AND IT'S GREAT FOR ME ON MY DAY JOB TO BE ABLE TO HELP YOU GUYS CELEBRATE THIS NEW THE FOUNDERS DAY, WHICH HAS ITS OR TRACES ITS ORIGINS TO 1976, WHEN THE NEW ALBANY HISTORICAL SOCIETY ORGANIZED A COMMUNITY CELEBRATION IN HONOR OF THE NATION'S BICENTENNIAL.WHAT BEGAN AS A SMALL TOWN GATHERING SUPPORTED BY A DEDICATED GROUP OF VOLUNTEERS, HAS GROWN INTO A CHERISHED LOCAL TRADITION. 50 YEARS LATER, AS OUR COUNTRY APPROACHES ITS SEMIQUINCENTENNIAL, THOSE SAME VOLUNTEER EFFORTS CONTINUE TO UPHOLD THE SPIRIT OF COMMUNITY THAT DEFINED THE VERY FIRST CELEBRATION, AND FOUNDERS DAY HAS BECOME AN ENDURING REFLECTION OF NEW ALBANY'S HISTORY, PRIDE, AND CIVIC ENGAGEMENT. SO IT REALLY MAKES NEW ALBANY FEEL LIKE A, YOU KNOW, THE SMALL COMMUNITY, THE CLOSE KNIT COMMUNITY THAT WE HAVE. SO I CAN'T THANK YOU ALL ENOUGH FOR CREATING THIS EVENT THAT IS A STAPLE OF NEW ALBANY. AND AS A CITY COUNCIL THAT'S KIND OF GROWN IN THE CITY ITSELF. AS SOME MAY KNOW, MY PROPERTY IS IMMEDIATELY ADJACENT TO TAYLOR FARM PARK, AND I COME BEFORE YOU THIS EVENING TO TELL YOU ABOUT THE ADVERSE IMPACT CITY DECISIONS HAVE HAD ON THE ENJOYMENT OF AND VALUE OF MY PROPERTY, AS WELL AS THE PROPERTY OF MY NEIGHBORS WHOSE HOMES ARE ALSO ADJACENT TO THE PARK. WHILE I RECOGNIZE AND APPRECIATE THE VALUE OF THE PARK'S CONSTRUCTION HAS HAD ON OUR COMMUNITY, WHO DOESN'T LOVE ANIMALS IN NATURE? IT SHOULD BE RECOGNIZED THAT IT HAS HAD SOME ADVERSE IMPACTS ON ADJACENT PROPERTIES. AS THE PARK IS A NATURE PRESERVE BY DESIGN, MANY OF US NOW HAVE 2 TO 3 FOOT TALL WEEDS IMMEDIATELY BEHIND OUR PROPERTY. THREE QUARTERS OF THE YEAR, WE'VE BEEN FORCED TO INSTALL CAMERAS AT THE BACK OF OUR HOMES BECAUSE WE NOW HAVE PEOPLE WANDERING BEHIND OUR PROPERTIES AT ALL HOURS OF THE NIGHT. AS PEDESTRIAN ENTRANCES TO TAYLOR FARM PARK ARE NOT SECURED AT NIGHT, THIS WAS ONCE QUITE WELL MAINTAINED FARMLAND, SO THESE CHANGES HAVE BEEN DISAPPOINTING FOR MANY OF US. MOST RECENTLY, PROPERTY OWNERS WITH LAND ADJACENT TO THE PARK WERE SENT A NOTICE THAT SURVEYING AND BOUNDARY MARKING WOULD BE DONE. THIS WAS NOT SURPRISING TO ME AS PROPERTY BOUNDARIES HAVE BEEN WELL MARKED CONSISTENTLY SINCE THE PROJECT BEGAN. I WAS, HOWEVER, SHOCKED AND EXTREMELY FRUSTRATED LAST WEEK WHEN I OBSERVED THAT A REFLECTIVE STREET SIGN HAD BEEN PLACED AT THE END OF MY DRIVEWAY AT THE PROPERTY LINE. AND IF YOU HAVEN'T HAD THE OPPORTUNITY TO SEE SAID SIGNS, THESE ARE WHAT HAVE BEEN PLACED. SO I THINK EVERYONE CAN TELL FROM THIS SIGN THAT THIS IS NOT IN LINE

WITH NEW ALBANY ESTHETICS. IT'S NOT SOMETHING THAT ANY OF YOU WOULD WANT AT THE BACK OF YOUR PROPERTIES. IT'S ACTUALLY NOT EVEN SOMETHING ANY HOMEOWNER'S ASSOCIATION IN THIS COMMUNITY WOULD APPROVE. WE'VE HAD WE HAVE HIGHER STANDARDS FOR REAL ESTATE SIGNS, WHICH ARE TEMPORARY IN OUR COMMUNITY. I CONTACTED THE CITY WITH MY CONCERNS, AND THEY SHARED THAT THE SIGNS WOULD NOT BE REMOVED AS THEY ARE NECESSARY FOR ENFORCEMENT. I AM WELL AWARE THAT MANY PROPERTY OWNERS ADJACENT TO THE PARK HAVE REFUSED TO ADHERE TO THE CITY'S REQUESTS TO CEASE ENCROACHMENT ON PARK LAND, WITH MANY STILL CHOOSING TO PLACE PLAY EQUIPMENT AND PATIO FURNITURE OVER THE BOUNDARY LINE. THE IRONIC THING IS THAT I HAVE NOT BEEN AND NEVER WILL BE ONE OF THOSE PROPERTY OWNERS. INDEED, SINCE DAY ONE, I HAVE ACTED AS A NEIGHBORHOOD LIAISON WITH THE CITY TO ENCOURAGE OTHERS TO COMPLY. THE CITY'S JUSTIFICATION REGARDING USE OF THESE SIGNS IS NONSENSICAL. NINE OF THESE SIGNS WERE PLACED, AND YET THERE ARE APPROXIMATELY 33 PROPERTIES BORDERING THE PARK. EVEN IF THESE SIGNS WERE PLACED BETWEEN PROPERTIES, ONLY 18 HOMES NOW HAVE THESE BOUNDARY SIGNS AS REMINDERS, AND THIS IS WHOLLY INADEQUATE AND IS NOT GOING TO ASSIST THE CITY WITH ACTUAL ENFORCEMENT.WHAT WILL WORK? ACTUALLY FOLLOWING UP WITH THE OFFENDING PROPERTY OWNERS, PEOPLE PUT THEIR ITEMS BACK ON PARK LAND BECAUSE THE CITY NEVER FOLLOWED UP. WHILE IT MIGHT SEEM LIKE I'M COMING BEFORE YOU REGARDING A TRIVIAL ITEM, AN UGLY SIGN IN MY BACKYARD, I HAVE SERIOUS CONCERNS ABOUT THE EFFECT THAT THIS SIGN WILL HAVE ON MY PROPERTY WHEN CONTINUING PROBLEM THAT PARK OWNERS HAVE HAD IS THAT PEOPLE HAVE BEEN CUTTING THROUGH OUR PROPERTIES TO GET TO THE PARK. I LIVE ABOUT A HALF A MILE FROM THE PARK, AND THIS IS A PICTURE OF THE FRONT OF MY HOME. AS OF LAST NIGHT, YOU CAN NOW SEE THIS REFLECTIVE SIGN, WHICH ACTUALLY NOW ADVERTISES THAT THIS IS A GREAT PLACE TO CUT THROUGH TO GET TO THE PARK. SO WHILE I NOT ONLY HAVE CONCERNS WHILE I LIVE HERE, I ALSO HAVE CONCERNS ABOUT LISTING MY PROPERTY FOR SALE. ONE COULD ARGUE IF I DON'T LIKE IT MOVE, BUT THE CONCERN IS THAT PEOPLE WHO COME TO NEW ALBANY ARE LOOKING FOR A CERTAIN ESTHETIC. A CHEAP STREET SIGN DOESN'T ALIGN WITH THAT ESTHETIC. SO IN LIGHT OF THESE THINGS, I AM RESPECTFULLY REQUESTING THAT CITY ADMINISTRATION REMOVE THESE UNSIGHTLY BOUNDARY SIGNS AND CONSIDER A MORE EFFECTIVE AND NEIGHBORLY WAY TO MANAGE THE ENCROACHMENT PROBLEM.
