AND THEN OF COURSE, IT RAINS DURING OCTOBER FEST. BUT THE CITY HAS PUT A LOT OF TIME AND EFFORT OVER THE LAST 20 YEARS INTO MAKING SURE THAT WE HAVE REALLY GOOD STORMWATER, PLANNING IN PLACE. IF YOU WERE HERE 30 OR 40 YEARS AGO, THERE WAS OFTENTIMES FLOODING IN OUR COMMUNITY. AND, THROUGH GOOD PLANNING, AND WE'VE DONE A REALLY GOOD JOB OF TRYING TO CURTAIL THAT. SO I'LL GO AHEAD AND READ THE PROCLAMATION. WHEREAS URBAN STORMWATER RUNOFF IMPACTS WATER QUALITY IN THE CITY OF NEW ALBANY. AND WHEREAS POPULATION GROWTH, RESIDENTIAL AND COMMERCIAL DEVELOPMENT AND THE RESULTING CHANGES TO THE LANDSCAPE ONLY INCREASE STORMWATER QUALITY AND QUANTITY CONCERNS THROUGHOUT OHIO AND OUR CITY. WHEREAS THESE IMPACTS CAN CANNOT BE ENTIRELY AVOIDED OR ELIMINATED, BUT THEY CAN BE MINIMIZED. AND WHEREAS IT IS CURRENTLY RECOGNIZED THAT CONTROL OF STORMWATER QUALITY AND QUANTITY IS MOST EFFECTIVELY IMPLEMENTED WHEN PEOPLE AND ORGANIZATIONS UNDERSTAND THE RELATED CAUSES AND CONSEQUENCES OF POLLUTED STORMWATER RUNOFF AND FLOODING, AND THE ACTIONS THEY CAN TAKE TO CONTROL THESE. WHEREAS THE NEED ARISES NOT ONLY FROM THE REGULATORY REQUIREMENTS OF THE EPA, GENERAL CONSTRUCTION AND MUNICIPAL STORMWATER RULES, BUT ALSO FROM THE RECOGNITION THAT CITIZENS AND LOCAL DECISION MAKERS WILL BENEFIT FROM A GREATER AWARENESS OF HOW THE CUMULATIVE IMPACT OF DECISIONS AT HOME AT WORK AND LOCAL POLICIES AFFECT OUR WATER QUALITY, STREAM CORRIDORS AND FLOODING. AND WHEREAS THE DEVELOPMENT AND IMPLEMENTATION OF EFFECTIVE OUTCOME BASED STORMWATER EDUCATION AND OUTREACH PROGRAMS WILL MEET THE FEDERALLY, THE RELATED FEDERAL STORMWATER POLLUTION CONTROL REQUIREMENTS AND THOSE OF THE COMMUNITIES THAT WE SERVE SO THAT NEW ALBANY, FRANKLIN COUNTY, AND LICKING COUNTY CAN CONTINUE TO BE GREAT PLACES TO LIVE, WORK, AND PLAY. WETLANDS THAT ARE AROUND THERE. I ALSO HAVE CONCERNS. MY CONCERNS. BUT THOUGHTS ABOUT, THEY'RE TAKING THEIR STORMWATER AND PUTTING IT BACK INTO BLACKLICK CREEK. BUT THE WAY WE DO STORMWATER THESE DAYS, WE'RE USING DATA THAT'S 25 YEARS OUT OF DATE. ALL OF THE HYDRO CAD IS BASED ON NOAA ATLAS 14. IT'S GOING TO BE UPDATED IN 19 AND 2026. SO THE DATA WE'RE USING, LIKE I SAID, IS 25 YEARS OLD, AND WE'RE DESIGNING STORMWATER PONDS TO GO INTO THE FUTURE. SO TO ADD SOME OF THAT SUSTAINABILITY AND RESILIENCE TO OUR SYSTEMS, I'VE TALKED WITH THEM ABOUT LOOKING AT SOME BETTER NUMBERS FOR THEIR STORMWATER DESIGN. THEY TOOK THAT TO HEART, THEY DID SOME CALCULATIONS AND REDESIGNED A COUPLE PONDS. JUST FOR EXAMPLE, ONE OF THE PONDS WAS 110% OVER CAPACITY, SO THEY HAD TO ENLARGE THAT POND TO ADD THAT EXTRA CAPACITY IN THAT STORMWATER. AND IT'LL PROVIDE SOME RESILIENCE IN BLACKLICK CREEK AND BACK INTO OUR COMMUNITIES. SO I APPRECIATE THEIR EFFORT ON THAT TOO. THAT'S ALL I HAVE. ALL RIGHT. WELL THANK YOU. RADICAL ISLAMIST STUDENT MOBS UNDER THE NEW INTERIM GOVERNMENT OF MOHAMMAD YUNUS ARE HOUNDING HINDU EDUCATORS, HUMILIATING THEM IN PUBLIC AND RELIGIOUS SLURS, AND FORCING THEM TO RESIGN FROM THEIR JOBS.
EVEN AFTER TWO MONTHS, THE VIOLENCE CONTINUES UNABATED. HINDU MINOR YOUTH ARE LYNCHED IN FRONT OF ARMY HEADQUARTER WITH POLICE AS BYSTANDERS. BANGLADESH HINDUS LIVE IN FEAR AND WAIT FOR THEIR TURN AS THE NEXT CANDIDATE FOR RAPE AND SLAUGHTER. THIS EMERGING SITUATION IS ESPECIALLY WORRISOME GIVEN THE HISTORY OF GENOCIDE AGAINST HINDUS JUST 50 YEARS AGO. VIDEOS IMAGES AND STORIES FROM IMPACTED VICTIMS COMING OUT OF BANGLADESH IN AUGUST SENT SHOCK WAVES AROUND THE WORLD. HOWEVER, SADLY, MAINSTREAM MEDIA STILL WISHES TO STAY SILENT AND KEEP THEIR LIPS SEALED. THE MASS VIOLENCE TARGETING HINDUS AND OTHER MINORITIES SPANS ACROSS 52 DISTRICTS OF THE COUNTRY, ACCORDING TO BANGLADESH HINDU, BUDDHIST, CHRISTIAN UNITY COUNCIL. THE INTERIM GOVERNMENT OF MOHAMMAD YUNUS IS UNABLE TO CONTROL THE RELIGIOUS EXTREMISM AND LARGE SCALE VIOLENCE. AND JUST TO RECAP, WHERE THIS STARTED. SO THIS REZONING IS REALLY TO ADD MANUFACTURING AND PRODUCTION USES TO THE SITE IN ORDER TO MAKE IT MORE COMPETITIVE IN TODAY'S MARKET. SO CURRENTLY, THE SITE DOES ALLOW FOR OFFICE RESEARCH AND PRODUCTION, RELIGIOUS USES, PARK AND RIDE FACILITIES AND DATA CENTERS. SO THOSE ARE ALL ALLOWED TODAY. WHAT THIS IS DOING IS ADDING MANUFACTURING AND PRODUCTION. AND SO WHEN THIS LAST WAS AT COUNCIL, WE WERE PROPOSING, WHAT WE WOULD WHAT WE WERE CALLING CLEAN AND NON-HAZARDOUS MANUFACTURING AND PRODUCTION. SO COUNCIL TABLED THIS IN ORDER TO ALLOW STAFF TO RESEARCH THIS AND TRY TO FIND EXAMPLES OF WHAT THAT MEANS. AND SO WHAT WE FOUND IS THAT IT'S HARD TO DEFINE.
