[6. HEARING OF VISITORS]

REQUESTS. YOU'RE GOOD. YEAH. OKAY HEARING NO CORRECTIONS, WE'LL MOVE ON TO HEARING OF VISITORS, TONIGHT WE HAVE THE NEW ALBANY TOURISM RECAP WITH SHERRY NELSON. SHE'S THE EXECUTIVE DIRECTOR OF NEW ALBANY CHAMBER OF COMMERCE. WELCOME MISS NELSON. THANK YOU, COUNCILMAN SHAWL. SHE'LL KIND OF BRING THAT UP JUST SO WE GET YOU ON THE RECORD AND FOR STREAMING.

HOW'S THAT SOUND? THAT'S BETTER. THANK YOU FOR, GIVING US THE OPPORTUNITY AND TIME OF YOUR MEETING TONIGHT TO DO A RECAP OF THE TOURISM INFORMATION AND PROGRAM AND INITIATIVE FOR THE CITY, WE APPRECIATE YOUR, WANTING TO DO THAT AND GET BACK IN THE HABIT OF THAT, BECAUSE WE WERE DOING IT ANNUALLY FOR A LONG TIME AND COVID. AND SO THIS IS REALLY GREAT. I WANT TO THANK I HAVE THREE TRUSTEES, FROM OUR BOARD HERE, LIZ MORRISON AS OUR BOARD CHAIR, LAURA HESS, OUR BOARD TREASURER, AND MIKE MORAN IS, AS, A TRUSTEE AND MEMBER OF OUR FINANCE COMMITTEE. SO I THANK THEM FOR BEING HERE TONIGHT. SO ON BEHALF OF THE BOARD, I HAVE RECAP. YOU ALL HAVE A COPY IN FRONT OF YOU, I HOPE, SO I'M NOT GOING TO SPEND A LOT OF TIME ON MY TOURISM MATTERS AND HOW IMPORTANT IT IS TO, OUR COMMUNITY, ANY COMMUNITY. BUT IT DOES EVERYONE HAVE A COPY? SURE. BUT IT IS IMPORTANT. IT'S NOT JUST IMPORTANT TO BE PART OF A WELCOMING COMMUNITY THAT YOU'RE PROUD TO HAVE VISITORS COME TO, BUT IT'S A STRONG ECONOMIC DRIVER, FOR TAXES AND JOBS AND HAS A LOT OF TRICKLE EFFECTS ON THE ECONOMY THAT WAY, AND OUR SMALL BUSINESSES AND OUR LARGE BUSINESSES TO. SO, I WOULD LIKE TO SUMMARIZE, FOR PEOPLE THAT AREN'T AWARE, BECAUSE IT'S BEEN IN PLACE FOR QUITE A LONG TIME, BUT THE TOURISM SERVICES AGREEMENT FOR A LONG TIME, IF YOU'VE LIVED IN NEW ALBANY, A LONG, LONG TIME, THERE WERE NO HOTELS. AND THEN WHEN THE HOTELS STARTED TO BE BUILT, THE CITY ENTERED AN AGREEMENT WITH THE CHAMBER TO, ADMINISTER SOME OF THE, TOURISM ACTIVITY. AS THAT GREW, AND A SUMMARY OF THE AGREEMENT AND HOW THAT MONEY IS SPENT IS BASICALLY TO AND IT'S NOT UNIQUE TO NEW ALBANY. IT'S THE SAME IN LAS VEGAS OR MONTREAL. WE WANT PEOPLE TO COME TO OUR COMMUNITY. WE WANT THEM TO STAY IN OUR HOTELS AND EAT IN OUR RESTAURANTS AND FREQUENT OUR BUSINESSES AND SHOP IN OUR SHOPS AND BUY GOODS AND SERVICES FROM BUSINESSES IN NEW ALBANY. SO, SO THAT TRANSIENT TAX FROM OUR HOTELS IS COLLECTED BY THE CITY OF NEW ALBANY, AND 25% OF IT IS GOES TO THE CHAMBER. AND THEN WE SPEND IT IN THESE SPECIFIC WAYS TO ATTRACT PEOPLE TO VISIT NEW ALBANY. AND WE WORK WITH THE

[00:05:03]

CITIES TEAMS THAT ARE IN PLACE, TO COMPLEMENT ANY EFFORTS SUCH AS ECONOMIC DEVELOPMENT OR BUSINESS RETENTION AS WELL, WE'RE NOT UNIQUE. LEARNED A LOT SINCE STARTING TO DO THIS. AND ONE OF THEM IS THAT, THERE'S QUITE A FEW CHAMBERS THAT ARE IN TOWNS THAT ARE NOT QUITE BIG ENOUGH, OR COUNTIES THAT ARE NOT QUITE POPULATED ENOUGH TO HAVE A CHAMBER OF COMMERCE AND A SEPARATE CVB CONVENTION AND VISITORS BUREAU OR, VISITOR CENTER, TOURISM BUREAU, THEY'RE JUST KNOWN AS TOURISM CHAMBERS. AND I PUT SOME EXAMPLES OF OTHER TOURISM CHAMBERS, WE SHARE A LOT OF BEST PRACTICES. SO THE HOTEL CHAIN, I'M GOING TO JUST KIND OF GO ON THROUGH THIS AND FIGURE YOU GUYS WILL ASK ME QUESTIONS AT THE END. SO TOURISM SERVICES, I DID A COUPLE OF CHARTS HERE TO SHOW YOU HOW THAT'S COLLECTED. IT'S NO SURPRISE THAT IT'S BUSIER IN THE SUMMER AND IT HEADS OFF. IT STAYS PRETTY STEADY THROUGHOUT THE FALL AND THEN DROPS IN DECEMBER. THAT'S BEEN PRETTY CONSISTENT. AND WHILE HOTELS, WHICH WE DO KEEP IN VERY CLOSE CONTACT WITH OUR HOTELS, WE WANT TO KNOW HOW THEY'RE DOING, WHAT THEY WANT, WHAT THEIR PAIN POINTS ARE, WHAT'S MAKING THEM HAPPY, WHAT THEY WISH, WAS HAPPENING, THOSE SORTS OF THINGS, AND THEY DON'T REALLY SHARE THEIR OCCUPANCY RATES OR WHO STAYS IN THEIR HOTELS. BUT A COUPLE OF THINGS YOU MIGHT BE SURPRISED AT. YOU MIGHT BE SURPRISED AT THE BUSINESS TRAVEL, ESPECIALLY WITH THE GROWING BUSINESS COMMUNITY. BUT THERE'S QUITE A LOT OF MEDICAL RELATED STAYS IN OUR HOTELS, TOO, WE'RE SO FORTUNATE TO LIVE IN FRANKLIN COUNTY AND BE CLOSE TO, A LOT OF HOSPITALS AND THINGS LIKE THAT. BUT YOU HAVE TO REMEMBER, SOME PEOPLE DRIVE TWO HOURS. SO EVEN IF YOU'RE HAVING A PROCEDURE OR MAYBE YOU'RE ELDERLY, WIFE OR MOTHER IS HAVING A PROCEDURE THAT'S IN AND OUT IN A DAY. YOU MIGHT COME EARLY AND SPEND THE NIGHT IN OUR HOTELS AND STAY, AND GET UP EARLY OR STAY THE NIGHT BEFORE DRIVING BACK HOME. SO THAT WAS A SURPRISE TO ME TO FIND OUT THAT THAT'S, CONTINUES TO BE A GOOD CHUNK OF HOTEL BUSINESS, SO HOW IS THAT MONEY SPENT, THE KIND OF BROKEN IT DOWN TO BUCKETS. I DO THIS EVERY YEAR TO KEEP TRACK OF IT, TO TWEAK IT, TO REALLY TRY TO DO THINGS THAT ARE MEASURABLE IF POSSIBLE. SOME THINGS AREN'T, BUT A LOT IS ONE OF THE THINGS WE'RE REALLY PROUD OF IS THE COMMUNITY CALENDAR. THE ALBANY COMMUNITY CALENDAR. COM I SERVED ON MANY BOARDS BEFORE, STARTING AT THE CHAMBER, AND WE TALKED A LONG TIME IN NEW ALBANY ABOUT WOULDN'T IT BE GREAT TO HAVE ONE PLACE TO GO TO SEE WHAT'S GOING ON WITH THE NEW ALBANY WOMEN'S NETWORK OR THE SYMPHONY OR HEALTHY NEW ALBANY? AND, WE TAKE A LOT OF TIME TO ENCOURAGE THE NONPROFITS AND DIFFERENT GROUPS AND BUSINESSES THAT HAVE EVENTS IN NEW ALBANY TO PUT THEIR EVENTS, ON THE CALENDAR. AND, AND WE TRACK THAT AND IT CONTINUES LIKE, FOR INSTANCE, OF THE TOP 15 EVENTS THAT WERE VIEWED ONLINE, SPECIFIC EVENTS THAT WERE VIEWED ONLINE IN 2023, SIX OF THEM WERE NOT CHAMBER EVENTS OF THOSE OF THOSE TOP 15.

SO I THINK THAT'S PRETTY COOL. AGAIN, TO HAVE A PLACE TO WHEN YOU GOOGLE IT, OR WHEN YOU SPECIFICALLY GO TO IT THAT IT'S THERE FOR YOU, WE CONTINUE TO AGAIN LEARN MORE ABOUT TOURISM, WHAT THAT MEANS FOR OUR COMMUNITY. WE STUDY OTHER COMMUNITIES, GET CERTIFIED, TAKE TRAININGS. I'VE LIST SOME OF THE PARTNERSHIPS AND TRAINING PROGRAMS THAT WE'VE BEEN THROUGH, WE'VE ALWAYS HAD A STRONG RELATIONSHIP WITH OUR FRIENDS IN LICKING COUNTY. THE LICKING COUNTY CHAMBER, FOR EXAMPLE, AND THE NEW GRAND, NEW JOHNSTOWN CHAMBER, I'VE SERVED ON THE BOARD OF EXPLORE LICKING COUNTY, WHICH IS THE CVB IN LICKING COUNTY. I DON'T WANT TO GO THROUGH EVERY SINGLE EXAMPLE, BUT SOME HIGHLIGHTS OF THINGS THAT WE DO. WE MAINTAIN, DIGITAL . WE PURCHASE URLS THAT POINT, TOURISM RELATED, URLS TO OUR SITE, TO PLACES WHERE IF YOU WANTED TO JUST LOOK AT A MAP OR A VISITOR'S GUIDE, WE HAVE THOSE SHOW EXAMPLES. WE ARE NOT PEOPLE STILL WANT PAPER COPIES OF THINGS LIKE THIS. AND SO WE'LL MAIL IT TO THEM. OR THEY CAN STOP BY AND PICK IT UP, AND WE WORK WITH REALTORS AND, AND, OF COURSE HOTELS AND PLACES THAT MIGHT ALSO WANT TO HAVE HARD COPIES OF THOSE, WE DO DIFFERENT CAMPAIGNS. ANYTHING AGAIN WORKED , THAT'S GEARED TOWARDS HELPING OUR BUSINESSES SUCCEED OR BRINGING BUSINESS TO TRAFFIC TO OUR BUSINESSES IN NEW ALBANY, THAT'S PRINT ADS. THAT IS, ANYTHING WORKFORCE RELATED.

[00:10:01]

WE'VE DONE JOB FAIRS, WE'VE DONE BUSINESS EXPOS, BUSINESS ALLIED PROGRAM. WE CONTINUE TO WORK WITH PRIDE. NEW ALBANY ON AGAIN, BEING A WELCOMING COMMUNITY. THIS TRANSLATES FOR OUR BUSINESSES AS A PLACE THAT, NEED HAS GREAT CAREERS, GREAT JOBS. AND WELCOME TO ANYBODY WHO WANTS TO COME AND WORK IN OUR TOWN, OTHER HIGHLIGHTS, TALKED ABOUT THAT, TALKED ABOUT THAT, YOU KNOW, SOME THINGS DON'T EVEN COST ANY MONEY AT ALL, BUT IT'S JUST TIME. AND THAT'S SOMETHING THAT WE'VE ALWAYS DONE. BUT WE DO IT, YOU KNOW, REAL PURPOSEFUL TO MEET WITH OUR BUSINESSES, TO MEET WITH NOT JUST CHAMBER MEMBERS, BUT ALL BUSINESSES IN NEW ALBANY. AND WE'RE ALWAYS ASKING THEM, HOW'S IT GOING? WELL, IF YOU SAY, HOW IS IT GOING? THEY'RE SAYING, OH, THE CITY IS GREAT, THE CHAMBER'S GREAT. EVERYTHING'S GREAT. BUT IF YOU REALLY SAY NO, REALLY, YOU KNOW HOW IF YOU COULD WAVE A MAGIC WAND, HOW COULD WE MAKE IT BETTER FOR YOU? MAKE IT IMPROVE ANYTHING FOR YOU. AND THEN WE'LL START TALKING ABOUT THINGS, AND WE TRY TO CONNECT THEM WITH RESOURCES. A LOT OF TIMES THAT'S THROUGH THE CITY, AND, MAKE THOSE THINGS HAPPEN OR SIMPLY BRING IT TO THE ATTENTION. I'VE PUT SOME PICTURES WORTH A THOUSAND WORDS. I'VE PUT SOME EXAMPLES OF, AGAIN, WHEN WE'RE LOOKING AT, ESPECIALLY IN PRINT OR DIGITAL, IF WE'RE LOOKING TO DO AN AD IN A THING, IT'S SOMETHING THAT WE'RE REALLY WANT TO KNOW ABOUT THE ZIP CODES, YOU KNOW, ARE THEY OTHER ZIP CODES THAT ARE GOING TO HAVE ICE ON THIS? AND AGAIN, THE WHOLE POINT IS, IS TO BRING VISITORS TO NEW ALBANY. ONE EXAMPLE IS, AND THIS HAD A TWOFOLD EFFECT INSERT THIS WAS, LAST FALL. IT FEELS LIKE A LONG TIME AGO. BUT, SO NOT ONLY WAS THIS AN INSERT IN COLUMBUS MONTHLY, A WONDERFUL WRITE UP ABOUT NEW ALBANY, BUT WE ALSO GET THE MANY, MANY THOUSANDS OF THESE TO PUT IN OUR RELOCATION PACKETS. OUR INFORMATION PACKETS. SO SOMETHING LIKE THAT GOES A LONG WAY. IN LICKING COUNTY, WE DID AN AD, BECAUSE THAT IS, HAS SUCH A HUGE AND FAR REACHING POPULATION OF ZIP CODES THAT THAT GOES TO THE, ABOUT OUR BUSINESSES AND JOBS IN NEW ALBANY. AND AGAIN, SOME THINGS ARE GREAT. I LOVE METRICS BECAUSE I LOVE MEASURING YEAR TO YEAR OR AGAIN, MEASURING HOW MANY, OUTSIDE OF OUR ZIP CODE PEOPLE THAT THIS GOES TO AND THINGS LIKE THE SYMPHONY PROGRAM AND THE NEW ALBANY, DANCE FESTIVAL PROGRAMS, IF THEY RUN THROUGH CAPA, YOU CAN GET A REPORT FROM CAPA OF WHERE THOSE, YOU KNOW, THE CREDIT CARDS THAT WERE USED AND WERE THOSE ZIP CODES WERE FROM, AGAIN, ANY TIME THAT WE CAN BRAG ABOUT OUR COMMUNITY FOR BUSINESSES LIKE DELTA WARDS OR LEADERSHIP NEW ALBANY, I DIDN'T TALK THAT MUCH ABOUT LEADERSHIP NEW ALBANY IN HERE, BUT THE PEOPLE THAT HAVE GRADUATED FROM LEADERSHIP NEW ALBANY, AND THIS HAS REALLY BECOME APPARENT TO ME IN THE PAST TWO YEARS, OR ARE KIND OF LIKE WALKING COMMERCIALS FOR NEW ALBANY. AND WE'VE REALLY SEEN THAT, IN THE PAST TWO APPLICATION PERIODS, WE'VE HAD TO TURN PEOPLE AWAY FROM OTHER COMMUNITIES THAT REALLY WERE LOOKING AT DIFFERENT LEADERSHIP PROGRAMS AND REALLY WANTED TO. WE DON'T TURN EVERYONE AWAY, BUT IT'S BECOMING MORE AND MORE COMPETITIVE TO GET IN THAT PROGRAM, AND WE DO, YOU KNOW, NOT A LOT OF, PROMOTION FOR IT BECAUSE IS BECAUSE WE DON'T HAVE TO AT THIS POINT. IT'S, IT'S IT SELLS ITSELF. PLUS WE WANT TO KEEP IT INTIMATE AND SMALL. AND BY THE WAY, THANK YOU. BECAUSE SO MANY PEOPLE IN THIS ROOM MAKE THAT, PROGRAM POSSIBLE. AND AGAIN, LOOKING AT SOME OTHER EXAMPLES OF EVENTS OR, LITERALLY VEHICLES THAT, CAN SPREAD THE WORD ABOUT VISITING NEW ALBANY OR CHECKING OUT NEW ALBANY. AND I ENDED IT WITH THE BIGGEST EVENT, SINGLE EVENT THAT THIS GOES TOWARDS. AND THAT'S THE HOLIDAY TREE LIGHTING, WHICH AGAIN, IS HARD TO MEASURE. WE KNOW THAT WE SEE AN INCREASE IN, RESIDENTS EVERY YEAR, BUT I THINK WE'RE SEEING AN EQUAL INCREASE IN VISITORS AS WELL, AGAIN, THAT'S ONE OF THE ONES WHERE HOW BIG DO YOU WANT IT TO BE, YOU CAN CONTROL THAT BY TIME AND PLACE AND ALL THAT SORT OF THING. I'M SURE I LOST SOME THINGS OUT. OR YOU HAVE QUESTIONS. DO WE HAVE SOME QUESTIONS? DO A LOT. ALL LOOKS GOOD. VERY GOOD. I WILL SAY, YOU ARE RIGHT ABOUT THE AMOUNT OF VISITORS THAT ARE STARTING OR HAVE BEEN COMING TO, A LOT OF THE CHAMBER EVENTS, WHETHER IT BE OCTOBERFEST, 4TH OF JULY TREE

[00:15:01]

LIGHTING, THAT YOU'VE, YOU'VE PUT ON, I DO SEE A LOT OF VISITORS AND ALWAYS GET REALLY, REALLY POSITIVE FEEDBACK. AND I THINK THAT'S I MEAN, THAT'S AWESOME, ONE QUESTION THAT I HAD IS HOW MUCH FOOT TRAFFIC? I KNOW WE PUT EVERYTHING UP ON THE INTERNET. NOW WE'VE OBVIOUSLY WE'VE GOT LINKS TO EVERYTHING THROUGH YOUR CALENDAR. HOW MUCH FOOT TRAFFIC DO YOU GET OVER AT YOUR OFFICE? JUST CURIOUS. LIKE ACTUAL WALKING. YEAH. ACTUAL WALK IN DURING THE WINTER? PRETTY MUCH NONE. OKAY. BUT STARTING AS THE WEATHER GETS NICER, WE'LL GET MORE AND MORE PEOPLE TO STOP BY. YEAH BUT WE'RE NOT OPEN ON THE WEEKENDS. AND THAT'S WHEN A LOT OF THE, YOU KNOW, PEOPLE ARE WALKING BY LIKE, I MIGHT BE WORKING THERE. THERE'S, I MEAN, THERE'S AN EVENT ALMOST EVERY WEEKEND FOR THE NEXT. RIGHT? WHILE THE WEATHER'S NICE, WE'LL GET MORE AND MORE, BUT, YEAH, WE'VE REALLY, YOU KNOW, AGAIN, WITH RUNNING THE CHAMBER AND THE, THE TOURISM COMPONENT AND TRIED TO STAY ON THE, ON THE CUTTING EDGE DIGITALLY. SO THAT'S WHY OR HOW A LOT OF PEOPLE GET THEIR INFORMATION. GOD. OKAY. I HAVE A QUESTION AS IT RELATES TO THE WEB TRAFFIC, YOU SHOWED THAT THE OCTOBER FEST BY FAR IS GETTING THE MOST WEB TRAFFIC, IS THERE ANY WAY THAT WE CAN, AS WE MOVE FORWARD WITH THAT EVENT? AND WE KNOW THAT WE'RE GETTING SOME VERY POPULAR PEOPLE ARE SEARCHING, LOOKING FOR IT, TO, TO GO OUT AND, AND TRY TO GET MORE SPONSORS, CORPORATE SPONSORS FOR THAT EVENT, KNOWING THAT IT'S DRAWING. SO MUCH MORE TRAFFIC THAN EVERYTHING ELSE THAT WE'RE DOING. ABSOLUTELY, WE NEED TO FIND A PLACE TO HAVE IT FIRST, BECAUSE WE'RE NOT GOING TO BE ABLE TO HAVE IT WHERE IT HAS BEEN DUE TO THE CONSTRUCTION. RIGHT? SO WE'RE HOPING TO MAKE A DECISION ON THAT IN THE NEXT WEEK OR SO.

OKAY, AND AS SOON AS THAT GOES INTO PLAY, WE HAVE PRIOR, SPONSORS THAT ARE INTERESTED AND WE'VE HAD SOME OTHER SPONSORS THAT ARE INTERESTED AS WELL, BUT WE HAVEN'T. AGAIN, WE HAVE A TENTATIVE DATE AND NOW WE'RE TRYING TO FIND THE LOCATION. SO ANY IDEAS THAT ANYBODY HAS I HAVE IDEAS, BUT WE DON'T NEED TO TALK ABOUT THAT NOW JUST AS IT RELATES TO THE BECAUSE THE GOAL FOR OKTOBERFEST WOULD BE THAT, YOU KNOW, THE CITY FUNDS IT, BUT OUR THE WAY WE FUND IT, WE DRAW MORE MONEY FROM SPONSORS AND WHAT THE CITY IS PROVIDING AND HOPEFULLY WE, YOU KNOW, WITH THE POPULARITY OF IT AND THE TENSIONS THAT THAT IT'S GETTING THAT WE CAN GET MORE SPONSORS, TO HELP FUND THAT TOTAL EVENT. THAT'S MY ONLY QUESTION. YEAH. THERE'S OTHER WAYS TO MAKE IT MORE PROFITABLE, TOO. I MEAN, YOU COULD HAVE MORE DRAW OF A ENTERTAINER THAT MAYBE YOU JUST CHARGE FOR DURING THAT CERTAIN TIME OR SOMETHING, OR HAVE ONE LARGE, SPONSOR THAT'S MAYBE, YOU KNOW, RHINEGEIST BREWERIES OR, YOU KNOW, ANY BREWERY THAT MIGHT WANT TO SPONSOR JUST SO THAT WE CAN GET MORE MONEY COMING IN FROM THE SPONSORSHIP, AND THEN THEY CAN TAKE ADVANTAGE OF THE BIG DRAW THAT THAT EVENTS HAVING. THAT'S THAT'S A GREAT IDEA. AND I WANTED TO THANK ALL OF YOU. I'VE PICKED YOUR BRAIN AT ONE POINT OR ANOTHER ABOUT SOMETHING. AND I APPRECIATE YOU ALWAYS BEING OPEN TO TALKING TO ME AND LETTING ME KNOW YOUR IDEAS. AND ALSO, I CALL YOU AFTER SOMETHING AND SAY, HOW DID YOU KNOW? HOW DID THAT GO? HOW CAN WE MAKE IT BETTER? WELL, WE'VE ALWAYS HAD A GREAT WORKING RELATIONSHIP WITH THE CITY AND THE CHAMBER, AND I APPRECIATE THAT. I KNOW THE RESIDENTS HERE APPRECIATE IT. AND NOW MANY, MANY VISITORS, THAT ARE COMING INTO NEW ALBANY AND ENJOYING, WHAT WE LOVE OURSELVES HERE. YOU KNOW, THAT COMMUNITY FEELING SO THANK YOU VERY MUCH FOR GIVING US THAT. I APPRECIATE THAT, AND I'D LOVE TO SEE THAT EVERY YEAR.

YOU COMING UP HERE AND SHARING ALL THE GREAT THINGS THAT THE CHAMBER IS DOING. AND NEXT TIME I THINK MAYBE WE'LL DO TWO PARTS OF IT AND WE CAN DO SOME RECAP OF THOSE TWO BIG EVENTS OF, INDEPENDENT STAY AND THAT WOULD BE GOOD FOR US TO AGAIN COMPARE YEAR TO YEAR. THERE'S SOME INTERESTING THING I FIND INTERESTING METRICS AS THE YEARS GO BY. SORRY. ALL RIGHT. WELL, THANK YOU. THAT WOULD BE GREAT. THANK YOU, THANK YOU, THANK YOU VERY MUCH. WE APPRECIATE THAT.

ALRIGHTY. IS THERE ANYONE ELSE THAT WOULD LIKE TO, PRESENT OR ADDRESS COUNCIL ON ANOTHER MATTER THAT MAYBE IS NOT ON OUR TONIGHT'S AGENDA? OKAY. NOT SEEING ANY. WE'LL MOVE ON TO

[7. BOARD/COMMISSION REPORTS]

BOARDS AND COMMISSIONS REPORTS. PLANNING COMMISSION, MISS WILTROUT. YES. THERE WAS A RATHER LENGTHY MEETING LAST NIGHT, THE FIRST CASE WAS, THE SECOND, ATTEMPT BY THE, FOR THE NEW ALBANY LINKS GOLF CLUB, AT A FINAL DEVELOPMENT PLAN MODIFICATION. YOU ALL MIGHT REMEMBER THERE WAS AN ISSUE, THE PREVIOUS OWNER, PRIOR TO THE NEW OWNERS TAKING POSSESSION OF THE

[00:20:06]

PROPERTY, CUT DOWN A SIGNIFICANT NUMBER OF TREES THAT WERE, 50, 60FT TALL THAT WERE, PREVENTING A LARGE NUMBER OF GOLF BALLS, TO LAND ON A NEARBY CHURCH AND, SOCCER FIELD, THE, THE APPLICANT, HAD HAS SUGGESTED AND I SHOULD MENTION THAT THE FINAL DEVELOPMENT PLAN REQUIRES THAT LANDSCAPING IN ORDER FOR THEM TO BE IN COMPLIANCE WITH THE DEVELOPMENT PLAN. SO THEIR REQUEST IS FOR A DEVELOPMENT MODIFICATION DEVELOPMENT PLAN MODIFICATION, BECAUSE OBVIOUSLY THE TREES ARE GONE AND YOU CAN'T PLANT TREES THAT BIG. SO, THE MAIN ISSUE IS THE, NEED FOR A FENCE, THE APPLICANT CONTENDS THAT THEIR FENCE IS LARGE ENOUGH. THE CHURCH, WOULD LIKE IT TO BE A BIGGER FENCE, AND MORE NETTING, THERE WAS A LOT OF PUBLIC PARTICIPATION. IT WAS A REALLY GOOD, AND RESPECTFUL DISCUSSION, THE APPLICANT DECIDED TO TABLE AND THERE'S GOING TO BE BACK, AT THE NEXT REGULARLY SCHEDULED MEETING, WHICH IS ON JUNE 17TH, AND, AND, THE SECOND, HEARING WAS FOR A HOME, 5370 PAMPLIN COURT. THEY HAD A, SOMEWHAT ODD SHAPED LOT WHERE, AND THEY WANTED A POOL. AND YOU TYPICALLY HAVE TO HAVE A POOL IN THE BACKYARD AND THE BACKYARD, WAS NOT I THINK THERE WAS LIKE, EIGHT FEET OF AVAILABLE SPACE WITH THE, REQUIRED SETBACKS, AND THE WAY THAT IT WAS ORIENTED, THE SIDE YARD IS ACTUALLY MORE OF A BACKYARD. AND SO THE PLANNING COMMISSION VOTED 3 TO 2 TO ALLOW FOR A POOL TO BE PUT IN THE SIDE YARD, THE FINAL CASE WAS A, FINAL DEVELOPMENT PLAN FOR 409 THREE REYNOLDSBURG, NEW ALBANY ROAD, 1.65 ACRE LOT. IT WAS A FINAL DEVELOPMENT PLAN AND A REQUEST FOR, THE FOR VARIANCES, ONE OF WHICH GOT CHANGED AT THE END, IT WAS, IT'S THE FIRST TIME I'VE EVER SEEN THIS, IT WAS A HOUSE THAT REALLY WASN'T A HOUSE. IT WAS A GARAGE THAT HAD A LITTLE HOUSE ON TOP. SO, CAR ENTHUSIASTS WANTED US. I THINK THERE WAS ROOM FOR LIKE, TEN CARS IN IT, AND, THE ISSUE WAS, YOU KNOW, IN HERE IN NEW ALBANY, WE LIKE OUR, OUR, HOUSES TO BE STREET FACING AND THE GARAGES TO BE BACKWARD FACING. THAT DOESN'T WORK WHEN YOUR HOUSE IS, WHEN IT'S ESSENTIALLY A GARAGE. SO, PLANNING COMMISSION VOTED 1 TO 4 TO REJECT THE FINAL DEVELOPMENT PLAN. AND THEN THE VARIANCES WERE, TONIGHT AND TERM. OKAY. ALL RIGHT. THANK YOU. ANY QUESTIONS. ALL RIGHT. THANK YOU.

COUNCIL MEMBER WILTROUT, PARKS AND TRAILS ADVISORY ADVISORY BOARD. THERE WAS NO MEETING. NO MEETING. ALL RIGHT, ARCHITECTURE REVIEW BOARD. THAT WOULD BE ME. I SAT IN IN MARLENE'S, ABSENCE AS SHE WAS TRAVELING. OKAY, THEY DID MEET, ON THE 13TH OF MAY, AND THERE WERE THREE ISSUES THAT THEY REVIEWED. THE FIRST ONE WAS AT 20, 20, 20 AND 24 SOUTH HIGH STREET AT, APPROXIMATELY A YEAR OR TWO AGO, THEY APPROVED, MOVED BETWEEN TWO COMMERCIAL BUILDINGS, A, PATIO THAT WOULD BE PAVED AND, AND, APPROVED IN TERMS OF LANDSCAPING FACING HIGH STREET WHERE THERE WOULD BE A BRICK BARRIER AND LANDSCAPING TO SOFTEN THE VIEW OF IT, TURNS OUT THAT THEY MODIFIED THE DESIGN OF THE PATIO ITSELF AND ALSO BUILT A PATIO BETWEEN THE NEXT TWO BUILDINGS AND CONNECTED THE TWO OF THEM. NONE OF WHICH WERE PERMITTED IN ADVANCE. NO ONE HAD ISSUES WITH THE WITH THE CONSTRUCTION, DESIGN AND LOOK OF IT, BUT THE FACT THAT THEY DID IT WITHOUT PRIOR APPROVAL WAS A SIGNIFICANT PART OF THE CONVERSATION. AT THE END OF THE, AND APPARENTLY THAT WAS A RESULT OF THE CONTRACTOR SAYING IT WAS OKAY TO DO THAT. AND THE LANDOWNER FOR KIND OF GOING ALONG WITH THE CONTRACTOR, AT THE END, IT WAS APPROVED WITH THE ADDITION OF LANDSCAPE SCREENING ON THE MAIN STREET SIDE. AND, SO THAT PASSED THROUGH, THE SECOND ITEM WAS A REQUEST BY THE LIBRARY TO PUT A LIGHTED SIGN ON THE NORTH EAST CORNER AT THE BACK OF THE LIBRARY. SO AS YOU'RE COMING ACROSS THE BRIDGE, THAT PARTICULAR CORNER, THE COMMITTEE HAD, A LOT OF CONCERN ABOUT PUTTING A SIGN ON A CORNER OF BUILDINGS WHEN TYPICALLY WE WOULD WANT THEM IN THE CENTER OF A BUILDING JUST AS IT IS ON THE FRONT OF THE LIBRARY. THERE'S A

[00:25:06]

TREE THERE, SO THEY WANTED TO PUT IT ON THE FAR SIDE. A LOT OF DISCUSSION ABOUT ONCE YOU PUT A LIGHTED SIGN THERE, HAVING TO MOVE IT, IF THE TREE EVER CHANGES OR DESIGN CHANGES, THERE WAS QUESTIONS TO THE LIBRARY REPRESENTATIVE. WOULD THEY EVER ADD THE DOOR OUT INTO THE GARDEN, WHICH WAS NOT COMPLETED DURING THE LAST CONSTRUCTION REQUEST? AND THEY HAD NO SOLID ANSWER ON THAT. SO THEY ESSENTIALLY TABLED IT. THEY DID OFFER IF THEY WANTED TO PUT A POSTED SIGN IN THAT CORNER, THAT WOULD BE CONSIDERED, BUT THEY WOULD NOT APPROVE THE LIGHTED SIGN IN THE BACK OF THE PROPERTY. MIKE, IS THAT JUST A SIGN SAYING THIS IS NEW ALBANY LIBRARY? WELL THE FRONT OF IT SAYS CHARLOTTE KESSLER LIBRARY. THIS ONE WAS LIBRARY. CHARLOTTE WAS THE COMPLETE OPPOSITE CONFIGURATION. OBVIOUSLY SMALLER THAN THE FRONT, BUT IT WAS STILL PRETTY PROMINENT ON THAT CORNER. IT'S ALSO A CORNER THAT GETS A LOT OF DELIVERY TRUCKS, THE LIBRARY IN AND OUT OF THERE. SO THERE'S A LOT OF QUESTION ABOUT WHEN YOU'VE GOT DELIVERY TRUCKS PARKED THERE, WHO'S GOING TO SEE A LOT OF IT BACK AND FORTH. SO THERE WAS NO GOOD EXPLANATION OF WHY THEY NEEDED A SIGN BACK THERE TO BEGIN WITH. AND THAT'S WHERE THE DRIVE THRU COMES KIND OF THROUGH TWO, RIGHT, FOR THE BOOKS. WELL, THE DRIVE THROUGH COMES THROUGH AND TURNS, RIGHT? YEAH YOU KNOW, IT USED TO BE THAT THE ROAD WENT BEHIND THE LIBRARY TO THE LIBRARY WITH THE, DEVELOPMENT OF THE GARDEN BACK THERE, THE ROADS WERE DROP OFF REALLY TURNS. RIGHT. AND RECEIVED THE SIGN WAS FACING NORTH. SO THAT WAS ITEM TWO. THE THIRD ITEM WAS ON 30 WEST MAIN STREET, WHICH IS THE LITTLE BUILDING RIGHT ACROSS ON THE CORNER HERE. AND THAT IS CURRENTLY BEING USED BY THE IT STAFF FOR THE CITY. AND THERE WAS A REQUEST TO PUT SIGNAGE THERE TO SAY THAT THESE WERE CITY OFFICES, SO THAT PEOPLE LOOKING FOR THEM WOULD KNOW WHERE TO GO, BECAUSE THERE'S REALLY NOTHING ON THE EXTERIOR OF THE BUILDING TO IDENTIFY IT AS CITY OFFICE. AND IT'S A LITTLE MORE PROMINENT THAT WAY. AND THAT WAS APPROVED AS WELL.

OKAY. THAT WAS IT. JOE, ARE WE THINKING ABOUT I DON'T KNOW HOW LONG INDIVIDUAL FOLKS ARE THERE.

IT MIGHT CHANGE IF WE LABEL IT. WHO'S THERE? WE MAY MOVE SOME OTHER PEOPLE IN AND OUT BASED ON OUR NEEDS, BUT IS THAT SOMETHING JUST TO PUT INTO OUR SIGN IN GENERAL, OR IS IT ARE WE GOING TO HAVE SOMETHING THAT SPECIFICALLY SAYS, YOU KNOW, NEW ALBANY IT DEPARTMENT OR, IT ACTUALLY IT SAYS CITY OFFICES AND THEN IT HAS THE LOGO ON IT. OKAY. ONE IS A HANGING SIGN ON THE BUILDING AND THE OTHER IS A POST SIGN. SO IT'S NOT ATTACHED, BUT ONE THAT'S ATTACHED TO THE BUILDING COULD BE EASILY REMOVED. IT'S NOT DRILLED INTO THE CONCRETE. GOT IT. THIS IS ABOUT AS OFFICIAL AS A SCIENTIST I THINK WE CAN DO RIGHT NOW. TRUE. THAT'S TRUE. THANK YOU, COUNCIL MEMBER DERRICK, THERE WAS NO MEETING OF THE BOARD OF ZONING AND APPEALS, CASEY IS NOT HERE FOR SUSTAINABILITY ADVISORY BOARD. I DON'T KNOW IF THERE WAS A MEETING, IF ANYONE. I DON'T SEE ANYONE LOOKING. OKAY, WE'LL MOVE ON. IDEA IMPLEMENTATION PANEL. DO WE HAVE A REPORT? COUNCIL MEMBER. YES, WE DID NOT HAVE AN OFFICIAL MEETING, BUT, THERE ARE SOME REALLY, FUN UPDATES, LOOKING AHEAD AT JUNETEENTH, SO WE ARE, EXCITED. I DON'T THINK I CAN ACTUALLY SHARE ANY SPONSORSHIP NEWS, BUT WE ARE WORKING AND, YOU KNOW, HEARING REALLY POSITIVE FEEDBACK, HOPEFULLY WE HAVE SOME EXCITING NEWS TO SHARE, SOON, WE ALSO HAVE A REVENUE GENERATING OPPORTUNITY. I KNOW WE TALKED ABOUT THAT LAST MONTH AS A AS A GOOD THING FOR US TO LOOK INTO, AND WE ARE GOING TO BE SELLING SOME T SHIRTS. SO, WE HAVE, A VENDOR THAT'S GOING TO HELP US BE ABLE TO, GET T SHIRTS AT VERY LOW IMPACT TO STAFF AND, AND, THAT LINK WILL HOPEFULLY BE COMING LIVE. SO JUNE 19TH, 3 TO 8 AT THE, AMPHITHEATER. OKAY THANK YOU VERY MUCH. CLERK.

MASON ANYTHING FROM THE CEMETERY RESTORATION ADVISORY BOARD, NO MEETING. OKAY. AND FINALLY, PUBLIC RECORDS CLERK MASON DO YOU HAVE ANYTHING ON THAT AS WELL? ALSO, NO MEETING ALL RIGHT, MOVING ON TO OUR NEXT ITEM, CORRESPONDENCE AND COMMUNICATIONS, WITH COUNCIL MEMBERS LIKE TO UPDATE COUNCIL ON ANY CORRESPONDENCE OR COMMUNICATION AFFECTING COUNCIL THIS EVENING. OKAY. SEE NONE. WE'LL MOVE ON TO THE SECOND READING OF ORDINANCES AND PUBLIC

[9. SECOND READING OF ORDINANCES AND PUBLIC HEARING]

HEARING. WE HAVE ORDINANCE OH 15 2020 FOR AN ORDINANCE TO AMEND APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES DURING THE FISCAL YEAR ENDING DECEMBER 31ST, 2024. AND I THINK MISS STATS WILL TAKE THIS OVER. THANK YOU. THE PURPOSE OF THIS PROPOSED LEGISLATION IS TO

[00:30:03]

PROVIDE FOR MIDYEAR AMENDMENTS FOR THE 2024 APPROPRIATIONS. AS A RESULT OF AN ONGOING REVIEW OF OUR ACTUAL AND PROJECTED REVENUES AND EXPENDITURES AS COMPARED TO OUR 2024 ANNUAL BUDGET PROGRAM AND ANY PREVIOUSLY APPROVED AMENDMENTS. THE CURRENT ORDINANCE HAS BEEN AMENDED TO INCLUDE ADDITIONAL ADJUSTMENTS SINCE THE FIRST READING ON MAY 17TH. THE TOTAL PROPOSED INCREASE TO THE GENERAL FUND IS APPROXIMATELY $1.2 MILLION. NOW AND THAT INCREASE CONSISTS OF $562,000 TO PERSONAL SERVICES OR PEOPLE, AND $615,000 TO OPERATING AND CONTRACT SERVICES. TO BREAK THAT DOWN A LITTLE BIT MORE BETWEEN OUR INCREASED OPERATIONS AND ONE TIME, AS WE HAVE PROJECTED BEFORE, INCREASED OPERATIONS IS ABOUT 824,000, WHICH IS 70% OF THAT INCREASE. AND THEN ONE TIME IS 353,000. SO THERE IS A PROPORTION. OF THE INCREASED OPERATIONS. THAT'S CONTRACT SERVICES, THE INCREASE IN APPROPRIATIONS TO THE GENERAL FUND IS EXPECTED TO FULLY, BE FUNDED BY AN INCREASE IN REVENUE OVER ORIGINAL ESTIMATES FOR 2024, IN THE GENERAL FUND, AS OF APRIL 30TH, REVENUES IN THE GENERAL FUND TOTAL APPROXIMATELY $4 MILLION GREATER THAN THE SAME AS OF 2022 2023, WHICH IS A 37% INCREASE. THIS DOESN'T, NECESSARILY REPRESENT HOW THE REST OF THE YEAR WILL, TREND. HOWEVER, IT IS STRONG EVIDENCE THAT THE PROJECTIONS NEED ADJUSTED. WE ARE CONTINUING TO EVALUATE AND ANALYZE THE SOURCES OF THE INCREASE IN ORDER TO UPDATE THESE PROJECTIONS. IF THEY HAVE NOT BEEN UPDATED AS OF YET, WE ARE EVALUATING REVENUE FROM COMPANIES WITHIN THE BUSINESS PARKS, EVALUATING THE TIMING OF WHEN THEIR ABATEMENTS ARE EXPIRING AND THAT FUNDING IS MOVING TO THE GENERAL FUND, CONSTRUCTION, WITHHOLDING AND OTHER FACTORS. THE $4 MILLION INCREASE FROM 2023, REVENUES FAR EXCEEDS AN INCREASE IN THE EXPENSES, WHICH WAS 706,000 FROM LAST YEAR AND ONLY AN 8% INCREASE. AND AGAIN, THIS INCREASE CAN FULLY SUPPORT THE PROPOSED INCREASE OF $1.2 MILLION TO THE GENERAL FUND. THE LEGISLATIVE REPORT ATTACHMENT, WHICH WAS INCLUDED IN YOUR BOX, IS A COMPREHENSIVE LISTING AND DETAILED LIST OF THE APPROPRIATION ADJUSTMENTS, AND I HAVE INDICATED ANY CHANGES FROM THE FIRST READING TO THE SECOND READING IN GREEN FONT. AND I WAS JUST GOING TO QUICKLY GO THROUGH THAT, ATTACHMENT. SO THE FIRST INCREASE WAS, TO CONSIDER THE FOP CONTRACT THAT WAS APPROVED, A COUPLE OF WEEKS AGO. SO WE HAVE, ARE INCREASING THAT APPROPRIATION BECAUSE IN THE ANNUAL BUDGET PROGRAM, WE ONLY CONSIDERED A 0% BECAUSE WE WERE STILL IN NEGOTIATE DOWNS. THERE WAS AN ADJUSTMENT TO THE AMOUNT TO IT, TO BE ABLE TO PURCHASE ADDITIONAL PC PURCHASES FOR THE INCREASED NUMBER OF STAFF. AND THEN WE ALSO, SINCE LAST READING, THERE WAS AN ADDITIONAL POSITION THAT WAS ADDED FOR COMMUNICATIONS DIVISION. AND THEN FINALLY WITHIN THE GENERAL FUND, THERE WERE ADDITIONAL FUNDS ADDED TO THE LAND AND BUILDINGS FOR RENOVATIONS TO THE MAYOR'S COURT AND ALSO COUNCIL CONFERENCE ROOM. THE REMAINDER OF THE INCREASES FOR THE APPROPRIATION ORDINANCE TOTAL, $5.9 MILLION IN TOTAL. AND THEY'RE ALL RELATED TO CAPITAL AND THE MAJORITY OF THAT IS AN INCREASE FOR MARKET STREET WITHIN MARKET, WITHIN IN THE WINDSOR TIF FUND, WHICH IS A PARTIAL APPROPRIATION FOR THAT PROJECT. AND THEN THERE WAS THE INCREASE FOR THE STREET MAINTENANCE PROGRAM THAT WAS APPROVED LAST MEETING, WITH THE ADDITIONAL, SCOPE WITH WE INCREASED SOME OF THE FUNDING COMING FROM BUSINESS PARK FUNDS BECAUSE THERE ARE ADDITIONAL SCOPE WITHIN THE BUSINESS PARK.

WITHIN WITHIN THE CAPITAL IMPROVEMENT FUND. JUST ONE MORE NOTE, THE MOVE WITHIN THE CAPITAL IMPROVEMENT FUND, THE 401 FUND NETS TO ZERO. IT'S JUST MOVING MONEY AROUND BETWEEN PROJECTS. BETHANY, IS THAT, INFRASTRUCTURE CAPITAL, FUND THAT WE HAVE HERE FOR THE 5 MILLION FOR MARKET STREET EXTENSION, SAYS IT'S A PARTIAL APPROPRIATION. IS THAT MAINLY JUST FOR. I'M JUST GOING TO CALL IT PHASE ONE. THIS WAS, THE MONEY THAT WE HAD PLANNED TO.

YES, FUND THE INITIAL STAGES OF THAT. WE'RE STILL FINALIZING WHAT THAT WHOLE PROJECT WILL BE.

[00:35:05]

SO WE ARE ANALYZING, OKAY, THE OTHER FUNDING SOURCES. OKAY ANY OTHER QUESTIONS FROM COUNCIL FOR MISS STATS? ALL RIGHT. GO AHEAD AND OPEN IT UP TO THE PUBLIC, WOULD ANYONE FROM THE PUBLIC LIKE TO SPEAK TO THIS ORDINANCE SEEING NONE, I WILL NOW CLOSE THE PUBLIC HEARING. ANY ADDITIONAL COMMENTS OR QUESTIONS ? ALL RIGHT. IS THERE A MOTION? GO AHEAD PLEASE. I'LL SECOND.

OKAY I HAVE TO GO BACK TO IT. OKAY. I MOVE FOR ADOPTION OF I MOVE 15 2024. OH, THERE YOU GO.

I SAID NOT QUICK ENOUGH. COUNCIL MEMBER. WELCH YES. COUNCIL MEMBER BELLOWS YES. COUNCIL MEMBER. RISK. YES. COUNCIL MEMBER. DERRICK YES. COUNCIL MEMBER. SHELL. YES. FIVE. YES.

WE DO NOT HAVE ANY MATTERS TONIGHT FOR FIRST READINGS FOR FIRST. FIRST READING OF ORDINANCES. SO WE'LL

[11. RESOLUTIONS AND PUBLIC HEARING]

MOVE ON TO RESOLUTIONS AND PUBLIC HEARING RESOLUTION R 20 2024, A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A MEMORANDUM OF UNDERSTANDING, AGREEMENT AND RELATED MAINTENANCE AGREEMENTS WITH THE NEW ALBANY COMPANY FOR THE PURPOSE OF MEMORIALIZING CERTAIN COMMITMENTS RELATED TO THE MARKET STREET EXTENSION PROJECT. MR. BARKER, VERY GOOD. THANK YOU VERY MUCH. SO THIS IS A PROJECT THAT'S BEEN AROUND FOR SOME TIME, OF COURSE, THE ORIGIN OF THIS, REALLY CAME FROM THE 2020 STRATEGIC PLAN UPDATE, THAT THAT UPDATE INVOLVED, SOLICITING A LOT OF FEEDBACK, FROM, YOU KNOW, STAKEHOLDERS IN THE COMMUNITY AND RESIDENTS, AND ONE OF THE PRIMARY CONCERNS THAT WAS THAT WAS BROUGHT UP AT THAT TIME WAS THE, JUST CONGESTION OF TRAFFIC WITHIN THE VILLAGE CENTER AREA. SO, THROUGH A LOT OF EFFORT AND DESIGN AND MODELING, THE, DETERMINATION WAS THAT, THE BEST WAY TO HELP MITIGATE SOME OF THE TRAFFIC CONGESTION IN THE VILLAGE CENTER IS TO BASICALLY DE-EMPHASIZE, THE INTERSECTION OF, HIGH STREET AND 62, BY REALLY INTRODUCING AN ALTERNATE ROUTE AROUND THE CENTER OF TOWN. SO THIS IS GENERALLY THE, THE PROPOSED LAYOUT OF, OF MARKET STREET EXTENSION, THIS THIS IS REYNOLDSBURG, NEW ALBANY ROAD.

THIS IS MARKET STREET CURRENTLY TERMINATES. AT REYNOLDSBURG NEW ALBANY ROAD. THIS IMPROVEMENT PROJECT WILL INSTALL A ROUNDABOUT AT THIS LOCATION AND EXTEND THE ROADWAY THROUGH, THE CORNER OF THIS PROPERTY HERE AND MEETING UP TO WHAT IS CURRENTLY THIRD STREET, THIRD STREET WILL BE EFFECTIVELY RECONSTRUCTED, AND WIDENED TO ACCOMMODATE THE ADDITIONAL TRAFFIC. AND THEN AT THE SAME TIME, THE INTERSECTION OF, WHAT IS CURRENTLY THIRD STREET AND US 62 WILL BE COMPLETELY REALIGNED, RECONFIGURED, ORDERED IN A WAY THAT WILL ASSIGN, WHAT WOULD BE THE MARKET STREET EXTENSION OR THE CONTINUATION OF THIRD STREET THERE TO BE REALLY THE PRIMARY THRUWAY IS GOING TO BE THE MOST, INTUITIVE PATH FOR PEOPLE TO FOLLOW, SO THAT'S WHAT THE PROJECT WILL DO. JUST AS A REMINDER, THE INTERSECTION HERE AT AT 62 AND YOU KNOW, WHAT IS CURRENTLY THIRD STREET HERE, THERE WILL BE A SIGNALIZED TRAFFIC AND TRAFFIC SIGNAL THAT GOES IN THERE, COMPLETE WITH ALL THE PEDESTRIAN, ACCOMMODATIONS AND SAFE CROSSING MEASURES THAT WE'VE IMPLEMENTED ON EVERY SINGLE PROJECT, AND THEN DUBLIN-GRANVILLE ROAD HERE, THIS WILL BE A STOP CONDITION ON BOTH DIRECTIONS OF DUBLIN-GRANVILLE ROAD, AND THEN, WOULD BE THE MARKET STREET EXTENSION WOULD BE THE THROUGH MOVEMENT OF TRAFFIC. SO, THE INTENT HERE IS REALLY THAT THE PROJECT WILL PROVIDE, FIRST OF ALL, FIRST OF ALL, AN OPPORTUNITY TO DIVERT SOME TRAFFIC FROM THE INTERSECTION OF 605 AND, AND MAIN STREET, BUT THEN ALSO JUST GIVING A MORE DIRECT ROUTE TO AND FROM STATE ROUTE 161. JUST KIND OF BYPASSES A PORTION OF OUR VILLAGE CENTER.

SO, WE'VE SEEN THAT PROJECT FOR SOME TIME NOW, SO CITY STAFF, WE'VE BEEN WORKING, VERY COLLABORATIVELY WITH THE NEW ALBANY COMPANY FOR THE PAST FEW MONTHS, JUST LOOKING FOR WAYS TO IDENTIFY AND IMPLEMENT A PLAN AND A SCHEDULE JUST TO CONSTRUCT, THIS, THIS PROJECT AND TO MOVE IT FORWARD, AS QUICKLY AND EFFICIENTLY AS WE CAN, I'M PROUD THAT, WE'VE WE'VE , YOU KNOW, WORKED, IN MUTUAL INTEREST HERE, MOVING THE PROJECT FORWARD. AND I THINK WE HAVE A GREAT PLAN, THAT IS REALLY DETAILED AND PART OF THIS MOU THAT REALLY ESTABLISHES

[00:40:02]

PROJECT RESPONSIBILITIES, TIME FRAME, JUST OTHER EXPECTATIONS RELATED TO IT, WE DID FEEL THAT IT MADE THE MOST SENSE, TO DIVIDE THE CONSTRUCTION RESPONSIBILITIES OF THE PROJECTS IN ORDER TO HAVE, I THINK THERE'S AN ECONOMY OF SCALE WHERE BOTH PROJECTS COULD BE GOING ON AT THE SAME TIME, CONCURRENT WITH EACH OTHER, BUT THEN ALSO HAVING TWO PROJECTS PROGRESS SIMULTANEOUSLY, I THINK GIVES US SOME SOME BENEFIT OF TIME SAVINGS AS WELL, WHAT WE'RE PLANNING FOR IS, AND IT KIND OF SHOWS UP OKAY, I GUESS, BUT, THE PHASE ONE IMPROVEMENT, AND WOULD INCLUDE BASICALLY THE IMPROVEMENTS ALONG REYNOLDSBURG, NEW ALBANY ROAD AND ALSO THE IMPROVEMENTS ON MARKET STREET AND THE CONSTRUCTION OF THE ROUNDABOUT ITSELF, THAT WOULD BE , PHASE ONE IMPROVEMENTS WOULD BE THE RESPONSIBILITY OF THE CITY, TO, CONTRACT, INSTALL AND MANAGE, AND AT THE SAME TIME, PHASE TWO, WHICH INCLUDES THE CONSTRUCTION OF THE ROADWAY THAT'S GOING THROUGH, YOU KNOW, WHAT IS CURRENTLY THE ESTATE GROUND, THROUGH NEW RIGHT OF WAY THAT WAS RECENTLY DEDICATED TO US, THAT WILL BE CONSTRUCTED BY THE NEW ALBANY COMPANY IN CONJUNCTION WITH A REGIONAL STORMWATER BASIN THAT IS TO BE LOCATED IN THIS AREA. SO THAT IS THE PLAN, THE INTENT OF THE PROJECTS IS TO ALIGN THE SCHEDULES SUCH THAT THERE, YOU KNOW, THEY'RE MARRIED AND BASICALLY THEY ALL, YOU KNOW, WE KIND OF HAVE A UNITED FRONT IN TERMS OF WHAT THE, YOU KNOW, INTENDED OPENING DAY IS FOR THE PROJECTS, SO THERE'LL BE COINCIDENT WITH EACH OTHER, THE, I GUESS AS, AS AN ASIDE, WE, I DO ADDRESS A THIRD PHASE OF THE PROJECT, YOU'LL NOTICE THAT THE THIRD PHASE IS NOT A SUBJECT TO THE MOU, BUT JUST GIVING YOU A LITTLE BIT MORE OF A SNAPSHOT, THE THIRD PHASE OF THE PROJECT WOULD ALSO BE THE CITY'S RESPONSIBILITY TO BUILD, AND IT WOULD INCLUDE THE IMPROVEMENTS HERE AT THE INTERSECTION OF DUBLIN-GRANVILLE ROAD, RECONSTRUCTION OF THIRD STREET, REALIGNMENT OF THE INTERSECTION HERE AT MAIN STREET, AND THEN ALSO THE WORK THAT WE WOULD HAVE TO KIND OF RECONNECT INTO THAT, THAT SECTION OF MAIN STREET AS WELL, I SHOULD NOTE THAT THE PRIVATE IMPROVEMENTS HERE, ON THE CHURCH, THE EYE DOCTOR PROPERTY, THAT WOULD HAPPEN AGAIN BY THE CITY CONCURRENT WITH PHASE ONE, BASICALLY ALONG REYNOLDSBURG, NEW ALBANY AND MARKET STREET. JUST JUST TO KIND OF GIVE YOU A TOTAL PICTURE OF HOW WE SEE THE PROJECT MOVING FORWARD. SO SOME OF THE HIGHER LEVEL DETAILS THAT ARE ADDRESSED WITHIN THE MOU, THEY RELATE TO, BASICALLY THE LAND AREA AND THE RIGHT OF WAY THAT THE CITY NEEDS IN ORDER TO MOVE THE PROJECT FORWARD. SO IT JUST IDENTIFIES ALL THE COLLECTIVE COMMITMENTS, AGAIN, THE DONATION OF RIGHT OF WAY, WHICH WE NOW HAVE, ALSO THE DEMOLITION OF WHAT USED TO BE THE DRIVING SCHOOL FACILITY, THAT THAT IS, IS PERMITTED. IT'S BEEN THROUGH ARB, AND IS PERMITTED FOR DEMOLITION. I'M SORRY, UNDER WAY. AND IT'S UNDER WAY, THERE WAS A COMMITMENT THAT IT WOULD BE DONE BY JUNE FIRST. IT SEEMS LIKE THAT DATE IS GOING TO BE EXCEEDED, WHICH IS GREAT, SIMILARLY, THERE WERE SOME AGREEMENTS RELATED TO SOME EARLY WORK THAT WERE THAT WAS NEEDED IN ORDER TO MOVE THE PROJECT FORWARD. NOW. SO WE WORK COLLECTIVELY WITH THE NEW ALBANY COMPANY. THEY DID SOME ADVANCED CLEARING, PARTICULARLY IN THIS AREA HERE TO SUPPORT, OUR ABILITY TO BUILD THAT AT SOME TIME OVER THE SUMMER, WHEN WE'RE TECHNICALLY WITHIN A PERIOD OF TIME, THAT CLEARING IS NOT PERMITTED, IN CONSIDERATION OF A PROTECTION OF SOME ENDANGERED SPECIES. SO ALL OF THAT WORK HAS BEEN HAS BEEN COMPLETED. AND AT THIS POINT IN TIME, AND, YOU KNOW, WE'LL BE FULLY READY TO MOVE THE PROJECT FORWARD. AND LAST BUT NOT LEAST, THE MOU ESTABLISHES A COLLECTIVE COST SHARING AGREEMENT BETWEEN THE CITY AND THE NEW ALBANY COMPANY, AND IT ALSO IDENTIFIES AND PROVIDES COMMITMENTS TO A PROJECT SCHEDULE, SO AS FAR AS THE, THAT'S THE SCHEDULE THERE. BUT, SO AGAIN, I HAVE IN THE LEGISLATIVE REPORT SORT OF A DESCRIPTION OF HOW I, HOW I JUST KIND OF DESCRIBED IT TO YOU AS FAR AS THE PHASE ONE IMPROVEMENTS BEING THE RESPONSIBILITY OF THE CITY AND, PHASE TWO IMPROVEMENTS BEING THE RESPONSIBILITY OF THE NEW ALBANY COMPANY. THAT WOULD BE PART OF THIS MOU, AND THEN SUBJECT TO COUNCIL'S APPROVAL OF THIS, LEGISLATION, WE WOULD THEN IMPLEMENT, KIND OF PUT IN MOTION THIS PROJECT SCHEDULE. IT IS IT IS AN ESTIMATE. BUT WE ARE TRACKING TOWARD THESE DATES, STEADILY, WE STILL HAVE TO PUT THE PROJECT OUT TO BID. WE STILL ARE, YOU KNOW, WE NEED TO SEE WHAT THE MARKET BRINGS BACK TO US, WHAT CONTRACTOR AVAILABILITY AND ALL THAT THING IS. SO THERE'S POTENTIAL FOR A LITTLE BIT OF MOVEMENT IN THIS, BUT, THE GOAL, THE COLLECTIVE GOAL OF OUR TEAMS IS THAT WE'RE, WE'RE WE'RE HITTING, THESE MILESTONE

[00:45:06]

DATES HERE. SO, THE PLANS ARE CURRENTLY BEING UPDATED. WE'RE KIND OF IN THIS WINDOW OF TIME RIGHT NOW TO, TO ADDRESS ANY OF THE, YOU KNOW, RECENT PLAN CHANGES, UPDATE ALL OF OUR PERMIT SETS. WE'VE BEEN COLLABORATING WITH, THE NEW ALBANY COMPANY JUST IN TERMS OF, YOU KNOW, SCOPES OF WORK AND REALLY IDENTIFYING, YOU KNOW, BOUNDARIES AND, AND LOGICAL TERMINATION POINTS OF PROJECT A VERSUS PROJECT B. AND I THINK WE'RE REALLY IN A GOOD PLACE FOR THAT, THIS DOES CONSIDER THE FACT THAT I'D BE PRESENTING THE MOU TO COUNCIL THIS EVENING, SUBSEQUENT TO THIS, WE WILL BE BRINGING BACK TO COUNCIL, A RESOLUTION AND REQUESTING AUTHORIZATION TO BID AND AWARD THE PROJECT, AND WE INTEND TO DO THAT ON JUNE 18TH. AND THEN THAT WOULD THEN PUT US, LEAD US THEN TO A BID, BIDDING THE PROJECT IN LATE JULY AND EARLY AUGUST, AWARDING THE PROJECT EARLY SEPTEMBER AND POTENTIALLY STARTING CONSTRUCTION, YOU KNOW, FIRST OR SECOND WEEK IN OCTOBER OF 2024. PHASE ONE AND PHASE TWO, YOU'LL SEE THEY'RE, THEY DO HAVE THE SAME SUBSTANTIAL COMPLETION TIME FRAME. SO THAT MEANS THAT THE CITY'S PROJECT, AND THE NEW ALBANY COMPANY'S PROJECT THERE, ARE ARE INTENDED THE EXPECTATION IS THAT THEY WILL BE OPEN TO THE PUBLIC. OPEN TO, PUBLIC TRAFFIC, BY JUNE 1ST, 2025, AGAIN SUBJECT TO, FINAL RECEIPT OF BIDS AND SCHEDULES AND OTHER AVAILABILITY ISSUES, AND THEN BEYOND THAT, YOU KNOW, REALLY FROM THE CITY'S END, OUR INTENT WOULD BE TO, TO COMPLETE, OUR PHASE THREE IMPROVEMENTS. SO THIS MEANS THAT THE, THE PROJECT COMPLETION WOULD BE, IN THAT IN NOVEMBER 2026 RANGE. AND WE'RE EXTENDING, THAT TO MAKE SURE THAT WE'RE NOT IMPACTING REYNOLDSBURG, NEW ALBANY ROAD TRAFFIC CONCURRENT TO IMPACTING MAIN STREET TRAFFIC THERE AT THIRD STREET. IT'S OBVIOUSLY WE'RE VERY SENSITIVE TO, TRAFFIC IMPACTS, PARTICULARLY IN THE VILLAGE CENTER, SO WE'RE DOING EVERYTHING WE CAN TO PHASE THE PROJECT ACCORDINGLY, TO KEEP THAT TO A MINIMUM, LET'S SEE ADDITIONALLY, WE RECOGNIZE, TOO, THAT THERE ARE THERE ARE STILL SOME UNKNOWNS, I THINK THE FINAL IMPROVEMENTS AROUND THE REGIONAL STORMWATER BASINS, I THINK IN LARGE PART HAVE BEEN IDENTIFIED.

AND I THINK THEY'RE BEING FINE TUNED KIND OF AS WE SPEAK. SO WITH THAT SAID, THERE THERE WILL BE A NEED, TO COME BACK AT A, AT A LATER DATE ONCE THE IMPROVEMENTS ARE FULLY IDENTIFIED AND TO MEMORIALIZE, MAINTENANCE AGREEMENTS, BETWEEN THE NEW ALBANY COMPANY AND BETWEEN THE CITY, GENERALLY SPEAKING, I IT'S THE INTENT, AND IT'S IDENTIFIED IN THE, IN THE MOU AS WELL, THAT THE CITY IS RESPONSIBLE GENERALLY FOR THE INFRASTRUCTURE. SO PIPES LEADING TO AND EXITING THE REGIONAL STORMWATER BASINS AND GENERALLY SPEAKING, THE BASIN ITSELF AND THE IMPROVEMENTS KIND OF WITHIN THAT AREA WOULD BE THE RESPONSIBILITY OF THE NEW ALBANY COMPANY, THERE ARE OTHER ENHANCEMENTS THAT THAT MAY BE MORE FOR, ROADWAY RELATED OR PROVIDE OR MAY PROVIDE A LARGER PUBLIC BENEFIT THAT ARE SUBJECT TO SOME FUTURE CONVERSATIONS.

AND, OBVIOUSLY THE MEMORIALIZING MAINTENANCE AGREEMENTS WITH THAT AS WELL. SO, THAT IS A PROVISION WITHIN THIS, RESOLUTION AS WELL, THAT, SUBSEQUENT MAINTENANCE AGREEMENTS, WOULD BE ABLE TO BE APPROVED IN CONJUNCTION WITH THIS. I'M HAPPY TO ANSWER ANY QUESTIONS YOU HAVE. OKAY. ANY QUESTIONS OR COMMENTS? MR. BARKER? OKAY OKAY. THAT'S WELCOME. I DIDN'T HAVE A QUESTION. I WAS TELLING YOU, CHIP WAS RAISING HIS HAND. OH, THAT WAS SO NICE. OH SO QUESTION I HAVE IS IN REGARDS TO THE TRAFFIC, 161 TO ALBANY ROAD, IN FRONT OF THE SCHOOL ALONG ROSEBURN. ARE WE ANTICIPATING THE WAY THIS IS ENGINEERED, THAT WE'RE GOING TO SEE LESS TRAFFIC ALONG THE ROSE RUN PARK CORRIDOR ON 161, AND MORE TRAFFIC GOING THROUGH MARKET STREET BY STARBUCKS. THE LIBRARY. DO WE KNOW? YEAH I MEAN, I, I CAN FOLLOW UP WITH A LITTLE MORE DETAIL ON THAT. I KNOW THAT, THE ORIGIN DESTINATION DATA. I DON'T THINK THAT THIS WAS REALLY A MEANINGFUL IMPACT TO THAT EAST WEST TRAFFIC. IT'S REALLY MORE THAT NORTH SOUTH TRAFFIC, IN PARTICULAR RELATED TO THE VEHICLES THAT REALLY ARE JUST PASSING THROUGH NEW ALBANY BECAUSE THE MAJORITY OF THE TRAFFIC THAT WE SEE, ACTUALLY 60% OF THE TRAFFIC THAT WE SEE IN NEW ALBANY DOESN'T START IN NEW ALBANY. IT DOESN'T END IN NEW ALBANY. SO I KNOW THAT WE

[00:50:04]

SAW THAT AS OUR GREATEST OPPORTUNITY TO REALLY IMPLEMENT THAT RELIEF. SO I DON'T KNOW THAT WE MIGHT EXPECT, YOU KNOW, I THINK I THINK IT'S GOING TO IMPROVE THE MOVEMENT OF TRAFFIC IN THE VILLAGE CENTER AS A WHOLE. SO THERE COULD BE SOME OTHER BENEFITS THAT IT KIND OF SPAN. BUT I THINK THAT OVERALL, REALLY THE TARGET OF THIS WAS REALLY THE INTERSECTION OF 605 AND MAIN STREET, BECAUSE REALLY, THAT IS WHAT WE HAVE IDENTIFIED AS THE CRUX OF THE CONGESTION. I GUESS MY THOUGHT WAS IT MAY PULL MORE TRAFFIC AWAY FROM THE SCHOOL. IT COULD VERY WELL, I THINK IF WHEN PEOPLE DRIVE IT AND THEY AND THEY REALIZE THAT IT'S CONVENIENT AND, YOU KNOW, THERE'S LESS STARTS AND STOPS, YOU KNOW, I THINK PROBABLY THEY'LL FOLLOW THAT ROUTE AND YOU CAN AVOID THE SCHOOL HOURS WHEN THERE'S A LOT OF TRAFFIC CONGESTION. SO ABSOLUTELY. BUT IT MAY ALSO, LEND ITSELF TO MORE TRAFFIC ALONG MARKET STREET BY THROUGH STARBUCKS IN THAT AREA.

I DON'T KNOW THAT IT'S TRUE, BUT YEAH, I DON'T KNOW. THE MODELING THAT WE DID WITH OUR STRATEGIC PLAN REALLY WAS, I THINK, THE 605 CORRIDOR, IS REALLY WHERE THE, THE INCREMENTAL INCREASE IN TRAFFIC VOLUME IS EXPECTED. I THINK THAT'S WHERE IT'S PROJECTED. SO I'M NOT ANTICIPATING THAT WE'RE GOING TO BE SEEING, IMPACTS REALLY TO MARKET STREET. MARKET STREET IS NOT REALLY A CONVENIENT THROUGH MOVEMENT, JUST BECAUSE IT IS IT'S A PEDESTRIAN ORIENTED, ORIENTED SPACE, BUT AGAIN, IT'S REALLY RELATED TO THE DEVELOPMENT THAT'S TO THE NORTH OF THE CITY AND THEN TO THE SOUTH OF THE CITY, AND THEN JUST THAT KIND OF PASS THROUGH TRAFFIC. SO IT'S A IT'S A GOOD THOUGHT, BUT, I THINK OUR STUDIES HAVE HAVE DEMONSTRATED THAT THAT'S NOT THAT'S NOT SOMETHING THAT WE'VE IDENTIFIED AS CONCERN. AND MY ONLY OTHER QUESTION IS AND YOU MAY HAVE ANSWERED THIS ALREADY. SO AT THE COMPLETION OF PHASE TWO AND PHASE ONE AND TWO. RIGHT, AND THEN WE HAVE PHASE THREE THAT IS NOT YET COMPLETED UNTIL A YEAR FOLLOWING. CORRECT. SO I'M ASSUMING WE'RE JUST THE THIRD STREET'S GOING TO ENTER 62 AS IT DOES NOW WITH JUST A STOP SIGN. CORRECT, I THINK WHAT IS VERY LIKELY TO HAPPEN IS THAT THIRD STREET IS GOING TO BE IN CONSTRUCTION, CERTAINLY IN ADVANCE OF 2026. YEAH. I THINK THAT THE WORK THAT WOULD BE REALLY HELD OUT, TO OCCUR IN REALLY THE SUMMER OF 2026 WOULD BE SPECIFIC TO THE WORK THAT IS WITHIN, MAIN STREET ITSELF, BECAUSE THAT'S WHERE WE WOULD REALLY ANTICIPATE THE LARGEST TRAFFIC IMPACT TO OCCUR. AND WE REALLY WANT TO ALIGN THAT IN A PERIOD OF TIME WHERE SCHOOL TRAFFIC IS NOT A FACTOR AT THAT TIME AS WELL. SO, SO I DON'T KNOW IF I ANSWERED YOUR QUESTION OR NOT. I KNOW YOU DID OKAY. BUT I THINK THAT, YOU KNOW, IT'S NOT LIKE, IN, WE'LL SAY SUMMER OF 2026, THIS IS GOING TO BE IN LARGE PART, VERY WELL ALONG PHASE THREE, BUT WE'RE GOING TO REALLY BE INTENTIONAL ABOUT PHASING THE, YOU KNOW, THE IMPROVEMENTS THAT REALLY WILL HAVE THE MOST IMPACT ON TRAFFIC TO THAT SUMMER TIME FRAME. SO WE'RE PUSHING MY POINT IS WE'RE PUSHING MORE TRAFFIC ALONG THE PHASE TWO ONE AND TWO TWO THIRD STREET, WHICH IS NOT GOING TO BE COMPLETED OR 62 I DON'T, YOU KNOW, WHAT HAPPENS WITH THAT TRAFFIC THAT'S NOW COMING AROUND THERE. YEAH. WELL THAT'S TRUE. AND WE WE'LL HAVE TO, YOU KNOW, TEMPER. I THINK THE INTENT WOULD BE TO MAINTAIN AS MUCH TRAFFIC ACCESS AS WE CAN FOR THE DURATION OF CONSTRUCTION, BUT WE DEFINITELY THERE WILL BE PHASES WHERE WE'RE GOING TO HAVE TO CLOSE DOWN SECTIONS OF THIRD STREET JUST TO SEE THAT CONSTRUCTION THROUGH, BUT YEAH, I MEAN, AND JUSTIN IS GOING TO BE MANAGING THIS PROJECT AND WE'RE ALSO GOING TO HAVE ANOTHER GROUP THAT'S ACTIVELY, ADMINISTERING THE CONTRACT AND COORDINATING WITH, YOU KNOW, THE CHURCH AND OTHER STAKEHOLDERS, SO I THINK IT'S GOING TO BE SOMETHING THAT WE REALLY NEED TO COMMUNICATE ACTIVELY DURING THAT CONSTRUCTION PHASE TO MAKE SURE THAT WE'RE CONSIDERING EVERYTHING OUT THERE, TO MAKE SURE THAT TRAFFIC IS MAINTAINED AS BEST WE CAN. THANKS. IT'S VERY MUCH A TOP PRIORITY FOR US. SO I ASSURE YOU WE'RE WE'RE NOT LEAVING. THERE'S NO STONE UNTURNED AS IT RELATES TO THE TRAFFIC MANAGEMENT ON THIS. WHY ARE WE I GUESS WE JUST WANT TO PHASE IT BECAUSE IT SEEMS LIKE PHASE THREE IS FINISHING, YOU KNOW, NOVEMBER OF 26, I THINK I REMEMBER RIGHT. THAT'S RIGHT. AND THE OTHERS ARE FINISHING JULY OF 25, IF I REMEMBER CORRECTLY. CORRECT IT JUST SEEMS LIKE THERE'S A BIG GAP BETWEEN THE END OF PHASE TWO ONE AND YEAH, AND AGAIN, IT WAS REALLY INTENDING TO YOU KNOW, WE REALLY DON'T WANT TO BE IN A POSITION, YOU KNOW, WHERE WE'RE IN THE MIDDLE OF REYNOLDSBURG AND ALBANY ROADS, AT THIS LOCATION AND IMPACTING TRAFFIC HERE AT THE SAME TIME. YEAH. I THINK THAT WOULD REALLY CAUSE A, A

[00:55:03]

SUBSTANTIAL DISRUPTION. AND I DON'T THINK, I DON'T THINK IT'S ANYONE'S IN ANYONE'S INTEREST TO HAVE THAT OCCUR AT THE SAME TIME. SO WE DID, YOU KNOW, I'D SAY ARTIFICIALLY EXTEND THE DURATION OF THE PROJECT TO INTRODUCE THAT ADDITIONAL SUMMER CONSTRUCTION SEASON, BUT THE ONLY REASON WE DID THAT IS IN CONSIDERATION OF THE TRAFFIC FLOW. GOOD PERFECT. THANK YOU.

HEY, MIKE, IS THE COMPLETION OF PHASE TWO IS PART OF THAT COMPLETION A CONNECTION TO OLD DUBLIN? GRANVILLE ROAD? SO THE ANSWER IS YES. I THINK WE HAVE TO COORDINATE SOME OTHER DETAILS ON THAT, BECAUSE PROJECT, OUR SECOND PHASE OF CONSTRUCTION INTENDS TO ACTUALLY REBUILD THIS INTERSECTION WITH THE CITY'S PROJECT. AND IT MAKES SENSE. IT DOESN'T IT DOESN'T MAKE SENSE FOR ONE CONTRACTOR TO BUILD HALF OF IT AND POTENTIALLY SOMEONE ELSE TO PICK IT UP AND CONTINUE IT FROM THERE. AT A MINIMUM THERE WE WOULD WE WOULD RETAIN A POTENTIALLY A TEMPORARY CONNECTION TO ALLOW THAT, JUST TO ALLOW THAT THROUGH MOVEMENT. WE'D WANT TO, TO RETAIN ACCESS TO THIRD STREET FOR AS LONG AS WE CAN UNTIL THE CONTRACTOR ACTUALLY NEEDS TO BE THERE. WE'D WANT THAT TO BE OPEN TO THE PUBLIC AS NEEDED. SO THE CONNECTION IS IMPORTANT. IT WILL DEFINITELY BE IN PLACE, WHEN IT NEEDS TO BE, BUT I THINK WE'RE STILL KIND OF WHITTLING DOWN SOME OF THOSE DETAILS ABOUT JUST WHEN THAT HAPPENS, WE MAY HAVE TO HAVE, YOU KNOW, WE MAY HAVE TO MOVE FORWARD WITH SOME IMPROVEMENTS. THIS INTERSECTION, IN CONJUNCTION WITH THIS PHASE OF THE PROJECT. BUT JUST TO T THAT FUTURE, THROUGH MOVEMENT UP. YEAH. AND NOT KIND OF HOLD BACK OUR NEXT PHASE OF CONSTRUCTION. SO THAT WAS MY THAT WAS THE REASON FOR MY QUESTION IS. YEAH, THAT MADE MORE SENSE. I CAN UNDERSTAND, THIRD STREET, YOU KNOW, MAYBE NOT BEING ACCESSIBLE AT THE TIME, BUT IT WOULD BE NICE ONCE YOU GET PHASE TWO DONE TO AT LEAST HAVE THAT CONNECTION. SURE. SO WE COULD GET THAT TRAFFIC THROUGH. I THOUGHT MAYBE IT WOULD, BUT I WAS LOOKING AT YOUR COLOR SLIDE UP THERE AND IT DIDN'T LOOK LIKE IT. YEAH. NO.

AND IT'S SOMETHING THAT WE'VE AGAIN, WE'RE GOING TO BE VERY INTENTIONAL. I MEAN, EVEN ACCESS TO THE CHURCH, YOU KNOW, THE CHURCH DOES HAVE A SOUTHERN ENTRY DOWN HERE. SO WE'RE GOING TO BE REALLY MINDFUL TO, TO MAINTAIN THAT AS LONG AS WE POSSIBLY CAN, AND THAT WAS PART OF THE REASON EVEN FOR PHASING SOME OF THEIR ON SITE IMPROVEMENTS WAS THAT, YOU KNOW, WE COMMITTED EARLY ON THAT, HEY, WE'RE GOING TO DO WE'RE GOING TO MAKE YOU WHOLE INTERIOR TO YOUR SITE BEFORE WE DO ANYTHING TO THE ROADWAY. SO WE DIDN'T WANT TO HAVE A SITUATION WHERE YOU KNOW, THE ROADWAY IS IN COMPLETE CONSTRUCTION. THEIR SITE IS IN COMPLETE CONSTRUCTION. AND IT'S JUST THAT'S A LOT TO MANAGE AND TO CONTINUE TO OPERATING. SO, I'M CONFIDENT THAT WE HAVE WE'VE BEEN REALLY THOUGHTFUL ABOUT, THESE IMPACTS. AND WE'RE DEFINITELY GOING TO DO EVERYTHING TO, TO KEEP KEEP THE IMPACT TO A MINIMUM IN MY LAST QUESTION, I HAD AND THIS MIGHT BE FOR MISTER RUBY, OR YOU. BUT DO WE KNOW? AND IT MIGHT BE TOO SOON, BUT DO WE KNOW IF THERE'S ANY PLANS, FOR THAT PHASE TWO TO HAVE BOTH PEDESTRIAN AND BIKE PATHS ON IT, SIMILAR TO WHAT WE DID ON ROSE RUN? ONE OR NO. SO THE CURRENT PLAN IS REALLY INTENDING TO BE MORE OF A CONTINUATION OF, OF MARKET STREET IN KIND OF IN, IN SPIRIT. SO, MARKET STREET EXTENSION TODAY, THERE'S, THERE'S LEISURE TRAIL ON THE NORTH SIDE AND THERE'S A, A CONCRETE SIDEWALK ON THE SOUTH SIDE. SO OUR, OUR PLAN NOW IS THAT WE WILL CONTINUE THE EIGHT FOOT LEISURE TRAIL ON THE NORTH SIDE OF THE ROADWAY, AND THEN THE SOUTH SIDE IS, IS, STILL PART OF WHAT'S BEING FULLY EVALUATED. BUT IT LOOKS THAT IT WILL IT WILL INCLUDE EITHER LEISURE TRAIL OR SIDEWALK ACCESS, ALONG THAT SIDE AS WELL, THERE AREN'T SPECIFIC, BIKE ACCOMMODATIONS WITHIN THIS SECTION OF MARKET STREET. IT WILL BE A, A TREED MEDIAN SECTION, KIND OF ALONG, YOU KNOW, ALONG THE CENTER OF THAT ROADWAY. BUT THERE'S NOT, THERE ARE NOT BIKE ACCOMMODATIONS WITHIN THIS. I BELIEVE THE SPEED LIMIT IS WILL BE DESIGNED AT 25 MILES AN HOUR. 25. THAT'S RIGHT.

I GUESS MY THINKING THEN WAS IF WE'RE PLANNING ON HAVING AT LEAST WALKING PATHS ON BOTH SIDES OF THE ROAD, THAT'S GOOD, I THINK IT MAKES THE ROUNDABOUT A LOT EASIER IF WE DECIDE NOT TO HAVE IT ON THE SOUTH SIDE, THEN I THINK THAT MAKES THE ROUNDABOUT ROUTE CONNECTIVITY.

IF SOMEONE'S WALKING ON THE WEST SIDE TO TRY TO CROSS OVER AND GET OVER TO THE PATH MIGHT BE A

[01:00:05]

LITTLE CHALLENGING. YEAH. I'LL I'LL GO ONE STEP FURTHER. IT WILL DEFINITELY HAVE PEDESTRIAN CONNECTIONS ON BOTH SIDES OF THE ROAD. OKAY, MR. RUBY, JUST FOR THE STREAM AND THE RECORD, IDENTIFY YOURSELF WITH NEW ALBANY COUNCIL. THANKS OKAY, ANY OTHER QUESTIONS? ALL RIGHT. I'LL NOW OPEN UP THE PUBLIC HEARING. WOULD ANYONE FROM THE PUBLIC LIKE TO SPEAK TO THIS ORDINANCE? HEARING? NONE. I WILL NOW CLOSE THE PUBLIC HEARING. ANY ADDITIONAL QUESTIONS OR COMMENTS FROM COUNCIL? ALL RIGHT. IS THERE A MOTION I MOVE THAT WE APPROVE RESOLUTION R 2024 FOUR SECOND FOR 2120. COUNCIL MEMBER DEREK YES. COUNCIL MEMBER. SHAW. YES. COUNCIL MEMBER. BRISK. YES.

COUNCIL MEMBER. WILKINS. YES. COUNCIL MEMBER. FELLOWS. YES. FIVE. YES. VOTES FOR THE RESOLUTION R 20 2024. OKAY MOVING ON TO RESOLUTION R 21 2224. RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE FRANKLIN COUNTY ENGINEER AND PLAIN TOWNSHIP RELATED TO THE PROPOSED WALNUT STREET AND STATE ROUTE 605 INTERSECTION IMPROVEMENT PROJECT. MR. BARKER, ARE YOU UP AGAIN? SURE. OKAY TAKE OVER. NICE. OKAY SO THIS IS AN INTERSECTION. I THINK THAT EVERYBODY IS FAMILIAR WITH, THIS IS, THIS IMAGE IS, IS ROTATED, SO, THIS IS, STATE ROUTE 605, AND THIS IS WALNUT STREET. SO THIS IS NORTH SOUTH, AS AS THE INTERSECTION EXISTS TODAY, WE HAVE A SITUATION WHERE WALNUT STREET DOES NOT ALIGN, ON THE EAST AND WEST. SO WALNUT STREET ON THE EAST SIDE IS NORTH, OFFSET TO THE NORTH OF WALNUT STREET ON THE WEST SIDE OF THE ROAD, AS TIME HAS PASSED AND TRAFFIC VOLUMES HAVE INCREASED, CERTAINLY. SO TOO HAVE CONCERNS ABOUT THE SAFETY OF THAT INTERSECTION, AND THERE'S BEEN, YOU KNOW, THERE'S BEEN SOME, SOME ACCIDENTS IN THE AREA. WE'VE BEEN FORTUNATE THAT THERE HAVEN'T BEEN, MAJOR ACCIDENTS, BUT IT'S DEFINITELY, A CONCERN, WE'RE FORTUNATE THAT WE HAVE A GREAT WORKING RELATIONSHIP WITH, THE FRANKLIN COUNTY ENGINEER'S OFFICE AND, PLAIN TOWNSHIP, WE WERE APPROACHED BY FRANKLIN COUNTY ENGINEER'S OFFICE A FEW YEARS BACK LOOKING TO COLLABORATE WITH A GROUP OF STAKEHOLDERS, AT THAT TIME, THAT THAT INVOLVED, YOU KNOW, FRANKLIN COUNTY ENGINEER PLAIN TOWNSHIP, THE CITY OF NEW ALBANY, AS WELL AS ODOT, STATE ROUTE 605, IN THIS AREA IS IN THE JURISDICTION OF ODOT WALNUT STREET ON BOTH BOTH LEGS OF WALNUT STREET ARE IN THE JURISDICTION OF THE FRANKLIN COUNTY ENGINEER. SO, OUR EARLY CONVERSATIONS, YOU KNOW, WE WERE GRATEFUL TO HAVE A SEAT AT THE TABLE, EVEN THOUGH THE FACT THAT THIS INTERSECTION IS OUTSIDE OF OUR, CORPORATE BOUNDARY, WE RECOGNIZE THAT, FIRST OF ALL, IT'S A CONCERN. AND IT'S A CONCERN THAT THAT DOES IMPACT PEOPLE, THAT THAT LIVE AND WORK IN NEW ALBANY. AND IT'S SOMETHING THAT WE WOULD LIKE TO ADDRESS. AT THE SAME TIME, WE ALSO RECOGNIZE THIS IS REALLY OUR NORTHERN, GATEWAY ALONG STATE ROUTE 605, WE'RE JUST GOING TO GET MORE AND MORE, PEOPLE PASSING THROUGH THIS AREA. AND WE REALLY WANT THAT INTERSECTION TO, TO LOOK LIKE SOMETHING THAT YOU WOULD EXPECT TO SEE, IN NEW ALBANY KIND OF MEET THE, THE, THE CHARACTERISTICS AND THE STANDARD, THAT WE'VE SET IN PLACE KIND OF THROUGHOUT THE COMMUNITY, SO OUR EARLY CONVERSATIONS WERE THAT WE WOULD WORK COLLECTIVELY TOGETHER, HAVE A JOINT APPLICATION FOR AN OPWC GRANT. I THINK THAT, IT WOULD HAVE BEEN A PRETTY COMPELLING GRANT AND WAS LIKELY TO RECEIVE QUITE A BIT OF SUPPORT, AND AT THE TIME, YOU KNOW, OUR ARRANGEMENT WITH OUR VERBAL AGREEMENT, SUBJECT TO COUNCIL'S APPROVAL IS THAT, THE CITY OF NEW ALBANY WOULD BE WILLING TO, FINANCIALLY CONTRIBUTE TO THE PROJECT, TO THE SAME LEVEL THAT THE COUNTY WAS WILLING TO, CONTRIBUTE, OUR EARLY ESTIMATES FOR THAT, ESTIMATED THAT OUR THE CITY'S CONTRIBUTION WOULD BE ABOUT $3.25 MILLION TO THE TOTAL PROJECT AT THAT TIME, SINCE THAT TIME, GOVERNOR DEWINE, WAS ABLE TO PROVIDE SOME FUNDING SUPPORT FOR THIS PROJECT IN THE AMOUNT OF $5 MILLION, THAT DEFINITELY, YOU KNOW, CHANGED, CHANGED THE GAME FOR ALL OF US, THERE, AS A RESULT. NOW, YOU KNOW, WITH THIS BEING A FRANKLIN COUNTY ENGINEER LED PROJECT, THEY'RE NO LONGER PURSUING AN OPWC GRANTS BECAUSE WE'VE ESSENTIALLY ALREADY

[01:05:01]

RECEIVED A SIGNIFICANT AMOUNT OF STATE FUNDING BY WAY OF THIS GRANT. AND, LOOKING TO MOVE THE PROJECT FORWARD, WITH THIS FUNDING SUPPORT. SO AS, AS WE KIND OF COMPARE AND CONTRAST, YOU KNOW, ORIGINALLY WE WERE VERY LIKELY GOING TO BE CONTRIBUTING SOMEWHERE IN THE RANGE OF $3.25 MILLION. AND I THINK BASED ON, YOU KNOW, THE ARRANGEMENT NOW, THAT THIS REFLECTED IN THIS INTERGOVERNMENTAL AGREEMENT AS WELL AS THE ADDITIONAL FUNDING THAT WE RECEIVED FROM THE STATE, I THINK OUR COST CONTRIBUTION IS GOING TO BE IN MORE IN THE RANGE OF 1.5, $1.6 MILLION IN TOTAL, SO, SO, WITH THAT, I ALSO JUST WANT TO NOTE, TOO, THAT, YOU KNOW, AS IS CUSTOMARY WITH OUR FRANKLIN COUNTY ENGINEER, PROJECTS, THEY THEY WOULD PAY FOR, YOU KNOW, REALLY THE KIND OF THE, THE BASIC TYPE IMPROVEMENTS, KIND OF STANDARD SIGNAGE, STANDARD LIGHTING, FRANKLIN COUNTY ENGINEER, YOU KNOW, SIGNAGE AND OTHER ELEMENTS, CONCRETE CURBS, THINGS OF THAT NATURE, WE'RE ALWAYS THEY'RE ALWAYS VERY INVITING TO US AND ALLOW US TO CONTRIBUTE AND MAKE OUR REQUESTS FOR THE, YOU KNOW, THE NONSTANDARD TYPE MATERIALS, THE, YOU KNOW, THE GRANITE COBBLES, THE NEW ALBANY STANDARD, STREETLIGHTS AND SIGNAGE, SO ALL OF THAT IS GOING TO BE BAKED INTO THIS PROJECT AS WELL, THOSE IMPROVEMENTS ARE SOMETHING THAT IS NOT COVERED BY THE GRANT PROCEEDS, BECAUSE THEY'RE KIND OF OVER AND ABOVE WHAT YOU MIGHT OTHERWISE EXPECT WHEN YOU'RE GETTING A, A PUBLIC FINANCIAL PARTICIPATION. SO WE DO GET CREDIT FOR WHAT THE BASE WOULD HAVE OTHERWISE BEEN. SO IF WE'RE REPLACING, LET'S SAY WE'RE GOING TO HAVE GRANITE CURB AND THEN WOULD HAVE OTHERWISE BEEN CONCRETE CURB, WE DO REAP THE BENEFIT OF THE VALUE OF THE CONCRETE CURB THAT WOULD BE NON PERFORMED. BUT THAT COST DIFFERENTIAL WOULD BE SOMETHING THAT WOULD BE SOLELY THE RESPONSIBILITY OF THE CITY OF NEW ALBANY. AND THIS IS CONSISTENT WITH EVERY, YOU KNOW, MORRISON 62 MORSE ROAD AND 605, YOU KNOW, NOW THIS, THAT'S BEEN HOW THOSE HAVE BEEN TREATED PRETTY CONSISTENTLY THROUGHOUT, SO WITH THAT IN MIND, THE THIS INTERGOVERNMENTAL AGREEMENT, IT ESTABLISHES THIS COST SHARING, THE COST SHARING STRUCTURE BETWEEN THE COUNTY, THE TOWNSHIP AND THE CITY OF NEW ALBANY. IT ALSO INCLUDES A PROVISION THAT, THE RIGHT OF WAY AREA THAT HAS BEEN THAT THAT CURRENTLY EXISTS IN THIS INTERSECTION AND IS YET TO BE ACQUIRED BY WAY OF THIS PROJECT, WILL BE WILL BE ANNEXED TO THE CITY OF NEW ALBANY. SO WITH THAT IN MIND, THIS WILL BE SOMETHING THAT WOULD BE PERPETUALLY OWNED AND MAINTAINED BY THE CITY, I THINK THAT'S A GREAT THING FOR US BECAUSE IT REALLY ALLOWS US TO HAVE COMPLETE CONTROL OVER, YOU KNOW, LEVELS OF MAINTENANCE AND TIMING OF MAINTENANCE AND, AND JUST TO ENSURE THAT WE'RE MEETING THAT, THAT STANDARD, THAT, THAT WE'VE EXPECTED HERE IN NEW ALBANY. SO I GUESS WITH THAT, I'M HAPPY TO ANSWER ANY QUESTIONS THAT ANYONE HAS. OKAY ANY QUESTIONS OR COMMENTS ABOUT THE PROJECT. START AND ANTICIPATED COMPLETION DATE. SO THEY ARE EXPECTING IT TO START GENERALLY IN 2020, 2025. AND THE COUNTY AND REALLY THEY'RE THEY'RE REALLY GREAT WITH THESE ROUNDABOUTS, BUT THEY , THEY GENERALLY BUILD THESE ROUNDABOUTS IN A CLOSURE SETTING, BUT THEY, THEY SORT OF HAVE THE RIP THE BAND-AID OFF APPROACH TO WHERE THEY DO A CLOSURE AND THEY GET IT DONE GENERALLY IN LIKE THREE MONTHS.

AND, YOU KNOW, THERE'S, THERE'S PROS AND CONS OF THAT. WE'RE GOING TO HAVE TO MAKE SURE THAT WE REALLY IDENTIFY AND SIGN A DETOUR, WE ALSO HAVE TO MAKE SURE, YOU KNOW, HOW DOES THAT DETOUR ALIGN WITH ALL THE OTHER PROJECTS THAT WE HAVE GOING ON IN TOWN SO AS NOT TO COVER, YOU KNOW, FURTHER COMPLICATE THINGS, BUT, I WOULD EXPECT THAT THIS WOULD BE A ONE SEASON CONSTRUCTION, AGAIN, I'D SAY A DURATION FOR SUBSTANTIAL COMPLETION, PROBABLY IN THAT 3 TO 4 MONTH RANGE. AND THEN THERE'S ALWAYS PUNCH LIST ITEMS AND THINGS THAT KIND OF FOLLOW UP. SO IN TOTAL IT'S PROBABLY, YOU KNOW, MAYBE ABOUT A YEAR DURATION, BUT I THINK THE ACTIVE CONSTRUCTION IS PROBABLY GOING TO BE IN THAT 3 TO 4 MONTH RANGE . THANK YOU. DO WE MAINTAIN, WALNUT STREET BETWEEN HARLEM AND 605, OR IS THAT 605? YEAH. 62. IS THAT OURS? DO WE MAINTAIN THAT'S NOT OURS? THAT IS NOT OURS? NO. OKAY ALL RIGHT. I'LL GO AHEAD AND OPEN THIS UP TO THE PUBLIC HEARING. WOULD ANYONE FROM THE PUBLIC LIKE TO SPEAK TO THIS ORDINANCE? SEEING NONE. I'M GOING TO GO AHEAD AND CLOSE THE PUBLIC HEARING. ANY ADDITIONAL COMMENTS OR QUESTIONS FROM COUNCIL? ALL RIGHT. IS THERE A MOTION I MOVE FOR ADOPTION OF OUR 21 2024 SECOND? COUNCIL

[01:10:07]

MEMBER WILCOX. YES. COUNCIL MEMBER. RISK. YES. COUNCIL MEMBER. DETRICK. YES. COUNCIL MEMBER. PHELAN. YES. COUNCIL MEMBER. SCHULTZ. YES. FIVE. YES. VOTES FOR THAT RESOLUTION ARE 21 2024. THIS WILL BE A GREAT IMPROVEMENT FOR US. I'M JUST ABOUT TO SAY THE SAME THING.

THIS IS THIS HAS BEEN TALKED ABOUT FOR AS LONG AS I'VE BEEN ON COUNCIL, THIS INTERSECTION.

SO NOT ONLY IS IT NICE TO TEAM UP WITH THE COUNTY, AND THE TOWNSHIP, BUT ALSO I REALLY LIKE THE FACT THAT WITHIN THAT RESOLUTION, WE TAKE OVERALL RIGHT AWAY, IT'S ANNEXED IN AND WE CAN APPLY SOME OF OUR NEW ALBANY STANDARDS TO IT. SO THAT'LL REALLY HELP THAT NORTHERN ENTRANCE INTO IT. AS WE START LOOKING AT ALL OF OUR ENTRANCE WAYS IN NEW ALBANY. SO NICE JOB MIKE. WELL, THE THIS PRESENTATION SLIDE AND THE MARKET STREET EXTENSION SLIDES BE POSTED ON OUR WEBSITE FOR PEOPLE TO VIEW, ACTUALLY, I HAD I HAD SOME CONVERSATIONS WITH JOSH AND OTHER MEMBERS OF OUR TEAM, WE'RE ACTIVELY WORKING ON, PUTTING TOGETHER A KIND OF A MONTHLY REPORT THAT THAT IS MORE COMPREHENSIVE OF ALL OF THE I'LL CALL THEM THE MORE OF THE RESIDENT CENTRIC PROJECTS THAT THAT WE'RE ALL INTERESTED IN, SO WE'RE REALLY LOOKING TO KIND OF CAPTURE THAT, AND MAKE THAT AVAILABLE NOT ONLY TO, TO COUNCIL, BUT ALSO TO, TO RESIDENTS, SO, THE ANSWER IS YES. I THINK WE'RE STILL WORKING THROUGH WHAT, WHAT THAT LOOKS LIKE AND HOW IT APPEARS AND WHERE IT APPEARS. BUT, WE DEFINITELY HAVE, WE'RE DEFINITELY MOVING IN THAT DIRECTION ACTIVELY AND, FOR, YOU KNOW, JUST SO EVERYBODY HAS THE AVAILABILITY OF INFORMATION LIKE . ALL RIGHT. THANK YOU. OKAY. MOVING ON TO COUNCIL SUBCOMMITTEE REPORTS. I DON'T THINK WE HAVE ANY REPORTS FOR THIS EVENING ON THE SUBCOMMITTEES BECAUSE I BELIEVE WE ONLY HAVE ONE SUBCOMMITTEE. AND I KNOW WE DON'T HAVE A

[13. REPORTS OF REPRESENTATIVES]

REPORT. MOVING ON TO REPORTS OF REPRESENTATIVES, WOULD ANYONE LIKE TO MAKE A REPORT, JOE, ANYTHING FROM VORPSI? NO REPORT. ALL RIGHT, NO REPORT FOR THE JOINT PARKS, HOW ABOUT PLAYING LOCAL SCHOOLS? COUNCIL MEMBER WILTROUT ANYTHING? YES, THERE WAS A MEETING LAST NIGHT, THEY, GAVE THEIR CELEBRATED RETIREMENT OF TEACHERS AND STAFF. THEY GAVE A VERY, MEATY UPDATE FROM DAIMLER CHRYSLER ON THE HAMILTON QUARTER PROJECT. I SUGGEST ANYBODY WHO WANTS TO LEARN MORE ABOUT THAT PROJECT SHOULD CHECK OUT THAT MEETING. IT'S A MIXED USE DEVELOPMENT WHICH HAS ABOUT 450 UNITS CURRENTLY BEING PROPOSED, THAT, NEW ALBANY-PLAIN LOCAL SCHOOLS HAS A SELF-IMPOSED RESTRICTION ON RESIDENTIAL, AND THEY'RE CONSIDERING LIFTING THAT RESTRICTION IN ORDER TO ENJOY, WHAT WOULD BE A $17 MILLION TAX INCENTIVE, WITH, HOPEFULLY A LOW IMPACT ON THE STUDENTS AS 400 OF THE 450 UNITS THEY ARE PROPOSING , BETWEEN 35 AND 50 STUDENTS USING, SOME METRICS, LIKE THE SUCCESSFUL, MARKETED MAIN PROJECT, WHICH HAD A VERY LOW YIELD OF STUDENTS, THEY ALSO REPORTED ON THE, PLAIN LOCAL TEACHER UNION, THEY REACHED A SETTLEMENT THAT WOULD ADD TWO TEACHER WORKDAYS AND CHANGE THE CALENDAR FOR, SUPERINTENDENT SAWYERS SAID AT LEAST FOUR TIMES THAT THERE WILL BE NO CHANGE IN THE START DATE, SO THAT'S GOOD. EVERYTHING. BUT THEY WILL HAVE TO ADD IN TO, NON-STUDENT ATTENDANCE DAYS, THEY GAVE AN UPDATE ON THE PLANS FOR A NEW SCHOOL BUILDING. SO THE PLAN IS TO PUT A NEW SCHOOL BUILDING ON THE VARSITY BASEBALL FIELD. AS OF NOW, IT WILL BE A NEW ELEMENTARY SCHOOL THAT WILL, HOUSE TWO GRADES, THAT WOULD BE A THOUSAND STUDENTS. SO THEY'RE BASICALLY GOING TO HAVE EVERY GRADE UNTIL HIGH SCHOOL BE, TO EVERY BUILDING HAS TWO GRADES, AND THE CURRENT PROJECTIONS THAT WILL COME ONLINE IN 2027, FINAL PLANS GOING TO COME IN THE JUNE MEETING. THEY ALSO WENT OVER, AND THEY DISCUSSED THE RELOCATION OF THE TRANSPORTATION DEPARTMENT, WHICH HAS BEEN SOMETHING THE CITY HAS BEEN WORKING ON WITH THEM, THEY WENT OVER THE FIVE YEAR FINANCIAL FORECAST AND, SOME EXCITING PLANS FOR, TRAVEL, KIND OF STUDY ABROAD AND FIELD TRIPS. THEY ALSO ARE THEY ALSO TALKING ABOUT THE TWO SOFTBALL FIELDS AS WELL, NOT BEING THERE IN ADDITION TO THE BASEBALL FIELD? YEAH, THEY WERE TALKING ABOUT RELOCATING ALL OF THAT, THE CONFIGURATION OF THE ATHLETIC FIELDS. I BELIEVE WILL BE AT THE JUNE. IT MIGHT BE AT THE JUNE MEETING AND OR IT MIGHT BE LIKE A SEPARATE, FULLY COMPREHENSIVE ATHLETIC FACILITY MEETING. BUT IT SOUNDS LIKE IN CONNECTION WITH THIS, WE'RE THEY'RE HOPING THAT, THERE WILL BE LIKE AN UPGRADE AND MAYBE LIKE A NEW VARSITY SPORTS

[01:15:01]

STADIUM OPPORTUNITY, I KNOW THAT SOME OF THOSE FIELDS, NEED SOME SOME LOVE. SO SO MAYBE MOVING THEM WOULD ALLOW FOR SOME, IMPROVEMENTS. OKAY. INTERESTING. YEAH ALL RIGHT. COUNCIL MEMBER DEREK, ANYTHING FROM THE TOWNSHIP, NO MEETING. THEY ARE ACTUALLY MEETING TONIGHT. SO

[14. REPORTS OF CITY OFFICIALS]

THERE'S NOTHING TO REPORT. THAT'S RIGHT. ALL RIGHT. THANK YOU. REPORTS OF CITY OFFICIALS.

I DON'T KNOW IF THERE WAS A MAYOR'S REPORT THAT WAS MAYBE SHARED. OKAY, GO TO CLERK OF COUNCIL, JUST GOT TWO THINGS I HAD EMAILED YOU, REGARDING REQUESTS FOR LIQUOR PERMITS FROM THE OHIO DIVISION OF LIQUOR CONTROL. ONE WAS FOR GRIFFIN'S FLORAL DESIGN, WHICH WAS RELOCATING ON TSALI, AND ANOTHER ONE WAS FOR 24 MAIN TO SERVE UNTIL 2:30 A.M. DID COUNCIL WANT A HEARING ON EITHER OF THOSE REQUESTS? OKAY, DON'T THINK SO. SIGN AND SEND IN THAT PAPERWORK.

AND THAT'S ALL FROM THE CLERK. OKAY FINANCE DIRECTOR, I THINK YOU MIGHT HAVE ONE I DO. I PASSED OUT THE APRIL MANAGEMENT REPORT, AND JUST TO GO OVER A FEW THINGS, THIS SHOWS THE INCREASE THAT I TALKED ABOUT WITH THE REVENUE WITHIN THE GENERAL FUND ON THE FIRST PAGE, AND THEN ALSO THE, MINIMAL INCREASE IN EXPENSES SO FAR THIS YEAR. IF YOU WANTED TO SEE A BREAKDOWN FURTHER OF THE INCREASE IN INCOME TAX, THAT IS DOWN AT THE BOTTOM, WITHHOLDING HAS INCREASED APPROXIMATELY $2.1 MILLION. SO, AGAIN, WE ARE RESEARCHING THAT THAT INCREASE.

AND, YOU KNOW, THE OTHER FACTORS THAT PROFITS AND INDIVIDUALS ARE, INDICATIVE OF HOW THE BUSINESSES ARE DOING IN ECONOMY AND, AND THAT IS ALSO FARING WELL AT THIS POINT. THE NEXT PAGE IS, THE TREND ANALYSIS FOR THE GENERAL FUND INCOME TAXES. AND I HIGHLIGHTED A FEW AREAS FOR YOU THAT WOULD BE INTERESTING TO SEE. OVERALL, FROM LAST YEAR TO THIS YEAR, THE INCOME TAX INCREASE WAS APPROXIMATELY $3 MILLION, AND YOU CAN SEE WHAT IT HAS BEEN OVER THE LAST FIVE YEARS AS OF THIS DATE FOR APRIL. AND THE PROJECTIONS JUST BASED ON TAKING THE AVERAGE OF THE LAST FIVE YEARS AND THREE YEARS AT THE ANALYSIS AT THE BOTTOM SHOWS WHERE OUR OPPORTUNITY OR RISK IS. AND SO THAT GIVES YOU AN IDEA OF THE POTENTIAL ADJUST THAT WE MAY HAVE FOR GENERAL FUND. THE NEXT THE INCREASE RELATED TO CONSTRUCTION WORKER THAT IS SOMETHING THAT WE ARE RESEARCHING. I WILL SAY THAT I DID AN ANALYSIS. I DID A QUICK POLL OF CONSTRUCTION WITHHOLDING , FOR 2023, JUST OF CONTRACTORS THAT I HAVE FLAGGED, FOR 2023.

AND THAT WAS APPROXIMATELY $2.3 MILLION IN TOTAL OF CONSTRUCTION WITHHOLDING. BUT THAT IS SOMETHING THAT WE'RE CONTINUING TO ANALYZE TO SEE HOW THAT HAS IMPACTED, ESPECIALLY THE GENERAL FUND. THE NEXT PAGE IS THE SAME ANALYSIS FOR ALL FUNDS. AND SO THE OVERALL INCREASE TO ALL FUNDS WAS $5 MILLION. SO FAR THIS YEAR. AND AGAIN, 3 MILLION OF THAT WAS GENERAL FUND. THE OTHER FUNDS, WERE IMPACTED WITH THE REST. AND I ALWAYS SAY I NEED A NUMBER OF THESE PAGES AND I DON'T. THE NEXT PAGE IS THE INTEREST IN INVESTMENT INCOME, ACTIVITY THAT WE HAD FOR APRIL.

AND THE BIGGEST MOVE THAT WE'VE MADE THERE IS WE MOVED SOME MONEY AROUND IN ORDER TO PAY FOR STATE INFRASTRUCTURE, FOR PROJECTS BETWEEN DIFFERENT FUNDS . OUR CUSTODY ACCOUNTS ARE REPRESENTED AND REPRESENTED ON THE NEXT PAGE. OUR AVERAGE YIELD AT COST, IS BEARING, PRETTY WELL SINCE OUR INVESTMENT MANAGERS HAVE LEVELED OUT SOME OF OUR, MATURITIES AND GOTTEN INVEST, GOT IN INVESTMENTS THAT MATURED AND RECENTLY INVESTED IN HIGHER YIELDS. FOR REFERENCE, OUR STAR OHIO ACCOUNT AS OF TODAY, THE RATE IS 5.58. AND SO THAT IS, YOU KNOW, ONE OF THE MOST LIQUID THAT WE HAVE. AND OUR LONG TERM PORTFOLIO IS FARING PRETTY WELL TO THAT. GOOD THE FINAL PAGE IS THE SUMMARY OF ALL FUNDS, FOR THE CASH, TRANSACTIONS THAT WE HAD. YOU CAN LET ME KNOW IF YOU

[01:20:13]

HAVE QUESTIONS. ANY QUESTIONS? YES ALL RIGHT. THANK YOU. CITY MANAGER. NO REPORT. WOW. OKAY.

CITY ATTORNEY NO REPORT. AWESOME. PULL FOR PUBLIC COMMENT, JOSH DOESN'T LOOK LIKE

[16. POLL FOR COUNCIL COMMENT]

HE HAS ANY, SO WE WILL MOVE ON. PULL FOR COUNCIL COMMENT. DO WE HAVE ANY COUNCIL COMMENT? IT LOOKS LIKE WE MIGHT I DO I WANTED TO SAY THANK YOU TO THE STAFF AND MOST IMPORTANTLY THE RESIDENTS THAT CAME OUT FOR THE, 62 INTERCHANGE, DISCUSSION. I THINK THAT THAT WAS A REALLY GREAT START AND GOT A LOT OF REALLY GOOD IDEAS. WE HAD A MEETING HERE, AND THEN WE HAD AN OPEN HOUSE, JUST LAST WEEK. GOSH, MAZE. REALLY? YEAH. SO, BUT THERE WAS HOW MANY PEOPLE DID WE THINK IT WAS? OVER 150, PEOPLE CAME OUT AND, PUT, YOU KNOW, DOTS ON THE BOARD THE WAY THE PLANNERS LIKE THEM TO AND JUST REALLY, SHOWED A COMMITMENT TO DISCUSSING THE FUTURE OF THE COMMUNITY, AND I'M HOPING THAT THAT KEEPS GOING. SO THANK YOU FOR STAFF, YEAH. AND ALSO, JUST TO ENCOURAGE PEOPLE WHO MIGHT BE LISTENING, WE STILL HAVE THE SURVEY OPEN. YEAH, WE HAVE, 281 SURVEY RESPONSES SO FAR, WHICH IS FANTASTIC FOR A FOCUS AREA PLAN, SO WE'RE JUST ENCOURAGING PEOPLE. WHILE THAT TIME FRAME IS OPEN TO, TO, TO RESPOND. YEAH, YEAH. THAT LINK IS, IS REALLY NICE THAT THEY CAN SCAN. I WAS AT AN EVENT LAST NIGHT AND THEY SCANNED IT RIGHT THERE DURING THE EVENT AND WAS FILLING SURVEY OUT WHILE I WAS THERE. SO THAT'S AWESOME. YEAH, THERE'S A LOT OF PEOPLE THERE. THAT'S AMAZING. YEP. THANK YOU FOR THAT. OTHER BUSINESS. DO WE HAVE ANY OTHER BUSINESS TONIGHT? ALL RIGHT. DO I HAVE A MOTION FOR ADJOURNMENT? I MOVE THAT WE ADJOURN SECOND.

ALL RIGHT. THANK YOU. THANK YOU, FOUNDERS DAY, WE ARE ADJOURNING AT 7:53 P.M. GOOD
