WE DID COVER A GREAT DEAL ABOUT BACKGROUND IN SETTING UP FOR THIS, WHICH I'LL TALK ABOUT HERE IN JUST A SECOND. AND WE DID SOME EXERCISES TO SET YOU UP TO GO THROUGH WHAT WE CALL A GOAL SETTING PROCESS. SO WHAT IS THAT PROCESS? THIS IS ABOUT HAVING A FACILITATED SESSION WHERE CITY COUNCIL AND STAFF IDENTIFY STRATEGIC GOALS. WE WERE REALLY TRYING TO PUSH YOU TO THINK BEYOND FIVE YEARS AND BEYOND, TO TRY TO THINK ABOUT WHAT MIGHT BE SOME STRATEGIC GOALS THAT THEN WOULD SEND SOME GUIDANCE TO THE CITY MANAGER REGARDING FUTURE INSIGHTS INTO THE FUTURE, SO THAT THE CITY MANAGER CAN ALIGN RESOURCES AND AND ORGANIZATIONAL NEEDS TO THOSE GOALS. JUST BY WAY OF BACKGROUND, IN PREPARATION FOR THAT SESSION, WE DID QUITE A BIT OF WORK WITH YOU ALL. WE APPRECIATE ALL THE TIME AND EFFORT THAT BOTH YOU AND STAFF GAVE US. WE DID SOME ONE ON ONE INTERVIEWS WITH YOU. WE DID ONE ON ONE INTERVIEWS WITH STAFF. STAFF ALSO DID A VERY EXTENSIVE SURVEY FOR US, GIVING US INPUT ABOUT THEIR OPERATIONS SO WE COULD BETTER UNDERSTAND OPERATIONAL NEEDS AND HOW YOU CONDUCT OPERATIONS, FINANCES AND THAT SORT OF THING. HISTORY AS WELL WAS VERY IMPORTANT. WE REVIEWED YOUR CITIZEN SURVEY, WHICH WAS PRETTY FRESH. THAT WAS A GREAT INSIGHT FOR US, AND CONGRATULATIONS ON ALL THE GREAT FEEDBACK FROM YOUR FROM YOUR RESIDENTS. WE LOOKED AT GROWTH PROJECTIONS. WE LOOKED AT YOUR EXISTING GOALS AND YOUR FOUNDATIONAL PILLARS THAT YOU HAVE YOUR STRATEGIC PLANS. AND THEN WE ALSO CONDUCT AN ENVIRONMENTAL SCAN. YOU MIGHT RECALL THAT WAS US LOOKING AT YOU THROUGH A LENS OUTSIDE OF YOURSELF AND HOW OTHERS MIGHT VIEW NEW ALBANY. AND WE SHARED THAT ENVIRONMENTAL SCAN WITH YOU. THESE ARE YOUR FAMILY PLANS. IF THERE'S ONE THING I TELL YOU, NEW ALBANY DOES A GREAT JOB AND IT'S YOU CAN JUST SEE IT WHEN YOU DRIVE AROUND. AND WITH THE REPUTATION OF DOING A LOT OF GREAT STRATEGIC PLANNING. SO WE APPRECIATE THAT YOU ARE DOING THIS PROCESS AS WELL TO STRATEGICALLY THINK. AND IT'S JUST IT'S IN YOUR [00:05:03] CULTURE AND YOUR YOUR DNA ON PLANS AND PLANNING. AND WE DID REVIEW ALL OF THOSE, AND THEY WERE VERY HELPFUL FOR US TO UNDERSTAND WHO YOU ARE AND WHAT YOU'RE THINKING ABOUT AND SOME OF YOUR PLANS GOING FORWARD. NOW, THESE ARE THE GOALS THAT YOU HAD. YOU ALREADY HAD THE 2024 GOALS. SO WE CERTAINLY WANTED TO PAY TRIBUTE TO THOSE AND REMIND OURSELVES THAT THESE STILL DO EXIST, PRETTY OPERATIONAL IN NATURE, BUT ALSO VERY STRATEGIC. AND THESE PILLARS ARE VERY STRATEGIC AS WELL BECAUSE IT DOES SET YOUR GUIDEPOST AS YOU MAKE DECISIONS ABOUT THE COMMUNITY. WE DID ASK YOUR DEVELOPMENT STAFF AS JENNIFER HERE. WE DID ASK THE DEVELOPMENT STAFF PAINSTAKINGLY TO TO REALLY LOOK AT RESIDENTIAL POPULATION GROWTH AND TRY TO DO SOME PROJECTIONS. AND I AND I, WE SHARED ALL THAT WITH YOU AND QUITE A BIT OF DETAIL. AND JENNIFER BRIEFED YOU ON IT AT THE, AT THE GOAL SETTING SESSION. AND I THINK THEY DID A GREAT JOB OF NOT ONLY LOOKING AT THEIR PLANS, THEIR COMPREHENSIVE PLAN, LOOKING AT THE WAY YOU ARE BUILT NOW, LOOKING AT YOUR PIPELINE THAT THEY KNOW OF THE POTENTIAL PIPELINE, AND TRYING TO DO SOME ESTIMATING ON FUTURE GROWTH. AND HERE WE SAW WITH THE CURRENT POPULATION IS THE PROJECTED POPULATION AGAIN WITH THE APPROVED PROJECTS. AND THEN WHAT IT MIGHT LOOK LIKE AT BUILD OUT. AND I, IF I RECALL WHAT JENNIFER DID SAY IS THIS IS VERY CONSISTENT WITH THE MODELING THAT HAS BEEN PREVIOUSLY BEEN DONE, AND IT SEEMS TO BE GOING VERY MUCH ON TRACK WITH THE THE WORK THAT YOU HAD DONE BEFORE. SIMILARLY, WORKFORCE POPULATIONS IS IMPORTANT TO UNDERSTAND BECAUSE AS YOU HAVE YOUR INTERNATIONAL BUSINESS PARK AND YOU IMPORT A LOT OF JOBS, YOU MAY HAVE A A RESIDENT POPULATION OF X, BUT YOUR WORKFORCE POPULATION IS GOING TO FAR OUTPACE YOUR CURRENT POPULATION. AND WHAT WE WANTED TO THINK ABOUT AND REMIND YOU OF IS THAT'S A POPULATION THAT COMMUTES IN AND OUT OF HERE EVERY DAY, AND IT WILL HAVE DEMANDS ON YOUR INFRASTRUCTURE AND DEMANDS ON YOUR SERVICE LEVELS AS WELL. AND THAT NEEDED TO BE KEPT IN MIND AS YOU THINK ABOUT WHAT RESIDENTS NEED VERSUS WHAT NONRESIDENTS NEED IS STILL HAS A SIGNIFICANT IMPACT. AND THEN WE LOOKED AT THAT RELATIVE TO, YOU KNOW, WHAT DOES IT LOOK LIKE IN THIS MIX? I THIS IS SOMETHING I ALWAYS LOOK AT. I THINK IT'S IMPORTANT TO KIND OF UNDERSTAND, AS YOU LOOK AT YOUR LAND PLANNING AND ITS IMPACTS, IS HOW MUCH OF YOU HOW MUCH OF YOUR GEOGRAPHY THAT YOU HAVE IS REALLY DEDICATED TO COMMERCIAL LAND AND HOW MUCH IS DEDICATED TO RESIDENTIAL LAND? MANY CITIES WOULD LOVE TO HAVE THIS MIX. IF YOU COULD GO, ANYTHING CLOSE TO THIS WOULD BE GREAT. SO, YOU KNOW, CONGRATULATIONS ON ON THE EFFORT AND THE OUTCOMES OF THAT TO DATE AND WELL INTO THE FUTURE. BASED ON YOUR PLANS. THEN WE TRANSITIONED INTO OUR GOAL SETTING EXERCISE. AND I'M GOING TO JUST WITH SETTING THAT UP. ANY QUESTIONS OR COMMENTS ABOUT THAT? I JUST WANTED TO PROVIDE THAT AS A LITTLE BIT OF BACKGROUND FOR BOTH YOU AND YOUR AUDIENCE. WITH THAT, I'M GOING TO HAND IT OVER TO DAVE AND LET HIM TALK ABOUT THE EXERCISE. GOOD EVENING. COUNCIL AND STAFF AND MEMBERS OF THE PUBLIC. IT'S GOOD TO BE BACK WITH YOU AGAIN. SO I THINK DANA DID A GOOD JOB OF JUST GIVING A QUICK OVERVIEW OF THE PROCESS TO KICK TO KICK THE EXERCISE OFF WITH THE ENVIRONMENTAL SCAN. AND SO THEN WE KIND OF MIGRATED INTO THE BRAINSTORMING PART OF THE EXERCISE OF THE DAY BACK IN MAY, WHERE WE PUT YOU INTO GROUPS TO KIND OF LOOK OUT FIVE, SIX, SEVEN YEARS DOWN THE ROAD AND TO IDENTIFY AMONGST THE GROUP OF COUNCIL MEMBERS AND STAFF. WHAT ARE THOSE KEY OBJECTIVES OR KEY GOALS THAT YOU ALL WANT TO SEE HAPPEN IN THE COURSE OF THE NEXT PLUS OR PLUS OR MINUS FIVE YEARS? AND AND THEN ONCE YOU COMPLETED THAT EXERCISE, THEN WE WE DID A LITTLE BRIEF BACK WITH THE WHOLE GROUP. AND AS TYPICAL WITH THESE EXERCISES THEY CAN BE A LITTLE BIT MESSY. THERE'S A LOT OF MOVING PARTS. BUT WE HAD EVERYBODY KIND OF EXPLAIN WHAT WERE THE CONCEPTS AND IDEAS THAT CAME FORWARD. AND FROM THAT, THEN WE WE KIND OF LET EVERYBODY EXPLAIN TO THE GROUP WHAT THEIR PROPOSED GOALS AND OBJECTIVES WERE. AND THEN WE LOOKED TO MAKE SURE THERE WAS A PRETTY GOOD UNDERSTANDING ACROSS THE BOARD. NOW, OF COURSE, WITH THESE, THERE'S ALWAYS A FAIR AMOUNT OF OVERLAP. SO YOU GET A LITTLE BIT OF REPETITION ACROSS DIFFERENT GROUPS THAT ARE GOING THROUGH THIS EXERCISE. AND SO BEFORE WE WIND UP GOING INTO THE PRIORITIZATION OF THESE GOALS, WE DO A LITTLE BIT OF CONSOLIDATION AND ENSURING THAT WE DON'T HAVE TOO MANY IDEAS THAT ARE OVERLAPPING IN CONCEPT AND IN NATURE, AND THEN TRYING TO GET THOSE INTO SOME DISTINCT CATEGORIES OF, OF GOALS AND OBJECTIVES. SO AND THEN THAT'S THE POINT AT WHICH WE WERE ABLE TO HAVE YOU ALL TAKE A MINUTE TO LOOK AT THOSE, EVALUATE THEM. [00:10:02] AND THEN THROUGH THE EXERCISE OF VOTING, PRIORITIZING, PUTTING YOUR OWN PRIORITY, EACH INDIVIDUAL PARTICIPANT IN THE EXERCISE TO SAY THIS IS IMPORTANT TO ME. AND AND THIS IS WHAT I WOULD LIKE TO SEE GO FORWARD AS A PARTICULAR GOAL. WE'RE GOING TO DANA'S GOING TO DETAIL THOSE HERE FOR YOU IN JUST A SECOND. BUT YOU KNOW THOSE AGAIN, THOSE EXERCISES CAN CAN BE A LITTLE BIT MESSY. BUT I THINK AT THE END OF THE DAY WE WERE ABLE TO KIND OF SEE WHAT WHAT IN ALL OF THOSE WERE LIKE CONCEPTS AND LIKE GOALS AND PUT THOSE INTO SOME SORT OF AN ORDER BASED ON THE, THE VOTING PRIORITIES THAT YOU ALL ESTABLISHED. SO THIS CHART HERE REALLY REPRESENTS WHERE THE MIND, THE COLLECTIVE MIND OF THE GROUP WAS. AND SO YOU CAN SEE ON THE LEFT HAND SIDE THE VARIOUS GOALS THAT WERE IDENTIFIED FROM THE BRAINSTORMING SESSION. AND THEN AFTER THE GOAL, AFTER THE PRIORITIZATION PROCESS, HOW MANY VOTES WERE ASSIGNED FOR EACH OF THESE PARTICULAR GOAL AREAS. AND SO WE WANTED TO KEEP THAT IN THE 5 TO 6 GOAL RANGE JUST FOR THE SAKE OF MANAGEABILITY. IF YOU HAVE, YOU KNOW, 12, 15 GOALS, THEN THEN YOU'RE REALLY NOT YOU'RE NOT GOING TO BE ABLE TO FOCUS TOO, TOO HEAVILY ON ANY ONE OF THEM. SO WE WOUND UP GOING FROM THE TOP TO THE BOTTOM THERE WITH THOSE TOP FIVE GOALS SUPPORT THE COMPLETION OF THE VILLAGE CENTER, FORGAVE LAND ACQUISITION STRATEGY, DETERMINE OVERALL PARKS FACILITIES. MANAGE THE LEADERSHIP TRANSITION THAT'S PENDING, AND THEN DEVELOP A FACILITIES MASTER PLAN. AND IF YOU NOTE THAT THAT ONE THAT DEVELOPED FACILITIES MASTER PLAN HAD THE SAME NUMBER OF VOTES AS THE PROVIDING INCENTIVES FOR SMALL BUSINESSES. WHEN WE GOT TO TALKING ABOUT THAT AS A GROUP, I THINK WE AGREED THAT PROVIDING INCENTIVES FOR SMALL BUSINESSES REALLY IS A STRATEGY FOR THAT FELL WITHIN THE SUPPORT OF THE COMPLETION OF THE VILLAGE CENTER. AND SO THAT ONE DIDN'T STAND ALONE AS ITS OWN. IT ROLLED UP INTO THE THE FIRST GOAL. SO WE WOUND UP WITH THESE, THESE FIVE GOALS. AND THEN THE VERY BOTTOM THERE, WE HAD A NOTE ON KIND OF AN ITEM THAT DIDN'T DIDN'T FIT INTO THE GOALS, WAS JUST A FOLLOW UP ITEM OF THE QUESTION CONCERNING THE PERCENTAGE OF DEVELOPED LAND ALREADY IN THE CITY VERSUS THE AMOUNT OF LAND TO BE ANNEXED. AND I THINK THAT WAS IN THE CONTEXT OF A QUESTION ABOUT TRYING TO COME UP WITH A SENSE OF WHAT'S THE MAXIMUM SEATING CAPACITY OF NEW ALBANY, WHAT'S THE DESIRED, YOU KNOW, BUILD OUT OF THE CITY. AND TO UNDERSTAND THAT, WE HAD TO UNDERSTAND HOW MUCH OF THE EXISTING LAND WAS DEVELOPABLE FOR RESIDENTIAL PURPOSES, AND THEN FROM THERE, HOW MUCH ADDITIONAL LAND WOULD BE ANNEXED AND TURNED INTO RESIDENTIAL PURPOSES. THEY GOT A LITTLE BIT BACK INTO WHAT DANA WAS TALKING ABOUT EARLIER, THE WORK THAT THE DEVELOPMENT DEPARTMENT DID FOR YOU ON THAT. SO THAT WAS THE THE, THE FIVE TOP PRIORITIES THERE. AND THEN FROM THERE, WE DECIDED TO TAKE THOSE FIVE GOALS AND THEN TO WORK WITH STAFF TO IDENTIFY THE KEY OBJECTIVES THAT WOULD ROLL UP INTO THOSE. SO THE GOALS THEMSELVES NEED STRATEGIES UNDERNEATH THEM TO SUPPORT THEM, TO MAKE THEM HAPPEN TO, TO REALIZE THEM. WE ALSO KNOW THAT SEVERAL OF THOSE OBJECTIVES ARE GOING TO REQUIRE RESOURCES, WHETHER THOSE ARE PEOPLE OR FINANCIAL RESOURCES, OR SOME ADDITIONAL CONTRACTUAL SERVICES. ALL OF THOSE NEED TO BE SUPPORTED IN ORDER TO TO BE ACCOMPLISHABLE IN THE LONG RANGE. AND THEN FINALLY TO COME TOGETHER WITH THIS FINAL REPORT AND RECOMMENDATIONS. AND THEN TO THAT POINT, I JUST WANT TO NOTE THAT WHEN YOU GET TO THIS PART OF THE PROCESS AND YOU'RE KIND OF INTO YOUR IMPLEMENTATION, YOU'VE GOT THESE 5 OR 6 OBJECTIVES THAT YOU'VE IDENTIFIED AND YOU'VE ALL AGREED UPON, WHICH, YOU KNOW, WE WE'RE GOING TO DIVE INTO IN A LITTLE BIT MORE DETAIL HERE. I THINK IT'S IMPORTANT TO ALSO UNDERSTAND THAT, YOU KNOW, THIS IS A DYNAMIC PROCESS. THERE'S GOING TO BE SOMETHING THAT'S GOING TO COME DOWN THE PIKE, AND IT MAY BE SIX MONTHS FROM NOW, IT MAY BE 12 MONTHS FROM NOW OR MAYBE TWO YEARS FROM NOW, BUT SOMETHING'S GOING TO COME DOWN THE PIKE THAT'S GOING TO TAKE CENTER STAGE AND MAYBE SOMETHING FORESEEABLE OR SOMETHING UNFORESEEABLE. BUT YOU HAVE TO UNDERSTAND THAT THESE GOALS NEED TO BE A LITTLE BIT FLEXIBLE. YOU DON'T WANT TO YOU DON'T WANT TO JUST ADD EVERYTHING WILLY NILLY, BECAUSE THEN YOU DILUTE THE VALUE OF THE GOALS THAT YOU HAVE. BUT YOU ALSO NEED TO UNDERSTAND THAT IF SOMETHING TRULY SIGNIFICANT COMES DOWN THE PIKE THAT NEEDS YOUR ATTENTION AND ALL OF A SUDDEN EVERYBODY AGREES IS NOW A NEW PRIORITY, YOU HAVE TO BE PREPARED TO KIND OF RESHUFFLE THE DECK A LITTLE BIT. SO THIS THIS HAPPENS IN A [00:15:02] POINT IN TIME, BUT WE ALL RECOGNIZE IT'S IT'S A DYNAMIC WORLD THAT WE LIVE IN AND, AND FACTS AROUND THIS CHANGE AND SITUATIONS CHANGE. AND SO YOUR STRATEGIC PLAN ALSO WILL NEED TO BE CONTINUALLY UPDATED AND MODIFIED AS YOU GO. OKAY. SO WITH THAT I'M GOING TO TURN IT BACK OVER TO DANA ON SOME SPECIFICS ON THE. THANKS, DAVE. AND I WOULD ALSO EMPHASIZE THAT WHEN WE TALKED ABOUT THIS AT THE AT THE SESSION ABOUT THE IMPORTANCE OF STANDING BACK AND REALLY TRYING TO LOOK AS BIG PICTURE AS YOU CAN LOOK, AND WITH ALL THE THINGS THAT YOU HAVE GOING ON AS A CITY AND HAVE HAD GOING ON ALL THESE YEARS TO SIT BACK AND SAY, LOOK, HERE'S THE FIVE MAIN THINGS WE REALLY NEED TO FOCUS ON. NOT THAT YOU'RE NOT DOING 100 OR 1000 OTHER THINGS BECAUSE YOU ARE, BUT HOW DO WE REALLY REFINE THE BIG, BIG ROCKS THAT WE NEED TO GO AFTER? SO THESE ARE THE ONES THAT, AGAIN, THAT YOU IDENTIFIED AS AS KEY GOALS. SO THE WAY THESE ARE BROKEN DOWN IS FIRST THE GOAL THE BOLDED AT THE TOP I FOR EXAMPLE, SUPPORT COMPLETION OF THE VILLAGE CENTER. THAT WAS THE GOAL STATEMENT. YOU ALL CAME UP WITH THE LANGUAGE UNDERNEATH. EACH ONE OF THESE IS LANGUAGE THAT WE WORK WITH STAFF TO COME UP ON, AND THEN COME UP WITH FURTHER EXPLAINING THAT GOAL STATEMENT AND THEN THE OBJECTIVES. SO THAT INCORPORATES A LOT OF THE DISCUSSION. YOU HAD SOME OF THE DETAILS THAT YOU GAVE US, EVEN REACHING BACK TO THE INTERVIEWS AND THE INPUT THAT WE GOT AS WELL, TO INCORPORATE A LOT OF THOSE THOUGHTS THAT FALL UNDERNEATH THAT. SO I TALKED WITH JOE THIS MORNING AND WE'RE GOING TO SERVICES, TRASH SERVICES, GARBAGE FOR FREE, FOR FREE. I UNDERSTAND THAT SOME OTHER MUNICIPALITIES DO, SOME DON'T. BUT I THINK IT MIGHT BE WORTH TAKING A LOOK AT AS IT'S BEEN A LITTLE BIT OF TIME. AND JOE AGREED TO TO DO THAT. WE'VE TALKED ABOUT THAT ON AND OFF FOR A DECADE. YEAH, WE PICKED UP THE COST FOR A COUPLE OF YEARS. THE ADDITIONAL COST THAT WE DID TO KEEP IT FLAT. NOW, PART OF THE NEGOTIATIONS, I THINK TWO WERE WITH THE TRYING TO TIME UP THE WASTE HAULING CONTRACT SO THAT THAT WAS PART OF THE BID PROCESS. IF THEY KNEW THEY WERE JUST GOING TO HAVE TO BUILD A CITY RATHER THAN INDIVIDUAL RESIDENTS, WE GET THE COST REDUCTION. SO A LOT OF THAT HAS TO THE TIMING IS IMPORTANT. THANK YOU. ALL RIGHT.
