ARE THERE ANY ADDITIONS OR CORRECTIONS TO THE PROPOSES? I HAVE NOT RECEIVED ANY NOTES AND I WOULD MOVE TO ADOPTION BY CONSENSUS. ADDITION TO THE CORRECTIONS TO THE AGENDA . [6. HEARING OF VISITORS]

RECEIVED ANY REQUESTS. OK, THAT TAKES US TO HEARING VISITORS. UH, WE HAVE OUR FRIENDS FROM M PC HERE THIS EVENING RESIDENT ORDINAIRE TO GIVE US A, UH, UPDATE ON THE TRANSPORTATION PLAN. MARIA GOOD EVENING. I OH, THAT MI MIGHT BE ON. THAT CHANGE OVER AND YEAH, IT WAS REAL OK? YEAH, WE'RE GOOD. ALL RIGHT. THERE WE GO. THANK YOU. ALL RIGHT, SO YES, I'M MARIA SHOCKER , ASSOCIATE DIRECTOR OF TRANSPORTATION PLANNING AT THE MID OHIO REGIONAL PLANNING COMMISSION. AND I'M GONNA HERE TO TALK TO YOU TONIGHT ABOUT THE METROPOLITAN TRANSPORTATION PLAN. UH, IF YOU'RE NOT FAMILIAR WITH MORSI, WE ARE THE REGIONAL COUNCIL OF GOVERNMENTS FOR THE CENTRAL OHIO REGION. WE SERVE OVER 85 MEMBERS. UM AND WE, UH, REALLY WORK TO COLLABORATE WITH LOCAL COMMUNITIES ON INFRASTRUCTURE AND TRANSPORTATION. PLANNING UH, SUSTAINABILITY DATA RESEARCH MAPPING, UM, POLICY AND GRANT DEVELOPMENT AND A NUMBER OF, UM TOPIC AREAS AND BUT AGAIN TONIGHT I'M HERE TO TALK TO YOU ABOUT THE TRANSPORTATION PLAN, MAINLY BECAUSE AS YOU KNOW, WE ARE A GROWING REGION. UH, WE'RE EXPERIENCING IT HERE IN NEW ALBANY. BUT WE ARE GONNA BE A REGION OF 3.15 MILLION BY AS A, UH, 15 COUNTY REGION BY 2050. SO THAT TRANSLATES TO ABOUT 726,000 MORE PEOPLE ALMOST 360,000 MORE JOBS, WHICH, AS YOU CAN IMAGINE, UH, PUTS NEW DEMANDS ON OUR TRANSPORTATION SYSTEM. SO WHAT DOES THAT LOOK LIKE? UM AT A WHAT WE CALL A TRAFFIC ANALYSIS ZONE LEVEL. UH, HERE YOU SEE THE DENSITY LOOKING OUT TO 2050 SO ON THE LEFT HAND SIDE, THAT'S THE GROWTH IN HOUSEHOLD. SO THAT INCREMENT OF CHANGE, SO THOSE DARKER COLORS ARE WHERE WE'RE GONNA SEE THE HIGHEST GROWTH AND THEN ON THE RIGHT SIDE, THAT'S THE TOTAL 2050. SO WHAT THE DENSITY LOOKS LIKE, UM, TO TOTAL IN 2050 FROM A HOUSEHOLD PERSPECTIVE. AND THEN SIMILARLY, WITH JOBS. YOU KNOW, WE'RE HAVING, UH, JOBS. UH AGAIN, THE, UH, DENSITY GROWTH SO THAT CHANGE BETWEEN NOW AND 2050 IS SHOWN ON THE LEFT. AND THEN WHAT ? THE UH, WE ARE FORECASTING IN THE REGION TO LOOK LIKE, UH, AS A WHOLE IN 2015. AND SO, UH, IT'S IMPORTANT TO PLAN FOR TRANSPORTATION. AND UH, THE METROPOLITAN TRANSPORTATION PLAN IS OUR LAW IS OUR REGION'S LONG RANGE PLAN THAT IDENTIFIES STRATEGIES AND PROJECTS. LOOKING OUT TO 2050. IT IS A FISCALLY CONSTRAINED PLAN. SO UM, IT'S IMPORTANT TO KNOW THAT, UH, THAT DOES NOT MEAN THAT ALL OF THE PROJECTS THAT YOU SEE HERE ARE, UM, HAVE FUNDING COMMITMENTS TO THEM. IT JUST MEANS THAT BASED ON OUR FISCAL ANALYSIS OF COST ESTIMATES AND FORECASTED, UH, REVENUE FOR I THINK THOSE PROJECTS ARE, UM, CAN REASONABLY REASONABLY BE BUILT BY 2050. WE DO THIS EVERY FOUR YEARS AT MORP C. UM WE SUBMIT THIS PLAN TO US DOT AND OD. A, UM, IT DOES. UM IT IS IMPORTANT BECAUSE IT ENABLES OUR REGION TO BE ELIGIBLE FOR FEDERAL TRANSPORTATION DOLLARS. SO UH, WHAT'S REALLY IMPORTANT IS THAT FOR A PROJECT TO BE ELIGIBLE? IT MUST BE INCLUDED IN THIS PLAN. US DOT REALLY LOOKS AT THIS AS THE GUIDING DOCUMENT WHEN LOOKING AT, UM, INVESTING TRANSPORTATION. AND OF COURSE, UM, AS WE GROW, UM DEMOGRAPHICS

[00:05:06]

ARE CHANGING DEMANDS CHANGING ARE CHANGING. AND AS WE GROW, WE WANT TO GROW BETTER. SO THE PLAN IS BASED ON A SET OF SIX GOALS. THESE ARE BROAD, UH, VISION STATEMENTS THAT, UM AS A REGION AS WE WENT THROUGH THIS PLAN DEVELOPMENT PROCESS WE REALLY ARE WANTING TO IDENTIFY PROJECTS THAT ARE GONNA HELP OUR REGION ADVANCE IN THESE SIX AREAS, SO WE WANNA CREATE SUSTAINABLE NEIGHBORHOODS POSITION CENTRAL OHIO TO ATTRACT AND RETAIN ECONOMIC OPPORTUNITY. WE WANT TO PROTECT OUR NATURAL RESOURCES. INCREASE REGIONAL COLLABORATION, PROVIDE TRANSPORTATION AND MOBILITY OPTIONS TO BENEFIT. THE HEALTH, SAFETY AND WELFARE OF ALL PEOPLE AND REDUCE PER CAPITA ENERGY CONSUMPTION. SO JUST AS AS WE GO THROUGH THIS PROCESS THAT WE'RE ALWAYS POINTING BACK TO THESE GOALS AND HOW WE'RE, UH, WORKING TO ADVANCE THOSE SO A LITTLE BIT ABOUT OUR PROCESS.

AGAIN. WE START WITH THE GOALS WE IDENTIFY ABOUT 2 TO 4 OBJECTIVES FOR EACH OF THOSE GOALS OF HOW ARE WE GONNA ACCOMPLISH THOSE AND HOW WE'RE GONNA MEASURE OUR PROGRESS IN MEETING THOSE GOALS? WE ALSO, UH, START BY LOOKING AT ALL THE LOCAL PLANS IN THE REGION, SO WE WANNA MAKE SURE THAT THE LOCAL PRIORITIES TRANSPORTATION PRIORITIES ARE MAKING IT INTO THE REGIONAL PLAN AND BEING CONSIDERED FOR INCLUSION. AND SO , OF COURSE, WE'RE LOOKING AT NEW ALBANY PLANS AS WELL AS, UM THE LOCAL OTHER LOCAL COMMUNITIES, UH, STATE PLANS AND OTHER REGIONAL PLANS AND, OF COURSE DATA, SO WE ARE, UM DEVELOPING DATA AND ANALYZING DATA TO THE MIDDLE COLUMN YOU'LL SEE IS YOU KNOW WE DEVELOPED, UH, THE POPULATION EMPLOYMENT FORECASTS. THEY SHOWED YOU EARLIER, UH, WERE MEASURING THE DEMAND FOR THE TRANSPORTATION SYSTEM BASED ON THEIR ACCEPTED GROWTH, AND, UH, WE'RE EVALUATING ALL OF THE PROJECTS BASED ON UM QUANTITATIVELY BASED ON HOW WE THINK THEY WILL HELP ACCOMPLISH THOSE GOALS AGAIN. I MENTIONED THE FISCAL ANALYSIS, SO THAT'S COST ESTIMATES AND LOOKING AT, UM ALL OF THE POTENTIAL REVENUE SOURCES LOOKING OUT TO 2050. AND THEN WE DO AN IMPACT ANALYSIS. WHERE WE LOOK AT. ALL RIGHT. WE'RE PROPOSING THESE PROJECTS. UH, WHAT ARE THE IMPACTS ON AIR QUALITY? WHAT ARE THE IMPACTS TO THE ENVIRONMENT AS WELL AS TRANSPORTATION, DISADVANTAGED POPULATIONS, AND THEN UH, WHAT EVERYONE'S INTERESTED IN KIND OF THE MEAT OF THE PLAN. THE DELIVERABLE IS A SET OF REGIONAL STRATEGIES AND TRANSPORTATION PROJECTS, ALL WRAPPED UP INTO A NICE REPORT. SO UH, THE MAIN REASON I'M HERE TODAY IS TO LET YOU KNOW THAT OUR DRAFT STRATEGIES AND PROJECTS ARE, UM, PUBLISHED AND AVAILABLE FOR PUBLIC COMMENT, SO WE INVITE YOU TO VISIT THE WEBSITE AND, UH, YOU CAN VIEW OUR THE STRATEGIES, WHICH ALL FALL INTO ONE OF TWO CATEGORIES. SO WE HAVE STRATEGIES ON UM, HOW WE'RE GONNA MANAGE OUR EXISTING TRANSPORTATION SYSTEM. SO HOW ARE WE PRESERVING AND MAINTAINING IT? HOW ARE WE, UM MAKING IT MORE EFFICIENT THROUGH INTELLIGENT TRANSPORTATION SYSTEMS AND OTHER TECHNOLOGIES.

HOW ARE WE MANAGING THE DEMAND FOR IT? SO THE DEMAND FOR SINGLE OCCUPANCY VEHICLES AND THEN HOW ARE WE MAKING IT MORE SAFE AND SECURE SYSTEM AND YOU KNOW, AS I MENTIONED, WE'RE GROWING, SO THERE'S GOING TO BE EXPANSION PROJECTS. WE'RE GONNA HAVE TO BUILD NEW INFRASTRUCTURE. AND SO THAT'S WHERE THE SYSTEM DEVELOPMENT STRATEGIES COME IN, AND THAT'S WHERE THE SPECIFIC INFRASTRUCTURE PROJECTS ARE IDENTIFIED. AND SO THE PLAN INCLUDES PROJECTS, UM STAND ALONE BICYCLE AND PEDESTRIAN PROJECTS, TRANSIT PROJECTS FREE AND MULTIMODAL CONNECTIONS AS WELL AS FREEWAYS AND ROADWAYS. SO THE TOTAL PACKAGE FOR THE REGION THIS MAP IS NOT MEANT TO BE READ BY ANY MEANS, BUT JUST REALLY WANNA SHOW YOU THE MAGNITUDE OF, UM THE HOW MANY PROJECTS ARE ARE BEING INCLUDED. IT'S A TOTAL OF $35 BILLION OF INVESTMENT IN OUR REGIONAL TRANSPORTATION SYSTEM. UH YOU'LL NOTICE THE BIGGEST PIECE OF THAT PIE IS TRANSIT, OR, UH, FORECASTING THAT ABOUT $13 BILLION WILL BE INVESTED INTO THEIR TRANSIT SYSTEM. SO THAT INCLUDES, UM FEDERAL DOLLARS. SO FROM THE FT A DISCRETIONARY GRANT OPPORTUNITIES THAT WE EXPECT TO, UM CAPTURE INTO OUR REGION AS WELL AS, UM ADDITIONAL LOCAL SUPPORT FOR TRANSIT AND I'LL GET INTO EACH OF THESE, UM, A LITTLE BIT FURTHER DETAIL. UM, THE OTHER BIG PIECE. YOU SEE, THERE IS THE MANAGEMENT AND OPERATIONS, SO THAT'S REALLY JUST MANAGING OUR EXISTING SYSTEM. THAT'S ALWAYS BEEN A BIG PIECE OF THE EXPENDITURES ON OUR TRANSPORTATION SYSTEM, AND I'LL GO THROUGH EACH OF THESE OTHER PROJECT TYPES AS WELL. UM, STARTING WITH TRANSIT. UM SO WHAT WE'RE SHOWING HERE ARE THE WHAT WE CONSIDER HIGH CAPACITY OR PREMIUM TRANSIT IMPROVEMENTS.

I SHOULD NOTE THAT WELL. THE MTP DOES INCLUDE ASSUMPTIONS FOR THE EXPANSION OF EXISTING BUS SERVICE IN BOTH, UM YOU KNOW, FOR THE CODE OF SERVICE AREA IN FRANKLIN COUNTY AS WELL AS, UH, DELAWARE COUNTY TRANSIT IN DELAWARE COUNTY. UH, WE DON'T MAP EVERY BUS ROUTE, BECAUSE, UM , ALTHOUGH THEY ARE IMPROVING THE SERVICE, THE CHANGES ARE KIND OF THEY'RE TOO NUANCED WHEN WE'RE LOOKING OUT TO 2050, SO WE'RE FOCUSING HERE ON THOSE HIGH CAPACITY CORRIDORS. UM I'LL. I'LL START WITH THOSE DARK PURPLE LINES OF SOLID LINES. THOSE ARE THREE CORRIDORS THAT

[00:10:02]

ARE ACTUALLY ALREADY IN DESIGN FOR BUS. RAPID TRANSIT. UM HO HOPEFULLY YOU'VE HEARD OF THE LINK US INITIATIVE. IF YOU HAVEN'T I WILL TOUCH ON THAT IN A LITTLE BIT, BUT, UM, THOSE ARE, UH, AGAIN THREE CORRIDORS ALREADY IN DESIGN, UM BY CODA AND PARTNERS. AND SO WE EXPECT THOSE TO BE BUILT BY 2050 THE, UM, PURPLE KIND OF WHAT I CALL SWATHS. THE BIG CORRIDOR AREAS.

THOSE ARE, UM ADDITIONAL AREAS FOR FURTHER STUDY. BUT WE DO THINK BASED ON FUNDING OR FUNDING MODEL THAT A TOTAL OF FIVE CORRIDORS UH FOR HIGH CAPACITY TRANSIT, SOMETHING LIKE BUS, RAPID TRANSIT OR OTHERS WILL BE, UH, CONSTRUCTED BY 2050 . SO UH, WE THINK IN ADDITION TO THOSE THREE THAT TWO OF THOSE OTHER THREE SWATHS WILL BE, UM, CONSTRUCTED SO THAT INCLUDES A CONNECTION FROM DOWNTOWN TO THE AIRPORT, POTENTIALLY UP TO EASTON POTENTIALLY FURTHER ON TO THE NORTHEAST. UM, BUT THEY'RE, UH SYMBOLIZED THAT WAY, BECAUSE FURTHER STUDY IS NEEDED, AND AN EXACT CORRIDOR HASN'T BEEN IDENTIFIED IN EXACT MODE HASN'T BEEN IDENTIFIED AND THEN SIMILARLY TO THE SOUTH, RECOGNIZING THAT, UM, GROVE CITY IS ONE OF THE LARGEST, UH, GROWING SUBURBS. UM, THERE'S ALSO THE RICKENBACKER AREA AND THE DAKOTA, UM, MOBILITY TRANSIT CENTER DOWN THERE. UM THE SOUTHERN PART OF THE REGION WILL NEED TO BE SERVED. AND SO THE, UH, AGAIN FURTHER STUDY IS NEEDED. THOSE TWO PINK CORRIDORS OR THE PINK LINES INDICATE, UM, INVESTMENT IN, UM THE INVESTMENT BEYOND YOUR TYPICAL BUS SERVICE, BUT, UM, NOT QUITE, TO THE EXTENT OF, YOU KNOW OF FULL, UH, BUS RAPID TRANSIT LINE. SO IF YOU'RE FAMILIAR WITH THE C MAX LINE ON CLEVELAND AVENUE UM, THAT'S WHAT THAT UH, ONE PINK LINE TO THE NORTH IS SHOWING.

BUT UM, WE WOULD EXPECT A SIMILAR SERVICE AND MORE INVESTMENT INTO THAT LINE, AS WELL AS THE ADDITION OF SERVICE ON EAST BROAD AND THEN YOU'LL SEE THE ORANGE, UH, SWATH. SO THOSE INDICATES, UM, AREAS THAT ARE BEING STUDIED FOR, UM HIGHER CAPACITY, MORE PREMIUM TRANSIT.

BUT WE AT THIS TIME BASED ON FUNDING FORECAST, WE DON'T EXPECT TO BE CONSTRUCTED BY 2050 . SO TO THE NORTH AND THE NORTHWEST. THOSE ARE, UM REALLY INDICATING STUDY OF PASSENGER RAIL COMING TO OUR REGION. UM THE OTHER, UH, CORRIDOR ALONG 270 OVER TO, UM, OUR NECK OF THE WOODS. THOSE ARE REPRESENTATIVE OF OD WORKFORCE TRANSIT STUDY THAT THEY JUST WRAPPED UP AND THAT'S REALLY THEY'RE LOOKING AT CONNECTING, UM, NEWARK TO AETNA TO THE NEW ALBANY BUSINESS PARK AND FURTHER WEST INTO THE COLUMBUS AREA. SO UM MORE FURTHER STUDIES NEEDED OD A DOES HAVE, UM, FUNDING TO LOOK AT THE FEASIBILITY OF WHAT THAT WOULD LOOK LIKE, BUT AT THIS POINT, UH , WE THINK THIS IS WHAT IS LIKELY TO BE FUNDED FOR CONSTRUCTION BY 2050. AND THEN THESE ARE THE OTHER PROJECT TYPES KIND OF ZOOMED INTO THE NEW ALBANY AREA. UH, YOU'LL SEE, UM THE RED OR THE IS THE MAJOR WIDENING. UM YOU SEE THE 161 PROJECT HAVE SOME NEW ROADWAYS.

I SHOULD INDICATE I SHOULD INDICATE THAT A LOT OF THESE, YOU'LL PROBABLY SAY, WELL, THAT'S ALREADY IN CONSTRUCTION WISE THAT I'M HERE. UH, WE AND ALSO, UM, YOU MIGHT BE WONDERING , WHY ARE ALL THESE PROJECTS ON HERE WHERE WE MAY NOT BE WANTING TO USE FEDERAL FUNDING. I KNOW.

UM YOU KNOW, THE THERE COULD BE A LOT OF RED TAPE ASSOCIATED WITH FEDERAL FUNDING AND, UM, BUT WE WANTED TO SHOW A COMPREHENSIVE OF TRANSPORTATION IN THE REGION AS WELL AS IN LOCAL COMMUNITIES. SO UM SO REALLY WHAT? I WHAT I'M HOPING TO DO HERE, UM, IS JUST GIVE YOU THIS INFORMATION. UM WE AGAIN WE'RE LOOKING FOR FEEDBACK. UM, YOU HAVE THE, UH PRE YOU HAVE THE SLIDES NOW. UM, SO IF YOU YOU CAN ALSO VISIT OUR WEBSITE AND, UH, VISIT OUR WEB MAP WHERE YOU CAN ZOOM AROUND AND, UM, ZOOM INTO PAN OVER TO NEW ALBANY . ZOOM IN. CLICK ON INDIVIDUAL PROJECTS GET MORE INFORMATION ABOUT THEM. LEAVE A PUBLIC COMMENT. IF YOU'D LIKE, UM OR YOU CAN EMAIL ANY MEMBER OF OUR TEAM, FOR, UM ADDITIONAL COMMENTS, BUT I'M REALLY YEAH, WE WANNA KNOW. ARE THERE ANY RED FLAGS? IS THERE ANYTHING MISSING? IS THERE ANYTHING THAT'S CONCERNING? YOU, UM AS WE MOVE FORWARD. SO YOU'LL, UH SO YEAH, YOU'LL NOTICE A LOT OF THE PROJECTS PROPOSED AS PART OF THE INTEL DEVELOPMENT. UM SOME GREENWAY PROJECTS AND, UM, AGAIN PARKWAY EXTENSION AS WELL AS THE THIRD STREET CONNECTION. THE EXTENSION. 161 EXTENSION PASS BE BEACH ROAD TO NEWARK. ARE WE GOING TO IS THERE ANY PLAN TO EXTEND THAT WIDE NET FURTHER OUT? JUST GOT YES. SO UM, I GUESS I DIDN'T MENTION AT THE BEGINNING. SO ALTHOUGH WE SERVE A 15 COUNTY REGION, UM FOR A LOT OF SUBJECT AREAS FOR TRANSPORTATION, WE ARE CONSIDERED THE METROPOLITAN PLANNING ORGANIZATION. AND ARE WE SO WE ONLY SERVE FRANKLIN COUNTY, DELAWARE COUNTIES. AND THEN AS NEW ALBANY GROWS, YOU STAY IN IN OUR, UH, PLANNING AREA. BUT THE OF LOOKING COUNTY, SO OUTSIDE OF THAT AREA IS SERVED BY THE LINCOLN COUNTY AREA TRANSIT STUDIED CATS. SO THERE IT'S A DIFFERENT MP O. SO WE'RE WE'RE JUST NOT SHOWING

[00:15:03]

THAT AREA ON THE MOUTH A GOOD QUESTION. YEAH. JUST ANSWER THAT QUESTION DIRECTLY, UM, ON THE O DOT TRACK APPROVAL JUST A COUPLE WEEKS AGO. THEY DID, UH, INCLUDE FUNDING TO DO THE ENGINEERING FOR THE 161 WIDENING FROM, UH, BEACH TO YORK ROAD. SO THANK YOU. PRETTY FAR OUT. YEAH. AND SO JUST AN OVERVIEW OF KIND OF THE PROCESS WE'VE BEEN THROUGH LIKE I HIT ON A LOT OF THESE ALREADY, BUT REALLY JUST WANNA EMPHASIZE THAT, UM, IN 2024, YOU KNOW, WE'RE WE'RE IN A PUBLIC COMMENT PERIOD. WE DO HAVE TO, UM, TO MEET OUR FEDERAL REQUIREMENTS. WE DO HAVE TO ADOPT THE PLAN BY MAY OF THIS YEAR, SO THIS PUBLIC COMMENT PERIOD WILL LAST THROUGH THE END OF MARCH. AND I MENTIONED LINK US SO I CAN'T GO ANYWHERE WITHOUT TALKING ABOUT THE IMPORTANCE. UH INITIATIVE THAT MPS IS PARTNERING WITH CO O A IN THE CITY OF COLUMBUS ON AND, UH, THAT'S REALLY TO BRING, UM, LIKE , IT SAYS ON THE SLIDE FASTER, MORE RELIABLE PUBLIC TRANSPORTATION, UM, AS WELL AS SAFER AND EXPANDED VACANT PEDESTRIAN PATHS AND REALLY CONNECTING COMMUNITIES WITH, UH, DEVELOPMENT THAT IS WALKABLE. AND UM, REALLY CONNECTS PEOPLE TO OPPORTUNITY. SO YOU'LL SEE HERE THE RENDERING OF, UM, THE BUS RAPID TRANSIT LINE THAT IS, UH, IN DESIGN AND WAS TALKED ABOUT IN THE, UH, TRANSIT SLIDES . THAT'S UM, ONE EXAMPLE. THAT'S UH, WEST BROAD STREET, WHICH IS THE UM FIRST QUARTER THAT'S MOVING FORWARD. AND UM, I WON'T DWELL ON UM ALL OF THE INFORMATION. IT'S A LOT TO DIG INTO. UM BUT IF YOU ARE INTERESTED IN LEARNING MORE, UH, A MEMBER OF MY TEAM OR CODA AT THE LINK US PARTNERS WOULD LOVE TO COME AND TALK TO YOU MORE. UM WE HAVE BEEN WORKING CLOSELY WITH YOUR STAFF. AND UM REALLY, UM, EXCITED ABOUT THIS INITIATIVE. SO WHAT'S NEXT? UM WE ARE MY TEAM IS OUT. WE'RE DOING PRESENTATIONS LIKE THESE AROUND THE REGION TO COUNCILS BOARDS OF TRUSTEES, UH, AREA COLUMBUS AREA COMMISSION MEETINGS. WE'VE UM HAVE 54 PRESENTATIONS SCHEDULED, UH, BETWEEN, UH, THROUGH THE END OF MARCH AGAIN PUBLIC COMMENT PERIOD IS OPEN THROUGH THE END OF MARCH. WE DO. WE ARE HAVING A PUBLIC OPEN HOUSE AT MORSY. I REALIZE THAT'S ELECTION DAY. SO WE'RE HOPING THAT YOU CAN DO YOUR CIVIC DUTY AND THEN VOTE AND THEN COME COME.

TRANSPORTATION PROJECTS. UM 330 TO 630. THEN AGAIN, WE'LL BE INCORPORATED IN ANY COMMENTS INTO OUR FINAL DOCUMENT TO BE ADOPTED IN MAY OF THIS YEAR. SO UM, HERE'S MY TEAM AND OUR INFORMATION. UM PLEASE REACH OUT WITH, UM, COMMENTS, FEEDBACK QUESTIONS AND THANKS AGAIN FOR HAVING ME. WELL, THANK YOU FOR COMING AND ALSO THANK YOU FOR YOUR SERVICE ON THE NEW ALBANY PARKS AND TRAILS ADVISORY BOARD. UM, APPRECIATE, UH, YOU GIVING UP YOUR TIME AND TALENT, UH, TO THE CITY AS WELL, UH, JUST JUST A COUPLE OF COMMENTS. UH, YOU KNOW, JOE, OUR CITY MANAGER, JOE STEFANO AND I HAVE AN OPPORTUNITY TO ENGAGE WITH M IN A FAIRLY REGULAR BASIS, AND THEY YOU KNOW, DONE A REMARKABLE JOB IN HELPING COORDINATE THIS TREND , YOU KNOW, TRANSPORTATION PLAN, UH, KNOWING THAT WE'RE HAVING GROWTH IN THE REGION, TRYING TO GET AHEAD OF SOME OF THESE ISSUES AND TACKLE SOME LONG STANDING ISSUES THAT HAVE BEEN UNRESOLVED, SO I APPRECIATE THE LEADERSHIP ON THAT. THIS IS AN EXCITING PLAN. UH, HOPEFULLY YOU GET A LOT OF GOOD PUBLIC COMMENT THAT CAN BE INCORPORATED. UH, BEFORE THIS IS FINALIZED, UM, I'M SURE WE'RE GONNA HEAR MORE FROM OUR FRIENDS. ON THE LINK US PROGRAM AS THEIR, UH, MOVING FORWARD WITH, UM POSSIBLE ASKING FOR A LEVY INCREASE TO HELP PAY FOR THAT. UM AND THEN ALSO SOME EXCITING NEWS AROUND OHIO'S STANCE ON UH, RAIL SERVICE THAT WE MAY ACTUALLY HAVE A CHANCE TO UH, IN THAT, UH, TRANSPORTATION MODE. UM, FINALLY IN OUR REGION. UH, SO AGAIN APPRECIATE MORE PROS LEADERSHIP ON THAT AS WELL.

QUESTIONS FROM COUNCIL. NO QUESTIONS. THANK YOU FOR COMING. JUST APPRECIATE YOU COMING OUT.

ENJOY THOSE 53 OTHER. YEAH UNFORTUNATELY, THIS WILL BE YOUR SHORTEST COMMUTE. ALL RIGHT, SO WE'RE STILL UNDER HEARING OF VISITORS. UH, WE DO HAVE, UH, ONE SPEAKER CARD THAT WAS PRESENTED, UH, FROM STEVE TIPPETT. STEVE THAT IS FOR AN ORDINANCE UPCOMING. THAT'S AN ORDINANCE. I APOLOGIZE. WELL THEN, UNDER A HEARING OF VISITORS, IS THERE ANYONE FROM THE PUBLIC THAT WOULD LIKE TO ADDRESS COUNSEL REGARDING MATTER NOT ON TONIGHT'S AGENDA. RIGHT

[7. BOARD/COMMISSION REPORTS]

THEN THAT TAKES US TO BOARD AND COMMISSION REPORTS. AND FROM THE PLANNING COMMISSION. YES LAST NIGHT WE HAD THE FINAL DEVELOPMENT PLAN AND PRELIMINARY PLAN FOR HAINES CREEK. UM IT WAS A VERY WELL ATTENDED AND RUN MEETING WITH LOTS OF RESIDENTS IN ATTENDANCE AND GREAT DISCUSSION. UM I HAVE A LARGE BINDER HERE THAT I WILL PASS ALONG TO YOU SO YOU CAN SEE THE, UM PROPOSED PLOT AND FINISHINGS OF THE HOUSES. UM ONE THING YOU MIGHT RECALL FROM THE ZONING MEETING IS THAT THERE WAS A WALL OF, UM, HOUSES ON THE SOUTHERN BORDER OF THE PROPERTY THAT WE ASK THE DEVELOPER TO BREAK UP BY MOVING FOUR HOUSES TO ALSO TO SAVE TREES. THEY DID JUST THAT

[00:20:06]

THEY MOVED THE HOUSES UP TO THE WESTERN SIDE OF THE BORDER. WITH A, UM SIDE ORIENTATION. SO UM, THERE WAS A LOT OF DISCUSSION ABOUT THE PROPER PLACEMENT OF THOSE HOMES, UM, AND WHETHER THE HOMES WERE PROBABLY SITUATED ON THE LOT. UM AND THE OTHER RESIDENTS CONCERNS WERE THAT THE DEVELOPER UM WAS THEY BY BY MOVING THESE BY MOVING THE HOUSES, THE DEVELOPER ACTUALLY GOT CLOSER TO THE GREEN SPACE REQUIREMENT. THEY WERE MISSING JUST BY ONE ACRE, GIVING OVER 20 ACRES OF GREEN SPACE AS PART OF THE PROJECT, AND THEY REQUESTED A F AND LOU OF GREEN SPACE, UH, THAT THEY PROPOSED THE FEE TO BE $50,000 FOR THAT ACRE, UM, AND SEVERAL RESIDENT EXPRESSED CONCERN THAT THAT NUMBER WAS NOT CORRECT. THE ACTUAL UM, THIS PART OF THE PLANT APPLICATION, WHICH IS A PRELIMINARY PLAT APPLICATION. THE FINAL ONE ACTUALLY COMES TO US, SO WE WILL HAVE A CHANCE TO HEAR COMMENTS ON THAT AND COME UP WITH, UM YOU KNOW THE RIGHT THE RIGHT FIGURE.

UM THERE'S ALSO A FAIR AMOUNT OF GRADING TO THAT'S TO BE DONE TO MITIGATE WATER FLOW ISSUES ON THE PROPERTY, AND THERE WERE A COUPLE OF RESIDENTS THAT EXPRESSED CONCERNS ABOUT THE AMOUNT OF DIRT AND THE AMOUNT OF THE NUMBER OF DUMP TRUCKS THAT WOULD NOT BE NECESSARY. TO MOVE THE, UM THE EARTH THE, UM, ENGINEERING ON THE PROJECT I FELT, YOU KNOW WAS WAS VERY RESPONSIVE AND IT SOUNDED LIKE THEY HAVE A GOOD PLAN IN PLACE AND THERE IS A COMMITMENT TO WORK WITH THE RESIDENTS. THE PLAN ULTIMATELY PASSED 3 TO 1. THE UH, MEMBER WHO VOTED? NO UH BRUCE LARSON VOTED BECAUSE OF THE LOCATION OF THE FOUR LOTS. UM AND THE SAME VOTE FOR THE PRELIMINARY PLAT APPLICATION. SO HERE I WILL PASS ALONG MY MATERIALS IN TRANSITION. ALL RIGHT. ANY QUESTIONS ON THE PLANNING COMMISSION MEETING? UH, AGAIN. IT'S THE IT'S ONLINE. IF YOU'RE INTERESTED IN SEEING MORE OF THE DETAILS, IT WAS, UH, YOU KNOW, A LENGTHY MEETING, BUT A LOT OF, UH GOOD GIVE AND TAKE FROM THE DEVELOPER IN THE COMMUNITY. VERY MUCH. SO, UH, PARKS AND TRAILS ADVISORY BOARD AND YES, THERE WAS A MEETING. UNFORTUNATELY I WAS OUT OF TOWN ON BUSINESS WAS NOT ABLE TO ATTEND. BUT MR MAYOR IS GOING TO GIVE US AN UPDATE. YEAH HAPPY TO. SO UH, LAST NIGHT WE HAD OUR ANNUAL ORGANIZATIONAL MEETING. UH, THERE WAS NO APPLICATIONS ON THE AGENDA. UH GEORGE STRIK WAS, UM, VOTED IN AS CHAIRPERSON AGAIN. AND SHAR STEELMAN WAS RE-ELECTED TO VICE CHAIRPERSON. AND THEN, UH, TRISHA CINI WAS ELECTED TO SECRETARY OTHERWISE, UH, CITY STAFF GAVE AN UPDATE ON ALL OF THE, UH GREAT THINGS THAT WE'RE DOING IN THE CITY SUCH AS PARKS AND TAYLOR FARM AND THEN WE ALSO DO. REFRESHER ON BOARD AND COMMISSION RULES AND REGULATIONS. THANK YOU, STEVEN. ALL RIGHT. UH, ANY UPDATE FROM THE A RB? NO, ME AND THE BC, A UH, I JUST DON'T BELIEVE MR SALTZ HERE. I THE STAFF KNOW IF WE HAVE AN INTER MEETING, OK, LET ME UH, SUSTAINABILITY ADVISORY BOARD AND ANY UPDATE. NOBODY IDEA IMPLEMENTATION, PATEL. WE HAD NOT. WE'VE NOT HAD AN OFFICIAL MEETING. UM LAST CHANCE PLUGGED, PLEASE, UH, REGISTER FOR THE UPCOMING EMPOWER HER EVENT. UH, MARCH. 14TH WE HAVE A FEW SPOTS LEFT.

UH IT'S GOING TO BE AN AMAZING EVENT WITH SOME, UM, GREAT DISCUSSION AND, UM, FOR RESIDENTS ON A PANEL, UM AND, UM , A REALLY GOOD DINNER AT THE ESTATES. UM ANGELA ANN IS GOING TO BE THE MC. UM, WHAT AM I? WHAT AM I FORGETTING? I THINK THAT'S IT. I THINK IT'S GONNA BE A REALLY EXCITING EVENING. WE'VE GOT WELL OVER 100 PEOPLE, BUT WE DO HAVE A LITTLE BIT OF ROOM LEFT. AND WE'D LOVE TO SEE SOME OF YOU GUYS COME ON OUT AND SUPPORT IT. UM YEAH, WE'VE GOT A LIKE A RANGE OF PEOPLE OF DIFFERENT AGES DIFFERENT, YOU KNOW, SOME MORE WORKING SOME MORE AT HOME TO TALK ABOUT WHAT IT'S LIKE TO BE A WOMAN IN NEW ALBANY. WHAT THE EXPERIENCE HAS BEEN LIKE, AND I THINK IT'LL BE RELEVANT TO THE MEN AS WELL. JUST SAY MEN ARE ALLOWED TO COME YEAH, AND I YEAH, I THINK IT'LL BE. I THINK IT'LL BE REALLY GOOD. SO UM, YOU CAN REGISTER ON THE CITY'S WEBSITE. AND AGAIN, I APPRECIATE THE PANEL AND STAFF'S WORK ON PUTTING THAT EVENT ON LOOK FORWARD TO HEARING MORE ABOUT IT IS THE NIGHT COMES AS THE EVENT COMES, UH, CLOSER TO US, UM, ANY UPDATE FROM THE CEMETERY RESTORATION ADVISORY BOARD, NO MEETING AND THERE WAS NO MEETING OF THE PUBLIC RECORDS COMMISSION. THAT TAKES US TO CORRESPONDENCE OR COMMUNICATION HAS A MEMBER OF COUNCIL RECEIVED ANY CORRESPONDENCE OR COMMUNICATION FROM A MEMBER OF

[9. SECOND READING OF ORDINANCES AND PUBLIC HEARING]

[00:25:02]

THE PUBLIC THAT THEY'D LIKE TO PROVIDE AN UPDATE ON ALL RIGHT. SE READING OF ORDINANCES AND PUBLIC HEARING ORDINANCE. 005 2024 IN ORDERS TO AMEND CHAPTER 137.01 SUSTAINABLE ADVISORY BOARD ESTABLISHMENT. MEMBERSHIP TERM AND VACANCY RECEIVE IN NEW ALBANY, OHIO'S CO FIRE NORS REQUESTED BY THE CITY OF INVOLVED LOOK MESSY. ALL THE UH, SUSTAINABILITY ADVISORY BOARD WAS ESTABLISHED BY COUNCIL IN JUNE OF 2021, AND IT'S ALSO IN CITY CODE SECTION 137. THE UH, SUSTAINABILITY BOARD HAS SEVEN MEMBERS, ONE NON VOTING STUDENT MEMBER AND ONE NON VOTING COUNCIL LIAISON. THE SAB WORKS CLOSELY WITH THE NEW ALBANY PLAIN LOCAL SCHOOLS ON PROJECTS LIKE TREE PLANTING, RECYCLING COMPOSTING SUPPORTING THE SCHOOLS GRANT APPLICATIONS FOR WATER REFILLING STATIONS. FUNDING SUSTAINABILITY, THE PILOT SUSTAINABILITY GRANT PROGRAM. SO IN ORDER TO MAINTAIN CLOSE TIES AND FACILITATE COMMUNICATION. THIS ORDINANCE WOULD IMMENSE CITY CODE TO STATE THAT ONE SUSTAINABILITY BOARD POSITION MAY BE A TEACHER ADMINISTRATOR FROM THE SCHOOL DISTRICT AND THAT TEACHER ADMINISTRATOR DOESN'T ALSO HAVE TO BE A RESIDENT. WITH THAT, UH, WITHOUT THAT CHANGE RESIDENCY WOULD BE REQUIRED. THE SAB POSITION REMAINS ONE THAT'S APPOINTED BY COUNSEL. IT'S NOT APPOINTED BY SCHOOL. AND THAT'S IT. SO DOES ALL RIGHT. ANY QUESTIONS ON THE ORDINANCE? WELL THE PUBLIC HEARING WHERE ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING ORDINANCE, 005 2024. SEE THE PUBLIC COMMENT WILL CLOSE THE PUBLIC HEARING. IS THERE A MOTION ON THE ORDINANCE? I MOVE FOR ADOPTION OF OO 5 2024. COUNCIL MEMBER. WE YES. COUNCIL MEMBER DEREK? YES. MAYOR SPALDING? YES. COUNCIL MEMBER? BRISK YES. COUNCIL MEMBER FELLOWS? YES. COUNCIL MEMBER KISSED? YES. SIX. YES, VOTES STOOD UP ORDINANCE 005 2024. ORDINANCE 06 2024 AN ORDINANCE TO AMEND THE ZONING ORDINANCE OF THE CITY OF NEW ALBANY BY AMENDING THE ZONING MAPS TO REZONE 9.9 PLUS OR MINUS ACRES OF LAND, LOCATED THE SOUTHWEST CORNER OF JOHNSTOWN ROAD AND THOMPSON ROAD FROM AGRICULTURE AND RESIDENTIAL ESTATE DISTRICT ARE ONE TO INFILL PLAN UNIT DEVELOPMENT IP UD FOR AN AIR TO BE KNOWN AS THE OAKLAND NURSERY ZONING DISTRICT, AS REQUESTED BY OAKLAND NURSERY CARE OF AARON UNDERHILL, ESQUIRE. MR MAYOR. THANK YOU. SO THE NURSERY JUST RECENTLY ANNEXED INTO THE CITY OF NEW ALBANY, AND THIS IS A REZONING THAT ALLOWS FOR THE CONTINUED USE AND OPERATION OF THE GARDEN CENTER. UH, THAT'S OUTLINED IN RED HERE. SO THIS IS SOUTH OF THOMPSON ROAD AND GENERALLY WEST. I'M SORRY. SOUTH OF YEAH. THOMPSON ROAD AND WEST OF UM THOMPSON ROAD IN WEST OF JOHNSTOWN ROAD, SO THIS ALSO INCLUDES THANK YOU THE PARCEL TO THE SOUTH RIGHT HERE AND ALLOWS FOR AN EXPANSION OF THE PARKING LOT, UH, FOR THE COMMERCIAL GARDEN OPERATION, AND IT ALSO ALLOWS FOR THE HOUSING OF SEASONAL STAFF WITHIN THAT HOUSE AND STORAGE OF PRODUCTS ONLY WITHIN A GARAGE AND BARN ON THAT , UM, PIECE OF THE PROPERTY SO THE EXTERIOR OF THE RESIDENTIAL HOME WILL BE KEPT THE SAME AS IT IS IN ORDER TO MAINTAIN THE CHARACTER OF THE HOUSE AND STREETS. SO THE EXISTING, UM, ARCHITECTURE OF THE GARDEN CENTER WILL BE ALLOWED TO REMAIN , AS IS BUT ANYTHING NEW, ANY ADDITIONS OR NEW BUILDINGS HAVE TO MEET THE CITY'S DESIGN GUIDELINES AND REQUIREMENTS, AND THE ZONING TAX DOES INCLUDE COMMITMENTS TO PROVIDE RIGHT OF WAY AND EASEMENTS WHERE NECESSARY ALONG ALL THE PUBLIC STREETS AGAIN ALONG JOHNSTOWN AND THOMPSON ROAD HERE. SO SINCE THIS IS A IP UD REZONING. THIS DOES INCLUDE A PDP THAT HAS THE PARKING LOT EXPANSION AND LANDSCAPE PLAN. UH SO HERE'S THE RESIDENTIAL HOME IN THE GARDEN CENTERS HERE. SO THIS IS THE PARKING LOT EXPANSION, UH, DURING THE PLANNING COMMISSION'S REVIEW, THEY DID REQUIRE THAT ADDITIONAL SCREENING BE ADDED TO THE SOUTH SIDE OF THIS PARKING LOT HERE, UH, THAT MORE OF THE TYPICAL 3.5 TO 4 FT. TALL UM, LANDSCAPING. UH, BE ADDED TO THAT SOUTH SIDE. UM BLOCK THE PARKING LOT THERE. UH, OTHERWISE WITH THAT CONDITION, THE PLANNING COMMISSION, UH, DID REVIEW AND RECOMMENDED APPROVAL. UH, UNANIMOUS UNANIMOUSLY BY 50 VOTE IN JANUARY, AND STAFF IS HAPPY TO ANSWER ANY QUESTIONS. ALL RIGHT. ANY QUESTIONS FROM COUNSEL ON THE PROPOSED ORDINANCE? ALL RIGHT, THEN WE'LL GO AHEAD AND OPEN THE PUBLIC HEARING AND WE DO HAVE ONE SPEAKER CARD FROM MR TIPPET. WELCOME BACK. HOW ARE YOU, SIR? THANK YOU. FINE. IS THIS SONG AT THE MOMENT? UH, YEAH, IT DOES. AND IF YOU LIFT IT UP A LITTLE BIT, THAT'D BE GREAT. THANK YOU. UM MY WIFE, PAM AND I ARE THE PROPERTY OWNERS OF THE ADJACENT PROPERTY TO THE WEST AND SOUTH. OF THE RESIDENTS. WE ALSO HAVE A PROPERTY LINE. SHARED WITH THE EXISTING NURSERY. WE'RE HERE TONIGHT TO ASK FOR JUST, UH THREE THINGS REALLY. UM THE

[00:30:06]

LANDSCAPE PLAN IS PRESENTED TONIGHT DOES NOT SHOW THE PLANTINGS AT THE SOUTH END PTA.

AT A PARKING LOT. UM THE TEXT SAYS THOSE WOULD BE 3 TO 4 FT. TALL WE WOULD ASK THAT THOSE WOULD BE UPGRADED TO THE GREEN GIANT VARIETY, WHICH IS TALLER. UM THERE'S A PROPERTY ABOUT A QUARTER MILE SOUTH OF US ON JONESTOWN ROAD AT 5026 JOHNSTOWN ROAD. UM, IT'S AN INTERESTING USE OF THE RELIGIOUS ORGANIZATION OWNS IT, AND THEY USE IT AS A MEETING HOUSE AND THERE ARE RESIDENCES SURROUNDING IT TO THE BACK AND TO THE SOUTH. AND GLENN ASPHALT PARKING LOT WAS INSTALLED. ON THAT PARCEL. THE ENTIRE PARKING AREA WAS SURROUNDED WITH WITH THE TALLER VARIETY OF EVERGREENS. AND WE THINK THAT WOULD BE VERY APPROPRIATE HERE AT THE HOUSE.

AN ACTUAL LASER POINTER. COULD EITHER YEAH. THERE YOU GO. YEAH. RIGHT ACROSS THERE. IF WE COULD HAVE THE PLAN UPDATED MAKE THOSE TALLER THE GREEN GIANT VARIETY THAT WOULD DO A MUCH BETTER JOB OF SCREENING. UM OUR DRIVEWAY COMES ALONG OVER HERE. AND WHEN WE WALK BACK AND FORTH IN THE NICE WEATHER TO HAVE TO GET THE MAIL WE SEE ALL OF THIS. WE SEE THE PRODUCT STACKED BACK HERE.

AND VARIOUS STORAGE AREAS BACK HERE. IT WOULD DO A MUCH BETTER JOB OF SCREENING THAT WE BELIEVE. IF THIS AREA RIGHT HERE WERE CLOSED OFF WITH THE TALLER EVERGREENS. THE OTHER THING WE'D LIKE TO ASK FOR TONIGHT IS, UH, THE TEXT DOESN'T PUT ANY SPECIFIC RESTRICTIONS ON THIS NEW PARKING AREA. WE WOULD LIKE TO ASK THE TEXT TO BE MODIFIED TO SAY NO OVERNIGHT PARKING. AND NO TRUCK PARKING IN THAT AREA. I THINK THAT'S PRETTY REASONABLE CONSIDERING THAT THE APPLICATION SAYS THIS IS JUST FOR THE USE OF THE LANDSCAPE OR OF THE NURSERY BUSINESS DURING BUSINESS HOURS, SO LIKE TO GET THAT IN WRITING. NO TRUCKS, NO OVERNIGHT PARKING. AND THEN THE TEXT ISN'T UP HERE AT THE MOMENT, BUT THE TEXT TALKS ABOUT PLANTINGS ALONG THIS LINE. AND IT WOULD BE OUR POSITION THAT IF YOU UPGRADE THE PLANNINGS TO THE TALLER ONES HERE THERE WOULDN'T BE ANY NEED.

WHAT PLANTINGS HERE. AND BY ELIMINATING THOSE PLANNINGS, IT WOULD GIVE THE AREA A LITTLE MORE OPEN. LOOK A LITTLE MORE NATURAL LOOK AND NOT SO DIVIDED UP. AND THOSE ARE THE THREE REQUESTS WE'RE MAKING TONIGHT REGARDING THIS MATTER. WERE YOU ABLE TO EXPRESS THAT TO THE PLANNING COMMISSION AS WELL? THOSE REQUESTS? NO. WE WERE NOT ABLE TO DO THAT. OK? YOU KNOW WHAT THAT WHAT OVERNIGHT IS TO FIND AS I THINK AS LONG AS THERE'S SOME REASONABLE TIME AFTER BUSINESS HOURS FOR PEOPLE TO GET OUT OF THERE AND LEAVE WITH THEIR EMPLOYEES, THEN THAT'S FINE. AND THEN, UM, THE LANDSCAPING. I THINK THAT'S AN APPROPRIATE REQUEST THAT WE CAN ACCOMMODATE. I KNOW SOME PEOPLE THAT HAVE TREES AND, YEAH, BUT THE REQUEST AND I HAVE TRUCK PARKING. I JUST WANNA MAKE SURE THAT THAT'S ALSO A CLARIFIED WHAT I MEAN THAT TRUCK MEANS DIFFERENT THINGS TO DIFFERENT PEOPLE. YES, I NO PROBLEMS WITH THAT. SO WE'RE NOT TALKING LIKE INDIVIDUAL, YOU KNOW? [10. INTRODUCTION AND FIRST READING OF ORDINANCES]

NORMS TO AMEND CHAPTERS 1111.051111 AND 113.05 IN THE CITY OF NEW ALBANY, OHIO'S CO.

OF FIRE, J SAYS GOOD UPDATE PUBLICATION REQUIREMENTS IS REQUESTED BY THE CITY OF NEW YORK. ALL RIGHT. AND YOUR CLERK IS THE ONE REQUESTING THIS. OH, OK. THIS ORDINANCE WAS DRAFTED BECAUSE OF A CHANGE IN OHIO LAW IN OCTOBER OF LAST YEAR, WHICH MAKES A CHANGE TO CITY CODE POSSIBLE. I'M GONNA TALK ABOUT TWO CODES. THE STATES IN NEW ALBANY SO JUST KIND OF HANG IN WITH ME. HOUSE BILL 33, WHICH WAS THE BIENNIAL BUDGET. THE OHIO GENERAL ASSEMBLY MADE CHANGES TO OHIO REVISED CODE 7 31.21 UNDER THE OLD VERSION, NEWSPAPER PUBLICATION OF A

[00:40:06]

SUCCINCT SUMMARY OF CERTAIN MUNICIPAL ACTIONS. UM AND NOTICES WERE REQUIRED UNDER THE NEW VERSION OF THE STATE LAW. THE STATE AUTHORIZES PUBLICATION OF A SUCCINCT SUMMARY OF CERTAIN MUNICIPAL ACTIONS, NOTICES AND REPORTS AS REQUIRED BY LAW BY SELECTING ONE OF THREE OPTIONS.

UH, NEWSPAPER GENERAL CIRCULATION, THE STATE'S PUBLIC NOTICE WEBSITE. AND OR THE MUNICIPAL CORPORATIONS, WEBSITE AND SOCIAL MEDIA ACCOUNT. SO STATE LAW HAS LOOSENED THE REINS A BIT ON HOW WE PUBLISH WHICH MEANS THE CITY CAN'T TOO, BUT THE CITY HAS ITS OWN CODE THAT REQUIRES PUBLISHING LEGAL NOTICES IN THE NEWSPAPER. CURRENTLY THREE NEW ALBANY CODIFIED ORDINANCE SECTIONS, WHICH YOU'VE JUST READ IN THE TITLE REQUIRE NEWSPAPER PUBLICATION OF CERTAIN COUNCIL PLANNING COMMISSION AND BOARD OF ZONING APPEALS. PUBLIC HEARINGS RELATED TO LIKE AMENDING THE ZONING MAP, UH, ZONING APPEALS ZONING VARIANCES, PRIMARILY, UH CITY USES THE DAILY REPORTER AND RARELY BUT EXTENSIVELY THE COLUMBUS DISPATCH, UH, TO NOTIFY THE PUBLIC ABOUT THE HEARINGS AND DOING AS PER OUR CODE. UM WITH THE NEW PROPOSED CITY CODE, WHICH IS NOW PERMITTED US TO DO BY THE STATE. THE CITY PLANS TO UNIFY, UH, UTILIZE SELF PUBLICATION. THE SELF PUBLICATION OPTION DOESN'T CHANGE ANY OTHER NOTIFICATION.

PROVISIONS OF CITY CODE STAFF CONTINUES TO SEND OUT NEIGHBOR NOTICE LETTERS TO PROPERTY OWNERS WITHIN 200 FT. WE CONTINUE TO PUT UP THOSE SIGNS AT LEAST 10 DAYS AHEAD. NONE OF THAT'S CHANGING. IT'S JUST HOW WE PUBLISH, UM THE PROPOSED CODE CHANGES FOR THE CITY BRINGS US IN LINE WITH THE CURRENT OHIO REVISED CODE. THE NEW OPTIONS CAN SAVE US MONEY MAKE DEADLINES EASIER TO MEET BECAUSE IT'S OUR OWN WEBSITE AND SOCIAL MEDIA THAT WE'RE POSTING ON, AND, UM, JUST MAKES THE INFORMATION FOR RESIDENTS IN PUBLIC TO ACCESS AS MUCH AS I LOVE A GOOD A GOOD NEWSPAPER. NOT MANY PEOPLE ARE FIGHTING THEIR LEGAL NOTICES THERE THESE DAYS. UH, THESE CHANGES WERE WORKSHOP WITH STAFF , UH, PLANNERS AND UH, CHIEF COMMUNICATIONS OFFICER OF POLAND AND, UH, ALSO, LAW DIRECTOR ALBRECHT AND I WANNA THANK DEPUTY CLERK NRA FOR HER IN DEPTH RESEARCH. WHICH KIND OF GOT US HERE. THE DEPUTY CLERKS ALSO CHECKED WITH OTHER MUNICIPALITIES SEE WHAT THEY WERE DOING, NOT ALL OF THEM HAD IN THEIR CITY CODE NEWSPAPER PUBLICATION REQUIREMENTS SO THEY DIDN'T HAVE TO CHANGE IT. AND DUBLIN. POWELL AND UPPER ARLINGTON ALL USE A WEBSITE PUBLISHING IN THEIR CODE, AND I'M HAPPY TO TAKE ANY QUESTIONS.

SEEMS TO MAKE SENSE THESE DAYS CONSIDERING WE DON'T HAVE A LOCAL NEWSPAPER. SO LOOK FOR IT.

YEAH AND IT'S PERMISSIVE. IF WE WANTED TO GO TO A NEWSPAPER. WE STILL COULD. UM AND IT ONLY AFFECTS THESE SECTIONS WHICH ARE IN OUR CODE. THERE ARE OTHER THINGS THAT WE PUBLISH. SO SAY, THE DORA THAT'S THAT WE DO THAT NOT VIA OUR CODE, BUT VIA REQUIREMENTS IN A HIGHER REVISED CODE THAT STILL HAS TO GO FOR A NEWSPAPER AS BEST I READ THE CODE NOW, UM, IF WE CHANGE THE CHARTER, WE ABSOLUTELY STILL HAVE TO GO THROUGH NEWSPAPER. IT'S A DIFFERENT SECTION OF ANYWAY, BUT THIS BRINGS OUR CODE. UP TO DATE WITH THE HIGHER ADVICE CODE FOR CERTAIN THINGS.

ALL RIGHT. I NEED ADDITIONAL QUESTIONS ON THE ORDINANCE. WE'LL SET THAT FOR PUBLIC, UH, PUBLIC HEARING OR SECOND READING IN PUBLIC HEARING AND HOW I MEETING ON MARCH 19TH. ORDINANCE 09 2024 AN ORDINANCE TO AMEND APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES DURING THE FISCAL YEAR AND THE DECEMBER 31 2024 FOR THE ECONOMIC DEVELOPMENT TO A COMMUNITY AUTHORITY FUND IN THE AMOUNT OF $3,060,000 AND DECLARING EMERGENCY TO WAIVE THE SECOND READING. RESOLUTION, R 05 2024, A RESOLUTION AUTHORIZED CITY MANAGER TO REQUEST AND ACCEPT THE SUMS OF $9 MILLION FROM THE ALBANY COMMUNITY AUTHORITY AS AN ECONOMIC DEVELOPMENT PLAN FOR ECONOMIC DEVELOPMENT PROJECTS AND INCENTIVES. FRENCH THAT THANK YOU, MAYOR. THE UH, RESOLUTION AUTHORIZES THE CITY'S FIRST DRAW FOR 2024 AND LIKELY THE ONLY DRAW FOR 2024 AT THIS MOMENT FROM THE NEW ALBANY COMMUNITY AUTHORITY. THE FOLLOWING PROJECTS WILL BE PRESENTED TO THE COMMUNITY AUTHORITY AT ITS SPECIAL MEETING. UM ON THURSDAY, MARCH 14TH 2024, WHICH IS NEXT WEEK, UH THE FUNDING REQUESTED IS $9 MILLION. THE NEXT LIST OF PROJECTS. I'M NOT GONNA GO INTO DETAIL ON ALL OF THEM, BUT I'LL PROVIDE ADDITIONAL INFORMATION FOR SOME OF THEM. UM THE FIRST ONE IS TO PAY COSTS OF INCENTIVES FOR PREVIOUSLY APPROVED PROJECTS IN THE AMOUNT NOT TO EXCEED $2.5 MILLION IN THE SUPPORT OF ECONOMIC DEVELOPMENT, SEVERAL ECONOMIC DEVELOPMENT AGREEMENTS IN THE BUSINESS PARK, INCLUDING INCENTIVES THAT MUST BE PAID FROM NON TAX REVENUES, AND HISTORICALLY WE HAVE PAID THEM FROM SUCH FUNDS AS ECONOMIC DEVELOPMENT FUND. THE INCENTIVES ARE PAID ONLY IF THE COMPANY MEETS ITS BENCHMARK AND THE PREVIOUS YEAR AND THE BUSINESSES . ANNUAL REPORTS ARE NOT DUE UNTIL MARCH, 31ST IN ORDER TO MEASURE THAT COMPLIANCE, UH, FOR THE 2023 TAX YEAR. FOR THE LAST SEVERAL YEARS, THE CITY HAS DISPERSED APPROXIMATELY $2 MILLION ANNUALLY TO COMPANIES THAT MET THEIR BENCHMARKS, HOWEVER, IS ANTICIPATED THAT UH, IT COULD BE UP TO $2.5 MILLION FOR THIS YEAR IN 2024 RELATED TO 23. THE SECOND SECTION, UM, IS TO PAY C IC OPERATING COSTS AND THE AMOUNT NOT TO EXCEED 100 AND 85,000 IN SUPPORT OF ECONOMIC DEVELOPMENT. AND COLLECTED BY THEIR ASSOCIATION COST SUPPORTED BY THE CONTRIBUTIONS, WHICH INCLUDE CITY SERVICES IN OUR SERVICE DEPARTMENT TAKES CARE OF THOSE, UH, PARTICULAR SERVICES ARE BUDGETED IN THE GENERAL FUND. THE AMOUNT REQUESTED ABOVE WILL BE USED TO SUPPLEMENT THIS FUNDING AND IS BUDGETED IN THE ECONOMIC DEVELOPMENT MAKE A FUND. IT'S IMPORTANT TO NOTE THAT THE SMART RIDE PROGRAM WAS SUSPENDED FOR MOST OF 2020 THE START OF 2021 DUE TO DECREASED RIDERSHIP. THE PROGRAM DID RESUME IN 2022 AND, UM AS YOU IF YOU WOULD RECALL, THEY DID EXPAND THE PROGRAM AND LATE 2023 . THIS EXPANDED PROGRAM WAS A RESULT OF DAKOTA, INCREASING THEIR BUS SERVICE TO AND FROM THE NEW ALBANY PARK AND RIDE FACILITY AND THAT PARTICULAR SERVICE INCREASE TO BE PROVIDED SEVEN DAYS A WEEK FOR 18 HOURS A DAY EVERY HOUR ON THE HOUR, WHICH IT USED TO BE ONLY PROVIDED FOR FIVE DAYS A WEEK AT

[00:55:04]

A VERY LIMITED, UH, TIME SCHEDULE. SO THE SIGNIFICANTLY INCREASED OPERATIONS, UH, THAT WOULD NEED TO BE PROVIDED FOR THE SERVICE THAT WE PROVIDE ON NEW ALBANY SHUTTLES. THERE'S A FUNDING DOES ACCOMMODATE THE ESTIMATED INCREASED COST OF SERVICE WHILE THEY EXPANDED PROGRAM IS IN ITS FIRST YEAR OF IMPLEMENTATION. THE FUNDING WILL BE USED IN ADDITION TO THE CONTRIBUTIONS RECEIVED FROM THE BUSINESS PARK ASSOCIATIONS, WHICH CONTINUE TO GROW AS ADDITIONAL BUSINESSES ARE LOCATED WITHIN THE BUSINESS PARK. THE NEXT ITEM, UH, FOR REQUEST IS TO PAY, UM FOR BUSINESS PARK ANNUAL STREET LIGHT SIGNAL, MAINTENANCE AND PAINTING PROGRAM AND THE AMOUNT NOT TO EXCEED 35 THOU $1000.20 23. THE EIGHTH ITEM IS TO PAY FOR THE REIMBURSEMENT OF LOCALLY FUNDED EXPENDITURES RELATED TO DRAGONFLY PROJECT, WHICH IS OTHERWISE KNOWN AS INTEL INFRASTRUCTURE. UM IMPROVEMENTS IN THE AMOUNT NOT TO EXCEED $2 MILLION IN 2022, THE CITY AWARDED THE CITY WAS AWARDED A, UM $280 MILLION IN GRANTS AND THE FORMER STATE INFRASTRUCTURE GRANT FOR PHASE ONE OF INFRASTRUCTURE IMPROVEMENTS RELATED TO INTEL LOCATING WITHIN NEW ALBANY BUSINESS PARK WHILE THE GRANT FUNDING AWARDED COVERS ALMOST ALL OF THE COSTS ORIGINALLY ESTIMATED FOR THESE IMPROVEMENTS , THERE ARE MINIMAL COST IN COMPARISON, UH, THAT THE GRANT CONSIDERS THE RESPONSIBILITY OF NEW ALBANY. UM THESE COSTS PER MILE PRIMARILY CONSISTS OF ADDED SHARED USE PAST STREETSCAPES AND WHITE FINS TO ROADWAYS COMMON TO THE NEW ALBANY ROAD INFRASTRUCTURE PROJECTS. UH, IN ADDITION, APPROVED PROJECTS HAVE BEEN MODIFIED TO ACCOMMODATE OTHER EXPENSES. UH, INCLUDING ADDITIONAL WATER LINE COSTS. CONTRACTS FOR THE PURCHASE AND UP FITTING OF A ONE TO DUMP TRUCK. NOW WE'RE TALKING. THANK YOU, MAYOR. SO PUBLIC SERVICE DEPARTMENT IS IN NEED OF A REPLACEMENT. UH ONE TO DUMP TRUCK. UM THAT'S NEARING THE END OF ITS USEFUL LIFE. THE TRUCK BEING REPLACED IS A 2013 FORD F 550. IT HAS APPROXIMATELY 50,000 MILES ON IT, AND, UH, 4500 HOURS ON THAT. AN EQUIVALENT. UH OUR RATING. UH, THERE'S A PROJECTION THAT BASICALLY YOU ASSUME THAT ONE HOUR OF TIME IS APPROXIMATE TO ABOUT 33 MILES OF DRIVING, SO THIS HAD AN EQUIVALENT OF WHAT WOULD BE CLOSE TO ABOUT 100 AND 50,000 MILES ON IT IN TERMS OF ENGINE WEAR AND TEAR. UH, WE FREQUENTLY USE UH, THESE ONE TON TRUCKS YEAR ROUND IN SUPPORT OF PRETTY MUCH ALL OF OUR OPERATIONS, BUT THEY ARE PRIMARY TRUCKS THAT WE USE AS PART OF OUR SNOW AND ICE RESPONSE. SO IT'S DEFINITELY AN ESSENTIAL VEHICLE, UH, TO OUR TO OUR OPERATIONS. WE WILL BE PURCHASING THE TRUCK CHASSIS AND THE OUTFITTING BY WAY OF TWO PURCHASING CONTRACTS, THE FIRST OF WHICH IS THE CITY OF COLUMBUS PURCHASE CONTRACT, AND THE SECOND IS THE SOURCE. WELL, COOPER PURCHASING AGREEMENT.

BOTH OF THESE, UM ARE COMPETITIVELY BID ON AN ANNUAL BASIS. AND I THINK THAT YOU KNOW, WE HAVE A LOT OF VALUE, UH, BEING ABLE TO PARTICIPATE IN THESE BECAUSE THEY GIVE US UH, AN AN ECONOMY OF SCALE PRICING THAT WOULDN'T WOULDN'T OTHERWISE BE AVAILABLE TO US. UM SO, UH, THAT'S WHERE THEY'LL BE PURCHASED THROUGH THE TOTAL COST OF THE ONE TON TRUCK AND UP. FT.

IS $171,404 AND FUNDING FOR THIS HAS BEEN INCLUDED IN THE 2024 CAPITAL EQUIPMENT BUDGET. BE HAPPY TO ANSWER QUESTIONS THAT YOU HAVE. ANY QUESTIONS ON THE RESOLUTION. FROM THE PUBLIC HEARING ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING RESOLUTION RO 6 2024. NO PUBLIC COMMENT. IS THERE A MOTION ON THE RESOLUTION? UM MAKE A MOTION OF ME REAL QUICK. MIKE, WHAT DO WE DO WITH THE OLD TRACK ONCE WE GET THE NEW ONE, YEAH, YEAH. SO THIS ONE IS, UM UH, IN NOT GOOD SHAPE, SO IT IT HAS SOME PRETTY SIGNIFICANT, UH, ISSUES WITH IT. UH, SO WE WILL BE SELLING IT OFF THROUGH OUR GOV DEALS. UH, I WOULD HAVE INCLUDED, UH, OTHER DETAILS REGARDING, UH, APPROVAL TO DISPOSE OF THE OLD TRUCK. UM IT IT IT IS GONNA FALL UNDER A VALUE OF $10,000 THAT WE WOULD WE WOULD GET BACK FROM THAT. UNFORTUNATELY SO I'M NOT INCLUDING IN THAT IN THAT, BUT THIS IS THIS IS KIND OF A RARE SITUATION. WHERE WE'RE NOT HOLDING ON TO IT FOR A PERIOD OF TIME. JUST BECAUSE OF OUR EX EXPANDED OPERATION. IT'S GREAT TO HAVE YOU KNOW SOME REDUNDANCY IN SOME OF OUR FLEET TO ENSURE WE CAN PROVIDE PREDICTABLE SERVICE, BUT UNFORTUNATELY, THIS ONE HAS TO GO, UH, IMMEDIATELY. CAN USE IT FOR TOUCH A TRUCK. NO IT HASN'T BEEN IN TOUCH A TRUCK, PROBABLY FOR 10 YEARS, SO HOW TO USE IT IN THE AS A GOLF CART FOR THE TO UNDERSTAND. YEAH. I DON'T THINK ANYONE APPEARS TO BE DRAGGING INTO, UH ANY ADDITIONAL QUESTIONS ON THE RESOLUTION. ALL RIGHT. IS THERE A MOTION I MOVED FOR THE ADOPTION OF RESOLUTION. RO 6 2024 2ND. COUNCIL MEMBER K COUNCIL MEMBER WILL TRAVEL YES, MAYOR SPALDING. YES, COUNCIL MEMBER BRISK. YES COUNCIL MEMBER COUNCIL MEMBER FELLOWS SIX YES. VOTE THAT RO 6 2024. RESOLUTION R 7 2024 A RESOLUTION AUTHORIZING THE MANAGER ADVERTISE BID AWARD AND EXECUTE CONTRACTS RELATED TO THE RECONSTRUCTION OF SOUTH HARLEM ROAD, MISTER MARKET. THANK YOU AGAIN. UH, SO THIS IS SOUTH HARLAND ROAD. I THINK IT'S A ROADWAY THAT WE'RE ALL, UH, PRETTY FAMILIAR WITH. UM, SO THIS ROADWAY CONNECTS, UH, PORTION OF, UH, US 62 AND MORSE ROAD AND, UM, OVER THE YEARS, I THINK IT WAS ORIGINALLY CONSTRUCTED AS A AS A COUNTY ROADWAY. IT WAS PART OF WHAT WAS PLAIN TOWNSHIP AT THE TIME. AND THEN JUST BY WAY OF ANNEXATIONS OVER TIME, UH, APPROXIMATELY THE EARLY SEVENTIES OF THIS ROADWAY WAS ANNEXED INTO THE CITY OF NEW ALBANY, AND IT BECAME OURS.

WHICH HAS JUST BEEN. IT'S BEEN A GREAT GIFT. SO, UH, WE'RE REALIZING THAT UH, THE ROADWAY THAT'S IN PLACE TODAY. IT DOESN'T REALLY NEED ANY ANY CURRENT STANDARD AS IT RELATES TO BOTH, UM, YOU KNOW, WITH, UH, YOU KNOW, JUST OVERALL GEOMETRY CONSIDERATIONS AND THEN ALSO, UH, DRAINAGE IS A REALLY A SIGNIFICANT CONCERN. UM, BECAUSE OF THIS BECAUSE OF THE OF THE CONTINUOUS EXPOSURE TO WATER AND THE FLOODING CONDITIONS ALONG THE ENTIRE ROADWAY. IT LEADS US TO DO ALMOST AN ANNUAL IMPROVEMENT ON THE ROADWAY, AND I THINK JUST OVER TIME WE'VE BEEN WE'VE BEEN REALLY TAKING AN INCREMENTAL BAND AID APPROACH WITH IT JUST TO KEEP IT IN IN IN SHAPE. BUT I THINK THE TIMES NOW TO JUST MAKE A PERMANENT IMPROVEMENT THAT THAT WILL ADDRESS THESE THESE ISSUES AND PUT IN PLACE A MUCH MORE APPROPRIATE ROADWAY SECTION FOR THIS UM JUST OVER TIME, AND GIVEN THE GROWTH OF OUR CITY, UH, THIS THIS SECTION OF

[01:05:01]

BROADWAY IS SEEING A LOT A LOT MORE TRAFFIC. UM AND I THINK THE COMBINATION OF THE JUST THE CONDITION AND THE VOLUME OF TRAFFIC THAT WE'RE SEEING, UH, IT'S TIME TO DO AN IMPROVEMENT.

SO AT THE SAME TIME, UM YOU KNOW, WE WE'VE RECOGNIZED THAT THAT THERE HAVE BEEN SOME CONCERNS ADDRESSED AS IT RELATES TO THE SECTION OF ROADWAY PRIMARILY RELATED TO, YOU KNOW, DRAINAGE. UM, YOU'VE DRIVEN PAST THERE AND WE HAVE A LOT OF RESIDENTS THAT HAVE, YOU KNOW, COMPLETELY FLOODED FRONT YARDS FOR MOST OF THE SPRING TIME. SO UH, THIS PROJECT WILL WILL PUT IN PLACE AN APPROPRIATE DOWNSTREAM SANITARY OR I'M SORRY . STORM SEWER OUTLET, UH, FOR THEM TO AT LEAST HAVE OPTIONS ON THEIR ON THEIR PROPERTY TO DRAIN TO DRAIN THEIR PROPERTY. UM SAME TIME PEDESTRIAN SAFETY HAS BEEN A CONCERN AS IT IS TODAY. THERE'S NO PEDESTRIAN FACILITIES INCLUDED WITH THE ROADWAY ITSELF . UM AND THAT IN CONJUNCTION WITH SOME, UH YOU KNOW, DEMONSTRATED CONCERNS WITH REGARD TO VEHICULAR SPEED ON THE ROADWAY. IT IT IT JUST REALLY IT REALLY SEEMED LIKE AN OPPORTUNITY FOR US TO ADDRESS THE MAINTENANCE NEEDS THAT WE HAVE WITH THIS ROADWAY AND THEN INCORPORATE SOME OTHER ELEMENTS TO ADDRESS THESE OTHER CONCERNS AS WELL. UH, SO WE WERE ABLE TO EXPAND OUR PROJECT. THE SCOPE OF OUR PROJECT TO INCLUDE A SEPARATE LEISURE TRAIL. THERE'LL BE A GENERALLY AN 8 FT WIDE ASPHALT LEISURE TRAIL THAT'S GONNA GO ALONG THE EAST SIDE OF THE ROADWAY. THIS WILL PROVIDE A CONTINUOUS PEDESTRIAN CONNECTION BETWEEN, UH, JAMES RIVER ROAD TO THE SOUTH AND THEN US 62 TO THE NORTH TO THIS WILL REALLY BE A MEANINGFUL CONNECTION. UH, FOR PEDESTRIANS, UM AT THE SAME TIME , UH, IN IN RESPONSE TO SOME FEEDBACK THAT WE GOT AT OUR OUR PUBLIC MEETING LAST YEAR, UH, WE WERE ABLE TO WORK WITH RESIDENTS AND INTRODUCE, UM, SOME CENTER MEDIANS. UH, THESE MEDIANS. WE'RE GONNA HAVE THREE OF THEM, UH, AT AT STRATEGIC LOCATIONS. IT WAS CHALLENGING TO KIND OF SHOEHORN THESE THINGS IN GIVEN THE NUMBER OF CURD CUTS ALONG THE ROADWAY AND YOU KNOW, WE OBVIOUSLY NEED TO MAINTAIN UNOBSTRUCTED ACCESS TO PEOPLE'S HOMES. BUT I THINK THAT WE'VE LANDED ON THREE VERY EFFECTIVE AREAS THAT WE INTEND TO REALLY FORCE. COURSE TO REALLY REDUCE THEIR SPEED. UM SO I THINK THAT YOU KNOW, CHANNELIZING, UH, YOU KNOW, FORCING PEOPLE TO GO INTO THESE NARROW AREAS. UM YOU KNOW, INTERMITTENTLY ALONG ALONG THIS ROADWAY IS GONNA REALLY JUST FORCED TO TRAVEL TRAFFIC TO SLOW DOWN. SO UM, SO AT THE SAME TIME , YOU KNOW THIS WILL ADDRESS IT'LL. IT'LL ALSO PROVIDE A DESIGNATED SPACE FOR PEDESTRIANS . IT'S THAT'S SEPARATED FROM THE ROADWAY ITSELF. SO UM, OVERALL, IT'S A COMPREHENSIVE IMPROVEMENT PROJECT. IT WILL BE A COMPLETE RECONSTRUCTION. WE'RE NOT INTENDING TO USE ANYTHING THAT'S OUT THERE TODAY. UH PUT IN PLACE . UH, OUR STANDARD, YOU KNOW, CONCRETE BASE AND OTHER OTHER MATERIALS THAT WILL ENSURE THAT WE HAVE A LONG WAY FOR THE ROAD.

THE ROAD. I'M SORRY. WERE YOU CLOSED THE ROAD DURING CONSTRUCTION TRAFFIC WILL BE MAINTAINED. LOCAL TRAFFIC WILL BE MAINTAINED. YOU KNOW, THERE'S RESIDENTS LIVING ALONG THE ROADWAY, SO WE HAVE TO ENSURE THAT ACCESS IS MAINTAINED. YOU KNOW FOR PEOPLE TO GET TO AND FROM THEIR HOMES AND THEN FOR EMERGENCY, WHAT EMERGENCY MEDICAL EQUIPMENT TO GET IN AND OUT. WE UM I DESCRIBED THAT YOU KNOW, WE'RE GONNA HAVE SOME SOFT COSTS RELATED TO THIS WE'RE GONNA BE WORKING WITH WITH PRIME, UH, WHO'S DOING SO MUCH WORK FOR US IN THE AREA OF INTEL, BUT THEY'RE GONNA BE, UH, ESSENTIALLY ASSIGNED. A VERY ACTIVE ROLE OF PROACTIVELY COMMUNICATING WITH ALL OF OUR RESIDENTS, SO THEY KNOW WHAT TO EXPECT. WHEN YOU KNOW THEY DON'T WAKE UP ONE DAY TO A SURPRISE THAT YOU KNOW THE DRIVEWAY IS NO LONGER CONNECTED TO THE ROADWAY.

UM BUT WITH WITH THAT IN MIND WE ARE INTENDING TO MAINTAIN TRAFFIC. THERE'S CERTAINLY GOING TO BE PERIODS OF TIME. WHERE, UM IT'LL BE SLOW. BUT OUR GOAL IS TO BE AS PROACTIVE AND COMMUNICATE, COMMUNICATE AS AS WE CAN. THAT'S A PRETTY NARROW ROAD. CAN YOU DESCRIBE THESE TRAFFIC CALMING ISLANDS ARE THESE 3 FT WIDE 4 FT. WIDE THEY CAN HAVE LANDSCAPING AND OK, SO, UM, SORRY. I DIDN'T FLIP THROUGH THIS EARLIER. SO UH, THIS IS A IT'S A LONGER STRETCH OF ROADWAY . SO THE ROADWAY ITSELF OUR OUR TOTAL IMPROVEMENT LENGTH IS ABOUT, UH, A LITTLE OVER HALF A MILE. SO KIND OF STARTING ON YOUR LEFT HERE. THIS IS JAMES RIVER ROAD AND FURTHER OUT THIS WAY IS MARSH ROAD. SO UM, KIND OF BEGINNING IN IN THIS AREA WE'RE GONNA HAVE IN PLACE A 22 FT WIDE ROADWAY. UH, SO 11 FT LANES IN IN EACH DIRECTION. THESE ARE THE LOCATIONS WHERE WE'RE PROPOSING TO PUT THE CENTER MEETING IN. SO THIS IS THAT THAT IMMEDIATE THE IMMEDIATE ENTRY POINT. UM YOU KNOW, OFF OF OFF OF MORSE ROAD INTO WHAT IS THE KIND OF THE UNIMPROVED SECTION OF HARLEM ROAD. SO THERE WILL BE, UM, YOU KNOW, KIND OF AN IMMEDIATE, UH TRAFFIC CALMING ELEMENT HERE, UH, THAT WILL HOPEFULLY SET KIND OF A STANDARD FOR THE ROADWAY ITSELF. IT IS A 5 FT IN WIDTH. UH AND IT WILL CHOKE THE LANES DOWN TO, UM, BASICALLY, 10 FT ON BOTH SIDES, SO IT IT'S GONNA BE VERY NARROW, VERY INTENTIONALLY NARROW AND REALLY FORCE THAT VEHICLES TO SLOW DOWN AT THE SAME TIME, TOO. YOU KNOW, WE HEARD A LOT OF FEEDBACK ABOUT YOU KNOW THIS BECOMING A CONVENIENT TRUCK CUT THROUGH AND YOU KNOW, JUST BASED ON THE USE.

[01:10:03]

I MEAN, WE CAN'T LEGALLY RESTRICT TRUCKS ON THE GREAT ITSELF. HOWEVER WE CAN PUT ELEMENTS IN PLACE THAT MAKE IT NOT AS CONVENIENT FOR THEM TO UTILIZE THIS ROAD AS A CUT THROUGH, SO WE WE'RE REALLY CONFIDENT THAT THIS IS YOU KNOW, THEY MAY TRY AT A TIME OR TWO AND REALIZE THAT IT'S NOT AS CONVENIENT AS IT ONCE WAS BASED ON THESE OTHER UM, THESE OTHER IMPROVEMENTS. SO, UM SO WE HAVE A MEDIAN. HERE GENERALLY KIND OF IN THE MIDDLE. AND THEN THIS IS KIND OF A MATCH LINE. SO THIS THIS START, YOU KNOW IF YOU WERE TO PICK THIS BOTTOM PIECE UP AND JUST ADD IT TO THE BACK OF THAT THAT'S KIND OF THE CONTINUATION. THIS IS US 62 HERE. BUT, UH, DOWN HERE? THIS IS JASON COURT. THIS IS WHERE WE'RE TYING TO JASON COURT. UH, THERE WAS A LOT OF CONCERN REGARDING PEOPLE, YOU KNOW, KIND OF COMING AROUND THE BEND AND JUST DRIVING, YOU KNOW? AT A PRETTY HIGH SPEED DIRECTLY INTO JASON COURT. SO WITH THE SUPPORT OF AN ADJACENT RESIDENT HERE, WHO WHO WHO APPROACHED ME AFTER THE MEETING WAS WILLING TO DEDICATE SOME RIGHT AWAY TO THE CITY IN ORDER TO ACCOUNT FOR THE ADDITIONAL WIDTH THAT WE NEED TO ACCOMMODATE THE MEDIAN. SO DOES DOES THAT HARD WHERE THAT MATCH LINE IS. IS THAT BEND GET SOFTENED IN THAT IT? IT DOES SO, UM, RIGHT NOW, I IT'S SORT OF AN ABRUPT UH, YOU KNOW, TURN AS AS WE'VE ALL EXPERIENCED. UM THERE'S ALSO UH, SOME UTILITY POLES THAT ARE VERY, VERY CLOSE TO THE TRAVELING ROADWAYS SO THAT THOSE ARE GONNA BE RELOCATED IN CONJUNCTION WITH THIS PROJECT. UM ADDITIONALLY, UH, KIND OF IN THE AIR, RIGHT? RIGHT IN THIS AREA. THERE'S AN EXISTING CULVERT AND KIND OF STREAM SECTION THAT KIND OF RUNS THROUGH THAT. THAT CULT, YOU KNOW, WE'VE INSPECTED THAT AND YOU KNOW IT. IT'S THIS IS THE RIGHT TIME FOR US TO, UM, REPLACE THAT, UH, AT THE SAME TIME, SO AT THE END OF THE DAY, THIS IS REALLY GOING TO BECOME REALLY A BRAND NEW SECTION OF ROAD. UH, WE ARE GOING TO EXTEND OUR PAVING LIMITS ON BOTH SIDES. SO, UH, YOU KNOW THERE, THERE'S AREA. BEYOND THAT. WE'RE NOT ESSENTIALLY AFFECTING WITH THE ROADWAY IMPROVEMENT ITSELF. BUT WE ARE GOING TO MILL AND OVERLAY THE ENTIRE SECTION OF ROADS SO IT'LL LOOK BRAND NEW, ESSENTIALLY FROM MORSE ROAD ALL THE WAY TO US 62. UM LET'S SEE, AND THE ENGINEER'S ESTIMATE FOR THE PROJECT IS 2.3 MILLION, AND AGAIN, I'M ANTICIPATING SOME ADDITIONAL COSTS DURING CONSTRUCTION OF ABOUT $500,000, AND, UH, THIS FUNDING FOR THIS IS INCLUDED IN THE 2024 CAPITAL IMPROVEMENT BUDGET. AND I'D BE HAPPY TO ANSWER ANY OTHER QUESTIONS YOU HAVE. RIGHT. ANY ADDITIONAL QUESTIONS OR ANY QUESTIONS I SHOULD SEE ON THE ON RESOLUTION 07. A COMMENT WILL OPEN THE PUBLIC HEARING. WHAT ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING RESOLUTION R 7 2024. NO PUBLIC COMMENT. WE'LL CLOSE THE PUBLIC HEARING. IS THERE ANY ADDITIONAL QUESTIONS OR EMOTION? I MOVED FOR ADOPTION OF RO 7 2024. SECOND. COUNCIL MEMBER WILT TROUT YES, COUNCIL MEMBER DEREK COUNCIL MEMBER K COUNCIL MEMBER FELLOW COUNCIL MEMBER BRISK. YES MAYOR SPALDING . YES, I HAVE SIX. YES. VOTES ON RESOLUTION ARE 07 2024. RESOLUTION R 08 2024, A RESOLUTION AUTHORIZED CITY MANAGER OUT ADVERTISED BID AWARD AND EXECUTE CONTRACTS RELATING TO THE CONSTRUCTION OF A SOUTHBOUND DROP. RIGHT TURN LANE ALONG STATE ROUTE 605 BETWEEN CHATHAM GREEN DRIVE ON CARDOS FIELDS WAY OK, THANK YOU, MAYOR AGAIN. I THINK THIS IS, UH YOU KNOW THERE. WE'RE ADDRESSING A CONDITION THAT I THINK YOU'RE LO. NO AIR WITH. UM UH, HERE, SO THIS IS UM, THIS STATE ROUTE 605 . THIS IS THE INTERSECTION HERE WITH WITH CHATHAM GREEN AND CONTINUING HERE. UH, THIS IS ACTUALLY TO THE TO THE EAST. UH, THIS THIS GOES INTO THE WINDSOR.

UH, SUBDIVISION THERE. SO UM, WE HAVE, UH, A RECURRING ISSUE THAT HAPPENS MORE OR LESS EVERY EVERY SCHOOL DAY. UH, TO WHERE, UM, YOU KNOW, THIS PARKING LOT HAS BEEN DESIGNATED AS A STUDENT PICKUP AND DROP OFF AREA AND WHAT HAPPENS IS PARTICULARLY IN THE PICKUP AND PARTICULARLY IN THE AFTERNOON. UH UM, I GUESS THAT'S WHEN YOU PICK UP. BUT ANYWAY, UH, WE HAVE SITUATIONS WHERE PARENTS ARE GETTING THERE VERY EARLY. UH, THEY'RE BASICALLY, YOU KNOW, KIND OF LOADING IN, UH TO, UH, THE PARKING LOT AREA AND THEY'RE BASICALLY FILLING UP ALL OF THAT STACKING SPACE WITHIN THAT PARKING AREA QUICKLY, WHICH THEN LEADS TO, YOU KNOW, A BACKUP.

THAT KIND OF BLEEDS OUT ON TUESDAY ROUTE 605. AND THERE HAVE BEEN MANY TIMES WHERE, YOU KNOW, I THINK WE'VE ALL OBSERVED DIFFERENT DIFFERENT CONDITIONS, BUT I'VE SEEN IT BACKED UP. YOU KNOW, 500 FT. BEYOND YOU KNOW, EVEN EVEN TO THIS AREA. UM SO BASICALLY, THIS PROJECT INTENDS TO ADDRESS THIS. WITH THIS PROJECT. WE'RE GOING TO BE ADDING, UH, WE'RE GONNA BE ADDING SOME PAVEMENT TO THE WEST SIDE OF THE ROADWAY HERE, UH, TO ADD A DESIGNATED DROP RIGHT TURN LINE, SO THE INTENT THERE IS OBVIOUSLY TO PROVIDE STACKING SPACE WITHIN THE RIGHT OF WAY

[01:15:06]

THAT ALLOWS, UH PEOPLE THAT ARE INTENDING TO UTILIZE THE DROP OFF AREA, UH, TO ESSENTIALLY NOT CONGEST TRAFFIC, NOT OBSTRUCT THE THROUGH MOVEMENT OF TRAFFIC IN THAT AREA. UM, AT THE SAME TIME, YOU KNOW? WELL THE DESIGN THIS WAS VERY INTENTIONALLY DESIGNED TO MAXIMIZE ALL OF THE SPACE THAT WE HAVE AVAILABLE. SO BASICALLY, WE AS YOU CONSIDER ENGINEERING DESIGN ELEMENTS WITH WITH TRANSITIONS AND TAPERS AND ALL THAT. WE'VE ESSENTIALLY MAXED OUT ALL OF THE STACKING BETWEEN YOU KNOW CHATHAM GREEN HERE AND CARDS FIELDS WAY. SO UM , VERY CONFIDENT THAT THIS IS GONNA ADDRESS THE PROBLEMS THAT WE HAVE OUT THERE TODAY. AT THE SAME TIME. UH, WE'RE WORKING WITH THE SCHOOL DISTRICT. UH, TO BASICALLY EVALUATE, YOU KNOW THEIR THEIR INTERNAL PARKING AREA AND SOME IMPROVEMENTS THAT ARE NEEDED FOR THAT AS WELL, UM, WHERE YOU CAN SEE WHERE WE'RE PLANNING TO WIDEN RIGHT NOW. IT'S ESSENTIALLY A TWO LANE. UH, SECTION AS YOU ENTER INTO THAT PARKING AREA WE'RE GONNA BE ADDING, ADDING WAYS TO THAT TO WIDEN AND AT THE SAME TIME TO, UH, WE'RE ANTICIPATING THAT I THINK PEOPLE REALIZE THAT IF YOU'RE TRAVELING, YOU KNOW, NORTHBOUND HERE TRYING TO MAKE A LEFT HAND TURN NOT GONNA HAPPEN. UH, IT'S NOT A COMFORTABLE, UH, TERM MOVEMENT. SO WE'RE WE'RE INTRODUCING BASICALLY A LANE THAT IS DESIGNATED TO ACCEPT THESE. THESE NORTHBOUND LEFT TURNS IN AND WE'RE WE'RE INTENTIONALLY SEPARATING THAT FROM THE SOUTHBOUND RIGHT TURNS JUST TO ALLOW THE PEOPLE THAT ARE TRAVELING NORTHBOUND. MORE COMFORTABLE ENTRY IN INTO THAT AREA. UH WE'RE WE'RE ALSO ANTICIPATING THAT ONCE WE'RE THERE, STACKING AVAILABLE IN THIS SOME DRIVERS MIGHT ACTUALLY REROUTE AND ENTER INTO THE SCHOOL FROM THE FROM THE SOUTH. SO WE FELT THAT THAT WAS ALSO A NEED TO MAKE SURE THERE WAS AN IMPROVEMENT, UH TO THIS TERM MOVEMENT AS WELL TO ACCOMMODATE SOME ADDITIONAL VOLUME BECAUSE PEOPLE MAY REALIZE IT'S ACTUALLY EASIER NOW FOR ME TO GET IN FROM THE SOUTH INSTEAD OF GETTING INTO THIS LINE, UH, GETTING IN, SO, UM, THERE THERE IS SOME, UH THERE'S A RELOCATION OF ONE TRAFFIC SIGNAL AND MASS ARM. THAT'S CURRENTLY LO LOCATED AT THIS CORNER. AS YOU WOULD IMAGINE THE MASKS ARE REALLY THE, UH THE VERTICAL SUPPORT. UH, FOR THAT IS LOCATED IN WHAT WOULD BE THE WIDENED SECTION OF THE ROADWAY, SO THERE'S A NEED TO MOVE THAT BACK. UM AND OF COURSE WE'RE YOU KNOW, WE'RE WE'RE INTRODUCING ALL OF THE, YOU KNOW, SAY, PEDESTRIAN CROSSWALKS AND EVERYTHING OF THAT NATURE THAT THAT'S ALREADY IN PLACE RIGHT THERE AT THE TRAFFIC SIGNAL. SO, UM YES, THAT'S THAT'S ALL I HAVE. I'M HAPPY TO ANSWER QUESTIONS THAT YOU MIGHT HAVE. SO I IS THAT LEISURE PATH. GET ME RELOCATED. SO YEAH, SO WE'RE WE'RE ACTUALLY, UH NOT. WE'RE NOT IN. WE'RE NOT PLANNING TO RELOCATE IT. SO THIS WILL BE THIS WILL BE A CURVED SECTION. SO A AS IT IS TODAY, IT'S UM YOU KNOW, IT'S JUST THAT THERE'S A ROADSIDE DITCH. IT GOES INTO A VERY SHALLOW DITCH. SO AS PART OF THIS PROJECT, WE'RE GONNA BE INCORPORATING SOME STORMS. WHO ARE IMPROVEMENTS FOR THAT, BUT, UH, WE FEEL THAT THE CURVE IS AN IMPORTANT ELEMENT BECAUSE IT REALLY PROVIDES A VERTICAL LITTLE BIT OF A VERTICAL ELEMENT TO SEPARATE PEDESTRIANS AND VEHICLES. UM, A AT THE SAME TIME, TOO. WE DON'T ANTICIPATE THAT. THERE WOULD BE HIGH TRAVEL SPEEDS IN THIS AREA AT ALL. THERE WILL BE SOME RE GRADING THAT NEEDS TO HAPPEN IN THE AREA BETWEEN THE CURB LINE AND BASICALLY WHERE THE EXISTING TRAIL IS LOCATED. SO UH, WE'RE IMPACTING THAT TRAIL AT ITS CURRENT LOCATION, SO WE ARE ESSENTIALLY GONNA BE RECONSTRUCTING MOST OF THAT TRAIL JUST BECAUSE OF THE GRAY CHANGE THAT NEEDS TO HAPPEN IN THAT AREA. SO UH, WHAT WHAT YOU SEE SHOWN IS ESSENTIALLY THIS TRAIL BEING REPLACED AND UP TO HERE, WE'LL BE TYING INTO THAT EXISTING TRAIL. AT AT THAT LOCATION ON THE KIND OF THE WESTERN END. OUR GOAL IS TO PERFORM CONSTRUCTION DURING THE SUMMER MONTHS. ONE ELEMENT OF THIS PROJECT THAT IS GOING TO BE DIFFICULT TO INCLUDE TO ACTUALLY COMPLETE DURING THAT TIME FRAME AS THE MAST ARM. SO WE'LL HAVE TO ORDER THAT. AND THEN, UH, WE'LL WE'LL INSTALL A TEMPORARY SOLUTION FOR THE TRAFFIC SIGNAL. AND THEN WHEN THE MASS STARTS DELIVERED, WE CAN INSTALL THAT LATER, SO THAT MIGHT THAT MIGHT BE CLOSER TO THE END OF THE YEAR. YEAH SO JUST A QUICK UPDATE. WE WE'RE ABLE TO FULLY REUSE EVERYTHING THAT WE HAVE IN PLACE. SO THERE THERE'S NO NEED TO ORDER THAT'S GONNA BE A SIGNIFICANT TIME SAVINGS AND COST SAVINGS. SO. AND I'M TRYING TO REMEMBER. ARE THERE ANY TREES THAT WE'RE GONNA TAKE DOWN ALONG THE ROADWAY? THERE THERE ARE, UM , I THINK THERE'S MAYBE 4 TO 5 TREES THAT ARE IN THIS ESSENTIALLY THAT TREE LONG SECTION BETWEEN THE EXISTING PAVEMENT AND THE, UH, THE LEISURE TRAIL. UH, WE ARE WORKING WITH THE CONTRACTOR NOW TO HAVE THOSE REMOVED BEFORE APRIL, 1ST DONE. I PUT NEW TREES. UH, OUR OUR PLAN IS NOT INCLUDE REPLACING OF ANY TREES.

I MEAN, FUTURE DEVELOPMENT ON THE SCHOOL CAMPUS IN THAT AREA, YOU KNOW, MAY MAY INCLUDE ADDITIONAL LANDSCAPE AT SOME POINT, BUT RIGHT NOW IT'S JUST REALLY PRIMARILY ATHLETIC

[01:20:03]

FIELDS. I COULD SEE IT. YOU KNOW, AT SOME POINT, THEY DETERMINE WHAT THAT USE WOULD BE . IT WOULD. IT WOULD BE A GOOD SPOT FOR ADDITIONAL R. YEAH. UM I THINK THIS IS FANTASTIC. JOE I THINK I GET JOE CREDIT. HE'S THE ONE THAT CAME UP WITH THE IDEA INITIALLY, AND I JUST THINK IT'S GONNA BE. I THINK IT'S GONNA MAKE A HUGE DIFFERENCE IN TERMS OF FRUSTRATION AND PEOPLE PULLING AROUND EACH OTHER AND THE DANGERS THAT COME WITH THAT I WOULD REQUEST ONE THING YOU CONSIDER WHILE YOU'RE DOING IT BECAUSE ONE OF THE THINGS THAT WE HEAR ABOUT A LOT AND I KNOW THERE'S BEEN A COUPLE OF, YOU KNOW, THERE'S A I KNOW A KID GOT HIT RIGHT IN A WALKING ACROSS OR BIKING ACROSS AND THERE'S BEEN NEAR MISSES BECAUSE THERE'S TONS OF CHILDREN CROSSING THERE, AND I KNOW YOU. WE DO HAVE THE CROSSWAYS THERE, BUT I WONDER IF IT'S TIME FOR US TO CONSIDER AS PART OF THIS DOING THOSE FLASHING SIGNALS THAT, YOU KNOW, GET MORE PEOPLE'S ATTENTION THERE WHILE WE'RE ALREADY CHANGING OUT THAT INTERSECTION YOU KNOW? YEAH BECAUSE YOU HAVE TONS OF KIDS GOING BACK AND FORTH THERE, AND THERE'S A LOT OF THOSE AT A SIGNALIZED INTERSECTION. I I'M JUST TRYING TO THINK OF ANOTHER EXAMPLE WHERE I MEAN, IT'S A GOOD IDEA.

I JUST DON'T KNOW WHAT I DON'T KNOW WHERE WE JUST JUST SO I'M CLEAR ARE YOU REFERRING TO DOWN HERE AT CORVIS FIELDS WAY OR ARE YOU REFERRING TO DOWN HERE AT? UM THERE THERE? YEAH. I MEAN, YOU USE IT TO GET ACROSS TO THE TO THE CHURCH, DON'T YOU? DON'T YOU HAVE THEM OVER THERE FROM THE SCHOOL TO GET ACROSS TO THE CATHOLIC CHURCH. IT'S TYPICALLY JUST MID BLOCK CROSSINGS LIKE START. WE HAD THEM OVER THERE AS WELL. MAYBE I'M WRONG. I DON'T I DON'T THINK SO. NOT ONLY AT THE YEAH, I. I UNDERSTAND II, I YOUR CONCERN IS VALID AND I AGREE WITH IT. AND I THINK YOU KNOW, NOT THAT THIS IS THE ANSWER TO ALL OF IT. BUT I THINK THAT THIS IS GONNA HELP BECAUSE IT'S GONNA GET PEOPLE. THIS IS REALLY GOING TO, UH, JUST TRAFFIC IN THE AREA . YOU KNOW, RIGHT NOW I MENTIONED YOU KNOW, THERE'S YOU KNOW, IN THE LEGISLATIVE REPORT THERE, THERE'S THAT DEFINITELY THERE'S THAT INTERFACE BETWEEN YOU KNOW PEDESTRIANS AND VEHICLES AND YOU HAVE A VERY UNPREDICTABLE SITUATION OUT THERE WHERE PEOPLE ARE, YOU KNOW, GOING LEFT OF CENTER AND TRYING TO GET AROUND THE OBSTRUCTION. IT'S NOT A NOT A GOOD SITUATION. SO I. I REALLY THINK THAT BY SIMPLIFYING AND PUTTING MORE, UM MORE ORDER TO WHAT IS CURRENTLY DISORDERED, I THINK IT'S GONNA BE A LOT SAFER TO WHERE PEOPLE ARE GONNA BE ABLE TO BETTER MANAGE THEIR OWN ACCESS AND TRAFFIC, AND I THINK PEDESTRIANS ARE GOING TO HAVE A BETTER VIEW OF THOSE CROSSINGS.

BUT YEAH, I UNDERSTAND. NO, I. I THINK THIS IS A GREAT PLAN. I I KNOW JOSH IS HERE. I'M SURE YOU'RE ALREADY COMING UP WITH VIDEOS AND STUFF TO GET THE WORD OUT ON THIS, I THINK UM, COMMUNICATION, THE BETTER. I THINK A LOT OF PARENTS WILL BE EXCITED TO HEAR ABOUT THIS, BUT TO THE EXTENT THAT PRIOR TO SCHOOL GETTING OUT THERE'S GONNA BE ANY SORT OF TRAFFIC DISRUPTIONS. AND THEN WHEN GO COMES BACK, I THINK THAT'D BE REALLY IMPORTANT TO DO BUT I. I MEAN, AS SOMEONE WHO SPENDS A LOT OF TIME ON MY KIDS DO TAKE THE BUS. BUT YOU KNOW, SOMETIMES THAT YOU HAVE TO GO ON THIS LINES. THIS WILL DEFINITELY IMPROVE THE FLOW. YEAH I I'M NOT SURE IF YOU'RE REFERRING TO TRAFFIC INTERRUPTIONS DURING CONSTRUCTION. YEAH WELL, LIKE, WELL THE FLOW OF GOING INTO THE SCHOOL BE CHANGED DURING CONSTRUCTION. YES THAT THAT'LL ALL HAPPEN, UH, AT AT THE SAME AT THE SAME TIME, SO THE OTHER THING YOU KNOW, WE WE'LL BE MAINTAINING TRAFFIC FOR THE DURATION OF CONSTRUCTION. UH THE BENEFIT HERE IS THAT MOST OF THE WORK IS HAPPENING KIND OF ALONGSIDE THE WESTERN EDGE OF PAVEMENT. WE DO HAVE THE BENEFIT IN THIS AREA OF SOME EXCESS PAVEMENT. THIS IS KIND OF AN OLD LIKE O DOT ROAD TO WHERE THERE'S JUST ADDITIONAL PAVEMENT OUT THERE THAT WE'RE NOT USING, UH, AS PART OF THE ROADWAY, SO WE'RE GONNA BE SHIFTING TRAFFIC A LITTLE BIT TO THE EAST IN ORDER TO MAINTAIN CONSTRUCTION ON THE WEST AND MAINTAIN. THE FLOW OF TRAFFIC KIND OF ON ON THE EAST SIDE, SO MOST OF THE CONSTRUCTION WILL OCCUR DURING THE SUMMER MONTHS, SO HOPEFULLY TRAFFIC WILL BE, UM, COUPLE OF YEARS. AND THERE'S YEAH. THE OTHER THING I WANTED TO MENTION IS THAT ONE OF THE WAYS THAT WE COULD POTENTIALLY ADDRESS THE ISSUE OF CONFLICTS BETWEEN VEHICLES AND PEDESTRIANS IS THE RESTRICT MY TERM MOVEMENTS ON RED, AND WE'VE TALKED ABOUT THAT AS FAR AS THAT THAT SOUTH DOMINATES CONCERN, ESPECIALLY AS WE HAVE PEOPLE TRYING TO TURN LEFT IN THE NORTHBOUND DIRECTION . UM THAT'S PROBABLY A GOOD LOCATION FOR A NO. NO TURN ON RED. I THINK SO. IT'S A VERY GOOD IDEA. I DO THINK WHAT YOU'RE DOING IS GONNA MAKE A TREMENDOUS DIFFERENCE. DON'T GET ME WRONG. I JUST THINK ANY OTHER THOUGHTS WE COULD HAVE AT THE SAME TIME. GOOD. OK, ANY ADDITIONAL QUESTIONS ON RESOLUTION RO EIGHT. OPEN THE PUBLIC HEARING ANYONE FROM THE PUBLIC LIKE TO SPEAK REGARDING RESOLUTION R 08 2024. SINGLE PUBLIC COMMENT. WE'LL CLOSE THE PUBLIC HEARING. IS THERE A MOTION ON THE RESOLUTION? MOVE FOR ADOPTION OF RESOLUTION R 8 2024 COUNCIL MEMBER B YES. MEMBER? YES. COUNCIL MEMBER FELLOWS? YES, COUNCIL MEMBER?

[01:25:03]

YES, COUNCIL MEMBER? WE YES, MAYOR. I SIX. YES, VOTES SHOULD HAVE RESOLUTION. R 08 2024.

RESOLUTION RO 9 2024 A RESOLUTION TO AUTHORIZE CITY MANAGER TO ENTER INTO A CONTRACT WITH MID STATES FOR CATION FOR THE PURCHASE AND INSTALLATION OF SUN SAILS FOR TAYLOR FARM PARK PLAYGROUND THROUGH A COOPER PERCHING PURCHASING AGREEMENT AS AUTHORIZED AND CODIFIED ORDERS 123.121 B. JOB. THANK YOU, MAYOR AND COUNCIL. UM, SO ONE OF THE MAIN OBJECTIVES FOR TAYLOR FARM PARK IS TO PROVIDE A VARIETY OF ACTIVITIES AND EXPERIENCES FOR ALL AGES AND ABILITIES IN A BIG PIECE OF THIS, UM FOR CHILDREN AND FAMILIES AS THE PLAYGROUND AREA. UH, WHEN THAT OPENED LAST AUGUST, IT WAS A BEAUTIFUL SUMMER DAY AND WE IMMEDIATELY GOT A LOT OF QUESTIONS AND REQUESTS, UM, FOR SHADE IN THAT AREA. SO SUBSEQUENTLY, CITY COUNCIL PUT A LINE ITEM IN THE 2024 CAPITAL BUDGET TO INSTALL SUN SALES OVER PORTIONS OF THE PLAYGROUND. UM, WE HAVE A QUOTE FOR TWO DIFFERENT, UM, SUN SAILS . UH, THEY WILL COVER ONE IS THE 2 TO 5 AREA, WHICH IS A LOW CLIMBER AREA AND THEN THE OTHER ONE WILL COVER A PARTIALLY COVER THE 5 TO 12 LARGER CLIMBING AREA. WE CAN'T GET AS HIGH AS THAT BIG TOWER. BUT THE BIG NET AND ALL THOSE WOOD CLIMBING AREAS WOULD BE COVERED BY THE SUN SALE. UH, WE'RE THINKING OF GOING WITH LIKE BE POST WITH A SLIGHT GRAY COLOR ON THE SALE. YOU'VE PROBABLY SEEN THESE OVER PLAYGROUNDS IN DOWNTOWN OR OR OTHER CITIES. UM, THIS IS PRETTY COMMON, UH, THEY ARE SEASONAL, SO WE WILL HAVE TO TAKE THEM DOWN IN THE WINTER BECAUSE THEY'RE NOT RATED FOR SNOW. UM BUT WE THINK WE COULD GET THEM UP IN JUNE OF THIS YEAR SO THAT WE'LL HAVE MOST OF THE SUMMER, UM, TO PROVIDE THAT SHADE OVER THE PLAYGROUND. UH UH, AS YOU HEARD BEFORE EARLIER TONIGHT, UH, CITY CODE ALLOWS THE USE OF A COOPER PURCHASING PROGRAM AS AN ALTERNATIVE TO COMPETITIVE BIDDING. UH, MIDSTATE RECREATION IS PART OF THE SOURCE WELL CROP OF PURCHASE PROGRAM THROUGH RELATIONSHIP THEY HAVE WITH THE COMPANY NAMED PLAY POWER PLAY WORLD. WE RECEIVED A QUOTE FROM MID STATES FOR THIS WORK, UM, FOR 213,562. THAT'S UNDER THE $250 THAT IS INCLUDED IN THIS YEAR'S CAPITAL IMPROVE. UM, PROGRAM. ALL RIGHT. ANY QUESTIONS ON THE RESOLUTION? THESE CELLS STAY UP YEAR ROUND NOW THEY'RE SEASONAL, SO THEY'LL COME DOWN IN THE WINTER. ADRIAN WHERE ARE WE? WHERE ARE WE WITH THE PERMANENT SHELTER THAT'S GONNA BE BY THE PLAYGROUND. WE ARE WORKING ON THE PICNIC SHELTER FOR THAT AREA. UM WE'RE WORKING WITH ME RIGHT NOW TO WE HAD TO GET THAT DESIGNED. WE COULDN'T JUST PICK UP THE ONE. THAT'S THE BIRD WATCHING ONE. WE HAVE TO SCALE IT A LITTLE BIT DIFFERENTLY. UM SO I SHOULD HAVE AN UPDATE ON THAT PRETTY SOON IN TERMS OF PRICING AND WHERE THE LOCATION WOULD BE. WE'RE WORKING THROUGH THOSE DETAILS. WHAT ABOUT THE RAILINGS FOR THE WALKS ? WHEN ARE THEY GOING TO BE INSTALLED? SO THE EXISTING BOARDWALK IN THE CLOSED PORTION OF THE PARK? UM, I THINK WE WERE STILL IS THE LATEST UPDATE WE GOT FROM THE PHASE ONE CONTRACTORS OF LYNN, UM, THAT WOULD BE INSTALLED. THANK YOU. DROVE BY SUNDAY AND OK, WE NEED MORE PARKING. WE ALSO ARE WORKING ON EXPANSION OF THE PARKING LOT, SO WE WOULD WE ABLE TO ESSENTIALLY DOUBLE THE AMOUNT OF SPACES BUT I'M SURE WITH THIS THIS WEATHER PEOPLE ARE OUT THERE ALL THE TIME. THAT WAS THE PENT UP DAY THAT EVERYBODY I THINK WENT TO TELL THE FARM THAT DAY. THAT'S GREAT. YEAH, YEAH. VICTIMS OF OUR OWN SUCCESS. UM AGAIN, THANKS TO STAFF AND, UH, DIRECTOR JOLLY FOR, UH, TAKING FEEDBACK FROM THE COMMUNITY ON THE SOME SALES. I THINK THAT'LL BE A BIG A BIG HIT FOR YOUNG FAMILIES THAT ARE ENJOYING THE PARK ON A HOT, SUNNY DAY. ALL RIGHT, UH, AND ANY PUBLIC COMMENT ON RESOLUTION. R 09 2024. SEE NO PUBLIC COMMENT. WE WILL CLOSE PUBLIC HEARING AND I WOULD MOVE FOR THE ADOPTION RESOLUTION. R 09 2024 2ND COUNCIL COUNCILOR. YEAH. TO MARFA CHANCE. REPORTS SINCE WE DON'T HAVE ANY SUBCOMMITTEES. UH, REPORTS OF REPRESENTATIVES. UH, ANY UPDATE FROM MARY NO MEANS JOINT PARKS. THAT'S NOT HERE. UH NEW ALBANY PLAN. LOCAL SCHOOLS. UH YES, THERE WAS A SCHOOL BOARD MEETING ON THE 26TH. UH, JUST A QUICK IS HAVE LEARNED THAT THE BUSES ARE

[01:30:07]

HAVING SOME ISSUES, UH, GETTING OUT OF THE BUS GARAGE AND THE AFTERNOONS. ON 62 DUE TO INCREASED TRAFFIC. UH AND ALSO THE BUS GARAGES RUN OUT OF ROOM TO EXPAND. SO UH, THE DISTRICT IS CURRENTLY LOOKING FOR NEW HOME. UH FOR THE BEST GARAGE AND SEARCH IS ONGOING. YOU KNOW THEY'RE WORKING WITH THE CITY, UH, IN COOPER OPERATION AND TRYING TO FIND A GOOD ONE FOR THAT, UM, THE PLAIN TOWNSHIP TRUSTEE HILL AND CHIEF CONNOR, UH, PRESENTED, UH TO SCHOOL BOARD. JUST AN UPDATE FROM THE TOWNSHIP. UM UH AND THEN THE DISTRICT FORMED A CITIZEN ADVISORY COMMITTEE. UH, FOR STUDENT BELONGING. IT WAS A GROUP OF PARENTS AND GUARDIANS ACROSS ALL BUILDINGS, UH, IN AN EFFORT TO ENHANCE SCHOOL CULTURE FOR ALL STUDENTS, UM THEY DEFINE THE ROOT CAUSE OF WHY STUDENTS DO NOT HAVE STRONG SENSE OF BELONGING AND HOW TO, UH, CREATE INTENTIONAL PROGRAMS, UH, TO HELP STUDENTS GET TO KNOW OTHER STUDENTS. UM AND IT WAS KIND OF AND WHEN, MY, UH YOUNG, MY OLDER SON STARTED SCHOOL. THERE WERE HOUSES AND IT WAS ALL THIS THING. AND THEN THE HOUSE JUST WENT AWAY AND THE NUMBER ONE RECOMMENDATION FROM THIS IMPANEL GROUP WAS THAT THEY NEED TO BRING BACK COHORTS BACK TOGETHER . UM SO I. I THOUGHT IT WAS KIND OF AMUSING, AND THAT WAS THE ONE TAKEAWAY, BUT, UH, THEY HAD SEVERAL SUGGESTIONS AND IT IT WAS A PRETTY WELL RECEIVED, UH, IT WAS A PRETTY DIVERSE GROUP OF PARENTS, WHICH I APPRECIATED. IT HAD DIFFERENT PERSPECTIVES AND YOU KNOW, GO FIGURE YOU PUT THEM IN THE SAME ROOM TOGETHER AND EVERYBODY GOT ALONG AND THEY FIGURED STUFF OUT AND HAD REALLY GOOD RECOMMENDATIONS. SO, UH, UH, THE SCHOOL BOARD'S GONNA, UH, FIGURE ON IT. HOW TO TAKE THAT INFORMATION AND USE IT WISELY. UH, THE LAST PIECE OF THIS THE MEETING WAS A STUFF SINCE USE. FOR A SUBSTANCE ABUSE , BUT IT WAS A SUBSTANCE USE SURVEY THAT THE SCHOOL PUT OUT. THEY UH, THEY PULLED 7TH AND 9TH AND 11TH GRADERS ON THEIR USE OF UH, ALCOHOL AND DRUGS. UM AND OF THE RESPONDENTS. 6% OF THE STUDENTS THAT THEY HAVE USED ALCOHOL 2.9% MARIJUANA AND 2.8. UH, VAPE. UH, 90% OF THE STUDENTS MARK THAT THEY HAD DONE NONE OF THE ABOVE. I SEEN THERE NUMBERS ARE A LITTLE DUBIOUS.

YEAH BUT I'M GONNA GO WITH IT. AND UH, SOUNDS GOOD. YEAH SOUNDS GREAT, RIGHT? THEY HAVE TO GET THEIR NAMES DOWN, BUT, UH, YES, THERE WAS VERY DETAILED, UH, DATA ACROSS ALL THE, UH, THE RESPONDENTS. SO UH, YOU CAN DIG INTO THE COMEDIAN IF YOU SO LIKE. THAT WAS THE SCHOOL. SMART KIDS ARE JUST NOT SAYING IT'S RUMORS, DISCLAIMERS. ALL RIGHT. THANK YOU. FOR THE UPDATE ANY, UH, UPDATE FROM PLAIN TOWN SHOW THERE WAS A MEETING. I WAS NOT ABLE TO ATTEND. BUT ACCORDING TO BEN, IT WAS JUST NORMAL BUSINESS AND SPECIAL TO ME. OK? THAT THIS REPORT OF CITY OFFICIALS JUST A

QUICK COMMENTS. UH, JUST WANTED TO, UH, RECOGNIZE OUR NEW CITY ENGINEER TAYLOR JOHNSON. AND WELCOME TO YOUR FIRST SPECIAL MEETING RIGHT? UM ALSO, UH, WE HAVE A, UH, NEW, UH, MEMBER OF THE PUBLIC SERVICE DEPARTMENT. UH, SERVICE ENGINEER JUSTIN WILKINSON IS WITH US THIS EVENING AS WELL. SO JUSTIN, WELCOME TO THE TEAM. UH, AND THEN WE KEEP YOU KNOW, GROWING BY LEAPS AND BOUNDS. I'M GLAD WE CAN GET SMART ENGINEERS TO COME WORK AT THE CITY. SO UH, CONGRATULATIONS TO BOTH OF YOU, UH, ENJOY THE DOWNTIME WHILE YOU HAVE IT BECAUSE IT'S OVER. UH, THAT'S ALL I REALLY HAVE FROM THE MAYOR SUPPORT. I KNOW I KIND OF JUMPED IN FRONT OF, UH, DIRECTOR OF CHRYSLER. SHE WANTED TO MAKE THE INTRODUCTION, BUT I ALREADY HAD IT WRITTEN DOWN THIS ROAD, RIGHT? UM ANY ANYTHING ELSE REGARDING THESE TWO GENTLEMEN? YOU'D LIKE TO SHARE.

MR PARKER. I'M GOOD. NO, NO, I THINK WE'RE WE'RE VERY GRATEFUL TO HAVE HIM ON THE TEAM. WE'RE VERY FORTUNATE TO HAVE THEM ON THE TEAM. THEY BRING A LOT OF EXPERIENCE WITH THEM. AND UH, I THINK WE'RE WE'RE GONNA BE ABLE TO HIT THE GROUND RUNNING SO VERY, VERY OPTIMISTIC ABOUT IT.

SO GRATEFUL FOR THE SUPPORT OF COUNCIL. THANK YOU. ALL RIGHT? UH, ANY UPDATE FROM THE CLERK? I HAD SENT OUT TO COUNSEL THE, UH, REQUEST FOR LIQUOR PERMITS FROM LOCAL DRAGON NEW ALBANY, LLC, WHICH I BELIEVE IS GOING TO BE KNOWN AS BENDY WOK. UM THEY HAD REQUESTED D TWO AND D THREE PERMITS. DID COUNCIL WANT TO HAVE A HEARING ON THAT? GIVE THEM EVERYTHING THEY WANT. SEE AND HOW SOON CAN THEY OPEN? UH YEAH. EVERYONE SEEMS TO BE LOOKING FORWARD TO THIS NOW. I AM, TOO. UM THAT WAS ONE THING. THE OTHER THING WAS JUST I WANNA LET YOU KNOW, UM I IN PART DUE TO HER REQUEST FROM A FRIEND OF A FORMER MAYOR, NOW DECEASED DON CLARK AND ON BEHALF OF HIS WIDOW

[01:35:04]

, UH, THEY HAD BROUGHT BY A PICTURE AND HE HAD THIS FRIEND HAD WANTED TO SEE, UH, OUR HALL OF MAYORS LIKE THE PICTURE OR HA, I DON'T REALLY HAVE. WE HAVE SOME PHOTOS OF FORMAL COUNCIL MEMBERS. CURRENT COUNSEL. THERE'S ALL SORTS OF THINGS GOING ON IN COUNCIL CHAMBERS CONFERENCE ROOM. THERE'S NOT REALLY A COHESIVE THEME OR HALL OR ANYTHING LIKE THAT, AND KIND OF OUT OF THAT HAS BEGUN. UM SOME MEETINGS AND SOME RESEARCH AND WHAT WE CAN DO WITH IT. I MEAN, I KNOW YOU GO INTO NOW. THE CD D BULLPEN, WHICH IS QUITE NICELY. THE ADMINISTRATIVE ADMINISTRATION CONFERENCE ROOM AND COUNCIL CHAMBERS HAS JUST BECOME A COLLECTION OF PHOTOS.

UM, SO I HAVE SO FAR MET WITH MARK MOREHEAD. I HAVE ANOTHER GAL THAT I'M MEETING WITH. WE MET THROUGH THE CHAMBER OF COMMERCE THIS THURSDAY. THERE'LL BE MORE TO COME ABOUT THAT BUT START THINKING ABOUT IT. UM THIS BE MARK MOORHEAD. I MEAN, WE HAD SOME GREAT IDEAS. UM TALKED ABOUT MAYBE A DARKER PINK COLOR. UM, A SOMETHING THAT WE CAN LOAD OUR OWN PHOTOS INTO SO MAYBE SOME SORT OF ROTATING PHOTO DISPLAY SO WE CAN KEEP IT FRESH BECAUSE THOSE ONES GET OLDER. UM BUT WOULD ALSO TAKE UP LESS SPACE. MAYBE ONE MOUNTING THE MONDO PADS. YOU DON'T HAVE THAT BIG CARD IN THERE. THAT'S KIND OF WONKY THAT I MEAN, WE COULD FIND SOMETHING SMALLER THAT WE NEED TO MOVE OUT FOR WHEN WE HAVE OVERLOAD MEETINGS LIKE WE DON'T NEED THAT GIANT ONE ANYMORE. WE COULD JUST MOUNT IT THE WAY THEY DO IN IN ADMIN OR CD D BULLPEN, UM, LIKE ALL THIS, LIKE, OH, YEAH. NO THAT WOULD BE GREAT. UM SO MORE TO COME, UH, FEEL FREE TO COME TO ME WITH ANY IDEAS OR REQUESTS. 01 THING HE MENTIONED WAS ALSO MAYBE, INCLUDING SOMETHING ABOUT FOUR PILLARS IN THERE. I MEAN, THAT'S WHERE YOU TAKE PRESIDENT. WE HAVE BOARD MEETINGS IN THERE.

THAT'D BE A NICE PLACE TO KIND OF REITERATE THE FOUR PILLARS. UM SO OH, COOL. I JUST KIND OF WANTED TO START THAT FEEL FREE TO GET BACK TO ME. I'LL GET BACK TO YOU WITH MORE. THERE'LL BE SOME NUMBERS COMING. I'M SURE YEAH, IT'S GREAT, JENNIFER. THANK YOU. AND THAT'S COURT.

MASON TOO, TO ALSO INCLUDE IN THAT EVALUATION. UH, JUST A REVIEW OF THIS ROOM. THERE'S SOME SOME ELEMENTS THAT NEED A LITTLE TLC. UM OH, MARK MOORHEAD WOULD LOVE TO GET HIS HANDS ON THE ROOM. YEAH. WE'LL START WITH COUNCIL CHAMBERS. ALL RIGHT, GOOD ENOUGH. WELL, I APPRECIATE YOUR EFFORTS IN THAT REGARD. IF WE CAN'T IF WE CAN'T GET THAT PHOTO. I'D LOVE TO SEND IT TO HER IF WE CAN. MAYBE AT LEAST THE STAGE SOMETHING, OK, WE'LL FIGURE SOMETHING. ALL RIGHT? UH, ANYTHING FROM THE FINANCE DIRECTOR? NOTHING MORE TO REPORT . ALL RIGHT CITY MANAGER, SO I HAVE THREE QUICK ITEMS. UH, THE FIRST IS JUST A REMINDER. THE DEVELOPMENT STAFF AND I ARE GOING TO MEET WITH KEVIN ZEPERNICK OF THRIVE COMMUNITIES ON THURSDAY. UH WE HAVE, UH TWO COUNCIL MEMBERS HAVE EXPRESSED AN INTEREST IN PARTICIPATING IN THAT MEETING. WE COULD ACCOMMODATE UP TO ONE MORE. UH SO, UH, COUNCIL MEMBER WILL TROUT COUNCIL MEMBER KISS THEY BELIEVE ARE GOING TO JOIN US. THAT'LL BE, UH AGAIN THURSDAY. ON THE SEVENTH AT 930 AT THE THRIVE CORPORATE HEADQUARTERS, JUST A REMINDER THAT IS NOT LOCATED IN THE CITY OF NEW ALBANY. NOR IS IT LOCATED IN THE ALBANY SCHOOL DISTRICT. THAT BEING SAID, UH THE DEVELOPER HEARD. COUNCIL'S CONCERNS AND SAID THAT THEY WOULD BE WILLING TO LISTEN TO OUR OUR, UH UH, FEEDBACK, SO THIS WILL BE THE SECOND MEETING. WE HAVE HAD ONE MEETING WITH THEM. UH AT THE, UH, NOBODY COMPANY SO WE'RE WE'RE, UH OPTIMISTIC THAT THEY THEY'RE WILLING TO LISTEN TO OUR CONCERNS. HM? THE SECOND THING, UH, THERE'S BEEN SOME SOME, UH QUESTIONS ABOUT THE OPERATION OF THE COAT RED SYSTEM. UH SO I'VE ASKED JOSH TO, UH, JUST GIVE A REAL QUICK, UH, UPDATE ON HOW THE CODE RED SYSTEM WORKS IN CONJUNCTION WITH THE, UH UH, THE , UH, TORNADO SIRENS AND GIVEN HIS BACKGROUND AS A, UH, FORMER METEOROLOGIST AFTER HE'S THE PERFECT PERSON TO, UH TO TAKE THAT THANKS FOR SETTING ME UP. I DID SPEND, UH, ABOUT 16 YEARS WORKING IN FRONT OF A GREEN SCREEN SO I WOULD FEEL MUCH COMFORTABLE IF WE COULD INSTALL GREEN SCREEN HERE, AND I COULD POINT THAT WAY, BUT I'LL I'LL DO MY BEST. SO AFTER SEVERAL TORNADOES HIT CENTRAL OHIO ON FEBRUARY 28TH, WE DID HAVE SOME RESIDENTS ASKING WHY THEY DID NOT RECEIVE ALERTS THROUGH THE CODE RED SYSTEM. I WANTED TO GIVE YOU A QUICK LITTLE BACKGROUND ON CODE RED. IT'S AN EMERGENCY ALERT SYSTEM THAT WE USE TO NOTIFY RESIDENTS ABOUT I IMPORTANT SITUATIONS.

TRADITIONALLY WE'VE USED IT HERE IN THE NEW ALBANY COMMUNITY FOR THINGS LIKE MOSQUITO SPRAYING FOR ROAD CLOSURES FOR EVENTS AND ALSO SO FOR SOME WEATHER WARNINGS IF YOU COULD GO TO THE NEXT SLIDE THERE WHEN IT DOES COME TO THE WEATHER WARNINGS, THE COAT RED WEATHER ALERTS ARE AUTOMATED. THEY'RE NOT MANUALLY SET OUT SO THEY ARE AUTOMATED AND THEY'RE TRIGGERED BY NATIONAL WEATHER SERVICE WARNINGS. SO WHERE YOU MIGHT HAVE ME OR SOMEONE FROM MY TEAM MANUALLY ENTERING AN ALERT FOR A MOSQUITO SPRAY OR FOR A ROAD CLOSURE? THESE ARE AUTOMATED INCOME FROM THE NATIONAL WEATHER SERVICE WARNINGS INCLUDE THINGS LIKE TORNADO WARNING. SEVERE THUNDERSTORM WARNINGS. WINTER STORM WARNINGS FLASH FLOODS THINGS OF THAT NATURE. MOST OF THESE ALERTS DO NOT INCLUDE WATCHES OR ADVISORIES. THE EXCEPTION WITH ADVISORIES ARE

[01:40:02]

WINTER WEATHER ADVISORIES BECAUSE THEY'RE A LITTLE MORE SIGNIFICANT, BUT MOST OF THESE DEAL WITH WARNINGS NOW WHEN IT COMES TO IF WE GET ADVANCED TO THE NEXT SLIDE WHEN IT COMES TO WHAT WE EXPERIENCED ON FEBRUARY 28TH, THE NATIONAL WEATHER SERVICE ISSUED SEVERAL TORNADO WARNINGS AND THAT PICTURE ON THE LEFT IS AN EXAMPLE OF ONE OF THE TORNADO WARNINGS WHEN THE NATIONAL WEATHER SERVICE ISSUES A TORNADO WAR. THEY DO SO WITH A POLYGON ON A MAP, AND THIS IS CREATED BASED ON THE POTENTIAL TRACK OF THE TORNADO. IT'S A HUGE IMPROVEMENT FROM YEARS AGO WHEN THEY USED TO JUST ISSUE A WARNING FOR THE ENTIRE COUNTY. SO IF YOU HAD SOMEBODY LIVING IN DUBLIN, IT WOULDN'T MAKE SENSE FOR THEM TO RECEIVE A TORNADO WARNING IF THE TORNADO WERE SAYING GROVEPORT AND HEADED EAST , SO THE NATIONAL WEATHER SERVICE REFINED THE WAY THAT THEY TREAT TORNADO WARNINGS. THEY WENT TO POLYGON APPROACH, AND IT MAKES IT MORE SPECIFIC TO THE AREAS THAT ARE LIKELY TO BE IMPACTED. NOW WHEN IT COMES TO THE FRANKLIN COUNTY EMERGENCY MANAGEMENT AND HOMELAND SECURITY , WHO, UH, SETS OFF THE SIRENS, THEY HAVE A FOUR ZONE SYSTEM THAT THEY USE FOR FRANKLIN COUNTY. YOU CAN SEE THAT IN THE PICTURE ON THE RIGHT. WE ARE IN THAT YELLOW ZONE THERE. SO WHEN A TORNADO WARNING IS ISSUED BY THE NATIONAL WEATHER SERVICE IF IT'S IN AN AREA THAT ENCOMPASSES ZONE TWO, ALL OF THOSE SIRENS IN ZONE TWO ARE GOING TO GO OFF. SO IN THAT PICTURE ON THE LEFT, YOU HAD A TORNADO WARNING THAT WAS JUST TO OUR SOUTH AND FRANKLIN COUNTY. IT INCLUDED PLACES LIKE JOHANNA, WHICH IS IN ZONE TWO. SO THAT TRIGGERED THE SIRENS IN ZONE TWO. SO ALL OF THE SIRENS GO OFF. SO WE WERE HEARING THE TORNADO SIRENS WHEN WE WERE NOT ACTUALLY UNDER A TORNADO WARNING HERE IN NEW ALBANY AND FRANKLIN COUNTY. I KNOW THAT SOME PEOPLE HAVE CONCERNS ABOUT THAT. WE DID SEE SOME CONCERNS ON SOCIAL MEDIA PEOPLE EXPRESSING A DESIRE TO GET NOTIFIED WHEN THERE'S A TORNADO WARNING IN A NEARBY COMMUNITY SUCH AS GHANA OR IITTALA. UNFORTUNATELY WE DO HAVE LIMITATIONS WITH CODE RED. WHEN IT COMES TO WEATHER ALERTS.

WE'RE ONLY GOING TO GET A WARNING. UH TO OUR OUR PHONES OR TO OUR EMAIL ACCOUNTS. WE'RE NOT GOING TO GET A WATCH A TORNADO WATCH. WE'RE NOT GOING TO GET A WARNING FOR A NEARBY COMMUNITY.

SO IT HAS TO BE SPECIFIC TO NEW ALBANY. IF YOU HAPPEN TO HAVE THE CODE RED, UM APP ON YOUR PHONE, YOU WILL BE ALERTED BASED ON WHERE YOU'RE LOCATED. SO SAY, FOR EXAMPLE, YOU WERE TRAVELING TO TENNESSEE AND THERE WERE A TORNADO WARNING ISSUED IN THAT PART OF TENNESSEE. YOU WOULD RECEIVE A NOTIFICATION ON YOUR PHONE. SO I THINK IT'S UH, ALSO IMPORTANT TO POINT OUT THAT AS A LOCAL GOVERNMENT, WE'RE NOT REALLY RESPONSIBLE FOR SHARING THE WEATHER ALERTS. IT'S A NICE FEATURE THAT WE HAVE AS PART OF THE CODE RED SYSTEM, BUT I THINK WE MIGHT NEED TO HAVE A DISCUSSION ABOUT UH HOW FAR WE WANNA TAKE THINGS WHEN IT COMES TO ALERTING OUR RESIDENTS ABOUT WEATHER RELATED ISSUES BECAUSE THERE ARE AGENCIES SUCH AS THE NATIONAL WEATHER SERVICE, THERE ARE TV STATIONS WHO HAVE APPS THAT PROVIDE SOME OF THESE WEATHER ALERTS. AND I DON'T KNOW IF WE WANT TO BE HELD LIABLE IF WE BECOMING THE WEATHER SOURCE. AS MUCH AS I LOVE WEATHER AS A FORM OF METEOROLOGIST. I DON'T KNOW IF I WANT TO HAVE THAT RESPONSIBILITY AS BEING THE WEATHER SOURCE. SO UH, IT MIGHT JUST BE THE FACT THAT WE NEED TO HAVE A GREATER DISCUSSION AND ANALYZE HOW WE USE CODE RED AND BOTTOM LINE. WE WANT TO KEEP OUR RESIDENTS SAFE, AND WE'LL DO EVERYTHING IT TAKES TO MAKE THAT HAPPEN, SO WE'LL CONTINUE TO ASSESS AND ANALYZE THE TOOLS THAT WE HAVE. BUT JUST WANTED TO GIVE YOU AN UPDATE ON HOW THIS WORKS AND WHY YOU WEREN'T RECEIVING NOTIFICATIONS. SO JUST A QUICK QUESTION UNDER THE CURRENT SYSTEM WITH THE POLYGON HAD ALREADY BEEN IN THAT THAT FIELD OF THE WARNING THAT WE WOULD HAVE GOTTEN THE CODE RED.

READ THE WAY IT WORKS WHEN A WARNING IS ISSUED, THAT SENDS AN AUTOMATED ALERT. SO IF WE HAD BEEN IN THAT POLYGON, WE SHOULD HAVE RECEIVED AN ALERT AND I DID FOLLOW UP WITH CODE RED TO MAKE SURE EVERYTHING IS WORKING. WE LOOKED AT OUR WEATHER NOTIFICATIONS. IT APPEARS EVERYTHING'S WORKING THE WAY IT SHOULD BE. SO I GUESS WE HAVE A CHOICE OF WHAT TRIGGERS THE CODE RED FOR OUR COMMUNITY IS EITHER WE GO WITH THE MODERN POLYGON ASPECT, WHICH WOULD MORE ACCURATELY ALERT FOLKS TO A TORNADO IN PROXIMITY TO THEIR LOCATION. OR WE COULD FALL BACK TO THE FRANKLIN COUNTY MODEL, WHICH IS IF YOU'RE IN THE YELLOW ZONE. THAT WOULD ALSO POTENTIALLY ISSUE I DON'T THINK WE HAVE THE OPTION TO CHANGE BECAUSE SINCE IT IS TRIGGERED BY THE NATIONAL WEATHER SERVICE, THE NATIONAL WEATHER SERVICE DOESN'T CHANGE. THEY STICK WITH THAT POLYGON APPROACH. OK, SO WHEN IT COMES TO THE SIRENS GOING OFF, THAT'S WHAT YOU'RE SEEING ON THE RIGHT PICTURE THAT'S FROM FRANKLIN COUNTY EMERGENCY MANAGEMENT. SO AS FAR AS I KNOW, WE DON'T HAVE THAT OPTION TO, UM, ADJUST OUR NOTIFICATIONS BASED ON FRANKLIN COUNTY EMERGENCY MANAGEMENT, BUT YOU DID A REALLY GOOD JOB OF ANSWERING THE QUESTION. I FAILED TO ASK SO EXACTLY RIGHT SO I MEAN, WE DON'T CONTROL THE DATA. THAT CODE RED USES TO ISSUE THE CORRECT THAT YOU KNOW, PART OF THAT SYSTEM IS CHOSEN THE NATIONAL WEATHER SERVICE ALERT

[01:45:01]

AND, UH, FRANKLIN COUNTY SO EVEN EVEN IF WE WANTED TO SWITCH TO, YOU KNOW, IT'S IN OUR QUADRANT OF FRANKLIN COUNTY. THAT'S NOT POSSIBLE. I CAN ASK THEM, BUT I DON'T BELIEVE THAT'S AN OPTION.

I BELIEVE THEY'RE TIED TO THE NATIONAL WEATHER SERVICE NOTIFICATIONS OK, PERFECT. AND I MEAN, THIS ISN'T ANYTHING THAT I THINK WE HAVE CONTROL OVER THE FACT THAT THAT POLYGON IS SO DEFINED AND A TORNADO TOUCHED DOWN AT MINK AND GRAHAM ROAD, WHICH IS, YOU KNOW, IS THREE MINUTES FROM HERE. YOU KNOW, I FEEL LIKE YOU HEAR THE SIRENS GOING OFF AND I GUESS BACK IN THE DAY IF IT IF THERE WAS A TORNADO, YOU KNOW 30 MILES, YOU WERE STILL GO IN THE BASEMENT.

AND NOW LIKE WE'RE GOING STREET BY STREET AND PARSING IT, UM I GUESS IF WE ARE GONNA DO THE CODE RED IF THE SIRENS ARE GOING OFF, I FEEL LIKE I DON'T KNOW. WE EITHER MAKE IT CLEAR THAT WE'RE NOT GOING TO NOTIFY THEM DURING TORNADOES IN FUTURE, OR I WOULD PREFER IF IT SIRENS GOING OFF. THEN WE'RE ISSUING A CODE. IN ADDITION TO THAT. AND YOU MAKE A GOOD POINT ABOUT THE SIRENS. THAT'S WHAT THEY'RE FOR. TO ALERT YOU THAT THERE'S SERIOUS WEATHER. THERE'S SEVERE WEATHER, SO THE APPROACH SHOULD BE WHEN YOU HEAR THAT SIREN, YOU KNOW. GO AND TAKE THOSE STEPS OF , UH, YOU KNOW YOUR PLAN OF ACTION THAT YOU'VE HOPEFULLY PREPARED AHEAD OF TIME, UM, IN RELATION TO THAT WE DO HAVE SEVERE WEATHER AWARENESS WEEK STARTING MARCH 17TH, SO WE'LL PUT OUT COMMUNICATION AND MESSAGING RELATED TO THAT AND WE CAN FINE TUNE OUR APPROACH BEFORE WE START THAT COMMUNICATION PROCESS, BUT, YEAH, THANKS FOR BRINGING THAT UP. I HAVE A YOU MIGHT NOT KNOW THIS. THIS MIGHT BE A CODE RED QUESTION. BUT HOW OFTEN IS THAT POLYGON UPDATED? I KNOW THERE WAS SOME CONCERNS THAT OH, WE'LL LET THE TORNADO TOUCHED DOWN JUST THREE MILES FROM HERE. IN A SPLIT SECOND. IT COULD HAVE BEEN , YOU KNOW, MOVED NORTH. IS IT CONSTANTLY UPDATING AND CHANGING THE BASED ON THE DATA THEY'RE RECEIVING? THEY DO ISSUE NEW WARNINGS AND THEY UPDATE THE WARNING SO YOU WILL SEE THINGS CHANGE, OK? I WANT YOU TO LIKE THE WARNING THE SIRENS WOULD BE. THERE'S A WARNING SO IT BE WEATHER AWARE THAT THERE IS A TORNADO IN YOUR AREA. YOU GET COLD RED AT THE IT'S IMMINENT DANGER. SEEK SHELTER IMMEDIATELY. THAT'S HOW I'VE BEEN TRYING TO EXPLAIN IT. WHENEVER PERSONALLY, WHENEVER I HEAR A TORNADO SIREN, I PULL OUT MY PHONE AND I LOOK AT MY RADAR TO SEE WHERE EVERYTHING IS WHAT ALERTS THERE ARE. TURN ON THE TV . TURN ON THE RADIO, YOU KNOW, SEEK SHELTER. UM BUT THAT IS THE BEST APPROACH TO TAKE. YOU KNOW IT. IT'S THAT WARNING SYSTEM THAT LETS YOU KNOW THAT THERE'S THE POTENTIAL FOR DANGER. OURS IS JUST VERY SPECIFIC IN CODE RED, WHERE IT'S ALERTING RESIDENTS ABOUT A SPECIFIC WARNING FOR NEW ALBANY. YEAH, THAT'S WHAT I LIKE NEXT LEVEL ABOVE THE WARNING. AND THE IMMINENT THREAT OF BEING IN A TORNADO TAKE SHELTER IMMEDIATELY . CORRECT THE SIRENS ARE LIKE A NOTICE. PAY ATTENTION. THIS COULD BE AND THEN THE ACTUAL CODE. RED IS LIKE THIS IS HAPPENING. THEY'RE BOTH SERIOUS. IT'S JUST IT'S I WAS IN THE BASEMENT. THE PROBLEM IS, THERE'S NOT COMPLETE OVERLAP WITH THE TUBE, AND IT'S AN IMPERFECT SYSTEM, SO IT'S BETTER THAN IT HAS BEEN IN THE PAST WHEN A WARNING WOULD GO AFTER THE ENTIRE COUNTY. UM BUT, YEAH, IT'S STILL IMPERFECT, BUT IT'S THE BEST THAT THEY CAN DO AT THIS TIME. BUT I DO FEEL LIKE IT'S A GOOD BALANCE BECAUSE WEATHER IS SO IMPRECISE, SO TO HAVE A LARGE AREA FOR THE PUT NOTICE AND THEN TO HAVE A MORE DETAILED AND CONSTANTLY UPDATED PRECISE. YOU KNOW WHERE YOU GO AND YOU STOP EVERYTHING I THINK IS MAYBE THE BEST OF BOTH WORLDS AS LONG AS YOU I'M SURE YOU WILL UPDATE. JUST MAKE SURE WE'RE YOU KNOW. PUSH ALL THE RIGHT SETTINGS FOR WHAT WE WANT AND I. I THINK A LOT OF THEIR REACTION WAS AFTER THE FACT WHERE HERE'S THE IRONY INVESTIGATED IT DID WHATEVER SAW WHERE IT WAS, AND THEN WE WERE LIKE, WAIT A MINUTE. I DIDN'T GET A CODE, RIGHT? EXACTLY WHAT IT WAS. PEOPLE JUST DON'T KNOW WHAT IT'S ABOUT SPRAYING FOR MOSQUITOES, BUT THERE'S A TORNADO IN MY BACKYARD. AND I DIDN'T GET A CODE RED. UM SO, I. I THINK WE JUST NEED TO SET THAT STANDARD OF WHAT WE'RE GONNA DO. GOING FORWARD AND UM I THINK WE EITHER DO IT. ALL OR WE SCALE BACK OR LIKE, YOU KNOW, WE'RE GONNA LEAVE THIS UP TO THE YOU KNOW THE WEATHER SERVICE TO HANDLE TORNADOES. I WAS GONNA SAY IT AT JOSH TELLING US IT'S YEAH, THAT THAT UP TO US UNLESS WE CHOOSE TO DO OUR OWN MANUAL OVERRIDE. I THINK WHAT CASEY MIGHT BE SUGGESTING THAT WE DON'T DO AN OVERRIDE OR DON'T DO IT AT ALL.

WE'RE NOT IN THE WEATHER GAME IN OUR COMMUNICATION TO RESIDENTS. WE ENCOURAGE THEM TO SUBSCRIBE TO OTHER SOURCES FOR WEB UPDATES. POTENTIALLY IN THE PAST . YOU HAVE THEN AT THAT POINT, JUST BECAUSE THE NATIONAL WEATHER SERVICE JUMPS ON OUR SYSTEM WE COULD HAVE THEM NOT JUMP ON EARTH SYSTEM, RIGHT? I WOULD HAVE TO LOOK INTO THAT. YOU DON'T EVEN KNOW IF THAT'S AN OPTION. OH, WE JUST COMMUNICATE BETTER TO THE PUBLIC. THIS IS HOW CODE RED WORKS. I MEAN, I AGREE WITH THAT. I THINK THE WEATHER SERVICE DOES WHAT THEY DO. THEY DID DO IT PRETTY

[01:50:04]

ACCURATELY THESE DAYS AND FOR US TO TRY TO THINK ABOUT OVERRIDING ADJUSTING FROM WHAT THEY'RE DOING MINUTE BY MINUTE AND SECOND BY SECOND, WE'RE GONNA MAKE A MISTAKE. LET'S RELY ON THAT EDUCATE PEOPLE AS TO THE DIFFERENCE BETWEEN AWARDING AND A CODE RED OTHERWISE. IT'S NOT A BUSINESS. WE SHOULD BE IN WHAT YOU SEND OUT JOSH EARLIER IN THE WEEK I SHARED WITH MEMBERS OF THE COMMUNITY. AND THEY WERE STILL HAVING THEM SOME CONFUSION. I EXPLAINED IT KIND OF HOW I JUST EXPLAINED IT TO THEM THAT IT'S THE NEXT LEVEL OF YOU KNOW THE WARNING. IS THAT THE COUNTY THE SIREN? YOU HEAR THE SIRENS? IT DOESN'T MEAN THAT A TORNADO. YOU'RE AN IMMINENT THREAT OF THAT TORNADO. BUT WHEN YOU GET CODE RED, IT'S MORE A NEXT LEVEL OF WARNING THAT IT IS IN YOUR AREA. SEEK SHELTER. THE SIREN IS DEFINITELY ARE MORE BROAD AND COVER A BROADER AREA FOR NEW ALBANY CODE RED. OURS IS VERY SPECIFIC BECAUSE IT'S FOR OUR COMMUNITY. IF I HEAR A SIREN THAT CAN GO OUT AND THE PORCH AND LOOK AROUND IF I GET A CODE RED, I'M GOING TO SPACE. I DON'T THINK THAT'S THE ADVICE I'VE BEEN GIVING PEOPLE IF YOU HEAR A SIREN, JUST GO ON THE PORCH AND LOOK AROUND. CALL CHIP. PLEASE CHECK. PUT THAT OUT ON OUR MEDIA . THAT'S JUST ME. I'M JUST SAYING, I GET A CODE RED. I KNOW IT'S SERIOUS. I'M GOING TO THE BASEMENT, RIGHT? WHEN WE SIGNED UP FOR CODE RED, UH, WE DID INITIALLY HAVE THAT WHETHER FUNCTION THAT'S AN ADDED FUNCTION THAT WE PAY FOR. SO IF COUNCIL FEELS THAT IT IS CREATING MORE CONFUSION, WE COULD DELETE THAT FUNCTION AND JUST GO WITH, UH, WE COULD JUST USE CODE RED. FOR THESE OTHER PURPOSES. IT'S MY OPINION THAT PEOPLE COULD JUST BECAUSE OF THE FEEDBACK WE GOT. PEOPLE ARE LOOKING TO CODE RED, YOU KNOW, BECAUSE THEY WANNA HAVE THAT SERVICE. WE JUST NEED TO BE EDUCATE THEM A LITTLE MORE ON HOW IT WORKS. I AGREE WITH THAT, I. I THINK I'D RATHER KEEP IT.

BUT WE JUST NEED TO MAKE SURE THEY KNOW THAT WE DON'T CONTROL IT, AND IT'S BASED ON PARAMETERS FROM THE NATIONAL WEATHER SERVICE. YEAH YEAH, OK, SO THE LAST THING UH I UNDERSTAND THERE HAVE BEEN SOME CAR BREAK INS. THIS UH, THIS AFTERNOON OVER AT THE, UH, UP IN THE, UH, AREA OF MARLBOROUGH ACADEMY, SO I JUST ACHIEVED IF HE COULD, UH, SHARE AN UPDATE WITH COUNCIL ON THAT.

YEAH, THERE WAS THE, UH, BREAK INS WERE THIS MORNING. UM SO MARNE ACADEMY HAD FOUR CARS BROKEN INTO, UH, ONCE THE RESPONDED THEY CANVASSED THE AREA AND FOUND AN ADDITIONAL VEHICLE. THE NEIGHBORHOOD THAT SURROUNDS MARLBOROUGH. UM THE VIDEO AND FLOCK CAMERAS. UM THE LICENSE PLATE READERS WERE VERY HELPFUL. SO IT WAS A STOLEN CAR. IT WAS A FRESH STOLEN CAR, WHICH MEANS IT WASN'T ENTERED INTO THE SYSTEM AS A STOLEN CAR. SO AS IT GOES BY LICENSE PLATE READERS IT DOESN'T PICK IT UP AS A STOLEN CAR. IF IT HAD BEEN REPORTED IN THE SYSTEM, WE WOULD HAVE BEEN ALERTED THAT THERE WAS A STOLEN CAR IN THE AREA. UM ANYWAY, THE, UM WATCHING THE CAMERAS, MARNE ACADEMY SECURITY CAMERAS OR TRAFFIC CAMERAS AND FLOCK. UM, IT WAS THREE OR FOUR INDIVIDUALS. UM, JUVENILES ARE LATE. OR YOUNG ADULTS, UM, THEY WERE IN AND OUT PRETTY QUICKLY.

THEY CAME IN IN A STOLEN CAR JUMPED OUT BROKE INTO THE FOUR CARS HIT AN A CAR RESIDENTIAL AREA, YOU KNOW, UH, OFTEN THE ABOUT 50% OF THE CAR BREAK INTO BE VEHICLES THAT HAVE BEEN UNLOCKED AND LEFT OPEN. UM THESE WERE ACTUALLY WHERE THEY SMASHED THE WINDOW OUT. AND, UH, BROKE INTO THE CAR. SO WE WERE, UM UM, WE THROUGH THE FLAT CAMERAS, WE WERE ABLE TO TRACK AND ALSO THROUGH, UM CPD THAT THEY HIT THE PLAYERS AREA, UM, PRIOR TO COMING TO NEW ALBANY AND THEN AFTER LEAVING NEW OR THEY WENT TO EASTON, UM THE, UM ALL THAT WE HAVE GOOD VIDEO. WE DON'T HAVE ANY WAY TO ID THE ACTUAL OFFENDERS. THE, UM UM IS A LITTLE BIT OF AN EXPANSION OF WHAT WE SAW IN PREVIOUS YEARS. AS FAR AS MO A LOT OF THIS, A LOT OF THE SIMILAR TYPE OF CRIES WERE STOLEN CARS FRESH, UM, JUVENILES OR YOUNG ADULTS AND, UM, IN AND OUT AS FAR AS BREAKING INTO CARS. UM THE LAST COUPLE OF MONTHS WE'VE SEEN A FEW MORE WERE HAPPENING IN THE MIDDLE OF THE DAY TYPE OF SITUATION. AND, UM UM YOU KNOW, WE'RE CONTINUING TO WORK THE CASE, BUT THIS IS SOMETHING THAT I THINK I'VE SAID ON AN EMAIL TO RESIN. UH, RECENTLY THAT I COPIED YOU GUYS IN ON, BUT THIS IS SOMETHING THAT, UM WE'RE SEEING MORE AND MORE AS AS THE COUNTY AND THE AREA DEVELOP. AND THEY JUST JOY RIDING. I MEAN, WHAT IF THEY'RE GOING LIKE THEY'RE PLAYERS STEAL CAR PLAYERS COMING TO W ME STEAL ANOTHER CAR? GO TO EASTON. WHAT IT WHAT'S THE PURPOSE OF THAT? BREAKING INTO SOME OF IT ARE STILL SO SOME OF IT'S YOU KNOW IT. THE MOTIVATION CAN CHANGE. IT CAN BE JOY RIDING. UM IT CAN BE DRUG RELATED AS FAR AS, UH, TRYING TO GET MONEY FOR DRUGS. UM YOU KNOW, AND ALSO JUST TO, UH, TO SEE WHAT THEY CAN FIND.

SOME OF THE PROBLEMS WE SEE IS THAT WE'VE HAD THESE SITUATIONS NOT ONLY BREAK IN THE CAR, THEY

[01:55:03]

STEAL CARS, THERE'S A AAA MODEL A MAKE OUT THERE. THAT'S UH, A LITTLE BIT EASIER TO STEAL THAN OTHERS. SO THEY THEY OFTEN STEAL. UM KIAS, UM, AND THEN ALSO WE FIND IS THAT, UM, WITH THE ARE SO WHAT THEY DO IS THEY GET INTO THE CAR WHERE THE OPENED OR THEY BREAK IN. THEY PUSH THE PUSH TO START TO SEE IF IT STARTS IT STARTS. THEN THEY TAKE OFF IN IT. THEY DUMP A CAR THAT THEY CAME TO THE AREA AND, UM, IF IT DOESN'T START, THEY TAKE WHAT THEY CAN FIND READING THIS WEEK THAT THERE IS A DEVICE THAT THEY'RE CARRYING. NOW THAT WILL READ YOUR FOB. OKAY TAKE THE DATE OFF YOUR FOB. SO IT'S LIKE THE SIZE OF A PHONE. BASICALLY YEAH. AND THEN IT WILL TAKE YOUR DATE OFF YOUR CAR FROM THEM, THOUGH. JUST BE CLOSE TO YOU, AND THEN THEY CAN GO TO YOUR CAR AND ENTER YOUR CLOCK. IT'S A NEW THAT'S BEEN YEAH, CONSTANTLY INVOLVING AND IT'S BEEN, UM SIGNIFICANT ISSUE FOR LAW ENFORCEMENT IN THE CENTRAL HIGHWAY AREA AND, UH YOU KNOW, IN YEARS PAST, WE WERE SOMEWHAT INSULATED FROM THAT, BUT WE'RE SEEING IT MORE AND MORE WHEN THEY STEAL A CAR. TYPICALLY THEY'RE NOT TAKING IT TO A CHOP SHOP OR THEY'RE JUST TAKING WHAT THEY CAN GET OUT OF IT. GEORGE REID, DUMP IT. THEY THEY DON'T DUMP IT COMPLETELY. OFTEN. WE FIND IT IN AN APARTMENT COMPLEXES. UM, YOU KNOW, UM THERE'S A LOT OF LOT OF PLATE READERS OUT THERE. AND SO IF A PLATE READER PICKS IT UP, WE GO ALL GO DOWN UNTIL I SAY IT'S A PARTICLE NUMBERS WILL DRIVE THE AREA. TRY TO FIND IT. UM THERE ARE CERTAIN UTILITY VEHICLES HAVE PLATE READERS ON THEM. THEY ACTUALLY SOMETIMES LOCATE HIM IN, UM, PARKING LOTS FOR US, BUT THEY GENERALLY ARE LEFT AND IT'S USED AS A COMMUNITY CAR. SO THAT, UH, THAT ANYBODY THAT THEY KNOW IT'S STOLEN, AND IF ANYBODY NEEDS A CAR MUST DRIVE THAT THEY CAN DRIVE IT. WHAT HAPPENS IF YOU CATCH SOMEBODY TO THE PERSON WHO STOLE CARS THERE UNLESS THEY ADMIT THAT THEY START THEIR CHARTERS RECEIVING STOLEN PROPERTY. A LOT OF THESE ARE JUVENILES, SO THE JUVENILE JUSTICE SYSTEM HAS A DIFFERENT FOCUS THAN THEN IT'S MORE OF A REHABILITATION OR TRY TO CHANGE THE DIRECTION OF THEIR LIFE. IF IT'S AN ADULT, IT'S THE CONSEQUENCES FOR RECEIVING STOLEN PROPERTY OR FAR GREATER THIS SITUATION. UM, I UNDERSTAND THAT THE GUN WAS STOLEN NOT FROM NEW ALBANY BUT HAD ANOTHER LOCATION, SO THAT WOULD BE EVEN LARGER. TO GIVE AN EXAMPLE WE HAD TWO VEHICLES STOLEN, UM, IN THE LAST COUPLE OF WEEKS OFF THE SAME CONSTRUCTION SITE, UH, WE WERE ABLE TO ACTUALLY, THE SECOND STONE WAS, UM, DROVE BY AS THE OFFICER TOOK A REPORT. UM WE KNEW WHERE THE SUSPECT WAS. AND SO WE EXECUTED A SEARCH WARRANT ON THE HOME AND RECOVERED BOTH VEHICLES AND A GUN THAT WAS TAKEN. JUVENILE OR ADULT. THAT WAS AN ADULT. THAT WAS MORE OF A UH, AND ANGRY EX EMPLOYEE, HMM. THAT'S NICE. SO YOU SAID THESE WERE ALL IN THE MAR BURNS PARKING LOT, EXCEPT ONE OF THEM WAS OVER IN WINDSOR, FOUR FORWARD WHEN IN MARK BURNS PARKING LOT, AND ONE WAS IN WINDSOR. THE COUPLE WEEKS AGO. UM WE HAD THE SAME SITUATION BUT A CAR WAS STOLEN. SO WE HAD A STOLEN CAR DUMPED CARS BROKEN INTO, AND ANOTHER CAR STOLE IT ALONG THE WALTON PARKWAY CORRIDOR, SO IT'S KIND OF WITH THE WEATHER BEING BETTER AT ACTUALLY IMPACTS. HOW OFTEN WE SEE THIS, BUT, UH UM, BUT AS FAR AS IT'S HAPPENING IN DAYLIGHT HOURS, IT'S A LITTLE BIT A LITTLE BIT OF EXPANSION OF THE M O. ARE THEY SEEING IT? SEEING THIS TYPE OF CRIMES HAPPENING MORE AND MORE RESIDENTIAL AREAS AS WELL OR STILL BASIC, LIKE IN THE MORE COMMERCIAL AREAS THAT ARE OCCURRING, IT'S BOTH. WE SEE IT IN RESIDENTIAL AND COMMERCIAL. UM YOU KNOW, WE ANALYZE AND STATS TO SEE WE, FOR INSTANCE, CERTAIN NIGHTS THAT WE PUT OUT EXTRA OFFICERS AND PUT OUT OFFICERS IN PLAIN CARS AND TAKES AND DO SOME OTHER MEASURES. HOWEVER UM, THINK OF AN EXAMPLE UM, TALKING WITH WHITEHALL'S CHIEF, UM THEY'RE ABLE TO PINPOINT THE LOCATIONS THAT ARE HOTSPOTS, AND IT'S A CONSISTENTLY HAPPENS ALL THE TIME. SO UM, THEY'RE ABLE TO REALLY CONCENTRATE THEIR FOCUS ON THOSE AREAS FOR US. UM THERE'S NOT ANY DISTINGUISHABLE PATTERN AS FAR AS DAY OF THE WEEK. TIME OF THE DAY. OUR GEOGRAPHICAL LOCATION, SO WE'RE HAVING TO TAKE A LITTLE BIT MORE OF A SHOTGUN APPROACH AND PREVENTION AND THAT BRANCHING COMMUNICATING MORE SHOULD WE BE COMMUNICATING MORE TO THE RESIDENTS ABOUT WHAT'S OCCURRING SO THAT THEY CAN TAKE MORE PROTECTIVE ACTION, OR WE'VE ACTUALLY OVER THE YEARS WE'VE DONE THAT. QUITE A BIT. UM THE I THINK THAT THINKING ABOUT THIS, UM, WITH THE RECENT DEATHS THAT WE'VE HAD, UM PERHAPS OUR OUR NEXT COMMUNICATION I THINK MIGHT BE HELPFUL IS TO PASS ON WHAT? I JUST PASSED ON TO YOU THAT NOT LEAVING YOUR KEY POPULAR VEHICLE

[02:00:05]

MAKES IT MORE PRONE TO BEING STOLEN. NOT LEAVING VALUABLES IN THE CAR. UM AND I THINK THOSE WOULD BE TWO THINGS THAT WOULD BE HELPFUL. IT MIGHT ALSO BE HELPFUL BECAUSE YOU KNOW, SOME PEOPLE MIGHT MIGHT GET IT WHEN THEY READ IT. BUT YOU KNOW, WE MAY WANT TO CONSIDER PUTTING IN A VIDEO OF SOME OF THESE STEPS TO KIND OF DRIVE HOME THAT IT HAPPENS. IT HAPPENS VERY QUICKLY. THERE WAS NO WITNESSES. UM AND THE, UM, UNFORTUNATELY, WE NOBODY BECAME AWARE OF IT UNTIL THEY WERE WELL OUT OF THE AREA. I'VE BEEN PARTICIPATING, ALTHOUGH NOT AS MUCH AS I'D LIKE BECAUSE I HAD TO GO TO TOWN ON BUSINESS AND THIS CITIZENS POLICE ACADEMY. AND SEEING SOME OF THE VIDEOS, HOW BREEZE AND DATE FOLKS ARE IN THE DAYLIGHT. TO GO AND HAPPY HERE IN NEW ALBANY. THERE WAS AN INCIDENT LIKE THAT ALL DAYS WHERE THEY JUST MIDDLE OF THE DAY, SHOPPERS BROKE INTO THE CAR CLIMBED INTO THE CAR. YEAH STOLE MONEY. STOLE GUNS CLIMBED OUT OF THE CAR GONE RIGHT IN THE MIDDLE OF DAY PEOPLE WALKING INTO THE STORE AND JUST WHAT'S HAPPENING? I THINK ONE OF THE VIDEOS WE SHOWED WAS A PURSUIT WE HAD MAYBE LAST YEAR. UM WERE THERE WAS SIX OR SEVEN JUVENILES IN THE CAR, AND I THINK THE YOUNGEST WAS LIKE 12, SO IT'S NOT NECESSARILY 1617 18 AND ABOVE. UM OR SEEING ONE OF THE STOLEN CARS THAT WAS RECOVERED.

WE HAD A 14 YEAR OLD DRIVING IT IT'S PRETTY SHOCKING. I DON'T KNOW HOW WE NO, IT'S GOING TO BE A YOUTH IS THAT WE'RE GOING TO SEE MORE AND MORE OF IT RIGHT. IT'S OUR POPULATION GROWS AND YEAH, WE'RE GROWS. HOW ARE WE GOING TO DO? SOME OF THE MEASURES WE TAKE IS WE USE BAIT VEHICLES DEVICES THAT ARE THAT TRIGGER US WHEN THE VEHICLE IS TAMPERED WITH, OR THE OR THE DEVICES TAMPER WITH THE FLOOD CAMERAS ARE HELPFUL. THE TRAFFIC CAMERAS HAVE BEEN HELPFUL. UM, UNMARKED PATROLS PUTTING THE DROUGHT NOW. THERE'S A LOT OF PROACTIVE MEASURES, BUT WITHOUT A WITHOUT A DISTINGUISHABLE PATTERN. IT'S A LITTLE BIT MORE OF A CHANCE THAT WE'LL CATCH THEM AS FAR AS THAT. INSTEAD OF A SURE THING. THE BEST THING PEOPLE CAN DO IS NOT LEAVE VALUABLES IN PLAIN SIGHT, AND WE HAVE A LOT OF THAT PEOPLE WOULD PERSONS WALLETS. VALUABLES AND THEN CAR DOORS LEFT OPEN. IN SOME CASE, YOU THINK THAT BECAUSE WE'RE NEW ALBANY? WE'RE NOT. WE'RE STILL SUBURBAN ONE. THAT WILL BECOMING MORE THAN YOU THINK PEOPLE. THE RESIDENTS AREN'T TAKING. I'M GUILTY. I'M ALL PARK. MY CAR PARKED IN MY DRIVEWAY. YOU KNOW, WITH THE WINDOWS DOWN DURING THE DAY AND GO IN MY HOUSE. NO, I'M NOT BECAUSE I FEEL LIKE WE'RE RELATIVELY THAT'S NOT HAPPENING HERE, BUT I THINK IT'S CHANGING. FOR SURE. I CAN TELL YOU. WE'VE PUT OUT MESSAGING. PRETTY MUCH EVERY YEAR SINCE I'VE BEEN HERE. YEAH. I MEAN, IT'S 24 YEARS, AND IT THE FREQUENCY I THINK IS INCREASING. WE'VE HAD THIS PROBLEM AND PARTICULARLY IN THE SUMMERTIME, UM I AGREE WITH YOU. I THINK PEOPLE FEEL A GENERAL SENSE OF WELL BEING, SO THEY CHANGING. YEAH. HERE. YEAH, THERE THERE HAS BEEN. WE HAD SOME SUCCESSES. UM SO I DON'T WANT TO MAKE IT SOUND LIKE THAT. YOU KNOW, UM, THE WE CAUGHT A STOLEN CARDS AND JUVENILES AND IN THE PRESERVED DEVELOPMENT IS ACTUALLY IN COLUMBUS WITH COLUMBUS HEALTH, AND SO THERE HAS BEEN SUCCESS IS, UM BUT, UM, IT'S THERE'S DEFINITELY BEEN A LITTLE BIT OF AN UPTICK OVER THE YEARS. THANK YOU. SOMEBODY HERE. AND JUST A REMINDER. UH THE POLICE DEPARTMENT DOES PUBLISHED , UM A LOT OF INFORMATION ON OUR WEBSITE REGARDING, UM, CRIME IN THE AREA, SO I MEAN, SOME OF IT MAY FEEL LIKE A LITTLE BIT OF RECENTLY BIAS WHERE YOU USED TO WEAR SOMETHING HAS HAPPENED AND YOU'RE LIKE, OH MY GOSH, IT'S HAPPENING EVERYWHERE. BUT YOU GOT TO REALLY GO BACK AND LOOK AT THE DATA AND STATS TO SEE IF THERE'S TRENDS THAT ARE THAT ARE TAKING PLACE. CERTAINLY SOME OF THE STUFF SPIKES SEASONALLY. IN OUR LAW ENFORCEMENT TEAMS TRY TO GET CREATIVE IN WAYS THAT THEY CAN. THEY CAN DEAL WITH IT. BUT YEAH. IF YOU WANT TO LOOK AT IT, YOU KNOW ANY REPORTS ONLINE? THERE'S PLENTY OF INFORMATION. THAT'S A GREAT POINT WHERE YOU'RE WHAT I OFTEN TELL PEOPLE AS WORLD LOW CRIME COMMUNITY, BUT WE'RE CERTAINLY NOT EXEMPTING CORRECT. ALRIGHT.

WELL, THANKS FOR THAT UPDATE, CHIEF, RIGHT FOR SURE. THANKS ANYTHING ELSE? BY ANY UPDATES FROM THE CITY ATTORNEY. NOTHING TO REPORT ALL RIGHT PULL FOR PUBLIC COMMENT. MHM ABLE THINKS ME. BRADFORD COUNCIL COMMENT ANY ADDITIONAL COUNSEL COMMENT. DID I MISS SOMETHING? NOBODY STAYS.

RIGHT RIGHT. WOULD LIKE TO HAVE WHAT A REPORT GENERAL REPORT. OKAY ALL RIGHT. WE CAN GET YOU

[02:05:09]

ON THE NEXT MEETING. HE'S GOING TO GET UP HERE AND HE'S GOT SOME THINGS TO SHARE WITH US. ALRIGHT NO ADDITIONAL COUNSEL COMMENT. ANY OTHER BUSINESS PARK CONSIDERATION DONE THAT WE ADJOURNED. SO. AND WE ARE ADJOURNING AT 835. PM
