOT FOR ATHLETIC FIELDS. I WOULD HAVE THOUGHT, BUT THAT'S DONE. SO ANYWAY, DUBLIN HAS CNG.WESTERVILLE 70 OF THEIR 116 BUSSES ARE RUNNING ON PROPANE. WORTHINGTON HAS AN EV PILOT PROJECT GOING. DELAWARE CITY SCHOOLS HAVE BEEN RUNNING THEIR ENTIRE FLEET ON PROPANE FOR THE LAST FIVE YEARS. THEY CLAIM THEY GET 20 TO $0.40 PER MILE SAVINGS. OHIO STATE ONLY HAS SIX BUSSES, BUT EVEN ON THAT SCALE, THEY THOUGHT IT WAS WORTHWHILE TO CHANGE THEIR BUSSES TO CNG.
CODA. THE COLUMBUS CITY BUSSES, ALMOST ALL OF THE 350 HAVE BEEN CHANGED TO CNG. AND AMAZINGLY, COLUMBUS CITY SCHOOLS 15 YEARS AGO IN 2010 GOT THEIR FIRST HYBRID SIX HYBRID BUSSES. SO NEW ALBUM IS NOTABLY MISSING FROM THIS LIST. IT'S INEVITABLE THAT THEY'RE GOING TO HAVE TO MAKE SOME STEPS TOWARD GOING GREEN, EITHER OUT OF A SENSE OF CITIZENSHIP OR TO SAVE MONEY.
THESE THESE OTHER SCHOOL DISTRICTS ARE SAVING MONEY. AND TO DO THAT, YOU HAVE TO HAVE SPACE. YOU CAN'T YOU DON'T JUST SWITCH YOUR WHOLE FLEET AT ONCE. INSTEAD OF HAVING A DIESEL FUEL STATION, YOU HAVE DIESEL AND CNG OR DIESEL AND PROPANE. AND IF YOU WOULD LOOK AT THE DRAWINGS, YEAH, THERE'S REALLY NO LOGICAL PLACE TO PUT IT WITHOUT RECONFIGURING THIS POSSIBLE EV.
I ASK DOCTOR SAWYER A QUESTION AT ONE OF THE MEETINGS THEY HELD AT OUR CLUBHOUSE. I SHOULD HAVE ASKED ABOUT ANY ALTERNATIVE FUEL, BUT I SAID, WILL THIS FACILITY BE ABLE TO ACCOMMODATE ELECTRIC BUSSES THAT MAY BE ADDED TO THE FLEET? PART OF HIS ANSWER IS, SAY, EACH ELECTRIC BLOCK HEATER IS A ONE 20 VOLT, ONE PHASE, 20 AMP CIRCUIT. EACH ELECTRIC BUS AT 480 VOLT, THREE PF, WHATEVER THAT 60 AMP CONNECTION, WHEN AND IF THE BUS GOES ALL ELECTRIC, THE SERVICE TO THE SITE WILL NEED TO INCREASE BY AT LEAST TEN TIMES IN A SEPARATE ELECTRICAL SERVICE WOULD BE NEEDED. I DON'T KNOW MUCH ABOUT ELECTRICITY, BUT PUTTING IN AN ELECTRICAL LINE THAT'S TEN TIMES THE NORMAL POWER NEXT TO A NATURAL GAS PIPELINE THAT COULD BE PROBLEMATIC. SO I DON'T KNOW WHERE THEY WOULD PUT THESE BUSSES. THE WASTE IS ON THE BUSSES ALL NOSE UP TO THE PIPELINE. AND SO, SO. IT'S ALL ABOUT SPACE IN THESE KIND OF FACILITIES. IT'S ABOUT PARKING AND IT'S A BIG PARKING LOT. I DO HAVE I'M NOT AN EXPERT IN ANYTHING, BUT I'VE GOT A DEGREE IN LOGISTICS AND 40 YEARS EXPERIENCE IN THE TRANSPORTATION INDUSTRY. I WORKED FOR ONE COMPANY FOR 32 YEARS AND BUILT OVER 600 FREIGHT TERMINALS IN THIS COUNTRY, AND A FREIGHT TERMINAL HAS ALMOST THE EXACT FOOTPRINT OF ONE OF THESE. BUS CENTRAL BUILDING WITH EXPANSIVE PARKING LOT. THE PARKING LOT EQUIPMENT ON THESE LONG ROAD TRAILERS TAKES UP ABOUT THE SAME FOOTPRINT AS A BUS. THEY HAVE HAVE TO HAVE AN EFFICIENT FUELING SYSTEM AND EFFICIENT INGRESS AND EGRESS FOR THE LOT. SO THE ONLY DIFFERENCE IS THESE BUSSES MAKE TWO CYCLES A DAY. SO EVERY INEFFICIENCY HAS DOUBLE THE IMPACT. I JUST THINK WHEN YOU'RE TALKING ABOUT A FACILITY THAT WILL BE THERE FOREVER, TO NOT KNOW THAT YOU CAN

FOR EXAMPLE, IN MY PAST WORK WITH THE STATE GOVERNMENT, LEGAL PROFESSIONALS HELPED ME SEE BEYOND WHAT WAS WRITTEN IN THE LAW TO UNDERSTAND THE FULL CONTEXT AND IMPLICATIONS. I ENCOURAGE THE COUNCIL TO TAKE THE SAME APPROACH WHEN REVIEWING ENVIRONMENTAL AND RISK ASSESSMENT DATA, ACKNOWLEDGING THAT EXPERTISE IN ONE AREA DOES NOT ALWAYS TRANSLATE INTO FULLY GRASPING THE CONTEXT IN ANOTHER.WE ALL ENGAGE IN RISK ASSESSMENT. THEY OFTEN WITHOUT REALIZING IT, WEIGHTING THE INFORMATION AVAILABLE TO US. SCIENCE. EXPERIENCE. INTUITION. WE MAKE CHOICES BASED ON OUR CIRCUMSTANCES, VALUES AND TOLERANCE OF RISK. I SEE A LOT OF WATER BOTTLES AND TAP WATER IS SAFE PER GOVERNMENT STANDARDS. YET WE'RE CHOOSING SOMETHING DIFFERENT FOR OURSELVES. JUST AS WE MAKE PERSONAL DECISIONS BASED ON OUR OWN RISK TOLERANCE, PUBLIC HEALTH DECISIONS REQUIRE SIMILAR BUT BROADER APPROACH, ONE THAT CONSIDERS COMMUNITY COLLECTIVE WELL-BEING. AS AN EPIDEMIOLOGIST, MY ROLE IS TO APPLY THE SAME KIND OF THOUGHTFUL RISK ANALYSIS ON A LARGER SCALE USING DATA, MEDICAL RESEARCH AND ENVIRONMENTAL SCIENCE TO ASSESS NOT JUST INDIVIDUAL RISKS, BUT POPULATION RISKS. THIS IS WHY THE POTENTIAL IMPACT OF DIESEL EMISSIONS FROM THE PROPOSED BUS DEPOT MATTERS. IT IS NOT ENOUGH TO SAY THAT EMISSIONS MEET REGULATORY LIMITS. WE MUST ALSO CONSIDER WHO IS MOST VULNERABLE, HOW POLLUTANTS DISPERSE, AND WHETHER EVEN ACCEPTABLE LEVELS OF EXPOSURE WILL HAVE MEANINGFUL HEALTH CONSEQUENCES FOR MEMBERS OF OUR COMMUNITY BECAUSE OF OUR HIGHER VULNERABILITY. WHILE NEW DIESEL EMISSIONS HAVE REDUCED TOXICITY, AND YOU MAY HAVE HEARD FROM OTHER PEOPLE UP TO 90%, THEY DO NOT ELIMINATE HARMFUL POLLUTANTS. AND AS A MATTER OF FACT, A REAL WORLD STUDY DONE BY THE UNIVERSITY OF MICHIGAN WHERE THEY COMPARE EMISSIONS FROM SCHOOL BUSSES BEFORE THE NEW TECHNOLOGIES AND AFTER THE NEW TECHNOLOGIES, FOUND THAT THE REDUCTION IN FINE AND ULTRAFINE PARTICLES WERE ONLY ABOUT 10 TO 15%. REGULATORY BODIES RECOGNIZE THE RISKS REMAIN. THE CALIFORNIA AIR RESOURCES BOARD HAS IMPLEMENTED STRICTER SCHOOL BUS EMISSIONS STANDARDS TO BE IMPLEMENTED BY 2027, WHICH OTHER STATES HAVE ADOPTED, AND THE EPA'S 2024 CLEAN SCHOOL BUS REBATE PROGRAM, WHICH YOU JUST HEARD OTHER SCHOOL DISTRICTS HAVE TAKEN ADVANTAGE OF, ALLOCATED $3 BILLION TO REPLACE DIESEL BUSSES NATIONWIDE WITH ZERO EMISSION BUSSES. THE EPA EXPLICITLY STATES THAT DIESEL EXHAUST CAN EXPOSE CHILDREN TO POLLUTANTS LEVELS UP TO TEN TIMES HIGHER INSIDE THE SCHOOL BUSSES, CONTRIBUTING TO INFLAMMATION, REDUCED LUNG FUNCTION, AND INCREASED ASTHMA ATTACKS. IN ADDITION, THE EPA HAS INTRODUCED GREENHOUSE GAS PHASE THREE REGULATIONS, WHICH SET STRICTER EMISSIONS STANDARDS FOR HEAVY DUTY VEHICLES, INCLUDING SCHOOL BUSSES, TO FURTHER REDUCE THE EMISSION OF CO2 BY 2032. SO I THINK THE EVIDENCE IS CLEAR THESE EMISSIONS ARE DANGEROUS WHEN PUBLIC HEALTH AND ENVIRONMENTAL

AGENCIES CONTINUE TO TIGHTEN EMISSION STANDARDS, INVEST MILLIONS IN REPLACING DIESEL VEHICLES AND DEVELOP NEW TECHNOLOGIES TO REDUCE POLLUTANTS. IT TELLS US ONE CRITICAL THING EVEN AT LOWER LEVELS, THESE EMISSIONS REMAIN DANGEROUS. EXPERTS IN THE FIELD THOSE WHO DEDICATE THEIR CAREERS TO AIR QUALITY AND PUBLIC HEALTH, ARE PUSHING FOR STRONGER PROTECTIONS BECAUSE THE SCIENCE SHOWS THAT EXPOSURE, EVEN AT REDUCED LEVELS, STILL CARRIES SIGNIFICANT HEALTH CONSEQUENCES. WE NEED MORE INFORMATION TO ASSESS LOCAL RISK EXPOSURE. I MENTIONED ENVIRONMENTAL SCIENCES, AND EVEN THOUGH PUBLIC HEALTH IS A BIG FIELD, I AM NOT AN EXPERT IN ENVIRONMENTAL SCIENCES. WE NEED ENVIRONMENTAL MODELING TO DO THE COMPLEX RISK ASSESSMENT NEEDED. I AM FORTUNATE, THANKS TO A NEIGHBOR, A NEIGHBOR'S DAUGHTER, TO HAVE THE OPPORTUNITY TO PRESENT STUDENTS FROM MY ALMA MATER, THE OHIO STATE UNIVERSITY COLLEGE OF PUBLIC HEALTH, WITH FACULTY OVERSIGHT. THIS IS TO CONDUCT AN INDEPENDENT CAPSTONE RESEARCH PROJECT TO EXAMINE EXPOSURE LEVELS SPECIFIC TO OUR COMMUNITY. I INVITE ALL OF YOU TO CONSIDER PARTNERING ON THIS EFFORT NOT ONLY TO INFORM OUR DECISION MAKING, BUT ALSO CONTRIBUTE VALUABLE RESEARCH THAT COULD GUIDE OTHER COMMUNITIES FACING SIMILAR CHALLENGES. WHY IS THIS IMPORTANT? SPECIFICALLY TO MY COMMUNITY, MY NEIGHBORHOOD.MEDICAL EVIDENCE SHOWS THAT EVEN LOWER LEVELS OF PM 2.5 FINE PARTICLES AND ALSO PRODUCING CHEMICALS INCREASED MORTALITY RISKS, PARTICULARLY FOR OLDER ADULTS. A NATIONWIDE MEDICARE STUDY FOUND THAT A SMALL INCREASES OF JUST TEN MICROGRAMS PER CUBIC METER, AND THESE ARE ACCUMULATED ON TOP OF WHATEVER WE ALREADY HAVE IN THE ENVIRONMENT, OR TEN PARTS PER BILLION OF OZONE WAS ASSOCIATED WITH A 13.6 RISE IN MORTALITY, WITH MEN BEING MORE VULNERABLE.
TEN MICROGRAMS PER CUBIC METER IS MUCH LOWER THAN THE EPA STANDARD OF 35 MICROGRAMS PER CUBIC METER. REMEMBER THOSE ALERTS WE RECEIVE ABOUT THE AIR QUALITY ALERTS, AND THEY TALK ABOUT THE VULNERABLE POPULATION SHOULD STAY INDOORS. THEY'RE TALKING ABOUT US, THOSE WITH RESPIRATORY DISEASES AND OLDER ADULTS. TO MAKE AN INFORMED DECISION, WE NEED TO UNDERSTAND HOW MUCH OF OUR COMMUNITY WILL BE EXPOSED TO AT LEAST TEN MICROGRAMS PER CUBIC METER, OR TEN PARTS PER BILLION OF OZONE, DUE TO THE BUS DEPOT. WHAT WE ALL WANT TO ENSURE THAT THIS BUS DEPOT DOES NOT POSE A HEALTH RISK TO OUR COMMUNITY. IT IS NOT OUR RESPONSIBILITY TO PROVE IT IS DANGEROUS. OUR COLLECTIVE RESPONSIBILITY IS TO ENSURE IT'S SAFE. WE HAVE A TOXIC AGENT WITH A KNOWN DISPERSION PATTERN AND A HIGHLY SUSCEPTIBLE POPULATION. THESE ARE NOT MERE ASSUMPTIONS.
