AND WHEREAS, THERE ARE MORE THAN 800,000 SWORN LAW ENFORCEMENT OFFICERS IN THE UNITED STATES, OVER 27,000 EMPLOYED IN THE STATE OF OHIO, AND 30 SWORN OFFICERS CURRENTLY SERVING THE CITY OF NEW ALBANY. WHEREAS, THE CITY OF NEW ALBANY IS COMMITTED TO PROVIDING SUPERIOR TRAINING AND WORK FACILITIES FOR OUR NEW ALBANY POLICE DEPARTMENT AND IS DEMONSTRATING ITS COMMITMENT THROUGH ITS INVESTMENT IN A NEARLY 600 ZERO SQUARE FOOT BUILDING ADDITION TO THE EXISTING POLICE STATION AND THROUGH ITS INVESTMENT IN A 9500 SQUARE FOOT POLICE TRAINING FACILITY UP WITH THE SERVICE STATION. WHEREAS, IN 2025, OUR NATION LOST 111 OFFICERS IN THE LINE OF DUTY, INCLUDING DEATHS ATTRIBUTED TO FIREARMS, TRAFFIC INCIDENTS, PHYSICAL INJURY AND DUTY RELATED ILLNESSES. WHEREAS, OUR POLICE OFFICERS ARE FIRST RESPONDERS OF THE FIRST ORDER INDIVIDUALS WITH SPECIALIZED TRAINING WHO ARE AMONG THE FIRST TO ARRIVE AT THE SCENE OF AN EMERGENCY TO PROVIDE IMMEDIATE ASSISTANCE, OFTEN RISKING THEIR OWN LIVES IN ORDER TO SAVE OTHERS. WHEREAS, ON MAY 7TH, 2026, THE OHIO PEACE OFFICERS TRAINING COMMISSION AND THE LAW ENFORCEMENT COMMUNITY WILL HONOR AND REMEMBER SIX FALLEN OFFICERS AT THE 38TH OHIO PEACE OFFICERS MEMORIAL CEREMONY IN LONDON, OHIO. WE WERE PARTICULARLY IMPRESSED WITH THEIR DETAILED LOGISTICS PLAN THAT THEY PUT TOGETHER, WHICH CLEARLY OUTLINED HOW CONSTRUCTION, TRAFFIC, STAGING AND ACCESS WOULD BE MANAGED THROUGHOUT THE PROJECT. IN ADDITION, MESSER IS ALREADY WORKING ON NEARBY CITY PROJECTS, WHICH ALLOWS THEM TO EFFICIENTLY MANAGE THIS PROJECT AND USE SOME OF THAT SAME STAFF THAT'S ALREADY WORKING IN THE CITY AND UNDERSTANDS OUR STANDARDS. THIS CONTRACT IS FOR PRE-CONSTRUCTION SERVICES ONLY, AND THOSE SERVICES ARE ESTIMATED AT APPROXIMATELY $40,000.
