THIS EVENING, I'M HERE TO SHARE THE CONTENTS OF A LETTER THAT OUR BOARD PREPARED REGARDING A REQUEST FOR UPGRADED FENCING AT THE WAGNER CEMETERY ON CENTRAL COLLEGE ROAD. I'D LIKE TO START BY READING THE LETTER INTO THE RECORD, BECAUSE I'M AN ATTORNEY, AND THAT'S WHAT I DO. BUT THEN I WANT TO JUST QUICKLY TALK AND REFERENCE THE PHOTOGRAPHS UP TO THE LEFT. SO, DEAR CITY COUNCIL MEMBERS, THE MEMBERS OF THE CEMETERY RESTORATION BOARD REQUEST REPLACEMENT OF THE WHITE FARM HORSE FENCING THAT IS CURRENTLY INSTALLED AT THE WAGNER CEMETERY. AS A BOARD, WE FEEL STRONGLY THAT THIS TYPE OF FENCE IS NOT APPROPRIATE FOR THE HISTORICAL CEMETERY LOCATED ON CENTRAL COLLEGE ROAD. WE SUGGEST ADDING TWO BRICK COLUMNS AT THE WEST AND EAST ENDS OF THE CEMETERY, FACING CENTRAL COLLEGE ROAD, AND TWO BRICK PILLARS ON EACH SIDE OF THE ENTRANCE. THE SUGGESTED OVERALL FENCING APPEARANCE WILL BE SIMILAR TO THAT FOUND AT THE MAPLEWOOD CEMETERY, AND WILL LEND NEEDED CONTINUITY. THE FENCE MATERIAL BETWEEN THE COLUMNS AND AROUND THE PERIMETER OF THE CEMETERY, WHICH WE FEEL TO BE MOST APPROPRIATE AND ECONOMICAL, IS A BLACK ALUMINUM WROUGHT IRON APPEARANCE. WE FEEL THAT A MORE APPROPRIATE FENCE WILL PROMOTE RESPECT FOR THE DECEASED CITIZENS BURIED THERE. HISTORICAL PIONEERS WHO DID MUCH TO ESTABLISH NEW ALBANY. THESE ARE THE VETERANS WHO ARE BURIED THERE FROM THE REVOLUTIONARY WAR. JAMES H. GUINN AND EZEKIEL GOODRICH. YOU'RE GOING TO START RECOGNIZING SOME OF THESE NAMES FROM THE WAR OF 1812. ROBERT CAMPBELL, ZIMRI HILLS, CHRISTIAN HORLACHER FROM THE CIVIL WAR ALVIN BING EVANS, PETER BEVEL HEIMER, SAMUEL EVANS, AND THERE'S ANOTHER NOTABLE CEMETERY RESIDENT, REBECCA CLARK FRAMPTON, AND HER TRIPLET DAUGHTERS, WHOSE HUSBAND WAS ELIJAH FRAMPTON, A METHODIST PREACHER WHO SERVED IN THE WAR OF 1812. JOE, THANK YOU, MAYOR. AS COUNCIL IS AWARE, FRANKLIN COUNTY PUBLIC HEALTH HAS PROVIDED PLUMBING AND HEALTH INSPECTION SERVICES FOR THE CITY FOR MANY DECADES. YOU MAY RECALL THAT OVER THE PAST 2 OR 3 YEARS, YOU HAVEN'T ACTUALLY SEEN LEGISLATION LIKE THIS, AND THAT WAS BECAUSE SEVERAL YEARS AGO, COUNCIL INCREASED THE CITY MANAGER'S AUTHORIZATION TO ENTER INTO CONTRACTS TO UP TO $100,000, AND THIS CONTRACT HAD BEEN UNDER $100,000 DURING THAT TIME. IT'S JUST SLIGHTLY OVER 100,000 AS PROPOSED THIS YEAR BASED, AND IT'S BASED ON OUR PER A PER CAPITA RATE, WHICH PLACES THE CONTRACT AT $113,968.80. SO THIS WOULD PROVIDE FOR HEALTH INSURANCE OR HEALTH PUBLIC HEALTH INSPECTION AND PLUMBING INSPECTION SERVICES TO THE CITY OF NEW ALBANY. FOR THE 2025 CALENDAR YEAR. SO IF WE DON'T USE FRANKLIN COUNTY, DO WE HAVE TO USE FRANKLIN COUNTY? WE DON'T. WE ACTUALLY, THERE ARE ONLY TWO MUNICIPALITIES IN FRANKLIN COUNTY THAT HAVE A DIFFERENT ARRANGEMENT. WORTHINGTON HAS ITS OWN HEALTH DEPARTMENT OR CONTRACTS WITH ITS OWN PUBLIC HEALTH PROVIDER. AND THE CITY OF COLUMBUS HAS ITS OWN. SEVERAL YEARS AGO, WE EXPLORED POTENTIAL OPPORTUNITY WITH LICKING COUNTY, AND BASED ON THE DISCUSSIONS THAT WE HAD WITH LINCOLN COUNTY AND FRANKLIN COUNTY, WE DETERMINED THAT IT WOULD BE LESS EXPENSIVE TO UTILIZE FRANKLIN COUNTY. AND THEY HAVE THE INSTITUTIONAL KNOWLEDGE OF WORKING WITH THE CITY. I SPOKE TO JENNIFER CHRISLER ABOUT HER SATISFACTION WITH FRANKLIN COUNTY PUBLIC HEALTH RELATIVE TO INTEL, AND A LOT OF THE OTHER INSPECTIONS THAT THEY PERFORM IN CONJUNCTION WITH THE DEVELOPMENT DEPARTMENT. AND SHE SAID THAT THEY WERE PERFORMING AT A VERY HIGH LEVEL.

SO COLUMBUS, BASED ON THE CURRENT AGREEMENTS, HAS THE RESPONSIBILITY OR THE OPPORTUNITY TO SERVE THE AREA TO THE NORTH OF THE CITY OF NEW ALBANY, AS WELL AS WHAT THEY ALREADY SERVE TO THE WEST OF THE CITY OF NEW ALBANY. YOU MIGHT RECALL, IN 2023, WE PURCHASED APPROXIMATELY 73 ACRES OF GROUND THAT WOULD HAVE BEEN DEVELOPED RESIDENTIALLY FOR THE OPPORTUNITY TO EITHER EXPAND OUR METROPARKS OR EXPAND THE JOINT PARK DISTRICT TO FACILITATE THE CONSTRUCTION OF THE FIELDHOUSE. SO WE'VE BEEN WORKING WITH THE CITY OF COLUMBUS OVER THE PAST YEAR OR SO TO DETERMINE WHETHER OR NOT WE WOULD BE ABLE TO MODIFY THE WATER AND SEWER AGREEMENTS SO THAT THE CITY OF NEW ALBANY COULD PROVIDE UTILITIES TO THAT 73 ACRES. WE FINALLY, THE CITY OF COLUMBUS INFRASTRUCTURE IS REMOVED FROM THIS, THIS AREA. SO IT WOULD TAKE SOME TIME AND IT WOULD TAKE SIGNIFICANT FINANCIAL INVESTMENT FOR COLUMBUS TO EXTEND THE UTILITIES TO THE SITE. WE HAVE UTILITIES LITERALLY RIGHT ACROSS THE STREET FROM THE EXISTING SITE. WE HAVE AN EIGHT INCH WATER LINE ON THE EAST SIDE OF BILLHEIMER ROAD, ADJACENT TO WHAT WOULD BE THE FIELDHOUSE SITE. WE ALSO HAVE A 12 INCH WATER LINE ON THE SOUTH SIDE OF WALNUT STREET, WHICH COULD SERVE THE FIELDHOUSE SITE, AND WE HAVE SANITARY SEWER ACROSS THE STREET IN THE UPPER CLARINGTON SUBDIVISION. SO IT WOULD IT MAKES SENSE FOR A NUMBER OF REASONS, FOR NEW ALBANY TO PROVIDE SERVICE TO THAT SITE. SO COLUMBUS HAS AGREED TO A TO AMEND THE WATER AND SEWER SERVICE AGREEMENTS TO ALLOW NEW ALBANY TO ANNEX THAT 73 ACRES INTO THE CITY AND PROVIDE UTILITY SERVICES FOR THE PROPERTY. IN ADDITION TO THAT, THERE ARE SOME OTHER AREAS THAT NEED TO BE CLEANED UP. WE'VE DISCUSSED THE MORSE ROAD CORRIDOR, WHICH IS TECHNICALLY IN COLUMBUS TODAY. OUR OUR CORPORATE BOUNDARY ACTUALLY ENDS GENERALLY IN THE AREA OF JAMES RIVER ROAD. SO THE AREA SOUTH OF JAMES RIVER TO MORSE ROAD IS ACTUALLY LOCATED IN THE CITY OF COLUMBUS. MOST PEOPLE THINK THAT THAT'S THE NEW ALBANY WE'VE TALKED TO FRANKLIN COUNTY ABOUT THE OPPORTUNITY TO IMPROVE MORSE ROAD. THEY ARE WILLING TO PARTICIPATE IN THAT IMPROVEMENT, ALONG WITH NEW ALBANY AND THE CITY OF GAHANNA, COLUMBUS HAS AGREED TO PULL BACK THEIR JURISDICTIONAL BOUNDARIES TO THE WEST SIDE OF US 62, AND THAT WILL ENABLE US TO HAVE MORE MORE CONTROL OVER THE MAINTENANCE OF THAT MORSE ROAD CORRIDOR IN ADDITION TO THAT, THERE ARE TWO OTHER PROPERTIES YOU'LL SEE ON THE ON THE EXHIBIT. ON THE SCREEN, THERE'S A PARCEL JUST WEST OF US 62 ON THE NORTH SIDE OF MORSE ROAD. IT IS CURRENTLY UNINCORPORATED, LOCATED IN PLAIN TOWNSHIP. COLUMBUS AGREED THAT IT MADE SENSE TO SQUARE OFF THE BOUNDARIES AND ALLOW NEW ALBANY TO ADJUST AND BE ABLE TO ANNEX THAT PROPERTY IN THE FUTURE, IF THE OWNER WOULD CHOOSE TO DO SO, AND THEN FINALLY, ON THE NORTH END OF TOWN, UP AROUND GREEN CHAPEL ROAD, AND AGAIN, US 62, IN ORDER TO TRY TO SQUARE OFF NEW ALBANY'S ANNEXATION AREA, COLUMBUS AGREED TO ALLOW NEW ALBANY TO ADD THAT TO OUR OUR BOUNDARIES AS WELL.
