WHEREAS THE MONTH OF JUNE IS DESIGNATED AS A TIME TO CELEBRATE THE DIVERSITY AND CONTRIBUTIONS OF LESBIAN, GAY, BISEXUAL, TRANSGENDER AND QUEER INDIVIDUALS. AND WHEREAS PRIDE MONTH WAS FIRST FORMALLY RECOGNIZED IN JUNE, ON JUNE 11TH, 1999, WHEN PRESIDENT BILL CLINTON ISSUED PROCLAMATION 7203, AND IT WAS EXPANDED ON BY PRESIDENT BARACK OBAMA IN 2009, WHO DECLARED JUNE LGBTQ PRIDE MONTH. WHEREAS LGBTQ, LGBT, PLUS PEOPLE IN THE UNITED STATES HAVE MADE AND CONTINUE TO MAKE VITAL CONTRIBUTIONS TO THE UNITED STATES, INCLUDING IN THE FIELDS OF EDUCATION, LAW, HEALTH, BUSINESS, SCIENCE, RESEARCH, ECONOMIC DEVELOPMENT, ARCHITECTURE, LAW ENFORCEMENT, HEALTHCARE, FASHION, SPORTS, GOVERNMENT, MILITARY, MUSIC, FILM, POLITICS, TECHNOLOGY, LITERATURE, AND CIVIL RIGHTS. AND WHEREAS, THE LGBTQ PLUS COMMUNITY HAS MADE SIGNIFICANT CONTRIBUTIONS TO OUR CITY THROUGH THE NONPROFIT ORGANIZATION PRIDE NEW ALBANY, ENRICHING OUR COMMUNITY AND EXPANDING OUR UNDERSTANDING OF LOVE, FAMILY AND IDENTITY.

WHEREAS THE CITY OF NEW ALBANY RECOGNIZES THE IMPORTANCE OF ADVANCING THE RIGHTS AND WELL-BEING OF ALL OF OUR COMMUNITY MEMBERS, INCLUDING LGBTQ PLUS MEMBERS, AND IS COMMITTED TO PROMOTING RESPECT, EQUALITY, AND ACCEPTANCE FOR ALL OF THOSE ACTIVELY WORKING TO CREATE A SAFE AND SUPPORTIVE ENVIRONMENT FOR OUR RESIDENTS. IT REFLECTS OUR SHARED BELIEF THAT DIVERSITY DOES MAKE US STRONGER, AND THAT EVERY INDIVIDUAL CONTRIBUTES TO THE FABRIC OF OUR CITY. MY NAME IS SUE THOMPSON, AND I'M PROUD TO BE THE BOARD PRESIDENT OF PRIDE NEW ALBANY. FAIRLY NEWLY MINTED. I REMEMBER A COUPLE YEARS AGO AT A COMMUNITY UPDATE, WEARING A VEST AND MAKING FUN OF THE FACT THAT WE HAD DETOUR SIGNS ON TOP OF DETOUR SIGNS. SO WE'RE NOT QUITE THAT BAD THIS YEAR, BUT IT'S STILL BEEN A BIT OF A ROUGH

SO BEFORE I INVITE SOME OF OUR COMMUNITY MEMBERS TO SHARE THEIR CONCERNS, I DID WANT TO HAVE OUR SERVICE DIRECTOR WHO'S BEEN PUTTING A LOT OF TIME INTO TRYING TO ADDRESS ISSUES AS THEY COME IN AND BEING AS PROACTIVE AS POSSIBLE. I APPRECIATE A LOT OF PLANNING GOES INTO THIS, BUT IT'S SORT OF LIKE THAT OLD SAYING THAT EVERYONE HAS A PLAN UNTIL GET HIT IN THE FACE. AND I'M NOT SAYING RYAN GOT HIT IN THE FACE. YOU LOOK GREAT. BUT, YOU KNOW, IT HAS BEEN A LONG COUPLE OF DAYS, SO I'LL GO AHEAD AND JUST LET YOU GIVE A QUICK UPDATE ON WHERE THINGS ARE AND THEN INVITE A COUPLE OF OUR COMMUNITY MEMBERS. SO AS MOST OF YOU KNOW, WE IMPLEMENTED THE STATE ROUTE 605 CLOSURE LAST FRIDAY. AND THIS IS TO FACILITATE THE CONSTRUCTION OF THE MARKET STREET EXTENSION. PRIOR TO THAT, THE SERVICE DEPARTMENT WORKED VERY CLOSELY WITH OUR ENGINEERING TEAM AND THE POLICE DEPARTMENT, AND DEVELOPING A DETOUR ROUTE AND SIGN SIGN PACKAGE. ADVANCED NOTIFICATION WAS PROVIDED VIA MESSAGE BOARDS AND THEN ALSO THROUGH THE CITY'S VARIOUS COMMUNICATION CHANNELS. ON THE FIRST DAY OF THE CLOSURE, WE RECEIVED MULTIPLE CALLS AND CONCERNS, PRIMARILY FROM THE STREETS FROM RESIDENTS REGARDING THE CUT THROUGH TRAFFIC, SPEEDING, AND OTHER SAFETY RELATED CONCERNS. SO STAFF IMMEDIATELY WENT OUT INTO THE ON SITE, INTO THE FIELD ALONG WITH OUR CONSULTANTS. AND WE COMBED THROUGH THE DETOUR LOOKING FOR OPPORTUNITIES TO IMPROVE IT. AND

AS AS MOST OF YOU HAVE PROBABLY SEEN, WE'VE MADE WE'VE MADE ADJUSTMENTS AND ADDING SIGNS AND MOVING THINGS AROUND. AND WE ARE LOOKING AT IT AS A CONTINUAL EFFORT. WE'VE BEEN OUT THERE EVERY DAY SINCE AND SPENT SIGNIFICANT TIME OUT THERE WORKING TO IMPROVE THAT AND JUST LISTENING TO YOUR CONCERNS AND DOING THE BEST WE CAN TO MAKE THOSE ADJUSTMENTS. WE'VE, AS I SAID, WE'VE ADDED AN ADJUSTED SIGNS, WE'VE ORDERED SOME MORE. SO WE'RE GOING TO REALLY TRY AND GO OVER AND ABOVE WITH OUR SIGN PACKAGE. AND WE'RE ALSO EXPLORING OTHER WHAT I WOULD SAY ARE A LITTLE MORE UNCONVENTIONAL OPPORTUNITIES TO GET PEOPLE'S ATTENTION. SO WE'RE EXPLORING, YOU KNOW, I'M NOT PROMISING THIS. WE'RE STILL EXPLORING THIS THROUGH OUR ENGINEERING TEAM, BUT MAYBE EVEN DOING SOME THINGS LIKE ESTABLISHING SOME CHICANES ON STATE ROUTE 605, WHICH WOULD EFFECTIVELY FORCE TRAFFIC TO SLOW DOWN AND NOTICE, YOU KNOW, IT'S CHANGED THEIR PATTERN A LITTLE BIT SO THEY, YOU KNOW, FORCE THEM BECAUSE RIGHT NOW, YOU KNOW, WHAT WE'RE SEEING ARE, YOU KNOW, THE TRAVELING PUBLIC SEEMS TO JUST BE BLOWING BY MULTIPLE SIGNS. AND SO WE'RE EXPLORING THOSE THINGS. WE'RE TALKING YOU KNOW, WE'RE TALKING VERY CLOSELY WITH WITH PD AS WELL. AND YOU KNOW, WHAT WE'RE FINDING IS, IS THAT JUST LIKE ALL ALL OTHER DETOURS, GETTING THE SIGNS THERE AND IN PLACE AND VISIBLE IS ONE THING. AND THEN CONVINCING THE PUBLIC TO OBEY THOSE SIGNS AND FOLLOW THEM IS ANOTHER. AND IT CAN BE A REAL CHALLENGE. AND I'VE SPENT EVERY DAY I'VE GONE OUT THERE AND SAT AT BOTH ENTRANCES IN MY MIND'S ACCURATELY FARM AND STRAITS LINK. AND WHAT I'M SEEING IS WE'LL SEE, YOU KNOW, CARS WILL COME UP, THEY'LL MOVE RIGHT THROUGH THE SIGNS AND THEN KIND OF TRY AND TEST THE BOUNDARIES, RIGHT, AND SEE WHAT'S UP THERE.

AND SO THEY'LL GET UP THERE AND THEN OFTENTIMES PAUSE. YOU KNOW JUST THIS LIKE OKAY, THIS REALLY IS CLOSED. AND THEN YOU ALMOST SEE THESE DECISION POINTS HAPPENING IN REAL TIME WHERE I THINK SOME OF THEM I'VE SEEN, THEY'LL TURN AROUND EVEN ON STATE ROUTE 605. NOT ALL, BUT SOME DO TURN AROUND AND SEEM TO MAKE THE LONG JOURNEY BACK. AND THEN WHAT? WHAT'S HAPPENING IS SOME OF THEM WILL A LITTLE MORE QUICKLY GO RIGHT INTO STRAITS LINK AND TAKE THAT ROUTE, AND THEN SOME OTHERS WILL SEEM TO PAUSE A LITTLE BIT LONGER AND THEN GO THROUGH STRAITS. AND SO I HAVE SEVERAL DIFFERENT HYPOTHESES ABOUT WHAT'S GOING ON. BUT I THINK SOME, SOME PEOPLE KNOW THAT I, YOU KNOW, THEY'RE FAMILIAR WITH THE AREA AND JUST KNOW I CAN GO I CAN FIND MY WAY THROUGH STRAITS LINK AND GET TO WHERE I WANT TO GO. AND THEY'RE GOING A LITTLE BIT FASTER. THOSE WHO AREN'T FAMILIAR AT ALL AND MAYBE AREN'T AS SAVVY WITH MAPS AND THEIR PHONES AND THINGS SEEM TO BE TURNING AROUND AND, YOU KNOW, KIND OF ACCEPTING DEFEAT. AND THEN OTHERS, I'M ASSUMING, ARE GETTING ON THEIR PHONES AND LOOKING FOR THEIR OWN ALTERNATE ROUTES AND MAKING THEIR WAY VERY LIKELY THROUGH STRAITS FARM. AND SO IN RESPONSE TO THAT, OUR ENGINEERING TEAM HAS HAS REACHED OUT TO GOOGLE AND WE'VE ASKED THEM TO DEPRIORITIZE THAT ROUTE AND DO EVERYTHING THEY CAN MARK IT AS A CONSTRUCTION SITE AND, YOU KNOW, DO EVERYTHING THEY CAN TO INHIBIT OR AT LEAST NOT NOT MAKE THAT AVAILABLE, IF YOU WILL, TO THOSE WHO ARE LOOKING ON THEIR PHONES. WE'RE ALSO LOOKING AT THE OTHER NAVIGATION MAPS THAT ARE OUT THERE. GOOGLE IS A LITTLE EASIER TO SEND THOSE REQUESTS INTO, BUT WE'RE ACTIVELY LOOKING AT WAYS AND I CAN'T EVEN NAME THEM ALL. AND SO WE DID TRACK DOWN ONE OF, YOU KNOW, AT THE CONSTRUCTION SITE, AND WE PUT OUT A VERY CLEAR MESSAGE THAT WE EXPECT THAT TO STOP THAT, FOR THAT, FOR THOSE TRUCKS TO BE TO FIND THEIR WAY THROUGH THE NEIGHBORHOOD THERE.

AND THEN WHAT WE'RE GOING TO DO IS AT REYNOLDSBURG, NEW ALBANY AND MORRIS ROAD. I'VE, I SPOKE WITH CHIEF ABOUT THIS, AND WE'RE GOING TO ADD A NO THROUGH TRUCK SIGN TO THAT, WHICH IS A REGULATORY SIGN WHICH WILL HOPEFULLY, YOU KNOW, IF THERE ARE COMMERCIAL TRUCKS AND THEY

SEE THAT, YOU KNOW, HOPEFULLY THAT WILL FURTHER GET THEIR ATTENTION AND, AND, AND THEY, YOU KNOW, HOPEFULLY THEY WON'T DO THAT. SO AS TIME GOES ON, OUR EXPERIENCE WITH THESE DETOURS IS IT TAKES ABOUT A WEEK OR SO FOR THINGS TO NORMALIZE. AND WHEN I SAY NORMALIZE, IT'S NOT LIKE GO BACK TO PRE DETOUR CONDITIONS BUT LEVEL OUT. AND SO YOU KNOW WE ANTICIPATE TO SEE THINGS EBB AND FLOW FOR A LITTLE BIT. AND WE'RE WE'RE PREPARED AND TO EBB AND FLOW WITH IT AND ADJUST. AND WE'RE OUT THERE AND WE HEAR YOU. AND SO THEN IN ADDITION TO THAT, THE, YOU KNOW, WE'VE HAD REQUESTS TO MAKE ADDITIONAL FULL CLOSURES ON STATE ROUTE 605 TO FURTHER INHIBIT AND BASICALLY TAKE AWAY THE ABILITY TO CUT THROUGH. SO THAT WOULD BE ADDING A CLOSURE. AND SO WE'VE WE'VE LOOKED INTO THAT. WE'VE, YOU KNOW, AND AFTER TALKING WITH EMS, YOU KNOW, WE WE'VE FOUND THAT THAT WOULD COULD IT COULD CAUSE SOME POTENTIAL LIFE SAFETY ISSUES AND REDUCE RESPONSE TIMES. SO WE'RE STAYING AWAY FROM THAT FOR NOW.

BUT WE ARE CONTINUING TO EXPLORE ALL OPTIONS. AND THAT'S THAT'S WHERE WE'RE AT. YOU KNOW WE KNOW THAT IT'S THAT IT'S NOT PERFECT OUT THERE.
