IN 2024, APPROXIMATELY 23 MILLION OF THE OVERALL INCREASE IN APPROPRIATIONS IS TO PROVIDE FUNDING AND SUPPORT FOR VARIOUS CAPITAL NEEDS AND TO REPAY THE BOND. ANTICIPATION NOTES THAT MATURE IN SEPTEMBER. THESE BOND ANTICIPATION NOTES WERE ORIGINALLY. ISSUED FOR THE MARKET STREET EXTENSION PROJECT AND BRISCO PARKWAY PROJECT, AND WE INTENDED TO ROLL THEM INTO A NEW ISSUANCE IN THIS THIS FALL, HOWEVER, WE'RE DELAYING THAT NEW ISSUANCE. WITH THE INCREASE IN GENERAL FUND APPROPRIATIONS, THE ENDING BALANCE IN THE FUND FOR 2025 IS ESTIMATED AT APPROXIMATELY $39 MILLION. AFTER ALSO ADJUSTING ESTIMATED REVENUES TO REFLECT YEAR TO DATE INCOME TAX COLLECTIONS, THE NEW ESTIMATED BALANCE CONTINUES TO EXCEED BUDGETED OPERATING COSTS AND THEREFORE REMAINS GREATER THAN THE 65% TARGET RESERVE THAT WE KEEP. IN ORDER TO SET ASIDE THOSE FUNDS. GETTING A LITTLE BIT MORE SPECIFIC IN THE GENERAL FUND BY DEPARTMENT AND DIVISION IN THE COMMUNITY INVESTMENT AND PROGRAMING DIVISION, WITHIN THE MAIN GENERAL OPERATING FUND, THERE IS A $3 MILLION INCREASE RELATED TO THE CITY'S COMMITMENT TO THE NEW ALBANY PLAIN LOCAL SCHOOLS FOR PROVIDING FUNDING FOR THE BALL FIELDS. ONCE THAT IS DECIDED, THIS IS AN INCREASE IN THE TIMING OF THE DISTRIBUTION OF THOSE FUNDS OVER THREE YEARS. THERE'S A TRANSFER OF APPROPRIATIONS TO ACCOMMODATE POSITIONS CURRENTLY FILLED WITH A CONTRACT LABOR. AND THEN THERE'S INCREASE IN FLEET MAINTENANCE AND RELATED PARTS DUE TO INCREASE IN INVENTORY, OF MAINTAINING ADDITIONAL EQUIPMENT AND ALSO PRICE INCREASES. OUR DRONE TRAILER WAS A BIGGER PART, PROVIDING OFFICE SPACE FOR US TO WORK. SERGEANT DECKER, WHO WAS THE SCENE COMMANDER, WAS WORKING OUT OF THE BACK OF HIS SUV. AND SO BETWEEN THE DRONE TRAILER, THE MOBILE COMMAND VEHICLE WHERE I WAS, WHERE I WAS, JOSH AND JOE, WE WERE SPREAD OUT THROUGHOUT THE SCENE. AND IN HINDSIGHT, THAT CAUSED US A LITTLE BIT OF PROBLEMS. IN AN OVERVIEW, EVERYTHING WENT REALLY WELL THAT NIGHT. WE IMMEDIATELY GOT AN ARREST WARRANT TO TAKE HIM INTO CUSTODY. THAT DIDN'T GO SO WELL. WE HE TURNED INTO A BARRICADE SITUATION IMMEDIATELY WHEN WE TRIED TO MAKE CONTACT WITH HIM, WE CALLED COLUMBUS SWAT, WHO CAME TO THE SCENE. THEY DID A GREAT JOB THERE. MOBILE COMMAND VEHICLE WAS REALLY TAKEN UP WITH THE NEGOTIATOR, UNDERSTANDABLY, AND THEIR PERSONNEL. BUT THEY DID A GREAT JOB. THE NEGOTIATOR TALKED TO HIM FOR PROBABLY A COUPLE HOURS WHEN IT REACHED A DEAD END. SWAT TEAM DID A GREAT JOB BRINGING HIM INTO CUSTODY WITHOUT BEING INJURED. BUT THAT WAS THE TEMPERATURE THAT NIGHT WAS BELOW 20. SO MYSELF, A COUPLE SERGEANTS AND DETECTIVES WERE WERE WORKING FROM OUR VEHICLE. IT WORKED OUT GREAT. THERE WAS PROTESTERS THAT WE DEALT WITH. SOME WERE INTOXICATED. A DRONE THAT WASN'T AUTHORIZED TO FLY IN THE AREA, AND HAVING EVERYBODY THAT REPRESENTED FROM ALL THE AGENCIES INVOLVED REALLY HELPED TO STREAMLINE THE RESPONSE TO THAT. ANY QUESTIONS?
